    Abstract: Wie sieht gute und alltagstaugliche Wohnarchitektur aus Sicht der Bewohner aus? 1.600 Mieterhaushalte in städtischen Wohnungen von acht deutschen Städten und eine kleine Kontrollgruppe von Eigentümern wurden in Face-To-Face-Interviews befragt. Ein Standardfragebogen wurde mit Computergraphiken und Animationen kombiniert. Der Blick gilt nicht der Gebäudehülle, sondern dem Inneren, dem Raumkonzept, der inneren Erschließung und der Freiraumzuordnung. Die Ergebnisse sind ein Leitfaden zum bedarfsgerechten Neu- und Umbau von städtischen Wohnungen für Bauherren und Planer. Die Architekturnutzer, überwiegend städtische Mieter, erhalten eine Stimme im Qualitätsdialog. Dem interessierten Laien wird eine Übersicht über vorhandene und mögliche Typologien des städtischen Wohnens vorgelegt. In den raumsoziologischen Diskurs wird ein Beleg dafür eingebracht, dass das Gebaute die Wohnweise und die Vorstellungswelt über richtiges Wohnen prägt. Die Studie ist ein Brückenschlag zwischen wohnsoziologischer Grundlagen- und anwendungsorientierter Marktforschung. Der Wunsch nach intelligenten Verbindungen von besonntem privaten Außenraum und Wohnung durchzieht die Ergebnisse wie ein grüner Faden. Es ist aus Sicht der Nutzer das Qualitätskriterium Nummer Eins und eine Kritik an vielen Defiziten städtischen Wohnens. Dem Planer zeigt es die Prioritäten eines bedarfsgerechten Neu- und Umbaus von städtischen Wohnungen auf. Das Gewohnte prägt das Gewünschte. Bewohnergruppen mit vergleichbaren soziodemographischen Merkmalen urteilen in Berlin anders als in Dresden oder Bochum. Der vorhandene Wohnungsbestand ist nicht nur das Ergebnis einer historisch spezifischen Wohnweise, sondern zugleich Prägestock und Begrenzung für das gelebte und das gewünschte Wohnen.
    Abstract: What has good housing architecture to be like, when the occupants are questioned.This leading question guidelines a survey among 1,600 tenants-households in eight German cities. Mainly designed as a post occupancy-evaluation the study contributes guidelines for a more userfriendly planning in urban housing construction and renovation. The survey was carried out by face-to-face interviews assisted by a standardized questionnaire, computer graphics and animation. It focuses on the inside, on floorplans, the idea of the floor plan, interior access and the combination of the interior and the private space outdoors. Space- sociology benefits from the results, as they prove, that the way of construction determines housing habits and housing needs. By means of a catalogue showing several common types of floor plans the occupants were consulted and got basic informations in order to distinguish, to evaluate and to choose among existing types of apartments. This work builds a bridge between basic resarch in housing sociology and user oriented market surveys. Unlike most studies on housing needs and demands, this survey does not operate by the fiction of a transparent line of products at housing markets and freedom of choice. Both, the design of the questionnaire and the shown types of floor-plans take the restrictions of the urban housing market into consideration as well as they mark the boundary of lower income demand and a limited knowledge about housing architecture. Many results underline the importance of intelligent links between interior and private space outdoors. Like a “green thread” running through the evaluation it’s a lesson about Number One quality issue from the view of users. We want, what we are used to. The existing housing stock engraves and restricts both, the historical residential manner and housing needs.

    Abstract: Main description: Kreativität - wer möchte nicht über diese Fähigkeit verfügen?     Abstract: Local governments have the power to influence the energy choices of their citizens. Many cities and towns have already encouraged energy efficiency measures. Even so, as demand for energy services continues to grow, the energy infrastructure that every city and town depends on will need to be expanded, upgraded or replaced. This provides the opportunity to increase the deployment of renewable energy technologies and decentralised energy systems, and hence gain the multi-benefits of increased energy security, climate change mitigation and sustainable development, but also the social benefits of reduced air pollution, such as improved health and employment. Many combinations of policies have been employed to stimulate local renewable energy development. These policies include: local governance by authority; providing resources; enabling private actors; leading by example; allowing self-governance. Mega-city mayors, down to small-town officials, have successfully introduced such policies, although these vary with location, local resources and population. Cities, Towns and Renewable Energy – “ Yes In My Front Yard “ includes several case studies chosen to illustrate how enhanced deployment of renewable energy projects can result, regardless of a community’s size or location. The goals of this report are to inspire city stakeholders by showing how renewable energy systems can benefit citizens and businesses, assist national governments to better appreciate the role that local municipalities might play in meeting national and international objectives, and help accelerate the necessary transition to a sustainable energy future.

    Abstract: Under the Paris Declaration, donors and partner countries commit to “reform procedures and strengthen incentives - including for recruitment, appraisal and training - for management and staff to work towards harmonisation, alignment and results”. This commitment was based on the recognition that the needed changes to behaviour will not happen automatically as there are a number of up-front and long-term costs - institutional, financial and political. The importance of appropriate incentives in influencing managers and officials - and even more importantly political leaders - to bring about the necessary changes has been emphasised in a number of partner countries included in the Evaluation of the Paris Declaration. If incentives are to shift across the board, determined leadership, reinforced by pressure from well-informed stakeholders in partner and donor countries, will be needed. This publication adddresses this need and aims to provide donor agencies with guidance on how to improve aid effectiveness, and to assist them in identifying their strengths, weaknesses and gaps in incentives for promoting aid effectiveness.

This report is a mid-term review of progress towards these commitments, drawing on the 2008 Paris Declaration Monitoring Survey and the Evaluation Synthesis Report among many other sources. Part I highlights the main actionable lessons and messages emerging from the analysis of progress to date. Part II covers the commitments under the five Partnership Principles related to ownership, alignment, harmonisation, development results and mutual accountability, together with four subjects of critical relevance: sector perspectives, the role of civil society organisations, situations of fragility and conflict, and the changing aid architecture.

    Abstract: This report analyses in detail the implications of recent developments in Chile's labour market and social policy and considers the available policy options from the perspective of OECD countries’ experience. The report finds that Chile has enjoyed rising living standards over two decades of strong economic growth. The incidence of poverty is now much lower and there is better access to adequate housing, education and healthcare. Nevertheless, Chile’s income distribution remains disturbingly unequal by OECD standards. This is partly due to Chile’s a relatively low employment rate, especially for women, but it also reflects a segmented labour market, where much of the recent job creation has occurred in relatively low-productive sectors. Moreover, despite the existence of an internationally renowned pension programme, Chile’s social protection system as a whole has still a relatively long way to go before reaching the standards of developed countries in terms of effective coverage and capacity to assist needy households. Chilean policy makers have begun to develop and implement a series of ambitious reforms, intended to promote the twin goals of work and equity.

    Abstract: Despite progress in recent years, there is growing evidence that OECD countries are not on track to reach some of their key environmental goals. This report examines the strategies and instruments that governments use to ensure compliance with pollution prevention and control regulations, particularly in the industrial sector. It compares the compliance assurance systems of six OECD countries – Finland, France, Japan, the Netherlands, the United Kingdom and the United States – as well as those of China and Russia.     Abstract: OECD countries still dominate the world economy, but their share of world trade dropped from 73% in 1992 to 64% in 2005, and some of the world’s most important economies are not members of the OECD. Foremost among these are the so-called BRIICS: Brazil, Russia, India, Indonesia, China and South Africa. This book analyses key elements of the trade performance of the BRIICS in relation to the rest of the world, focusing on trade and other policies influencing that performance. Developments in global trade policy are reviewed, notably the impact of preferential trade agreements on the multilateral system and patterns of world trade are described using both indices that reveal networks of trading relations and more standard modeling results. As well as the global analysis, the book also presents a separate chapter for each of the BRIICS, examining the key development and trade issues in each of the six countries over the past few years.

    Abstract: Successful development depends in large part on the efficiency, integrity and effectiveness with which the state raises, manages and expends public resources. Improving the rules and institutions governing these activities should be a major component, therefore, of any development approach. Given that strengthening Public Financial Management (PFM) is at the heart of the Millennium Development Goals, and good governance more generally, the Paris Declaration (2005) seeks to promote joint efforts in this area between donors and partner countries. This report takes stock of progress in strengthening public financial management systems and provides recommendations on how best to facilitate achieving the 2010 targets set out in the Paris Declaration. It sets out the benefits of and rationale for using country systems, assesses progress in meeting the Paris Declaration targets, reviews the landscape of PFM reforms in partner countries, looks at drivers of successful PFM reforms, examines the factors that influence decisions to use country PFM systems, focusing on the perceived risks and their assessment and management, and describes the PEFA (Public Expenditure and Financial Accountability) assessment, which provides information on the quality of a country’s PFM system. This report shows that now, as perhaps never before, partner countries and donors must strive to build mutual trust and work together in a true partnership for results.

    Abstract: This book presents 25 energy efficiency recommendations from the IEA which could, if implemented globally without delay, reduce global CO2 emissions by 8.2 gigatonnes per year by 2030 – equivalent to roughly two-times the amount of current EU CO2 emissions. This innovative book provides the first assessment of IEA member countries’ progress on implementing energy efficiency policy. Using a rigorous evaluation process, it finds that while these countries are implementing a full range of energy efficiency measures, their efforts fall short. Pressing energy, climate and financial challenges require even more energy efficiency policy action – particularly in the transport sector. To address this action gap, IEA member countries must urgently ramp up their energy efficiency policy efforts. The IEA and its member countries can play a critical role in promoting the Agency’s call for “Worldwide Implementation Now” (W.I.N.) of energy efficiency. What will it be? W.I.N or lose the opportunity?

    Abstract: China has made enormous progress in developing the modern legal and regulatory foundation for the market economy. The private sector is now the main driver of growth, and new laws have gone a long way toward establishing private property rights, competition, and mechanisms for entry and exit comparable to those of many OECD countries. At the same time important challenges remain, including further clarification of the scope of state ownership, reform of relations among central and local governments, firmer establishment of the rule of law, and strengthening of regulatory institutions and processes. This review of China's regulatory system focuses on the overall economic context for regulatory reform, the government’s capacity to manage regulatory reform, competition policy and enforcement, and market openness. The review also examines the regulatory framework in the electricity, water and health care sectors. As for OECD countries, the review follows a multidisciplinary and highly interactive approach. A number of OECD instruments and policies are used in this assessment, although the review also takes into account the specific challenges faced by the Chinese authorities. The review includes a comprehensive set of policy recommendations.

    Abstract: Why do some regions grow faster than others, and in ways that do not always conform to economic theory?     Abstract: Der Beitrag befasst sich mit der Frage, welche Potenziale die Nanotechnologie für eine lange Welle des ökonomischen Fortschritts birgt. Nach Betrachtung ihrer verschiedenen sozioökonomischen Dimensionen kann festgehalten werden, dass die Nanotechnologie zu Recht als eine Schlüsselinnovation angesehen wird. Mit ihrer Hilfe lassen sich gänzlich neue Produkte herstellen und vorhandene erheblich verbessern. Das Anwendungsspektrum reicht dabei über wichtige Einsatzbereiche wie Feinmechnik/Optik, IuK-Technik, Chemie und Pharmazie, Fahrzeugbau oder Umwelt- und Energietechnik weit hinaus. Trotz hoher Prognoseunsicherheiten deuten Schätzungen auf ganz erhebliche Marktchancen der Nanotechnologie hin. Damit einher gehen Erwartungen von auf mittlere Sicht bis zu zehn Millionen neuen Arbeitsplätzen weltweit. Voraussetzung für deren Realisierung sind allerdings Unternehmen, welche diese Technik aufgreifen und am Markt durchsetzen. Deutschland steht in der internationalen Nanoforschung mit in der ersten Reihe: Renommierte deutsche Wissenschaftler sind Wegbereiter der Nanotechnologie; die deutsche Ausgangsposition bei FuE-Aufwendungen, Patentanmeldungen und Publikationen kann als leistungsstark eingestuft werden; und auch die deutsche Nano-Bildungslandschaft bietet – mit der Einschränkung des nach wie vor herrschenden Ingenieurmangels – insgesamt gute Voraussetzungen.
    Abstract: This article deals with the potential of nanotechnology to create a sustained surge of economic progress. A review of its various socioeconomic dimensions concludes that nanotechnology is rightly viewed as a key innovation. It can be used to manufacture completely new products and considerably improve existing ones. The range of applications stretches well beyond such important fields as precision engineering/optics, information and communication technology, chemistry and pharmaceuticals, vehicle manufacture and environmental and energy technology. Despite the high degree of uncertainty surrounding forecasts, estimates suggest a very considerable market potential with medium-term expectations of up to ten millions new jobs worldwide. Meeting these expectations, however, will require companies that can take up this technology and make a success of it in the marketplace. Germany is one of the countries in the forefront of nano research: well-known German scientists have pioneered the technology; Germany is already in a strong position in terms of R&D expenditures, patent registrations and publications; and on the whole, apart from the continuing lack of engineers, the Germany educational landscape also offers a good basis for the development of nanotechnology.
