    Kurzfassung: Discussions on Central Bank Digital Currencies (CBDCs) have so far mostly focused on the potential risks that these currencies could represent for financial intermediation and financial stability. It is important, however, to also consider how they could contribute to the welfare of citizens, and how they can be leveraged to help uphold certain democratic values. This paper explores how the design and implementation of CBDCs can help countries mitigate threats to individual liberties and human rights, as well as promote the equitable treatment of citizens, the protection of privacy, and citizens' trust in central banks. The sound governance architecture of CBDC systems at the national and international level can further support these objectives.

    Kurzfassung: A key part of the OECD/G20 BEPS Project is addressing the tax challenges arising from the digitalisation of the economy. In October 2021, over 135 jurisdictions joined a ground-breaking plan – the Two-Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy – to update key elements of the international tax system which is no longer fit for purpose in a globalised and digitalised economy. The Global anti-Base Erosion Rules and the Subject to Tax Rule (STTR) are key components of Pillar Two of this plan and ensure multinational enterprises pay a minimum level of tax on the income arising in each of the jurisdictions where they operate. More specifically, the STTR is a treaty-based rule that protects the right of developing Inclusive Framework members to tax certain intra-group payments, where these are subject to a nominal corporate income tax that is below the minimum rate. This report contains the model treaty provision to give effect to the STTR, together with an accompanying commentary explaining the purpose and operation of the STTR.

    Kurzfassung: The Rethinking Regional Attractiveness in the New Global Environment report highlights lessons learned from multiple regional case studies from five EU countries (Ireland, Italy, Portugal, Spain and Sweden), additional work with Latin American and Caribbean regions, and a series of webinars and one-on-one dialogues on rethinking regional attractiveness. The OECD's innovative multidimensional approach to assessing regional attractiveness considers global engagement beyond international connections and economic factors alone. The methodology considers more than 50 indicators to develop regional attractiveness profiles covering six domains of attractiveness: economic attraction, connectedness, visitor appeal, natural environment, resident well-being, and land-use and housing. The report helps regional and national policy makers to understand how individual regions fare in a new global environment that continues to deal with the impacts of the COVID-19 crisis, compounded by the consequences of Russia's war of aggression against Ukraine and existing megatrends – all of which produce asymmetric impacts within and between countries and regions – and identify the policy levers available to enhance their attractiveness to the international target groups of investors, talent, and visitors. It also considers the need to co-ordinate across levels of government, across policy fields, and with private stakeholders, and highlights good practices to implement regional attractiveness policies.

Putting the world on a path to reaching net zero emissions requires solar PV to expand globally on an even greater scale, raising concerns about security of manufacturing supply for achieving such rapid growth rates – but also offering new opportunities for diversification. This special report examines solar PV supply chains from raw materials all the way to the finished product, spanning the five main segments of the manufacturing process: polysilicon, ingots, wafers, cells and modules. The analysis covers supply, demand, production, energy consumption, emissions, employment, production costs, investment, trade and financial performance, highlighting key vulnerabilities and risks at each stage. Because diversification is one of the key strategies for reducing supply chain risks, the report assesses the opportunities and challenges of developing solar PV supply chains in terms of job creation, investment requirements, manufacturing costs, emissions and recycling. Finally, the report summarises policy approaches that governments have taken to support domestic solar PV manufacturing and provides recommendations based on those.

    Kurzfassung: Following the extraordinarily rapid development of COVID‑19 vaccines, immunisation is underway in many OECD countries. However, demand will continue to outstrip supply for some time and currently, distribution is strongly skewed in favour of high-income countries. This both inequitable and inefficient. Directing vaccine to where need is greatest would maximise the number of lives saved and speed bringing the pandemic under control, by slowing transmission and reducing the likelihood of the emergence of viral variants of concern. Governments should therefore act now to accelerate vaccination globally, regardless of international borders, by reallocating supplies to areas of greatest need; continuing the scaling-up of production; ensuring that necessary logistics and health care infrastructure are in place; providing further financial and in-kind support to COVAX; and developing long-term strategies that include commitments to making vaccines available where they are needed most, including through sharing intellectual property and facilitating technology transfer.

    Kurzfassung: Smart Specialisation Strategy is a place-based EU policy that seeks to enhance regional competitiveness through leveraging and bolstering innovation in the selected priority areas (industries or technologies) in each region. The new iteration of S3 requires developing cross-border collaborations with regions possessing complex and complementary technological expertise currently missing in a region to upgrade its technological evolution. The reason for this is that new growth opportunities arise from recombining existing technological capabilities while more complex technologies offer strong competitive advantage. This paper presents a simple roadmap for regional S3 internationalisation and the results of an in-depth case study on the opportunities for and barriers to S3 internationalisation in Friuli Venezia Giulia (FVG), a region in the North East of Italy. The paper develops recommendations on how to make the most of the Research, Technology, Development and Innovation endowments in FVG through enhancing the innovation-internationalisation nexus in order to improve competitiveness of the region.

In France, as in OECD countries in general, responsibility for producing and implementing strategies that combine economic development, innovation and internationalisation falls to the regional level. This summary document covers the main lessons learned from OECD policy analysis and statistical work carried out on French regions’ internationalisation. It proposes an original methodology for assessing the position of regions in globalisation and applies this to France, comparing statistical observations with the internationalisation strategies adopted by French the regions. Also presented are multi-level governance measures in which the actors of regional internationalisation are involved.

    Kurzfassung: At the global level, civic space is narrowing and thus efforts to protect and promote it are more important than ever. The OECD defines Civic Space as the set of legal, policy, institutional, and practical conditions necessary for non-governmental actors to access information, express themselves, associate, organise, and participate in public life. This document presents the Civic Space Scan of Finland, which was undertaken at the request of the Finnish government and is the first OECD report of its kind. OECD Civic Space Scans in particular assess how governments protect and promote civic space in each national context and propose ways to strengthen existing frameworks and practices. The Scan assesses four key dimensions of civic space: civic freedoms and rights, media freedoms and digital rights, the enabling environment for civil society organisations, and civic participation in policy and decision making. Each respective chapter of the report contains actionable recommendations for the Government of Finland. As part of the scan process, a citizens’ panel – also overseen by the OECD – was held in February 2021 and generated a wide range of recommendations for the government from a representative microcosm of Finnish society.

    Kurzfassung: The OECD report Innovative Citizen Participation and New Democratic Institutions: Catching the Deliberative Wave (2020) demonstrated that public authorities from all levels of government increasingly turn to Citizens' Assemblies, Citizens’ Juries, and other representative deliberative processes to tackle complex policy problems. As the use of such processes increases, so does the need to determine and ultimately improve their quality. The purpose of this document is to help public authorities initiate and develop better representative deliberative processes by establishing a minimum standard for their evaluation. These guidelines provide policy makers and practitioners with an evaluation framework and methodology, as well as evaluation questionnaires.

    Kurzfassung: The 2030 Agenda for Sustainable Development is clear on the need to engage civil society organisations (CSOs) in implementing and monitoring the Sustainable Development Goals. With their capacity to bring the voices of those on the frontlines of poverty, inequality and vulnerability into development processes, CSOs can help to ensure no one is left behind. In order to work to their maximum potential, CSOs need members of the Development Assistance Committee (DAC) to provide and promote enabling environments. This study provides a comprehensive review of the various ways in which DAC members support and engage with civil society. It argues that they can do more to make their civil society policies and practices effective. To that end, the study provides action points for further discussion with DAC members, CSOs, and others, to be developed into a guidance or a recommendation for how members can improve the effectiveness of their work with civil society, and, by extension, make environments for CSOs more enabling.

Yet policy efforts have not been moving in this direction, and global trade in agriculture and food remains highly distorted. COVID-19 is compelling policy makers to make urgent decisions to ensure food supply chains continue to function, but the fundamental task is to address these immediate disruptions while also investing in the long-term goal of a resilient, sustainable and productive global food system.

This report considers in detail the role of the tradable sector as a driver of productivity growth and its relationship with employment. It addresses the possible risks of a growing tradable sector and how diversification is central to strengthening regional economic resilience. It considers how regions integrate global value chains and highlights the role of regional and policy links in fostering productivity growth and job creation. It asks what policies can help better anticipate or cushion shocks from trade in specific regions and, more generally, what strategies and framework conditions are conducive for regional productivity and employment growth.

    Kurzfassung: The objective of this paper is to identify the manifold security threats confronting the Republic of Niger. It examines if and how various domestic and external actors may exploit Niger’s adverse structural conditions to their benefit and derives possible future scenarios and recommendations for policymakers. Foreign-based jihadist groups such as Al Qaeda in the Islamic Maghreb (AQIM) and Boko Haram will continue to threaten Niger’s domestic stability. However, these groups are unlikely to make further inroads into Nigerien territory. The Tuareg community and conservative Sunni groups are unlikely to rise up against the state as both are well integrated into the political and societal landscape. The most viable threat to Niger’s stability is the continued inability of the current administration to translate macroeconomic gains and donor support into pro-poor growth and social inclusion. The increasing use of authoritarian measures against citizens and journalists has the potential to escalate further and to undermine the legitimacy of the government in the long-term.

    Kurzfassung: Declining inflation in many countries over the past few decades at the same time as rising global competition has led to a debate on the importance of globalisation for domestic inflation. This paper explores the implications of global value chain (GVC) integration and market contestability for inflation using a range of industry-level and micro-data sources. We provide evidence that rising participation in GVCs has placed downward pressure on producer price inflation, by increasing the ability of firms to substitute domestic inputs with cheaper foreign equivalents. We investigate the channels, which suggests that increased GVC participation contributed to lower inflation via downward pressures on unit labour costs – by raising productivity and reducing wages – in the importing country, especially when low-wage countries are integrated in supply chains. We then present industry-level evidence to support the conjecture that a higher level of GVC integration dampens producer price inflation by accentuating the impact of global economic slack on domestic inflation. However, we also find an increasing trend in mark-ups, suggestive of rising market power, particularly in services sectors. Thus, looking forward, there is a risk that stalling globalisation since the crisis, coupled with stronger aggregate demand and declining market contestability, could lead to inflationary pressures in the medium term, thereby letting the inflation genie out of the bottle.

    Kurzfassung: Over the past two decades, real median wage growth in many OECD countries has decoupled from labour productivity growth, partly reflecting declines in labour income shares. This paper analyses the drivers of labour share developments using a combination of industry- and firm-level data. Technological change in the investment goods-producing sector and greater global value chain participation have compressed labour shares, but the effect of technological change has been significantly less pronounced for high-skilled workers. Countries with falling labour shares have witnessed both a decline at the technological frontier and a reallocation of market shares toward “superstar” firms with low labour shares (“winner-takes-most” dynamics). The decline at the technological frontier mainly reflects the entry of firms with low labour shares into the frontier rather than a decline of labour shares in incumbent frontier firms, suggesting that thus far this process is mainly explained by technological dynamism rather than anti-competitive forces.

    Kurzfassung: Financial globalisation has given international capital flows a central role in the functioning of the global economy and has therefore led to considerable economic research over the past 30 years. Making the most of capital flows by allowing countries to reap their benefits while reducing associated risks has always been a challenge. This challenge became however even more acute in the past decade: following the Global Financial Crisis new concerns have indeed emerged related to the complexity of global financial relations, their role in shock transmission as well the ability of fundamentals to protect countries from financial instability. Against this background, recent research has focused on understanding better the implications of financial globalisation for economic stability and the design of policies. This literature review assesses these recent developments. After reviewing the most important trends in capital flows over the past decade, it takes stock of the discussion on the role of the global financial cycle in driving cross-border capital flows and financial instability, reviews the new findings on the real impact of international capital flows on recipient economies, and provides an overview of the ongoing debates on the role of capital controls and the need for policy coordination.

    Kurzfassung: Despite major progress, Turkey still lags behind most comparable countries in terms of exported value added per capita. Its remarkable economic performance over the past 15 years has not been sufficiently backed by gains in export market shares, in particular when measured in value added terms. While Turkey incorporates an increasing share of foreign value added in its own exports, its capacity to provide intermediate inputs to other countries’ exports is still limited. This paper argues that Turkey’s participation in global value chains remains below potential owing to institutional features that hamper efficient allocation of capital and labour, obstacles inherent in bilateral trade agreements and entry regulations, underdeveloped human capital and insufficient investment in innovation, R&D and knowledge-based capital. Progress along these dimensions would strengthen Turkey’s backward and forward trade linkages and contribute to rebalancing its growth model. The adjustment process towards a more export-oriented economy operating on a level playing field needs to be flanked by dedicated industrial, social and environmental policies to alleviate adverse consequences on displaced firms and workers and the ecosystem.

    Kurzfassung: Mexico’s structural reforms are already boosting productivity, but more can be done. This paper focuses on issues that have led to the success of the “modern” Mexico, and have led to difficulties with the “traditional” Mexico. These include the success of Global Value Chains (GVCs) in advancing the trade integration and linkages of key sectors, as well as how competition problems, excessive local regulation, and weak legal institutions have led to misallocation across firms. This paper examines in particular Mexico’s successful integration into GVCs. OECD research suggests that GVC participation can bring economic benefits in terms of productivity, diversification and sophistication of production. Understanding what drives integration into GVCs provides policy guidance to support a wider integration.

    Kurzfassung: Against the background of rising anti-globalisation sentiment, this report argues that, while there are good reasons for some people to be angry, trade is not the root of many problems, nor can it solve them on its own. What is needed is an integrated approach to make the whole system work better for more people. This means three things. First, creating the environments where benefits from trade can materialise through domestic policies that encourage opportunity, innovation and competition by cutting unnecessary trade costs and investing in people and digital and physical infrastructure. Second, doing more to bring everyone along, including in lagging regions where trade shocks can be concentrated. Third, making the international system work better, harnessing the full range of international economic co-operation tools to level the international playing field, addressing the gaps in the rules and doing more to ensure that everyone, from companies to countries, plays by the rules.

    Kurzfassung: The paper provides a first assessment of the range of governance statistics that are available in OECD countries, reaching three main conclusions. First, while several statistics relating to various aspects of governance are already available, they differ in terms of the underlying concepts, the labels used to describe them, the range of institutions covered, and the detailed aspect or function considered: developing a common conceptual framework for governance is hence a prerequisite for gathering more robust and useful statistics in this field. Second, efforts should be devoted to thoroughly assess the quality of existing governance statistics, as a preliminary step towards providing general advice to statistical producers and users: the model currently used by the OECD with respect to measuring “trust”, based on an assessment of the reliability and validity of existing measures, could be usefully extended to other aspects of governance. Third, while politically sensitive, there are no a priori reasons why NSOs should consider governance statistics as falling outside their remit; these statistics should become part of their routine production, subject to the same quality standards and requirements that apply to other social, economic and environmental statistics.

    Kurzfassung: Traditionally, the main source of data used to measure countries’ participation in international production networks or global value chains (GVCs) has been conventional international trade statistics. However, international fragmentation of production has weakened the analytic interpretability of these data as intermediate goods but also services cross borders many times on the way to their final destination. This is often referred to as the double (or multiple)-counting problem of international trade Statistics. This, in turn, has led to the development of a new branch of trade statistics, referred to as Trade in Value-Added (TiVA) providing new insights on GVCs, and corresponding databases, notably the OECD-WTO TiVA database, which provide a measure of international interdependencies through the construction of global input-output tables that show how producers in one country provide goods and/or services to producers and consumers in others. But with the field still relatively new, many users are struggling to fully understand how these new indicators should be used and indeed how they have been constructed. This document is designed to address those difficulties, providing, where appropriate guidance on “dos” and “don’ts”. It also reviews many other typical GVC indicators derived outside of input-output frameworks; recognising that gross measures of trade, and indicators derived from them, remain important and relevant for policy making.

    Kurzfassung: "With the advent of multinational corporations, the traditional urban service function has 'gone global.' In order to provide services to globalizing corporate clients, the offices of major financial and business service firms across the world have generated networks of work. It is the myriad of flows between office towers in different metropolitan centres that has produced a world city network. Taylor and Derudder's unique and illuminating book provides both an update and a substantial revision of the first edition that was published in 2004. It provides a comprehensive and systematic description and analysis of the world city network as the 'skeleton' upon which contemporary globalization has been built. Through an analysis of the intra-company flows of 175 leading global service firms across 526 cities in 2012, this book assesses cities in terms of their overall network connectivity, the regional configurations they form, and their changing position in the period 2000-12. Results are used to reflect on cities and city/state relations in the context of the global ecological and economic crisis. In order to provide services to globalizing corporate clients, the offices of major financial and business service firms across the world have generated networks of work. It is the myriad of flows between office towers in different metropolitan centres that has produced a world city network. Taylor and Derudder's unique and illuminating book provides both an update and a substantial revision of the first edition that was published in 2004. It provides a comprehensive and systematic description and analysis of the world city network as the 'skeleton' upon which contemporary globalization has been built.     Kurzfassung: A country or firm's position in the value chain will largely depend on its comparative advantage, and therefore the mix of skills and resource endowments it brings to international production. For some, this might initially involve specialising in the labour intensive segments while others may specialise in the high-tech elements. In either case what matters is whether participation leads to growing economic activity. This paper discusses how countries can use foreign value added to enhance their domestic export performance. It shows that foreign sourcing is a complement to, rather than substitute for, the creation of domestic value added and employment in exports highlighting how, with GVCs, export competitiveness is inextricably linked to importing. The paper discusses how ASEAN countries can leverage different policies in order to make the most out of GVCs.

    Kurzfassung: "This book offers a wide-ranging and critical examination of recent counter-radicalisation policies, using case studies from several countries. Counter-radicalisation policies, such as the UK 'Prevent' strategy, have been highly controversial and increasingly criticised since their introduction. In this edited volume, voices from disciplines including sociology, political science, criminology and International Relations are brought together to address issues across the global roll-out of counter-radicalisation agendas. In so doing, the book critically interrogates: (i) the connections between counter-radicalisation and other governmental programmes and priorities relating to integration and community cohesion; (ii) the questionable dependence of counter-radicalisation initiatives on discourses and assumptions about race, risk and vulnerability to extremism; and, (iii) the limitations of existing counter-radicalisation machineries for addressing relatively new types of extremism including amongst 'right-wing' activists. Through examining these questions, the book draws on a range of contemporary case studies spanning from counter-radicalisation in the UK, Germany and Denmark, through to detailed analyses of specific preventative initiatives in Australia and the United States. Conceptually, the chapters engage with a range of critical approaches, including discourse theory, autoethnography and governmentality. This book examines how this pluralistic turn in economic thinking bears upon the venerable social-theoretic division of cooperative activity into separate spheres of impersonal Gesellschaft (commerce) and ethically thick Gemeinschaft (community). This book facilitates critical exchange among economists, philosophers, sociologists, anthropologists, and other social theorists by exploring the overlapping notions of cooperation, rationality, identity, reciprocity, trust, and exchange that emerge from multiple traditions of thought within and across their respective disciplines"--

    Kurzfassung: "The changing patterns of contemporary immigration have initiated a new form of majority nationalism. In recent years, liberal democracies have introduced immigration and citizenship policies that are designed to defend the majority culture. This trend is fed by fears of immigration-some justified, some paranoid-which explain the rise of extreme right-wing parties in the West. Liberal theory and human rights law seem to be out of sync with these developments. While they recognize the rights of minority groups to maintain their cultural identity, it is typically assumed that majority groups have neither a need for similar rights nor a moral basis for defending them. The majority culture, so the argument goes, "can take care of itself." This singular book shifts the focus from the prevailing discussion of minority rights and, for the first time, directly addresses the cultural rights of majorities. The findings reveal a troubling trend in liberal democracies, which, ironically, in order to protect liberal values, violate the very same values. The book criticizes this state of affairs and presents a liberal theory of cultural defense that distinguishes between justifiable and unjustifiable attempts by majorities to protect their cultural essentials. The United States has a long history of skepticism towards international law, but 9/11 ushered in a particularly virulent phase of American exceptionalism. Torture became official government policy, President Bush denied that the Geneva Conventions applied to the war against al-Qaeda, and the US drifted away from international institutions like the International Criminal Court and the United Nations. Although American politicians and their legal advisors are often the public face of this attack, the root of this movement is a coordinated and deliberate attack by law professors hostile to its philosophical foundations, including Eric Posner, Jack Goldsmith, Adrian Vermeule, and John Yoo. In a series of influential writings they have claimed that since states are motivated primarily by self-interest, compliance with international law is nothing more than high-minded talk. Theses abstract arguments then provide a foundation for dangerous legal conclusions: that international law is largely irrelevant to determining how and when terrorists can be captured or killed; that the US President alone should be directing the War on Terror without significant input from Congress or the judiciary; that US courts should not hear lawsuits alleging violations of international law; and that the US should block any international criminal court with jurisdiction over Americans. Put together, these polemical accounts had an enormous impact on how politicians conduct foreign policy and how judges decide cases - ultimately triggering America's pernicious withdrawal from international cooperation. In The Assault on International Law, Jens Ohlin exposes the mistaken assumptions of these 'New Realists,' in particular their impoverished utilization of rational choice theory. In contrast, he provides an alternate vision of international law based on a truly innovative theory of human rationality. According to Ohlin, rationality requires that agents follow through on their plans even when faced with opportunities for defection.     Kurzfassung: "Closed Circuit Television (CCTV) cameras are a prominent, if increasingly familiar, feature of urbanism. They symbolize the faith that spatial authorities place in technical interventions for the treatment of social problems. CCTV was principally introduced to sterilize municipalities, to govern conducts and to protect properties. Vast expenditure has been committed to these technologies without a clear sense of how precisely they influence things. CCTV cameras might appear inanimate, but Opening the Black Box shows them to be vital mediums within relational circulations of supervision. The book principally excavates the social relations entwining the everyday application of CCTV. It takes the reader on a journey from living beneath the camera, to working behind the lens. Attention focuses on the labour exerted by camera operators as they source and process distanced spectacles. These workers are paid to scan monitor screens in search of disorderly vistas, visualizing stimuli according to its perceived riskiness and/or allurement. But the projection of this gaze can draw an unsettling reflection. It can mean enduring behavioural extremities as an impotent witness. It can also entail making spontaneous decisions that determine the course of justice. Opening the Black Box, therefore, contemplates the seductive and traumatic dimensions of monitoring telemediated 'riskscapes' through the prism of camera circuitry. It probes the positioning of camera operators as 'vicarious' custodians of a precarious social order and engages their subjective experiences. It reveals the work of watching to be an ambiguous practice: as much about managing external disturbances on the street as managing internal disruptions in the self"--

Beginning with an exploration of the origins of the theory of the organic state in Europe, this book explores how this influenced many young Indonesian scholars and 'secular' nationalists. It also looks in detail at the case of Japan, and identifies the parallels between the process by which Japanese and Indonesian nationalist scholars drew on European romantic organicist ideas to forge 'anti-Western' national identities and ideologies. The book then turns to Indonesia's tumultuous history from the revolution to 1965, the rise of Soeharto, and how his regime used organicist ideology, together with law and terror, to shape the political landscape consolidate control.     Kurzfassung: "Illiberal Democracy in Indonesia charts the origins and development of organicist ideologies in Indonesia from the early 20th century to the present. In doing so, it provides a background to the theories and ideology that informed organicist though, traces key themes in Indonesian history, examines the Soeharto regime and his 'New Order' in detail, and looks at contemporary Indonesia to question the possibility of past ideologies making a resurgence in the country. Beginning with an exploration of the origins of the theory of the organic state in Europe, this book explores how this influenced many young Indonesian scholars and 'secular' nationalists. It also looks in detail at the case of Japan, and identifies the parallels between the process by which Japanese and Indonesian nationalist scholars drew on European romantic organicist ideas to forge 'anti-Western' national identities and ideologies. The book then turns to Indonesia's tumultuous history from the revolution to 1965, the rise of Soeharto, and how his regime used organicist ideology, together with law and terror, to shape the political landscape consolidate control. However, can the same be said of the ethnic Chinese middle classes in Taiwan, China, Hong Kong, and Macao? Given the divergent political and economic experiences under which the respective middle classes were created, established, shaped, and reshaped, can they still be characterized as a homogenous group of 'Chinese middle classes', or are they more unique within each country? Using systematic survey data analysis and case studies to examine and compare the emerging middle classes in Taiwan, Hong Kong, Macao and Urban China, this book explores whether the middle classes in these countries possess any uniquely 'Chinese' features, or if these are shared attributes that can be found in other non-Chinese middle classes in the Asia-Pacific region.
