With this growth has also come a contentious debate about the effects of the schools on their own students and on students in nearby traditional public schools (TPSs). In recent years, research has begun to inform this debate, but many of the key outcomes have not been adequately examined, or have been examined in only a few states. Do the conflicting conclusions of different studies reflect real differences in effects driven by variation in charter laws and policies? Or do they reflect differences in research approaches --some of which may be biased? This book examines four primary research questions: (1) What are the characteristics of students transferring to charter schools? (2) What effect do charter schools have on test-score gains for students who transfer between TPSs and charter schools? (3) What is the effect of attending a charter high school on the probability of graduating and of entering college? (4) What effect does the introduction of charter schools have on test scores of students in nearby TPSs?

    Kurzfassung: This book deals with the development and transformation of the part of the educational system that has been called 'the non-university higher education sector', 'the polytechnic sector', and 'the college sector'. In most Western European countries, higher education has to an increasing extent developed outside universities, partly through the establishment of new institutions, and partly through the up-grading of professional and vocational schools into higher education colleges. Yet, there is a shortage of in-depth studies on the changes that have taken place in this part of the educational system, and on the processes that have driven this development. This book gives an overview of the stepwise transformation of higher education systems. It uses Norway as a national case for in-depth analyses, and then compares this with parallel developments in Western Europe. The development is discussed within the frames of three phases: fragmented expansion, horizontal integration, and vertical integration.

    Kurzfassung: Repräsentative empirische Studien über Ausländer sind selten. Vor diesem Hintergrund liefert die Untersuchung von Claudio Caballero auf Basis der Mainzer Ausländerstudie mit fast 1800 Befragten wertvolle Erkenntnisse über Integrationsformen und grundlegende politische Einstellungen von in Deutschland lebenden Ausländern. Die Befürwortung demokratischer Prinzipien sowie die Akzeptanz politischer Institutionen und Akteure konstituieren die Unterstützung des politischen Systems. Der Autor zeigt, dass ein zwar differenzierter, aber dennoch klar positiver Zusammenhang zwischen gesellschaftlicher Integration und politischer Unterstützung besteht. Hier aufgewachsene Ausländer können prinzipiell einen ähnlichen Sozialisationsprozess wie deutsche Staatsbürger durchlaufen, was die Herausbildung eines vergleichbaren, systemstabilisierenden Sets an Grundeinstellungen wahrscheinlich werden lässt. Hingegen können Ausländer als Folge von Integrationsdefiziten negative Einstellungen gegenüber dem politischen System aufweisen. Der Integrationsförderung kommt insofern eine entscheidende Bedeutung zu, als sie langfristig zur Entwicklung von politischer Unterstützung und somit zur Stabilisierung des politischen Systems beiträgt.

    Kurzfassung: Im Unterschied zu Menschen der asiatischen Schwellenländer betrachten Politiker, Universitätslehrer und Geschäftsleute aus afrikanischen Ländern die Globalisierung eher mit Furcht: Können hochgradig hilfeabhängig gewordene Volkswirtschaften hoffen, nicht nur die Risiken der Globalisierung erleiden zu müssen, sondern auch von ihren Chancen profitieren zu können? Das Buch versucht, auf diese Schicksalsfrage Afrikas eine differenzierte Antwort zu geben. Es wird aufgezeigt, dass Afrika zwar weitgehend als bisheriger Verlierer der Globalisierung bezeichnet werden muss, dass jedoch vielerlei Formen der Anpassung und aktiven Bewältigung der globalen Herausforderungen entwickelt wurden. Die Globalisierung erscheint zwar als "Falle" : sie ist von Afrikanern nicht ersehnt worden, aber auch aus Fallen gibt es Auswege, und Modernisierung wird keineswegs abgelehnt. Afrika gibt es nur im Plural, und der weit verbreitete Afropessimismus tut den Afrikanerinnen und Afrikanern Unrecht, die unter schwierigsten materiellen Bedingungen für Demokratie und Menschenrechte und gegen Korruption und Selbstzerstörung eintreten.

    Kurzfassung: Jürgen Habermas vertritt die These, dass sich das Konsensprinzip des kommunikativen Handelns in den Meinungs- und Willensbildungsprozess der Politik übertragen lasse. In der vorliegenden grundlegenden Kritik zeigt die Autorin, dass diese These nicht haltbar ist. Anders als Habermas annimmt, findet kommunikatives Handeln keinen Eingang in die Prozeduralität der Politik. Das politische Handeln wird vielmehr durch systemische Vorgaben bestimmt. Diese ergeben sich im Wesentlichen aus der Prozeduralität des ökonomischen Systems sowie aus der über Macht bestimmten Prozeduralität des politischen Systems selbst.

    Kurzfassung: The purpose of this book is to reconsider economic liberalism from the viewpoint of political liberalism. The author argues that advocates of economic liberalism largely overlook empirical political preferences which, in many societies, go far beyond a limited role of the state. Recent difficulties of reforming the welfare state provide evidence that political preferences are at odds with liberal economic policy in numerous cases. This fact challenges a political conception which demands a limited state role but also claims that citizens' preferences 'as they are' should determine the content of policies. Using an evolutionary perspective on economic liberalism, the book develops new arguments about how economic liberalism can be brought into line with political liberalism

    Kurzfassung: Contrary to popular belief, the roots of American country music do not lie solely on southern farms or in mountain hollows. Rather, much of this music recorded before World War II emerged from the bustling cities and towns of the Piedmont South. No group contributed more to the commercialization of early country music than southern factory workers. This book explores the origins and development of this music in the Piedmont's mill villages. It offers vivid portraits of a colorful cast of Piedmont millhand musicians, including Fiddlin' John Carson, Charlie Poole, Dave McCarn, and the Dixon Brothers, and considers the impact that urban living, industrial work, and mass culture had on their lives and music. Drawing on a broad range of sources, including rare 78-rpm recordings and unpublished interviews, the author reveals how the country music recorded between 1922 and 1942 was just as modern as the jazz music of the same era. The book celebrates the Piedmont millhand fiddlers, guitarists, and banjo pickers who combined the collective memories of the rural countryside with the upheavals of urban-industrial life to create a distinctive American music that spoke to the changing realities of the twentieth-century South

With this tenet in mind, six institutions in five countries that have key interests in North Korea's future undertook a collaborative effort to determine ways in which the North Korean system could move toward modernization over the medium to long term. This endeavor can be viewed as "participatory systems analysis" in that the participants, in analyzing the North Korean system and how to motivate its modernization, fused their sometimes divergent but often overlapping and reconcilable perspectives on that system. The project first produced policy instruments that can contribute to the system's modernization and provide a basis for concerted, collaborative efforts to stimulate peaceful change in North Korea. These instruments were then integrated into alternative operational plans, or "portfolios," and evaluated in terms of how each member of the Six-Party Talks would respond to their components, spawning one "consensus plan" that all of the research partners deemed likely to garner buy-in from their five countries. In addition, several potential intermediaries -- i.e., those that could help convey the project findings to one or more levels of the North Korean structure -- were identified. In two prior volumes, RAND has analyzed the United States' and United Nations' (UN's) performance in this sphere, examining instances in which one or the other led such operations. In this monograph, we look at Europe's performance, taking six instances in which European institutions or national governments have exercised comparable leadership. To complete our survey of modern nation-building, we have also included a chapter describing Australia's operation in the Solomon Islands. In previous volumes, we defined nation-building as the use of armed force in the aftermath of a conflict to promote a durable peace and representative government. By specifying the use of armed force, we are not suggesting that compulsion is always necessary or even desirable, nor do we mean to imply that only armed force is used in such missions. The European Union has, indeed, become quite adept at mounting nonmilitary interventions in support of conflict resolution. We do believe that peace operations that include a military component can be usefully grouped together for analytical purposes, however, since the employment of force and the integration of military and civil instruments impose particular demands. Neither, in employing the term nation-building to describe this activity, are we seeking to distinguish it from what the United Nations calls peace-building, what the U.S. government calls stabilization and reconstruction, and what many European governments prefer to call state-building. Nation-building is the term most commonly used in American parlance, but any of these other phrases may serve equally well; those who prefer can substitute one or the other without injury to our argument. This is not a comprehensive study of all nation-building operations that have involved European countries. European troops, police, civilian advisers, and money have supported nearly every such operation over the past 60 years. Rather, it is a study of the European role in six cases in which the European Union or a European government led all or a key part of such an operation: Albania, Sierra Leone, Macedonia, Côte d'Ivoire, the Democratic Republic of the Congo, and Bosnia. There are obvious difficulties in distinguishing among U.S.-, UN-, and European-led nation-building, since many international peace operations involve the participation of all three.     Kurzfassung: Diese Studie analysiert das dialogische Zusammenspiel zwischen den europäischen und türkischen Diskursen um den möglichen EU-Beitritt der Türkei. Die Differenzen stellen in der Perspektive postkolonialer Theorien ein ambivalentes und formatives Moment für die Bildung einer europäischen Identität dar: Die Europäer nehmen die Beitrittsverhandlungen zum Anlass, über ihr Selbstverständnis zu reflektieren, wobei diverse Ost-West-Repräsentationen kommuniziert und strukturiert werden. Die muslimischen Migranten in Europa und die Minderheiten in der Türkei fungieren dabei als interne Symptome, die die Unvollständigkeit der europäischen bzw. türkischen Identitäten sichtbar machen

    Kurzfassung: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

That day, Eric Harris and Dylan Klebold killed twelve fellow students and a teacher, as well as wounding twenty-four other people, before they killed themselves. Although there have been other books written about the tragedy, this is the first serious, impartial investigation into the cultural, environmental, and psychological causes of the massacre. Based on first-hand interviews and a thorough reading of the relevant literature, Ralph Larkin examines the numerous factors that led the two young men to plan and carry out their deed.     Kurzfassung: Since 2001-2002, standards-based accountability (SBA) provisions of the No Child Left Behind Act of 2001 (NCLB) have shaped the work of public school teachers and administrators in the United States. NCLB requires each state to develop content and achievement standards in several subjects, administer tests to measure students' progress toward these standards, develop targets for performance on these tests, and impose a series of interventions on schools and districts that do not meet the targets.     Kurzfassung: This book explores questions related to the recent establishment in Africa of community schools similar to those supported by Save the Children. The book addresses the serious doubts about realizing the Education for All and Millennium Development Goals. It draws on Save the Children's experience with community-based schooling in four countries: Ethiopia, Malawi, Mali, and Uganda.
    Kurzfassung: Over the past decade, community schools similar to those supported by Save the Children have been established in many developing countries, and especially in sub-Saharan Africa. As large numbers of children attend schools started and managed by their own communities and/or by nongovernmental organizations, questions have come up about the impact of such schools at large scale: 'Can village-based or community schools have a national impact on access to education, spur improved long-term development strategies and education policy, or achieve or influence Education for All? This book explores these and related questions, drawing on Save the Children s experience with community-based schooling in four countries: Ethiopia, Malawi, Mali, and Uganda. The literature on community schools in Africa tends to be sparse, repetitive and highly descriptive with little or no sustained critique of practice. This book fills a substantial gap in the education literature and is particularly timely, given the current emphasis on decentralization and community involvement in education.

    Kurzfassung: How has the system of governance changed? Do British higher education institutions still exercise autonomous control over their development? In this book, these questions are pursued through a three-pronged strategy. This book will have lessons for those examining higher education on a comparative/international basis. It is a serious piece of analysis i.e. it is purposefully non-polemical, and it is well-written, non-jargonised and accessible.
    Kurzfassung: How has the system of governance changed? Do British higher education institutions still exercise autonomous control over their development as was widely believed to be the case but a few years ago? These questions are pursued through a three-pronged strategy. Firstly, to examine the institutional changes which have occurred since the 1988 Education Reform and the emergence of the funding council model of governance. In particular, we want to know how the various institutional actors - the higher education institutions, the government departments and the funding councils - interact with one another to shape policy outcomes. Secondly, to explore the political context within which these institutional actors have to work. This means examining the role of the political parties, policy networks and the parliamentary forces all of which have a major stake in influencing the direction of higher education policy. This section of the book incorporates the move towards political devolution in the United Kingdom and examines what is different, and what is similar, about higher education policy-making in Scotland and Wales in comparison to England. Thirdly, the book observes the process of policy-making and change in relation to critical issues: the funding of higher education, the research assessment exercises, the quality assurance regime, and the widening participation agenda. In effect it examines policy-making in action.

The nation must now complement the drive for increasing enrolments and participation with efforts to improve quality. To reach the levels of education attainment and performance of the most advanced countries in Europe and OECD, Turkey must undertake sustained, multi-year, systemic reforms of its education system.

    Kurzfassung: The seemingly endless problems encountered by the IMF, WTO and World Bank provide major reasons for seeking reform. However, an additional impetus is the changing balance of economic power in the world. The volume begins with an overview of the Bretton Woods and international trading systems. Following this are discrete, in-depth discussions of the three institutions from American and European points of view. The authors emphasise the need for making the IMF and World Bank more regional in structure and, like the European Bank, more frugal in the lifestyles of their officials. Mit dem IWF rückte auch der Washington Consensus als neoliberale Entwicklungsprogrammatik verstärkt ins Sichtfeld der Kritiker.     Kurzfassung: Policymakers have become increasingly concerned in recent years about the possibility of future maritime terrorist attacks. Though the historical occurrence of such attacks has been limited, recognition that maritime vessels and facilities may be particularly vulnerable to terrorism has galvanized concerns. In addition, some plausible maritime attacks could have very significant consequences, in the form of mass casualties, severe property damage, and attendant disruption of commerce. Understanding the nature of maritime terrorism risk requires an investigation of threats, vulnerabilities, and consequences associated with potential attacks, as grounded both by relevant historical data and by intelligence on the capabilities and intentions of known terrorist groups. These risks also provide the context for understanding government institutions that will respond to future attacks, and particularly so with regard to the US civil justice system. In principle, civil liability operates to redistribute the harms associated with legally redressable claims, so that related costs are borne by the parties responsible for having caused them. In connection with maritime terrorism, civil liability creates that prospect that independent commercial defendants will be held responsible for damages caused by terrorist attacks. This book explores risks and U.S. civil liability rules as they may apply in the context of these types of attacks

    Kurzfassung: Economic globalization has been accompanied by implementation of education reforms linked to accountability and public finance schemes that emphasize student choice in schools and student loans in higher education. This book provides a systematic evaluation of the effects of state education reforms and finance policies over the past decades. It includes a discussion of the need for a fundamental rethinking of educational policy in the United States.
    Kurzfassung: Economic globalization has been accompanied by implementation of education reforms linked to accountability and public finance schemes that emphasize student choice in schools and student loans in higher education. In the U.S. these reforms are rationalized based on intermediate variables, like the number of math credits completed in high school and net prices. However, the reforms rationalized based on this research are seldom evaluated in relation to outcomes (i.e., measures of student achievement and equal opportunity to attain an education). In Education and the Public Interest the editor re-examines the political rationales for these reforms. John Rawls's theory of justice is reconstructed to develop a framework for assessing the effects of public policy on these outcomes. This volume undertakes a comparative study of the states in the U.S. to examine how education reforms influence student achievement, high school graduation, and college access, and finance schemes influence college access. Policies implemented by states in the 1990s were associated with improved achievement, as measured by test scores for high school students. These policies also correlate with increased high school drop out rates and the widening gap in college enrolment rates across income groups. This volume considers how privatization and accountability policies can be reconstructed to reduce inequality while continuing to improve student achievement and college enrolment.     Kurzfassung: There is increased interest in California and other states in providing universal access to publicly funded high-quality preschool education for one or two years prior to kindergarten entry. In considering such a program, policymakers and the public focus on the potential benefits from a universal preschool program, as well as the estimated costs. This study aims to inform such deliberations by conducting an analysis of the economic returns from investing in preschool education in the state of California. The benefit-cost analysis undertaken in this study indicates that there can be positive returns for California society from investing in a one-year high-quality universal preschool program. The authors' baseline estimate, which is arguably conservative, is that every dollar invested by the public sector beyond current spending will generate $2.62 in returns. And this estimate does not account for an array of other benefits not captured in their analysis because of data limitations. Those other potential benefits include lower intangible losses from crime and child abuse and neglect averted, reduced reliance on public welfare programs, improved labor market outcomes for parents of preschoolers, improved health and well-being of preschool participants, and the intergenerational transmission of favorable benefits. Broader economic and noneconomic benefits may accrue in other areas as well, including labor force recruitment and participation rates, workforce performance, economic growth, international competitiveness, and the distribution of economic and social well-being
