From 1956 to 1962, devastating military conflicts took place in China's southwestern and northwestern regions. Official record at the time scarcely made mention of the campaign, and in the years since only lukewarm acknowledgment of the violence has surfaced. When the Iron Bird Flies, by Jianglin Li, breaks this decades-long silence to reveal for the first time a comprehensive and explosive picture of the six years that would prove definitive in modern Tibetan and Chinese history. The CCP referred to the campaign as "suppressing the Tibetan rebellion." It would lead to the 14th Dalai Lama's exile in India, as well as the Tibetan diaspora in 1959, though the battles lasted three additional years after these events. Featuring key figures in modern Chinese history, the battles waged in this period covered a vast geographical region. This book offers a portrait of chaos, deception, heroism, and massive loss.     Abstract: The Japan-US Security Treaty was first signed in 1951, coinciding with the end of Allied occupation and Japan’s recovery of independence in the early postwar era, and subsequently revised in 1960 to correct various inadequacies and alleviate a sense of inequality felt on the Japanese side. Its basic structure, namely providing bases in exchange for the guarantee of US security of Japan, however, remains unchanged. Drawing on previously undisclosed confidential documents and new research developments on the issue of secret agreements which were brought to light during the Ministry of Foreign Affairs investigation in 2009-10, the author carefully depicts the sensitive negotiations and diplomatic finesse behind the establishment and revision of the Japan-US Security Treaty, highlighting the challenges experienced by the two countries to promote mutuality then and later, and adding a new chapter with updated notes for his revised 2020 edition. Examining the far-reaching implications of these new historical materials, he puts forward the pressing question: What should be the future of Japan-US security cooperation?

Auf dem Landweg passierten sie dabei lebensfeindliche Wüsten wie die Taklamakan, überwanden hoch aufragende Gebirge wie den Pamir und verweilten in betriebsamen Oasenstädten wie Buchara, Samarkand oder Turfan. Davon künden zahllose archäologische Zeugnisse, von denen viele erst in den letzten Jahrzehnten erschlossen wurden.Thomas O. Die vereinbarte "Geste der Anerkennung" wird seither in beiden Ländern kontrovers diskutiert. Vor diesem Hintergrund stellt dieser Band die verschiedenen Perspektiven vor und lässt dabei unterschiedliche Stimmen aus Politik, Zivilgesellschaft und Kultur in Deutschland und die Sicht der Betroffenen in Namibia zu Wort kommen. Damit soll die Bandbreite der Meinungen und Versuche zur Bearbeitung der kolonialen Hinterlassenschaften am Beispiel des deutsch-namibischen Beziehungsgeflechts, aber auch im Umgang mit der Erinnerung an Massengewalt und Genozid in der Geschichte insgesamt dokumentiert werden.

    Abstract: Schon vor 50 Jahren kämpfte Afrika um seine Kunst, die während der Kolonialzeit massenweise in europäische Museen gelangt war. Und es fand durchaus Unterstützung im Westen. Am Ende jedoch war der Kampf nicht nur vergebens, er wurde auch erfolgreich vergessen gemacht. Auf der Grundlage von unzähligen unbekannten Quellen aus Europa und Afrika erzählt Bénédicte Savoy die gespenstische Geschichte einer verpassten Chance, einer Niederlage, die heute mit umso größerer Wucht auf uns zurückschlägt. Afrikas Bemühungen um seine in der Kolonialzeit nach Europa verbrachte Kunst sind keineswegs neu. Schon bald nach 1960, als 18 ehemalige Kolonien die Unabhängigkeit erlangten, wurde von afrikanischen Intellektuellen, Politikern und Museumsleuten eine ungeheure Dynamik in Gang gesetzt. In ganz Europa suchten daraufhin Politikerinnen und Politiker, Journalisten, Akademiker und einige Museumsleute einen Weg, afrikanische Kulturgüter im Sinne einer postkolonialen und postrassistischen Solidarität zurückzugeben. Die Argumente aber, mit denen andere versuchten, die Forderungen aus Afrika zu entkräften und Lösungen zu verhindern, ähneln auf frappierende Weise denen von heute. Schließlich verlief alles im Sand. „Gebt koloniale Raubkunst zurück! Dafür engagiert sich Bénédicte Savoy. In ihrem Buch zeigt die Kunsthistorikerin nun, dass ihr Kampf ein alter ist. Schon in den 1960er-Jahren drängten die neu gegründeten Staaten Afrikas auf eine Rückführung – erfolglos.     Abstract: Historical accounts of democracy’s rise tend to focus on ancient Greece and pre-Renaissance Europe. The Decline and Rise of Democracy draws from global evidence to show that the story is much richer - democratic practices were present in many places, at many other times, from the Americas before European conquest, to ancient Mesopotamia, to precolonial Africa. Delving into the prevalence of early democracy throughout the world, David Stasavage makes the case that understanding how and where these democracies flourished - and when and why they declined - can provide crucial information not just about the history of governance, but also about the ways modern democracies work and where they could manifest in the future. Drawing from examples spanning several millennia, Stasavage first considers why states developed either democratic or autocratic styles of governance and argues that early democracy tended to develop in small places with a weak state and, counterintuitively, simple technologies. When central state institutions (such as a tax bureaucracy) were absent - as in medieval Europe - rulers needed consent from their populace to govern. When central institutions were strong - as in China or the Middle East - consent was less necessary and autocracy more likely. He then explores the transition from early to modern democracy, which first took shape in England and then the United States, illustrating that modern democracy arose as an effort to combine popular control with a strong state over a large territory. Democracy has been an experiment that has unfolded over time and across the world - and its transformation is ongoing.

    Abstract: Constituent power is the power to create new constitutions. Since it is frequently exercised during or after political revolutions, it has been historically associated with extra-legality and violations of the established legal order. This book examines the relationship between constituent power and the law and the place of constituent power in constitutional history, focusing on the legal and institutional implications that theorists, politicians, and judges havederived from it. 0Since the 18th and 19th centuries, commentators and citizens have relied on the concept of constituent power to defend the idea that electors have the right to instruct representatives, and that the creation of new constitutions must take place through extra-legislative entities, such as primary assemblies open to all citizens. More recently, several Latin American constitutions explicitly incorporate the theory of constituent power and allow citizens, acting through popular initiative, totrigger constitution-making episodes that may result in the replacement of the entire constitutional order.0Constitutional courts have employed constituent power to justify their jurisdiction to invalidate constitutional amendments that alter the fundamental structure of the constitution and thus amount to a constitution-making exercise.     Abstract: "Global decarbonization is humanity's most pressing challenge. Powering Empire offers the first historical roadmap charting how the world was carbonized. It also jettisons some misleading yet prevalent myths and clears impediments to this task. One is the naïve assumption that we are currently living in the age of oil, or even post-oil, and that coal fumes are a thing of the past. Quite the reverse! This is still the age of coal and much of what we associate with oil rests upon the foundations of coal. We must also overturn the conjecture that global carbonization started in Western Europe and then spread to the rest of the world. Settings like the Ottoman Empire were early arenas for testing and adopting coal and steamships. The steamer-friendly corridors running between Europe and Asia--which would become the "Middle East"--stimulated British industrialization and imperial expansion simultaneously. Finally, we must resist the control of energy on all things fossil: the globalization of the hydrocarbon economy cannot be reduced to considerations of fueling alone. Coal depots were also created as a pretext for imperial land grab, out of concerns about ballasting, and stemmed from aspects of coal that had little to do with its combustion. This book, therefore, reveals a thickening carbon-intensive entanglement of energy and empire, of Western and non-Western powers, thereby excavating unfamiliar resources--from Islamic risk-aversion, through Ottoman attitudes to the underground, to Gandhian vegetarianism--for a climate justice that relies on a more diverse ethical repertoire."

Immer öfter aber erheben Aktivisten und Interessierte aus Medien und Politik den Antisemitismus-Vorwurf und fordern lautstark Deutungshoheit ein. Meinungsstärke, Durchschlagskraft und die Verortung im richtigen Lager siegen über differenzierende Analyse und abwägendes Urteil - so geschehen in der Debatte um das Jüdische Museum Berlin, die BDS-Bewegung oder den südafrikanischen Gelehrten Achille Mbembe. Der Eindruck entsteht, dass der "israelbezogene Antisemitismus" Kern des Problems sei und die Hauptschuld am Antisemitismus von der radikalen Rechten auf die Kritiker israelischer Politik - oder auch auf "die Muslime" - abgewälzt werden soll. Und nicht wenige ziehen es vor, von allem, was mit Juden zu tun hat, die Finger zu lassen, weil man sie sich verbrennen könnte. Am Ende steht die Beschädigung der Sache, um die es wirklich geht: die unbedingte Absage gegen jede Form von Judenfeindschaft.     Abstract: Verlagsinfo: Decolonization revolutionized the international order during the twentieth century. Yet standard histories that present the end of colonialism as an inevitable transition from a world of empires to one of nations - a world in which self-determination was synonymous with nation-building - obscure just how radical this change was. Drawing on the political thought of anticolonial intellectuals and statesmen such as Nnamdi Azikiwe, W.E.B Du Bois, George Padmore, Kwame Nkrumah, Eric Williams, Michael Manley, and Julius Nyerere, this important new account of decolonization reveals the full extent of their unprecedented ambition to remake not only nations but the world. Adom Getachew shows that African, African American, and Caribbean anticolonial nationalists were not solely or even primarily nation-builders. Responding to the experience of racialized sovereign inequality, dramatized by interwar Ethiopia and Liberia, Black Atlantic thinkers and politicians challenged international racial hierarchy and articulated alternative visions of worldmaking. Seeking to create an egalitarian postimperial world, they attempted to transcend legal, political, and economic hierarchies by securing a right to self-determination within the newly founded United Nations, constituting regional federations in Africa and the Caribbean, and creating the New International Economic Order. Using archival sources from Barbados, Trinidad, Ghana, Switzerland, and the United Kingdom, Worldmaking after Empire recasts the history of decolonization, reconsiders the failure of anticolonial nationalism, and offers a new perspective on debates about today's international order.

    Abstract: Authors Christensen and Laitin argue that an interplay of geographic, historical, and demographic factors undergird sub-Saharan states’ post-independence struggles to eradicate poverty, establish democratic accountability, and quell civil unrest. They set out the founding fathers’ challenges in transforming their postcolonial states, many of which are ethnically diverse, geographically diffuse, sparsely populated, and lacking in administrative capacity. With the legacies of the slave trade, partition, Christian missionaries, and extractive colonial institutions complicating their efforts, many African states faced stagnation, authoritarianism, and civil strife. Recent years have seen promising attempts to restore democracy to states under authoritarian rule and to liberalize their economies, suggesting that the region is moving toward a new era.

    Abstract: Afghanistan has been a theatre of civil and international conflict for much of the twentieth century – stability is essential if there is to be peace in the Greater Middle East. Yet policy-makers in the West often seem to forget the lessons learned from previous administrations, whose interventions have contributed to the instability in the region. Here, Sharifullah Dorani focuses on the process of decision-making, looking at which factors influenced American policy-makers in the build-up to its longest war, the Afghanistan War, and how reactions on the ground in Afghanistan have influenced events since then. America in Afghanistan is a new, full history of US foreign policy toward Afghanistan from Bush's 'War on Terror', to Obama's war of 'Countering Violent Extremism' to Trump's war against 'Radical Islamic Terrorism'. Dorani is fluent in Pashto and Dari and uses unique and unseen Afghan source-work, published here for the first time, to understand the people in Afghanistan itself, and to answer their unanswered questions about 'real' US Afghan goals, the reasons for US failures in Afghanistan, especially its inability to improve governance and stop Pakistan, Iran and Russia from supporting the insurgency in Afghanistan, and the reasons for the bewildering changes in US Afghan policy over the course of 16 and a half years. To that end the author also assesses Presidents Karzai and Ghani's responses to Bush, Obama and Trump's policies in Afghanistan and the region. In addition, the book covers the role Afghanistan's neighbours – Russia, Iran, India, and especially Pakistan – played in America's Afghanistan War. This will be an essential book for those interested in the future of the region, and those who seek to understand its recent past.

    Abstract: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

    Abstract: While it might have been viable for states to isolate themselves from international politics in the nineteenth century, the intensity of economic and social globalisation in the twenty-first century has made this impossible. The contemporary world is an international world - a world of collective security systems and collective trade agreements. What does this mean for the sovereign state and 'its' international legal order? Two alternative approaches to the problem of 'governance' in the era of globalisation have developed in the twentieth century: universal internationalism and regional supranationalism. The first approaches collective action problems from the perspective of the 'sovereign equality' of all States. A second approach to transnational 'governance' has tried to re-build majoritarian governmental structures at the regional scale. This collection of essays wishes to analyse - and contrast - the two types of normative and decisional answers that have emerged as responses to the 'international' problems within our globalised world.

    Abstract: This book argues that the «international community» created and managed the dysfunctional state of Bosnia and Herzegovina by effectively rewarding ethnic cleansing, drawing up a transitional constitution which, in turn, generated a complex ethnifying polity incapable of independent reform. This constitution, which was only added as an annex to the Dayton Peace Agreement, has continued to encourage ethnification, understood in this book as the reproduction of imagined communities of descent. While accepting that foreign interference was necessary to end the war in the late 1990s, the book offers a critical review of the actions of the Office of the High Representative of the International Community (OHR) and other foreign actors since that period. It includes meticulous examination of hundreds of OHR decisions, as well as secret diplomatic cables published by Wikileaks revealing how the US embassy intervened in the country's trade and foreign policy. Drawing on a process-sociological perspective, the book interrogates the notion of ethnicity and offers a radical new perspective on post-war state-building in Bosnia and Herzegovina.

    Abstract: Der Umgang mit der Kolonialgeschichte, die hierzulande lange im Schatten der Aufarbeitung des Nationalsozialismus und des Holocaust stand, unterliegt gegenwärtig einem grundlegenden Wandel. Zwar zählt auch Deutschland faktisch zu den postkolonialen Gesellschaften Europas, doch ist diese Tatsache kaum in das Bewusstsein der Menschen und in das Handeln der Politik vorgedrungen. Der Sammelband zieht Bilanz und will zugleich die notwendige Auseinandersetzung um eine Dekolonisierung globaler wie lokaler Machtverhältnisse und eine Dekolonialisierung der immer noch dominierenden Wissens- und Deutungsmacht des "Westens" anregen.     Abstract: Anhand ausgewählter Bilder und Objekte diskutiert dieser Band zentrale Fragen zur Geschichte der Rassenkonstruktion und Rasseideologie. Gemeinsam mit Autorinnen und Autoren aus Forschung und Bildungspraxis beleuchtet das Kuratorenteam die geopolitische Dimension des Rassismus während des Kolonialismus und setzt sich mit der Rolle des Deutschen Hygiene-Museums in der NS-Rassenpropaganda auseinander. Im Kontext aktueller Fluchtbewegungen betrachten sie die Nachwirkungen des kolonialen Zeitalters und zeigen, welche Dynamik in einer sozial und kulturell vielfältigen Gesellschaft steckt. Im Zentrum vieler Beiträge steht die Frage, inwieweit die unbedachte Reproduktion rassistischer Bilder in Wissenschaft, Politik und Alltag - oder auch in Ausstellungen - zu ihrer anhaltenden Wirkungsmacht beiträgt? Wäre es nicht konsequent, solche Bilder gar nicht erst zu zeigen? Ab wann ist ein Gegenstand rassistisch? Trifft das bereits auf die Darstellung der körperlichen Unterschiede von Menschen zu? Gibt es ganz andere, noch nie gesehene Gegenbilder?

    Abstract: Feminismus und Geschlechterpolitik in Deutschland unterscheiden sich deutlich von ihren Pendants in den USA und in Großbritannien: Während dort Forderungen dominieren, die am liberalen Individualismus und am Ideal gleicher Rechte orientiert sind, stehen in Deutschland soziale Gerechtigkeit und staatliche Verantwortung im Vordergrund. Diese aus einer sozialdemokratischen Tradition herrührenden Aspekte sind hierzulande zudem häufig mit konservativchristlichen Elementen verbunden, die patriarchalische Autorität und den Wert der Familie betonen. Myra Marx Ferree zeichnet in ihrem neuen Buch ein Panorama der modernen Frauenbewegungen in Deutschland, den USA und im globalen Kontext. Sie führt anschaulich vor Augen, dass historisch gewachsene politische Rahmenbedingungen bis heute eine große Rolle für die unterschiedliche Entwicklung der Geschlechterpolitik in Deutschland und den USA spielen.     Abstract: The book explores how international organizations (IOs) have expanded their powers over time without formally amending their founding treaties. IOs intervene in military, financial, economic, political, social, and cultural affairs, and increasingly take on roles not explicitly assigned to them by law. The proposed book will contend that this 'mission creep' has allowed IOs to intervene internationally, most often in the Global South, in a way that has allowed them to recast institutions within and interactions among states, societies, and peoples on a broadly Western, liberal model. Adopting a historical and interdisciplinary, socio-legal approach, it supports this claim through detailed investigations of historical episodes involving three very different organizations: the International Labour Organization in the interwar period; the United Nations in the two decades following the Second World War; and the World Bank from the 1950s through to the 1990s. The book draws on a wide range of original institutional and archival materials, bringing to light little-known aspects of each organization's activities, identifying continuities in the ideas and practices of international governance across the twentieth century, and speaking to a range of pressing theoretical questions in present-day international law and international relations --Front flap of the book
