As a consequence, achieving the Netherlands’ skills ambitions will require a whole-of-society approach. The OECD Skills Strategy Diagnostic Report: Netherlands identifies the following three skills priorities for the Netherlands - fostering more equitable skills outcomes, creating skills-intensive workplaces, and promoting a learning culture. These priorities were identified through the analysis of common themes that emerged from stakeholder perspectives on the most important skills challenges facing the Netherlands, and through the OECD’s analysis of the nine skills challenges identified and examined in the report.

    Abstract: Many governments in developing countries are realising that good quality jobs matter for development. However, little attention has been paid so far to explore what actually matters for young people in terms of job characteristics and employment conditions. Today, in many developing and emerging countries, a key development challenge is that existing jobs do not live up to youth aspirations. This study revisits youth labour market performance and the quality of jobs in developing countries. It places youth employment preferences at the forefront and answers the following questions. What is the nature of youth careers aspirations and job-related drivers of job satisfaction? What shapes such employment preferences? How likely will young people be able to meet their job aspirations? What policy makers can do to reduce the gap between youth preferences and the reality of jobs? The study draws on the comprehensive data from school-to-work transition surveys in 32 developing and transition countries in Africa, Asia, Europe and Latin America. It suggests a number of priority areas for policy makers to enhance youth well-being, raise labour productivity, and contain the chilling effects that unmet youth aspirations can generate on society.

    Abstract: The rise in Internet usage among young people has seen a corresponding increase in international concern regarding their online safety. In February 2012, the OECD Council adopted a “Recommendation on the Protection of Children Online”. The Recommendation called for governments to support evidence-based policies for the protection of children, including surveys to better understand Internet usage by children and the evolving risks, and programmes to increase awareness of this issue. In line with this Recommendation, the Japanese government has inititated efforts to develop improved indicators to measure Internet literacy among youth. This report describes the results of the Internet literacy indicator development project and constitutes a feasibility study for the development of Internet literacy among youth in different countries. The project formulated an Internet Literacy Assessment Indicator for Students (ILAS), which targeted 15-year-old students to measure their ability to utilise the Internet safely and securely. In 2011, a formative evaluation was conducted for a sample of 569 first-year high-school students from 14 high schools. In 2012, the study conducted a revised nationwide test on a broader sample of 2 464 students from 23 high schools. Evaluation of the results of the ILAS test system confirmed its reliability and validity, attesting to its value as a useful and practical assessment system for measuring youth Internet literacy.

    Abstract: This paper examines changes in the steel-related export structure of the ten largest steelmaking economies between 2004 and 2014, in terms of the steel products exported and the market destination for those exports. To shed light on how exporters’ patterns of specialisation have changed in the period since 2004, indices of “Revealed Comparative Advantage” (RCA) are developed for a number of low, medium and high value-added steel products, indicating that export specialisation patterns may be changing noticeably as some steel producers in emerging economies move up the value chain and begin exporting more sophisticated steel products. The paper also assesses the role of innovation, as measured by patents, in determining the export structure of countries, and finds a positive correlation between innovation activity and export specialisation in higher value-added steel segments.

    Abstract: Most of the projections of the cost of meeting climate change mitigation targets hinge crucially upon assumptions made about the cost and timing of the development of breakthrough technologies. However, very little is known about the conditions which are likely to give rise to breakthrough technologies. This paper seeks to uncover attributes of inventions – as reflected in patent data – which serve as “leading indicators” of subsequent technological and market development in climate change mitigation technologies. The role of industrial generality emerges as being robustly correlated with subsequent technological diffusion, whether measured as subsequent patent counts, commercial applicability, or attractiveness to risk finance. The indicator of closeness to science shows also a positive association with later technological diffusion. Originality and radicalness have more ambiguous results. This work can be seen as a foundation for the future development of a methodology providing guidance to policymakers in the choices made with respect to public support for different technological fields.

    Abstract: Patent data provide an increasingly used means to analyse innovation performance worldwide including in countries with incomplete data coverage, such as some developing countries. This paper discusses the specific issues associated with using patent data for measuring and analysing innovation in narrow technological fields, such as many environment-related technologies. To improve cross-country comparability of patent statistics, the paper advocates the use of indicators based on patent family size because they are more flexible and can be adapted to various applications. The paper also examines certain idiosyncratic characteristics of patent databases and proposes approaches to mitigate potential biases in empirical cross-country analyses. While doing so is particularly important for analyses of narrow technological fields such as many environment- and climate-related technologies, some of these issues are relevant for patent analysis more broadly.

    Abstract: This paper investigates the factors that influence the international mobility of research scientists using a new measure of mobility derived from changes in affiliations reported by publishing scientists in a major global index of scholarly publications over the period 1996-2011. Using a gravity-based empirical framework, our research shows that measures of geographic and socioeconomic and scientific distance correlate negatively with scientist mobility between two countries. Scientific collaboration appears to be a major factor associated with the mobility of scientists. The analysis shows that the mobility of scientists particularly relies on flows of tertiary-level students in the opposite direction, from destination to origin country. This provides strong evidence that brain circulation is a complex and multi-directional phenomenon. For a majority of country pairs (dyads) in our sample, the mobility of scientists is generally better described by commensurate knowledge flows in both directions, rather than one dominating the other. The analysis also shows that mobility can be positively influenced by convergence in economic conditions and resources dedicated to R&D, as well as reduced visa-related restrictions.

    Abstract: The report provides a description of start-up dynamics exploiting the richness of the recently collected DynEmp v.2 database. The contribution of new firms in terms of new jobs to the existing workforce can be expressed as a combination of four different elements: the start-up rate; the average size of firms at point of entry; the survival rate; and the average growth rate of survivors. This decomposition shows that the four elements interplay in very different ways, even across economies with similar aggregate start-up contributions. The most homogenous component across countries is the survival rate, which is equal to just above 60% after three years from entry, to about 50% after five years, and to just over 40% after seven years. Furthermore, in most countries the probability of exiting is highest at the age of two, and decreases (linearly) beyond that age. When looking at employment growth of surviving businesses, it is found that the large majority of surviving micro start-ups do not grow; however, the tiny proportion of small start-ups which do grow creates a disproportionate amount of jobs.

    Abstract: This study empirically investigates key restrictions to the internationalisation of small and medium-sized enterprises (SMEs) in manufacturing and across different types of services. The study explores the extent to which binding constraints faced by SMEs producing goods may differ from small firms operating in services sectors and takes stock of how existing policy initiatives address some of these differences. Our results suggest that while firm size clearly influences the trade performance of SMEs in manufacturing, it is an ambiguous predictor of export performance in the case of small-sized services firms. The findings show that firm size influences the choice of export channel and that small firms rely more on indirect and agglomeration networks. Finally, the results point to a strong degree of firm-level heterogeneity across services activities and enterprise size. It would seem that incorporating sectoral and size heterogeneity into existing policies might be desirable to address key constraints for SMEs.

    Abstract: State-owned and other state-invested enterprises (SIEs) have become more prominent in the global economy over the last decade. A growing role for state-invested enterprises in the marketplace is not in itself onerous. According to an OECD consensus, as expressed through the Organisation’s legal instruments, SOEs can be operated according to similarly high standards of governance, transparency and efficiency as private companies, in which case the ownership issue is moot. However, only some of the world’s most advanced economies, following decades of reform of their SOE sectors, have approached this point. Moreover, when SOEs operate across borders the challenges may multiply. With this background, this paper compares the difference between SIEs and non- SIEs in five sectors: air transportation, electricity, mining, oil & gas and telecommunication. The empirical analysis indicates that, in addition to any financing advantages, large state-invested enterprises also seem to benefit from an unusually favourable position in their home markets. A comparative analysis further shows that, in the course of the last ten years, SIEs have generally enjoyed higher rates of return than comparable private companies. The paper concludes that the growing role of state-invested enterprises in the international marketplace does not yet present a serious macroeconomic challenge. However, since it is likely to keep growing for some time, challenges need to be addressed relatively soon. This makes for a strong case for enhanced policy coordination and information sharing. If legally binding instruments cannot be developed in the near to medium-term to ensure competitive neutrality, consultation mechanisms could be established through which the main players in international trade and investment can exchange views on matters of common concern related to the state in the marketplace. The ultimate purpose would be ensuring that the international trade and investment environment remains open, non-discriminatory and offering a level playing field.

    Abstract: This paper introduces a new Stata® command, dynemp, which implements a distributed micro-data analysis of business and employment dynamics and firm demographics. The data source it requires are business registers or comparable firm- or establishment- level longitudinal databases which cover the (near-) universe of companies in all business sectors. Access to such confidential data is usually restricted and the micro-level data cannot be brought together to a single platform for cross-country analysis. To solve this confidentiality problem while also maintaining a high level of harmonisation of the key economic concepts (gross job flows, growth rates of employment, definition of high-growth firms, etc.), dynemp can be distributed in a network of researchers who have access to the national confidential microdata. In such manner, the rich firm-level employment dynamics can be analysed from new angles (such as firm age and size), significantly expanding the scope of the analysis insofar possible using more aggregated data.

    Abstract: The report discusses the results of the OECD “Leveraging Training and Skills Development in SMEs” (TSME) project which examines access to training by SMEs across seven regions in six OECD countries: New Zealand, Poland, Belgium, UK, Turkey and Canada. The book analyses the policy issues related to both low access by SMEs, and how to recognise the increasing importance of informal training and skills development methods. The book looks at how both formal and alternative ways of training and skills development interact and identifies impacts at three levels; for the firm and employees; for the industry; and for the local area where the firm is located. The report pays special attention to the development of entrepreneurial skills and the emerging area of “green skills”. This focus is not just because ‘green skills’ represent the next new training opportunity – the de-carbonisation of economies that will occur over the coming decades represents an industrial transformation on the scale of the microelectronics revolution - but in many ways the response to the green economy is at an emerging stage- this means we have the opportunity to implement lessons from previous successful practices into a skill development area that will have enormous reach.

    Abstract: This paper outlines the findings of the Poland case study of the Malopolska region for the international project, Local scenarios of demographic change. The Malopolska region is located in the southern part of Poland, boarding Slovakia, and was created in 1999 from voivodship amalgamations of Krakow, Nowy Sacz, and parts of Bielsko-Biala, Kielce, Katowice, Krosno and Tarnów. Although the population size will not change dramatically over the next few years, the consequences of population ageing are and will be challenging. The region has much potential in various sectors that can be exploited in preparation for the demographic transition. The paper presents various examples of initiatives and projects related to demographic issues (older workers, older persons, and families), however, awareness of demographic challenges and the need for better policy implementation are key priorities at the regional/local level.

    Abstract: This paper discusses the results of a study of measuring green growth in the Benelux countries (Belgium, The Netherlands and Luxembourg). The study paid particular attention to the challenges of measuring the transition to a low-carbon economy in cross-border areas as they have additional levels of complexity when it comes to measuring and monitoring their low-carbon transition. In cross- regions data collection hardly ever coincide with any single data gathering ‘institution’. Moreover, Belgium (Flanders, Brussels, Wallonia), the Netherlands, and Luxembourg have different indicator systems at the national level, and even more so at the more decentralised level which creates problems of data availability, data (in)consistency, and hence comparability. Progress is already noticeable in the two crossborder areas analysed in the study. In Ghent-Terneuzen the bio-base economy is contributing to the value of turnover and growth in employment in the environmental goods and services (EGS) sectors. In Alzette-Belval the construction industry is engaging in resource-efficient building design and certification. In other aspects there is evidence of progress, but this evidence is anecdotal, or patchy in its collection, and not able to be included in the dashboard metrics developed during the study and discussed in the paper.

    Abstract: This study analyses the relationships between competitiveness in manufacturing and the quality of key supporting services. Three indicators of competitiveness are considered: the degree of product differentiation, unit prices obtained in export markets and the duration of trade. The density of telecoms networks and the reliability of electricity supply stand out as the most crucial for competitive manufacturing. In addition the ease at which contracts can be enforced and the time it takes to export and import goods are strongly related to competitiveness. Our methodology allows us to go beyond a one size fits all policy analysis. Interestingly, we find that in low-income countries, the impact of services quality and policy on competitiveness is highest in low-technology industries; in middle-income countries it is highest in medium-technology sectors and in high-income countries the impact is highest in medium-high and high-technology industries. This suggests that better services contribute to moving up the value chain in industries where a country already has technological capacity and comparative advantage, but better services alone may not stimulate product differentiation in sectors where a country is far from the competitive edge – at least not in the short run. Policy reforms needed are to simplify procedures for contract enforcement, liberalisation of FDI, strengthen pro-competitive regulation of network services, and eliminate tariffs. It is concluded that new ways of doing business where manufacturers build relationships with customers and compete on the basis of products they are willing to pay a premium for has the potential to become an important driving force for growth after the great recession, provided that adequate support from competitive services markets is in place.

    Abstract: This work proposes a characterisation of the patenting behaviours of firms. It relies on patent data linked to firm data from a commercial dataset, regards firms of 20 or more employees located in 15 countries, and refers to the period 1999-2010. The way in which patent assignees’ names are linked to firm names is explained, and the coverage and representativeness of the firm database used is discussed using information from structural business statistics. The profile of patenting and non-patenting firms is delineated on the basis of characteristics such as firm size, ownership, firm age and industry, and of combinations thereof. Statistics related to the sector-specific patterns of patent renewals are also shown.

    Abstract: The transition towards a green economy is a key factor for growth and prosperity in the German federal state of Brandenburg. Future living conditions will be determined by the course set now. We have to decide today how we want to live tomorrow, not only in economic terms, but also with regard to environmental stewardship. I am convinced that there is no alternative to a green transition when it comes to shaping the world to be a place worth living in. There are issues we have to deal with, but first and foremost there are great opportunities to seize. The relevant players in Brandenburg are aware of complex challenges resulting from the present transitional process. They are redoubling their efforts to promote further economic development towards sustainability. This study presents the green growth path of the regional growth core (RGC) Schönefelder Kreuz.

    Abstract: As the need to address the impacts of climate change becomes more urgent and the subsequent green momentum continues to gather pace, individual governments and companies are transitioning to a low-carbon economy. This transition to a low-carbon economic and industrial future is taking place in a highly uncertain and competitive marketplace. With many countries and cities seeking to give their own domestic companies a head start as closer attention is paid to this low carbon transition, indicators are becoming increasingly important as a mechanism to inform the development of programmes designed to generate green economic growth. This paper presents, for the first time a local ‘green growth’ indicator framework. This indicator framework was developed from the OECD ‘green growth’ strategy at the national level, but modified to highlight issues of transition that are most relevant for local areas. This working paper is the first trialling of this approach, along with an indicator visualisation tool – or dashboard. The dashboard allows easy assessment of the progress of a particular local area in a number of indicator variables. The paper discussed results for the analysis of Copenhagen and its cleantech cluster.

    Abstract: This report outlines the findings of the Poland case study for the combined study regions of Lódzkie, Malopolska and Pomorskie for the international project, Local scenarios of demographic change. The demographic situation is changing significantly within Poland with two major trends occurring, population decline and population ageing, as a result of decreasing fertility rates and increased life expectancy. However, the Polish case study revealed the complexity of demographic challenges with each region experiencing different issues associated with socio-economic context such as: population ageing experienced in all three study regions; and population shrinkage in Lódzkie. These differences in demographic situations require a territorial, local and regional strategy co-ordinated policy response with national policy efforts. Policy themes and recommendations focus on sustainable economic development, family policy, ageing workforce, silver economy, and skills and education.

    Abstract: Governments intervene in non-renewable natural resources sectors more than in many others, including through the use of export taxes and quotas. Industrial raw materials sectors are characterized by a number of specificities: production is often geographically concentrated, firms are often large with substantial market power, production processes are highly capital intensive, products are relatively homogeneous and potentially substantial differences in costs of production are prevalent. This paper aims to increase understanding of the economic effects of export restrictions, in particular as they apply to the mining sector. It ascertains the prevalence of export restrictions on metals and minerals, proposes a Cournot-Nash model of export restrictions, suggests some of the economic effects due to the presence of export restrictions, and draws some implications for trade policy among producing and consuming countries of non-renewable natural resources.

    Abstract: This work contributes to the definition and measurement of patent quality. It proposes a wide array of indicators capturing the technological and economic value of patented inventions, and the possible impact that these might have on subsequent technological developments. The measures proposed build extensively upon recent literature, rely on information contained in the patent documents, and are calculated on patent cohorts defined by the combination of the technology field and the year of filing of patents. This is done to account for possible time- and technology-related shocks. The description of the indicators is accompanied by statistics compiled on patents from the European Patent Office, as well as tests aimed at addressing the sensitivity of the measures to alternative specifications and the correlations that may exist among them. The indicators proposed, which can be constructed on all patents, have the advantage of relying on a homogeneous set of information and of being comparable across countries and over time. To facilitate their compilation on data from other Intellectual Property (IP) offices, the SQL-based program codes used to calculate the indicators are also supplied. The paper is further accompanied by a dataset – to be obtained upon request – containing the indicators calculated on EPO patent documents published during the period 1978-2012, as well as some cohort specific statistics (i.e. main moments and key percentiles).

    Abstract: Although the Netherlands population is increasing, the population growth rate, even if fluctuating considerably, has been declining since the 1960s. The Netherland’s age structure since the 1960s has also experienced change such as declining youth, significant increase in 40 to 65 age group, and gradual increases in the 65 to 80+ cohorts. As a result of the changing demography the workforce will be older and this will impact upon the labour market, increasing the number of older workers and reducing the number of new entrants into the labour market. The Netherlands case study revealed the complexity of the demographic challenges occurring within the regions, with each region (Groningen/Drenthe, Limburg and Zeeland) experiencing different issues associated with their socio-economic situations, localised population shrinkage, population ageing, migration, and labour force shortages and skill gaps. The analysis indicate that the Netherlands’ response to demographic change is well advanced, but additional actions can be undertaken, particularly regarding the shrinking and ageing society, and especially within the context of regional and local labour markets.

    Abstract: This paper outlines the findings of the Poland case study of the Lódzkie region for the international project, Local scenarios of demographic change. The Lódzkie region is located in the central part of Poland, at the intersection of several major arterial roads; Berlin-Moscow and Gdansk-Vienna. Despite the excellent location, the region is affected by several demographic challenges, partly related to the region’s proximity to Warsaw, the Polish capital city. The official strategic documents for regional development have been focused on “hard” infrastructure development, with limited attention being paid to current or future demographic and social challenges, such as the declining and ageing population, which pose significant obstacles to future regional development. Profound public interest in demographic change, however, has resulted in the creation of a plan for 2013-2014 to forestall this predicted depopulation, and also, in the preparation of a demographic development strategy for the following years.

    Abstract: This paper outlines the findings of the Poland case study of the Pomorskie region for the international project, Local scenarios of demographic change. The Pomorskie region is located in the northern part of Poland on the coast of the Baltic Sea, regional boarders were established during the 1999 administrative reforms. Despite the region experiencing population growth, there is a growing share of elderly people in the social structure and the number of people in the pre-working age is decreasing. Although the authorities are aware of the demographic challenges, local and regional policy must be applied to manage the demographic transition, with emphasis being placed on infrastructure and services for the ageing population, developing the silver economy, encouraging life-long learning and examining the opportunities provided by being within the Baltic Sea region.

    Abstract: How to stimulate growth and support job creation are two critical challenges that countries and localities confront and limited resources require lateral thinking about how actions in one area, such as employment and training, can have simultaneous benefits in others, such as creating new jobs and better supporting labour market inclusion. The OECD Local Economic and Employment Development (LEED) Programme has developed an international cross-comparative study, which examines the contribution of local labour market policy to boosting quality employment. Each country review examines the capacity of employment services and training providers to contribute to a long-term strategy which strengthens the resiliency of the local economy, increases skills levels and job quality. In the United States, the study has looked at the range of institutions and bodies involved in workforce and skills development in two states – California and Michigan. In-depth fieldwork focused on two local Workforce Investment Boards in each state: the Sacramento Employment and Training Agency (SETA); the Northern Rural and Training and Employment Consortium (NoRTEC); the Southeast Michigan Community Alliance (SEMCA); and the Great Lakes Bay Michigan Works. The working paper concludes with a number of recommendations and actions to promote job creation at the federal/state and local levels.

Innovation is a major driver of growth and its relationship with inequalities in income and opportunities raises some important policy questions: Do innovation and the resulting technological change necessarily lead to increased inequalities? Do policies aimed at supporting innovation foster inequalities? To what extent can innovation be mobilised to improve the life conditions of the lower income groups? These questions are the basis of this report, which, prepared for the OECD-DST Conference on Innovation for Inclusive Development, reviews the existing evidence in response.

    Abstract: This paper presents an analysis of the labour market and mobility indicators generated by the second large-scale data collection on Careers of Doctorate Holders, a joint project by the OECD, UNESCO Institute for Statistics and Eurostat. There has been a steady increase in the number of doctoral degrees being awarded across the OECD and the evidence points to a sustained labour market premium of doctorate holders relative to other highly qualified individuals in 2009, prior to the potential impact of the economic crisis. Women and younger doctoral graduates, however, fare relatively worse in terms of employment rates, but these results are less marked than for lower degree holders. While temporary positions are increasingly common in academics, coinciding with the rise of postdoctoral positions, they are less so in business. Natural scientists and engineers are those who are more likely to be engaged in research, while social scientists find more opportunities in non-research occupations. Doctorate holders in the medical and health sciences are generally better paid. Earnings are also typically higher in the business sector than in other sectors, but there are exceptions. Job mobility patterns differ markedly across countries, with mobility being more frequent among doctorates not working in research. Oftentimes mobility from the business sector to the higher education sector is higher than the other way around. International mobility, as well as migration of doctoral graduates, have kept increasing over the decade.

    Abstract: This report summarises the findings of a case study project on growing clean-tech cluster activity in the Negev region of Israel as part of a series of reviews on Entrepreneurship, SMEs and Local Development carried out by the Local Economic and Employment Development (LEED) Committee of the Organisation for Economic Co-operation and Development (OECD). The review examines entrepreneurship, SMEs and local development in the Negev in the south of Israel, where there is strong potential for the growth of significant clean-tech industry cluster activity, involving a critical mass of firms, human capital, research organisations, support infrastructure and associated formal and informal linkages. This report looks at the ways in which such capacity can be strengthened by public policies, including investment in centres of research excellence and specialised testing facilities, creation of spaces for innovation exchange, and the introduction of a green strategy and eco-city approach. The analysis provides guidance and policy recommendations on how best to support the emergence and expansion of clean-tech cluster activity that will enhance economic development capacity in the region while contributing to national green growth objectives.

    Abstract: This paper reviews the current academic thinking on knowledge transfer channels between universities and private industry, from a human resource perspective. It also offers a general framework for “re-organising” the literature, so as to identify gaps in the understanding of organisational behavior and human resource management for university-industry knowledge transfer. The review highlights that knowledge transfer channels with highest “relational intensity” are also most valued by industry, and that most knowledge transfer channels are not currently institutionalized or formalized. It concludes that knowledge transfer between universities and industry is characterized by important management challenges, which require an understanding of the extent and nature of individuals’ involvement. However, the existing literature emphasises the outcomes rather than processes of knowledge transfer. Future research looking at knowledge transfer processes at the individual and organizational level of analysis would provide valuable information for better policy-making.

    Abstract: The past decades have witnessed a rapid globalisation of economic activity which has significantly changed the outlook of the world economy. International production, trade and investments are increasingly organised within so-called global value chains (GVCs) where the different stages in the production process are located across different economies. Until now, GVCs have been largely discussed from a conceptual and theoretical view, but empirical work on international fragmentation has stayed a bit behind.The review of the available data and indicators on GVCs in this paper shows the increasing importance of GVCs in today's global economy, but at the same time clearly highlights some major shortcomings. While the empirical evidence based on trade data is less convincing, Input-Output data clearly reveal the growing spread of international production networks. Indicators on imported intermediates, offshoring and vertical specialisation all illustrate the growing fragmentation of production across more economies. Trade data seem to show the increasing importance of GVCs only in an indirect way but the existing trade data are not detailed enough and are not collected on the right level of analysis to analyse the international fragmentation and GVCs. Policy makers show an increasing interest in GVCs because of the pervasive effects GVCs have on national economies and are especially looking for more and better policy evidence. Important policy issues like the impact of GVCs on the competitiveness of countries and attractiveness for international investments can only be addressed by new and better metrics. The OECD is developing new empirical evidence studying the emergence of GVCs based on international trade data and Input-Output data. In addition, the OECD is currently cooperating with other international agencies and academic experts to develop new metrics for GVCs, for example data on trade in value added.

    Abstract: The Australian state government of Queensland developed a set of Skills Formation Strategies as a new way to respond to skill shortages and mismatches. First piloted in 2002, the model was critical of traditional supply-side approaches to meeting industry needs for skilled labour, and stakeholders agreed that increasing skills supply without paying attention to good workforce management practices, skill utilisation and employee engagement would not resolve skill mismatches or shortages. Over 60 strategies have since been established as sector or area-based approaches, and have looked at issues as diverse as job re-design, linking into supply chains, and evaluation methods. This new form of industry engagement has been characterised by strong industry-led involvement, multi-stakeholder coordination, and flexible provision. The strategies’ successful outcomes have dispelled the myth that increasing training supply alone can resolve skills shortages, and as a result Queensland’s training organisations and local government have become better positioned to respond to industry needs.

    Abstract: This paper shows the performance of eighty leading innovative local clusters on six measures of enterprise performance: share of new and young firms and growth of employment, turnover, profitability, liquidity ratio and solvency ratio. The data show the performance of clusters before and during the global economic crisis and suggest that clusters doing well in the phase of economic expansion had different characteristics from those that were able to grow in a time of economic slowdown. The data permit comparison of performance among the clusters. In the pre-recession period the two top performing clusters were the Madison Research District and Silicon Valley in the United States, while during the recession the two leading clusters were the Coimbra Biotech cluster in Portugal and Daedoek Science Town in Korea.

    Abstract: This paper looks at a study carried out among 80 small and medium sized enterprises (SMEs) in two Canadian cities, Montréal and Winnipeg, based on a survey and case studies, which show the importance of innovation among Canadian SMEs. These innovations in turn create new demands for skill development, both through formal training and in informal activities. The outcomes of the study show two significant trends. First, an uneven development of learning activities among SMEs is related not only to the size of firms, but also to their orientation towards innovation and shared productivity measures. Second, because they do not have enough internal resources and flexibility to drive productivity growth through learning and training by themselves, SMEs need some form of group based mechanisms to solve this structural problem. However, it is noted that participation of unskilled employees in both formal and informal learning remains an important challenge for the great majority of SMEs.

    Abstract: Entrepreneurship and the development of Small and Medium-Sized Enterprises (SMEs) are key drivers of economic growth and job creation. The OECD review series on Boosting Local Entrepreneurship and Enterprise Creation, of which this study is a part, examines the capacity of local economies to support successful new enterprise creation and the growth of small enterprises and make recommendations on how this capacity can be enhanced through local policies. The reviews entail an assessment of entrepreneurship and SME performance at the local level, the local framework conditions affecting this performance and the policies in place to back entrepreneurship and SME development. The reviews involve a comprehensive examination of conditions and policies including the key domains of skills, financing, business support infrastructure and innovation. In the case of Lombardy, the economically most powerful region of Italy, the review includes a specific assessment of local entrepreneurship policies against the framework of the European Union’s Small Business Act (SBA). The SBA prioritises the role of business-friendly regulations for the creation of new start-ups and the development of existing small enterprises. SMEs and their clusters constitute the backbone of Lombardy economical structure. In such a context and given the impact of the persisting current financial and economic downturn, supporting the development of innovative SME and their networks is a priority for addressing the recovery challenge.

    Abstract: The growing importance of global value chains (GVCs) in the international organisation of production increasingly challenges the traditional way of measuring countries’ export performance and hence international competitiveness. As a result of growing production fragmentation, a country’s export bundle nowadays incorporates imports of intermediate goods representing a (large) part of its value. In this case, simply looking at the evolution of exports may misrepresent the international competitive position of a country. This paper discusses the export performance of countries along the value chain by distinguishing upstream activities (i.e. the production of intermediate inputs) and more downstream activities (e.g. the final assembly of products). The empirical analysis first shows how imports of intermediates increasingly determine the export competitiveness of countries in final products. Second, the paper analyses the developments at the intensive and extensive margins of trade and studies how structural changes in terms of geographical and sectoral composition, largely outside the influence of national policies, have contributed to countries’ export performance.

    Abstract: This study uses exploratory data analysis techniques to develop typologies of innovation modes or strategies for groups of firms. Analysing micro-level survey data from 18 countries we identify five innovation modes. The coherence and relevance of the innovation modes is tested by using them as explanatory factors in equations explaining economic performance. In most countries one or more innovation modes are positively associated with labour productivity. However, there is no consistent cross-country pattern as to which modes show significant associations with productivity. Even if common innovation patterns have been identified, there is no ‘single’ mode or form of innovation across countries that underlies the overall impact of innovation and there appear to be major national differences in patterns of competitive and comparative advantage with respect to levels of productivity as well as growth in turnover and employment. Importantly, sectoral innovation orientations are embedded in national systems, as well as exhibiting a degree of convergence at sectoral level.

The project is part of series of reforms which have been taking place in the Slovak Republic to realise the aims and objectives of The Act No. 539/2008 coll. on regional development (539 Act) on the Support of Regional Development which provides the a general framework for regional development policy and delivery in accordance with the 2004 Ministerial Guidelines on PHSR – Economic and Social Development Programme of Higher Territorial Unit.

    Abstract: The London Apprenticeship Campaign was launched in 2010 to boost the number of apprentices in London. It was developed as part of an ongoing policy focus to tackle long-standing skill shortfalls in the city, shortages which have been constraining employment, social opportunity and productivity. A critical element was to establish more apprenticeship frameworks outside traditional sectors and in growth sectors dominating the local economy. A remarkable innovation in the campaign has been supplementing the supply-side approach with a demand-side policy by working to engage more private sector employers, while also ensuring a strong public sector commitment. Germany has one of the most successful apprenticeship models internationally and can provide good learning lessons for London on putting in place effective apprenticeship approaches at national, regional and local level.

    Abstract: In the United States, local and regional government agencies have increasingly adopted industry cluster approaches to economic development and a similar move is surfacing in the employment and workforce development field. Career cluster/pathway approaches are important in a complex and fragmented labour market where employees no longer move in a straight line within one company, but rather move vertically and horizontally around a set of jobs. This paper provides examples of models that have been implemented at the local and state level. Then, some key lessons are drawn for policy makers regarding their use in skills development approaches.

    Abstract: Derry~Londonderry in Northern Ireland became a member of the LEED Partners Club in 2008 and has collaborated with the LEED Programme as it embarked upon One Plan. Our work with the city encapsulates the essence of LEED and the delivery of sustainable local development in practice. Throughout the project, our team worked with engaged, open and committed stakeholders and our Directing Committee was both humbled and inspired by the city.Derry-Londonderry has a challenging period ahead as it seeks to create 12 000 much needed jobs in the city over the next 10 years. It is now an outward-looking and learning city, seeking to learn from international best practice and in turn contribute to new thinking and understanding. Through One Plan – the Regeneration Plan for Derry Londonderry 2020 – the city can determine a different future: a stronger economy and equal society. Delivering Local Development in Derry~Londonderry, Northern Ireland: Inclusive Growth Through One Plan helps the city set out a path to reshape its future to ensure that the economy is able to generate sufficient, productive and sustainable employment, with opportunities for progression and accessibility for all.

    Abstract: This report provides the main findings and recommendations of a case study review of entrepreneurship education and business start-up support in Tunisian universities and universities of applied sciences as part of a series of reviews on Skills and Competences for Entrepreneurship carried out by the Local Economic and Employment Development (OECD) Programme of the Organisation for Economic Co-operation and Development (OECD). The review examines current strategies, structures and practices for entrepreneurship promotion in Tunisian universities highlighting activities to instil entrepreneurial intentions and to favour business creation among graduates. One of the core strengths of the Tunisian system is that it reaches a large proportion of students with basic entrepreneurship teaching. The report sets out the opportunities to improve this teaching using international best practice models and to complement it with more intense start-up support for those students ready to go further. To this end, the report recommends the creation of a national graduate entrepreneurship strategy with clear objectives, indicators and incentives, methods for benchmarked learning and a resource bank of teaching materials together with an exchange platform for universities on entrepreneurship support practices, with an interface through university enterprise champions, an academic association, and improved training of trainers. The existing basic teaching in entrepreneurship should be improved with new activities and approaches and a new level of deeper business creation and growth support introduced including incubation, coaching and referral and post start-up support.

    Abstract: How to stimulate growth and support job creation are two critical challenges that countries and localities confront and limited resources require lateral thinking about how actions in one area, such as employment and training, can have simultaneous benefits in others, such as creating new jobs and better supporting labour market inclusion. To achieve a more co-ordinated and joined up approach, local stakeholders need to pool resources and reduce transaction costs by building effective partnerships on the ground. The OECD Local Economic and Employment Development (LEED) programme has developed the international Local Job Creation project to assess the contribution of labour market policy to boosting quality employment and enhancing productivity by better matching skills supply to demand, improving training provision and addressing skills gaps, as well as improving skills utilisation by firms. This working paper, reports on the review carried out for the Labour Agency (Agenzia del Lavoro) of the Autonomous Province of Trento, Italy, and highlights both the strengths and weaknesses of policy approaches and actions taken by the Labour Agency. The working paper concludes with an outline of the key issues for consideration for the Labour Agency that could inform the development of an action plan in order to ensure the right conditions exist for sustainable job creation at the local level.

    Abstract: Switzerland has low greenhouse gas emissions per capita as compared to other countries, which reflects the strong reliance on energy sources emitting few greenhouse gas emissions, especially in electricity generation, and little heavy industry. Greenhouse gas emissions have remained almost the same since 1990, as emission reductions in the residential and industrial sector were offset by increases from the transport sector. It is estimated that, in aggregate, marginal abatement costs are relatively high in Switzerland and meeting the 2020 target of a 20% emission reduction below the 1990 level will necessitate more cost effective policies. In particular, more needs to be done in the road transport sector, the domestic sector with the largest potential for emission reductions at relatively low cost. The incentive for energy saving renovations in rented dwellings could be raised by a better design of existing policies. And the policies in the industrial sector could be made more effective with the transition towards linking the Swiss and the EU emission trading systems.

    Abstract: This paper presents the results of the data collection across 18 participating countries, demonstrating that it is possible to produce new policy relevant indicators on public funding of R&D in addition to those envisaged in the OECD Frascati Manual. The initial findings of the data collection highlight interesting differences across countries in terms of their approaches to funding R&D. But before conclusions can be drawn on the effectiveness of the different country funding profiles, further work is needed in order to increase the reliability and comparability of the different indicators.

    Abstract: This work seeks to quantify investment in Organisational Capital (OC) by looking at the task content of occupations. It relies on the literature suggesting OC to be embodied in a firm’s workforce and defines OC as those tasks performed by employees – irrespective of their occupational titles – likely to affect a firm’s medium to long-term functioning. Using US Occupational Information Network (O*NET) data, it operationalises the task-based definition and identifies 84 occupations, including 22 managerial occupations, performing OC related tasks. Employment and earnings data from the US are used to calculate investment in OC at macro and 2-digit sectoral levels. Estimates suggest that previous measures seemingly underestimated investment in OC at the macro level, and that large sectoral differences exist. Manufacturing shows significant own-account investment in OC relative to the value added it generates. Services appear as larger purchasers of OC from external sources, relative to own-account investment. Building on the insights of the labour mobility literature about the disruptive effect of (voluntary) job separations, this work uses employee tenure and turnover data for the US to obtain sector specific depreciation rates. Estimates mainly range between 10% and 25% and suggest that OC depreciates more slowly than previously assumed.

    Abstract: In 2004, the OECD launched a collaborative project with the UNESCO Institute for Statistics and Eurostat aimed at developing internationally comparable indicators on the labour market, career path and mobility of doctorate holders. This paper presents the third edition of the technical guidelines used in the framework of the Careers of Doctorate Holders (CDH) project. The technical guidelines are composed of: i) the methodological guidelines; ii) a core model questionnaire and instruction manual; and iii) the output tables used for reporting data at the international level and related definitions. This edition builds on the experience resulting from the two first large scale data collections, which were based on the previous editions of the technical guidelines released in 2007 and 2010. In addition to a number of basic adjustments, it proposes improvements in the wording of the survey questions as well as new ways to measure competencies and skills of doctorate holders both at the time of their advanced research degree completion and in their current employment.
