    Abstract: Das Ende der Gründungsphase der Fakultät Wirtschafts- und Sozialwissenschaften mit der Integration der bis dahin selbstständigen Hamburger Universität für Wirtschaft und Politik (HWP) sowie der bisherigen Fachbereiche Wirtschaftswissenschaften und Sozialwissenschaften der Universität Hamburg war Anlass zu einem wissenschaftlichen Symposium zur Hochschulgovernance mit hochkarätiger Besetzung. Ziel war es, unterschiedliche Management-Modelle, vor allem aus dem europäischen Ausland, einander gegenüberzustellen und diese sowohl aus einer erfahrungsbasierten Leitungsperspektive als auch unter wissenschaftlich-analytischen Sichtweisen zu analysieren und zu bewerten.     Abstract: The end of the foundation phase of the Faculty of Economics and Social Sciences with the integration of the previously independent Hamburg University for Economics and Politics (Hochschule für Wirtschaft und Politik, HWP) and the former faculties for social science and economics of the University of Hamburg gave rise to a scientific symposium on higher education governance, with top-class performers. The symposium was aiming at a comparision of different management models, especially from other European countries, confront them and analyze them both from a management perspective and experience based on scientific and analytical points of view and to evaluate them. Particular attention was to the tension between centralization and decentralization relevant for all universities. The presentations are documented in this volume

    Abstract: Die Frage nach der Existenz von europäischer Öffentlichkeit verweist auf die Möglichkeit der Demokratisierung der Europäischen Union und bezieht von da her ihren erkenntnistheoretischen Sinn sowie ihre praktische Relevanz. Aus einer europäischen Perspektive besteht der europäische Kommunikationsraum aus segmentär differenzierten nationalen Öffentlichkeiten. Europäische Öffentlichkeit kann infolge dessen nur als Emergenzphänomen der Transnationalisierung nationaler Öffentlichkeit entstehen. Dieser Prozess ist allerdings konfliktinduziert und führt zu ambivalenten Konstruktionen kollektiver Identitäten: Neben starken nationalen Identitäten existiert eine bislang nur schwach ausgebildete europäische Identität, die sich allerdings dann wieder verflüchtigt, sobald eine konfliktinduzierte Bedrohungsperzeption von nationalen Ressourcen entsteht. Solange dieser Mechanismus wirkt, ist eine mit dem Nationalstaat vergleichbare Demokratisierung der EU auf supranationaler Ebene bestandgefährdend.

    Abstract: Alternative litigation financing (ALF) -- also known as "third-party" litigation financing -- refers to provision of capital by parties other than plaintiffs, defendants, their lawyers, or defendants' insurers to support litigation-related activity. This paper provides an overview of policy issues related to the legal ethics, social morality, and, especially, potential economic effects of ALF. It provides a snapshot of the only three segments of the ALF industry that appear to be fairly active as of early 2010, all of which provide support to plaintiffs or their lawyers. It offers lessons for policymakers, emphasizing distinctions that are often underappreciated in discussions of ALF. The paper concludes by suggesting that, for the next five to ten years, policymakers might best limit themselves to interventions that do not fundamentally interfere with the potential for increased competition to solve what appear to be important information problems that may limit the contributions of ALF to national economic performance

    Abstract: Personnel management is a critical but oft neglected function of police organizations. While much attention is given to recruiting and retention, these are only tools for accomplishing a larger goal: achieving and maintaining the profile of officers by experience and rank that satisfies agency needs and officer career aspirations. Police agencies often have little ability to assess their organization and environment, and they receive little guidance on how best to build and maintain their workforces. In this monograph, the authors seek to fill the gap of information available to police agencies through a survey on their recruitment and retention practices. The survey, sent to every U.S. police agency with at least 300 sworn officers, sought to document such characteristics as authorized and actual strength by rank, officer work and qualifications, compensation, and recruiting efforts. The authors used these data to provide an overview of current recruitment and retention practices, to describe how they affected police recruitment and personnel profiles, and to identify future research needs. Findings include that police compensation, city size, and crime rates had statistically significant effects on police recruiting. Advertising and recruiting incentives had little effect on the number of recruits. Cohort sizes and structures highlighted current and future personnel management challenges. To facilitate comparative and longitudinal analyses of police staffing, the authors recommend ongoing national data collection

    Abstract: Strategic planning is necessary if the U.S. Department of Homeland Security (DHS) is to carry out its border-security missions effectively and efficiently. As part of that, DHS leadership must define concrete and sensible objectives and measures of success. These can be used to assess results along the way, to guide allocation of resources, and to inform programming and budgeting for future capabilities and functions. This report offers research and recommendations on ways to measure the overall efforts of the national border-security enterprise between ports of entry. To be meaningful, the set of measures for effectiveness of border security should be sound, reliable, useful, and general. Three DHS missions appear to currently be of special interest to DHS leadership because they are especially problematic: illegal drug control, counterterrorism, and illegal migration. The report recommends measuring performance of three fundamental functions that border-security efforts contribute to achieving national policy objectives: interdiction, deterrence, and exploiting networked intelligence. If the steps described here are taken, DHS and its components will be in a better position to discuss past performance and to provide reasoned justifications for future allocation of resources. Further, they will be able to relate their efforts to those of other agencies in pursuit of national objectives

These include energy and climate change; defense policy, including the diffusion of nuclear weapons and the movement to abolish them; the reshaping of international law and institutions; the structure of the federal government; and the U.S. relationship with Mexico. For some other issues, long- and short-term thinking produce similar conclusions; yet for still others, the two perspectives seem difficult to reconcile

    Abstract: At a time when most commentators fixate on American poetry's supposed "death," Kevin Stein's Poetry's Afterlife instead proposes the vitality of its aesthetic hereafter. The essays of Poetry's Afterlife blend memoir, scholarship, and personal essay to survey the current poetry scene, trace how we arrived here, and suggest where poetry is headed in our increasingly digital culture. The result is a book both fetchingly insightful and accessible. Poetry's spirited afterlife has come despite, or perhaps because of, two decades of commentary diagnosing American poetry as moribund if not already deceased.     Abstract: No-fault automobile-insurance regimes were the culmination of decades of dissatisfaction with the use of the traditional tort system for compensating victims of automobile accidents. They promised quicker, fairer, less-contentious, and, it was hoped, less-expensive resolution of automobile-accident injuries. This monograph considers how these plans have fared. After reviewing the intellectual and political history of no-fault auto insurance, the monograph concludes that no-fault lost political popularity because of the perception that it did not deliver the promised consumer premium cost reductions. Analysis of data from a variety of sources confirms this view, demonstrating that premiums and claim costs have become substantially larger in no-fault states than in other states over time. These cost increases can be traced to a variety of factors, including growth in excess claiming in no-fault states and convergence between no-fault and tort states in litigation patterns and noneconomic-damage payments. However, the primary driver of no-fault's cost growth has been high medical costs.     Abstract: No-fault automobile-insurance regimes were the culmination of decades of dissatisfaction with the use of the traditional tort system for compensating victims of automobile accidents. They promised quicker, fairer, less-contentious, and, it was hoped, less-expensive resolution of automobile-accident injuries. This monograph considers how these plans have fared. After reviewing the intellectual and political history of no-fault auto insurance, the monograph concludes that no-fault lost political popularity because of the perception that it did not deliver the promised consumer premium cost reductions. Analysis of data from a variety of sources confirms this view, demonstrating that premiums and claim costs have become substantially larger in no-fault states than in other states over time. These cost increases can be traced to a variety of factors, including growth in excess claiming in no-fault states and convergence between no-fault and tort states in litigation patterns and noneconomic-damage payments. However, the primary driver of no-fault's cost growth has been high medical costs. Yet it remains difficult to know how prepared a response system is to deal with large-scale incidents, whether it be a natural disaster, terrorist attack, or industrial or transportation accident. This research draws on the fields of systems analysis and engineering to apply the concept of system reliability to the evaluation of emergency response systems. The authors describe a method for modeling an emergency response system; identifying how individual parts of the system might fail; and assessing the likelihood of each failure and the severity of its effects on the overall response effort. The authors walk the reader through two applications of this method: a simplified example in which responders must deliver medical treatment to a certain number of people in a specified time window, and a more complex scenario involving the release of chlorine gas. The authors also describe an exploratory analysis in which they parsed a set of after-action reports describing real-world incidents, to demonstrate how this method can be used to quantitatively analyze data on past response performance.     Abstract: This report synthesizes findings and draws lessons about the implementation and results of the No Child Left Behind Act of 2001 (NCLB) as reflected primarily in two longitudinal studies funded by the U.S. Department of Education. Progress to date suggests that NCLB's ambitious goal of having 100 percent of U.S. students proficient in reading and mathematics by 2014 will not be met. In addition, the flexibility provided to states by the law has resulted in the establishment of a different accountability system in every state, each with different academic standards, levels of student proficiency, and teacher requirements. Parents have not responded in great numbers either to school choice or to receiving supplemental educational services options. Should Congress reauthorize NCLB, the authors recommend that it consider making the following changes to the law: promote more-uniform academic standards and teacher qualification requirements across states, set more-appropriate improvement targets, broaden the measures of student learning beyond multiple-choice tests in reading and mathematics to include more subjects and tests of higher-thinking and problem-solving skills, focus improvement efforts on all schools while continuing to offer parental choice, and provide incentives for highly qualified teachers to teach in low-performing schools

    Abstract: Die Teilhabe an der Informationsgesellschaft ist erklärtes Ziel aller fortgeschrittenen Länder, jedoch zeigen aktuelle Untersuchungen, dass sich die Digitale Kluft zwischen "Informationsreichen" und "Informationsarmen" vergrößert. Am Beispiel von Bosnien-Herzegowina (BiH) zeigt Violeta Trkulja die Probleme auf, die bei der Einführung einer Informationsgesellschaft in einem Schwellen- und Nachkriegsland bestehen. Neben technischen Aspekten ist vor allem die Wissenskluft zwischen Bevölkerungsschichten für diese neue Form sozialer Ungleichheit ausschlaggebend. Den Schwerpunkt legt die Autorin auf das Bildungs- und Bibliothekswesen, die Vermittlung von Informationskompetenz sowie auf den im Internet zur Verfügung stehenden Content. Darüber hinaus weist sie die Unzulänglichkeiten der bisher verwendeten Messverfahren zur Digitalen Kluft nach, die vor allem in der fehlenden Standardisierung begründet sind und darin, dass sie nicht die spezifische Situation der Schwellenländer berücksichtigen. Das Buch wendet sich an Dozierende und Studierende der Sozialwissenschaften, Informationswissenschaft, Medien- und Kommunikationswissenschaft sowie Medienpädagogik.

    Abstract: Vor dem Hintergrund der Grenzen herkömmlicher organisationstheoretischer Ansätze wird dargelegt, dass es einer institutionentheoretisch begründeten und wertbezogenen organisationssoziologischen Analyse bedarf, um dem Phänomen einer strukturell verankerten Korruption in Unternehmen zu begegnen. Über den spezifischen Fall der Korruption hinausgehend können mit dem hier neu entwickelten organisationstheoretischen Ansatz Problemlösungskapazitäten für den Umgang von Unternehmen mit außerökonomischen Wertbezügen aufgezeigt werden. Die zugrundeliegende konflikttheoretische Herangehensweise stellt dabei einen Paradigmenwechsel in der wirtschafts- und unternehmensethischen Diskussion dar, da sie vor dem Hintergrund der in der weberianischen Tradition stehenden handlungstheoretisch fundierten Differenzierungstheorie die Unauflösbarkeit von Wertkonflikten voraussetzt.

    Abstract: In öffentlichen wie fachwissenschaftlichen Debatten ist die Annahme populär, dass Prekarisierungsprozesse einen 'Nährboden' für rechtsextreme Orientierungen darstellen. Durch die Auswertung statistischer Repräsentativdaten sowie verschiedener quantitativer und qualitativer Untersuchungen aus dem Bereich der empirischen Sozialforschung beabsichtigt die Untersuchung, diese Annahme zu überprüfen. Ein zentrales Untersuchungsergebnis lautet, dass zwar ein Zusammenhang zwischen sozialer Prekarisierung und der Entstehung und Verbreitung rechtsextremer Einstellungen besteht - jedoch nicht in der Pauschalität und Zwangsläufigkeit, wie sie häufig angenommen wird. Die Wahl der spezifischen sozialen Gruppen, welche Opfer von Abwertung und Diskriminierung werden, erfolgt nicht willkürlich, sondern ist aufs Engste mit der konkreten Machtverteilung (zwischen diskriminierten und diskriminierenden Gruppen) sowie deren institutioneller Ausprägung in der Gesellschaft verknüpft.

    Abstract: Seit Jahren ist die Medienrezeptionsforschung von einem polemisch geführten und für die Forschung wenig produktiven Paradigmenstreit gekennzeichnet.     Abstract: Obwohl den Beziehungen zwischen Eltern und erwachsenen Kindern in den letzten Jahren viel Aufmerksamkeit zugekommen ist und die dringendsten Fragen zum Generationenzusammenhalt in modernen Gesellschaften beantwortet werden konnten, so ist dennoch zu kritisieren, dass sich die Untersuchungen fast ausschließlich auf Eltern und Kinder konzentrieren, die biologisch miteinander verbunden sind. Auf Grund der stabil hohen Trennungen bzw. Scheidungen sowie der Zunahme von stieffamilialen Lebensformen, kann jedoch nicht länger vernachlässigt werden, dass soziale Veränderungen der familialen Strukturen Auswirkungen auf die Beziehungen der Familienmitglieder haben. In dieser Arbeit steht zum einen die Frage im Vordergrund, ob sich Eltern in der Ausgestaltung ihrer Beziehungen mit erwachsenen Kindern unterscheiden, je nachdem ob sie biologisch oder sozial miteinander verbunden sind. Zum anderen werden Stiefbeziehungen selbst in den Blick genommen und untersucht, inwiefern verschiedene strukturelle Faktoren die Beziehungen zwischen Stiefeltern und Stiefkindern beeinflussen.

    Abstract: The encounter of Occident and Orient is one of the major topics of our time. This encounter is the theme of the present volume in regards to the Palestinian realm from 1799 to 1948. The contributions of twelve authors from Germany, France, Israel, Italy, Austria, Russia, and Switzerland are concerned with a period in which the ordinary interest for the land of the Bible and Christian history was connected to a much greater cultural and political discourse, which was not only carried out by the western churches, but also by European societies in general. In nineteenth- and early twentieth-century Palestine, many forces were at work; from 1516/17 Palestine belonged to the Ottoman Empire. Beginning in the nineteenth century, especially after 1840, this small territory became an issue for world politics. The maintenance of the integrity of the Ottoman Empire constituted one of the guidelines of the European powers.

    Abstract: The OECD has been active in promoting competition policy among countries in Latin America and the Caribbean and formed a partnership with the Inter-American Development Bank to further this aim. The principal feature of this partnership has been the annual Latin American Competition Forum (LACF), at which senior officials from countries in the region discuss, in roundtable fashion, issues of competition policy of interest to them. Each of the first four Forums featured a peer review of one country in the region. At the fifth Forum held in 2007, work focused on the four Latin American peer review reports which had been produced in the framework of the Latin American Competition Forum (Brazil, Chile, Peru and Argentina) as well as the peer review of Mexico held in the OECD Competition Committee. This work assessed the impact that the peer reviews have had on competition policy and on the competition agencies in the countries concerned. “Peer review” is a core element of OECD work. The mechanisms of peer review vary, but it is founded upon the willingness of a country to submit its laws and policies to substantive questioning by other members of the international community. This process provides valuable insights to the reviewed country and promotes transparency and mutual understanding for the benefit of all.There is an emerging consensus on best practices in competition law enforcement and in applying competition policy principles to regulatory systems. Countries now co-operate regularly in such areas as anticartel enforcement and international mergers. Peer reviews are an important part of this process. The OECD and the IDB are pleased to have participated in this partnership for the promotion of competition policy in Latin America and the Caribbean. This work is consistent with the policies and goals of both organisations. Sound competition policy will promote economic growth and prosperity, bringing benefits to consumers in the region and substantially improving the business climate. Both organisations would like to thank the Government of El Salvador for volunteering to be peer reviewed at the sixth LACF meeting, held in Panama, on 10-11 September 2008.     Abstract: This report, prepared by the Secretariat of the OECD was the basis for a peer review examination of Chinese Taipei at the OECD’s Global Forum on Competition on 9 February, 2006. Competition law in Chinese Taipei has been an important element of the program of economic reforms that moved the economy from centrally directed emphasis on manufacturing and exports to a market-driven emphasis on services and high technology. The competition law follows mainstream practice about restrictive agreements, monopolies and anticompetitive mergers, with a particularly clear statutory basis for concentrating enforcement attention on horizontal collusion. The rules about market deception and unfair practices connect the competition law to consumer interests. There is a risk, though, that rules based on a cultural tradition of fairness might lead to interventions to correct differences in bargaining power, which could dampen competition rather than promote it. The competition enforcement agency, the Fair Trade Commission (FTC), is now a stable, experienced administrative agency. It followed an appropriate sequence in introducing competition policy, emphasising transparency and guidance to encourage compliance before undertaking stronger enforcement measures. General reforms are in process that would clarify the independence of the FTC. To improve enforcement against hard-core cartels, a leniency programme should be adopted, and the special treatment for agreements among small businesses should be limited. Some other aspects of the enforcement tool-kit should be revised, such as the cap on fines and the use of market share as a merger notification test. The most visible regulatory reforms to promote competition have been in telecoms, although an independent regulator for that sector is just now being set up. The government retains holdings in privatised firms that could have implications for market competition, so FTC vigilance about the risk of cross-subsidy or other distortion remains warranted.

    Abstract: The OECD Competition Committee debated energy security and competition policy in February 2007. This roundtable examined the links between competition policy and energy security, with a focus on natural gas. The discussion began by addressing the questions of the meaning and importance of energy security; and the determinants of energy security, particularly as they relate to competition policy. It continued in dealing with gas supply, transportation, and distribution, addressing five aspects that relate to different aspects of energy security: (1) the role of substitutes for natural gas in fostering competitive gas supply; the role of regulation in promoting or inhibiting infrastructure investment; (2) how to promote an adequate level of infrastructure investment; (3) the role of unbundling in fostering competition and promoting energy security; (4) the role of storage capacity in system efficiency and buyer bargaining position; (5) and the determinants of entry into merchant sales of natural gas.

    Abstract: This paper describes the particular impacts of the financial and economic crisis on Central and Eastern European (CEE) countries; studies pro-cyclicality of fiscal policies; discusses the impact of the crisis on fiscal policy; and takes a look at the policy response of various governments. After drawing some lessons for fiscal policy from previous emerging market crises, the paper concludes with some thoughts on the appropriate policy response from a more normative perspective. The key message of the paper is that the crisis should be used as an opportunity to introduce reforms to avoid future pro-cyclical fiscal policies, to increase the quality of budgeting and to increase credibility. These reforms should include fiscal responsibility laws comprising medium-term fiscal frameworks, fiscal rules and independent fiscal councils. When fiscal consolidation is accompanied by fiscal reforms that increase credibility, non-Keynesian effects may offset the contraction caused by the consolidation to some extent.     Abstract: In December 2007 and December 2009, Austria’s Federal Parliament decided on a far-reaching, comprehensive budget reform package. The introduction of a legally binding medium-term expenditure framework, of accrual budgeting and accounting as well as performance budgeting marks a decisive change, not only in steering the budget, but even more so in the Austrian administrative and political culture.     Abstract: National leaders under pressure are often tempted to consider shifting costs to other levels of government and to satisfy new demands for public services by passing mandates and costs to other levels of governments to finance new programmes. These new mandates take a variety of forms but have one central feature: they permit the national government leaders to claim credit without paying for the costs of their own initiatives. This article examines intergovernmental relationships and the various forms of mandates including direct-order mandates, grants, pre-emptions, and tax policy. The article discusses the arguments for mandates, trends in their use, and reforms to curb them. The roles of agency cost-benefit analysis and legislative information and deliberation are particularly important. JEL classification: H200, H300, H540, H710, H810.

    Abstract: A new and novel approach to controlling regulatory costs is the concept of the regulatory budget. This concept would require that governments account for regulatory expenditures in a similar way to fiscal expenditures. This article argues that there are analogies between fiscal and regulatory budgets as they both divert resources from the private sector, albeit by different policy instruments. Given that budgeting is universally used to manage fiscal resources, the article outlines the pros and cons of developing regulatory budgets to manage regulatory resources.     Abstract: The Competition Peer Review Report of Peru is the fourth one of a non-OECD country. South Africa and Russia were reviewed at meetings of the OECD Global Forum on Competition (GFC). Chile, and now Peru, were reviewed at meetings of the Latin American Competition Forum (LACF), organised by the OECD and the Inter- American Development Bank (IDB). All four reviews confirm that the peer review process is an extremely useful means of promoting co-operation and voluntary convergence among OECD and non-OECD economies, providing both transparency and a candid discussion of what constitutes “best practice” in different situations.

    Abstract: This report covers the budget process in Lithuania. It discusses the four phases in separate sections: budget preparation, legislative approval, budget execution, and accounting and audit. Each section ends with a list of recommendations. The new strategic planning process should strengthen the policy focus of the budget at the level of the line ministries and could be accompanied by a more robust medium.term fiscal framework. All public.private partnerships (PPPs) should be subject to approval by the Ministry of Finance, and municipal use of PPPs should be closely monitored. Parliament operates a well.designed and orderly review process but parliamentary involvement can be further developed. Budget execution is based on sound rules and procedures, and the full development of the programme structure could be accompanied by more flexibility. The shift towards accruals in accounting and financial reporting will enhance transparency and should strengthen fiscal discipline. JEL classification: H610.

    Abstract: Worldwide, economic and other factors are pressing institutions of higher education to assess student learning to insure that graduates acquire the skills and competencies demanded in the 21st century. This paper summarises the status of undergraduate student learning outcomes assessment at accredited colleges and universities in the United States. Three-quarters of institutions have established learning outcomes for all their students, a necessary first step in the assessment cycle. Most schools are using a combination of institution-level and programme-level assessments. Quality assurance requirements in the form of regional and specialised accreditation, along with an institutional commitment to improve, are the primary drivers of assessment. While there is considerable assessment activity going on, it does not appear that many institutions are using the results effectively to inform curricular modifications or otherwise to enhance teaching and learning. The paper closes with recommendations for various groups that can advance the assessment and institutional improvement agenda.

    Abstract: The OECD Competition Committee debated competitive effects of land use restrictions in February 2008. Land use restrictions often serve valuable social purposes. The benefits of particular policies for land use must be balanced against the costs, though. The social harms that can arise when land use restrictions create “entry barriers” are rarely considered explicitly. Land use restrictions can raise the price and reduce supply of a broad range of real estate and, by preventing new and innovative stores from opening, reduce shopping options available to consumers. More careful integration of policy on land use restrictions with competition policy could benefit consumers and many entrepreneurs and reduce the likelihood that public or private restrictions will lead to supply scarcity. This roundtable examines competition problems affecting commercial construction and use permits, geographic density tests, adverse impact tests, access condition to rights of ay and private restrictions on land use. Steps are identified for improving public policies towards land use restrictions.

    Abstract: The OECD Competition Committee debated improving competition in real estate transactions in February 2007. Real estate transactions are subject to a variety of potential limitation of competition that can have significant effects on ordinary consumers. In fact, because of the annual volume of transactions and the fact that real estate expenses (mortgage payments and rent) constitute a significant portion of spending out of available revenue to spend (often exceeding 25%), the impacts of anti-competitive action i this sector may have larger financial value than in most other sectors. Practices of real estate agents vary significantly across countries, but a common trend appears to be the introduction of listing services that may provide a platform for anti-competitive practices to spread, at the same time as the Internet potentially provides improved opportunities for real estate sellers to reach buyers directly. In many countries, the operation of transferring legal title to properties is subject to cartel-like prices. Competitive problems have also been identified in the mortgage markets, with cartel activity having been found in a least one case and a lack of non-bank sources of finance in some countries.

    Abstract: The OECD Competition Committee debated concessions in February 2006. Governments have long been engaged in providing goods or services to their citizens that could, in some form, be provided by the private sector. The trend over the past few decades, however, has been to transfer these functions, and the state-owned assets used to provide them, to private hands. The most common method, and the one usually preferred, is privatisation, or outright sale or transfer of ownership of the relevant assets to one or more private parties. Another method is concessions. Concessions are often viewed as a substitute for privatisation when the latter is not feasible for political or legal reasons. Concessions are not substitutes for regulation. Where there is a need for regulation, as in a situation of natural monopoly, a regulatory regime may be created along with the concession.

    Abstract: The Global Forum of the OECD Competition Committee debated the Interface between Competition and Consumer Policies in February 2008. The two policies share a common goal: the enhancement of consumer welfare. In this way they are highly complementary. Applied properly, they reinforce one another; Aside from their different approaches to markets, however, there are other differences between competition and consumer policies. These differences present both opportunities and challenges. Applied consistently, each policy ill each make the other more effective, especially in situations of evolving markets. The challenge comes in coordinating them, and in ensuring that they do not work at cross purposes. Institutional design is an important factor in providing effective public policy. With the increasing recognition of the importance of integrating competition policy and consumer policy, there is debate about how to design the most effective institutions for that purpose. Housing the two functions in a single agency offers several advantages, including more centralised control, operational efficiencies and cross-fertilisation between the two disciplines. There could be disadvantages as well, however.

    Abstract: Long-term fiscal projections provide a basis to discuss the sustainability of current public policies over an extended period (ten years or more) against select fiscal indicator(s). They do so by modelling future government expenditures and revenues based upon a number of explicit demographic, macroeconomic, microeconomic, and other assumptions. Such projections have been considered best practice for budget/ fiscal transparency for nearly a decade, yet their use is still limited to a relatively small number of industrialised countries. This article extrapolates evidence from 12 OECD countries of the role of fiscal projections in balancing political pressures for short-term spending against fiscal pressures and risks over an extended time horizon. The article makes recommendations concerning three aspects of fiscal projections: their frequency; their analytical quality; and their institutional quality.

    Abstract: The OECD Competition Committee debated competition in bidding markets in October 2006. Competition authorities become interested in auctions by a number of routes. In competition advocacy, they may advise other parts of government on how to design auctions in order to improve their efficiency—the degree of competition. They may evaluate mergers and agreements between firms that operate in auction markets. And they may be concerned with collusion and abuse of a dominant position in auctions. Because their formal rules reduce “noise” and make communication among rivals easier, auctions can promote collusion, compared with ordinary “posted-price” markets. But an auction can be designed to reduce collusion or concerted practices or to promote participation. Thus, the design of an auction can be the object of lobbying pressure. Auctioneers can also behave strategically, choosing auction formats or practices that favour competition. Two fundamental prescriptions for effective auction design follow from the theoretical literature: Induce bidders to truthfully reveal their valuations by making what they pay not depend entirely on what they bid, and maximize the information available to each participant before he bids.

    Abstract: From 1890 until 1938 in Vienna, Jewish theatre was a lively and fascinating part of the theatrical scene. Yiddish operettas and melodramas, serious plays and so-called Jargonschwänke were staged. The widespread texts of these Jewish theatre-evenings, in Yiddish and German, are discussed and analysed in this work.After an introduction, the aesthetical and dramaturgical basics of Jewish drama are presented. As the study shows, Jewish drama has got a very strong connection to non-Jewish theatre. Especially the dramaturgic forms can be found in non-Jewish drama before it emerges in Jewish texts, like the so-called lebnsbild. In the 19th century, it was popular on the Viennese stages, around 1900 it was a main genre of New York City's Yiddish theatres. Jargon and shund are terms often used to describe Yiddish plays and theatre - these terms are discussed in the present work as well as the cliché of Jewish self-mockery and self-hatred.The most prominent themes Jewish plays are dealing with are: love, marriage and family; anti-Semitism; stories and heroes from ancient Jewish history; myths and legends. The broad spectrum of plays about family and social life shows its importance in Jewish history and presence. The different political and historical situations of Jews in Western and Eastern Europe become evident in text concerning anti-Semitism. In Yiddish operettas and melodramas heroes from ancient Jewish history and the bible are shown, and in the 1920s plays about Dibbuks and Golems were most popular.A bibliography of Jewish dramas, complete with existing translations, builds the last part of this work
    Abstract: Jüdische Theatertexte, wie sie von 1890 bis 1938 in Wien aufgeführt und / oder geschrieben wurden, stehen im Zentrum dieser Arbeit. Dazu zählen jiddische Singspiele, Melodramen und ernsthafte Dramen ebenso wie Texte berühmter deutschjüdischer Autoren der Wiener Moderne und die sogenannten Jargonschwänke, die äußerst populär waren.Nach einer Einführung in die Thematik werden die ästhetischen und dramaturgischen Grundlagen der jüdischen Dramatik vorgestellt. Dabei wird klar, dass diese aus der nichtjüdischen Theaterwelt stammen, wie etwa das im jiddischen Theater wichtige Genre des Lebensbildes, das auf Wiener Bühnen des 19. Jahrhunderts zu finden war. Die in der zeitgenössischen Kritik und in der Theatergeschichtsschreibung oft negativ verwendeten Begriffe Schund und Jargon für das Jiddische und dessen Theatertexte werden im weiteren diskutiert. Außerdem wird auf das Klischee von der angeblich so starken Neigung von Juden zu Selbstpersiflage und Selbstverhöhnung eingegangen.Im zentralen Teil werden die jüdischen Dramen, nach Themen geordnet, vorgestellt und analysiert. Wesentliche Themenbereiche sind: Liebe und Partnerwahl, Ehe und Familie; Antisemitismus; Geschichten und Legenden aus der Zeit vor der Diaspora sowie Mythen und Legenden.Die Breite und Vielfalt der Familiendramen verweist auf die zentrale Bedeutung der Familie innerhalb der jüdischen Geschichte und Kultur. In den Dramen, der Hauptthema Antisemitismus ist, werden die unterschiedlichen Lebensbedingungen sowie die sozialen und politischen Grundlagen der Juden in West- und Osteuropa evident. Geschichten und Legenden aus der Zeit vor der Diaspora, vor allem aus der Bibel, bilden die Stoffen jiddischer Singspiele und Operetten, die ebenso vorgestellt werden wie die dramatischen Bearbeitungen der Golem- und Dibbuk-Sagen.Die Arbeit schließt mit einer umfassenden Dramenbibliographie, die nicht nur die verwendeten Texte umfasst, sondern auch die jeweiligen Übersetzungen, um Zugänge zu diesen Texten und eine weitere Auseinandersetzung damit zu ermöglichen

    Abstract: Während des Mittelalters wird das Lateinische als traditionelle Urkundensprache allmählich von den Volkssprachen verdrängt. Dieser Prozess, der u.a. mit der Entstehung des Bürgertums und dem Erstarken der Städte zusammenhängt, beginnt im Südwesten Europas und setzt sich mit zeitlicher Verzögerung in nördlicher und östlicher Richtung fort. In den Niederlanden erfolgt die Ablösung des Lateins durch das Mittelniederländische während des 13. und 14. Jahrhunderts. Der Prozess der Verschriftlichung des Mittelniederländischen und das Verhältnis von Latein und Volkssprache stehen seit einigen Jahren verstärkt im Interesse der Forschung. Diese Studie untersucht, wie Skribenten bei der Umsetzung der lateinischen Formeln ins Niederländische vorgehen. Wird das Lateinische wörtlich übersetzt? Entwickelt sich eine eigene mittelniederländische Fachsprache? Die Untersuchung von rund 2000 Urkunden zeigt, dass die Skribenten bestimmte Formeln als Vorlage auswählen und sich bei der Übertragung ins Mittelniederländische langsam von den Vorlagen emanzipieren. Trotz des stereotypen Sprachgebrauchs in den Urkunden lassen sich lexikalische und syntaktische Unterschiede feststellen, die durch die regional unterschiedliche Ausprägung der mittelniederländischen Schreibsprache bedingt sind

    Abstract: Rethinking the significance of films including Pillow Talk, Rear Window, and The Seven Year Itch, Pamela Robertson Wojcik examines the popularity of the "apartment plot," her term for stories in which the apartment functions as a central narrative device. From the baby boom years into the 1970s, the apartment plot was not only key to films; it also surfaced in TV shows, Broadway plays, literature, and comic strips, from The Honeymooners and The Mary Tyler Moore Show to Subways are for Sleeping and Apartment 3-G. By identifying the apartment plot as a film genre, Wojcik reveals affinities between movies generally viewed as belonging to such distinct genres as film noir, romantic comedy, and melodrama. She analyzes the apartment plot as part of a mid-twentieth-century urban discourse, showing how it offers a vision of home centered on values of community, visibility, contact, mobility, impermanence, and porousness that contrasts with views of home as private, stable, and family-based

    Abstract: The Islamic Republic of Iran poses serious challenges to U.S. interests in the Middle East, and its nuclear program continues to worry, and bring condemnation and sanction from, the international community. Yet the U.S. ability to "read" the regime in Tehran and formulate appropriate policies has been handicapped by the lack of access to Iran experienced by U.S. diplomats and other citizens and by what many observers lament as the opacity of Iranian decisionmaking processes. The objective of this book is to offer a framework to help U.S. policymakers and analysts better understand existing and evolving leadership dynamics driving Iranian decisionmaking. The research herein provides not only a basic primer on the structure, institutions, and personalities of the government and other influential power centers but also a better understanding of Iranian elite behavior as a driver of Iranian policy formulation and execution. The book pays special attention to emerging fissures within the regime, competing centers of power, and the primacy of informal networks-- a particularly important yet not well understood hallmark of the Iranian system

Much of the surrounding region remained remote and rarely visited for decades after settlement of other parts of the West.     Abstract: The conflict in Iraq has reverberated across the Middle East, affecting the balance of power between neighboring states, their internal political dynamics, how their publics view American credibility, and the strategies and tactics of al-Qa'ida. No matter how the internal situation in Iraq evolves, its effects on the broader region will be felt for decades, presenting new challenges and opportunities for U.S. policy. A better understanding of how regional states and nonstate actors have responded to the Iraq conflict will better prepare the United States to manage the war's long-term consequences. To that end, the authors conducted extensive fieldwork in the region and canvassed local media sources to inform their analysis. Among their key findings: The war has facilitated the rise of Iranian power in the region, but Iran faces more limits than is commonly acknowledged; the war has eroded local confidence in U.S. credibility and created new opportunities for Chinese and Russian involvement; the war has entrenched and strengthened neighboring Arab regimes while diminishing the momentum for political reform; and the war has eroded al-Qa'ida's standing in the region, but the network and its affiliates are adapting with new tactics and strategies

    Abstract: Increasing awareness of the need to reduce greenhouse gas emissions has renewed interest in nuclear power generation. At the same time, the longstanding logjam over how to manage spent nuclear fuel continues to hamper the expansion of nuclear power. If nuclear power is to be a sustainable option for the United States, methods for managing spent fuel that meet stringent safety and environmental standards must be implemented. This monograph evaluates the main technical and institutional approaches to spent nuclear fuel management and identifies implications for the development of spent fuel management policy. The authors find that on-site storage, centralized interim storage, and permanent geological disposal are generally safe, secure, and low- to moderate-cost approaches with no insurmountable technical obstacles. Advanced fuel cycles enabling spent-fuel recycling could reduce waste repository capacity needs but are difficult to evaluate because they still in early research stages. Public acceptance challenges stand as a major impediment to any technical approach. The analysis shows that the technical approaches can be combined in different ways to form different spent fuel management strategies that can be distinguished primarily in terms of societal preferences in three areas: the disposition of spent fuel, the growth of nuclear power, and intergenerational trade-offs
