    Abstract: Одним из главных вызовов, который стоит перед Республикой Бурятия - субъектом Российской Федерации, является необходимость найти верный баланс при решении двух задач: защиты озера Байкал как уникального водного объекта, включенного в список Всемирного природного наследия ЮНЕСКО, и его экосистемы, и динамичного и устойчивого социально-экономического развития республики. Это требует совершенствования водной политики и ее инструментов: экономических, административных, информационных и других. Рекомендации данного отчета направлены на достижение этой цели. Они включают: введение платы за забор поливной воды (за воду, как природный ресурс); усиление господдержки водного сектора; и улучшение экономических инструментов управления рисками негативного воздействия вод (в т.ч. с использованием таких инструментов, как обязательное страхование и дифференциация ставок земельного налога в зонах высокого риска затопления). Также рекомендуется опробовать ряд инновационных инструментов, таких как: установление лимитов сброса определенных опасных загрязняющих веществ в пилотной зоне (например, в бассейне реки Селенга) и постепенное развития рынка купли-продажи квот на сбросы этих веществ в пределах установленного лимита сброса; а также введение платы за (налога на) токсичные агрохимикаты (пестициды, гербициды и другие) и синтетические моющие средства, чтобы создать стимулы к сокращению диффузного загрязнения водных ресурсов.

    Abstract: The recent effects of immigration on the Argentine economy appear to be limited but positive. On average, immigration is not associated with job losses or income declines for the population born in Argentina. High-skilled immigration is on the contrary even associated with rising labour incomes among university graduates and female low-skilled immigration is associated with a higher labour-force participation of low-skilled native-born women. The estimated contribution of immigrants to value added is below their labour force participation share but above their population share. The estimated contribution of immigrants to public finance in 2013 was small. Additional migration and non-migration policies and better co-ordination between various policy areas could further improve the integration and economic contributions of immigrants. How Immigrants Contribute to Argentina’s Economy is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The project aimed to analyse several economic impacts – on the labour market, economic growth, and public finance – of immigration in ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The empirical evidence stems from a combination of quantitative and qualitative analyses of secondary and in some cases primary data sources.

    Abstract: The objective of this paper is to identify the manifold security threats confronting the Republic of Niger. It examines if and how various domestic and external actors may exploit Niger’s adverse structural conditions to their benefit and derives possible future scenarios and recommendations for policymakers. Foreign-based jihadist groups such as Al Qaeda in the Islamic Maghreb (AQIM) and Boko Haram will continue to threaten Niger’s domestic stability. However, these groups are unlikely to make further inroads into Nigerien territory. The Tuareg community and conservative Sunni groups are unlikely to rise up against the state as both are well integrated into the political and societal landscape. The most viable threat to Niger’s stability is the continued inability of the current administration to translate macroeconomic gains and donor support into pro-poor growth and social inclusion. The increasing use of authoritarian measures against citizens and journalists has the potential to escalate further and to undermine the legitimacy of the government in the long-term.

These achievements have brought Thailand to a new stage and a new set of challenges. Rising prosperity has not been shared equally across the country and economic transformation needs a boost. The share of those in precarious employment still exceeds half of the working population. The creation of new activities replacing low-productivity ones has slowed while rural migrants and urban poor lack the skills required for modern urban jobs. While Bangkok’s success as a metropolis has been key to Thailand’s transformation, thriving secondary cities are needed that can develop new sources of growth. Experience shows that development is not about getting everything right, but about getting right what matters most. The Initial Assessment of this Multi-Dimensional Review endeavors to identify the challenges and key constraints that must be overcome for Thailand to succeed. It offers recommendations related to informality, productivity and the management of natural resources, particularly water. The next volumes will provide further suggestions for action to address these challenges.

    Abstract: This paper discusses approaches to strengthen and monitor urban resilience through the use of indicators. Resilience is the capacity of a city or community to prepare for, respond to and adapt from dangerous and disruptive events, such as natural disasters, economic crises, demographic changes, health epidemics and others. Given that resilience is a multi-dimensional phenomenon, local authorities should design and implement strategies for urban resilience that integrate economic, social, environmental and institutional aspects. In order to monitor progress in becoming more resilient, local authorities should use indicators that measure resilience along these dimensions. The paper analyses different types of indicators and discusses the contexts in which they should be used. It provides recommendations on how local authorities can choose indicators tailored to their policy priorities and develops guidelines for the effective use of indicators in a broader governance framework.

They are well integrated in labour markets in terms of employment, although female immigrants often face greater challenges than male immigrants. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. Among other issues, this review looks at how the European Union has shown leadership in forging global agreements on sustainable development and climate change, and suggests the enhancement of a whole of EU approach in focusing on poverty reduction and countries that are most in need.

    Abstract: A better understanding of the way immigrants affect the economy in the Dominican Republic can help policy makers make the most of immigration. This report finds that the immigration in the Dominican Republic has a varying but limited economic impact. Immigrants seem to displace native-born workers in the labour market by increasing competition, but no effects were found on the labour income of the native-born population. The estimated share of value added generated by immigrants is close to their share of the population. At the same time, immigrants make a positive contribution to the government budget as they pay more in direct taxes and benefit less from public expenditure than the native-born population. Policies aiming to facilitate the integration of immigrants and a better inclusion of immigration into different sectoral policies would further enhance the economic contribution of immigrants in the Dominican Republic. The project aimed to analyse several economic impacts – on the labour market, economic growth, and public finance – of immigration in ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The empirical evidence stems from a combination of quantitative and qualitative analyses of secondary and in some cases primary data sources.

The second edition of Competitiveness in South East Europe: A Policy Outlook seeks to help SEE policy makers assess progress made towards their growth goals and benchmark them against regional peers and OECD good practices. The 17 policy dimensions addressed in this report encompass a wide range of areas key to economic competitiveness including the business environment, skills and capacity, the region's economic structure and its governance. The report leveraged a highly participatory assessment process which brought together more than 1 500 individual stakeholders including OECD experts, SEE policy makers, private sector representatives and regional policy networks and organisations to create a balanced view of performance. Since the latest edition of the report, there have been areas of noteworthy progress. The six assessed SEE economies have adopted strategies to improve the overall standard of education, acted to remove technical barriers to trade and taken steps to establish better financing mechanisms for small and medium-sized enterprises. Further efforts are underway to expand broadband services and close the digital divide, tackle inefficiencies in the energy and agriculture sectors, and address demographic challenges posed by long-term unemployment. Notwithstanding these important gains, there remain considerable challenges for these economies as they continue their journey towards structural reform.

This study reviews policy approaches to droughts, floods and typhoons in Myanmar, the Philippines, Thailand and Viet Nam in an effort to identify good practices and strengthen the resilience of the agricultural sector. The study assesses the risk exposure of this sector to weather-related disasters and reviews risk management policies using an OECD policy framework on the mitigation of droughts and floods in agriculture as a benchmark. The analysis reveals several priority areas to strengthen the resilience of the agricultural sectors in these four Association of Southeast Asian Nations (ASEAN) countries, including: 1) improving the prevention and mitigation components of disaster risk management by aligning policy incentives and by integrating risk-reduction measures into infrastructure planning and extension systems; 2) implementing and enforcing water allocation and water use restriction instruments to steer farmers towards more efficient water use; 3) enhancing the co-ordination of government and partner institutions' activities to enable a more timely response to disasters; and 4) improving the timely distribution of inputs, equipment and social protection measures like disaster-linked cash transfers to strengthen the capacity of farmers to recover from disasters.

Based on OECD standard methodology, the study provides quantitative estimates of government support provided to consumers and producers of coal, oil and related petroleum products, natural gas, and electricity and heat generated on the basis of these fossil fuels. This report also briefly looks at public support allocated to energy efficiency measures and renewable energy sources in the EaP countries, and discusses the taxation and energy pricing policies that underpin the analysis of energy subsidies. The project, Assessing the Economic Contribution of Labour Migration in Developing Countries as Countries of Destination, aimed to provide empirical evidence – both quantitative and qualitative – on the multiple ways immigrants affect their host countries. The report shows that labour migration has a relatively limited impact in terms of native-born workers’ labour market outcomes, economic growth and public finance in the ten partner countries. This implies that perceptions of possible negative effects of immigrants are often unjustified. But it also means that most countries of destination do not sufficiently leverage the human capital and expertise that immigrants bring. Public policies can play a key role in enhancing immigrants’ contribution to their host countries’ development.

    Abstract: Most developed countries now pursue policies that implicitly or explicitly aim at promoting compact urban form. This report analyses more than 300 academic papers that study the effects of compact urban form, and finds that 69% of the papers reviewed find positive effects associated with compact urban form. Over 70% of studies find positive effects of economic density (the number of people living or working in an area). A smaller majority of studies attribute positive effects to mixed land use (58%) and the density of the built environment (56%). These averages hide significant variation across specific dimensions of urban development. In order to understand the effects of compact urban form, the report estimates the monetary per capita value of the change in 15 outcomes in response to a 10% change in economic density. The major benefits of economic density arise from improved productivity and better access to jobs and services. Further benefits are generated through the preservation of urban green space, greater energy efficiency, pollution reduction and safer urban environments. The major costs of higher economic density are related to congestion, health and well-being. Increasing compactness can also contribute to higher land values and housing costs, which are borne disproportionately by renters and first-time buyers. Increasing economic density therefore requires accompanying policy interventions to maximise the benefits and minimise the costs associated with compactness. In particular, policymakers need to facilitate large-scale investment in housing supply and public transport networks to ensure efficient and equitable access to housing, services and jobs in compact cities.

    Abstract: Mexico has been a reform champion, having launched ambitious reforms in a broad range of areas. While the reforms are showing first positive effects they are not delivering to the extent they could. On many dimensions of well-being, including education, health and security amongst others, Mexico still lags behind the OECD average and regional development remains very uneven. While Mexico has done a lot to build a competitive economy, progress has been too slow in two complementary areas, namely strengthening institutions and fostering inclusion. The capacity of the public sector is weak, corruption remains widespread and the rule of law is week, all hindering trust in government institutions and the effective implementation of policies. Similarly, persistent inequalities and widespread poverty do not only mean that higher growth does not translate into widespread gains in well-being; these inequalities are also holding back growth as Mexico is not using all available talent. Mexico has taken measures to tackle these issues, but important implementation gaps remain. It will be important for the next government to build on past reform efforts, ensuring the full and effective implementation of already legislated changes to allow for reform continuity and to launch additional reforms in several priority areas, including the rule of law, education and social protection. Only then will Mexico be able to deliver a higher quality of life for all its people.

En adoptant cette approche, le rapport identifie les réseaux et les facteurs qui permettent à ces économies criminelles de prospérer, et met l'accent sur les acteurs et les incitations qui les sous-tendent. En conclusion de ce travail, le rapport propose une série de considérations politiques pour aider les pays à hiérarchiser et à cibler leurs réponses afin de réduire les impacts sur le développement des flux financiers illicites. Pour résoudre le problème des flux financiers illicites, il faut prendre en compte les défis sous-jacents liés au développement et s'attaquer au problème dans sa globalité dans les pays d'origine, de transit et de destination.

    Abstract: This report examines how public stockholding policies related to rice in Asia can influence domestic and international markets. Following a review of the working of rice public stockholding programmes in eight Asian countries (Bangladesh, China, India, Indonesia, Japan, Korea, the Philippines and Thailand), the report examines the impacts of these programmes over the medium term (2018-2030) and analyses how these impacts would change should the selected countries collectively set their public stocks to either a low or high level. Results show that the strongest impacts would occur during the three-year transition period when countries adjust their public stocks to the new levels, but that there would also be structural impacts over the medium term, although at a lower intensity, on procurement, domestic and international prices, availability, private stock levels, and public expenditure. In the event of a global production shock, the model projects that the immediate impact on prices and availability would be less severe under the high public stock scenario, but that recovery would be faster and public expenditure lower when countries hold smaller public stocks.

Yet, in spite of this promise, the financing for sustainable development gap is growing. While needs continue to increase, resources available to developing countries have been constrained and in some cases even declining, as illustrated by the recent drop in foreign direct investments. New financial instruments and interactions have yet to mobilise much-needed new resources in sufficient volumes. And despite significant advances, we do not yet fully understand the opportunities and risks faced by the various actors in this complex new global financing system. This report sounds a wake-up call. To fulfil the commitments of the 2030 Agenda, and lift hundreds of millions of people out of extreme poverty, the international community needs to maximise the development footprint of existing and future resources, thereby “shifting the trillions” towards the SDGs. The first in a series, this report charts a forward path for the changes required in measurement, policies, and operations to achieve these ambitious objectives.

The report offers a detailed overview of official development assistance (ODA) spending through the multilateral system. This year’s edition introduces three innovations. First, it examines the growing role of China, other sovereign states, philanthropy and the private sector as funders of multilateral organisations. Second, it analyses concessional and non-concessional spending by multilateral institutions, and discusses how multilateral action needs to adapt to the new development agenda. Third, it presents a new multi-dimensional metrics to measure the quality of multilateral funding, using financing to the World Health Organisation as a case study. Building on this evidence, the report outlines policy recommendations that provide a sound basis for principles of good multilateral donorship to deliver on the 2030 Agenda.

    Abstract: Housing in Korea has been part of the government policy development agenda for the past three decades contributing to reducing the historical housing shortage and improving the quality of dwellings. Despite its achievements, Korea now faces a housing affordability challenge as prices are too high for several social groups (i.e. newly wedded), owner occupancy levels are decreasing, and social housing is struggling to meet demand. Korea has a complex social housing system largely focused on low-income households, who still suffer from housing poverty in terms of housing stability, affordability and quality. A holistic view on housing policy to promote a more inclusive society and sustainable economic growth is needed. To overcome the current housing challenge requires expanding the network of public housing providers by including the private and community sectors that could alleviate the government’s financial burden. Korea is linking housing and urban regeneration strategies to respond to the complex challenges of social inclusion, job creation, housing and economic revitalisation. Korea has been at the forefront of smart city development for more than a decade, which has brought benefits to Korean cities such as integrated transport systems, and it is now committed to applying the concept as a vehicle for inclusive growth.

La inmigración tiende a reducir la tasa de empleo de la población autóctona, pero no afecta los ingresos laborales. Se calcula que la proporción del valor agregado producida por los inmigrantes es superior a su proporción en la población. En 2013, la contribución de los inmigrantes a las finanzas gubernamentales fue menor que la de la población autóctona, mientras que los gastos públicos fueron similares entre las dos poblaciones. Las políticas que tienen como objetivo facilitar la integración, aumentando el acceso de facto a los servicios públicos y al mercado laboral, pueden impulsar la contribución económica de los inmigrantes. Cómo los inmigrantes contribuyen a la economía de Costa Rica es resultado de un proyecto realizado por el Centro de Desarrollo de la OCDE y la Organización Internacional del Trabajo, con el apoyo de la Unión Europea. El proyecto se propuso analizar varios efectos económicos – en el mercado laboral, el crecimiento económico y las finanzas públicas – de la inmigración en diez países socios: Argentina, Costa Rica, Côte d’Ivoire, Ghana, Kirguistán, Nepal, la República Dominicana, Ruanda, Sudafrica y Tailandia. Las pruebas empíricas proceden de una combinación de análisis cualitativos y cuantitativos de fuentes de datos secundarias y en algunos casos primarias.

    Abstract: Ce rapport présente une analyse approfondie des principales réformes entreprises entre 2014 et 2018 pour promouvoir le développement des très petites, petites et moyennes entreprises dans huit économies du Sud du Bassin méditerranéen (Algérie, Égypte, Israël, Jordanie, Liban, Maroc, Autorité Palestinienne et Tunisie). Le rapport se concentre sur cinq domaines stratégiques pour l’élaboration des politiques en faveur des PME : les définitions des PME, les statistiques et les institutions, mais aussi comment améliorer l'environnement des affaires pour les PME et les entrepreneurs, favoriser l'accès au financement et soutenir les start-ups et la croissance des PME, sans oublier bien sûr le développement du capital humain entrepreneurial. Le rapport vise à présenter des bonnes pratiques et à indiquer les domaines dans lesquels des efforts supplémentaires sont nécessaires. Il fournit des conseils précieux aux gouvernements, aux organisations du secteur privé, aux organismes multilatéraux et aux autres parties prenantes. Il s’agit de redoubler d’efforts afin de soutenir les PME, qui sont autant de vecteurs essentiels de l’emploi et de la compétitivité. Cela est particulièrement pertinent dans une région qui s'efforce de stimuler la diversification économique, la création d'emplois et l'inclusion des jeunes et des femmes dans l'économie. Ce rapport est le fruit d’une collaboration étroite entre les gouvernements, l'OCDE, la Fondation européenne pour la formation et la Commission européenne.

    Abstract: The OECD Due Diligence Guidance for Responsible Supply Chains in the Garment and Footwear Sector helps enterprises implement the due diligence recommendations contained in the OECD Guidelines for Multinational Enterprises along the garment and footwear supply chain in order to avoid and address the potential negative impacts of their activities and supply chains. It supports the aims of the OECD Guidelines to ensure that the operations of enterprises in the garment and footwear sector are in harmony with government policies to strengthen the basis of mutual confidence between enterprises and the societies in which they operate. This Guidance will also support enterprises to implement the due diligence recommendations contained in the UN Guiding Principles on Business and Human Rights. The Guidance is aligned with the International Labour Organization’s (ILO) Declaration on Fundamental Principles and Rights at Work, relevant ILO Conventions and Recommendations and the ILO Tripartite Declaration of Principles Concerning Multinational Enterprises and Social Policy. Together with its modules on due diligence for specific risk areas, this Guidance provides enterprises with a complete package to operate and source responsibly in the garment and footwear sector. This Guidance was developed through a multi-stakeholder process with in-depth engagement from OECD and non-OECD countries, representatives from business, trade unions and civil society and was overseen by the Working Party on Responsible Business Conduct. It is practically-oriented, with an emphasis on collaborative constructive approaches to complex challenges. The Guidance builds on the in-depth reports of the National Contact Points (NCPs) of France and Italy on the implementation of the OECD Guidelines in the textile and garment sector and responds to statements made in June 2013 and 2014 by NCPs following the tragic collapse of Rana Plaza.

As recomendações formuladas abordam três domínios centrais: soluções digitais para o exercício de funções essenciais de governo, bases para um governo digital e serviços digitais para cidadãos e empresas.

    Abstract: A better understanding of how immigrants shape the economy of Costa Rica can help policy makers formulate policies to boost positive effects and mitigate negative effects of immigration. This report finds that immigration has a limited, but varying, economic impact in Costa Rica. Immigration tends to reduce the employment rate of the native-born population, but does not affect labour income. The estimated share of value added generated by immigrants is above their share of the population. In 2013, immigrants’ contribution to the government budget was below that of the native-born population, while expenditures for both groups were similar. Policies aimed at immigrant integration, by increasing de facto access to public services and to the labour market, could enhance immigrants’ economic contribution. How Immigrants Contribute to Costa Rica's Economy is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The project aimed to analyse several economic impacts – on the labour market, economic growth, and public finance – of immigration in ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The empirical evidence stems from a combination of quantitative and qualitative analyses of secondary and in some cases primary data sources.

    Abstract: This report is a first step towards building a qualitative understanding of the way illicit or criminal activities interact with the economy, security and development of West African states. Going beyond a traditional analysis of illicit financial flows (IFFs), which typically emphasises the scale of monetary flows, the report examines the nature of thirteen overlapping, and oftentimes mutually reinforcing, criminal and illicit economies, with a view to identify their resulting financial flows and development linkages. In taking this approach, this report identifies the networks and drivers that allow these criminal economies to thrive, with a particular emphasis on the actors and incentives behind them. As a conclusion to this work, this report proposes a series of policy considerations to assist countries to prioritise and focus their responses to reduce the development impacts of IFFs. Resolving the problem of IFFs requires responding to underlying development challenges, and tackling all parts of the problem in source, transit and destination countries.

Les données sur la sécurité alimentaire et nutritionnelle des populations urbaines, en forte croissance, sont rares et parcellaires. En utilisant les informations géoréférencées des Enquêtes démographiques et de santé (EDS), cette Note estime le nombre total et la prévalence de la sous-nutrition et de la surnutrition en Afrique de l'Ouest aussi bien en milieu rural qu’urbain. L'analyse révèle que près de 110 millions de personnes en Afrique de l'Ouest n’ont pas une alimentation adéquate à leurs besoins nutritionnels. Plus de 58 millions de personnes souffrent d'insuffisance pondérale, dont 22 millions en ville. Les autres 52 millions sont en surpoids ou obèses, dont la grande majorité sont des citadins de plus de 15 ans. Ces résultats montrent la gravité du «double fardeau» de la sous-nutrition et surnutrition et appellent à renouveler les efforts en matière de développement d’outils de suivi de la sécurité alimentaire et nutritionnelle en milieu urbain.

    Abstract: The Sustainable Development Goals (SDGs) are highly intertwined with sectors such as health, education, energy or agriculture. Hence, measuring official development finance (ODF) flowing to sectors is critical to designing efficient development strategies in the SDG era. Yet, this exercise is complex, and this report is a first attempt to provide a comprehensive picture of ODF allocations by sector. The analysis includes not only official development assistance (ODA), but also other official flows (OOF) and resources mobilised from the private sector by official development interventions. It provides unique data for the period 2012-16 on sectors financing by country, type of instrument and channel of delivery. It looks into potential data gaps and the challenge of matching the traditional typologies of donors’ investment by sector with their expected, multi-sectoral outcomes, as framed by the SDGs. The report provides policy makers and sectoral experts with some insights into the implications of the 2030 Agenda for the sectoral strategies of development co-operation providers.

A more coherent multilateral system will be essential to reconcile and deliver the economic, social and environmental transformations needed to achieve the Sustainable Development Goals (SDGs). The 2018 edition of Policy Coherence for Sustainable Development shows how integrated and coherent policies, supported by strong institutional mechanisms, can contribute to the “Transformation towards sustainable and resilient societies” – the theme of the 2018 United Nations High-level Political Forum (HLPF). The report applies the institutional, analytical and monitoring elements of the “policy coherence for sustainable development” framework to identify challenges and opportunities facing governments as they move to implement the SDGs, both at the national level and collectively at the global level. The report suggests eight building blocks for enhancing policy coherence for sustainable development (SDG Target 17.14), and identifies emerging good institutional practices drawing on recent OECD work, country surveys and voluntary national reviews. It includes 19 country profiles and sets out options for tracking progress on policy coherence for sustainable development at the national level.

This cross-country review of the digital transformation of the public sectors in Angola, Cabo Verde, Guinea-Bissau, Mozambique, Sao Tome and Principe and Timor-Leste reviews progress towards digital government and suggests strategies for enabling more effective, collaborative and sustainable digital government policies and approaches in PALOP-TL countries. These recommendations address three main areas: digital solutions for the delivery of core government functions, foundations for a digital government transformation, and digital services for citizens and businesses.

Эти аспекты обычно находятся в центре водных проблем и в них содержится ключ к решению сложных задач водной политики. В мире имеется более 8000 крупных систем многоцелевой водохозяйственной инфраструктуры (МЦВИ), которая вносит вклад в экономическое развитие, а также водную, продовольственную и энергетическую безопасность. МЦВИ включают в себя все рукотворные водохозяйственные системы: дамбы, плотины, водохранилища и связанные с ними оросительные каналы и системы водоснабжения. Обзор системы социальной защиты Кыргызстана выходит в то время, когда дисбаланс и раздробленность в системе обеспечения социальной защиты снижают эффективность и ставят под угрозу ее долгосрочную устойчивость. В настоящем обзоре предлагается системный подход к решению этих проблем в соответствии с обязательствами Правительства Кыргызстана по созданию согласованной и широкомасштабной системы социальной защиты. В нем содержится анализ как текущих проблемы, стоящих перед Кыргызстаном, так и проблем, с которыми ему предстоит столкнуться в будущем, а также возможностей их решения, посредством реализации существующих программ социальной защиты. The Central Asian countries have long recognised the importance of enhancing the competitiveness of their economies, diversifying the production structures and improving the resilience to external shocks. This will require ambitious reforms in three areas: governance, connectivity, and business environment. This publication focuses mostly on aspects of the business environment and reflects several years of OECD work with Central Asian countries on access to finance, business internationalisation and skills development. Each of the country case studies presented here is the result of a country-specific project carried out by the OECD, hand-in-hand with the governments of Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Uzbekistan.

En muchas dimensiones del bienestar, incluidas la educación, la salud y la seguridad, entre otras, México todavía continúa por detrás del promedio de la OCDE y su desarrollo regional sigue siendo muy desigual. A pesar de todo el esfuerzo que México ha realizado para crear una economía competitiva, los avances han sido demasiado lentos en dos ámbitos complementarios, en concreto, el fortalecimiento de las instituciones y el fomento de la inclusión. La capacidad del sector público es escasa, la corrupción continúa siendo generalizada y el estado de derecho es débil, todo lo cual mina la confianza en las instituciones gubernamentales e impide la implementación efectiva de las políticas. Del mismo modo, la persistencia de las desigualdades y la pobreza generalizada no solo supone que el mayor crecimiento no se traslada en mejoras amplias en el bienestar, sino también que dichas desigualdades constituyen un freno al crecimiento, ya que México no está aprovechando todo el talento disponible. México ha adoptado medidas para abordar estas cuestiones, pero todavía persisten brechas de implementación sustanciales. Sería importante que el próximo gobierno consolidara los anteriores esfuerzos de reforma, asegurando la implementación plena y efectiva de los cambios ya legislados para posibilitar la continuidad reformista y emprender reformas adicionales en varios ámbitos prioritarios, incluidos el estado de derecho, la educación y la protección social. Soló así México será capaz de proporcionar a su población una mayor calidad de vida.
