    Abstract: Berlin has long been a diverse, multicultural city and today about 1 million - or 30% - of its inhabitants have a migration background, meaning that they - or at least one of their parents - were born without German nationality. Berlin's authorities perceive diversity as generally accepted in Berlin's society. This case study takes a close look at the city's migrant integration programmes and services, examining how all levels of government participate in these programmes, as well as the growing role played by third-sector agencies. It considers how Berlin's administration reacted to the sharp rise in asylum applications in 2015-16, rapidly updating existing integration measures as well as developing emergency ones. The integration of these newcomers needs to be monitored in order to demonstrate policy impact and to help establish whether such policies can be expanded to help other migrant groups that still experience wide socio-economic gaps compared to native population

    Abstract: While Finland's foreign-born population remains small by international standards, growth has been amongst the fastest in the OECD. Finland's foreign-born population have lower employment rates than native-born Finns, and women, in particular, are struggling to integrate and face incentives to stay in the home. Indeed, the employment gap among those arriving from outside the European Union is among the largest in the OECD. This risks long-term implications for the integration of their children, many of whom are struggling to thrive in the Finnish school system. Large inflows of asylum seekers in 2015 put integration squarely on the agenda, and Finland developed a number of innovative integration policies in response. Yet, numbers have since fallen dramatically, raising questions of how to respond to the needs of a large cohort without scaling up the integration system on a permanent basis. This review, the second in a series on the skills and labour market integration of immigrants and their children, provides an assessment of these and other challenges. It includes a holistic assessment of Finland's integration services - such as the new modular integration training, and the Social Impact Bond - as well as challenges related to settlement, early labour market contact and workplace segregation. An earlier review in the series looked at integration policies in Sweden (2016)

    Abstract: This report provides new evidence on social mobility in the context of increased inequalities of income and opportunities in OECD and selected emerging economies. It covers the aspects of both social mobility between parents and children and of personal income mobility over the life course, and their drivers. The report shows that social mobility from parents to offspring is low across the different dimensions of earnings, education, occupation and health, and that the same prevails for personal income mobility over the life course. There is in particular a lack of mobility at the bottom and at the top of the social ladder - with "sticky floors" preventing upward mobility for many and "sticky ceilings" associated with opportunity hoarding at the top. The lack of social mobility has economic, societal and political consequences. This report shows that there is space for policies to make societies more mobile and protect households from adverse income shocks. It discusses the options and measures that policy makers can consider how to improve social mobility across and within generations

    Abstract: Agreement on a harmonised application of clear statistical definitions of technologies is pertinent to the delineation of technology fields both with regard to each other and within the context of wider economic developments. Biotechnology and nanotechnology are both enabling technologies, which find applications and give rise to innovations in many industry sectors, contributing to determine wide ranges of economic and societal impact. This document revises the OECD's statistical definition of biotechnology, which had last been reviewed in 2008, and proposes the adoption of a statistical definition of nanotechnology in the same format. The statistical definitions proposed in this document are indicative rather than exhaustive and are expected to change over time as biotechnology and nanotechnology activities evolve.

    Abstract: Increased robot use, fuelled by price declines and the increased dexterity of these machines, is expected to affect existing/future production technologies and the organisation of production within GVCs. In order to safeguard their competitiveness in an increasingly digitalised global economy, governments across OECD and emerging economies are implementing a range of policy measures/programmes to support the investment in and use of robotics. This paper assesses the extent to which robotics impact the organisation of production through offshoring and backshoring. The results indicate that the use of industrial robots in developed economies appears to be slowing the offshoring rates, although it is not yet prompting firms to bring jobs back home. However, the effect is very recent, especially in labour-intensive sectors, and not yet apparent in developing countries. The findings suggest the rate of global value chain expansion may be slower than in the past.

    Abstract: The OECD Local Economic and Employment Development (LEED) Programme recently undertook an international project on ‘Boosting skills ecosystems for greener jobs’ in four countries: Belgium (Flanders), Poland (Pomorskie), Greece (Attica) and South Africa (Western Cape). The project seeks to explore how local areas and industry clusters identify the specific skills needed to support green growth. Furthermore, it considered how related skills policies and practices can be made more effective in supporting and accelerating the transition to a green economy. This report specifically considers the aquaculture sector of the Western Cape Province in South Africa. While this sector is still relatively small in the Western Cape, it presents important new opportunities for the region’s labour market through business growth, innovation, increasing food production, addressing environmental challenges and job creation. Aquaculture has been identified as a priority sector, but does not yet fully benefit from the mechanisms to foster green growth.

    Abstract: This paper uses “centrality” metrics to reflect position with Global Value Chains (GVCs). Central sectors reflect those that are highly connected (both directly and indirectly) and influential within globalproduction networks, whereas peripheral sectors exhibit weak linkages and are less influential. Applying these metrics to OECD ICIO data, reveals there have been profound changes in the structure of GVCs over the period 1995-2011. Whilst some activities remain clustered around the same key hubs as was the case at the start of the period (e.g. motor vehicles), for others there have been dramatic changes in the geography of economic activity (e.g. IT manufacturing), whereas other activities have become more influential for value chains almost universally (e.g. IT services). Several emerging economies and their industries have become more central to global production networks. We find this is particularly true of most peripheral industries of Eastern European countries, with their growing importance coinciding with the timing of their EU accession. Asian value chains have also undergone substantial reorganisation. In particular, the centrality of Japanese industries has fallen from an initial position of being the key hub within Asian value chains and the bulk of this fall does not appear to be due to the decline in size of the Japanese economy over this period. This is in contrast with trends in foreign value added content of exports of these Japanese industries, which increased over the same time period, illustrating that the centrality measure does not seem to simply reflect features captured by existing GVC metrics.

It examines the proficiency of the Chilean population in literacy, numeracy and problem solving in a technological-rich environment and disentangles the relationship between proficiency and labour market outcomes in Chile. The study also devotes significant attention to the demand for skills, by describing the use of skills at work in Chile and identifying its key determinants, as well as assessing the extent of skills mismatch and its implications for individuals. Throughout the study, differences between sociodemographic groups are highlighted to investigate the roots of labour market disadvantage.

    Abstract: The first years of life lay the foundations for a child’s future development and learning. Many countries have increased their financial support for provision of early childhood education and care (ECEC) over the past years. More recently, the focus of debate has been shifting from expanding access to affordable ECEC to enhancing its quality. A growing body of research suggests that the magnitude of the benefits for children will depend on the level of quality of early childhood services, with especially strong evidence in the case of disadvantaged children. In light of budgetary constraints, policy makers require the latest knowledge base of the quality dimensions that are most important for ensuring children's development and early learning. However, current research is often narrow in focus or limited to programme-level or national-level conclusions. This book expands the knowledge base on this topic. It draws lessons from a cross-national literature review and meta-analysis of the relationship between early childhood education and care structure (e.g. child-staff ratios, staff training and qualifications), process quality (i.e. the quality of staff-child interactions and developmental activities), and links to child development and learning. This report concludes with key insights, as well as avenues for further research. It was co-funded by the European Union.

    Abstract: Behind every migration statistic, there are individuals or families starting a new life in a new place. Local authorities, in co-ordination with all levels of government and other local partners, play a key role in integrating these newcomers and empowering them to contribute to their new communities. Integration needs to happen where people are: in their workplaces, their neighbourhoods, the schools to which they send their children and the public spaces where they will spend their free time. This report describes what it takes to formulate a place-based approach to integration through concerted efforts across levels of government as well as between state and non-state actors. It draws on both quantitative evidence, from a statistical database, and qualitative evidence from a survey of 72 cities. These include nine large European cities (Amsterdam, Athens, Barcelona, Berlin, Glasgow, Gothenburg, Paris, Rome and Vienna) and one small city in Germany (Altena), which are the subject of in-depth case studies. The report also presents a 12-point checklist, a tool that any city or region – in Europe, the OECD or beyond – can use to work across levels of government and with other local actors in their efforts to promote more effective integration of migrants.

    Abstract: This paper presents long-run economic projections for 46 countries, extending the short-run projections of the Spring 2018 OECD Economic Outlook. It first sets out a baseline scenario under the assumption that countries do not carry out institutional and policy reforms. This scenario is then used as a reference point to illustrate the potential impact of structural reforms in alternative scenarios, including better governance and educational attainment in the large emerging-market economies and competition-friendly product market and labour market reforms in OECD economies. Flexibility-enhancing labour market reforms not only boost living standards but, by raising the employment rate, also help alleviate fiscal pressures associated with population ageing. Another scenario illustrates the potential positive impact of linking the pensionable age to life expectancy on the participation rate of older workers, and in particular that of women. Additional scenarios illustrate the potential economic gains from raising public investment and spending more on research and development. A final ‘negative’ scenario shows how slipping back on trade liberalisation – returning to 1990 average tariff rates – might depress standards of living everywhere.

    Abstract: What can further market integration contribute to growth and employment? A series of hypothetical trade reform scenarios explores what countries at different levels of development can expect to gain from reforming tariffs, non-tariff barriers, trade facilitation and domestic support to agriculture. Simulations of multilateral and regional trade agreements with the OECD METRO model show that positive effects are higher when more countries participate in trade integration because it broadens market opportunities, widens the range of products at lower prices, and reduces trade diversion. Smaller economies especially benefit. Firms in these economies can better specialise in international production networks as they have access to larger and more differentiated markets and also benefit from enhanced market access on the products they already produce. While trade integration boosts demand and lifts wages and factor returns, the required production adjustments also leads to reallocation of workers between sectors. The analysis highlights some of the distributional implications and emphasises the need for labour force adjustment policies to accompany trade integration.

    Abstract: In the wake of the 2008-09 financial crisis, a number of European OECD countries introduced credit mediation schemes, as a new, often temporary mechanism to help ease access to finance by SMEs. This report investigates the nature of credit mediation and credit review schemes implemented in selected countries (i.e. Belgium, France, Germany, Ireland and Spain) in the aftermath of the financial crisis. The study focuses on regulatory frameworks and operational practices, and examines the reach of these schemes and their effectiveness in easing access to finance for credit-constrained firms, on the basis of monitoring and evaluations conducted at the country level. The report also presents new framework initiatives, such as the Appeals Process in the United Kingdom, intended to improve the transparency and effectiveness of appeals to SME credit rejection.

However, SMEs are lagging behind in the digital transition and are disproportionately affected by market failures, trade barriers, policy inefficiencies and the quality of institutions. A conducive business environment, is essential to incentivise risk-taking and experimentation by entrepreneurs, and foster business growth potential. Access to entrepreneurship competencies, management and workforce skills, technology, innovation, and networks, is also critical to enable SME growth. A cross-cutting approach to SME policy can enhance SME contributions to inclusive growth.

    Abstract: This paper presents the methodology as well as the results of the joint OECD-EC project Migration-Demography Database: A monitoring system of the demographic impact of migration and mobility. The objective of the project is to evaluate the contribution of migration to past and future labour market dynamics across OECD countries. After assessing the role of migration over the last five to 10 years in shaping the occupational and educational composition of the labour force, this project looks at the potential contribution of migration to the labour force in a range of alternative scenarios. This paper presents the results from the first part of the project: it focuses on the changes that have taken place in the last 10 years and studies how migration flows have contributed to the dynamics of the labour force, in particular in comparison to other labour market entries. It also analyses the contribution of migration in specific skills categories and in specific occupations.

    Abstract: In the aftermath of the financial and economic crisis, large shares of working-age individuals in Lithuania either do not work or only to a limited extent. By 2013, several years after the start of the labour-market recovery, 21% were still without employment during the entire year, and a further 11% had weak labour-market attachment, working only a fraction of the year, or on restricted working hours. This paper applies a novel method for measuring and visualising employment barriers of individuals with no or weak labour-market attachment, using household micro-data. It first develops indicators to quantify employment obstacles under three broad headings: (i) work-related capabilities, (ii) incentives, and (iii) employment opportunities. It then uses these indicators in conjunction with a statistical clustering approach to identify unobserved (“latent”) groups of individuals facing similar combinations of barriers. The resulting typology of labour-market difficulties provides insights on the most pressing policy priorities in supporting different groups into employment. A detailed policy discussion illustrates how these empirical results can inform people-centred assessments of existing labour-market integration measures and of key challenges across different policy areas and institutions. The most common employment obstacles in Lithuania were health limitations, limited work experience, and scarce job opportunities. Although financial disincentives and care responsibilities were less widespread overall, they remained important barriers for some groups. A notable finding is that just over one third of jobless or low-intensity workers face three or more simultaneous barriers, highlighting the limits of narrow policy approaches that focus on subsets of these employment obstacles in isolation.

By 2013, several years after the start of the labour-market recovery, 18% were still without employment during the entire year, and a further 13% had weak labour-market attachment, working only a fraction of the year, or on restricted working hours. This paper applies a novel method for measuring and visualising employment barriers of individuals with no or weak labour-market attachment, using household micro-data. It first develops indicators to quantify employment obstacles under three broad headings: (i) work-related capabilities, (ii) incentives, and (iii) employment opportunities. It then uses these indicators in conjunction with a statistical clustering approach to identify unobserved (“latent”) groups of individuals facing similar combinations of barriers. The resulting typology of labour-market difficulties provides insights on the most pressing policy priorities in supporting different groups into employment. A detailed policy discussion illustrates how the empirical results can inform people-centred assessments of existing labour-market integration measures and of key challenges across different policy areas and institutions. The most common employment obstacles in Estonia were low skill levels, health limitations and limited work experience. Financial disincentives, care responsibilities and scarce job opportunities were less widespread overall, although important barriers for some groups. A notable finding is that almost one third of jobless or low-intensity workers face three or more simultaneous barriers, highlighting the limits of narrow policy approaches that focus on subsets of these employment obstacles in isolation.

    Abstract: This study focuses on the risk of automation and its interaction with training and the use of skills at work. Building on the expert assessment carried out by Carl Frey and Michael Osborne in 2013, the paper estimates the risk of automation for individual jobs based on the Survey of Adult Skills (PIAAC). The analysis improves on other international estimates of the individual risk of automation by using a more disaggregated occupational classification and identifying the same automation bottlenecks emerging from the experts’ discussion. Hence, it more closely aligns to the initial assessment of the potential automation deriving from the development of Machine Learning. Furthermore, this study investigates the same methodology using national data from Germany and United Kingdom, providing insights into the robustness of the results. The risk of automation is estimated for the 32 OECD countries that have participated in the Survey of Adult Skills (PIAAC) so far. Beyond the share of jobs likely to be significantly disrupted by automation of production and services, the accent is put on characteristics of these jobs and the characteristics of the workers who hold them. The risk is also assessed against the use of ICT at work and the role of training in helping workers transit to new career opportunities.

Il s’intéresse essentiellement à l’organisation et à la gestion des transitions, ainsi qu’aux politiques et aux stratégies qui visent à assurer la continuité professionnelle, pédagogique et développementale entre les structures d’éducation et d’accueil des jeunes enfants et les établissements scolaires.     Abstract: This paper discusses approaches to strengthen and monitor urban resilience through the use of indicators. Resilience is the capacity of a city or community to prepare for, respond to and adapt from dangerous and disruptive events, such as natural disasters, economic crises, demographic changes, health epidemics and others. Given that resilience is a multi-dimensional phenomenon, local authorities should design and implement strategies for urban resilience that integrate economic, social, environmental and institutional aspects. In order to monitor progress in becoming more resilient, local authorities should use indicators that measure resilience along these dimensions. The paper analyses different types of indicators and discusses the contexts in which they should be used. It provides recommendations on how local authorities can choose indicators tailored to their policy priorities and develops guidelines for the effective use of indicators in a broader governance framework.

    Abstract: This paper reviews and evaluates the efficacy of simplified tax registration and collection mechanisms for securing compliance of taxpayers over which the jurisdiction with taxing rights has limited or no authority to effectively enforce a tax collection or other compliance obligation. The experience in addressing this problem has involved primarily consumption taxes, but the lessons that can be learned from it are applicable as well to other tax regimes that confront the same problem. The best available evidence at present indicates that simplified regimes can work well in practice, achieving a high level of compliance. The paper notes that the adoption of thresholds may be an appropriate solution to avoid imposing a disproportionate administrative burden on small businesses while a good communications strategy is essential to the success of a simplified regime.

    Abstract: Poor adherence to medications affects approximately half of the patient population, leading to severe health complications, premature deaths, and an increased use of healthcare services. The three most prevalent chronic conditions – diabetes, hypertension, and hyperlipidaemia – stand out regarding the magnitude of avoidable health complications, mortality, and healthcare costs. There are three broad reasons behind these low rates of adherence to chronic disease medications. Firstly,the problem of poor adherence has rarely been explicitly included in national health policy agendas. Secondly, interventions tend to attribute the problem exclusively to patients, while the evidence suggests that health system characteristics – in particular the quality of patient-provider interaction, procedures for refilling prescriptions, or out-of-pocket costs – are lead drivers. Thirdly, patients with chronic conditions frequently feel left out of the decision about their therapy and are inclined to rebuff. This paper identifies enablers that are needed for improving adherence to medication at the system level.

    Abstract: Finland raises a large amount of taxes to finance high-quality public services and redistribute income. Public finances are currently relatively solid and taxes and transfers reduce income inequality significantly. However, a rapidly ageing population pushes up public spending, while globalisation creates challenges in raising revenue. Hence, ensuring long-term fiscal sustainability requires both containing spending through efficiency gains in the provision of public services and raising revenue in a way that minimises deadweight costs and distortions weighing on growth and employment. Reducing further the tax wedge on labour income would lift employment. More revenue could be raised through a reduction in the range of goods and services subject to reduced VAT rates, higher taxes on consumption that is harmful to the environment or health and higher property taxes. A competitive corporate taxation, combined with international cooperation to avoid base erosion and profit shifting, is needed to foster local production.

    Abstract: The Peace pillar of the 2030 Agenda for Sustainable Development encompasses a diverse range of issues including stability and effective governance. Reforming the public sector is high on the government’s agenda, but involves a number of challenges: the gap between planning and implementation of policy objectives remains large; insufficient public participation in policy making is undermining the efficient allocation of resources toward public needs and development goals; under-development of evidence-based regulations is hampering the creation of a business-friendly environment essential to high value-added activities; and high levels of perceived corruption are weakening business confidence and public trust in the government. Thailand’s 12th Economic and Social Development Plan emphasises the importance of public sector reform. It sets out measures to strengthen co-ordination across ministries and agencies aimed at improving implementation of policy programmes, boosting public participation in policy making, improving online access to government services and combating corruption by strengthening integrity measures. The upcoming 20-year National Strategy and the accompanying National Reform Plan are expected to pave the way for future development. However, an inclusive and consultative process will be essential to ensure the success of reform efforts.     Abstract: Global trade imbalances narrowed in the aftermath of the global financial crisis. They have remained at a lower level but are still of concern to policy makers because of the risks they pose to individual economies, as well as globally. However, the ultimate causes of these imbalances are not fully clear. Current account positions reflect the gap between national saving and investment, which are in turn affected by policy distortions, including in trade policy. Simulations of the OECD’s METRO model show liberalisation of existing trade distortions would modestly narrow aggregate trade imbalances in the medium term for some countries. Reducing tariffs, non-tariff measures and the combined market access and productivity-enhancing effects of pro-competitive measures in services all have some rebalancing potential. Liberalisation would also offer economically significant income gains for all countries. By contrast, narrowing trade imbalances using trade restrictions would come at disproportionately high economic costs for all countries.

    Abstract: In 2016 the Polish government introduced a large new child benefit, called “Family 500+”, with the aim to increase fertility from a low level and reduce child poverty. The benefit is universal for the second and every further child and means-tested for the first child. Increasing out-of-work income significantly, the transfer can reduce incentives to participate in the labour market. We study the impact of the new benefit on female labour supply, using Polish Labour Force Survey data. Based on a difference-in-differences methodology we find that the labour market participation rates of women with children decreased after the introduction of the benefit compared to childless women. The estimates suggest that by mid-2017 the labour force participation rate of mothers dropped by 2- 3 percentage points, depending on the estimation specification, as a result of the “Family 500+” benefit. The effect was higher among women with lower levels of education and living in small towns.

    Abstract: This paper examines an industry whose economic activity uses a natural capital on which its profit also relies. When such a productive natural capital has a limited capacity to recover from its exploitation, a free market tends to over-exploit it, calling for public intervention. The analysis is relevant, among other examples, to the case of nature- based tourism. I study the sustainable management of a productive natural capital: the conditions under which its exploitation generates maximum long-run social benefits; the various ways in which a regulator can implement such an exploitation; the rent that it generates for the industry; the effect of social discounting and operators’ short-termism, etc. Particular attention is given to situations in which the regulator gives more importance to the industry than it does to consumers, as when consumers are foreigners or when the industry generates needed tax revenues. In those contexts, I find that the industry should make more efforts of conservation, rather than less.

    Abstract: This paper provides an empirical investigation on the drivers of tax and transfer income redistribution to working-age households across the OECD over the last two decades, in a context where it has been declining in the vast majority of countries. The analytical approach is based on a reduced-form model of income redistribution which is estimated through cross-country-time series regressions. The baseline model builds on the political economy literature of income redistribution and includes a set of non-policy drivers such as labour market and socio-demographic conditions as well as measures of globalisation and technological change. The baseline model is augmented with major direct policy drivers of income redistribution covering tax revenue and social spending as well as a selection of tax and transfer policy parameters. Changes in the size of the tax and transfer systems likely to have contributed to the decline in income redistribution include the decline in social spending on cash support for working-age population and the diminishing role of personal income taxes in reducing inequality under the effect of increasing trade openness. Changes in specific tax and transfer policy instruments and parameters likely to have contributed to the decline in income redistribution include a flattening of the tax schedule in the upper-part of the wage distribution, a decline in the generosity and duration of unemployment-related transfers, including cuts to social assistance, and pension and early retirement reforms to encourage longer working life.

    Abstract: The euro area sovereign debt crisis highlighted important weaknesses in the euro area design. Fiscal policy did not build sufficient buffers before the crisis, which forced some countries to tighten fiscal policy too rapidly during the downturn to restore market confidence in sovereign borrowing. Despite this, sovereign stress remained high, weakening further the banking sectors highly exposed to government bonds, which in return reduced further market confidence in fiscal sustainability in case of banks’ bailout. As a result, monetary policy was the main public instrument to support the activity, but its effectiveness was reduced by the fragmentation of financial markets along national lines as the crisis deepened. In order to durably sever the links between banks and their sovereigns, euro area countries agreed on a banking union. The creation of a common supervisor was a very important step in that direction. However, further progress is needed in reducing and sharing risks, creating a common deposit guarantee scheme and the application of existing rules to ensure sufficient risk sharing can take place in case of crisis. At the same time, incentives need to be put in place for banks to progressively move away from a too high exposure to domestic sovereign bonds. A step in that direction could be the introduction of euro area safe asset, which would pool sovereign issuance from various countries, in parallel with gradual introduction of capital surcharges on sovereign exposures. Such progress may not be sufficient, however, for national fiscal policies and monetary policy to smooth a major crisis.     Abstract: Since the start of the Great Recession, labour productivity growth has been weak in the United Kingdom, weaker than in many other OECD countries. The productivity shortfall, defined as the gap between actual productivity and the level implied by its pre-crisis trend growth rate, was nearly 20% for output per hour at the end of 2016. This study assesses the UK productivity puzzle and discusses its possible determinants at the sectoral level. Most of the UK productivity underperformance is structural rather than cyclical. Half of the productivity shortfall is explained by non-financial services (with information and communication being the largest contributor), a fourth by financial services, and another fourth by manufacturing, other production and construction. All but non-financial services and the construction sectors contribute disproportionately to the productivity shortfall compared to their shares in overall output and hours worked of the UK economy. In non-financial services, large increases in self-employed with no employees, reduced matching of skills to jobs and a lower capital-output ratio may have been a drag on productivity. Stagnant productivity in the financial sector is mainly linked to reduced risk-taking and leverage, as reflected by declining total factor productivity following its steep increases in the run-up to the crisis. Greater substitution of labour for capital and weak corporate restructuring have both held back productivity improvements in the manufacturing sector. Some causes of the productivity puzzle pre-date the crisis, including low tangible investment, too rapid expansion of financial services, weak innovation in the manufacturing sector, and a secular decline of oil and gas industries.     Abstract: This paper exploits a new database that is unique in its scale and scope containing detailed information on over two million projects carried out by one million firms that benefited from the European Regional Development Fund, the European Social Fund and the Cohesion Fund in 25 EU member countries during the multi-annual financial framework 2007-2013. This database is used to get a better understanding of the characteristics of the beneficiaries of European funds and to assess the impact of the European funds on the beneficiaries’ performance in terms of employment growth, growth in fixed assets, and total factor productivity. While the data reveals substantial heterogeneity of beneficiaries and projects across and within countries, in terms of the number of projects, their total values, the average firm size and other aspects, some patterns are identified. The majority of co-funding goes to manufacturing firms as well as public institutions. The Cohesion Fund co-finances larger projects, carried out by larger, more capital-intensive firms that typically conduct large-scale infrastructure projects. In contrast, the European Social Fund co-finances smaller projects related to human capital and initiatives on the labour market. In terms of volume, the European Regional and Development Fund has the largest budget in total and co-finances a large variety of projects. Using propensity score matching techniques, we find mixed effects of structural and cohesion funds on the performance of a sample of manufacturing firms in six European countries. On average, firms that receive financial assistance hire more workers and increase their capital stock more. However, there is little evidence of additional positive total factor productivity effects for the beneficiaries.

    Abstract: This paper explores cross-country differences in the design of insolvency regimes, based on quantitative indicators constructed from countries’ responses to a recent OECD policy questionnaire. The indicators – which are available for 36 countries for 2010 and 2016 – aim to better capture the key design features of insolvency which impact the timely initiation and resolution of personal and corporate insolvency proceedings. According to these metrics, the design of insolvency regimes varies significantly across countries, with important differences emerging with respect to the treatment of failed entrepreneurs, the availability of preventative and streamlining tools and ease of corporate restructuring. While a comparison of indicator values for 2010 and 2016 imply that recent reform efforts have improved policy design, there remains much scope to reform insolvency regimes in many OECD countries. This is particularly significant in light of complementary analysis which shows that the design of insolvency regimes is relevant for understanding three inter-related sources of contemporary labour productivity weakness: the survival of “zombie” firms, capital misallocation and stalling technological diffusion.

    Abstract: A better understanding of the way immigrants affect the economy in the Dominican Republic can help policy makers make the most of immigration. This report finds that the immigration in the Dominican Republic has a varying but limited economic impact. Immigrants seem to displace native-born workers in the labour market by increasing competition, but no effects were found on the labour income of the native-born population. The estimated share of value added generated by immigrants is close to their share of the population. At the same time, immigrants make a positive contribution to the government budget as they pay more in direct taxes and benefit less from public expenditure than the native-born population. Policies aiming to facilitate the integration of immigrants and a better inclusion of immigration into different sectoral policies would further enhance the economic contribution of immigrants in the Dominican Republic. How Immigrants Contribute to the Dominican Republic's Economy is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union.     Abstract: The effects of six common forms of fisheries support are estimated using a bioeconomic model of the global fishery. The results show that all have the potential to provoke overfishing, to lead to fish stocks being overfished, to encourage illegal, unreported or unregulated (IUU) fishing and to increase fleet capacity, but that their effects can vary significantly both in scale and how they are distributed at the fleet level. The fisheries management system can mitigate, though not entirely eliminate, these impacts. Supports based on reducing the cost of inputs purchased by fishers provoke the greatest increase in fishing effort, with associated risks of overfishing. This includes fuel subsidies, which are also shown to deliver less than 10% of their value in actual benefits to fishers in some cases, making them the least effective means of transferring income to fishers of those evaluated. Payments based on improving fishers’ business operations provided the greatest benefit to fishers and had relatively less tendency to increase fishing effort. If only USD 5 billion in fuel support was converted into support of this type, fishers would see increased income of more than USD 2 billion, while at the same time reducing effort and improving fish stocks. Such a change would also provide relatively more benefit to smaller fishers.

    Abstract: The countries that compromise the Association of Southeast Asian Nations (ASEAN) have expanded their involvement in global agro-food trade through strong regional production growth and increasing consumer demands from population growth and higher incomes. Regional and international agro-food markets have thus become an important source of income and food for the regions producers and consumers. However, growth in trade has lessened in recent years with projections suggesting a further slowing over the medium term. This study explores the role that agro-food trade and participation in agro-food global value chains (GVC) has had on regional agro-food sectors and current barriers that are holding the region back from unlocking the full benefits of further integration into regional and global agro-food markets. It finds that although GVC engagement has increased regional agro-food growth between 2004 and 2014, gaps remain in the level of regional integration. Results from the analysis suggest that reducing the remaining tariff and non tariff barriers, and creating an enabling environment to allow agricultural producers to better access service inputs, will help spur sector growth and agricultural incomes.

    Abstract: This report aims to test whether the inclusion of environmental provisions in Regional Trade Agreements (RTAs) has contributed to the improvement of environmental quality among the Parties to these agreements through empirical modelling and analysis. Three indicators are considered as a proxy for environmental quality: concentrations of suspended particulate matter less than 2.5 microns (PM2.5), sulphur dioxide (SO2) and nitrogen oxide (NOx). The analysis identifies a statistically significant and positive relationship between membership in RTAs, either with or without environmental provisions, and improved environmental quality for two out of three pollutants investigated. However, the extent to which RTAs with environmental provisions makes an additional difference on emissions in comparison to those without environmental provisions could not be concluded with enough statistical certainty under the current empirical framework. Future analysis could benefit from better information on the channels of effects and the further developed environmental indicators on both policy and output.

Le projet BEPS réalisé sous l’égide de l’OCDE et du G20, vise à assurer aux États des recettes budgétaires face à une fiscalité en phase avec l’évolution des activités économiques et la création de valeur, mais aussi à créer, dans le domaine de la fiscalité internationale, un ensemble unique de règles faisant l’objet d’un consensus pour combattre l’érosion de la base d’imposition et le transfert de bénéfices, et partant, à protéger l’assiette imposable tout en offrant aux contribuables une prévisibilité et une certitude accrues. En 2016, l’OCDE et le G20 ont créé le Cadre inclusif sur le BEPS pour permettre aux pays et aux juridictions intéressés d’œuvrer avec les pays membres de l’OCDE et du G20 au développement de normes concernant les questions relatives au BEPS tout en veillant à la mise en œuvre du paquet BEPS de manière cohérente. Plus de 100 pays et juridictions ont rejoint le Cadre inclusif. Chaque élève participant remplit par ailleurs un questionnaire contextuel et a également la possibilité de répondre à deux questionnaires facultatifs : le premier sur ses perspectives en termes de parcours scolaire/carrière professionnelle, et le second sur sa maîtrise des technologies de l’information et de la communication (TIC). Les chefs d’établissement remplissent quant à eux un questionnaire sur l’environnement d’apprentissage dans leur établissement, et les parents des élèves participants ont la possibilité de répondre à un questionnaire sur leur environnement familial. En outre, les pays peuvent choisir d’administrer un nouveau questionnaire à l’intention des enseignants, interrogeant ces derniers sur leur formation initiale et continue, leurs pratiques pédagogiques et l’environnement dans lequel ils dispensent leur enseignement. Separating spent fuel elements and subsequently converting them through transmutation into short-lived nuclides should considerably reduce the longterm risks associated with nuclear power generation. R&D programmes worldwide are attempting to address such challenges, and many processes for advanced reprocessing and partitioning minor actinides are being developed. This report provides a comprehensive overview of progress on separation chemistry processes, and in particular on the technologies associated with the separation and recovery of minor actinides for recycling so as to help move towards the implementation of advanced fuel cycles. The report examines both aqueous and pyro processes, as well as the status of current and proposed technologies described according to the hierarchy of separations targeting different fuel components. The process criteria that will affect technology downselection are also reviewed, as are non-proliferation requirements. The maturity of different reprocessing techniques are assessed using a scale based on the technology readiness level, and perspectives for future R&D are reviewed.

Results from the OECD Programme for International Student Assessment (PISA) reveal that in 2015, almost one in four 15-year-old students in OECD countries reported that they were either foreign-born or had at least one foreign-born parent. Between 2003 and 2015, the share of students who had either migrated or who had a parent who had migrated across international borders grew by six percentage points, on average across OECD countries. The Resilience of Students with an Immigrant Background: Factors that Shape Well-being reveals some of the difficulties students with an immigrant background encounter and where they receive the support they need. The report provides an in-depth analysis of the risk and protective factors that can undermine or promote the resilience of immigrant students. It explores the role that education systems, schools and teachers can play in helping these students integrate into their communities, overcome adversity, and build their academic, social, emotional and motivational resilience.

    Abstract: A key feature of the 2008 revision of the System of National Accounts was the treatment of R&D expenditure as investment. The question arises whether the standard approach towards accounting for growth contribution of assets is justified given the special nature of R&D that provides capital services by affecting the working of other inputs as a whole – akin to technical change and often requires up-front investment with sunk costs. We model R&D inputs with a restricted cost function and compare econometric estimates with those derived under a standard index number approach but find no significant differences. However, we cannot reject the hypothesis of increasing returns to scale. The standard MFP measure is then broken down into a scale effect and a residual productivity effect, each of which explains about half of overall MFP change. The scale effect points to the importance of the demand side and market size for productivity growth. We also compute mark-up rates of prices over marginal cost and find widespread evidence of rising mark-ups for the period 1985-2016.

It contributes to, and complements, other initiatives undertaken by the OECD on responsible business conduct and inclusive growth.     Abstract: Cross-country differences in the measurement of labour input contribute to observed productivity gaps across countries. In most countries, labour force surveys (LFS) form a primary source of information for employment related statistics, such as persons employed, employees and hours worked. However, because the coverage of LFS does not fully align with the coverage of activities used to estimate GDP, additional adjustments relying on complementary sources, such as administrative or business statistics, are often applied to bridge conceptual differences, and in many countries, the use of these sources is often preferred to LFS data. Evidence from the 2018 OECD/Eurostat national accounts labour input survey shows that the adjustments made to align measures of labour input with the corresponding measures of production according to the domestic concept, vary considerably across countries, with many countries making no adjustments, in particular, for the measurement of hours worked. This paper demonstrates that countries making no adjustments to average hours worked measures extracted from the original source, such as self-reported hours actually worked in the LFS, appear to systematically over-estimate labour input and, so, under-estimate labour productivity levels. To illustrate the size of this bias, for this group of countries, the paper adopts a simplified component method that introduces a series of explicit adjustments on working time using information available in LFS and complementary sources. The results point to a reduction in relative productivity gaps of around 10 percentage points in many countries compared to current estimates. Although future releases of OECD productivity (levels) statistics will incorporate these changes, it is important to stress that these estimates will only be used as a stop-gap while countries making no, or minimal adjustments, work to leverage all available data sources to produce average hours worked estimates that align with the national accounts domestic concept and that address self-reporting bias; which is the paper’s principal recommendation for those countries that currently make no or only partial adjustments. Indeed, many EU member states, coordinated by Eurostat, are already moving in this direction, with ESA 2010 derogations set to expire by 2020.

Separate analysis focuses on the disability and early retirement schemes, including the schemes for workers in arduous and hazardous occupations.     Abstract: Following the 2011 accident at the Fukushima Daiichi nuclear power plant, several high-priority actions were initiated by the NEA to address certain technical issues at nuclear power plants. One of these actions was to prepare a status report on spent fuel pools (SFPs) under loss-of-cooling and loss-of-coolant accident conditions, which was issued in 2015, providing an overview of both SFP accidents and mitigation strategies. The present report is a follow up to this status report, documenting the results of a Phenomena Identification and Ranking Table (PIRT) exercise conducted by the NEA. This PIRT exercise identified SFP accident phenomena that are of high importance and yet are highly uncertain, thus highlighting their primary interest for further studies. The report recommends further support for existing experimental programmes and the establishment of a number of new programmes to focus, for example, on large-scale thermal-hydraulic experiments on the coolability of partly or completely uncovered spent-fuel assemblies and the investigation of spray cooling for uncovered spent-fuel assemblies in typical storage racks.

Zusätzlich zur Sicherung der Steuereinnahmen durch eine an Wirtschaftstätigkeit und Wertschöpfung ausgerichtete Besteuerung besteht das Ziel des BEPS-Projekts von OECD und G20 darin, einheitliche und konsensbasierte internationale Steuervorschriften zur Bekämpfung von Gewinnverkürzung und Gewinnverlagerung zu schaffen, um das Steuersubstrat zu schützen und den Steuerpflichtigen zugleich mehr Rechts- und Planungssicherheit zu bieten. 2016 richteten OECD und G20 das Inclusive Framework on BEPS ein, um interessierten Staaten und Gebieten die Möglichkeit zu bieten, zusammen mit den OECD- und G20-Mitgliedern Standards für BEPS-Fragen zu erarbeiten und die Umsetzung des BEPS-Pakets insgesamt zu prüfen und zu begleiten. Über 110 Staaten und Gebiete sind dem Inclusive Framework beigetreten. Dieser Zwischenbericht des Inclusive Framework on BEPS von OECD und G20 ist Teil der Folgearbeiten zu den 2015 vorgelegten Arbeiten an Aktionspunkt 1 des BEPS-Projekts zu den Herausforderungen der Besteuerung der digitalen Wirtschaft. Er erläutert die im Rahmen des Inclusive Framework vereinbarte Ausrichtung der Arbeiten, die bis 2020 zu den Auswirkungen der Digitalisierung auf die internationalen Steuerregeln durchgeführt werden sollen.     Abstract: For the past several decades, the Nuclear Energy Agency Salt Club has been supporting and overseeing the characterisation of rock salt as a potential host rock for deep geological repositories. This extensive evaluation of deep geological settings is aimed at determining – through a multidisciplinary approach – whether specific sites are suitable for radioactive waste disposal. Studying the microbiology of granite, basalt, tuff, and clay formations in both Europe and the United States has been an important part of this investigation, and much has been learnt about the potential influence of microorganisms on repository performance, as well as about deep subsurface microbiology in general. Some uncertainty remains, however, around the effects of microorganisms on salt-based repository performance. Using available information on the microbial ecology of hypersaline environments, the bioenergetics of survival under high ionic strength conditions and studies related to repository microbiology, this report summarises the potential role of microorganisms in salt-based radioactive waste repositories.

    Abstract: Portugal’s services markets are among the most heavily regulated in the OECD. As vital inputs into the business sector, services provided by professionals, such as lawyers and engineers, generate up to 1.8 times their value in outputs by firms that use them. However, structural flaws in the regulation make professional services highly expensive for firms, diminishing their ability to compete effectively. Regulatory restrictions also hamper innovation and efficiency within the professions. Against this backdrop, this report examines regulations for 13 self-regulated professions (lawyers, solicitors, notaries, bailiffs, architects, engineers, technical engineers, certified accountants, auditors, economists, customs brokers, nutritionists and pharmacists). From 923 pieces of legislation analysed, the report makes 348 individual recommendations for amending or removing provisions to improve competition, and makes a detailed inventory of the analysis underlying the work. Analysis of Portuguese legislation and professions was complemented by research into international experiences and wide consultations with stakeholders from the public and private sectors. The OECD recommendations aim to remove or modify overly restrictive provisions in order to facilitate the access or exercise of the professions, to benefit businesses and consumers alike. This report identifies the sources of those benefits and gives estimates of their impact. Provided all recommendations are fully implemented, the benefit to the economy from lifting the barriers in the 13 liberal professions is estimated at around EUR 130 million a year.

This report on New Zealand is the tenth in a series of reports looking at how broader education, health, welfare and labour market policy challenges are being tackled in a number of countries. The report is also the first one published after the endorsement of the OECD Recommendation of the Council on "Integrated Mental Health, Skills and Work Policy" and assesses New Zealand's performance against the strategic policy framework agreed by all OECD countries. The report concludes that awareness and policy thinking is well developed in New Zealand but that structural and institutional weaknesses limit the provision of timely, integrated health and employment services, with particularly disappointing outcomes for the indigenous population. Against the background of the OECD Council Recommendation, the report proposes improvements in policy development and policy implementation to make youth, workplace, health and welfare policies ready for the challenge.

Este informe examina acciones y prioridades de política pública en tres áreas claves para hacer más inclusivo el desarrollo de Paraguay. Presenta un análisis detallado y una serie de recomendaciones para mejorar la efectividad de la protección social, la prestación de los servicios de salud, y la formación de competencias para todos los paraguayos.

    Abstract: The relevance and economic implications of public procurement – which represents 12% of GDP and one-third of government expenditures in the OECD area - make it a powerful tool for improving public service delivery. At the same time, governments are increasingly using their purchasing power to pursue strategic objectives in different policy areas such as sustainability, innovation or providing support to small and medium-sized enterprises (SMEs). Making it easier for SMEs to access public procurement opportunities improves the general economic environment, promotes inclusive growth and supports principles such as equal treatment, open access and effective competition. This report takes stock of the approaches adopted in 37 OECD and non-OECD countries to help SMEs perform better in public procurement markets, including removing barriers to their participation. The report also describes the main features of a public procurement system that benefits both the public sector and SMEs.

    Abstract: Korea faces unique ageing and employment challenges. On the one hand, it will experience much faster population ageing than any other OECD country: the old-age dependency ratio (population aged 65+ over population aged 15-64), for example, is projected to increase from 20% today to around 70% in 2050. On the other hand, employment rates of older workers are already very high: in the age group 65-69, for example, 45% of all Koreans work compared with an OECD average of 25% (2016 data). However, most older people in Korea end up in poor-quality jobs after ending their core career in their early 50s, with low and insecure earnings and little or no social protection. This report looks at the reasons for the current labour market and income situation of older workers in Korea, especially the role of employment and employer practices. It examines the best ways forward for policy makers and employers to increase the quality of life and work of older workers whilst maintaining their high employment rate.

At the same time, the threats of counterfeiting and piracy are growing – and Italy is vulnerable. This report measures the direct, economic effects of counterfeiting on Italian consumers, the Italian retail and manufacturing industry, and the Italian governments. It examines both the impact that the imports of fake products to Italy has on these three groups and the impact on the Italian intellectual property rights holders of the global trade in fake products that infringe their IP rights.

    Abstract: This report provides an overview of the state of open data policies across OECD member and partner countries, based on data collected through the OECD Open Government Data survey (2013, 2014, 2016/17), country reviews and comparative analysis. The report analyses open data policies using an analytical framework that is in line with the OECD OUR data Index and the International Open Data Charter. It assesses governments’ efforts to enhance the availability, accessibility and re-use of open government data. It makes the case that beyond countries’ commitment to open up good quality government data, the creation of public value requires engaging user communities from the entire ecosystem, such as journalists, civil society organisations, entrepreneurs, major tech private companies and academia. The report also underlines how open data policies are elements of broader digital transformations, and how public sector data policies require interaction with other public sector agendas such as open government, innovation, employment, integrity, public budgeting, sustainable development, urban mobility and transport. It stresses the relevance of measuring open data impacts in order to support the business case for open government data.
