These discussions are taking place against the backdrop that knowledge production and the contribution of higher education to the economy and the prestige and standing of nations is rapidly transforming the once benign higher education system into a competitive market place. Moreover, many governments believe the existing system of funding and/or organisation is no longer sustainable. Should research funding be spread equitably across many institutions or should only a few concentrate on research and the rest focus on teaching and training? If massification was a major force on higher education in OECD countries in the latter half of the 20th century, then competition driven in part by institutional research capacity is playing a similar role in the early 21st century. These forces are influencing in a very directive way how individual institutions are organising and managing themselves. This report explores some key determinants of innovation and their implications for the advancement of knowledge in a particular sector – primary and secondary education. The analysis shows that there is considerable scope for certain drivers that have helped speed up innovation in other sectors to take effect in education. However, in practice, a number of basic characteristics of education systems have prevented innovation from changing this sector fundamentally. Nevertheless, educational policy makers can learn much from observing how innovation occurs and how sectors are transformed in the most knowledge intensive parts of the economy.

Does the new school respond to the needs and expectations of staff and students? Questions such as these serve to evaluate the quality of a school building once in use and tie in with work supported by PEB on post-occupancy evaluation. For the design of Montbrillant, the Geneva authorities promoted specific integrated concepts; to verify to what extent these were successfully incorporated into the building, the author contacted the school’s users, i.e. its management, administrative and technical staff, teachers, and students. Although their overall appreciation was positive, the users expressed dissatisfaction with many aspects of the facilities as described below.

    Abstract: La coopération universitaire internationale est en mutation permanente. Son avenir dépend de forces extérieures telles que la globalisation et l’internationalisation, mais aussi des décisions des pouvoirs publics. De nombreuses organisations universitaires internationales procèdent à un audit de leurs programmes et de leurs initiatives, mais elles en sont arrivées au point où l’efficience des mesures d’assurance qualité se trouve remise en cause. Les directeurs d’établissement se trouvent confrontés à une baisse du moral et ils comptent sur les actions internationales pour conforter leurs espérances et leurs perspectives ; ces actions s’inspirent davantage de la rationalité économique que de l’altruisme. Même si les données actuelles laissent à penser que les approches de coopération internationale émanant de la base ont davantage de chances de survivre au changement, on s’en remet souvent aux directives énoncées par les instances dirigeantes pour fixer la ligne d’action. Exploitant les résultats d’une étude récemment actualisée, cet article passe en revue les programmes et les initiatives les plus marquants, qui n’auraient jamais vu le jour sans l’intervention de décideurs soucieux de défendre et de promouvoir la coopération universitaire internationale.     Abstract: Dans chaque pays, petit ou grand, la science et la technologie (S-T) revêtent une importance primordiale dans l’instauration d’une économie basée sur le savoir. Dans les pays appartenant au peloton de tête, la S-T porte ses fruits quand elle est induite par des politiques scientifiques favorisant les programmes à long terme. Et ces programmes sont étroitement liés à une maîtrise anticipative des coûts budgétaires. En Bulgarie, le secteur des sciences et de la technologie reflète bon nombre des difficultés économiques et sociales que rencontre le pays dans son ensemble. Il souffre d’un manque chronique de moyens financiers et a mis du temps à moderniser son appareil de recherche fondamentale. Faute d’une politique cohérente à long terme dans le domaine scientifique et technologique, ces insuffisances se trouvent accentuées. Malgré ces lacunes, l’examen montre que la Bulgarie possède le potentiel humain et scientifique nécessaire à la mise en place d’un système efficace de S-T qui peut considérablement contribuer au développement économique national. Cet examen présente un panorama du secteur de la S-T en Bulgarie et de ses liens avec l’enseignement. Il traite de divers thèmes au nombre desquels : La législation. Les mécanismes institutionnels mis en place dans le domaine de la recherche et de l’enseignement, notamment à travers les exemples de l’Académie bulgare des sciences et des établissements d’enseignement supérieur. Les mécanismes de budgétisation. La coopération régionale et internationale, et notamment les initiatives de l’Union européenne. L’impact de la fuite des cerveaux et du vieillissement sur les ressources humaines. Un échantillon d’études de cas et de pratiques exemplaires en matière de politique de S-T sert à illustrer l’analyse. Le dernier chapitre comprend une série de recommandations. Cet examen sera utile aux décideurs publics ainsi qu’aux professionnels du monde entier. Cette étude s'inscrit dans le cadre des relations de coopération que l'OCDE entretient avec les économies non membres à travers le monde.

    Abstract: Dans les pays de l’OCDE, pouvoirs publics, décideurs et gestionnaires universitaires s’intéressent à l’avenir de l’enseignement supérieur et s’interrogent sur le rôle de la recherche dans le cadre de l’enseignement. Le débat s’inscrit dans un contexte marqué par le fait que la production de savoir et la contribution de l’enseignement supérieur à l’économie, au prestige et au statut d’un pays sont en train de transformer rapidement le système d’enseignement supérieur : le laisser-faire cède la place à la concurrence du marché. De nombreux gouvernements sont par ailleurs convaincus que le système actuel de financement et d’organisation ne pourra pas perdurer. Le financement de la recherche doit-il se répartir équitablement entre les différents établissements ou bien faut-il au contraire que seuls certains établissements se concentrent sur la recherche, les autres se consacrant à l’enseignement et à la formation ? Si au cours de la seconde moitié du XXe siècle la massification a imposé sa logique à l’enseignement supérieur dans les pays de l’OCDE, c’est désormais la concurrence, liée en partie à la capacité de recherche, qui joue un rôle analogue au début de ce XXIe siècle. Cette logique pèse de manière assez marquée sur le mode d’organisation et de gestion des établissements. L’article examine les défis spécifiques que doivent relever les établissements d’enseignement supérieur récents ou en cours de création pour développer leur activité de recherche à partir d’une base « fragile ».     Abstract: "Di Gropello analyzes decentralization reforms in the education sector in Latin America (their status, impact, and ongoing challenges) by making use of the accountability framework developed by the World Development Report 2004: Making Services Work for Poor People. She starts by identifying three main groups of models according to the subnational actors involved, the pattern adopted in the distribution of functions across subnational actors, and the accountability system central to the model. She then reviews the impact of these models according to the available empirical evidence, and explores determinants of this impact, extracting lessons useful to the design of future reforms. The author concludes that the single most important factor in ensuring the success or failure of a reform is the way the accountability relationships are set to work within each of the models and provides some lessons on how to get these relationships to work effectively. She also provides three main general lessons for selecting 'successful' models: (1) avoid complicated models; (2) increase school autonomy and the scope for 'client power, 'maintaining a clear role for the other accountability relationships; and (3) place more emphasis on the 'management 'accountability relationship and the sustainability of the models.     Abstract: Sakellariou and Patrinos analyze the equity effects of public subsidization of private schools in Côte d'Ivoire, update previous analyses, and attempt to assess how efficiently public spending is targeted. The subsidy per student in private (and public) schools increases at higher quintiles. Students from families in the highest quintile receive more than twice the subsidy received by students from families in the lowest quintile, compared with four times more in the case of students attending public schools. However, the subsidy system is progressive as there is a clear tendency for the share of family education expenditure covered by subsidies to decline at higher quintiles. This element of progressivity is stronger in the case of private school attendance. The purpose of the study was to explore how these mathematicians came to know mathematics and to match their descriptions against a theoretical model of coming to know mathematics derived from the literature of the history, philosophy and sociology of science and mathematics. The assumption underlying the research was that, when researching, mathematicians are learning and, consequently, their experiences are valid for less sophisticated learners in classrooms. This book addresses this question by a unique combination of theory, field experience and elaborate educational research. Its basic idea is to look at science instruction with regard to two sets of explicit goals: one set refers to teaching science concepts and the second set refers to teaching higher order thinking. This book tells about how thinking can be taught not only in the rare and unique conditions that are so typical of affluent experimental educational projects but also in the less privileged but much more common conditions of educational practice that most schools have to endure. It provides empirical evidence showing that students from all academic levels actually improve their thinking and their scientific knowledge following the thinking curricula, and discusses specific means for teaching higher order thinking to students with low academic achievements. The second part of the book addresses issues that pertain to teachers' professional development and to their knowledge and beliefs regarding the teaching of higher order thinking. This book is intended for a very large audience: researchers (including graduate students), curricular designers, practicing and pre-service teachers, college students, teacher educators and those interested in educational reform. Although the book is primarily about the development of thinking in science classrooms, most of it chapters may be of interest to educators from all disciplines

    Abstract: In this paper the author examines the implementation of key performance indicators in Canadian post-secondary education institutions. More specifically he charts their implementation from the perspective of students and the effect they have on the quality and delivery of education. Key performance indicators (KPI) in Canada are administered by the ten provincial governments. In each of the jurisdictions in which they have been introduced KPIs have tied various forms of institutional performance to core funding and capital funding allocation.The paper offers a comparative analysis of how certain criteria are promoted by the establishment of KPIs. It examines the introduction of KPIs in three provinces: Ontario, Alberta, and British Columbia. In each case the complex set of politics and institutional relations at stake in the establishment of KPIs are examined. A comparative examination of each case provides signposts for best practices as well as instructive lessons in where and how quickly the very definition of accountability becomes a highly politicised term of contention. Finally, the paper makes proactive policy suggestions, from the standpoint of students, about the criteria that should be used in the establishment of KPIs. Les preuves empiriques de cette situation sont cependant rares. Nous examinons dans cet article quelques approches théoriques pouvant présider à l’étude de la corruption, et présentons à la lumière de ces postulats théoriques les données empiriques sur la corruption dans l’enseignement supérieur de la Russie et de l’Azerbaïdjan que nous avons recueillies. Si les deux États examinés ici ont un héritage politique commun, la corruption dans leur enseignement supérieur semble diverger. Nous suggérons que le capital social constitue une théorie utile pour comprendre les différents niveaux de corruption que l’on y rencontre.     Abstract: Educational systems worldwide still continue to rely heavily on public sources of funding. Nearly 80% of the expenditure on higher education comes from public sources in OECD countries; the share is even larger in developing countries. There is a concerted effort in many countries to reduce the reliance on state funding and move towards market-friendly reforms. This involves adjustment in the macro-policy framework to induce change at the institutional level. Institutional changes could be brought about either by relying on “mandates” or on “rewards”. Mandates demand a particular form of institutional behaviour that is accompanied by the threat of punishment for a failure to comply. Rewards, on the other hand, provide incentive and motivation to change. Both rewards and incentives become effective when public policy provides a choice in behavioural changes at the institutional level. The motivation for a change of behaviour will depend on the level of performance that conditions a reward on the one hand and on the expectation for obtaining a reward, on completion of the task, on the other. In general, mandates are more easily complied with when institutions are struggling to survive, whereas incentives and rewards are preferable when institutions are striving to revive and grow.     Abstract: OECD countries are attaching rising importance to lifelong learning and active employment policies as tools of economic growth and social equity. Effective information and guidance systems are essential to support the implementation of these policies, and all citizens need to develop the skills to self-manage their careers. Yet there are large gaps between these policy goals and the capacity of national career guidance systems. Based upon a review conducted in 14 OECD countries, this publication explores how these gaps might be narrowed. It advocates improved national co-ordination arrangements and greater attention to research and data collection to inform policy makers. It also promotes the development of improved and more specialised training programmes for practitioners and the creation of more specialised career guidance organisations for the delivery of services.

    Abstract: Im vorliegenden Bericht werden Ergebnisse der internationalen Schulleistungsstudie PISA analysiert, wobei der Schwerpunkt auf der Motivation, dem Vertrauen in die eigenen Fähigkeiten und der Anwendung verschiedener Lernstrategien liegt.Betrachtet werden vor allem solche Merkmale, die zusammengenommen die Wahrscheinlichkeit erhöhen, dass ein Schüler zu einem selbstsicheren und autonomen Lerner wird. Die Ergebnisse bestätigen, dass zwischen den Lernansätzen und den messbaren Lernergebnissen der Schülerinnen und Schüler ein enger Zusammenhang besteht. So erzielen z.B. Schülerinnen und Schüler, die ein ausgeprägtes Leseinteresse zeigen und vergleichsweise stärker auf ihre Fähigkeit zur Lösung ihnen selbst schwierig erscheinender Probleme vertrauen, tendenziell auch bessere Ergebnisse. In dem Bericht wird ferner nachgewiesen, dass ein besonders enger Zusammenhang zwischen der Tendenz der Schülerinnen und Schüler zur Selbstkontrolle des Lernprozesses durch bewusste Beobachtung ihrer Fortschritte bei der Realisierung persönlicher Ziele einerseits und ihrer Motivation und ihrem Selbstvertrauen andererseits besteht. Das legt den Schluss nahe, dass effektives Lernen nicht einfach als spezielle Fertigkeit gelehrt werden kann, sondern in erheblichem Maße von der Entwicklung einer positiven Einstellung abhängt.

    Abstract: Earthquake-prone communities need earthquake-resistant schools. In 2002, a primary school in San Giuliano, Italy, collapsed killing 29 children and one teacher. In May 2003, a medium-sized earthquake in the city of Bingöl, Turkey, caused the collapse of three new schools and a dormitory, killing many children as they slept. All too frequently, earthquakes cause the collapse of school buildings and the injury and death of staff and students. Further, when schools are closed because of earthquake damage, education is hampered, community life disrupted, and potential emergency shelters unavailable. Where school attendance is compulsory, communities have an obligation to provide a safe study and work environment. Why do schools collapse even during moderate earthquakes? Experts agree that many collapse due to avoidable errors in design and construction. Often, the needed technology is not applied and laws and regulations are not sufficiently enforced. Application of existing knowledge can significantly lower the seismic risk of schools and help prevent further injury and death of school occupants during earthquakes. Moreover, this can be accomplished at reasonable cost and within a reasonable period. Keeping Schools Safe in Earthquakes presents expert knowledge, opinions and experiences, and provides valuable insight into the scope of problems involved in protecting schools and their occupants. Its recommendations are a call to action to all governments in OECD and partner countries to help facilitate their implementation.

    Abstract: Many observers have noted that corruption in higher education is widespread in the states of the former Soviet Union. Little empirical evidence is available, however. This article examines some theoretical approaches to the study of corruption, and presents empirical data on corruption in higher education from Russia and Azerbaijan, collected by the authors, in the light of these theoretical positions. While both states examined here have a common political heritage, higher education corruption appears to be of a diverging character in the two states. We suggest that social capital offers a helpful theory in understanding the varying levels of corruption encountered in the two states. Social capital theory also perhaps suggests that significant reductions in the extent of corruption will not be achieved by purely technical means (such as changes in organisational arrangements), but require a broader approach to achieve a strengthened civil society....

    Abstract: International university co-operation is in a constant state of metamorphosis. Its future rests upon extraneous forces such as globalization and internationalization and also upon those who make policy decisions. Many international university organizations are auditing their programs and initiatives to such a degree that the cost effectiveness of such quality control measures are put into question. Institutional leaders are often forced to contend with low morale, trying their best to bolster a sense of hope, meaning and potential to international initiatives that are more likely to be financially sound than altruistic. Although current data suggest that bottom-top approaches to international co-operation are more likely to withstand the changes of time, it is often left to top-bottom directives to set a course for action.     Abstract: DIE ROLLE VON HUMAN- UND SOZIALKAPITAL In unserer heutigen, sich rasch wandelnden Welt dürfte der Erfolg von Nationen, Individuen, gesellschaftlichen Gruppen und Gemeinwesen wohl mehr denn je von deren Fähigkeit abhängen, sich dem Wandel anzupassen, Wissen zu erwerben und auszutauschen. Der vorliegende Bericht trägt zur Klärung der Konzepte Human- und Sozialkapital bei und evaluiert deren Einfluss auf Wirtschaftswachstum und Wohlergehen. Der Begriff des Sozialkapitals, der erst seit kurzem in der Wirtschafts- und Sozialwissenschaft existiert, ist bislang noch relativ wenig belegt. Der Bericht stützt sich daher auf eine Reihe empirischer Untersuchungen, die auf potentiell signifikante Beziehungen zwischen Human- und Sozialkapital hindeuten. Den verfügbaren Erkenntnissen zufolge können Human- und Sozialkapital einen entscheidenden Beitrag zu einer ganzen Reihe positiver Ergebnisse leisten, die von höheren Einkommen über stärkeren sozialen Zusammenhalt bis hin zu größerer Lebenszufriedenheit reichen. Auch wenn es keine Belege für systematische „Unterinvestitionen" weder in Human- oder Sozialkapital gibt, werden doch gewisse Bedenken hinsichtlich Verteilung und Qualität beider Kapitalformen geäußert und die Frage untersucht, wie sich diese Aspekte auf das Wohlergehen künftiger Generationen auswirken könnten. Kurzfristig verfügt die staatliche Politik nur über begrenzten Spielraum zur Beeinflussung von Qualität, Niveau und Verteilung des Human- und Sozialkapitals. Langfristig gibt es aber eine Reihe von Bereichen, in denen staatliche, private und ehrenamtliche Akteure zur Verbesserung des Human- und Sozialkapitals beitragen können.

    Abstract: This report presents the first internationally comparable results to OECD's 2003 Programme for International Student Assessment (PISA) Survey of the educational performance of 15-year-olds in reading, mathematics, and science in 25 OECD countries. This year, the concentration was on mathematics. Beyond the examination of the relative standing of countries in mathematics, science and reading, the report also looks at a wider range of educational outcomes that include students’ motivation to learn, their beliefs about themselves, and their learning strategies. Furthermore, it examines how performance varies between the genders and between socio-economic groups; and it provides insights into some of the factors that influence the development of knowledge and skills at home and at school, how these factors interact and what the implications are for policy development. Même si l’appréciation générale était possible, les usagers ont exprimé leur insatisfaction sur plusieurs aspects de l’infrastructure tels que décrits ci-dessous.

L’auteur analyse à des fins comparatives comment certains critères sont favorisés par la mise en place des IRC.     Abstract: Les systèmes éducatifs du monde entier continuent de dépendre en grande mesure des sources publiques de financement. Les dépenses consacrées à l’enseignement supérieur sont couvertes à près de 80 % par les fonds publics dans les pays de l’OCDE et cette proportion est plus forte encore dans les pays en développement. Nombre de pays s’efforcent actuellement de réduire cette dépendance vis-à-vis des crédits publics et de s’orienter vers des réformes plus fondées sur le jeu du marché. Ils doivent, pour ce faire, aménager le cadre des politiques macroéconomiques afin d’entraîner des changements au niveau des établissements. Les changements institutionnels peuvent être induits au moyen de « mandats » ou de « récompenses ». Les mandats exigent des établissements qu’ils adoptent une forme particulière de comportement institutionnel et s’assortissent d’une menace de sanctions en cas de non respect de ces directives. En revanche, les récompenses offrent des motivations et des incitations au changement. Récompenses et incitations prennent effet quand l’action des pouvoirs publics donne aux établissements la possibilité de choisir dans quel sens ils vont modifier leur comportement. La motivation d’un changement de comportement dépend d’une part, du niveau de performance qui conditionne l’attribution d’une récompense et d’autre part, de la récompense que l’on peut attendre de la réalisation de la tâche entreprise. En général, les mandats sont plus facilement respectés quand les établissements luttent pour survivre, alors qu’il est préférable de recourir aux incitations et aux récompenses quand les établissements s’efforcent de revivre et de se développer.     Abstract: Since 1997, the Canadian federal government has introduced a variety of new incentives to enhance significantly the funding of university research in this country. While these funding initiatives have been welcomed by Canadian universities, they are accompanied by a heightened emphasis on accountability which dictates new eligibility conditions for universities’ access to these funds. Given that research and innovation have become more central and significant spending categories for the federal public purse, universities in Canada are increasingly subject to public scrutiny, due to concerns for public accountability and safety. The new programs often involve more strategic central co-ordination and consequently require that the university administration, and not just faculty, justify funding requests. Universities are also expected to demonstrate compliance with a growing array of federally codified guidelines and regulations.     Abstract: La globalisation des échanges commence à toucher les universités nationales un peu partout dans le monde. Pour répondre à cette pression extérieure, chaque établissement cherche plus à s’assurer une notoriété internationale par la recherche que nationale par la pédagogie. La concentration de l’attention et de l’activité sur la recherche conduit, par exemple l’université française à perdre des parts de marché par rapport à d’autres structures d’enseignement supérieur. Une des principales raisons est que la recherche pousse à la spécialisation alors que le marché demande de plus en plus des formations pluridisciplinaires ou transversales. Pour répondre à ces demandes contradictoires de la société, deux scénarios extrêmes sont présentés, l’un qui tente de maintenir l’esprit universaliste des universités et l’autre qui pousse les établissements d’enseignement supérieur à toujours plus de spécialisation au nom de l’excellence de la recherche. Entre ces deux modèles, il y a peut être une voie médiane, difficile, mais combien enrichissante pour la communauté universitaire, à condition cependant de repenser le management universitaire. Dans tout processus de changement, l’erreur majeure est de vouloir confondre la démarche des individus avec celle des organisations. L’université peut assurément continuer à tenir tous les fils conduisant au développement économique, mais on ne peut pas demander à chaque acteur d’avoir ce profil polyvalent. C’est donc la qualité des liaisons interpersonnelles et leur management qui fera la qualité des universités de demain....
