    Abstract: Tobias Haas beschäftigt sich mit der umkämpften Entwicklung hin zu einem regenerativen Stromsystem bzw. dem Ausbau erneuerbarer Energien in der EU mit Schwerpunkt auf Deutschland und Spanien seit den 2000er Jahren. Aus einer politökonomischen Perspektive analysiert er die divergierenden energiepolitischen Entwicklungspfade beider Länder, in denen zunächst ein rasanter Zubau an erneuerbaren Energien im Strombereich stattgefunden hatte. Die größere Kontinuität der Energiewende in Deutschland erklärt der Autor mit dem Einfluss der Finanz- und Wirtschaftskrise in Verbindung mit Dynamiken ungleicher Entwicklung in der EU sowie der Beschaffenheit der Zivilgesellschaften und der staatlichen Institutionengefüge. Er argumentiert, dass in allen drei Fällen (EU, Deutschland, Spanien) die Dynamiken des Wandels ausgebremst wurden und viel zu kurz greifen, um einen raschen Umstieg auf eine nachhaltige Energieversorgung zu gewährleisten.     Abstract: The integration of the children of immigrants – both those born in the host country (the “second generation”) and those who arrived young enough to be educated in the host country – is of growing policy relevance for OECD countries. This group is entering the labour market in ever larger numbers, and their outcomes are often seen as the benchmark for successful integration policy. The labour market integration of the children of immigrants is an area where comparative international knowledge is gradually evolving, but still underdeveloped. Recent work by the OECD has shown that the children of immigrants tend to have lower employment outcomes than the children of natives in most countries. This technical seminar proceedings sheds light on the issues involved in the labour market integration of the children of immigrants, and discusses policy answers and good practices. The seminar was organised jointly by the the EU Commission and the OECD Secretariat in Brussels on 1 and 2 October 2009.

    Abstract: Is life getting better? Are our societies making progress? Indeed, what does “progress” mean to the world’s citizens? For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies. The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

    Abstract: Agriculture is no longer the dominant sector in rural economies in OECD countries. But it is still the key sector in managing the land, and many ancillary industries are dependant on agriculture. Both agricultural and rural policy are changing to respond to society's concerns regarding food safety, food security, animal welfare, environmental protection and the viability of rural areas. These proceedings of the OECD Workshop on Coherence of Agricultural and Rural Development Policies examined these issues through thematic studies and country experiences. They find that rural is not synonymous with agriculture and agriculture is not always rural as much agricultural production occurs in peri-urban areas. The goals of agricultural and rural policies are different, but policy coherence is essential.

But fisheries access agreements and trade policies are sometimes applied in ways that dampen developing countries' ability to benefit fully from their rich marine resources. Also, many development projects do not pay sufficient regard to the sustainability issues that are a key for the future of the fishing sector. This publication, a compilation of papers from the Workshop on Policy Coherence for Development in Fisheries, addresses these issues.

    Abstract: Investigating over twenty cases where exports from developing countries faced new environmental requirements, this OECD report examines how environmental requirements can be trade barriers for developing countries. These case studies, covering a diverse number of products and exporting countries, trace a number of environmental regulations, standards and labelling schemes, from conception through implementation. In so doing, they highlight the difference that sensitivity to potential trade effects can make when designing environmental regulations and standards. They also show that timely technical assistance has played a crucial role in helping exporters from developing countries adjust to new environmental requirements without suffering adverse trade effects.

    Abstract: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.

    Abstract: Public procurement – the purchase of goods and services by governments and state-owned enterprises – accounts for about 15 per cent of GDP in OECD countries and is highly exposed to corruption. Both public and private actors in the procurement process may be tempted to divert goods and services or public funds for their personal use. To identify “weak links” in the public procurement process where the risk of corruption is high, to explore the best ways of improving transparency and accountability and to identify effective actions to prevent, detect and sanction corruption in this field, the OECD organised a Global Forum on Governance event on “Fighting Corruption and Promoting Integrity in Public Procurement”, hosted by the French Ministry of Economy, Finance and Industry in Paris in November 2004. This publication captures the main points of the Global Forum discussions and presents expert analysis of the main issues and case studies from the varied experiences of countries and specialised bodies, mainly in Europe, Asia and Latin America, that contributed to the event.

    Abstract: This report opens with an overview of bilateral agreements and other forms of labour recruitment of foreigners in several OECD countries (Czech Republic, France, Germany, Ireland, Italy, Poland, Switzerland, United Kingdom and United States) as well as in the Philippines and Romania.  It then has a series of chapters describing the management and implementation of these practices and analysing the impact of these agreements on labour markets, economic development and migration policies of both sending and receiving countries.  It also examines the prospects for this type of migration. The Annex lists the principal agreements signed by OECD countries, by type of recruitment scheme (e.g. seasonal, contract workers, trainees and guest workers).

    Abstract: This book presents a critical analysis of the role of international institutions and their performance in terms of justification, effectiveness and efficiency. The authors begin by discussing the controversies surrounding the Tobin Tax in the context of global governance. They move on to address important global issues where international institutions play a significant role. These include trade and FDI in relation to the WTO, and the reconciliation of order and justice in the international trading system. Further chapters investigate development issues and international institutions, most of which were not designed for the specific needs of developing countries. They assess whether international institutions can actually help to mitigate the tendency of uneven development in the global economy.     Abstract: Poverty reduction remains a major development challenge in much of Asia and the Pacific. Historically, technology has played a central role in raising living standards across the region, including those of the poor. The Green Revolution and various innovations of modern medicine and public health have been instrumental in improving nutrition, health, and livelihoods of millions of poor people. Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus — as well as improved policies and institutions — are needed to address the persistent poverty problem in some regions and among some social groups. Agricultural and medical biotechnology hold tremendous promise but also bring with them new risks and concerns that need to be addressed before their full potential can be realised. New information technologies are only beginning to diffuse widely in developing Asia and the Pacific, but ultimately these too can have profound impacts on the lives of the poor, empowering them with access to information that once was the preserve of the privileged few.

    Abstract: In the former Soviet Union, extensive networks were constructed to supply urban populations with clean, safe water. However, the networks were not well designed and this resulted in low quality water services and high operation and maintenance costs. With the dissolution of the Soviet Union in 1991, the condition of water infrastructure deteriorated more dramatically following sharp decreases in public budgets and the continued tradition of providing water services virtually free of charge. Without urgent action, the quality of services will continue to worsen and, in some of the New Independent States (NIS) of the former Soviet Union, may even collapse, with serious consequences for human health and economic activity. This volume analyses the causes underlying this dire situation and presents recommendations for addressing it which were adopted at a meeting of Economic/Finance and Environment Ministers held in Almaty, Kazakhstan, in October 2000. The meeting was organized within the framework of the EAP Task Force, with its Secretariat at OECD, and involved key stakeholders from the governmental and non-governmental sectors. The EAP Task Force will implement a focused programme of work guided by the main recommendations agreed by participants.

    Abstract: Potential new entrants to the European Union from Central and Eastern European countries face many challenges to achieve financial convergence with the existing EU nations. Using detailed case studies from Bulgaria, the Czech Republic, Latvia, Lithuania and Poland and analysis of cross country data from these regions, Financial and Monetary Integration in the New Europe looks at the key issues for applicant countries as they negotiate the terms of their membership in the European Union. Of major concern to these countries is the financial sector and its implications for economic growth and the conduct of macroeconomic policy. The book examines, in particular, monetary and exchange rate policies, banking regulation and financial market efficiency. The overall impact of building a market driven financial system on economic development is also explored

    Abstract: The pace of growth in China's agricultural sector is remarkable. Over the past 20 years, food production has outpaced population growth, and enhanced the nutritional status of a billion people. But this success has given rise to a number of questions. Most importantly, will China be able to provide food for its population in a sustainable way, while absorbing the 15 million people added to its population each year? What policies should accompany China’s transition to a market-based economy in the agricultural sector which employs the vast majority of China’s working population? What are the implications of economic and agricultural growth for the environment, the rural communities and the social fabric? What are the implications for international agricultural markets and what could be at stake for other food importing countries? Determining how this demand for food will be met requires a complex analytical framework whose parameters are the subject of an intense discussion and debate. The proceedings of this workshop provide a rich repository of material that helps answer many of these questions.
