    Abstract: The Armenia public sector accountability survey is instrumental in addressing the disparities between de jure laws and regulations and de facto practices and seeks to fill existing knowledge gaps and inform further definition and implementation of the government's anticorruption initiatives. The survey was implemented by the Corruption Prevention Commission (CPC) and the World Bank. It aimed to: (i) provide a comprehensive assessment of the patterns and determinants of integrity risks, and how they can impact productivity and performance in the public administration in Armenia; (ii) understand the perceptions of Armenian public servants regarding ongoing anticorruption initiatives, their awareness of integrity risks, and the needs for further interventions; and (iii) generate evidence, support and inform further definition of reforms and anticorruption initiatives that help address and counter weak integrity practices in the public sector in Armenia. By highlighting the disparities between de jure laws and de facto practices, particularly in terms of integrity within the public sector, this survey aimed to serve as a cornerstone for informing effective implementation in targeted interventions and bridging the gap between policy intentions and actual practices within Armenia's governance. The Armenia public sector accountability survey was aimed at public servants in selected public entities in Armenia, including central ministries and agencies, regional governments, and selected municipalities across the country. The analysis of the survey findings is anchored in the government production function conceptual framework and adjusted to explicitly take into account the drivers and consequences of corruption

    Abstract: This report presents the findings of the Vital Signs Profile (VSP) assessment conducted by the World Bank and the Primary Health Care Performance Initiative (PHCPI) in collaboration with Fiji's Ministry of Health and Medical Services (MHMS). The VSP provides an opportunity to assess the state of the primary health care (PHC) system in Fiji, highlighting areas of strength and challenges through the lens of the PHCPI framework. The framework organizes various domains and subdomains of primary health care using a logic model approach that encompasses the traditional inputs and outputs of PHC systems and emphasizes the capacity and processes of PHC service delivery and performance. Notably, while PHCPI recognizes the role of social determinants of health and intersectoral health promotion and prevention efforts as important factors influencing population health, the VSP is primarily focused on aspects of health service delivery. Fiji is one of four Pacific countries - alongside Kiribati, the Republic of the Marshall Islands, and Solomon Islands that have, with support of the World Bank, used PHCPI tools to take stock of current performance, safeguard what works well, and lay out a vision for areas requiring improvement

    Abstract: In Ethiopia, women are 15 percentage points less likely than men to possess a kebele ID, the primary proof of identity document used in the country. This report unveils findings from a study that aims to grasp the reasons behind this gender gap in ID ownership and offers recommendations for overcoming these barriers in Fayda, the new digital ID system launched by the Government of Ethiopia in 2021. Executed by the World Bank in partnership with Ethiopia's National ID Program (NIDP), the study first uses statistical analysis of ID4D-Findex data to illustrate the nature of the ID ownership gap and its ramifications for women. Subsequently, through desk research and original qualitative data obtained from focus group discussions and key informant interviews, the report delves into four categories of potential reasons for the gap: legal and policy barriers, social and community barriers, economic and procedural barriers, and information and knowledge barriers. In the concluding section, the report offers three key recommendations for integrating gender inclusivity into the Fayda program, drawingfrom the research findings and inputs gathered from qualitative research participants

    Abstract: Countries worldwide are implementing GovTech reforms to modernize the public sector and achieve better performance while responding to citizens' needs. At its core, GovTech represents a whole-of-government approach to public sector modernization, which emphasizes three critical aspects: (i) citizen-centric public services that are universally accessible; (ii) a whole-of-government approach to digital government transformation; and (iii) simple, efficient, and transparent government systems. Within this context, strengthening citizen engagement is crucial to ensure accountability, improve public policy quality, and enhance service delivery. Accordingly, this study aims to be the first cross-country empirical assessment of the impact of GovTech platforms, which can allow citizens to: (i) participate in policy decision-making and (ii) provide feedback on public service delivery. Using a large sample of 176 countries, the study assesses the impact of the implementation of national platforms that allow citizens to participate more effectively. This research employs entropy balancing as the main identification strategy, as well as propensity score matching and ordinary least squares regressions on the matching sample as alternatives. Additional robustness checks were performed using alternative GovTech Maturity Index 2022 data and by considering the possibility of a slower diffusion of the technology. A sensitivity analysis, considering the role of governance, political and institutional factors, as well as the level of development, is likewise performed. The results show a significant and positive impact of GovTech platforms on citizen engagement. Similarly, democracy and the equal distribution of political power have strong and positive effects on citizen engagement. By contrast, public sector corruption negatively and significantly impacts citizen engagement. The findings also provide evidence that GovTech platforms are more effective in fostering citizen engagement in high-income economies and in countries where the government is efficient, institutional and social fragility is low, and there is no conflict or only low-intensity conflict. The results of an Africa-focused analysis indicate that African countries that have adopted such digital platforms likewise experience an increase in citizen engagement

    Abstract: The World Bank's analytical work has a strong reputation, but its knowledge products are also perceived to be of varying quality and relevance, and the drivers of this heterogeneity are only partially understood. Building on previous evaluations, this paper adopts a production function approach to assess how budget resources, time to completion, technical skills, and institutional responsibilities affect the internal ratings and external visibility of different types of analytical tasks at the World Bank. To this effect, the paper first matches records from three unconnected electronic platforms -- for internal documents, budget codes, and external publications -- to assemble a comprehensive database of knowledge products and their key characteristics. With analytical documents as its unit of observation, the exercise shows that: (1) devoting more resources to analytical tasks leads to both better ratings and greater visibility; (2) both outcomes are systematically worse when a greater share of resources comes from trust funds; (3) they are also consistently worse for tasks that take longer to complete; (4) more academically oriented team leaders underperform on ratings and overperform on visibility, whereas technically solid but less stellar team leaders overperform on ratings; and (5) everything else equal, performance varies systematically with the nature of the unit in charge. The findings of the paper can be read as a cautionary note against knowledge management that is based on the counting of analytical tasks. Instead, the findings call for much stronger information systems on knowledge products, a better alignment of incentives for the units in charge, and regular evaluations in the spirit of this paper

    Abstract: In India, state and city governments are making a simultaneous push to increase revenues through property-related taxes and to offer tax incentives to female property owners. This dual policy approach creates an opportunity to study the impact of gender-based tax incentives on property ownership patterns and tax compliance. This paper investigates linkages between gender-based discounts on taxes related to property (stamp duties and property taxes), female property ownership, and revenues from taxes related to property. The methodology designed for this paper deploys researchers to collect insights through focus group discussions with male and female property owners and taxpayers and to conduct one-to-one interviews with government officials in state and urban local body revenue and land administration departments. The study's most important finding is that incentives related to property taxes and involving economically significant amounts, such as the stamp duty, encourage female property ownership. It is notable, however, that property ownership does not always translate into a greater role for females in the control and management of the property. Other factors - such as concessions in loan terms offered to females buying properties in their own names or through joint ownership, security of inheritance, and equal property ownership rights for females - can also positively contribute to encouraging female property ownership

    Abstract: An important component of the Pantawid Pamilyang Pilipino Program (4Ps), the flagship conditional cash transfer (CCT) program of the Philippines, is the delivery of complementary services such as Family Development Sessions (FDS) and Youth Development Sessions (YDS) to program beneficiaries. Prior to the COVID-19 pandemic, these were regular face-to-face sessions providing practical information on topics such as parenting, early childhood care, and disaster preparedness to adult beneficiaries and guidance on adolescent dynamics to young children in 4Ps households, with the overall aim of promoting positive behavioral changes. This technical note examines the process undertaken to enhance and align the content of the FDS and YDS based on the 4Ps law that mandates a maximum 7-year operational period, and it discusses feedback and insights from beneficiaries and implementers. Moreover, it considers the onset of the COVID-19 pandemic and related lockdowns, which have led to mobility restrictions among beneficiaries and implementers since March 2020. Due to the pandemic, the delivery of FDS have relied mostly on broadcast and social media platforms, with options for small group neighborhood sessions in areas with low rates of COVID-19 infections, while YDS have been mostly suspended due to school closures nationwide, without in-person gathering. For a more effective delivery of these learning sessions, this policy note proposes key recommendations on adapting to future shocks and emerging beneficiary needs, developing strategic communications, mobilizing resources, strengthening monitoring and evaluation, and connecting to core values. In particular, it proposes regular updating of module content to maintain relevance and applicability, strengthening alternative modes of program delivery to increase coverage, providing training to facilitators to improve capacity, raising awareness to increase program uptake, creating a clear monitoring and evaluation system to track progress, leveraging the use of technology, and providing post-program exit support to sustain positive behavioral changes among beneficiaries

Most recently, the value of data was demonstrated through efforts to manage the COVID-19 pandemic using data to aid in disease contact tracing, provide information, guide policies, and inform spending of funds. Public sector and government data sources such as censuses, national surveys, and administrative data, combined with data produced by the private sector helping to fill data gaps, provide timelier and finer-scale assessments of programs and policies, and serve public policy and development needs. Businesses can create value from government data by integrating it with data produced by the private sector. This highlights the importance of efficient and effective data sharing, reuse, and interoperability between different actors to better realize development objectives. This report describes the key findings on: leadership on data use and sharing in the government; key enablers for better public sector data use; key legal, regulatory, and policy safeguards that facilitate the trusted use, reuse, and sharing of data in a safe and secure manner; key stakeholders and their role and responsibilities in the data governance framework; and a proposed action plan

    Abstract: This report presents the Independent Evaluation Group's validation of the World Bank Group's 2018 capital increase package (CIP). It assesses the World Bank Group's progress in implementing the CIP's policy measures and achieving its targets, as well as the quality of management's CIP reporting. The 2018 CIP boosted the Bank Group's financial firepower with a USD 7.5 billion paid-in capital increase for the International Bank for Reconstruction and Development (IBRD), USD 5.5 billion paid-in capital increase for the International Finance Corporation (IFC), USD 52.6 billion callable capital increase for IBRD, and internal savings measures. The CIP also included a policy package that committed Bank Group management to policy actions linked to the Bank Group's 2016 Forward Look strategy. The CIP committed to reporting annually on its implementation and an independent assessment after five years. This report fulfills the commitment to an independent assessment. This validation builds on management's own reporting and other complementary evidence to assess the World Bank Group's progress in implementing the CIP's policy measures and achieving its targets. The report also assesses the quality of management's CIP reporting. The report points to lessons on developing, implementing, and reporting corporate initiatives and commitments, such as the importance of having clear strategies or action plans, explicit buy-in from senior management, and accurate reporting with meaningful indicators and realistic targets

    Abstract: The response of the government of the Republic of Korea to COVID-19 has been heralded as among the most successful. In the first two years of the pandemic, the government was able to keep the size of the outbreak relatively small and the death toll relatively low. Although the number of COVID-19 cases jumped significantly subsequently in 2022 and 2023 due to the spread of the more transmissible Omicron variant and a revamped testing regime that cast a broader net to detect infections, Korea had a much lower rate of total confirmed COVID-19 deaths per million population than other high income countries (676 in Korea, as compared to 3,379 in the United Kingdom, 3,331 in the United States, and 2,599 in France). The government achieved this relatively positive result without resorting to the highly restrictive measures that were adopted by most high-income countries, such as strictly controlling borders, shuttering businesses, or issuing severe lockdown or stay-at-home orders. Indeed, since the start of the outbreak in January 2020, the distinguishing features of the response in Korea include the government's ability to mobilize swiftly, even in the early stages of the pandemic, to flatten the epidemic curve. This report dissects the COVID-19 countermeasures successfully adopted in Korea. The analysis draws out insights and lessons that may be relevant to other countries as they mount responses to ongoing crises and prepare for future public health emergencies

    Abstract: This report makes several contributions to the literature on the welfare of FDPs and their hosts. On the data front, the harmonized database compiled for this report represents a large and unique source of information on the welfare of both hosts and FDPs during the period of an unprecedented pandemic. The data span 14 countries from different regions, populations of concern (IDPs, refugees, hosts), and accommodation types (in camps, out of camps). Over a fifth of the global population displaced before the start of the pandemic is represented in this database, allowing for direct comparison and aggregation of results across countries and subgroups. The report also brings a policy lens to the analysis. By examining the role of existing labor market and education policies in the hosting country using newly available information from a cross country, up-to-date policy database, the data yield important insights. In addition, the report examinesaid financing trends using disbursement-level data from OECD's Creditor Reporting System (CRS) and a labor-intensive keyword search approach to teaseout disbursements that are intended for displaced populations. The rest of the report is organized as follows. Section 2 describes the data used in this exercise, including the samples, the harmonization process, and the resulting database. Section 3 presents the key results on the welfare impact of the forcibly displaced and their hosts during the pandemic and ensuing crises. Where relevant and possible, theresults are linked to preexisting sectoral polices that were in place in hosting countries before the pandemic. Section 4 discusses the recent trend in official development assistance (ODA) intended for displaced populations. The report concludes with adiscussion of the results and a set of forward-looking policy recommendations, focusing on inclusive social policies and sustainable financing aimedat promoting self-reliance among the displaced, and on lessons learned for data collection and harmonization following this unprecedented endeavor

    Abstract: This paper advances the understanding of the linkages between trust in government and citizen participation in Latin America and the Caribbean, using machine learning techniques and Latinobarometro 2020 data. Proponents of the concept of stealth democracy argue that an inverse relationship exists between political trust and citizen participation, while deliberative democracy theorists claim the opposite. The paper estimates that trust in national governments or other governmental institutions plays neither a dominant nor consistent role in driving political participation. Instead, interest in politics, personal circumstances such as experience of crime and discrimination, and socioeconomic aspects appear to drive citizen participation much more strongly in the Latin America and the Caribbean region. This is true across models imposing simple linear trends (logit and lasso) and others allowing for nonlinear and complex relations (decision trees). The results vary across the type of participation-signing a petition, participation in demonstrations, or involvement in a community issue-which the paper attributes to increasing net costs associated with participation

    Abstract: Using multiple waves of two public opinion surveys and a two-way fixed effect model, this paper analyzes how people's perceptions and attitudes towards public institutions shifted with the business cycle in El Salvador during 2004-2018. It finds that individuals' levels of trust toward both the president and the municipal government are positively associated with higher levels of income at the municipality level. Income is also a strong predictor of trust in mass media, confidence in the judicial system and, to a lesser extent, trust in the national legislature but income does not affect trust in the Catholic Church. The relationship between income and trust toward the president and municipalities masks a relevant heterogeneity from a rural-urban divide as well as from differences in municipal state capacity. Further, views of income distribution fairness as well as preferences for democracy are positively shaped by municipality-specific business cycles. In contrast, neither generalized trust nor satisfaction with democracy is empirically associated with income at the municipality level

The Malaysia Education Blueprint (2013-2025) set a target to achieve universal preschool enrollment by 2020, and Malaysia, along with many other developing countries, has yet to achieve this. Findings from the World Bank's preschool survey and stakeholder interviews carried out for this report point to a range of issues, such as a lack of preschool seat availability in certain areas, low awareness among parents on the benefits of sending their children to preschools, affordability of preschool expenses, low teacher quality, and concerns over the overlapping roles between the multiple ministries and agencies that oversee ECCE in Malaysia. This review is carried out in collaboration with the Ministry of Education (MOE) and is a comprehensive assessment of Malaysia's current preschool education landscape. The review aims to identify the gaps between the targets and aspirations set by MOE and the government under various policy documents and the outcomes to date. It also aims to deep-dive into the underlying reasons for these gaps, and seek solutions to close them and achieve the aspirations. It is the unique contribution that a DFI or a multilateral/ bilateral bank brings to a private investment project that is not offered by commercial sources of finance. The key idea is that the investment project should add value without crowding out private sector activity. Identifying and articulating project additionality is particularly important in middle- income countries (MICs) since financial markets in MICs are more developed, and private investment far exceeds official development assistance. This evaluation report examines the relevance and effectiveness of IFC's approach to additionality in MICs and seeks to explain the factors that contribute to or constrain its realization. While the evaluation focuses on IFC's additionality on the level of the project, it also applies the lens of country and sector context to draw additional learning. Thus, it considers whether additionality can occur beyond the level of a single project-for example, at the country and sector level.     Abstract: This paper presents an empirical application and analysis of the social contract in countries in the Middle East and North Africa. The paper suggests a simple operational model that synthesizes a social contract's three main characteristics: participation, protection, and provision, between a government and its citizens. This empirical "3-P" framework allows investigating the role that government provision and protection may have on citizen participation, which is particularly pertinent given the political and economic development of countries in the Middle East and North Africa. The paper compares the evaluation of the health of the social contract in countries in the Middle East and North Africa region to that of countries in the Organisation for Economic Co-operation and Development. The empirical evidence shows that the social benefits provided to citizens through improved delivery of basic services have come at the cost of impaired political participation. This feature of the social contract in the Middle East and North Africa may be considered one of the root causes of the social turmoil some countries have been struggling with in recent decades. Digital transformation is a potentially powerful channel through which the relationship between government and citizens can improve, and the paper finds that it has a three-year lagged positive effect on the quality of the social contract in the Middle East and North Africa and the effect is inversely U-shaped. This suggests that structural and institutional improvements are needed in countries in the Middle East and North Africa for the quality of their social contract to reach levels comparable to those of countries in the Organisation for Economic Co-operation and Development

    Abstract: Corruption poses a significant threat to development and has a disproportionate impact on the poor and most vulnerable. Government agencies struggle to identify fraud and corruption in public expenditures. Risk assessments usually rely on manual analysis and follow-up on specific complaints or anecdotes which requires substantial resources. Assessments are often limited in scope and ineffective, failing to generate the evidence needed to build strong cases. The World Bank developed the Governance Risk Assessment System (GRAS), a tool that uses advanced data analytics to improve the detection of risks of fraud, corruption, and collusion in government contracting. GRAS increases the efficiency and effectiveness of audits and investigations by identifying a wide range of risk patterns. GRAS makes use of public data and is based on a robust and comprehensive conceptual framework which draws on insights from experienced practitioners and sound academic research. This report presents GRAS's main features, examples of GRAS implementation, and outlines the steps government agencies can take in applying GRAS in their countries. GRAS was developed in Brazil, where it has been piloted in four subnational governments and has helped to investigate fraud, corruption, and collusion in public procurement. Concrete results include the identification of over 850 suppliers with strong indication of collusive behavior, 450 suppliers likely registered under strawmen, 500 cases of conflict of interests involving suppliers owned by public servants, and about 4500 companies with connections to political campaigns, among other examples

    Abstract: Tax evasion and avoidance generate distortions in tax systems and cause significant revenue losses for African economies. International cooperation is one of the most effective methods of combating tax evasion and tax avoidance. As such, many countries are participating in global initiatives toward the exchange of information between national administrations for tax purposes. This paper provides the first empirical evidence on the revenue effects of tax-related exchange of information for African countries. The regressions are carried out on a sample of 54 African countries on data from 1990-2020. The findings indicate that the exchange of information for tax purposes between national tax jurisdictions has a positive and statistically significant impact on tax revenue. The estimation results show that exchange of information could increase tax revenue collection by a magnitude ranging from 5 to 19 percent. These findings reiterate the importance of international cooperation for combating tax evasion and stimulating tax collection in Africa

    Abstract: This paper documents the relationship between legal gender equality and the use of financial services, using individual-level data from 148 developed and developing economies. The results show that greater legal equality alleviates women's involuntary financial exclusion.     Abstract: Governments around the world spend about one-third of their budgets through public procurement systems where electronic administration of public tenders promises great benefits. However, surprisingly little is known about how, under which circumstances, and through which features electronic systems work. To address these questions, this paper looks at the introduction of an electronic procurement system compared to a fully paper-based system in Bangladesh in 2011-16. The impact of the electronic procurement system on access to public tenders, their economy, and administrative efficiency is estimated. Contracts were matched both within procuring entities and years, and fixed effects regressions were run to address biases emanating from nonrandom assignment to treatment. The findings show an overwhelmingly positive impact. Access improves, with the number of bidders increasing by 1.6-2.2 and the probability of a single bidder decreasing by 7.8-13.5 percentage points. Economy also improves as discounts firms offer increase by 7.4-8.0 percentage points. Administrative efficiency greatly improves too: the total time of processing a tender-starting from the public call for tenders to contract signature-drops by 15.6-19.2 days. However, it is possible that low performance and rent-seeking were displaced to the contract implementation phase, which remained principally paper-administered. These results indicate that the government directly saved USD 460 million to USD 513 million in the analyzed electronic tenders, largely due to increased winning rebates and lower advertising costs. Considering the indirect macro effects, the introduction of electronic procurement increased Bangladesh's gross domestic product by 0.48 to 0.54 percent, or USD 1.4 billion to USD 1.6 billion in 2019

    Abstract: This paper proposes a preliminary economic model of political clientelism and corruption in developing countries with weak rule of law. It explains why this corruption is often chronic and persistent, and further examines its impact on fragility, conflict, and violence. The basic model is built in three stages: (i) political party strategies vis-a-vis clientelist options using a game-theoretical approach, (ii) strategies of using state repression and violence to complement electoral clientelism, and (iii) strategies of geographical/ethnic entities on remaining within a given republic or breaking away. The model predicts that the first clientelist party in power can monopolize government for long periods and further consolidate power by blending in state violence. Political clientelism and corruption are likely to provoke geographically distinct communities and movements to challenge the sovereignty and territorial integrity of the country concerned. The impact on fragility is predicted as greatest during monopolistic and dictatorial clientelism. Governance structures of inegalitarian or unjust local traditional authorities are shown to be an important independent factor provoking separatism. Separatist movements are predicted to be left leaning or egalitarian in the beginning of their struggle. As economies grow and shift away from a patronage-based private sector toward a productive one, individuals are likely to be protective of their enterprises and incomes against the aleatory decisions of a clientelist government. Therefore, a substantially enhanced investment in a productive private sector may likely be a better longer term anti-corruption strategy than exclusively focusing on governance, accountability, and accounting measures

    Abstract: This paper investigates the characteristics of resource-backed lending across sub-Saharan Africa. To shed light on this type of lending, the paper presents new information on thirty resource-backed loans identified through publicly available information between 2004-2018. These loans are concentrated in a few countries, where they represent a sizable fraction of all borrowing, they are typically taken by central governments and state-owned enterprises. While loan terms are mostly opaque, where data is available, we find that such loans are not cheaper than regular loans. The authors highlight opportunities to improve transparency and offer some suggestions for improving the governance of collateralized borrowings across developing countries

    Abstract: Timor-Leste is facing a human capital crisis. Children born in Timor-Leste today will be less than half as productive as adults as they could be if they enjoyed complete education and full health. Moreover, the Petroleum Fund, the main driver of the economy since the country's independence in 2002, risks being depleted within a decade, threatening the sustainability of Timor-Leste's economy, as well as health, education, and social protection systems. The COVID-19 pandemic has amplified and accelerated these challenges and deepened socioeconomic and geographic inequalities across the country. To be ready for a future that will be primarily driven by the country's human capital assets, the time available to Timor-Leste is limited and the task at hand an enormous one. Despite this daunting outlook, there are opportunities of a lifetime that need to be seized now to address this crisis. The country's population is primarily young, and a rapidly closing window of opportunity exists to build high levels of human capital through quality education, health, nutrition, and social protection. By capitalizing on the youth bulge and translating it into a demographic dividend, the people of Timor-Leste can become the drivers of the country's economic growth. Eight key messages can be distilled from the 2023 Timor-Leste Human Capital Review (HCR). These messages serve as a common reference point for the Government of Timor-Leste (GoTL) and other stakeholders active in human development to identify short- and medium-term priorities for investment in health, education, and social protection. Together, these can yield individual-level and macro-level economic benefits and improve development outcomes

    Abstract: This study examines the relationship between food insecurity and trust using the 2014-17 waves of the Gallup World Poll and the Food and Agriculture Organization's Food Insecurity Experience Scale. Trust improves public institutions, social capital, public health interventions, and economic development. Vertical trust is represented as an index of trust in national institutions, while horizontal trust is represented as a measure of trust in friends and family. The findings show that food insecurity is associated with a decrease in both measures of trust. The study further document heterogeneous effects of food insecurity across economic development rankings. The results suggest a need for governments to increase food security to bolster public trust, strengthen the social contract, and enhance the effectiveness of development efforts

    Abstract: Data transparency about critical economic issues may be key to driving growth and enhancing trust in government in the Middle East and North Africa. Several knowledge products and technical analyses on the region have been greatly constrained by the lack of availability of detailed data, and the relatively outdated nature of many available datasets. The goal of this study is to ascertain the state of data systems in the Middle East and North Africa region. Through analysis of several indicators, with their limitations in mind, the study uses descriptive analyses and uncovers six stylized facts of the region: (i) developing economies in the Middle East and North Africa have poor data ecosystems, largely due to the prevalence of conflict; (ii) developing economies in the Middle East and North Africa as a group have experienced the largest deterioration in data systems over time; (iii) data systems in richer economies in the Middle East and North Africa region underperform relative to their income peers; (iv) Gulf Cooperation Council economies underperform in data openness, especially online access, despite having the resources for online features; (v) the regulatory framework for data (data infrastructure) is poor throughout the region, especially in Gulf Cooperation Council economies; and (vi) the dispersion of source data scores - a measure of availability and timeliness of micro data - in the region suggests that national statistical offices in the region could learn from each other. Furthermore, the study summarizes data availability and timeliness for specific macro, micro, and public health indicators for countries across the region. The need for forging a social contract for data is discussed, as well as the role international institutions can play through a statistics compact for the region

    Abstract: How does easing the economic integration of forced migrants affect native voting behaviors in the Global South? This paper assesses how the regularization of half a million Venezuelan forced migrants affected the electoral choices of Colombian natives by comparing election results in municipalities with higher and lower take-up rates for a program that supports forced migrants. The findings show negligible impacts on native voting behavior. The study then conducted a survey experiment to investigate the lack of voter response. Even after receiving information about the pro-gram, Colombian voters showed no changes in voting intentions or prosocial views toward migrants. This suggests that their indifference did not stem from a lack of awareness about the program

    Abstract: Despite widespread awareness on the benefits of cloud computing, authorities in most of the World Bank's client countries have not explored the opportunity of adopting cloud computing solutions. Task teams are finding it difficult to provide relevant advice to the counterparts and address their concerns. Most authorities have identified risks of moving to cloud computing: Will their data be safe? Will they have sovereign control over access to data stored offshore? Will privacy be protected? These risks are real. Due to an inadequate assessment framework to identify and assess these risks, the typical response of most client governments is to develop a government's cloud (G-Cloud or GovCloud). This seems logical for more sensitive or mission critical data. However, this is not enough. Adopting a hybrid cloud model, which leverages the cloud services from the private sector to work in conjunction with the G-Cloud can offer immense opportunities to save costs, improve security, enhance performance, and strengthen resilience in a post COVID-19 world. However, client governments need guidance to change their policy response on cloud computing - from the risk-avoidance to the one of risk-management. This note provides guidance on institutional and procurement arrangements and risk mitigation methodology for acquiring and managing public cloud solutions using a whole-of-government approach

    Abstract: This paper provides a framework to study how different allocation systems of public procurement contracts affect firm dynamics and long-run macroeconomic outcomes. It builds a novel panel dataset for Spain that merges public procurement data, credit register loan data, and quasi-census firm-level data. The paper provides evidence consistent with the hypothesis that procurement contracts act as collateral for firms and help them grow out of their financial constraints. The paper then builds a model of firm dynamics with asset- and earnings-based borrowing constraints and a government that buys goods and services from private sector firms, and uses it to quantify the long-run macroeconomic consequences of alternative procurement allocation systems. The findings show that policies which promote the participation of small firms have sizeable macroeconomic effects, but the net impact on aggregate output is ambiguous. While these policies help small firms grow and overcome financial constraints, which increases output in the long run, these policies also increase the cost of government purchases and reduce saving incentives for large firms, decreasing the effective provision of public goods and output in the private sector, respectively. The relative importance of these forces depends on how the policy is implemented and the type and strength of financial frictions

    Abstract: The Country Policy and Institutional Assessment (CPIA) for Africa is an annual diagnostic tool for Sub-Saharan African countries that are eligible for financing from the International Development Association (IDA), the part of the World Bank that helps the world's poorest countries. The CPIA Africa 2023 report provides an assessment of the quality of policies and institutions in all 39 IDA-eligible countries in Sub-Saharan Africa for calendar year 2022. The average overall CPIA score for Sub-Saharan Africa remained unchanged at 3.1 in 2022. Economic and social resilience continues to be tested in all countries in Sub-Saharan Africa amid tight global credit markets, as institutional capacity for restoring stability and delivering sustained growth remains a challenge. Such resilience is also fundamental to responding to global climate change and the expected market shifts as the world economy transitions to green energy. The recovery of economic activity in the region following the slowdown caused by COVID-19 has been multispeed, with wide variation across countries. Global events that diverted attention away from longer-term development priorities marked 2022. Inflation was the predominant form in which international pressures translated to domestic economies in Sub-Saharan Africa, resulting in stress on social policies and government budgets, on account of divergent responses by governments and private sector competition. In some countries, this has led to significant stress on debt sustainability, highlighting the importance of debt management, budgetary oversight, and financial soundness. An opportunity for regrouping on policy reforms arose in the second half of 2022, as gas prices declined after a mild European winter and China lifted health-related restrictions. Despite global economic challenges, more countries in Sub-Saharan Africa saw improvements in their overall CPIA scores compared to the previous year. In Western and Central Africa (AFW), the overall score increased for eight countries-Benin, Cabo Verde, Cote d'Ivoire, The Gambia, Guinea, Guinea-Bissau, the Republic of Congo, and Togo. The overall score increased for four countries in Eastern and Southern Africa (AFE)-Burundi, the Democratic Republic of Congo, Mozambique, and Zambia. In contrast, the overall score decreased for eight countries-Chad, the Comoros, Eritrea, Ethiopia, Ghana, Malawi, Sao Tome and Principe, and Sudan. The countries with improved scores made notable advancements in the economic management, policies for social inclusion, and governance clusters. Conversely, the countries with declining scores faced economic management and governance challenges. For the most part, the countries that received downgrades were positioned toward the lower end of the scale, while the upgraded countries generally had overall scores above 3, indicating a growing divergence in scores across the region in 2022

    Abstract: Governments across the world have increasingly devolved powers to locally elected leaders. This paper studies the consequences of local democracy, exploiting a natural experiment in Karnataka, India. Local elections were postponed in 2020, resulting in appointed administrators taking over governance in villages whose elected leaders completed their terms that year. This created quasi-random variation in the governance regime across villages. The paper brings together a rich set of administrative datasets-budgetary allocations from the universe of 6,000 villages, more than a million public works projects, local bureaucratic attendance, welfare benefits, and a primary survey of more than 11,810 households-to estimate the impacts of local democracy. The findings show that local democracy aligns spending more closely with citizen preferences, but these gains accrue more to men, upper castes, and other advantaged social groups. Elected leaders are more responsive to citizen needs and cause local bureaucrats to exert more effort. However, appointed administrators perform better on aspects of governance that are aligned with their specialized skills. Local democracy improves governance in some domains, but it has no overall impact on economic outcomes or effectiveness of COVID-19 management

    Abstract: The lack of land connectivity among the Caribbean Island nations and the growing significance of the tourism sector as a key economic pillar have underscored the importance of improved air connectivity for economic growth and shared prosperity in the region. On average, tourism's contribution to the gross domestic product (GDP) for the region rose from 12 percent in 2011 to 15.2 percent in 2017, accounting for 4.3 percent of the jobs (CIA, The World FactBook). Almost half these contributions can be traced to capital investments in the travel and tourism industry, while one-third is linked to tourism-related service industries. Overall, Caribbean origin and destination air passenger traffic grew by 50 percent between 2007 and 2017, from approximately 40 million to nearly 60 million passengers annually. However, intra-regional passenger traffic remained flat and declined in some countries, including in Grenada, Dominica, and Saint Lucia.     Abstract: This report explores the paths to increase access to justice in Fragile and Conflict-Affected Situations (FCS). It provides an analytical overview of the most common barriers to access to justice and presents the value and prerequisites of eight options available to governments to increase access to justice in these contexts. Fragile environments are considered among the most difficult for publicsector reforms, including judicial reform, partly because the root cause for fragility or conflict is often multifaceted. FCS are characterized by rapidly changing circumstances, differing levels of security, fragile and volatile political situations, low institutional capacity, and a weak enabling and investment climate for the private sector. The report takes these aspects into consideration and proposes context-specific policy implications. The report is intended for justice professionals and the general audience of development experts alike, and is designed to be a repository of data and country examples on common barriers and solutions for increasing access to justice in FCS. It can serve as a starting point for reform design and research toward good practices implemented across the world. The report relies on publicly available data and does not do any data collection. As such, it carries the limitations of the underlying datasets, including a general lack of data on outcomes and the unavailability of gender-disaggregated data. Section 1 discusses the determinants of access to justice and defines the concept of fragility used throughout the report. Section 2 uses publicly available data to extract common barriers to access to justice in FCS and organizes them around the three dimensions of access to justice. Section 3 outlines ways that these barriers can be addressed with corresponding in-country applications. Section 4 concludes by summarizing the policy implications of this analysis for governments

    Abstract: Global growth is projected to slow significantly in 2023 as continued monetary tightening constrains the credit supply. Tanzania's economy has performed relatively well despite a challenging external environment. The government recognizes that a dynamic private sector fueled both by domestic and international investment is crucial to increase productivity, accelerate job creation, and support more inclusive and resilient growth. Tanzania has several macroeconomic advantages that could support a successful transition to middle-income status. Tanzania's most urgent reform priorities include measures to improve efficiency and effectiveness of expenditure programs and boost tax-revenue mobilization. The government should assess and regulate budget transfers to state-owned enterprises to ensure their sustainability. An analysis of the implementation capacity of ministries with low expenditure execution rates could inform efforts to improve procurement systems and strengthen monitoring and evaluation. The government should adjust VAT, corporate income tax, and excise tax rates to increase revenue mobilization, and excise taxes on tobacco should be reevaluated to balance revenue and public health objectives. Strengthening taxation on wealthier households is vital to improve the equity of the tax system. Reinforcing the tax administration's auditing capacity will be necessary to boost collection efficiency and enhance distributional equity, and registration thresholds should also be adjusted to broaden the tax base. The Commitment to Equity (CEQ) methodology could be used to assess the impact of proposed fiscal policy changes on household income, poverty, and inequality

    Abstract: This paper assesses the performance of Romanian state-owned enterprises with various degrees of ownership (minority owned with 10 to 24.9 percent stakes, minority owned with 25 to 49.9 percent stakes, and majority owned with at least 50 percent ownership stakes) and control levels (central versus local state-owned enterprises and directly versus indirectly owned state-owned enterprises) relative to privately owned enterprises. The paper uses the Romanian firm-level data from the Ministry of Finance covering enterprises of all sizes from 2011 to 2020, combined with the new World Bank Businesses of the State dataset, which tracks ownership of state business entities with at least 10 percent stake in Romania. The paper analyzes whether various degrees of state ownership and levels of control matter for state-owned enterprises' performance. The paper also assesses whether Romanian state-owned enterprises were able to act as stabilizers during the early period of the COVID-19 pandemic, and how the presence of state-owned enterprises in markets correlates with market outcomes. The findings show that relative to private firms, Romanian state-owned enterprises, particularly those that are majority owned, directly owned, and local ones, employ more people, pay higher wages, but are less productive. In addition, Romanian state-owned enterprises cushioned the job and wage losses associated with the COVID-19 pandemic better than private firms, especially in competitive sectors. Finally, there is evidence that the presence of state-owned enterprises may limit private firm entry and allocative efficiency

    Abstract: Bulgaria has traditionally adhered to fiscal discipline and prudent fiscal policy since the introduction of its currency board arrangement in mid-1997. After a gradual decline in the 2000s, public debt has remained among the lowest in the European Union (EU), hovering in a narrow band between 17 and 29 percent of gross domestic product (GDP) for the last 10 years. The low level of public debt has been supported by relatively low fiscal deficits or even surpluses in some years. This has helped the fiscal system absorb recent shocks relatively unscathed and provided sufficient fiscal space to address emerging crises and limit the scarring on economic activity, the labor market, and incomes. This report provides fresh evidence on Bulgaria's fiscal landscape and some of the key issues that fiscal policy may need to address going forward. To start with, the report looks at opportunities to increase revenue collection with two special focuses - the value-added tax (VAT) compliance gap and health taxes (excises on tobacco and alcohol products). Social spending effectiveness in reducing headline poverty and child poverty in particular also requires urgent attention from policy makers. An updated fiscal incidence analysis shows that Bulgaria's fiscal system has a limited impact on overall poverty; neither is it effective in addressing child poverty, as it reduces it by just 0.3 percentage points

    Abstract: Sustainable debt is loan or bond financing that helps mitigate or address a specific environmental or social concern or achieve positive environmental or social outcomes. The term environmental, social, and governance (ESG) investing, often used interchangeably with sustainable investing, denotes an investment approach wherein investors apply nonfinancial factors related to ESG issues in their investment analysis to identify risks and opportunities. The practice of ESG investing began in the 1960s as socially responsible investing, with investors excluding stocks or entire industries from their portfolios to avoid investing in morally questionable businesses. In recent years, ESG investing has garnered tremendous interest because of the recognition of environmental and social risks to the global economy; the urgency that the Paris Agreement and the 2030 agenda for sustainable development have created; and the resulting impetus to finance initiatives that help limit global warming, environmental degradation, and various social problems. Investors use a variety of strategies, including negative or exclusionary screening, positive screening, integration of ESG considerations, thematic and impact investing, and active ownership and stewardship, to incorporate ESG considerations into their investment processes. Climate change, resource scarcity, and demographic and social change feature prominently in several investment strategies.     Abstract: Lesotho witnessed poverty reduction prior to the Coronavirus (COVID-19) pandemic and the subsequent shocks, but the pace was slow, and poverty remained widespread. The World Bank Group (WBG)'s partnership with Lesotho is fully aligned with the country's development vision articulated in the second National Strategic Development (NSDP II) and key findings of its 2021 Mid-Term Review. The overall objective of the proposed CPF FY2023-2027 is to support Lesotho in building a sustainable and resilient economy in a post-COVID environment by promoting a private sector driven, export-oriented economy for job creation supported by an enabling, efficient and effective public sector. The CPF consists of three high-level outcomes (HLOs) -increased employment in the private sector, improved human capital outcomes and improved climate resilience with seven objectives under the HLOs. There are two foundational themes (governance and government capacity, and macroeconomic and fiscal sustainability) and three approaches (gender, digitalization, and lagging-region approach) that cut across the CPF. The CPF is scheduled to be finalized with the new government by early 2023

    Abstract: The ability of cities and municipalities to effectively deliver infrastructure and services and productively manage built environments and local economies depends on their institutional capabilities, quality of local governance, and financial resources at their disposal. Therefore, a core priority of governments is to strengthen the financial and institutional systems for cities and municipalities to enable them to perform these functions. One tool the World Bank has used to address this challenge over the past two decades is performance-based fiscal transfers to urban local governments - a type of financing mechanism designed to improve institutional and service delivery performance of these local governments. Generally known as 'Urban Performance Grants', these are fiscal transfers from a higher level of government conditioned on achieving performance in predetermined areas. The Bank's Global Practice for Urban, Disaster Risk Management, Resilience and Land has implemented a large financing portfolio of such programs across several countries. This report takes stock of the results and implementation experience of these programs and identifies key lessons and good practices for the design of the next generation of such programs. Based on a review of nine financing programs across seven countries, it shows that they have generally been effective in delivering results in line with their development objectives and have improved the delivery of urban infrastructure and service delivery in their targeted areas. The report concludes by providing guidance on improving the sustainability of these programs within country systems and promoting local action for climate change mitigation and adaptation

    Abstract: The assignment of social programmes to their target population, known as targeting, is key to effective policy implementation. Proxy means testing is a widely used targeting approach where means testing is infeasible due to economic informality. This paper proposes a novel, practically feasible assessment approach that aims to reduce average proxy means test data collection costs, or allow more extensive data collection within a given resource envelope. Combining variable selection and prediction intervals, it develops a household-level truncated early stopping algorithm, which can reduce average interview length while maintaining predictive accuracy close to a standard proxy means test baseline. Applying the approach to Indonesian data, simulation of a 40 percent population coverage programme shows that targeting questionnaires could be shortened by 61 percent while maintaining PMT-level accuracy. A case study of a large health insurance programme in an urban area suggests that the share of intended beneficiaries who are among the targeted population can potentially be increased from 65.6 percent to 78.3 percent if enumerators conducted more of the shorter surveys that the truncated early stopping algorithm generates

    Abstract: International and domestic efforts to respond to the severe global challenge of climate change are on the rise and evolving. Despite the importance of action from multiple levels of government, public sector reforms to address climate change and to promote decentralization and or intergovernmental relations tend to be designed and managed separately. Intergovernmental relations have administrative, fiscal, and political dimensions. This paper focuses on climate action at the subnational government level through administrative decentralization and intergovernmental collaboration. The Paris Agreement acknowledges the climate change-decentralization connection, noting a need for the engagement of all levels of government and various actors. The bottom line is that the appropriate mix of subnational climate actions will vary because climate change needs and feasible responses, as well as intergovernmental structures and the nature and degree of decentralization, differ across countries. The paper is organized as follows: section one gives introduction. Sections two and three, respectively, provide concise summaries of basic climate change issues and policies and the principles and practices of decentralization and intergovernmental relations. Section four covers the intersection of climate change action and decentralization. Section five reviews administrative decentralization for climate change action. To that effect, the paper uses new data on Uzbekistan's banking sector, the data on past transition economies, and qualitative and quantitative evidence from the literature. Uzbekistan's latest experience with banking transition generates important lessons for countries that have yet to transition.     Abstract: The COVID-19 pandemic represents the largest economic shock the world economy has witnessed in decades, causing a collapse in global activity. Nevertheless, there are signs that global activities are stabilizing, and have picked up in many large emerging markets and developing economies (EMDEs). Global growth is set to reach 5.6 percent in 2021, however, growth will be uneven and concentrated in a few major economies, with most of the EMDEs lagging behind. The Latin America and the Caribbean (LAC) region has been one the most severely affected in economic and social terms. Its estimated decline in GDP exceeds both that of advanced and developing economies. This study on the impact of COVID-19 on financial reporting in LAC was conducted with the following objectives: (i) Analyze whether the financial impact of COVID-19 is reflected in the financial reports of a sample of countries of the LAC region; (ii) assess whether the balance sheet of the countries included in the sample can convey the long-term fiscal sustainability of the government, reflecting the fiscal risks associated with the financial performance and financial position of the government in the context of the COVID-19 pandemic; and (iii) determine whether the notes to the financial statements are being used to present the financial information in a transparent manner by explaining materially large figures and significant changes caused by the COVID-19 pandemic

    Abstract: Brazil's pension system takes up an oversized proportion of its social protection spending. It comprises of Regime Geral de Previdencia Social (RGPS), covering private sector workers, and over two thousand Regimes Proprios de Previdencia Social (RPPS), insuring public civil servants at federal and subnational levels. While the total membership of RPPS only stands at about 10 percent of RGPS coverage, its spending amounts to almost half of RGPS pension outlays. This paper attempts to present an integrated view of RPPS pension schemes, their influence on subnational budgets, and their interaction with human resource policies. After a brief introduction, Chapter 3 starts by documenting the history of civil service and its associated pension schemes, looking for explanations on how subnational RPPS became so big, dispersed, and difficult to reform. The fiscal consequences of subnational civil service pension scheme expansion and maturation, including RPPS role in the fiscal challenges and policies of the last few years, are discussed in Chapter 4. Chapter 5 attempts to expose important interlinkages between pension and human resource policies and argues for the need of integrated policy approach. Chapter 6 describes the history of previous RPPS reform attempts, while Chapter 7 focuses on the effects of federal pension reform of 2019 on subnational civil servant pension schemes. The paper ends with lessons and policy recommendations for the future

    Abstract: Responding effectively and with professional integrity to the many challenges of public administration requires recognizing that access to more and better quantitative data is necessary but insufficient. Overreliance on quantitative data comes with its own risks, of which public sector managers should be keenly aware. This paper focuses on four such risks. The first is that attaining easy-to-measure targets becomes a false standard of broader success. The second is that measurement becomes conflated with what management is and does. The third is that measurement inhibits a deeper understanding of the key policy problems and their constituent parts. The fourth is that political pressure to manipulate key indicators can lead, if undetected, to falsification and unwarranted claims or, if exposed, to jeopardizing the perceived integrity of many related (and otherwise worthy) measurement efforts. Left unattended, the cumulative concern is that these risks will inhibit rather than promote the core problem-solving and implementation capabilities of public sector organizations, an issue of high importance everywhere but especially in developing countries. The paper offers four cross-cutting principles for building an approach to the use of quantitative data-a "balanced data suite"-that strengthens problem-solving and learning in public administration: (1) identify and manage the organizational capacity and power relations that shape data management; (2) focus quantitative measures of success on those aspects which are close to the problem; (3) embrace a role for qualitative data, especially for those aspects that require in-depth, context-specific knowledge; and (4) protect space for judgment, discretion, and deliberation in those (many) decision-making domains that inherently cannot be quantified

    Abstract: Can an implementation-driven analysis of project success be used as a more granular instrument for assessing the effectiveness of World Bank project By focusing on how projects perform, this paper attempts to capture variation hitherto unexplored in the aid effectiveness literature. This offers greater precision for diagnosing implementation challenges throughout the project cycle, producing a cross-cutting instrument that reaches across country-, time-, and sector- based approaches. Using data from the Global Delivery Initiative's "Delivery Challenges in Operations for Development Effectiveness" database and indicators from more than 5,000 lending projects (1995 - 2015), the paper examines project performance and the achievement of development objectives across 42 specific delivery challenges. Bayesian model averaging is used for a holistic assessment of the relative impacts of each challenge alongside a battery of structural and contextual covariates. The findings show that issues of project design, ineffective monitoring, and weak organizational capacity have systematically hindered the World Bank's performance and achievement of the indicators. Conversely, while financial instability and weaknesses in stakeholder engagement can hinder success, their identification and treatment ultimately improves project performance

    Abstract: Infrastructure is critical to economic development. When infrastructure companies are owned and operated by the government, however, they create significant sources of fiscal risk. These fiscal risks can be sizable, but they are often preventable with proper planning, risk assessment, and strict rules and procedures for corporate and fiscal governance. This paper examines fiscal risk stemming from state-owned enterprises (SOEs) in the infrastructure sector in a sample of 135 firms in 19 countries from an original database of SOE financials for 2009-18. The paper develops a typology of fiscal risks and their determinants, builds new measures of fiscal injections to SOEs, and documents them using the novel database. The results show that governments support SOEs through a remarkably wide range of fiscal instruments. The fiscal cost of supporting infrastructure SOEs is usually below 1 percent of gross domestic product. Support is more prevalent and frequent than previously thought. The findings show that fiscal risk stems not only from "tail risk," but also from the everyday operation of infrastructure SOEs. The paper calculates the Altman Z" score (a measure of default risk) and shows that it can be used to forecast the need for fiscal injections in SOEs

    Abstract: The world spent USD 11 trillion on public procurement in 2018, amounting to 12 percent of global GDP (Bosio and others 2022). Given these substantial volumes, public procurement can contribute to several objectives: savings, integrity, economic growth, inclusiveness, and sustainability. Procurement Data Analytics (PDA) can contribute to the achievement of these objectives. It refers to the use of data to generate actionable insights and evidence to monitor outcomes, inform the policy dialogue, guide reform efforts, and assess the impact of reforms and strategies in public procurement. Despite a growing academic literature and impact evaluations on public procurement, the existing body of evidence is still scarce and limited to a few countries. This impedes drawing generalizable lessons on optimal policies and strategies to achieve the multi-layered objectives of the public procurement function, therefore highlighting the need for a larger adoption of data analytics tools in this area. With the increasing adoption of electronic government procurement (eGP) systems and the corresponding digitization of transaction records, public procurement has enormous untapped potential for the application of data analytics tools. This paper highlights the successful approaches and good practices of previous PDA work and provide useful resources to World Bank teams with country engagements relating to public procurement. Possibly interesting to a broader audience, an analytical framework is also discussed to guide the application of data analytics tools in public procurement, data sources, the open government agenda, and data standards

    Abstract: The State plays an important role in the provision of financial services in Colombia through state-owned financial institutions (SOFIs), interest rate controls, mandatory investment requirements and credit subsidies. State-owned financial institutions (SOFIs) hold about 12 percent of banking sector assets and about 8 percent of insurance sector assets. SOFIs are key actors in microcredit, agricultural and small business loans markets. The recently created Grupo Bicentenario (GB), a financial holding for SOFIs reporting to the Ministry of Finance (Ministerio de Hacienda y Credito Publico, MHCP), aspires to become the third largest financial group in Colombia. There are also fourteen small subnational development financial institutions (Institutos Financieros de Fomento y Desarrollo Territorial, INFIs), albeit the size of the sector is unknown as most INFIs do not disclose financials. All credit in Colombia is subject to interest rate controls, either ceilings under usury caps set relative to industry rates or regulated rates in socially sensitive sectors. Mandatory investments remunerated at below market rates are used to provide subsidized credit to the agricultural sector. The State also provides interest rate subsidies to private intermediaries lending to certain sectors and subsides agricultural insurance premiums. In the past, agricultural producers have received debt relief, undermining credit culture. Monitoring and evaluation (M and E) and disclosure of public credit support policies and programs and their costs should be substantially strengthened to assess value for money. Information on credit support programs and their subsidies should be systemically compiled, aggregated, and reported. Profitability of SOFIs excluding subsidies should be calculated and disclosed. A strategy for systematic and rigorous impact evaluation of public credit programs and policies should be designed and implemented. The GB should also formulate a strategy for the M and E function at the group level following international best practices that would facilitate aggregate monitoring and disclosing of SOFI activities

    Abstract: The information contained in the Enterprise Survey'administered by the World Bank (WB), the European Bank for Reconstruction and Development (EBRD), and the European Investment Bank (EIB)-is used to build a firm-level "Corporate Environmental, Social, and Governance Responsibility" composite indicator. The novelty of the indicator, compared with the corporate social responsibility scores and environmental, social, and governance (ESG) scores already available, is due to its unique coverage, namely, a large number of private sector small and medium-size enterprises in selected emerging economies (more than 40 economies covered by the Enterprise Survey). The composite indicator summarizes information on private sector actions on environmental, social, and governance factors. The analysis shows that the actions of private sector small and medium-size enterprises in emerging economies to foster sustainability and green growth significantly lag in the transition to a more sustainable business environment, and large gaps persist. Among emerging economies, those in the Middle East and North Africa-which deserve special attention due to the urgent need to green their growth model-are among the worst performers. Larger companies in the Middle East and North Africa show better environmental, social, and governance performance than small and medium-size enterprises in other areas; but smaller firms in the Middle East and North Africa show extremely weak performance in many aspects, even if controlling for the relative level of economic development. The weakness of environmental, social, and governance practices among firms in the Middle East and North Africa is due to the social (with large gaps in female participation in the workforce and management) and environmental topics. This calls for urgent policy action to address such weaknesses and exploit the full potential of the region

    Abstract: Colombia has long held great promise. The World Bank's 1950 report on Colombia, the institution's first ever study on a developing country, declared, "The potentialities for development in the future are great." The country boasts a vibrant culture, rich natural resources, and resilient people. Despite its great potential, the country's development has been disappointing. As recently as the early 1980s, Colombia's income per capita was similar to that of Chile, Malaysia, Poland, and the Republic of Korea (Figure 1). Subsequent growth in those countries has exceeded Colombia's, and the Republic of Korea is now four times richer in per capita terms than Colombia. Three interlocking long-run constraints have held Colombia back. The first is violence, which has claimed the lives of one million Colombians since 1948. The second is inequity rooted in the nation's history-the Currie Report highlighted 70 years ago that "a wide disparity in levels of income exists between a small wealthy group and the great mass of the population." The third is institutions that have favored the interests of an elite over inclusive growth

    Abstract: Iraq's economy is gradually emerging from the deep recession caused by the pandemic and the plunge in oil prices in 2020. Higher oil revenues pushed Iraq's overall fiscal and external balances into a surplus in 2021. The turnaround in oil markets has significantly improved Iraq's economic outlook in the medium term. Iraq's fiscal and socio-economic fragilities underscore the urgency of wide-ranging structural reforms by the new government. Iraq's existing food security challenges have intensified with the recent surge in global commodity prices. To plug the food supply gap, Iraq has become increasing reliant on imports for more than half of its food consumption, which has increased the country's exposure to global food price and supply shocks. Subsidies and direct transfers, including recently new measures announced by Government of Iraq (GoI), partly mitigate the impact of rising global prices in the short term. However, achieving food security calls for coordinated efforts to improve domestic production including through raising the efficiency of irrigation water, reducing and rehabilitating soil degradation, improving land management, and implementing climate change adaptation and mitigation measures including the adoption of climate-smart agriculture

The question is applied in six South American countries using representative samples, with the resultant survey weights facilitating a whole-economy analysis. Without imposing an a priori model, latent class analysis estimates meaningful governance structures. Bilateralism is always used. Law is never used alone. Bilateralism and formal institutions are rarely substitutes. Within country, inter-regional variation in governance is greater than inter-country variation. The usefulness of the data is shown by testing one element of Williamson's discriminating-alignment agenda: greater uncertainty in the transactional environment increases the involvement of third parties

Digital identification, payment, and data sharing platforms have made it possible for countries to respond more effectively, more transparently, at a greater speed and scale, and with more security and privacy. The World Bank Group is engaged across all these elements and our operations with significant digital components have been growing. Our portfolio stands at nearly 4.7 billion dollars. Through country engagements, we support our clients to boost mobile phone networks and remove regulatory barriers to foster access to finance. We are helping with the adoption of e-government platforms and the modernization of social protection systems. Our Global Findex database shows that 71 percent of adults in developing economies now have a formal financial account, often a bank account, compared to 42 percent a decade ago. It is critical to build on this trend. Expanding access to finance, reducing the cost of digital transactions, and channeling wage payments and social transfers through accounts will be critically important to mitigate the reversals in development from the ongoing turbulence

    Abstract: The World Bank Group's Identification for Development (ID4D) Initiative prepared a Primer on Biometrics for ID Systems (Primer) as a reference document for practitioners, civil society organizations, development partners and other stakeholders on the responsible use of biometric recognition in official or government-recognized identification (ID) systems, such as national IDs, civil registration, population registers, and others. Over the past 30 years, countries have increasingly incorporated digital biometric recognition into these ID systems, either as part of identity proofing (de-duplication) and/or to provide verification and authentication to service providers. However, given the specialized and often proprietary nature of most biometric technology, the stakeholders mentioned above have not always had access to information they need to effectively consider the appropriate and responsible use of this technology. The Primer reflects experiences in a range of countries from different regions, with different legal systems, and at different stages of economic development. It also takes into account existing literature, international conventions, and norms and principles. It is based on evolving international good practice, as understood by ID4D

    Abstract: How does territorial control by non-state actors affect long-term development This paper investigates the economic, social, and political consequences of temporary territorial control by guerrillas during the Salvadoran Civil War. During this period, the guerrillas displaced state authorities and promoted the creation of self-governing institutions that were highly representative of local values and openly distrusted the state and elites. Using a spatial regression discontinuity design, the paper shows that areas once under guerrilla control have experienced worse economic outcomes about 30 years after the guerrillas first controlled them, relative to adjacent areas that were then controlled by the formal state. The results suggest that informal community institutions in guerrilla-controlled areas led to enduring land fragmentation and disengagement with the government. The paper argues that when non-state actors develop governance institutions as an alternative to the state, this can lead to negative development effects through lasting norms of distrust of out-groups

    Abstract: This paper uses a newly assembled data set on various types of social protection spending in 154 countries during the COVID-19 pandemic in 2020 and 2021 to analyze the effect of the electoral cycle on the size and composition of the social protection stimulus budget. The analysis shows that the longer is the time since the last election in a country-and thus the sooner the next election date-the larger is the share of the social protection pandemic budget allocated to social assistance and income protection and the lower is the share allocated to job retention schemes. The electoral cycle appears to have impacted the size of social assistance spending only in countries with high political competition. In this sense, countries with higher political competition experience stronger effects of political budget cycles

    Abstract: The Bolivian economy is gradually recovering from the pandemic-induced recession. La Paz Municipality primary balance has fluctuated near balance as this municipality managed to cushion the decline in hydrocarbon revenues and the pandemic. The DeMPA assessment for the Autonomous Municipal Government of La Paz (Gobierno Autonomo Municipal de La Paz) - GAMLP was undertaken by applying the 2016 methodology available for local governments at the time of the mission. The Subnational DeMPA (SN DeMPA) is a methodology for assessing public debt management performance through a comprehensive set of indicators spanning the full range of government debt management functions. This report is divided in 4 sections. Section 2 briefly describes the economic background of the country, and more specifically of the Municipality of La Paz (including challenges and changes brought by COVID-19 pandemics) and presents an overview of the local government debt portfolio. Section 3 summarizes the applied methodology for the assessment and discloses assigned scores for each of the 13 Debt Performance Indicators and the 31 sub-indicators. Finally, section 4 provides details for each assessed sub-indicators, pointing for the requirements that are met for the assigned score, and what is missing for the GAMLP achieving improved scores in a future assessment

The objective of this document is to describe the identity-management system (IMS) in Mexico and its importance to the financial-sector environment while reflecting on the need for digital identification and authentication procedures and processes. The document will analyze the different options for, and policy implications of, the digital identification of individuals and legal entities in Mexico when meeting financial policy objectives and regulation. This document builds on the principles established by the G20 on digital financial inclusion, the Identity management system analysis, and the common principles on Identification for sustainable development. It takes into account standards and guidelines issued in the financial-sector context that recognize the need to identify individuals and legal entities and intends to provide guidance to Mexican authorities when defining policies that involve the need to identify individuals and legal entities. The document is organized as follows: First, an executive summary presents key observations and recommendations for authorities. A discussion of identification systems in the financial sector comes next, followed by a description of the IMSs in Mexico, including the institutional arrangements, and then by sections on digital identity and the legal framework supporting such infrastructures. Finally, the report concludes with a section on potential actions, which build on initiatives in other countries, which are included along with the report. International standards are attached as appendixes to support the methodology used to elaborate this document

    Abstract: Central counterparties (CCPs) require a certain level of market development to operate in a safe and efficient manner. This note presents a practical cost-benefit analysis framework for country authorities to decide whether this specific type of financial market infrastructure will benefit their markets, financial institutions, and investors, or whether the costs of a CCP are higher than its benefits. The note discusses three key questions: (1) Are the necessary preconditions met-for example, is the market sufficiently liquid to enable the CCP to calculate margin; (2) Will a CCP support a well-functioning market; and (3) Is there a positive business case Introducing a CCP is recommended only when all questions can be answered in the affirmative. Otherwise, alternative clearing models should be considered, such as bilateral clearing between financial institutions, multilateral netting with a guarantee, prefunding, or clearing through a CCP abroad. Often, introducing a CCP uncovers a chicken-and-egg problem whereby a CCP will positively impact market liquidity while at the same time a minimum level of market liquidity is a condition to set up a CCP. In such cases, the introduction of a CCP should be part of a comprehensive market development plan

    Abstract: Domestic resource mobilization has become a core priority of the sustainable development agenda for tax and customs administrations. Information systems can play a critical role in revenue mobilization, which may create the much-needed fiscal space for maneuver and allow for more spending on all the things that drive potential growth over the medium term. New technologies can also increase the effectiveness of the internal operations of tax and customs administrations, and can reduce costs, as they improve their capacity to collect revenue with smarter use of the information they collect. Of particular interest is machine learning, which can be used to solve difficult problems that arise from the inability of revenue administrations to process massive amounts of data efficiently. Technology by itself can only provide tools. To achieve meaningful and impactful goals, a comprehensive strategy must be defined, covering the regulatory, institutional, and operational aspects. This paper analyzes such aspects and provides a roadmap for policymakers and tax officials on how to incorporate and manage disruptive technologies into the process of building the tax and customs administrations of tomorrow

    Abstract: This paper considers the political influence of private firms. While such influence is frequently discussed, there is limited analysis of how firms combine political interactions, and under what conditions, to gain influence. The exception is the large literature on firms with political connections, with findings generally showing large gains to firms with those direct relationships. This paper extends the discussion of influence beyond political connections alone and uses a rich firm-level data set from 41 economies, which includes information on several interactions with political actors. Using a Bayesian item response theory (IRT) measurement model, an index of Political Influence is estimated, with the prior assumption that political connections yield more influence. Membership in a business association is found to enhance influence, while such influence is offset by bribes, state ownership, firm size, and a reliance on collective lobbying. Political Influence is found to be broadly higher in economies with poorer governance but more dispersed in those with better governance. Within economies, higher influence is associated with a higher likelihood of reporting a small number of competitors, higher sales, and lower labor inputs relative to sales. These findings are robust across several models that incorporate high-dimensional fixed effects, incorporating measurement error in the index, and varying these relationships over several governance measures

    Abstract: Over the past four decades and prior to the pandemic, the Dominican Republic (DR) experienced high economic growth rates, which were accompanied by an expansion of the middle class and a significant reduction of poverty rate. During the same period, the country became predominantly urban, and its territories evolved from rural and agricultural spaces to large metropolitan areas, consolidating tourism poles in coastal areas and suburban spaces where manufacturing emerged, fueled by the creation of Special Economic Zones (SEZ). In 2020, it is estimated that 82.5 percent of the Dominican Republic's population lives in urban areas; and by 2050 this number will go up to 92 percent.While the economic and territorial transformation of the country has generated opportunities for its population, it has also created a number of challenges which require to be tackled. Such as providing quality basic services, assuring safe and affordable housing solutions to the fast-growing population, assuring firms count with the right enabling environment in the places where they locate and, more recently, supporting the Coronavirus (COVID-19) recovery efforts to build a better future for the country. The government of the Dominican Republic has recognized the opportunities that come with better leveraging its territory and tackling current development challenges; and is pushing to advance an ambitious territorial development reform. This DR's Urbanization and territorial development review aims to inform and contribute to the Government's effort by (i) providing evidence of the main territorial challenges currently being faced by the country with a specific focus on urban areas and lagging regions; (ii) review the current (and proposed reforms to the) regulatory framework for territorial planning and local government finance; and (iii) inform policy decisions at the national, regional, and local levels for ways ahead to address the territories challenges and embrace its opportunities, and to implement the proposed reforms

    Abstract: The objective of this Terrorist Financing Risk Assessment Tool is to support World Bank Group (WBG) client countries in the assessment and understanding of their terrorist financing (TF) risks per Financial Action Task Force (FATF) Recommendation. The outputs of this risk assessment are expected to guide user countries in applying a risk-based approach to the design and implementation of their regimes for countering the financing of terrorism (CFT) and improve the effectiveness of their CFT measures at national and sectoral levels. The WBG developed a national money laundering (ML) and TF risk assessment tool in 2012-2015 and has been assisting WBG client countries in using the tool for assessing their ML/TF risks. This tool included a module for the assessment of TF risks. Since then, TF risks and typologies have changed, and the FATF's attention on TF has increased. In 2019, the FATF issued Terrorist Financing Risk Assessment Guidance, following on from its earlier guidance on national risk assessments. This new TF Risk Assessment Tool intends to incorporate these developments and the lessons learned from the implementation of the previous TF module in a wide range of countries
