    Abstract: Within the discipline of criminology and criminal justice, relatively little attention has been paid to the relationship between criminal law, punishment, and imperialism, or the contours and exercise of penal power in the Global South. Decolonizing the Criminal Question is the first work of its kind to comprehensively place colonialism and its legacies at the heart of criminological enquiry. By examining the reverberations of colonial history and logics in the operation of penal power, this volume explores the uneasy relationship between criminal justice and colonialism, bringing relevance of these legacies in criminological enquiries to the forefront of the discussion. It invites and pursues a better understanding of the links between imperialism and colonialism on the one hand, and nationalism and globalization on the other, by exposing the imprints of these links on processes of marginalization, racialization, and exclusion that are central to contemporary criminal justice practices. Covering a range of jurisdictions and themes, Decolonizing the Criminal Question details how colonial and imperial domination relied on the internalization of hierarchies and identities — for example, racial, geographical, and geopolitical — of both the colonized and the colonizer, and shaped their subjectivity through imageries, discourses, and technologies.     Abstract: The book examines 'the globalisation of local policing' through an ethnographic study of the Danish Police. Where many studies are looking into how larger inter- or transnational policing bodies and policies are changing the world of policing, few have gauged how local, public police forces are also globalizing. This book provides some unique insights into this under-researched process. Specifically, it describes the daily practices and perceptions of two Danish detective task forces, tasked with the investigation of organized property crimes committed by foreign nationals. In the book, readers get to see how the detectives think and work, including the many efforts they make in attuning their daily work to a more global reality. More so, readers get to see how the detectives fail and the many frustrations and concerns that such changes include. One the one hand, Danish detectives very much understand the need to de-localize and develop their work. On the other hand, they feel that many of these changes are in conflict with what they find to be real and rewarding police work. For people interested in contemporary issues of policing, the book thus points to a puzzling paradox. Globalisation might be making for more mobile and even mobilised local forces, more technologically driven and collaborating with international partners. However, these very processes are also making local officers feel more disarmed than ever. Ultimately, the book describes why that is, its consequences, as well as how to imagine a form of global policing more in tune with its local actors. David Sausdal is Associate Professor at the Department of Sociology at Lund University, Sweden.

    Abstract: The Rethinking Regional Attractiveness in the New Global Environment report highlights lessons learned from multiple regional case studies from five EU countries (Ireland, Italy, Portugal, Spain and Sweden), additional work with Latin American and Caribbean regions, and a series of webinars and one-on-one dialogues on rethinking regional attractiveness. The OECD's innovative multidimensional approach to assessing regional attractiveness considers global engagement beyond international connections and economic factors alone. The methodology considers more than 50 indicators to develop regional attractiveness profiles covering six domains of attractiveness: economic attraction, connectedness, visitor appeal, natural environment, resident well-being, and land-use and housing. The report helps regional and national policy makers to understand how individual regions fare in a new global environment that continues to deal with the impacts of the COVID-19 crisis, compounded by the consequences of Russia's war of aggression against Ukraine and existing megatrends – all of which produce asymmetric impacts within and between countries and regions – and identify the policy levers available to enhance their attractiveness to the international target groups of investors, talent, and visitors. It also considers the need to co-ordinate across levels of government, across policy fields, and with private stakeholders, and highlights good practices to implement regional attractiveness policies.

    Abstract: A key part of the OECD/G20 BEPS Project is addressing the tax challenges arising from the digitalisation of the economy. In October 2021, over 135 jurisdictions joined a ground-breaking plan – the Two-Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy – to update key elements of the international tax system which is no longer fit for purpose in a globalised and digitalised economy. The Global anti-Base Erosion Rules and the Subject to Tax Rule (STTR) are key components of Pillar Two of this plan and ensure multinational enterprises pay a minimum level of tax on the income arising in each of the jurisdictions where they operate. More specifically, the STTR is a treaty-based rule that protects the right of developing Inclusive Framework members to tax certain intra-group payments, where these are subject to a nominal corporate income tax that is below the minimum rate. This report contains the model treaty provision to give effect to the STTR, together with an accompanying commentary explaining the purpose and operation of the STTR.

    Abstract: Global Labour History has rapidly gained ground as a field of study in the 21st century, attracting interest in the Global South and North alike. Scholars derive inspiration from the broad perspective and the effort to perceive connections between global trends over time in work and labour relations, incorporating slaves, indentured labourers and sharecroppers, housewives and domestic servants. Casting this sweeping analytical gaze, this book discusses the core concepts ‘capitalism’ and ‘workers’, and refines notions such as ‘coerced labour’, ‘household strategies’ and ‘labour markets’. It explores in new ways the connections between labourers in different parts of the world, arguing that both ‘globalisation’ and modern labour management originated in agriculture in the Global South and were only later introduced in Northern industrial settings. It reveals that 19th-century chattel slavery was frequently replaced by other forms of coerced labour, and it reconstructs the laborious 20th-century attempts of the International Labour Organisation to regulate labour standards supra-nationally. The book also pays attention to the relational inequality through which workers in wealthy countries benefit from the exploitation of those in poor countries. The final part addresses workers’ resistance and acquiescence: why collective actions often have unanticipated consequences; why and how workers sometimes organise massive flights from exploitation and oppression; and why ‘proletarian revolutions’ took place in pre-industrial or industrialising countries and never in fully developed capitalist societies.

    Abstract: In a global context in which phenomena of migration play an ever more important role, the ways individual and collective experiences of migration are covered in the media, represented in culture, and interpreted are coming under increasing scrutiny. This book explores the complex relationship between creative engagements with migration on the one hand, and forms of knowledge about migration on the other, inquiring into the ways aesthetic practices are intertwined with knowledge structures. The book responds to three pressing research questions. First, it analyses how fictional texts, plays, images, films, and autobiographical accounts mediate forms of knowledge about migration. Second, it identifies the ways in which specific media approaches and aesthetic practices influence people’s ideas about and awareness of migratory experiences in a globalized world. Finally, it delineates how historical perspectives help us compare epistemological approaches to migration in the nineteenth, twentieth, and early twenty-first centuries, and how these approaches affect the way critics and the public responded to and thought about different forms of (forced) migration.     Abstract: As essential components of globalization, the study of practices and processes of space formation promotes a nuanced understanding of globalization. How do people create spaces for social action under the global condition, especially since the nineteenth century, when global interconnectedness increased rapidly? We explore the problem through specific case studies. Anthropologists, historians, geographers, sociologists, global studies scholars, and cultural studies scholars examine the agency of, e.g., members and staff of African regional organizations, Indian migrant workers, female GDR activists, Soviet planning experts, or US novelists. By studying elites as well as middle-class and micro-entrepreneurs - i.e. more and less influential actors - we encourage reflection on the relationship between power and space and examine how spatial entrepreneurs attempt to influence the shaping of space and their spatial literacy. The analysis aims at a better understanding of the different globalization projects, their crisis-like clashes, and the resulting conflictual development of spatial orders

Tadiar provides a conceptual vocabulary and framework for rethinking the dynamics of contemporary global capitalism in terms of the production and consumption of vastly discrepant "life-times" (rather than labor-time), by foregrounding the significant role of disposable life and its forms of social reproduction in a financialized global urban economy, which is directly dependent on permanent war as a mode and strategy of capitalist enterprise.     Abstract: This open access book develops a conceptual framework for glocal governance as a multi-stakeholder local governance approach based on global human rights norms and democratic principles. It discusses glocal governance as part of an ongoing global transformation process that began in the 1990s, when democracy and individualizing responsibilities for governance became the dominant political system worldwide, and continues through today’s dawn of a New Cold War between those countries which have democratized and those which haven’t. This book will intrigue practitioners and scholars alike who are interested in the concepts of glocality and glocalism, local-global connectivity, and the implementation and dissemination of global norms and concepts such as human rights and democracy, at the local and community level as well as among civil society and private enterprises. The author argues that global norms have now become universal benchmarks which private, political, and civil actors use to assess day-to-day situations and market developments, and to make their decisions accordingly.     Abstract: How has globalization affected the relative taxation of labor and capital, and why To address this question, this paper builds and analyzes a new database of effective macroeconomic tax rates covering 150 countries since 1965, constructed by combining national accounts data with government revenue statistics. Four main findings are obtained. (1) The effective tax rates on labor and capital have converged globally since the 1960s, due to a 10 percentage-point increase in labor taxation and a 5 percentage-point decline in capital taxation. (2) The decline in capital taxation is concentrated in high-income countries. By contrast, capital taxation has increased in developing countries since the 1990s, albeit from a low base. (3) Consistently across a variety of research designs, the findings show that the rise in capital taxation in developing countries can be explained by a tax capacity effect of international trade: trade openness leads to a concentration of economic activity in formal corporate structures, where capital taxes are easier to impose. (4) At the same time, international economic integration reduces statutory tax rates, due to increased tax competition. In high-income countries, this negative tax competition effect of trade has dominated, while in developing countries, the positive tax-capacity effect of international trade appears to have prevailed

    Abstract: "This volume examines the impact of globalization on international environmental law and the implementation of sustainable development in the Global South. Comprised of contributions from lawyers from the Global South and Europe, this volume is organised into three parts, with a thematic inquiry woven through every chapter to ask how law can enable economies that can be sustained, given the limited carrying capacity of the earth. Part I describes and characterizes the status quo of environmental and economic problems in the Global South during the process of globalisation. Some of those problems include redistribution of environmental burden on the public through over-reliance on the state in emerging economies and the transition to public-private partnerships, as well as extreme uncontrolled economic expansion. Building on Part I, Part II takes an international perspective by presenting some tools that are in place during the process of globalisation that lead to friction and interfaces between developed and developing economies in environmental law.     Abstract: This book sheds light on how Member States and EU neighbours relate to Russia. It includes their historical, financial and political ties, as well as the public perception of the national population vis-à-vis Russia. Each chapter builds on these factors to elucidate the country’s position towards Russia and provides a prediction on the future of these relations. This volume shows the diverse relations that the EU member states and neighbours have with Russia, spanning from tense and confrontational to more eased and friendly, highlighting the contrasts between the national state and the EU as a whole. The book also presents the reader with concrete aspects in different policy areas, via recommendations on how single countries and the EU should deal with Russia. Russia’s invasion of Ukraine on 23rd February 2022 will change the relationship between the West and Putin’s Russia for decades to come. No doubt that this blatant violation of International Law and the incomprehensible human suffering of Ukrainian citizens will massively change the attitude of the countries analysed in this book.

    Abstract: This book seeks to reposition international relations (IR) theory by providing insights into non-Western concepts and theories. By engaging with understandings of power, identity, the state and the individual from a range of states outside of the Western hemisphere, the contributors to this book introduce new methods for understanding aspects of IR in context considerate ways.     Abstract: Developing countries have made rapid but highly varied progress since the 1990s. So much so that the boundaries to the traditional industrialized countries have become partially blurred. On the other hand, there are a number of mostly fragile states that have not succeeded in doing so, or have only rudimentarily succeeded. Talk of one "Third World" and common development problems thus explains little. Instead, development has become a requirement for all states, which this textbook breaks down and assesses according to key development goals. This book is a translation of the original German 1st edition Entwicklungspolitik by Joachim Betz, published by Springer Fachmedien Wiesbaden GmbH, part of Springer Nature in 2021. The translation was done with the help of artificial intelligence (machine translation by the service DeepL.com). A subsequent human revision was done primarily in terms of content, so that the book will read stylistically differently from a conventional translation.     Abstract: After a long time of neglect, migration has entered the arena of international politics with a force. The 2018 Global Compact for safe, orderly and regular migration (GCM) is the latest and most comprehensive framework for global migration governance. Despite these dynamics, migration is still predominantly framed as a state-centric policy issue that needs to be managed in a top-down manner. This book proposes a difference approach: A truly multi-stakeholder, multi-level and rights-based governance with meaningful participation of migrant civil society. Drawing on 15 years of participant observation on all levels of migration governance, the book maps out the relevant actors, “invited” and “invented” spaces for participation as well as alternative discourses and framing strategies by migrant civil society. It thus provides a comprehensive and timely overview on global migration governance from below, starting with the first UN High Level Dialogue in 2006, evolving around the Global Forum on Migration and Development (GFMD) and leading up to the consultations for the International Migration Review Forum in 2022. Stefan Rother is Professor pro tempore for Flight, Migration and Social Mobility at the University of the Bundeswehr Munich, and Senior Researcher at the Arnold-Bergstraesser-Institute at the University of Freiburg, Germany. His research focus is on international migration, the democratisation of global governance, social movements, regional integration, development and non-/post-Western theories of international relations. He has conducted extensive fieldwork in Southeast Asia as well as participant observation at global governance fora and civil society parallel and counter-events including the UN, ILO, ASEAN and WTO-level as well as the European Forum on Migration and World Social Forum on Migration.     Abstract: This book brings together a unique team of academics and practitioners to analyse interests, institutions, and issues affecting and affected by the transition from Asia-Pacific to Indo-Pacific. The Indo-Pacific has emerged as the world’s economic and strategic centre of gravity, in which established and rising powers compete with each other. As a strategic space, the Indo-Pacific reflects the rise of geo-political and geo-economic designs and dynamics which have come to shape the region in the early twenty-first century. These new dynamics contrast with the (neo-)liberal ideas and the seemingly increasing globalisation for which the once dominant ‘Asia-Pacific’ regional label stood. Robert G. Patman is one of the University of Otago’s inaugural Sesquicentennial Distinguished Chairs, and his research interests concern international relations, US foreign policy, great powers, and the Horn of Africa. Publications include Strategic Shortfall: The ‘Somalia Syndrome’ and the March to 9/11 and co-edited books titled China and the International System: Becoming a World Power; Science Diplomacy: New Day or False Dawn; New Zealand and the World: Past, Present and Future. Robert is currently writing a volume called Rethinking the Global Impact of 9/11. Patrick Köllner is vice president of the German Institute for Global and Area Studies (GIGA), director of the GIGA Institute for Asian Studies, and professor of political science at the University of Hamburg. Recent publications include coedited special issues on think tanks in East Asia (Pacific Affairs, 2018) and political transformation in Myanmar (Journal of Current Southeast Asian Affairs, 2020), the co-edited volume Comparative Area Studies: Methodological Rationales and Cross- Regional Applications (Oxford University Press, 2018) and an article on Australia and New Zealand’s changing China policies (The Pacific Review, 2021).     Abstract: Solar PV is a crucial pillar of clean energy transitions worldwide, underpinning efforts to reach international energy and climate goals. Over the last decade, the amount of solar PV deployed around the world has increased massively while its costs have declined drastically. Putting the world on a path to reaching net zero emissions requires solar PV to expand globally on an even greater scale, raising concerns about security of manufacturing supply for achieving such rapid growth rates – but also offering new opportunities for diversification. This special report examines solar PV supply chains from raw materials all the way to the finished product, spanning the five main segments of the manufacturing process: polysilicon, ingots, wafers, cells and modules. The analysis covers supply, demand, production, energy consumption, emissions, employment, production costs, investment, trade and financial performance, highlighting key vulnerabilities and risks at each stage. Because diversification is one of the key strategies for reducing supply chain risks, the report assesses the opportunities and challenges of developing solar PV supply chains in terms of job creation, investment requirements, manufacturing costs, emissions and recycling.     Abstract: In diesem Buch wird untersucht, warum Staaten die Norm zum Verbot von Zwangsarbeit nicht oder nur unzureichend verwirklichen. Weltweit arbeiten 16 Millionen Menschen in privatwirtschaftlichen Zwangsarbeitsverhältnissen. Diese anhaltend hohe Zahl legt die Vermutung nahe, dass die Nichteinhaltung relevanter Instrumente der Internationalen Arbeitsorganisation (ILO) verbreitet und teilweise schwerwiegend ist. Empirisch befasst sich die Analyse mit dem internationalen Arbeitsrechtsregime der ILO, der globalen politischen Ökonomie von Zwangsarbeit und normativer Lokalisierungsprozesse. Die Autorin untersucht dafür transnationale Arbeitsmärkte im Kontext globaler Unternehmensstrategien (Offshoring, Outsourcing) und globaler (Im)mobilitäten (Migration, Investitionen und die dazugehörigen Raumpolitiken). Diese sind für die Region Zentralasien detailliert herausgearbeitet.     Abstract: This book focuses on the recent rise of new regional economic institutions such as the Chiang Mai Initiative Multilateralisation, the Asian Infrastructure Investment Bank, and the Regional Comprehensive Economic Partnership, which were established, in part, as a result of dissatisfaction of dynamic emerging markets with global economic institutions such as the IMF, the World Bank, and the GATT/WTO. The latter were formed by advanced economies in the West, after the historic Bretton Wood Conference of 1944. In doing so, the book addresses how this recent round of decentralisation, defined as the co-existence of “senior” global institutions and a plethora of newly-established regional institutions, has affected global economic governance, and the delivery of global public goods. It also poses the question if this has led to the fragmentation of global economic governance. The book adds value to existing literature by using a benefit-risk analytical framework to study the decentralisation process. Unlike the “contested multilateralism” argument used by some authors which focuses on the costs of decentralisation, the authors argue that benefits must also be considered. It also describes and analyses the establishment of global and regional international economic institutions and the evolving relationships between the two. Third, the authors argue that this decentralisation process will continue in the postpandemic period and recommend policies to reset the relationship between global and regional institutions. And lastly, the book discusses proposals to reform the international monetary system including the global reserve system with a view to reducing the hegemony of the US dollar. Throughout the book, the role for Asia is also identified, and elaborated on. Dr Pradumna B. Rana is a Senior Fellow at the Centre for Multilateralism Studies of the S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore. He was previously the Senior Director of the Asian Development Bank’s Office of Regional Economic Integration which spearheaded the ADB’s support for Asian economic integration. From the years 1 to 1820, the largest economies in the world were Asian. After 1820 and the rise of the West, however, great Asian civilizations like China and India were dominated and humiliated. The twenty-first century will see the return of Asia to the center of the world stage. Part Three The Peaceful Rise of China. The shift in the balance of power to the East has been most pronounced in the rise of China. While this rise has been peaceful, many in the West have responded with considerable concern over the influence China will have on the world order. This Chinese power project triggers a variety of countermovements from Asia to Africa, ranging from acquiescence and adaptation to appropriation and resistance. In Hong Kong, reactions against the totality of Chinese power have taken the form of eventful protests, which, over two decades, have broadened into a momentous decolonization struggle.     Abstract: The realm of higher education, much like everything else in a global and mobile world, has rapidly altered in the last few decades. More and more universities and seats of higher education are using strategies towards 'internationalization'; by increasing heterogeneity in rank, student composition, resource endowments, faculty profiles, and their social spaces. The essays in this volume take a critical look at universities across South Asia, more specifically, at the dynamics of student mobility and mobilizations existing in such localized social spaces, and compares these with their counterparts in universities across the world. While elite universities in South Asia, as elsewhere, have been caught in a stiff international competition and are aspiring for the highest ranks, students from the most excluded communities and remote parts of the country seek entry to badly endowed universities, facing obstacles during their courses, and upon seeking entry into employment. The volume evaluates such universities as spaces for mobility opportunity and mobilizations in a globally networked world. It combines local and international perspectives with thorough observations of the dynamics in localized university spaces while embedding them in transnational processes.
    Abstract: Edited by Andrea Kolbel, Research Fellow, Institute for Innovation and Technology (iit), Berlin, Germany, Joanna Pfaff-Czarnecka, Full Professor, Bielefeld University, and Susan Thieme, Professor, Critical Sustainability Studies, University of Bern. Andrea Kölbel, DPhil (Oxon.), is a social and economic scientist with a specific interest in the changing nature of higher education, spatial (im)mobilities, social theory, and participative research methods. She holds a doctorate in human geography from the University of Oxford and an MBA from the Central European University in Budapest. With her research into young people's lives and social inequalities, she builds upon her professional experiences in the planning, implementation, and evaluation of education programmes on behalf of universities, ministries of education and research, and the UN Refugee Agency in countries in Asia, Africa, Europe, and the Middle East. Susan Thieme is Professor of Geography and Critical Sustainability Studies at the University of Bern, Switzerland. She holds a PhD and Habilitation (professorial thesis) from the University of Zurich and studied at the University of Potsdam, Germany, and Plymouth, UK. She was Visiting Fellow at the University of Sussex, UK, Institute of Social Studies, Netherlands, and the American University of Central Asia, Kyrgyzstan. Her research interests are transformation and sustainability, (im)mobilities, and in/justices in the context of education and work. Joanna Pfaff-Czarnecka is professor of social anthropology at the Faculty of Sociology, Bielefeld University, Germany. Until July 2019, she was Senate member of the German Research Foundation, Dean of her Faculty and Co-Director of the Centre of Interdisciplinary Research, ZIF. Her research focuses currently on knowledge production and circulation, on belonging as well as on the social life of universities (especially the nexus of inequality and heterogeneity). She studied at the University of Zurich where she worked for many years as academic collaborator. She then shifted to the Centre for Development Studies at the University of Bonn where she acted as Senior Research Fellow, as Deputy Director, and as Acting Director.

Michael Homberg untersucht die lange, wechselvolle Geschichte des indischen Wegs ins digitale Zeitalter. Er zeigt, wie sehr das Aufkommen digitaler Expertise in Indien zugleich Ergebnis nationaler Anstrengungen und internationaler Kooperationen war. Schon in den ersten Jahren der Republik förderten Industrienationen wie die Bundesrepublik und Großbritannien, aber auch die USA und die UdSSR den Ausbau der Computertechnik und -ausbildung in Indien. Der Autor erforscht die Wurzeln dieser internationalen Förderprogramme in der Ära des Kalten Krieges und ergründet den wachsenden Wunsch in der indischen Computerindustrie nach "digitaler Unabhängigkeit" auf dem globalen IT-Markt ab den 1970er Jahren sowie den Siegeszug elitärer Programmierer im Silicon Valley zu Beginn des 21.     Abstract: Smart Specialisation Strategy is a place-based EU policy that seeks to enhance regional competitiveness through leveraging and bolstering innovation in the selected priority areas (industries or technologies) in each region. The new iteration of S3 requires developing cross-border collaborations with regions possessing complex and complementary technological expertise currently missing in a region to upgrade its technological evolution. The reason for this is that new growth opportunities arise from recombining existing technological capabilities while more complex technologies offer strong competitive advantage. This paper presents a simple roadmap for regional S3 internationalisation and the results of an in-depth case study on the opportunities for and barriers to S3 internationalisation in Friuli Venezia Giulia (FVG), a region in the North East of Italy. The paper develops recommendations on how to make the most of the Research, Technology, Development and Innovation endowments in FVG through enhancing the innovation-internationalisation nexus in order to improve competitiveness of the region.

    Abstract: Following the extraordinarily rapid development of COVID‑19 vaccines, immunisation is underway in many OECD countries. However, demand will continue to outstrip supply for some time and currently, distribution is strongly skewed in favour of high-income countries. This both inequitable and inefficient. Directing vaccine to where need is greatest would maximise the number of lives saved and speed bringing the pandemic under control, by slowing transmission and reducing the likelihood of the emergence of viral variants of concern. Governments should therefore act now to accelerate vaccination globally, regardless of international borders, by reallocating supplies to areas of greatest need; continuing the scaling-up of production; ensuring that necessary logistics and health care infrastructure are in place; providing further financial and in-kind support to COVAX; and developing long-term strategies that include commitments to making vaccines available where they are needed most, including through sharing intellectual property and facilitating technology transfer.

    Abstract: The COVID-19 crisis demonstrated that local authorities are on the front line when it comes to dealing with the various effects of globalisation. In France, as in OECD countries in general, responsibility for producing and implementing strategies that combine economic development, innovation and internationalisation falls to the regional level. This summary document covers the main lessons learned from OECD policy analysis and statistical work carried out on French regions’ internationalisation. It proposes an original methodology for assessing the position of regions in globalisation and applies this to France, comparing statistical observations with the internationalisation strategies adopted by French the regions. Also presented are multi-level governance measures in which the actors of regional internationalisation are involved.

    Abstract: "Who captures the value created in global supply chains? How should gaps in value capture among participants be amended and by whom? Focusing on the global apparel supply chain and employing value creation as a yardstick for evaluation of value capture, this book documents disturbing misalignments between value creation and value capture among global brands, manufacturers, labor, and consumers. The authors posit that the failure of both markets and governments to adequately distribute the value created by global value chains calls for different mechanisms to address this challenge. They develop a novel approach based on the logic of the interdependencies germane to the co-specialized nature of value chains. These interdependencies afford participants power to create markets for social justice in which behavior that drives outcomes towards adequate value distribution is economically and socially rewarded. This chronicle collects some of his best work to explain how global adoption of neoliberal policies over the past thirty years has increased income inequality and created tendencies to stagnation. The book explores the impact of neoliberal policies on the US, Europe, and global economy.
