    Kurzfassung: This review is the first study that undertakes an in-depth analysis of e-government in Mexico from a whole-of-government perspective. Mexico completed the initial phase of setting up and delivering e-government services successfully, but the continuing public demands to improve government have made the country realise the importance of refocusing the strategy to find a way of making e-government improve the overall quality of government. This report analyses and assesses these challenges and provides a set of proposals for action to deal with the most actual and pressing questions of e-government in Mexico. It systematically looks at the structure and context for e-government, the case for e-government, external barriers to e-government, planning and leadership, organisational change, collaboration fostered by e-government, making government more customer-focused through e-government, and monitoring and evaluation. This book includes case studies, a statistical annex, and a bibliography.

    Kurzfassung: Electricity market reform has fundamentally changed the environment for maintaining reliable and secure power supplies, creating a more integrated and dynamic network environment with new real-time challenges for reliable and secure transmission system operation. But despite these fundamental changes, system operating rules and practices remain largely unchanged. The major blackouts of 2003 and 2004 raised important questions about the appropriateness of these arrangements. This publication presents case studies drawn from recent large-scale blackouts in Europe, North America, and Australia. It concludes that a comprehensive, integrated policy response is required to avoid preventable large-scale blackouts in the future.

They provide guidance to key stakeholders on how to share the responsibility of assuring quality provision of cross-border higher education between the sending country and the receiving country. The Guidelines were elaborated in close collaboration with UNESCO. The publication includes introductory chapters explaining the statistical theories and concepts required to analyse the PISA data, including full chapters on how to apply replicate weights and undertake analyses using plausible values; worked examples providing full syntax in SPSS®; and a comprehensive description of the OECD PISA 2003 international database. The PISA 2003 database includes micro-level data on student educational performance for 41 countries collected in 2003, together with students’ responses to the PISA 2003 questionnaires and the test questions. A similar manual is available for SAS users.

    Kurzfassung: According to IEA projections, oil demand is expected to grow by more than 50% between 2002 and 2030, while gas demand will almost double. But where will all this oil and gas come from? There is no shortage of hydrocarbons in the ground, but quenching the world’s thirst for hydrocarbons will require tremendous technological progress to increase recovery in known reservoirs, access new reservoirs in deep offshore or remote regions, and kick start the use of “non-conventional” deposits. Technology will be the key to tapping those more difficult resources at costs that do not impair the world’s economic growth. Based on extensive inputs from industry experts, this book presents the main challenges and some of the technologies that are being investigated to address them. It also estimates of future costs of producing the various types of resources.

    Kurzfassung: La politique sociale est souvent dénigrée au motif qu’elle est un fardeau pour la société. On lui reproche également de saper l’esprit d’entreprise, de décourager le travail et l’épargne et de favoriser la dépendance à l’égard de l’État. Une politique sociale mal conçue peut effectivement avoir des effets négatifs, mais une politique sociale mal conçue n’est pas une fatalité. Nous disposons depuis quelques années d’un ensemble de plus en plus riche d’observations qui nous montre quels sont les programmes efficaces pour améliorer les conditions sociales et ceux qui ne le sont pas. Lorsqu’elle est bien conçue, la protection sociale n’est pas un lourd héritage du passé, mais un atout vital à l’appui du développement social. La protection sociale jouera d'ailleurs inévitablement un rôle croissant à l’avenir, étant donné que le progrès technologique, l’apprentissage tout au long de la vie et la mondialisation décuplent non seulement les opportunités offertes aux individus qui sont bien dotés en qualifications et en ressources, mais aussi les difficultés de ceux qui sont moins bien lotis. Toutefois, pour que la protection sociale tienne toutes ses promesses, il faut qu’elle anticipe les événements, afin de pouvoir relever les défis qui se dessinent en ce XXIe siècle, plutôt que de rechercher des solutions aux problèmes du passé. Il faut qu’elle soit consciente des nouveaux besoins des individus et des familles, ainsi que des nouvelles entraves à leur fonctionnement. Les programmes efficaces doivent bénéficier de nouveaux moyens pour atteindre leurs objectifs, démultiplier les initiatives d’une myriade d’acteurs et associer les bénéficiaires à tous les stades de leur conception et de leur réalisation. Dans l’analyse des réponses possibles à ces défis, cet ouvrage met en avant la notion de politiques sociales actives. Cette notion souligne l’importance de réorienter les priorités des programmes sociaux. Il s’agit moins d’assurer les individus contre un certain nombre d’aléas bien définis que d’investir dans leurs capacités et de leur permettre d’utiliser au mieux leur potentiel à tous les stades de l’existence. Pour cela, il faudra élargir les rôles joués par les individus, les employeurs et les syndicats, ainsi que par les prestataires de services sociaux à but lucratif et bénévoles dans le cadre d’un système de protection sociale plus ambitieux.

En 2004, les transferts de fonds ont dépassé le volume de l’aide publique au développement dans plusieurs pays d’émigration : ils ont atteint 126 milliards USD selon les estimations du FMI. Cet ouvrage examine les canaux utilisés pour la collecte de ces fonds, le rôle des systèmes bancaires et des autres institutions financières, l'introduction des nouvelles technologies et leur impact sur la collecte, l'acheminement des fonds transférés et la réduction des coûts. L'accent est mis aussi sur les différentes démarches participatives des migrants, des organisations non gouvernementales, des pays d'accueil et des pays d'origine. Celles-ci ont pour objet d'ouvrir des voies nouvelles aux politiques d'aide au développement, aux politiques publiques de co-développement et au rôle direct que les migrants peuvent jouer au niveau local. Plusieurs pays ou régions font l'objet d'une attention particulière : les pays d'Europe du Sud, le Mexique, la Turquie, les pays du Maghreb et d'Afrique sub-saharienne, les Philippines et certains pays d'Amérique latine.

    Kurzfassung: This book brings together the findings of key sector- and media-specific analyses of the environment in the Eastern Europe, Caucasus, and Central Asia (EECCA) area and puts forward a set of indicators to provide a one-stop, concise and up-to-date assessment that is accessible also to a non-specialist audience. It systematically looks at environmental legislation, policies, and institutions; pollution prevention and control; natural resources management; environmental policy integration; financial resources for the environment; environmental information and public awareness; and co-operation on transboundary issues. It finds that the problems are serious, but they vary across countries. A significant burden of environmental disease persists – one out of 1 000 children born in Tajikistan dies before the age of five due to diarrhoeal diseases closely associated to lack of safe water. Despite low income levels, natural resources are under heavy pressure – nine out of twelve countries forming the region are water-stressed. To confront those problems, institutional development and policy responses would need to be stepped up. This assessment finds that current policies are often ineffective in stimulating significant improvements, scarce resources are spent without clear programmatic frameworks, and policy integration is very limited.

The outcomes of PRP policies at the individual and team levels are evaluated, and recommendations are made on what should be done or avoided with the implementation of PRP. The report includes a number of case studies.

    Kurzfassung: This report is an attempt to improve understanding of the dairy sector through an analysis of the trade and economic effects of the main policy measures (subsidies) applied to it. In particular, it examines the effects of both milk price support measures and milk quota systems. The removal of individual policy measures is modelled in order to assess the impact of international dairy trade liberalisation on production, consumption, trade, prices, income, and welfare. The primary focus of this report is the impact of policies and reform in the OECD area, although the consequences for other economies are also examined. In addition, this report offers economic insights into the workings of complex dairy policy measures and provides a discussion of the potential of the dairy sector -- globally and in individual countries -- as it adjusts to liberal trading conditions.

Quelles en seront les conséquences pour les producteurs de coton du Burkina-Faso ou de la Turquie, les commerces de prêt-à-porter de la France ou des États-Unis et les fabriques de chemises du Bangladesh, de la République dominicaine ou de la Chine ? Qui va y perdre ? Qui va y gagner ? Où va-t-on voir des emplois disparaître et de nouveaux marchés émerger ?     Kurzfassung: Developing countries are concerned that multilateral tariff reductions will harm their agricultural sectors because of preference erosion. The findings in this report suggest that although this may indeed be a problem for some countries in some sectors, factors other than preferential schemes may be limiting developing country exports. The report provides information on the extent to which developing countries have used selected, non-reciprocal preferential trading schemes provided by the EU and the US. Secondary data are complemented by interviews with market operators further clarifying the empirical findings. A special section has been devoted to the preferences granted to African countries highlighting the conditions for this set of developing countries.

This publication presents an analysis of the fuel efficiency gap and examines technologies available that could reduce that gap and improve fuel economy. Together, these technologies could improve average on-road fuel economy by 10% or more at low or modest cost.     Kurzfassung: The increased speed and mobility of business activities and cross-border transactions resulting from internet usage has particular implications for applying transfer pricing methods and for taxing business profits. This book presents a two-part look at existing OECD positions on these issues. Part I of this edition analyses e-commerce transfer pricing in the context of four business models: automated electronic transactions; online auctions for customer-to-customer and business-to-business sales; subsidiary-to-parent web hosting arrangements; and computerised transactions for airline reservations. The OECD Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations provide guidance on the application of the arm’s length principle to transfer pricing methods.Given the fact patterns of the four business models, Part I assesses how appropriate this guidance is to the issues raised by e-commerce. Part II of this edition examines the current OECD Model Tax Convention treaty rules for taxing business profits. It studies whether the existing rules are capable of dealing with the new reality of e-commerce in a fair and effective manner and whether it could be possible to find better alternatives.

    Kurzfassung: Public procurement – the purchase of goods and services by governments and state-owned enterprises – accounts for about 15 per cent of GDP in OECD countries and is highly exposed to corruption. Both public and private actors in the procurement process may be tempted to divert goods and services or public funds for their personal use. To identify “weak links” in the public procurement process where the risk of corruption is high, to explore the best ways of improving transparency and accountability and to identify effective actions to prevent, detect and sanction corruption in this field, the OECD organised a Global Forum on Governance event on “Fighting Corruption and Promoting Integrity in Public Procurement”, hosted by the French Ministry of Economy, Finance and Industry in Paris in November 2004. This publication captures the main points of the Global Forum discussions and presents expert analysis of the main issues and case studies from the varied experiences of countries and specialised bodies, mainly in Europe, Asia and Latin America, that contributed to the event.

    Kurzfassung: Social policy is often disparaged as being a burden on society, but this book shows that well-designed social protection can be an asset that is critical for sustaining social development. To fulfill its potential, however, social protection now needs to recognise new needs of individuals and families, and new constraints on their functioning. Successful programmes will require new means to attain their goals, to leverage the initiatives of a broad range of actors, and to involve clients at every stage in the design and delivery of programmes. In examining these questions, this fact-filled report stresses the importance of shifting the focus of social programmes from insuring individuals against a few, well-defined contingencies towards investing in their capabilities and making use of them to the best of their potential at every stage of the life course. It also underscores the importance of broadening the roles played by individuals, employers and trade unions, as well as profit and not-for-profit providers of social services. The book opens with a comprehensive assessment of the situation in OECD countries, comparing levels of poverty, social isolation, and social spending and indicators such as fertility rates, divorce rates, and distribution of household types (single, single parents, couples without children, couples with children). In Part II of the book, issues relating to families and children are explored, with interesting data provided on gender gaps in employment and earnings, time spent by men and women on child care, maternity and parental leave, and family poverty. The third part of the book examines poverty among prime-aged persons and includes extensive information on social assistance and disability. The final part of the book examines social issues faced by older people and includes interesting information on employment of older people, effective ages of retirement in different countries, training of older employees, pensions, and long-term care.

    Kurzfassung: These conference proceedings present a series of evaluations of agri-environmental policies in OECD countries. They examine how effective the policies have been in achieving objectives and what policy makers have learned about the design and implementation of their policies. These proceedings show that different methods of policy evaluation are complementary. Most countries focus on evaluating the environmental effectiveness rather than the economic efficiency of policies, using physical indicators rather than monetary values. Many policies are achieving their environmental objectives, but are taking longer than originally anticipated. The initiative being taken in many countries to incorporate monitoring and data collection into programme design and implementation is a positive development. But a number of steps need to be taken to improve the quality of evaluations, including the better articulation of policy goals and objectives, improving data quality and establishing baselines for comparison.

Elle présente des estimations de la valeur de ces concessions dans les quelques cas où elles ont pu être calculées. Un grand nombre de taxes diverses sont couvertes comme l’impôt sur le revenu, l’impôt foncier (annuel ou sur les transferts par décès ou vente), les impôts sur les biens et services tout comme le traitement préférentiel appliqué aux contributions de sécurité sociale ou au droit à la sécurité sociale. En tout, vingt-quatre pays sont couverts pour toutes ces variables. Les mesures sont analysées sous l’angle de leur effet de distorsion de la production et des échanges et de la manière dont elles influent sur la structure et la valeur des avoirs dans le secteur. Enfin, le rapport indique qu’une plus forte intégration du secteur agricole dans l’ensemble de l’économie, dans les filets de sécurité sociaux ou dans les systèmes d’imposition pourrait s’avérer plus efficiente qu’une approche sectorielle du traitement de l’instabilité et des faibles revenus du secteur agricole.

    Kurzfassung: This publication summarises the lessons learned from the 30 country reviews of sustainable development that have been published since 2002 as part of OECD Economic Surveys. It also examines the concrete action that countries have taken to promote sustainable development while concentrating on the results that have been achieved and the efficiency of achieving the results. The publication focuses on major policy areas including the improvement of environmental policies, raising living standards in developing countries, and ensuring sustainable retirement income policies. Numerous tables provide detailed data and sustainable development indicators that have been used to gauge performance and assess costs.

Much has been said about the need for reform of old-age pensions and early retirement schemes but this may not be sufficient to raise employment rates for older people significantly or to reduce the future risk of labor shortages. Both governments and firms will need to take active measures to adapt wage setting to ageing workforces, to address the extent to which other welfare schemes act as pathways to early retirement, to tackle age discrimination and to improve the job skills and working conditions of older workers. In addition, older workers will need to change their own attitudes towards working longer and acquiring new skills. Little is known about what countries have been doing or should be doing in these areas. This report contains a survey of the main barriers to employment for older workers, an assessment of the adequacy and effectiveness of existing measures to overcome these barriers and a set of policy recommendations for further action by the public authorities and social partners.--Publisher summary

    Kurzfassung: The services sector now accounts for over 70% of employment and value added in OECD economies. It also accounts for almost all employment growth in the OECD area. But despite its growing weight in OECD economies, productivity growth and employment rates in services remain low in many OECD countries. This report provides an overview of the role of services in economic performance, and the factors that affect services sector performance. This includes the role of labour and product markets, the impact of barriers to trade in services, the role of innovation in services and the impacts of information and communications technology (ICT) on the services sector. The report also includes a paper presenting case studies of successful services firms, which help illustrate the broader analysis from OECD data.

    Kurzfassung: This study catalogues the treatment of farmers within the tax and social security systems of a large number of OECD countries – knowledge of which has been very scarce up to now. The conceptual basis for deciding what constitutes a concession conferring financial benefit to the farmer is discussed and estimates of the values of those concessions are reported in the few cases where they have been found. Many different types of taxes are covered including income taxes, taxes on property, (annual or on transfer by death or sale), and taxes on goods and services, as is preferential treatment in social security contributions or entitlements. In all, twenty four countries are covered. The different measures are analysed from the point of view of their likely impact in distorting production and trade, and how they may affect structure and asset values in the sector. Finally, the report indicates that fuller integration of farming into economy-wide, social safety nets or tax systems could be more efficient, effective and equitable than sectoral approaches in tackling instability or low incomes in farming.

Risk management has become an increasingly important tool for achieving strategic debt targets, and is now an integral part of a wider strategic debt management framework based on benchmarks in most jurisdictions. However, this study shows that the extent and sophistication of risk management vary widely across countries. This study brings together a number of recent reports on best practices for managing market risk, credit risk, operational risk and contingent liability risk.     Kurzfassung: While China's economy has shown impressive dynamism following the increased reliance on market-based policies, the governance structures themselves will have to be reformed deeply for this growth to be sustainable. This report examines the many challenges of governance which China is facing. In addition to the well-known problems related to the lack of openness in government and intellectual property rights, this book also looks at the delivery of public services, management of state assets, regulatory management, e-government, taxation and public expenditure, fighting corruption, and producing reliable information. Selected policy areas where the insufficient governance reforms have an impact on the policies themselves -- like the financial sector, agriculture, environmental protection, labour market and social protection, education, and competition -- are also discussed.

Couvrant 40 pays, il présente la toute première évaluation directe de compétences génériques utilisables dans différents domaines du programme scolaire. L’évaluation a été axée sur les capacités des élèves à repérer les problèmes dans divers contextes, à choisir les informations ou repérer les limitations pertinentes, à représenter des solutions ou des types de solution possibles, à élaborer des stratégies de résolution, à résoudre le problème et à communiquer la solution. Ce rapport analyse comment les pays peuvent améliorer leurs performances dans ce type de compétences et ce que les pays aux performances relativement faibles peuvent apprendre de ceux où les élèves obtiennent de bons résultats. Il jette aussi un éclairage sur certains des facteurs liés à l’acquisition de capacités de résolution des problèmes, sur leurs modes d’interaction et sur les conséquences qui en découlent pour l’élaboration des politiques. Enfin, ce rapport met en lumière les pays qui parviennent à atteindre des niveaux élevés de performance tout en assurant une répartition équitable des possibilités de formation.

Some measures may make sense under any circumstances; others are primarily useful in emergency situations. All can be implemented on short notice – if governments are prepared. The report examines potential approaches for rapid uptake of telecommuting, "ecodriving”, and car-pooling, among other measures. It also provides methodologies and data that policy makers can use to decide which measures would be best adapted to their national circumstances. This “tool box” may help countries to complement other measures for coping with supply disruptions, such as use of strategic oil stocks.

Identifying and resolving specific conflicts of interest can be difficult. This Toolkit focuses on specific techniques, resources and strategies for identifying, managing and preventing conflict-of-interest situations more effectively and increasing integrity in official decision-making which might be compromised by conflicts of interest. This Toolkit provides non-technical, practical help to enable officials to recognise problematic situations and help them to ensure that integrity and reputation are not compromised. The tools themselves are provided in generic form. They are based on examples of sound conflict-of-interest policy and practice drawn from various OECD member and non-member countries. They have been designed for adaptation to suit countries with different legal and administrative systems.

But in Europe the international dimension is still missing, particularly in terms of the freight market. Integration of European markets should provide great opportunities for rail freight transport to grow. This report shows how barriers to this growth – arising from differences in the way trains pay to use national networks – can be overcome. It recommends moving to a set of simple charges for freight that create similar incentives for the management and planning of train operations across national borders.

Les données collectées et analysées sont tirées d’études universitaires, des notifications adressées par les pays en développement au Groupe de négociation sur l’accès aux marchés pour les produits non agricoles (NAMA) du Programme de Doha pour le développement, d’enquêtes auprès des entreprises et de registres des affaires soumises à l’Organisation mondiale du commerce et aux mécanismes régionaux de règlement des différends. Le présent chapitre expose les catégories et les types de mesures les plus souvent mentionnés et les produits touchés par ces mesures. L’attention est attirée aussi sur les stratégies d’exportation envisagées par les pays en développement et les obstacles qui pourraient s’y opposer. Globalement, ce chapitre fait ressortir les similitudes et les différences des obstacles notifiées dans les données examinées et compare les obstacles signalés pour les échanges avec les pays développés et pour les échanges entre pays en développement.

    Kurzfassung: Computer and video games is a young industry with rapid growth underpinned by technological development. The global market in 2003 was over USD 21 billion compared with USD 32 billion for the recorded music industry. The main segments are off-line consoles and PCs; online and wireless games are still relatively small but there is a general online trend and the industry is increasingly strategic for media, Internet and consumer electronics firms. “Dis-intermediation” is occurring in the value chain as distributor and retail roles are taken by publishers directly or via ISPs and game Web sites. ISPs are also acting as content aggregators and game Web sites and portals as retailers (“re-intermediation”). Development barriers include the availability of network infrastructure, skills and management challenges, financing issues, and the legal and payments infrastructure. The policy framework affecting the industry includes R&D and technology, market and skills development; IPR and piracy issues; online business conditions including broadband quality, micro-payments, standards and taxation issues; and social dimensions including culture, age ratings and content issues, and games applications in education.

    Kurzfassung: Chile’s regulatory framework is working reasonably well. The country’s structural reforms since the 1980s, with the privatisation of utilities and deregulation of product and labour markets, have improved resource allocation and increased the population’s access to basic services, while calling for a comprehensive upgrading of regulatory institutions. At the same time, public-private partnerships (PPPs) are contributing to closing Chile’s infrastructure deficit, particularly in transport. The recurrent cuts in shipments of natural gas from Argentina since 2004 have put additional strain on regulation in the electricity sector to encourage investment in generation and ensure the security of supply. This paper reviews regulatory reform in three network industries (electricity, gas and telecoms), where further liberalisation, particularly in electricity retailing, and improvements in the regulation of telecoms would do much to further improve the business climate. The governance of public-private partnerships can be improved by increasing transparency and accountability in the concession process.     Kurzfassung: Environmental and investment policies have the potential to reinforce their respective goals while promoting the broader objective of sustainable development. Multilateral Environmental Agreements (MEAs) aim at changing the collective behaviour of governments, private investors, and other stakeholders in order to achieve certain environmental goals. They are also an important part of the international context in which investment takes place. Therefore, MEAs promoting investment objectives and investment activity in support of MEA implementation play an important role in making investment and environment policies compatible. The successful implementation of MEAs cannot be achieved by public efforts alone, but also relies on private sector contribution. Therefore, MEAs need to be designed in a way that promotes private sector involvement. Environmentally-friendly investments represent an opportunity for environmental policies and the private sector: while contributing to the goals of MEAs they may lead to enhanced economic returns. The report aims at deepening the understanding of this potential. It examines the main areas of inter-linkage between MEAs and private investment activity focusing on the three Rio Conventions and the Montreal Protocol.     Kurzfassung: The experience of the five examined industries (agro-food in Chile, cut flowers in Kenya, garment in Lesotho and in Mauritius and seafood in Thailand) demonstrates that non-traditional industries can emerge and achieved strong growth rates in very diverse settings in terms of geography and initial economic and social conditions. In most of these cases, the government adopted a relatively export-oriented, business-friendly attitude and adapted its policies as the industries developed. Hence, a key factor for successful structural adjustment has been the pro-active role of government in establishing an enabling economic and policy environment that allows local firms to operate on a level-playing field and strengthen their competitive edge in international markets. This highlights the importance of implementing trade policies in the framework of comprehensive development strategies and establishing a consultative national policy-making process for ensuring a coherent approach to trade and structural adjustment. The case studies also underscore that countries (government and industry) are compelled to constantly adapt in light of new sources of competition, growing wage levels, environmental constraints, technological advances and demanding product and process standards. Policy-makers in most countries under review are aware of this challenge. As a consequence, some of them have taken the initiative to set up specific mechanisms or programmes for further enhancing the competitiveness of existing export sectors and/or promoting emerging non-traditional export industries.

    Kurzfassung: Dans l’allocution principale qu’il a prononcée à l’ouverture de la Conférence générale 2004 de l’IMHE, à Paris, l’auteur a tenté d’exposer les changements qui interviennent dans la société. Ces changements définissent un nouveau contexte, cadre des choix et décisions pour les établissements. Trois éléments principaux caractérisent le nouveau contexte : un glissement vers la droite de la réflexion politique, une intensification de la concurrence, le rôle plus central joué par le savoir dans la génération des innovations. Les politiques actuelles encouragent les universités à moins compter sur les crédits de l’État, elles les incitent à se considérer comme les fournisseurs d’une gamme plus large de services éducatifs, et à devenir des acteurs au niveau mondial. Dans ce contexte, la concurrence s’intensifie et se manifeste souvent en même temps sur un mode statique et sur un mode dynamique. La concurrence dynamique donne naissance à nombre d’accord de collaborations ; et pour que les universités prospèrent, elles n’ont guère d’autres choix que de travailler entre elles pour mettre au point et instaurer des modes et des modèles nouveaux d’enseignement et de recherche.

    Kurzfassung: This study forms part of on-going OECD work on trade in services, in co-operation with UNCTAD, aimed at assisting WTO Members in managing request-offer negotiations under the GATS. The key objective is to help officials of WTO Members in both gaining a greater insight into the particular issues of importance in the environmental services sector and how they might be approached in the negotiations. The current set of GATS negotiations offers WTO Members an opportunity to achieve greater levels of liberalisation of environmental services, which may lead to significant economic and environmental benefits for all countries. Nevertheless, liberalisation, particularly of environmental infrastructure services, must be appropriately designed and supported by a strong regulatory framework. Making commitments in these services thus raises questions in relation to their nature, although the flexibility provided for in the GATS can be used to schedule them to take account of their characteristics. Risks of market failure to achieve social objectives appear to be less significant for environmental non-infrastructure and support services.

    Kurzfassung: This report focuses on one environmental instrument which is part of the UK’s wider programme of policies to deal with its various obligations to control climate change. The instrument is the Climate Change Levy (CCL) which takes the form of a tax on energy. However, the CCL cannot be viewed in isolation – it is part of a fairly elaborate package of measures, and its interaction with the other instruments in that package need to be understood. Accordingly, we first set out a brief history of the UK’s approach to climate change control, and describe the various components of the policy package. A detailed history of the CCL is then provided, and this is followed by an analysis of the features of the CCL, focusing particularly on the political factors that influenced its design, and the various reactions to it. Finally, we look at the likely future of the CCL in light of developments in climate change policy in the wider Europe.

    Kurzfassung: It has been argued that one solution to global current account imbalances is for countries with current account surpluses to undertake structural reforms. This would raise their potential growth, which is assumed to put downward pressure on the current account position. This paper takes a closer look at how such structural reforms in labour markets, product markets, and financial markets could be expected to affect current accounts. It also tests empirically, using pooled time-series techniques (that control for the influence of relative cyclical positions, government fiscal balances and the real exchange rate), whether or not reforms in these areas would have any significant relationship with current accounts. The overall finding is that indicators of structural reforms do have a significant relationship with the current account but the contribution of these variables to explain current account positions is quite limited ...

    Kurzfassung: Innovation surveys provide a broad measure of the successful commercial introduction of new product and process innovations. The dual purposes of this paper are to establish whether survey-based measures of innovation are related to more widely used intermediate measures, such as R&D and patents, and to identify the principal factors that affect the probability of successful innovation. Cross-country panel data is used from the third European Community Innovation Survey (CIS3), with allowance made for possible differences by firm size and by sector of activity. The survey measures of innovative activity and success are found to be positively correlated with past R&D and patenting, suggesting that factors affecting the development of innovations also affect their subsequent implementation. The availability of qualified personnel and private financing, less rigid product and labour market regulations, greater co-operation in the innovation process and public financial support are all found to be positively associated with the proportion of successful innovators for at least some sectors and firm sizes. Innovation in small firms is found to be more dependent on co-operation and the availability of finance than in larger firms.

The report also provides proposals for action to improve the delivery of electronic services to citizens, to understand public demand for online services and participation in government, to develop frameworks for monitoring and evaluation of e-government, to respond to agencies’ demands for more central guidance, and to improve co-ordination.

    Kurzfassung: This publication continues efforts by the OECD’s Development Assistance Committee (DAC) to develop tools and instruments for conflict prevention and for improving security and stability in the long term. The guidance underlines the positive role that the integrated reform of a country’s security system can play in stabilising fragile, conflict-prone or conflict affected states. This includes not only the armed forces, police and gendarmerie, intelligence services and justice and penal systems, but also the civil authorities responsible for oversight and democratic control.Part I contains a policy statement and paper endorsed in 2004 by development ministers and agency heads of the DAC and by the OECD council. It sets out the key concepts of security system reform (SSR) and suggests ways to support it in developing countries, taking into account regional dynamics. In Part II, a lead consultant examines the origins of the SSR agenda and the challenges that donors face in promoting it in partner countries. The Annex to the publication contains work by an expert working in each of the four regions: Africa, Asia-Pacific, Latin America and the Caribbean, and South-east Europe, the Baltics and the CIS. It sets out their assessment of the changes that are taking place in the way that developing countries in these regions think about security and provides an account and analysis of individual reform activities currently being undertaken.

    Kurzfassung: This publication provides policy guidance in an area that has been given little policy priority until recent years. It brings together key lessons from 17 OECD countries, providing evidence on the strategies in place to improve adults’ participation in learning. It addresses potential barriers to learning as well as the policies to remedy them. Among these are policies for increasing and promoting the benefits of adult learning to make them transparent and easily recognised. Other policy levers include economic incentives and co-financing mechanisms that can raise the efficiency of adult learning provision, while delivering quality learning that is adapted to adults’ needs. Finally, policy making can be improved via co-ordination and coherence in a field that is characterised by a wide variety of stakeholders, including ministries of education and ministries of labour.

    Kurzfassung: This paper estimates the welfare and distributional impact of two types of welfare reform in the 15 (pre-enlargement) member countries of the European Union. The reforms are revenue neutral and financed by an overall and uniform increase in marginal tax rates on earnings. The first reform distributes the additional tax revenue uniformly to everybody (traditional welfare) while the second reform distributes tax proceeds uniformly to workers only (in-work benefit). We build a simple model of labour supply encompassing responses to taxes and transfers along both the intensive and extensive margin. We then use EUROMOD to describe current welfare and tax systems in European Union countries and use calibrated labour supply elasticities along the intensive and extensive margins to analyze the effects of the two welfare reforms. We quantify the equity-efficiency trade-off for a range of elasticity parameters. In most countries, because of large existing welfare programmes with high phase-out rates, the uniform redistribution policy is undesirable unless the redistributive tastes of the government are extreme. The inwork benefit reform, on the other hand, is desirable in a very wide set of cases. We discuss the practical policy implications for European welfare policy.

    Kurzfassung: While the single market has largely been achieved for the EU market for goods, the services sector has lagged behind. This has resulted in sluggish activity, low productivity growth, high prices, that show a wide dispersion and relatively high inflation in this sector. Both the OECD product market regulation study and the European Commission study on internal market barriers conclude that there are large barriers to trade between the EU countries. Since two-thirds of total output in the EU comes from the services sector it is crucial for the EU to pursue reforms of this sector. The proposed Directive on services in the internal market, also called the services directive, will be a helpful tool towards establishing a single market for services if it is implemented as proposed. The European citizens will gain from large welfare effects associated with the convergence of prices towards the best performers and faster trend economic growth. A watering down of the directive will however reduce the beneficial effects and should be avoided.     Kurzfassung: Dans cet article, nous examinons les tensions engendrées par la transformation en cours dans le domaine de la recherche et de l’enseignement, auxquelles sont généralement confrontées les universités traditionnelles qui ont développé activement leur mission de recherche. Nous nous intéressons également aux universités qui n’ont que récemment décidé de se focaliser sur la recherche et nous nous demanderons si elles seront à même de mieux gérer ces tensions, voire de les éviter. Nous nous interrogeons plus précisément sur la possibilité de dissocier les missions d’enseignement et de recherche et les tâches qui en résultent pour les enseignants. Un nombre croissant de nouveaux acteurs dans l’enseignement supérieur assurent certaines des activités menées par les universités traditionnelles. Quelle évolution vont-ils connaître ? Comment les établissements traditionnels peuvent-ils réagir ? En tentant de répondre à ces questions, nous examinerons la chaîne des valeurs de chacune des activités et verrons si une nouvelle configuration peut être la solution, et sous quelle forme. Cette analyse nous permettra de mieux comprendre la situation et inspirera de nouveaux modes de gestion. Dans les établissements traditionnels, la dissociation semble avoir démarré au niveau structurel mais faute de dispositifs de soutien suffisants, les universitaires sont toujours censés faire de la recherche et enseigner, tout en assumant de nombreuses autres tâches, administratives par exemple, sans parler des services à la collectivité en général. Nous débattons de ces questions en nous appuyant sur les nombreuses publications qui leur sont consacrées et tirons des conclusions susceptibles d’être utiles pour toute personne qui, dans le secteur de l’enseignement supérieur, est appelée à gérer les tensions entre recherche et enseignement.

    Kurzfassung: This report provides evidence on income distribution and poverty in 27 OECD countries over the second half of the 1990s, using data that correct for many of the features that limit cross-country and intertemporal comparisons in this field. Patterns for income distribution and relative poverty in the second half of the 1990s — a period of significant improvement in labour market conditions in most OECD countries — conform to many of the longer-term trends identified in previous OECD analysis, but also highlight some significant departures. Inequality in the distribution of household disposable income among the total population increased slightly over the second half of the 1990s, continuing the trend of the previous decade. Relative poverty, measured with respect to a threshold set at half of median income, affected in 2000 around 11% of the OECD population, with an increase since the mid-1990s that is similar to that of the previous decade.
