    Abstract: Many countries have recognised that greater use of nuclear power could play a valuable role in reducing carbon dioxide emissions. However, given the high capital cost and complexity of nuclear power plants, financing their construction often remains a challenge. This is especially true where such financing is left to the private sector in the context of competitive electricity markets. This study examines the financial risks involved in investing in a new nuclear power plant, how these can be mitigated, and how projects can be structured so that residual risks are taken by those best able to manage them. Given that expansion of nuclear power programmes will require strong and sustained government support, the study highlights the role of governments in facilitating and encouraging investment in new nuclear generating capacity.

    Abstract: It is a dynamic time for the nuclear power sector. Existing reactor control rooms are undergoing various forms of modernisation. New reactors are being built in many countries and advanced reactors are being designed through international co-operation to support power generation for decades to come. The new technologies and concepts that are being considered in this context could impact upon the roles of the plant operators and thus plant safety. It is therefore important that the potential implications – both positive and negative – are evaluated and understood. Through this technical opinion paper, the NEA Committee on the Safety of Nuclear Installations (CSNI) has sought to identify a set of research topics that should be explored in order to enhance knowledge of the human and organisational factors concerned. Research to address the topics described in this paper will provide the technical basis to help ensure that the benefits of new technology are realised and that the potential negative effects are minimised. This paper should be of particular interest to research organisations and other stakeholders (including regulatory agencies, international organisations and industry organisations) that could support this research and benefit from its results.

    Abstract: Future nuclear fuel cycles could effectively address radioactive waste issues with the implementation of partitioning and transmutation (P&T). Previous studies have defined the infrastructure requirements for several key technical approaches. While these studies have proven extremely valuable, several countries have also recognised the complex, dynamic nature of the infrastructure problem: severe new issues arise when attempting to transit from current open or partially closed cycles to a final equilibrium or burn-down mode. While the issues are country-specific when addressed in detail, it is believed that there exists a series of generic issues related only to the current situation and to the desired end point. These issues are critical to implementing a sustainable nuclear energy infrastructure. The present report focuses on the definition of key issues, the assessment of technologies and national scenario assessments.

    Abstract: Experimental facilities are essential research tools both for the development of nuclear science and technology and for testing systems and materials which are currently being used or will be used in the future. As a result of economic pressures and the closure of older facilities, there are concerns that the ability to undertake the research necessary to maintain and to develop nuclear science and technology may be in jeopardy. An NEA expert group with representation from ten member countries, the International Atomic Energy Agency and the European Commission has reviewed the status of those research and test facilities of interest to the NEA Nuclear Science Committee. They include facilities relating to nuclear data measurement, reactor development, neutron scattering, neutron radiography, accelerator-driven systems, transmutation, nuclear fuel, materials, safety, radiochemistry, partitioning and nuclear process heat for hydrogen production. This report contains the expert group’s detailed assessment of the current status of these nuclear research facilities and makes recommendations on how future developments in the field can be secured through the provision of high-quality, modern facilities. It also describes the online database which has been established by the expert group which includes more than 700 facilities.

    Abstract: Nuclear power plant modifications may be needed for a number of different reasons. These include physical ageing of plant systems, structures and components; obsolescence in hardware and software; feedback from operating experience; and opportunities for improved plant safety, reliability or capability. However, experience has also shown that weaknesses in the design and/or implementation of modifications can present significant challenges to plant safety. They can also have a considerable impact on the commercial performance of the plant. It is therefore important that the plant modification process reflect a recognition of the potential impact of human errors and that it incorporate suitable measures to minimise the potential for such errors. In this context, the NEA Committee on the Safety of Nuclear Installations (CSNI) and its Working Group on Human and Organisational Factors organised an international workshop in 2003 to discuss the role of human and organisational performance in the nuclear plant modification process. This technical opinion paper represents the consensus of specialists in human and organisational factors (HOF) in the NEA member countries on commendable practices and approaches to dealing with nuclear plant modifications. It considers factors that should be taken into account when developing a modification process and identifies some lessons learnt from application of the process. The paper should be of particular interest of nuclear safety regulators and nuclear power plant operators.

    Abstract: Over the past several decades the international community has increasingly come to rely on periodic multilateral conferences or meetings: 1) as a means for reviewing implementation of a wide variety of legal instruments, including those addressing nuclear non-proliferation, safety, waste management, physical protection and security. Also, the parties to some instruments that do not explicitly mandate review meetings have decided to conduct de facto review meetings to enhance implementation. Although the structure and procedures of these meetings differ in some particulars, they reflect a number of common objectives, organisational arrangements and procedures. This paper seeks to assess the major issues arising from reliance on the review conference; 2) mechanism as a measure for enhancing the effectiveness of multilateral legal instruments, particularly those in the nuclear field. In view of the perceived failure of the 2005 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons and the need to avoid a similar result at the upcoming 2010 Review Conference, it is hoped that this analysis will provide a timely – and possibly even useful – “review” of the review conference mechanism.

It recognises that while work management is no longer a new concept, continued efforts are needed to ensure that good performance, outcomes and trends are maintained in the face of current and future challenges. The focus of this report is therefore on presenting the key aspects of work management that should be considered by management and workers to save time, doses and money, supported by updated practical examples from within the ISOE community.

This technical opinion paper represents the consensus of specialists on human and organisational factors in NEA member countries on commendable practices and approaches to dealing with nuclear power plant maintenance. It sets out a framework for including a systematic consideration of human and organisational factors in the plant maintenance process. The paper should be of particular interest to nuclear safety regulators and nuclear power plant operators.

    Abstract: The act of establishing a nuclear-weapon-free zone (NWFZ) by a state is a sovereign right protected by Article 1 of the Charter of the United Nations and Article VII of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). It is a step towards nuclear disarmament by restricting the areas on earth and in space where such weapons may be freely produced, moved, tested, stationed and used. It is a measure of national security for states that wish to distance their territory and their populations completely from the nuclear arms race, its implications and its effects on development, health and international relations. When the African Nuclear-Weapon-Free Zone Treaty (Treaty of Pelindaba) enters into force, probably this year, over half of the earth’s land mass and 119 countries will be protected in such zones.

    Abstract: A key challenge in the development of safety cases for the deep geological disposal of radioactive waste is handling the long time frame over which the radioactive waste remains hazardous. The intrinsic hazard of the waste decreases with time, but some hazard remains for extremely long periods.     Abstract: L’Accord de coopération sur les utilisations pacifiques de l’énergie nucléaire entre le Gouvernement des États-Unis d’Amérique et le Gouvernement Indien1 (ci-après désigné comme « l’Accord de coopération nucléaire entre les États-Unis et l’Inde » ou « Accord 123 ») marque une rupture dans les stratégies internationales et les relations des deux pays. Pour l’Inde, il marque la fin de l’isolement nucléaire découlant de contraintes, d’embargos et de contrôles et ouvre au contraire la voie au commerce nucléaire. En ce qui concerne les États-Unis, il crée un allié stratégique majeur dans la région en pleine évolution du sud asiatique et augure d’importants avantages commerciaux pour le secteur nucléaire américain. Cet « Accord nucléaire » représente l’une des plus importantes relations politique, économique et stratégique développée entre les deux pays depuis 2001. Il va en résulter une séparation des installations militaires et civiles en Inde, ces dernières étant placées sous le régime des garanties de l’Agence internationale de l’énergie atomique (AIEA). L’Inde est ainsi, de fait, acceptée au sein du club des états dotés d’armes nucléaires selon la signification donnée par le Traité sur la nonprolifération des armes nucléaires (TNP)2, bien qu’elle ne soit pas Partie à ce Traité, qu’elle refuse d’y adhérer, qu’elle possède officiellement des armes nucléaires et qu’elle ne soit pas soumise au système des garanties généralisées.

En outre, les parties à certains instruments, qui n’imposent pas explicitement des réunions d’examen, ont décidé d’organiser de telles réunions de facto pour en améliorer la mise en oeuvre. Bien que la structure et les modalités de ces réunions diffèrent sur certains points de détail, elles sont l’expression d’un certain nombre de finalités, de dispositions en matière d’organisation et de procédures communes. Le présent article s’efforce de déterminer les principales questions que soulève le fait de s’en remettre au mécanisme de la conférence d’examen ; 2) comme moyen d’accroître l’efficacité des instruments juridiques multilatéraux, en particulier dans le domaine nucléaire. En raison de ce qui a été perçu comme un échec de la Conférence d’examen du Traité de non-prolifération des armes nucléaires de 2005 et de la nécessité d’éviter un résultat analogue lors de la prochaine Conférence d’examen de 2010, on a bon espoir que cette analyse permettra de procéder à un examen opportun – et peut-être même utile – du mécanisme de la conférence d’examen.

    Abstract: Geological settings selected as potential host formations for the deep geological disposal of radioactive waste are chosen for, among other assets, their long-term stability and buffering capacity against destabilising events and processes. These proceedings present the outcomes of a geosphere stability workshop, held in November 2007, that focused on crystalline and other types of hard, fractured rocks. The workshop underscored the fact that many such rocks are intrinsically stable environments that evolve extremely slowly and provide good buffering against external events and processes. The proceedings show a good understanding of the processes and events that can affect crystalline rocks and, although there is less confidence in predicting exactly when and where such events will occur and the volume of rock that will be affected, the extent of the impacts on a geological repository can be confidently addressed using bounding approaches supported by geological information from similar sites around the world.

    Abstract: Nuclear power plants require a wide variety of specialised equipment, materials and services for their construction, operation and fuelling. There has been much consolidation and retrenchment in the nuclear industry since the 1980s, with the emergence of some large global nuclear companies. Electricity market liberalisation in many OECD countries has meanwhile placed nuclear plant operators under increased competitive pressure. These structural changes in both the producer and consumer sides of the nuclear industry have had implications for the level of competition in the nuclear engineering and fuel cycle markets. With renewed expansion of nuclear power now anticipated, this study examines competition in the major nuclear industry sectors at present, and how this may change with a significant upturn in demand.

    Abstract: Le système de responsabilité civile pour les dommages nucléaires qui a été instauré dans les années 1960 sert de modèle au régime juridique adopté par de nombreux pays dotés d’un programme électronucléaire. Cette approche a toutefois été critiquée. Certains font valoir que, l’indemnisation étant limitée à certains types de dommages et plafonnée à des niveaux très inférieurs au coût d’un éventuel accident, il se peut que tous les dommages en résultant ne soient pas indemnisés. De plus, la responsabilité relativement faible de l’exploitant fait que les risques liés à l’énergie nucléaire sont supportés par l’ensemble de la population et que, en pratique, la production d’électricité nucléaire est subventionnée. Le débat sur la responsabilité des dommages nucléaires et les dispositifs d’indemnisation est devenu nettement plus animé depuis la catastrophe de Tchernobyl qui, en 1986, a mis en évidence de nombreuses lacunes des régimes existants. La révision des conventions internationales sur la responsabilité civile pour les dommages nucléaire et l’indemnisation qui s’est ensuivie avait pour but de répondre à ces critiques en relevant les plafonds d’indemnisation et en élargissant le champ des dommages ouvrant droit à réparation tout en laissant en grande partie inchangé le cadre qui avait été défini dans les années 1960 pour la responsabilité civile et l’indemnisation.

    Abstract: Cette étude met en évidence les facteurs clés affectant le calendrier du stockage définitif des déchets radioactifs de haute activité. Elle analyse comment l'acceptation sociale, la robustesse technique, la prise en compte des aspects environnementaux et la faisabilité économique influencent les stratégies nationales concernant la gestion et le stockage définitif de tels déchets. À la lumière d’études de cas, elle présente aussi les approches stratégiques adoptées par différents pays pour répondre aux préoccupations du public et aux attentes de la société civile en matière de gestion à long terme des déchets radioactifs de haute activité. Les enseignements et conclusions de l'étude confirment l'importance d'informer toutes les parties prenantes et de les faire participer au processus de décision si l'on veut réussir la mise en œuvre des politiques de stockage définitif des déchets radioactifs.

Protection of the environment has only made an occasional appearance, and the international conventions on nuclear third party liability amply illustrate this point. Under the Paris Convention on Third Party Liability in the Field of Nuclear Energy (1960) and the Vienna Convention on Civil Liability for Nuclear Damage (1963) the notion of nuclear damage is understood to cover personal injury and property damage causally related to a nuclear incident. The conventions do not refer to environmental damage at all.

    Abstract: Accelerator-driven systems (ADS) are being considered for their potential use in the transmutation of radioactive waste. The performance of such hybrid nuclear systems depends to a large extent on the specification and reliability of high power accelerators, as well as the integration of the accelerator with spallation targets and sub-critical systems. At present, much R&D work is still required in order to demonstrate the desired capability of the system as a whole. Accelerator scientists and reactor physicists from around the world gathered at an NEA workshop to discuss issues of common interest and to present the most recent achievements in their research. Discussions focused on accelerator reliability; target, window and coolant technology; sub-critical system design and ADS simulations; safety and control of ADS; and ADS experiments and test facilities. These proceedings contain the technical papers presented at the workshop as well as summaries of the working group discussions held. They will be of particular interest to scientists working on ADS development as well as on radioactive waste management issues in general.

    Abstract: he “Agreement for Cooperation Between the Government of the United States of America and the Government of India Concerning Peaceful Uses of Nuclear Energy”1 (hereinafter referred to as “U.S.-India Nuclear Cooperation Agreement” or “123 agreement”) acknowledges a shift in international strategies and relations in both countries. As to India, it marks the end of nuclear isolation resulting from constraints, embargoes and controls and instead opens the path for nuclear commerce. With respect to the United States it entails a major geo-strategic ally in the evolving South- Asia region and promises large commercial benefits to the U.S. nuclear sector. This so called “nuclear deal” constitutes one of the major political, economic and strategic relationships developing between the two countries since 2001. It will lead to the separation of military and civilian nuclear installations in India, the latter to be placed under the safeguards system of the International Atomic Energy Agency (IAEA). It thus de facto accepts India in the club of nuclear weapon states within the meaning of the Treaty on the Non-proliferation of Nuclear Weapons (NPT)2 although it is not party to this treaty, refuses adhering to it, officially possesses nuclear weapons and is not subject to a comprehensive system of safeguards.

    Abstract: The system of third party liability for nuclear damage established in the 1960s has been the model for many national legal systems in countries with nuclear power programmes. However, this approach has been criticised. It is argued that, with compensation limited to certain types of damage and with limits set well below the possible consequences of an accident, not all damage arising from an accident might be compensated. Moreover, relatively low levels of operator liability mean that risks associated with nuclear power are borne by the general public and that the generation of nuclear electricity is effectively subsidised. Debate about nuclear liability and compensation arrangements increased markedly after the 1986 Chernobyl accident, which brought into stark relief numerous deficiencies in the existing regimes. The subsequent revision of the international nuclear liability and compensation conventions has sought to address this criticism by establishing higher liability amounts and broadening the range of compensable nuclear damage, whilst leaving much of the original 1960s liability and compensation structure unchanged.

    Abstract: For several years now, a significant number of coastal states have claimed a right to deny passage through their territorial seas, or even through their exclusive economic zones (EEZ), to ships carrying ultra-hazardous cargoes. The issue was particularly brought into the limelight with the trips of the Pacific Teal and the Pacific Pintail, in the framework of a nuclear fuel recycling programme between the UK/France and Japan. But claims in this direction have been expressed since at least the negotiation of the 1982 United Nations Convention on the Law of the Sea (LOS Convention).

In this context, partitioning and transmutation (P&T) of minor actinides and long-lived fission products can play an important role, significantly reducing the burden on geological repositories of nuclear waste and allowing their more effective use. Various systems, including existing reactors, fast reactors and advanced systems have been considered to optimise the transmutation scheme. Recently, many countries have shown interest in accelerator-driven systems (ADS) due to their potential for transmutation of minor actinides. In this context, it is essential to identify the basic physics issues that are going to be important for future nuclear data evaluation processes. At the same time, demand for new types of data, which will be needed in emerging nuclear applications, could warrant new evaluation techniques that are presently only used in the context of fundamental research and not in nuclear data production. These proceedings present the main findings of the "Perspectives on Nuclear Data for the Next Decade" workshop, which explored innovative approaches to nuclear data evaluation with the aim of opening new perspectives, building new research programmes and investigating prospects for international collaboration.

Since natural sources of pure hydrogen are extremely limited, it is necessary to develop technologies to produce large quantities of hydrogen economically. The currently dominant technology for producing hydrogen is based on reforming fossil fuels, a process which releases greenhouse gases. Hydrogen produced by water cracking, using heat and surplus electricity from nuclear power plants, requires no fossil fuels and results in lower greenhouse gas emissions.
