    Abstract: Die Covid-19-Pandemie fordert die europäische Idee heraus: Denn nicht nur die EU-Außengrenzen, sondern auch Binnengrenzen innerhalb des Schengen-Raums wurden ab Frühjahr 2020 wieder verstärkt kontrolliert, durch an deren Überquerung anknüpfende Quarantäne- und Test-Vorschriften zum Hindernis oder auch zeitweise ganz geschlossen. Damit sind die geographischen Grenzverläufe für Berufspendelnde, für Ausflügler:innen oder für Einkaufende wieder ,real‘. Doch reichen die Auswirkungen über Transit, Tourismus und Handel weit hinaus: Mit den verstärkten Kontrollen, Quarantänepflichten und Schließungen verändert sich auch die Wirkung der territorialen Grenz(ziehung)en. Das betrifft schließlich auch die grenzüberschreitende Zusammenarbeit in binneneuropäischen Grenzregionen. This collection contains several insights and lessons learnt for scholars as well as practitioners of policing.” —Marleen Easton, Professor and head of the research group 'Governing and Policing Security' (GaPS) at the Department of Public Governance and Management at Ghent University, Belgium This book critically examines how countries across Europe have dealt with the COVID crisis from a policing and security perspective. Across the chapters, contributors from different countries examine the data, press coverage, and provide professional observations on how policing, law enforcement, police powers and community relations were managed. They focus on how security and governmental actors often failed to align with the formal scripts that were specifically designed for crisis-management, resulting in the wavering application of professional discretion and coercive powers. Their different approaches were evident: in some regions police were less dominantly visible compared to other regions, where the police used a top-down visible and repressive stance vis-à-vis public alignment with COVID rules, including the imposition of lockdown and curfews. Some contributors draw on data from the COROPOL (Corona Policing) Monitor which collated data on crime, plural policing and public order in Europe and around the world during the early phases of the COVID crisis. Overall, this book seeks to provide comparative critical insights and commentary as well as a practical and operational understanding of security governance during the COVID-19 crisis and the lessons learned to improve future preparedness. Monica den Boer is Professor of Military Policing Operations at the Netherlands Defence Academy. Her primary research focus is on the evolution of military policing, as well as border policing, international policing, urban policing and the policing of organised crime and terrorism. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy. Linda Hak obtained her BSc in Criminology at Erasmus University and a master’s degree in Legal Psychology at Maastricht University, the Netherlands. She served as a research intern at Bureau Bervoets and is employed as a detective assistant for the National Police of the Netherlands.

    Abstract: This book offers critical insights into the China-led Belt and Road Initiative (BRI) from an EU perspective. It analyzes the political, cultural, and diplomatic effectiveness of Xi's efforts to expand socio-cultural ties and build new trade corridors between Europe and the Far East, and sheds light on the lasting success and influence of China-led economic programs. The book is divided into three parts. The first part provides an overview of the various dimensions of the BRI initiative, including the challenges and opportunities of the EU-China trade relationship, China's geopolitical interests, and foreign policy approaches. Der Band analysiert hierzu die integrationstheoretischen Spezifika ihrer Genese, die funktionalen Besonderheiten ihrer Governance im Hinblick auf die dezentrale Integration unterschiedlicher politisch-administrativer, rechtlicher und kultureller Systeme sowie die Muster eines emergenten, transnationalen territorialen Institutionalismus.     Abstract: The European border regions perform a specific horizontal integration function. From the perspective of public administration theory, this publication lays the foundations for conceptualising the policy area of cross-border cooperation in Europe as a horizontal level of integration. To this end, the volume analyses the integration theory specifics of its genesis, the functional particularities of its governance with regard to the decentralised integration of different political–administrative, legal and cultural systems, as well as the patterns of emergent, transnational territorial institutionalism. Finally, administrative perspectives on the study of cross-border cooperation as a horizontal level of the European Administrative Area are also presented.

    Abstract: The geopolitics of post-communist Europe are not only important for Ukraine itself, but ultimately also for the future of the continent as a whole. This concerns the interactions between Kyiv, on the one hand, and the capitals of East-Central Europe as well as the Southern Caucasus, on the other. Where does Kyiv currently stand geopolitically and how should it engage in the region between the Baltic, Adriatic, Black, and Caspian Seas? This volume examines which interests and motivations some select countries in East-Central Europe and the Caucasus have towards Ukraine and provides answers to the question which chances there are for new multilateral networks or structures. Such multilateralism around Ukraine could go beyond the already existing, yet geographically and functionally circumscribed Organization for Democracy and Economic Development (GUAM), the Visegrad Four, the Bucharest Nine Group, and the Three Seas Initiative. The volume also illustrates how the ever-present “elephant in the room”—Russia—shapes the international relations of the post-Soviet space. Researchers from several post-communist countries examine these issues from their specific points of view.

    Abstract: This book focuses on the recovery and new normal in a post-Covid scenario, drawing important lessons from the pandemic and proposing new ideas for sustainable development, endogenous dynamism, and inclusive growth. The book presents different ideas and perspectives about the present and the future, reflecting on four main fields of our economic reality: macroeconomics, governments, technology, and society. It discusses important topics for future economic scenarios, beginning with an estimation of the economic consequences of the absence of an equitable distribution of vaccines. Further topics discussed include the government’s debts sustainability, the probability of an inflation/deflation or of a stagflation scenario, as well as the impact of US and European economic policies on economic growth. The book further investigates the economic costs of the pandemic, which have fallen most heavily on those least able to bear them. It examines governments subsidies, which supported people and firms through wage subsidies, unemployment benefits, and other fiscal measures, and discusses the question of whether more investment in health care, education, and other public services will still be needed.     Abstract: Schon vor 50 Jahren kämpfte Afrika um seine Kunst, die während der Kolonialzeit massenweise in europäische Museen gelangt war. Und es fand durchaus Unterstützung im Westen. Am Ende jedoch war der Kampf nicht nur vergebens, er wurde auch erfolgreich vergessen gemacht. Auf der Grundlage von unzähligen unbekannten Quellen aus Europa und Afrika erzählt Bénédicte Savoy die gespenstische Geschichte einer verpassten Chance, einer Niederlage, die heute mit umso größerer Wucht auf uns zurückschlägt. Afrikas Bemühungen um seine in der Kolonialzeit nach Europa verbrachte Kunst sind keineswegs neu. Schon bald nach 1960, als 18 ehemalige Kolonien die Unabhängigkeit erlangten, wurde von afrikanischen Intellektuellen, Politikern und Museumsleuten eine ungeheure Dynamik in Gang gesetzt. In ganz Europa suchten daraufhin Politikerinnen und Politiker, Journalisten, Akademiker und einige Museumsleute einen Weg, afrikanische Kulturgüter im Sinne einer postkolonialen und postrassistischen Solidarität zurückzugeben. Die Argumente aber, mit denen andere versuchten, die Forderungen aus Afrika zu entkräften und Lösungen zu verhindern, ähneln auf frappierende Weise denen von heute. Schließlich verlief alles im Sand. „Gebt koloniale Raubkunst zurück! Dafür engagiert sich Bénédicte Savoy. In ihrem Buch zeigt die Kunsthistorikerin nun, dass ihr Kampf ein alter ist. Schon in den 1960er-Jahren drängten die neu gegründeten Staaten Afrikas auf eine Rückführung – erfolglos. Die krummen Wege schlossen auch Alternativen, Irrwege und Sackgassen mit ein. Diese spannende Erfindungsgeschichte hilft in der heutigen Demokratiekrise, die unabdingbaren Bausteine moderner Demokratie besser zu verstehen und stark zu machen. Präziser ansetzen können so auch Reformen und eine Demokratisierung der Demokratie. Das Spannungsverhältnis zwischen sozialer Ungleichheit und dem Anspruch auf politische Gleichheit ist eine Schlüsselfrage der modernen Demokratie.     Abstract: Die mit 1990 gehegten Hoffnungen auf einen liberalen Frieden haben sich nicht erfüllt.     Abstract: Tanja Wolf entwickelt eine Typologie zur Unterscheidung rechtsextremer und rechtspopulistischer Parteien in Europa. Diese basiert auf einer systematischen Herleitung der Unterscheidungsmerkmale. Hierfür werden nicht nur die gängigsten Definitionen extremer Parteienformen beleuchtet, sondern auch verschiedene Theorien und die zentralen Charakteristika der beiden Parteitypen.     Abstract: For a decade now, borders in Europe have been back on the political agenda. Border research has responded and is breaking new ground in thinking about and exploring borders. This book follows this development and strengthens a perspective that is interested in life realities and that focuses on everyday cultural experiences of borders. The authors reconstruct such experiences in the context of different forms of migration and mobility as well as language contact situations and are sensitive to the freedom of the participants. In this way, they empirically identify everyday cultural usage or appropriation strategies of borders as vastly different experiences of borders.     Abstract: Rechtlich gesetzte Grenzen sind Konstanten der zeitgenössischen politisch-rechtlichen Staatenrealität. Zugleich sind sie aber auch der (teilweise imaginierte) Ort, an dem das Versprechen auf steuerbare Migration umgesetzt werden soll: Neben den physischen sind es vor allem auch diese abstrakten Grenzen, die den Zuzug nach Europa bestimmen. Die disziplinübergreifenden Beiträge dieses Bandes untersuchen die Zugangsbedingungen für Menschen nach Europa und die damit zusammenhängende Relevanz von Recht und Grenzen. Neben philosophischen, juristischen, wirtschaftswissenschaftlichen und politologischen werden auch die journalistischen Beobachtungen des Lebens nach der Grenze sowie die filmische Auseinandersetzung mit dem Ankommen diskutiert.     Abstract: Martina Schöfbeck befasst sich mit den Ursachen der Entstehung von Integrationsskepsis in Parteien innerhalb von Transformationsländern. Die theoretische Studie fokussiert den strukturellen Nährboden für Integrationsskepsis ebenso wie die strategisch-kalkulatorischen Anreize für Parteien, den integrationsskeptischen Konflikt bewusst zu mobilisieren, und wirft dabei ein besonderes Augenmerk auf transformatorische Rahmenspezifika. Ausgehend von der europäischen Forschung erarbeitet die Autorin mittels Konfliktlinien-, Transformations- und Rational-Choice-Theorien ein theoretisches Framework, welches Determinanten auf Makro-, Meso- und Mikroebene sowie deren wechselseitige Verschränkung identifiziert, um die Genese parteilicher Integrationsskepsis in Transformationsländern - auch über Europa hinaus - zu erklären.     Abstract: Katharina Sophia Burlafinger geht der Frage nach, was europäische Stiftungen erreichen können, um den Einfluss der Europäischen Union auf ihre Nachbarschaft zu erhöhen. Dazu analysiert die Autorin die Lebens- und Gedankenwelt zivilgesellschaftlicher Aktivisten in der Mittelost-Nordafrika-Region.     Abstract: Public social services are a key component of the welfare state in most of Europe, although their development trajectories, coverage and legal status still vary considerably among countries. How such services are provided, and for whom, impacts significantly on social and territorial cohesion, gender balance and, ultimately, on the development of any society. However, while much is discussed and written about social policy and welfare systems, social services remain somewhat neglected. Although they have gained a stronger foothold in national legislations and social policy agendas, their status remains weaker compared to education or health. Moreover, because of the austerity measures following the 2008 financial crisis, they have been subject to cuts and reorganisation, which have brought about significant disruption. This book revives the discussion on public social services and their redesign, with a focus on services relating to care and the social inclusion of vulnerable groups. Conveying the main findings of the EU-funded COST Action IS1102 Social Services, Welfare States and Places, the book provides rich information on the changes that occurred in the organisation and supply of public social services over the last thirty years in different European places and service fields. Despite the persisting variety in social service models, three shared trends emerge: public sector disengagement, 'vertical re-scaling' of authority and 'horizontal re-mix' in the supply system. The consequences of such changes are evaluated from different perspectives - governance, social and territorial cohesion, labour market, gender - and are eventually deemed 'disruptive' in both economic and social terms. The policy implications of the restructuring are also explored. The book will appeal to a broad audience: researchers and students, policy-makers, civil servants, service providers, social workers and users' organisations

    Abstract: Wie die Macht der sprachlichen Bilder die gesellschaftspolitischen Debatten prägt, wird in der aktuellen Diskussion über die Flüchtenden, die Schutz in Europa suchen, so deutlich wie selten. Heidrun Friese geht den kontroversen gesellschaftlichen Imaginationen von den Geflüchteten nach: Die Figur des »Fremden« als Bedrohung artikuliert den Rassismus des Populismus und legitimiert Sicherheitspolitiken. Humanitäres, religiös-ethisches Handeln hingegen fasst Geflüchtete als Opfer, die der Hilfe bedürfen. In einer dritten Perspektive wird das Überschreiten von Grenzen zum heroischen Akt stilisiert und antikapitalistischen Kämpfen eingeschrieben. Der Essay interveniert in diesen Schlüsseldiskurs der Einwanderungsgesellschaft und setzt diesen imaginierten Figuren des »Fremden«, die den Flüchtenden auf je verschiedene Weise eine eigene Subjektivität absprechen, ein anderes Bild entgegen

    Abstract: Why Europe Intervenes in Africa analyses the underlying causes of all European decisions for and against military interventions in conflicts in African states since the late 1980s. It focuses on the main European actors who have deployed troops in Africa: France, the United Kingdom and the European Union. When conflict occurs in Africa, the response of European actors is generally inaction. This can be explained in several ways: the absence of strategic and economic interests, the unwillingness of European leaders to become involved in conflicts in former colonies, and sometimes the Euro-centric assumption that conflict in Africa is a normal event which does not require intervention. When European actors do decide to intervene, it is primarily for motives of security and prestige, rather than for economic or humanitarian reasons. The weight of past relations with Africa can also be a driver for European military intervention, but the impact of that past is changing. This book offers a theory of European intervention based mainly on realist and post-colonial approaches. It refutes the assumptions of liberals and constructivists who posit that states and organisations intervene primarily in order to respect the principle of the ‘responsibility to protect’.

    Abstract: What is to be learned from the chaotic downfall of the Weimar Republic and the erosion of European liberal statehood in the interwar period vis-a-vis the ongoing Europeancrisis? This book analyses and explains the recurrent emergence of crises in European societies. It asks how previous crises can inform our understanding of the present crisis. The particular perspective advanced is that these crises not only are economic and social crises, but must also be understood as crises of public power, order and authority. In other words, it argues that substantial challenges to the functional and normative setup of democracy and the rule of law were central to the emergence and the unfolding of these crises. The book draws on and adds to the rich "crises literature" developed within the critical theory tradition to outline a conceptual framework for understanding what societal crises are. The central idea is that societal crises represent a discrepancy between the unfolding of social processes and the institutional frameworks that have been established to normatively stabilize such processes. The crises at issue emerged in periods characterized by strong social, economic and technological transformations as well as situations of political upheaval. As such, the crises represented moments where the existing functional and normative grid of society, as embodied in notions of public order and authority, were severely challenged and in many instances undermined. Seen in this perspective, the book reconstructs how crises unfolded, how they were experienced, and what kind of responses the specific crises in question provoked.

    Abstract: Taxing the Rich draws on unparalleled evidence from twenty countries over the last two centuries to provide the broadest and most in-depth history of progressive taxation available. Scheve and Stasavage explore the intellectual and political debates surrounding the taxation of the wealthy while also providing the most detailed examination to date of when taxes have been levied against the rich and when they haven't. Fairness in debates about taxing the rich has depended on different views of what it means to treat people as equals and whether taxing the rich advances or undermines this norm. Scheve and Stasavage argue that governments don't tax the rich just because inequality is high or rising--they do it when people believe that such taxes compensate for the state unfairly privileging the wealthy. Progressive taxation saw its heyday in the twentieth century, when compensatory arguments for taxing the rich focused on unequal sacrifice in mass warfare. Today, as technology gives rise to wars of more limited mobilization, such arguments are no longer persuasive. Taxing the Rich shows how the future of tax reform will depend on whether political and economic conditions allow for new compensatory arguments to be made. (Publisher's Web site)

    Abstract: In Europe, the far right is gaining momentum on the streets and in parliaments. By taking a close look at contemporary practices and strategies of far-right actors, the present volume explores this right-ward shift of European publics and politics. It assembles analyses of changing mobilization patterns and their effects on the local, national and transnational level. International experts, among them Tamir Bar-On, Liz Fekete, Matthew Kott, and Graham Macklin, scrutinize new forms of coalition building, mainstreaming and transnationalization tendencies as aspects of diversified far-right politics in Europe.

    Abstract: This edited book is the first of its kind to systematically address the intersection of e-democracy and European politics. It contributes to an improved understanding of the role that new media technologies play in European politics and the potential impact that Internet-based political participation processes may have on modern-day representative democracy in Europe. A unique, holistic approach is taken to examine e-democracy’s current state and prospects in Europe from three, partially overlapping and interlocking perspectives: e-public, e-participation and e-voting. The authors provide both theory-inspired reflections on e-democracy’s contribution to the formation of the European public sphere, as well as rich empirical analyses of contemporary e-participation phenomena such as the European Citizens’ Initiative or e-voting practices in Estonia. Based on the presented findings, the concluding chapter combines a prospective outlook with recommendations for future paths towards meaningful integration of e-democracy in European politics and governance.

    Abstract: Dramatisch zugespitzt durch den Zerfall Jugoslawiens und der Sowjetunion, erlebte Europa eine Zunahme ethno-nationaler, mit Waffen ausgetragener Konflikte. Während ihre Ursachen und die destruktive Eskalation bereits häufig untersucht wurden, fehlt eine systematische Überprüfung für politische Lösungen solcher "neuen Kriege". Der Ausbruch solcher Kriege kann verhindert werden, indem man vor dem Rückgriff auf Gewalt die friedliche Koexistenz unterschiedlicher ethnischer Gruppen sicherstellt. Da auch nach dem "Ende" der kriegerischen Auseinandersetzungen keinesfalls von Frieden gesprochen werden kann, sind in dieser Situation ebenfalls Modelle für ein Zusammenleben unterschiedlicher Gruppen erforderlich. Das vorliegende Buch analysiert in der Praxis erprobte Ansätze zu einer erfolgversprechenden Konfliktregulierung: etwa Vorkehrungen zum Minderheitenschutz, bilaterale Abkommen, Konkordanzmodelle und territoriale Lösungen. Durch den Vergleich gelungener und gescheiterter Versuche - von Südtirol bis Katalonien, von Nordirland bis Kosovo - werden Bedingungen für eine erfolgreiche Konfliktlösung genannt.

    Abstract: This is the first monograph providing a comprehensive legal analysis of the criminalisation of migration in Europe. The book puts forward a definition of the criminalisation of migration as the three-fold process whereby migration management takes place via the adoption of substantive criminal law, via recourse to traditional criminal law enforcement mechanisms including surveillance and detention, and via the development of mechanisms of prevention and pre-emption. The book provides a typology of criminalisation of migration, structured on the basis of the three stages of the migrant experience: criminalisation before entry (examining criminalisation in the context of extraterritorial immigration control, delegation and privatisation in immigration control and the securitisation of migration); criminalisation during stay (examining how substantive criminal law is used to regulate migration in the territory); and criminalisation after entry and towards removal (examining efforts to exclude and remove migrants from the territory and jurisdiction of EU Member States and criminalisation through detention). The analysis focuses on the impact of the criminalisation of migration on human rights and the rule of law, and it highlights how European Union law (through the application of both the EU Charter of Fundamental Rights and general principles of EU law) and ECHR law may contribute towards achieving decriminalisation of migration in Europe

    Abstract: This book is available as open access through the Bloomsbury Open Access programme and is available on www.bloomsburycollections.com. In order to think theoretically about our global age it is important to understand how the global has been conceived historically. 'Eurafrica' was an intellectual endeavor and political project that from the 1920s saw Europe's future survival - its continued role in history - as completely bound up with Europe's successful merger with Africa. In its time the concept of Eurafrica was tremendously influential in the process of European integration. Today the project is largely forgotten, yet the idea continues to influence EU policy towards its African 'partner'. The book will recover a critical conception of the nexus between Europe and Africa - a relationship of significance across the humanities and social sciences. In assessing this historical concept the authors shed light on the process of European integration, African decolonization and the current conflictual relationship between Europe and Africa.
