    Abstract: This report presents a review of the intergovernmental fiscal transfer reforms program (IGFTRP) and its performance since 2015, as part of a broader Public Expenditure Review (PER) that aimed to explore avenues for improving efficiency effectiveness in cross cutting areas of service delivery. The report is based on extensive documentary review, analysis of available data on local government (LG) finances, fieldwork in selected LGs and consultations with national ministries, departments, and agencies (MDAs) involved in the management of the IGFTRP. Ministry of Finance, Planning, and Economic Development (MoFPED) provided data in various forms, and some data was publicly available at its website. It also includes data analysis on aspects of LG financing outside the IGFTRP system, but with implications to its delivery. These aspects include LG Own Source Revenues (OSR), Other Government Transfers (OGT) and External Finance that are captured by LG budgets and reports (available on the MoFPED website)

    Abstract: The Lao People's Democratic Republic (Laos) is facing economic challenges. The country is experiencing a growth slowdown with high levels of public debt. Growing current expenditure and debt service obligations amid sluggish tax revenue led to a widening fiscal deficit in the early 2010s, which remained high into the 2020s despite fiscal consolidation efforts. COVID-19 and deteriorating macroeconomic conditions have disrupted human capital investment and are expected to have worsened the incidence of poverty and inequality. Fiscal policy can be an instrument to address these challenges, but its role has been constrained by a precarious fiscal position. This report analyzes the distributive effects of the Lao fiscal system and potential reforms to address current economic challenges. The analysis adopts the Commitment to Equity (CEQ) methodology to assess the distributional impact of the Lao fiscal system on household welfare. The methodology disaggregates income to include or exclude fiscal interventions to analyze the impact of the fiscal system and each intervention on poverty and inequality. Fiscal interventions can be classified into three categories according to how they are imposed on households: direct interventions (direct taxes, social security contributions, and cash transfers), indirect interventions (indirect taxes and subsidies), and in-kind interventions (public health and education). The framework assesses how progressive a fiscal system and each fiscal intervention are and measures their impacts on poverty and inequality

    Abstract: This paper examines the distributional effects of fiscal policy in Grenada. Using data from the 2017-18 Living Conditions and Household Budgets Survey and following the Commitment to Equity analysis framework, the paper estimates the effects of fiscal policy interventions on inequality and poverty. It analyzes the distributional incidence of direct and indirect taxes, direct transfers provided by social transfers and school feeding programs, and in-kind transfers generated by public services in health and education. The results show that Grenada has a tax system that is neutral on the value-added tax side and progressive on the personal income tax side. Furthermore, direct transfers make a modest contribution to poverty reduction and are almost neutral in their distributive impact. The results contribute to the understanding of who bears the burden of taxation and benefits from transfers and of how Grenada's fiscal system can improve its redistributive effect

    Abstract: The COVID-19 pandemic resulted in significant disruption in schooling worldwide. This paper uses global test score data to estimate learning losses. It models the effect of school closures on achievement by predicting the deviation of the most recent results from a linear trend using data from all rounds of the Programme for International Student Assessment. Scores declined by an average of 14 percent of a standard deviation, roughly equal to seven months of learning. Losses were greater for students in schools that faced relatively longer closures, boys, immigrants, and disadvantaged students. Educational losses may translate into significant national income losses over time

    Abstract: This paper analyzes the effects of carbon taxation and border carbon adjustments in a setting where firms can choose to respond to taxation by abating or by outsourcing part of their production. For this, this paper sets up a general equilibrium trade model, calibrated with world trade and input-output data that features a discrete choice production structure, where the producers choose between outsourcing or abating emission-intensive intermediate production steps. The paper finds that border adjustments that cannot target scope 3 emissions can lead to outsourcing, and thus leakage, further down the value chain, but nevertheless induce higher abatement both in the countries that impose the border adjustment and in the ones affected by it

The survey was implemented by the Corruption Prevention Commission (CPC) and the World Bank. It aimed to: (i) provide a comprehensive assessment of the patterns and determinants of integrity risks, and how they can impact productivity and performance in the public administration in Armenia; (ii) understand the perceptions of Armenian public servants regarding ongoing anticorruption initiatives, their awareness of integrity risks, and the needs for further interventions; and (iii) generate evidence, support and inform further definition of reforms and anticorruption initiatives that help address and counter weak integrity practices in the public sector in Armenia. By highlighting the disparities between de jure laws and de facto practices, particularly in terms of integrity within the public sector, this survey aimed to serve as a cornerstone for informing effective implementation in targeted interventions and bridging the gap between policy intentions and actual practices within Armenia's governance. The Armenia public sector accountability survey was aimed at public servants in selected public entities in Armenia, including central ministries and agencies, regional governments, and selected municipalities across the country. The analysis of the survey findings is anchored in the government production function conceptual framework and adjusted to explicitly take into account the drivers and consequences of corruption

The VSP provides an opportunity to assess the state of the primary health care (PHC) system in Fiji, highlighting areas of strength and challenges through the lens of the PHCPI framework. The framework organizes various domains and subdomains of primary health care using a logic model approach that encompasses the traditional inputs and outputs of PHC systems and emphasizes the capacity and processes of PHC service delivery and performance. Notably, while PHCPI recognizes the role of social determinants of health and intersectoral health promotion and prevention efforts as important factors influencing population health, the VSP is primarily focused on aspects of health service delivery.     Abstract: The private sector is essential for creating jobs and prosperity in poor countries, but developing it is challenging, especially in fragile and conflict-affected situations (FCS). The IDA Private Sector Window (PSW) is a blended finance facility that enables the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and third-party private sector investors to conduct high-risk transactions in International Development Association (IDA) countries and FCS countries. This evaluation aims to assess the usage, market development potential, and enabling factors of the PSW. The evaluation assesses how the usage of the PSW has changed from its inception in 2017 to 2023 and explores its potential market development effects and its enabling factors, namely concessionality (for IFC and MIGA) and additionality (for IFC). Concessionality is the level of subsidy needed for IFC and MIGA to offer transactions in PSW-eligible countries at market prices. Additionality is the unique support IFC brings to private investments (on a project basis) that is not offered by commercial sources of finance. It comprises financial and nonfinancial additionality. This evaluation assesses the PSW across three IDA cycles: IDA18, which covers FY18-20; IDA19, which covers FY21-22; and IDA20, which covers FY23-25. It is structured as follows. This section has laid the foundation for analysis, examining historical trends in both consumption - and income-based measures of inequality while providing geographic context and data on public perceptions about inequality. It also provided a summary of literature findings. Section 2 analyzes the pandemic's impacts on inequality, including the role that social assistance played in mitigating its effects but also the potential scarring effects on children's human capital development. Section 3 examines the structural drivers of inequality and its persistence, focusing on the role of inequality of opportunity in human capital development and access to basic services. Finally, Section 4 provides policy options to create a more inclusive society by addressing the root causes of persistent inequality and mitigating the challenges brought about by the pandemic. In particular, since a significant share of the poor in Thailand are engaged in agriculture, the report underscores that improving farm incomes is crucial for alleviating poverty and reducing inequality. As such, Section 4 draws its recommendations from a recent study on the key challenges and opportunities facing Thai farmers to raise agricultural productivity and incomes

    Abstract: The full-scale invasion of the Russian Federation in Ukraine has immense local impact and global consequences. Ukraine is experiencing huge human and economic suffering, which will have long-lasting effects. This war has been particularly devastating for the Ukrainian health sector, tremendously increasing the urgent need for specific services and simultaneously obstructing health outcomes and access to health care due to hostilities, disruption of service delivery, and damage and destruction of health facilities. Moreover, the recovery of Ukraine is shrouded in uncertainty as the duration of the ongoing war and the frequency and localization of the attacks are unknown, all occurring against the backdrop of economic challenges within the country and at a global scale. Despite an expected international effort to finance the recovery of Ukraine akin to the Marshall Plan, financial resources may not be easily available or may become more scarce and more expensive. Investments will receive more scrutiny, and competition for funds will increase due to monetary tightening, rising interest rates, and possibly sustained high inflation (International Monetary Fund 2022). However, in the short to medium term, Ukraine is expected to have favorable access to international financing on concessional terms. While Ukraine is struggling with the gruesome immediate impact of the war and a fight for survival, the shared understanding emerges that going back to business as usual will neither be possible nor desirable. This moment may also serve as a window of opportunity for rapid reform and innovation of health service delivery in Ukraine. Improving and reconstructing services while restoring and stabilizing them is critical to aiding a suffering population and to laying strong foundations of governance that will have lasting impacts into the country's future. This document provides a proposal for stakeholdersin the Ukrainian health sector on how service delivery may need to change, how to deal with this change, and how the health sector may come out stronger in the longer term. It focuses on the organization of health care service delivery and shares considerations of how it may develop using a long-term (10+ years) perspective

    Abstract: Reforming social protection systems has become more important recently due to various global crises, drawing attention to this unfinished agenda in the Western Balkans. The six Western Balkan countries, Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia, need social protection more than ever. Millions of people in the region remain vulnerable to a range of well-known risks, with shocks and new sources of vulnerability exacerbating the urgency of reform. These countries are taking steps to improve their social protection systems to make them fairer, more sustainable, more effective, and better able to respond to people's needs. However, progress is slow and uneven. Social protection systems across the Western Balkans are comprehensive and complex, spanning multiple objectives. To reduce poverty and vulnerability, reforms are necessary, and governments should focus on four main areas: (i) establishing strong foundations for social protection systems to better respond to crises; (ii) expanding coverage and effectiveness of poverty-targeted programs to improve inclusion and support for vulnerable populations; (iii) facilitating access to better employment opportunities and promoting labor market inclusion; and (iv) ensuring the financial sustainability of social protection programs for long-term effectiveness

    Abstract: Public procurement is at the intersection between the public and the private sectors. Policy makers and practitioners are increasingly paying attention to the potential catalytic role of public procurement to promote economic growth and inclusive and sustainable development, for example through participation of SMEs and women-owned firms in this market. However, despite a growing academic literature, there is still limited evidence on the link between public procurement and firms, which this paper contributes to address in two ways. First, this paper provides guidance on how to design a high-quality firm-level survey to study public procurement from the perspective of firms. Second, this paper presents some of the statistics and stylized facts that can be generated on public procurement from the existing World Bank Enterprise Surveys data, covering more than 150 countries worldwide. To sustain evidence-based policies in public procurement, firm-level survey data can be a valuable source of information on public procurement market. In particular, it can capture dimensions such as views and perceptions of firms that cannot be observed from e-government procurement data, it allows to study firms that never entered the public procurement market, and it provides data for countries that have not adopted an eGP system yet. Together with legislative and institutional reviews, and the analysis of transactional procurement data, firm-level survey data can be used to identify weaknesses of a public procurement system and inform reform efforts.     Abstract: This paper quantifies the gains in gross domestic product per capita from closing gender employment gaps in the Middle East and North Africa, using three neoclassical growth models. The paper starts with baseline impacts from the Gender Employment Gap Index, which suggests that in the long run, gross domestic product per capita would be around 50 percent higher in the typical economy in the region if gender employment gaps were closed (mean 54 percent, median 49 percent). However, the gains are heterogeneous, ranging from less than 10 percent in Qatar to more than 80 percent in the Republic of Yemen. The paper then explores short-term gains, when capital is fixed (or adjusts slowly), and gains in the medium-term, with sluggish implementation of reforms using the Long Term Growth Model, which roughly halves the gains (and lowers the gains by more than half in resource-rich countries). Finally, the paper incorporates the effects of changes in the skill distribution in a model incorporating capital-skill complementarities in production. Because gender employment gaps in the Middle East and North Africa tend to be larger among the unskilled, closing these gaps reduces average skill levels, moderating long-term gains by 5-10 percentage points. However, if women in the Middle East and North Africa continue the current trend toward greater educational attainment, the gains will be greater than in the baseline. All three models--the Gender Employment Gap Index, the Long Term Growth Model, and capital-skill complementarities--point to large increases in gross domestic product per capita from closing gender employment gaps

    Abstract: The World Bank's analytical work has a strong reputation, but its knowledge products are also perceived to be of varying quality and relevance, and the drivers of this heterogeneity are only partially understood. Building on previous evaluations, this paper adopts a production function approach to assess how budget resources, time to completion, technical skills, and institutional responsibilities affect the internal ratings and external visibility of different types of analytical tasks at the World Bank. To this effect, the paper first matches records from three unconnected electronic platforms -- for internal documents, budget codes, and external publications -- to assemble a comprehensive database of knowledge products and their key characteristics. With analytical documents as its unit of observation, the exercise shows that: (1) devoting more resources to analytical tasks leads to both better ratings and greater visibility; (2) both outcomes are systematically worse when a greater share of resources comes from trust funds; (3) they are also consistently worse for tasks that take longer to complete; (4) more academically oriented team leaders underperform on ratings and overperform on visibility, whereas technically solid but less stellar team leaders overperform on ratings; and (5) everything else equal, performance varies systematically with the nature of the unit in charge. The findings of the paper can be read as a cautionary note against knowledge management that is based on the counting of analytical tasks. Instead, the findings call for much stronger information systems on knowledge products, a better alignment of incentives for the units in charge, and regular evaluations in the spirit of this paper

Yet everyday practices are shifting, and normative expectations may be as well. From an online survey of predominantly urban, employed Moroccans, this paper finds that respondents aspire for men to be equal contributors in care tasks. Yet, unpaid labor burdens remain highly unequal, respondents disfavor men taking primary responsibility for cooking or cleaning, and women's share of household labor correlates with perceptions of what men prefer more than with individuals' actual preferences. Results from a conjoint survey experiment measuring preferences around employment and the household division of labor confirm respondents' interest in more egalitarian relations in principle, but also suggest that strong preferences for a male breadwinner family model will continue to drive an unequal distribution of labor at home

While studies consistently find negative impacts of higher temperature on poverty across different geographical regions, with higher vulnerability especially in poorer Sub-Saharan Africa, there is inconclusive evidence on climate change impacts on inequality. Further analysis of a recently constructed global database at the subnational unit level derived from official national household income and consumption surveys shows that temperature change has larger impacts in the short term and more impacts on chronic poverty than transient poverty. The results are robust to different model specifications and measures of chronic poverty and are more pronounced for poorer countries. The findings offer relevant inputs into current efforts to fight climate change

    Abstract: On current trends, the future of global poverty reduction will be determined by Sub-Saharan Africa. Yet even during Sub-Saharan Africa's period of high economic growth -- roughly corresponding to the first decade and a half of the 2000s -- the extent to which this growth translated into improved living standards for African households was hotly debated. This paper revisits the issue of Sub-Saharan Africa's relatively low growth elasticity of poverty using a sample of 575 successive and comparable growth spells between 1981 and 2021. The findings confirm that, even controlling for initial differences in poverty, income levels, and inequality, Sub-Saharan Africa consistently had a significantly lower growth elasticity of poverty relative to other regions over this period. The lower growth elasticity of poverty, which has remained unchanged over time, is due to a lower passthrough between growth in gross domestic product per capita (or growth in household final consumption expenditure as measured by national accounts) and growth in household consumption expenditures as measured from surveys. Given the low passthrough of economic growth to households, Africa thus needs higher rates of economic growth than its peer countries in other regions to achieve equal rates of poverty reduction. Given the challenge of achieving this in the current global economic environment, success in reducing global poverty will require a focused effort to strengthen the effect of aggregate economic growth on household welfare in Sub-Saharan Africa. The results suggest that this will require (i) improved provision of basic education services and basic infrastructure, (ii) faster structural transformation, and (iii) a decrease in the occurrence and persistence of violent conflicts

Available quantitative and qualitative data sources form the basis of the assessment, including surveys, national and institutional reports and broader feminist and economic literature.     Abstract: The Paris Agreement established that global warming should be limited to "well below" 2?C and encouraged efforts to limit warming to 1.5?C. Achieving this goal presents a significant challenge, especially given the presence of (i) economic inertia and adjustment costs, which penalize a swift transition away from fossil fuels, and (ii) climate uncertainty that, for example, hinders the ability to predict the amount of emissions that can be emitted before a given temperature target is passed, which is often referred to as the remaining carbon budget. This paper presents a modeling framework that explores optimal decarbonization investment strategy when both delayed learning about the remaining carbon budget and adjustment costs are present. The findings show that delaying learning about the remaining carbon budget impacts investment in three ways: (i) the cost of policy increases, especially when adjustment costs are present; (ii) abatement investment is front-loaded relative to the certainty policy; and (iii) the sectoral allocation of investment changes to favor declining investment pathways rather than bell-shaped paths. The latter effect is especially pronounced in hard-to-abate sectors, such as heavy industry. Each of the effects can be traced back to the carbon price distribution inheriting a "heavy tail" when the remaining carbon budget is learned later in the century. The paper highlights how climate uncertainty and adjustment costs combined result in a more aggressive least-cost strategy for decarbonization investment

    Abstract: Uruguay is an economy that is vulnerable to precipitation patterns, as evidenced during the country's historic 2022/23 drought. Yet, and despite its rich macroeconomic and climate data environment, the country does not have a consistent macroeconomic model to address the aggregate impact of climate shocks, let alone the expected additional impact from climate change. This paper intends to fill this gap by integrating climate shocks into the World Bank's Macro-Fiscal Model, its workhorse structural macroeconomic projection model. Building on existing country studies on the sectoral effects of droughts and floods, the analysis finds that the volatility of a simulated Uruguayan economy only subject to historical climate shocks reaches 22 percent of the historical volatility of gross domestic product. Moreover, as climate shocks are only one of many shocks that can simultaneously affect an economy, incorporating exogenous macroeconomic shocks into historical climate shocks exacerbates volatility and increases potential losses. Gross domestic product can fall by 2.3 percent under a combined negative climate and macroeconomic shock of the type witnessed once every six years on average, and 4.1 percent under a once-in-40-years combined negative shock. Climate change compounds these effects going forward, worsening the magnitude of the downside risks from droughts by between 18 and 30 percent, although estimates incorporating climate change are subject to large uncertainty.     Abstract: This paper presents evidence of inelastic demand in the market for risky sovereign bonds and examines its interplay with government policies. The methodology combines bond-level evidence with a structural model featuring endogenous bond issuances and default risk. Empirically, the paper exploits monthly changes in the composition of a major bond index to identify flow shocks that shift the available bond supply and are unrelated to country fundamentals. The paper finds that a 1 percentage point reduction in the available supply increases bond prices by 33 basis points. Although exogenous, these shocks might influence government policies and expected bond payoffs. The paper identifies a structural demand elasticity by feeding the estimated price reactions into a sovereign debt model that isolates endogenous government responses. These responses account for a third of the estimated price reactions. By penalizing additional borrowing, inelastic demand acts as a commitment device that reduces default risk

    Abstract: Fiscal policies affect households and individuals in a variety of ways. Even though these effects are likely to be different for men and women, conventional tools of fiscal incidence analysis are typically unable to capture these gender differences. Using a particular type of incidence analysis known in the literature as the Commitment to Equity framework, this paper proposes a methodology to overcome this challenge. A particular novelty the paper introduces is the explicit incorporation of social reproduction into the fiscal incidence analysis framework, enabling the implicit valuation of unpaid work that is typically undertaken by women on activities such as cooking, cleaning, and caring for children and the elderly. Applying this methodology to the cases of Jordan and Armenia -- two countries with very different approaches to fiscal policy and cultural norms around the economic and social roles of men and women -- the paper also highlights some of the insights that this engendered perspective could add to standard fiscal incidence analysis

    Abstract: This paper investigates whether the expansion of fast internet networks complements or substitutes for the development of roads to improve market access and create more and higher-skilled jobs in Africa. The paper combines the geographic locations of households and firms with the locations of main roads and optical-fiber nodes in 25 Sub-Saharan African countries. Using the difference-in-differences and instrumental variables approaches and leveraging the history of post-independence road building and the timing of the arrival of submarine internet, the paper examines the impacts of access to these two types of infrastructure, both in isolation and in combination. The findings show that improving access to both has large and positive complementary effects. On average, the additional impacts on employment from combining access to both types of infrastructure are 22 percent larger than the sum of their isolated effects. The findings suggest that a big push for combined investments in fast internet and road access could enhance economic development in Africa overall. Firms and workers in urban locations, female workers, and workers with higher levels of education gain the most from the complementarities that emerge

    Abstract: How did the economic crisis caused by the Covid-19 pandemic impact poor households in Sub-Saharan Africa This paper tackles this question by combining 73 High-Frequency Phone Surveys collected by national governments in 14 countries with older nationally representative surveys containing information on household consumption. In particular, it examines how outcomes differed according to predicted per capita consumption quintiles in the first wave of the survey, and in subsequent waves by households' predicted per capita consumption. The initial shock affected households throughout the predicted welfare distribution. Households in the bottom 40 percent responded by sharply increasing farming activities between May and July of 2020 and gradually increasing ownership of non-farm enterprises starting in August. This coincided with an improvement in welfare, as measured by a decline in food insecurity and distressed asset sales among these households during the second half of 2020. With respect to education, children in the bottom quintile were 15 percentage points less likely to engage in learning activities than those in the top quintile in the immediate aftermath of the crisis, and the engagement gap between the bottom 40 and top 60 widened in the summer before narrowing in the fall due to large declines in engagement among the top 60. Poorer households were slightly more likely to report receiving public assistance immediately following the shock, and this difference changed little over the course of 2020. The results highlight the widespread impacts of the crisis both on welfare and children's educational engagement, the importance of agriculture and household non-farm enterprises as safety nets for the poor, and the substantial recovery made by the poorest households in the year following the crisis

    Abstract: Developing countries are facing mounting pressures to incorporate environmental concerns into their policy reform agendas. This paper finds that common environmental policies, such as levying taxes to reduce the excessive exploitation of natural assets, can be self-defeating when (i) institutions are weak and (ii) the general equilibrium effects of such policy actions are overlooked. This seemingly paradoxical result is driven by fundamental mechanisms in structural transformation frameworks, without the need for strong assumptions. It also carries a clear policy implication: environmental policies should be considered within a country's broader development context, rather than in isolation

    Abstract: Environmental degradation is the largest public health challenge of the century and is likely to be exacerbated by climate change. This study undertakes a comprehensive examination of the health implications of environmental hazards in Cambodia, simultaneously addressing extreme temperatures, precipitation patterns, and air pollution. It leverages data from the Demographic and Health Surveys and satellite-derived metrics on temperature, precipitation, and fine particulate matter. The analysis identifies a positive association between temperature and the occurrence of diarrhea and cough among children and a nonlinear relationship between precipitation and these health outcomes. Furthermore, the study demonstrates that pollution significantly impacts cough incidence. To anticipate future trends, climate simulations are employed to forecast the incidence of child diarrhea in Cambodia under different climate and development scenarios. The projections indicate that diarrhea incidence could increase to 19 percent by 2040 without significant adaptation measures that would lessen the adverse impact of weather. For instance, the acceleration in toilet ownership over the last decade reduced diarrhea incidence by at least 1.2 to 1.4 percentage points. Nevertheless, the path ahead requires proactive efforts to improve sanitation and hygiene. The forecasts suggest that, without additional strategies to counter climate change's adverse effects, only universal toilet ownership would contain the climate-driven increase in diarrhea incidence expected by 2040
