    Abstract: Reaching climate neutrality requires economic transformations of unprecedented scale and speed. Immediate action from the business community can avoid unnecessary costs, create wellbeing co-benefits and prepare local businesses with a better competitive position in the future climate neutral economy. This report shows what reaching climate neutrality by 2040 means for Hamburg businesses and identifies key actions they need to undertake. It provides insights where the Hamburg economy and its businesses stand on the way to climate neutrality and on their needs to advance, drawing on a business survey. The study also shares insights from action plans of selected comparison cities. It points to cross-sector as well as to sector-specific challenges and opportunities for Hamburg businesses. This includes making better use of low-cost renewables, addressing energy efficiency in buildings as well as challenges and opportunities in activities in and around the port and in industry. It highlights Hamburg's potential as a hydrogen hub as well as the need to adopt circular economy practices. It illustrates that a regional and business perspective are necessary to achieve climate neutrality in prosperity, requiring individual and collective business action.

    Abstract: This paper provides evidence on the impact of international migrants on regional innovation. The study combines administrative individual-level data covering all Australian residents with data on intellectual property rights applications such as patents, trademarks, and design rights. The analysis uses a standard shift-share instrument based on past migrant settlements to identify the causal effects of migration on innovation. Its four main findings are the following: First, on average, a one percentage point increase in the regional employment share of higher-educated migrants relative to total employment leads to a 4.8% rise in regional patent applications in the medium run (five years). Second, while migrants of all skill and education levels have a positive impact on patenting, those in scientific occupations have the largest effect. Third, regions with lower levels of patenting benefit relatively more from increases in migration compared to those with higher patenting levels. Fourth, there is no effect of migration on trademarks or design rights applications.

    Abstract: The OECD Territorial Review of the Brussels-Capital Region, Belgium, provides an in-depth assessment of the trends, challenges and opportunities for sustainable and inclusive urban development in the region. It aims to help tackle the so-called ‘Brussels paradox’ between a highly performing region in terms of economic wealth creation and competitiveness but relatively poor social conditions. The region is also grappling with a shortage of affordable and quality housing, as well as several mobility challenges, including a high reliance on individual cars and traffic congestion, resulting in high commuting times and pollution levels, despite good accessibility to public transport. Although a comprehensive urban and land-use planning system exists, there is a lack of co-ordination with the surrounding regions and municipalities to drive more effective policies on housing, mobility, and other infrastructure investments. This review also examines the governance and institutional framework and suggests policy actions to strengthen co-ordination and co-operation mechanisms, and promote incremental collaboration at the metropolitan level. Finally, the review provides recommendations to enhance public finances in the region, focusing on better compensating for its additional charges, co-ordinating public investment among levels of government more efficiently, and establishing a metropolitan fund.

    Abstract: German federal states and municipalities have engaged in decentralised development co-operation (DDC) since the 1950s. Germany provides over half of total official development assistance (ODA) in the world that is channelled as DDC. However, most of this support remains within German borders. To incentivise further international partnerships, the federal government has established dedicated programmes and financial support schemes for states and municipalities. This report presents key data on the DDC landscape in Germany and offers guidance on how to strengthen its role in enabling peer-to-peer learning and improve collaboration between German states and municipalities. It also showcases how to further raise awareness about the mutual benefits of DDC partnerships, including through better ODA data reporting and a harmonised approach to monitoring and evaluating its results across levels of government.

    Abstract: This paper assesses differences in life satisfaction along the urban-rural continuum in 111 countries across all world regions. It combines survey data with a consistent definition of settlements to maximise international comparability. Globally, once controlled for individual characteristics, life satisfaction in cities is slightly higher than in rural areas, although the difference decreases with development levels and disappears for high-income countries. Among the factors associated with such differences are city-rural gaps in reported health problems, in physical infrastructure (built-up area), in expectations for future economic conditions, as well as in perceived housing affordability. Finally, we show that life satisfaction also varies by city size. Globally, large cities between one and five million inhabitants drive the observed city-premium but stark heterogeneity exists across income levels. Residents in large metropolises over five million inhabitants report the highest and lowest life satisfaction in low- and high- income countries, respectively.

    Abstract: On 6 February 2023, two large earthquakes with magnitudes of 7.6 and 7.7 hit central and southern Türkiye and northern Syria resulting in widespread damage and fatalities in the region and leaving 3.3 million displaced. This note – prepared for a workshop to support the affected city of Gaziantep in March 2023 - provides an overview of the affected regions, and key issues and recommendations to support the recovery, based on international experience. It highlights that a plan should be made to support displaced residents for an extended period, identify high-risk families, train the workforce needed for the reconstruction effort, strengthen governance processes to protect recovery funds, coordinate reconstruction efforts across levels of government and with international donors, and engage communities in ambitious plans to improve infrastructure going forward.

    Abstract: This paper maps “who does what” across levels of government in OECD countries in relation to active labour market policies (ALMPs), with a focus on the role of subnational governments. It highlights recent reforms in the multi-level governance of ALMPs in a number of countries, and shows that in about two out of five OECD countries, subnational governments have some type of formal competences for delivering ALMPs. It also shows other ways subnational governments are commonly involved in such policies. This includes delivering their own labour market programmes, often targeted to those farthest from the labour market or facing multiple barriers to employment. Finally, it considers some of the benefits and drawbacks of more decentralised approaches to ALMPs and offers some general principles for managing these trade-offs across different types of governance systems.

Als Reaktion auf die Energiekrise wurde eine Reihe von Maßnahmen ergriffen, deren Größenordnung und Reichweite historisch sind. Diese dürften die Energiewende in den kommenden Jahren deutlich schneller voranbringen. Außerdem verstärkt Deutschland sein Engagement in der Klimaanpassung auf allen staatlichen Ebenen und hat ein ehrgeiziges Förderprogramm für Investitionen in naturbasierte Lösungen aufgelegt. Dies ist die vierte Ausgabe des OECD-Umweltprüfberichts Deutschland. Er enthält 28 Empfehlungen, die Deutschland helfen sollen, seine Umweltergebnisse weiter zu verbessern.

    Abstract: City-to-city partnerships and decentralised development co-operation (DDC) can play a key role in advancing the SDGs and in addressing global megatrends, the aftermath of the COVID-19 pandemic and other shocks. This report discusses the framework conditions for effective city-to-city partnerships and takes stock of existing monitoring and evaluation mechanisms. As a complement, it proposes a systemic monitoring and evaluation framework for city-to-city partnerships to localise the SDGs, combining self-assessment and SDG indicators. This framework aims to bridge the gap in terms of measuring the progress of cities engaged in partnerships on the 2030 Agenda and their compliance with the G20 Rome High-Level Principles on city-to-city partnerships for localising the SDGs. The report also presents lessons learned from a pilot-testing of this new framework and highlights policy implications and ways forward to enhance the sustainability, transparency and accountability of city-to-city partnerships, in a shared responsibility across levels of government and stakeholders.

It has ambitious climate targets with the aim to reach climate neutrality by 2045 and achieve negative emissions after 2050. It is also scaling up its engagement on climate change adaptation across all government levels and has initiated an ambitious programme to foster investments in nature-based solutions. The study investigates the link between fiscal federalism institutions and ecological transition policies, focusing on regional and local governments’ role in implementing environmental goals. Despite subnational governments’ commitment to green objectives, comprehensive plan implementation has been limited due to local governments’ incentive schemes and capacity constraints. The paper examines the potential of fiscal federalism institutions, such as fiscal rules, transfers and capacity-building programs, to support ecological transition policies. The research emphasises engaging regional and local governments in the green agenda and highlights the need for tailored approaches in multi-level fiscal governance to effectively achieve environmental goals. By investigating fiscal federalism’s potential contribution to ecological transition, the paper offers valuable insights for policymakers addressing environmental challenges through a multi-level governance approach.

    Abstract: The quality of Internet connections is increasingly important for people’s daily lives as work and access to services move to the digital sphere. Likewise, businesses and public agencies need to rely more and more on the digital networks for service delivery. However, the way individuals experience the Internet can vary substantially within countries, notably along the urban-rural continuum. Measuring such variation in a consistent way is important to understand where intervention is most needed to deliver better connections to everyone. This paper assesses within-country spatial disparities in connectivity across OECD and G20 countries, using publicly available data on the speed of connections from an Internet speed test provider, applying consistent spatial definitions – i.e. the OECD classification of regions and the Degree of Urbanisation. Using data from Denmark, it finds that the use of speed tests to assess the quality of internet connection is coherent with national sources. Results show that, in OECD countries, regions far from metropolitan areas can experience up to 24% slower Internet speeds than the national average. Overall, cities have 75% higher speed of connection than rural areas, on average.

    Abstract: The COVID-19 pandemic has led to a significant shift in the way people work, with an increasing number of individuals opting to work from home. Fewer commutes allow people to live further away from the city centre, where jobs typically concentrate. Against this background, this paper tests the hypothesis of a shift in housing demand away from the city centre towards the suburbs using a novel granular house price data set covering 16 OECD countries. The results indicate a flattening of the house price gradients in most large urban areas with profound consequences for housing policies and the city of the future.

    Abstract: This report provides a global assessment and outlook on wildfire risk in the context of climate change. The report underlines the urgent need for governments to scale up climate change adaptation efforts to limit future wildfire costs.

    Abstract: Dieser Open-Access-Sammelband hinterfragt, wie sich internationale Kulturzusammenarbeit zwischen Ländern unterschiedlicher Kultursysteme und -traditionen erreichen lässt. In Deutschland ist Auswärtige Kulturpolitik von dem Gedanken geleitet, dass globale Herausforderungen Multilateralismus erfordern. Im chinesischen Diskurs dagegen finden andere Kernbegriffe wie z.B. „Tianxia“ Verwendung, die im nicht-chinesischen Kontext einer Interpretation bedürfen. Um der Differenz – aber auch den Gemeinsamkeiten – auf den Grund zu gehen, untersuchen Wissenschaftler*innen und Praktiker*innen aus China und Deutschland Selbst- und Fremdwahrnehmungen sowie Kooperationen in kulturellen Begegnungen. Auf diese Weise sollen Grundlagen für ein besseres gegenseitiges Verständnis sowie für kulturelle Kooperation zwischen beiden Ländern ermöglicht werden.     Abstract: This Open-Access-book questions the relationship between institutionalized images and understandings of policing – the monolithic ideas common to most, if not all, Western law enforcement agencies – and contextual, situative, and local interactions where the human representatives of policing – street-level officers – come into contact with residents. The political and theoretical association of specific forms of “Western” policing with democratic society can be illustrated in the case of German integration: narratives of reform and essentially forging new democratic police agencies in the “new German states” stand at odds with much of the experience and statements of officers who continued to serve following (Re)Unification. Officers who present their works primarily in terms of their local responsibilities, expectations and more specifically to their unique and individual relationship and connection to their communities downplay the relevance of high-level policing policy. Based on a two-year ethnographic study of policing in a rural county in the German state of Brandenburg, this book explores the local nature of policing both in terms of how police officers imagine their communities to be and with reference to broader societal expectations and assumptions of what police, essentially, are, can effectively do, and should effectively do. About the author Aaron Bielejewski is a research associate at the Centre for Criminological Research Saxony. He studies cultural and interactionist aspects of police work and prison.

    Abstract: Das Konzept der Smart City wird in wissenschaftlicher, politischer, medialer und projektpraktischer Hinsicht bislang überwiegend in großen Städten bearbeitet. Demgegenüber empfinden kleine, ländlich geprägte Gemeinden den Smart-City-Diskurs überwiegend als fremd. Es mangelt an inhaltlichen Modellentwürfen, Vorgehensmodellen und an kommunale Entscheidungsträger gerichtete Handlungsempfehlungen, die sich am Aufgabenportfolio, den speziellen Rahmenbedingungen und Herausforderungen kreisangehöriger Gemeinden in einer Größenklasse bis 20.000 Einwohner orientieren. Dieses Buch widmet sich diesen Aufgabenstellungen und entwirft erstens ein inhaltliches Modell einer smarten Kommune als Spiegelbild zur smarten Stadt. Zweitens wird in dieser Analyse auf der Grundlage von Erfahrungen baden-württembergischer Pilotkommunen ein schrittweises Vorgehen zur Entwicklung eines individuellen Modells der smarten Kommune für kleine Gemeinden aufgezeigt. Die Autorin Ilona Benz ist Geschäftsführerin einer städtischen Digitalisierungsgesellschaft und Chief Digital Officer der Stadt Kaiserslautern. Zuvor hat sie als Leiterin der Stabsstelle Digitalisierung beim Gemeindetag Baden-Württemberg mehr als fünf Jahre lang kleine Gemeinden auf ihrem Weg in die digitale Zukunft begleitet.     Abstract: This report assesses the current state and future potential of cultural and creative sectors (CCS) in the nine outermost regions of the European Union (EU): Guadeloupe, French Guiana, Martinique, Mayotte, Réunion, and Saint Martin (France); the Azores and Madeira (Portugal); and the Canary Islands (Spain). Global trends, such as increases in cultural tourism, trade in creative goods and services, and FDI in CCS offer significant opportunities for EU outermost regions to expand their cultural and creative sectors, promote synergies with tourism and help drive job creation. In addition, CCS policies can also boost well-being outcomes and social cohesion through preserving and promoting local cultural heritage and encouraging cultural participation. CCS policy which capitalises on these global trends, whilst recognising the specific context of EU outermost regions, could help promote these areas and contribute to local development.

    Abstract: This paper provides novel evidence on the regional impact of international migration on native employment and wages in Australia, using unique administrative individual-level panel data covering all residents from 2011 to 2018. Employing a differences-in-differences estimation strategy and a well-established shift-share instrumental variable (IV) approach based on census data from 1981, the study addresses potential endogeneity concerns related to migrant settlement patterns. The analysis reveals a positive impact of migration on native employment across all skill levels, ages, and genders, while wages remain unaffected. Examining the drivers of the employment effect shows that the arrival of migrants leads to a substantial increase of newly employed natives in the region and a decrease in the number of previously employed natives, with the former outweighing the latter. Most of the dynamic results from geographic mobility rather than labour market transition.

    Abstract: The Province of Córdoba in Argentina has adopted the Sustainable Development Goals (SDGs) as a holistic framework to promote social inclusion and well-being, and to address its territorial development challenges in an integrated way. Building on the recommendations from the OECD report on “A Territorial Approach to the SDGs in Córdoba, Argentina” (2021), Córdoba’s policies have focused on the following four strategic axes: (i) gender and employment, (ii) education for employment, (iii) housing and access to essential services, and (iv) bridging the digital divide. This paper provides the Province of Córdoba with a set of recommendations to move these axes forward through a comprehensive approach using the SDG lens, including to bridge the digital divide in the labour market, ensure equitable access to services such as quality education, and create an inclusive and supportive environment that empowers women to fully participate in the workforce.

    Abstract: Subnational governments in Asia and the Pacific are key providers of the public services and infrastructure required to achieve the Sustainable Development Goals. Given this role, it is essential that policymakers and development partners understand and support the effective functioning of multi-level governance structures and subnational government finances across the region. This joint OECD-ADB report provides a comprehensive overview of subnational governments across Asia and the Pacific. It covers over 467,000 subnational governments from 26 countries, which represent 53% of the world’s population and 40% of global GDP. On average in 2020, subnational governments in the region accounted for 29% of total public expenditure (8.8% of GDP), 35% of total public revenue (8.5% of GDP) and 38% of public investment (2% of GDP). Harnessing unique data from the 3rd edition of the OECD-UCLG World Observatory on Subnational Government Finance and Investment, the analysis highlights how decentralisation and territorial reforms have reconfigured the structures and finances of subnational governments in the region. It covers a range of topics including fiscal rules, financial management capacity, priority-based budgeting, asset management and the use of public-private partnerships.

    Abstract: Das herkömmliche Rechnungswesen der öffentlichen Verwaltung ist die Kameralistik. Diese ist den gestiegenen Anforderungen aus Sicht von Wissenschaft und Praxis nicht mehr gewachsen und wird in Teilen der öffentlichen Hand seit nunmehr zwei Jahrzehnten durch die Doppelte Buchführung (Doppik) abgelöst. Das vorliegende Buch untersucht die Wirkungen dieser Reform auf das Handeln der betroffenen Akteure. Es wird der Frage nachgegangen, ob und gegebenenfalls unter welchen institutionellen Bedingungen das doppische Haushalts- und Rechnungswesen bzw. die darin integrierten Instrumente im kommunalen und staatlichen Bereich den mit der Einführung verbundenen Erwartungen gerecht werden kann. Untersucht werden deshalb die Fragen nach effizienzfeindlichen Institutionen der Finanzsteuerung und deren konzeptioneller Berücksichtigung in der Doppik. Dabei werden die Grenzen der Reform, aber auch die organisationsbezogenen Effizienzpotenziale der Einführung von dezentraler Budgetierung, Zielvereinbarungen und einem auf Quasiwettbewerb beruhenden Controllings theoretisch fundiert nachgewiesen und Lösungsvorschläge abgeleitet. Der Autor Matthias Knödler hat das Projekt der Einführung des Neuen Kommunalen Haushalts- und Rechnungswesens in den Kommunen des Landes Sachsen-Anhalt als wissenschaftlicher Mitarbeiter begleitet und arbeitet derzeit im Bereich Haushaltswesen/Controlling in der Landesverwaltung Sachsen-Anhalt.

    Abstract: Regional development is rooted in place-based strategic planning and strengthened regional innovation systems. In Romania, the eight Regional Development Agencies (RDAs) are responsible for strategic planning for regional development and delivering innovation support services to regional and local actors. They also manage the public investment funds dedicated to these activities. These are challenging tasks. Many RDAs face difficulties in ensuring that regional and sub-regional development objectives and priorities align, expanding the definition of innovation, and activating their regional innovation ecosystem. Equally difficult is keeping stakeholders engaged and committed to the regional development and innovation agendas. This report synthesises the regional development and innovation challenges facing Romania’s RDAs and potential activities to overcome these in three areas – strategic planning and performance measurement, finance and implementation, and communication and stakeholder engagement. It also offers insights and recommendations for higher-levels bodies to further support RDAs through guidance, facilitating peer-exchange, and actively engaging the RDAs in regional development decision making.

It illustrates some of the key challenges in the local implementation of NbS in Hungary and provides international examples of how they are tackled in diverse contexts. It also discusses the role of reforms about the enabling environment to mobilise further public and private investment in climate adaptation.

    Abstract: Fiscal equalisation and regional development policies have often been perceived as separate policy fields. As a result, little is known about their potential interactions and implications for economic growth and welfare. This working paper reviews the two policies, explores the potential for enhanced synergies between the two, and proposes a theoretical framework linking them. The latter, which has not been empirically tested yet, posits that if regional development policies are correctly designed and implemented, their success should result in a drop of income disparities. Coupled with good governance practices and a framework that clearly allocates responsibilities among levels of government, more equal jurisdictions would find it easier to provide similar levels of services with comparable tax rates across the country. Therefore, whilst correctly designed and implemented fiscal equalisation policies remain a tool to patch gaps that may occur due to the shifting variety of revenue potential and spending needs of subnational entities, the need and the size of fiscal equalisation transfers could be significantly reduced if regional development policies in place are effective. This working paper concludes with a discussion on the benefits and challenges of enhancing synergies between the two policies, opening the door for future in-depth research.

    Abstract: This paper examines the contribution of international migrants to regional differences in labour productivity in Australia. The study relies on individual-level administrative wage data from 2011 to 2018. It finds that a region with a 10% larger migrant share has, on average, a 1.3% larger regional wage difference, which indicates a positive link between migration and labour productivity. The presence of migrants benefits native workers with different skill levels residing in all types of regions. The positive effects of migrants are even more pronounced for higher-skilled migrants. Concretely, a region with a 10% larger share of higher-skilled migrants has, on average, a 1% higher regional productivity difference. However, these additional benefits mainly accrue to more productive regions and those with higher migrant shares than the median region.

    Abstract: Given the direct impacts of climate change are felt first and foremost at the local level, many have called for climate adaptation to be a local responsibility. Indeed, local authorities have a major influence on climate change adaptation - such as through their land use and permitting decisions. Yet, their actions are strongly determined by the national fiscal, regulatory and policy contexts in which they are embedded in. This policy paper provides an overview and a discussion of the roles and responsibilities for climate adaptation across levels of government. It argues that co-operation across levels of government is needed to strengthen adaptation at the local level. This policy paper was prepared as part of the OECD Territorial Approach to Climate Action and Resilience programme, which supports subnational authorities in their efforts to accelerate the net zero transition and build systemic resilience.

    Abstract: Dieser Open-Access-Sammelband hinterfragt, wie sich internationale Kulturzusammenarbeit zwischen Ländern unterschiedlicher Kultursysteme und -traditionen erreichen lässt. In Deutschland ist Auswärtige Kulturpolitik von dem Gedanken geleitet, dass globale Herausforderungen Multilateralismus erfordern. Im chinesischen Diskurs dagegen finden andere Kernbegriffe wie z.B. „Tianxia“ Verwendung, die im nicht-chinesischen Kontext einer Interpretation bedürfen. Um der Differenz – aber auch den Gemeinsamkeiten – auf den Grund zu gehen, untersuchen Wissenschaftler*innen und Praktiker*innen aus China und Deutschland Selbst- und Fremdwahrnehmungen sowie Kooperationen in kulturellen Begegnungen.     Abstract: Das Buch beschäftigt sich mit dem Einfluss politischer Kulturen auf die Antiterrorpolitik in Frankreich, Belgien und Deutschland infolge islamistischer Terroranschläge im Zeitraum von 2015 bis 2017. Im Kern geht es um die Frage, weshalb sich in Frankreich außerordentliche Maßnahmen samt Ausrufen des Ausnahmezustandes initiieren und gegenüber den Menschen im Land legitimieren ließen, während politische Akteure in Belgien und Deutschland darauf verzichteten. Um die Frage zu beantworten, hat die Autorin Interviews mit politischen Entscheidungsträgern in den drei Ländern geführt sowie Exekutivdiskurse unterschiedlicher Genres ausgewertet: Beiträge im Parlament, Regierungserklärungen, öffentliche Ansprachen, Trauerbekundungen, Pressemitteilungen, Interviewbeiträge. Auf der Grundlage einer vergleichenden qualitativen Fallstudie verdeutlicht sie, dass sich politische Entscheidungsträger bei der Wahl und sprachlichen Legitimierung von Antiterrormaßnahmen nicht nur auf rein materielle oder rationalistische Abwägungen stützen (konnten), sondern ihnen kollektive Erinnerungen an Ausnahmezustände sowie unterschiedliche Verfassungskulturen eine Orientierungshilfe für angemessenes Verhalten gaben. Die Autorin Dr. Sophie Hegemann studierte innerhalb des deutsch-französischen Studiengangs Sozialwissenschaften (Universität Stuttgart)/Sciences Po (IEP Bordeaux).     Abstract: Im Rahmen der „Flüchtlingskrise“ ab 2015 war vielerorts die Rede davon, dass die Polarisierung zu einer Erosion des gesellschaftlichen Zusammenhalts in Deutschland geführt habe und entsprechend gegengesteuert werden müsse. Dabei geht die diskursive Präsenz des gesellschaftlichen Zusammenhalts jedoch nicht mit begrifflicher Klarheit einher, auch nicht auf der wissenschaftlichen Ebene. Um dem Diskurs mehr Substanz zu verleihen, untersucht Frederik Schäfer in dieser Arbeit den gesellschaftlichen Zusammenhalt in Deutschland sowie den Konnex zur Migrations- und Flüchtlingsthematik, indem er den Fokus sowohl auf die politische Theorie als auch auf die Analyse qualitativer Experteninterviews richtet. Die Verknüpfung von Theorie und Empirie zeigt, dass hinsichtlich des gesellschaftlichen Zusammenhalts kollektivistische sowie individualistische Zugänge im politischen Alltag nur eine geringe Relevanz haben. Vielmehr werden gemeinsame Werte weitgehend als konstitutiv für den Zusammenhalt wahrgenommen. Konkret haben sich Engagement und Begegnung sowie Arbeit als zentrale Faktoren des Zusammenhalts herauskristallisiert. Zudem zeigt das Buch, dass die Debatte um Migration und Flüchtlinge mitunter an der zugrunde liegenden Problematik vorbeigeht – vor allem in Sachsen lässt sich der polarisierte Konflikt als eine Chiffre für historisch bedingte Ungerechtigkeitswahrnehmungen verstehen. Der Autor Frederik Schäfer arbeitet hauptberuflich als Journalist und ist als Autor von Sachbüchern tätig.

Der Umgang des Staates und seiner Institutionen mit (schmerzhafter) Vergangenheit und den Orten, an denen die Erinnerung an diese Vergangenheit „haftet“, ist zwar seit Jahren Gegenstand intensiver Forschung. Die verwaltungsrechtliche und verwaltungshistorische Perspektive ist dabei jedoch deutlich unterrepräsentiert gewesen. Nicht nur Fragen der Aufgabenverteilung zwischen den staatlichen und den zivilgesellschaftlichen Akteuren, sondern auch die Kompetenzen, Organisationsformen und Entscheidungsmaßstäbe der mit Erinnerungsaufgaben befassten Behörden und Einrichtungen sind bislang nur punktuell beleuchtet worden. Sind der Bund und die Länder allein als Förderer oder Koordinatoren für kommunale und zivilgesellschaftliche erinnerungskulturelle Aktivitäten gefragt? Besteht ein Handlungsbedarf für die Schaffung einer zentralen – zumindest einer überörtlichen – erinnerungskulturellen Infrastruktur? Bedürfen Gedenkstätten und andere Erinnerungsorte eines spezifischen ordnungsrechtlichen Schutzes? Wie kann die Sicherstellung des Pietätsschutzes an Orten des Gedenkens verfassungskonform ausgestaltet werden? Erfordert ein angemessener Umgang mit flächenhaften Zeugnissen der deutschen Vergangenheit wie dem Westwall und den Relikten des „Eisernen Vorhangs“ besondere rechtliche Vorkehrungen? Diese Lücke soll der vorliegende Band füllen, der im Rahmen eines von der Hochschule für Polizei und öffentliche Verwaltung des Landes Nordrhein-Westfalen geförderten Projekts entstanden ist.     Abstract: Spätestens mit den Debatten zu einer zunehmenden Polarisierung der deutschen und anderer europäischer Gesellschaften rückt die Frage nach Prozessen der Radikalisierung in den Blick. Neben individuellen Radikalisierungen sind es vor allem gesellschaftliche Rahmenbedingungen, die für die Radikalisierung, manchmal sogar ganzer Gruppen, verantwortlich zeichnen.     Abstract: Scotland (UK) is a strong innovator, ranking among the top 20% of economies among European regions, with strengths in university-firm collaborations and skills for innovation. With close to two-thirds of all growth in productivity from 2010 to 2018 coming from better use of resources in remote rural areas, rural areas are critical to economic prosperity. In addition to the valuable heritage that they offer, rural areas in Scotland have had remarkable achievements over the past decade in terms of economic growth, social innovation and progress for climate mitigation. Unlike the demographic decline perceived in OECD countries, the decline in rural areas of Scotland is much slower. In the case of accessible rural areas, the population is still growing. In part, much of the progress of ensuring well-being in rural areas, is supported by mechanisms to link entrepreneurs with researchers, regional support for entrepreneurs and an established system of social entrepreneurship. This report sets the scene, reviews main policies and programmes impacting rural innovation, and explores the importance of social innovation in rural areas. It provides recommendations to reinforce some of the good practices in Scotland, which is particularly important as the government implements the new National Innovation Strategy.

    Abstract: This paper provides novel evidence on the regional impact of immigration on native employment in a cross-country framework based on rich European Labour Force Surveys and past censuses data for 2010-2019. The paper finds a modest average impact of the rise in the share of immigrants across European regions on the employment-to-population rate of natives, but highly uneven effects over time and across workers and regions. The short-run estimates show adverse employment effects in response to immigration that nevertheless disappear in the longer run. High-school or less educated native workers experience employment losses due to immigration, whereas higher educated workers are more likely to experience employment gains. Moreover, the presence of institutions providing strict employment protection and high coverage of collective wage agreements exert a protective effect on native employment. Finally, the paper finds that regions experiencing strong growth can absorb immigrant workers, resulting in little or no effect on the native workforce, including in the short-run.

The methodology considers more than 50 indicators to develop regional attractiveness profiles covering six domains of attractiveness: economic attraction, connectedness, visitor appeal, natural environment, resident well-being, and land-use and housing. The report helps regional and national policy makers to understand how individual regions fare in a new global environment that continues to deal with the impacts of the COVID-19 crisis, compounded by the consequences of Russia's war of aggression against Ukraine and existing megatrends – all of which produce asymmetric impacts within and between countries and regions – and identify the policy levers available to enhance their attractiveness to the international target groups of investors, talent, and visitors. It also considers the need to co-ordinate across levels of government, across policy fields, and with private stakeholders, and highlights good practices to implement regional attractiveness policies.

    Abstract: The Future of Rural Manufacturing provides insights on the transformations that have occurred in manufacturing across rural regions in recent decades. With support from the European Commission, the project combines a wide range of both quantitative and qualitative analysis. The former examines broad trends in manufacturing performance across OECD rural (TL3) regions between 2000 and 2019, with deeper dives that draw on more granular microdata in 14 OECD countries. Case studies were conducted across 12 regions in Slovenia, Germany, Italy, and France. They comprised interviews with over 300 local, regional, and national actors across government, private sector, universities, research institutes, NGOs and non-profit community organisations. The project also benefited from foresight and futures workshops conducted in January and July 2022 with experts and policymakers across OECD countries.

    Abstract: Platform cooperatives refer to cooperatives that are directly owned and managed by their members and that use websites and/or mobile apps to sell goods and/or services. They have emerged in large part as alternatives to digital labour platforms to promote better working conditions with evidence of significant growth in recent years. This paper provides an overview of employment in platform cooperatives and offers insights on their distinctive features. In particular, it provides i) insights on working conditions associated with such platforms; ii) an overview on the challenges they face in creating jobs as well as scaling up, developing and expanding their activity; and iii) policy recommendations and examples of policy actions that could help policy makers best support them to generate work opportunities and enhance job quality. This paper was produced as part of the OECD Global Action on Promoting Social and Solidarity Economy Ecosystems, funded by the European Union's Foreign Partnership Instrument.

    Abstract: L'Afrique connaît une transition urbaine et climatique sans précédent. Si certaines conditions sont réunies, une plus grande compacité urbaine pourrait contribuer à améliorer la qualité de vie, la résilience, et la durabilité au cours des prochaines décennies. S'appuyant sur des outils novateurs et de nouvelles données, cette analyse remédie à certaines lacunes en présentant des mesures de la compacité et d'autres variables des formes urbaines pour près de 5 625 agglomérations urbaines du continent. Même si l'urbanisation reste souvent un phénomène non planifié et non coordonné, une tendance prometteuse se dessine : les mégalopoles (plus de 4 millions d'habitants) sont en moyenne plus compactes que les grandes villes (1 million à 4 millions d'habitants) et celles de taille intermédiaire (50 000 à 1 million d'habitants) . Les agglomérations moins compactes présentent des bâtiments plus petits, une forme urbaine plate et basse, un centre moins dense (reflétant une utilisation peu optimale de l'espace) et une structure polycentrique (plusieurs centres, par opposition à une ville monocentrique). Cette note analyse les conséquences d'une moindre compacité urbaine en termes de durabilité et de qualité de vie, soulignant des besoins d'énergie plus élevés, une moindre accessibilité aux services et opportunités, des espaces urbains où il est moins facile de se déplacer à pied et où la dépendance à l'automobile est plus forte, ainsi qu'une plus grande pollution de l'air extérieur. Elle examine également les compromis potentiels en termes de résilience; une plus grande compacité peut résulter en la perte d'espaces verts et donc en plus grandes effets d'îlot de chaleur urbain. Elle identifie enfin les options susceptibles d'améliorer, dans les années à venir, la résilience incluant le suivi-évaluation des progrès.

    Abstract: By 2050, the global population living in cities is projected to reach 5 billion, growing from 3.5 billion in 2015. Massive investment in infrastructure will be needed to accommodate this growth, and to adapt infrastructure to climate change and benefit from the digital transition. This report explores three ways to meet this challenge. Firstly, it outlines how new forms of urban planning can help to mobilise private finance for inclusive, resilient and sustainable urban investment. Secondly, it explores how leveraging private investment can help to strengthen cities capacity to support needed investment in a tighter fiscal environment. Finally, it considers the potential opportunities and challenges for mobilising sustainable finance – green, social and sustainable bonds and loans, sustainability-linked bonds and catastrophe bonds – for infrastructure investment by City Governments. The report also includes 17 short case studies from 12 countries that demonstrate innovative practices for creating the Cities of Tomorrow.

    Abstract: Climate shocks such as extreme floods and storms, droughts and heatwaves have complex, inter-connected and far-reaching consequences across multiple policy sectors and systems. Shocks in other systems, such as financial or health crises, can, in turn, affect climate challenges. Applying a systems approach to climate change helps policymakers understand linkages between issues that are treated separately and propose cross-sectoral, multi-disciplinary solutions in cities. This paper proposes a four-pronged policy framework to disentangle the different elements of economic, social, environmental, and other systems operating in cities, maximise co-benefits and manage trade-offs across systems, and build systemic climate resilience in cities. It summarises the contribution of the Working Party on Urban Policy and the Regional Development Policy Committee to the 2021-2022 OECD Horizontal Project on "Building Climate and Economic Resilience in the Transition to a Low-Carbon Economy".

    Abstract: The Brussels-Capital Region has witnessed significant improvements in its labour market over the past decade. Local job creation has been driven by ample opportunities for highly-skilled workers whom the Brussels-Capital Region attracts from its surrounding regions, the European Union, and beyond. However, not all of the region's population has seen their labour market prospects improve equally. Many workers with lower levels of education continue to compete for a small number of vacancies, despite the increasingly tightening labour market. A future vision for the Brussels-Capital Region, therefore, needs to be built on recognising and addressing the multiple and often distinct challenges faced by its young and diverse population. In a labour market that offers high rewards for skills formation, tailoring continuous education and training offerings to different groups while removing barriers to participation in such programmes will need to take priority. Simplifying processes for accessing employment services, streamlining labour market policies, supporting the geographic mobility of less-educated jobseekers, and removing barriers to employment for its migrant population could serve as building blocks to increase labour force participation and improve the employment quality of all local talent.

    Abstract: In the north-western corner of Germany, the Ems-Achse, a rural region, has witnessed a decade of economic growth. This growth has exacerbated labour shortages, primarily due to an aging population and the outmigration of youth. Acknowledging the potential of teleworking, regional stakeholders aim to explore its capacity to address labour gaps and attract a broader talent pool. This paper delves into three main dimensions for harnessing teleworking's potential: activating individuals who are not currently seeking employment, expanding the talent pool to include surrounding areas, and attracting workers from congested urban areas or overseas. To facilitate successful teleworking, the region can bolster its high-speed internet infrastructure, promote a culture of flexibility in management and nurture digital skills. Additionally, increasing opportunities for higher education, improving public transportation and enhancing international accessibility could help profile the Ems-Achse as an attractive hub for teleworkers.

    Abstract: The COVID-19 pandemic has led to a dramatic acceleration in the diffusion of remote work. This paper contributes to understanding the phenomenon by offering the first systematic exploration of the uneven diffusion of remote jobs across Europe. Using a combination of rich individual micro-data from the European Union Labour Force Survey and regional-level characteristics, the analysis makes three contributions. First, it provides a systematic approach to measure remote work across 30 European countries. Second, it shows that cities and capital regions adapted faster to remote work than other areas of the continent. Third, it identifies and tests what factors are associated with telework uptake during the pandemic. Results show that the uneven diffusion of remote work is primarily explained by composition effects, i.e., because cities hosted more workers in occupations and sectors more amenable to working remotely.
