    Abstract: "The book provides answers to the big question that few scholars dare to ask: why policies towards Roma in Europe are failing. After three rounds of policy-making specifically targeting Roma in Europe, it is the time for the academic community to explore the causes of the failure to effectively address the Roma predicament, requiring an interdisciplinary approach. The book analyses the issue from multiple perspectives and disciplines using policy analysis, discourse analysis, and legal analysis. In providing answers to the big question - why policies towards Roma are failing - the author focuses on the policy making process, the construction and categorization of Roma by different actors within this process. Rostas also analyses the policy concepts employed by policy makers over the last twenty-five years, the policy instruments used, and the institutional arrangements that govern the Roma-related issues"--

    Abstract: Using the most recent household survey data, this paper examines the characteristics of Sudan's labor market as it relates to poverty outcomes. Several important aspects of the labor market are analyzed, including the relationship between labor market indicators and the demographic structure of the population, geographic location, education, and gender. It highlights the significant differences in labor market outcomes depending on the structure and distribution of the population and Sudan's labor market's many challenges across different dimensions, including demography, gender, and geography. The four key messages can be summarized as follows: first, Sudan is at the verge of entering the earl-dividend stage of the demographic transition. Sudan's population, while still very young, is on track to enter into the early-dividend stage of the demographic transition within just a few years, raising the stakes for job creation and investment in human capita. Second, while we find evidence for an increase in employment and labor force participation at the national level, this increase seems to be driven by seasonal labor in agriculture and increasing economic hardship, respectively. In urban areas, however, unemployment increased sharply, especially among youth. And despite the overall increase in employment and labor force participation, Sudan's labor market still underperforms in comparison to its peers. Third, Sudan's labor market is characterized by large gender disparities, including in terms of employment opportunities and pay. Finally, we find no signs of the beginnings of a structural transformation over the time-period author study; agriculture remains the mainstay of a large majority of employed Sudanese. Rather, labor productivity and real wages outside of agriculture declined markedly between 2009 and 2014, especially in sectors with links to the oil economy. The paper offers policy insights to enhance the role of the labor market in reducing poverty and boosting shared prosperity in Sudan, key among which are 1) encouraging private sector growth, 2) overcoming gender discrimination in the labor market, 3) investing in agriculture and re-storing price incentives, and 4) further expanding access to quality education

Coordination is central to creating integrated services for users with complex needs. In order to understand the challenges and opportunities associated with creating such services, one needs knowledge related to organizations and the organizational context. The book's chapters takes on an organizational perspective where patterns and explanations are sought in formal and informal structures, processes and culture. The users’ need for services often cross established boundaries, both organizational and professional.     Abstract: "I TIMSS Advanced, en studie av elevers kunnskaper i det siste året i videregående skole, var de norske elevenes kompetanse i fysikk helt i verdenstoppen i 1995, noe som ble lagt merke til både nasjonalt og internasjonalt. Siden den gang har det vært en dramatisk nedgang i de norske elevenes prestasjoner. I TIMSS Advanced 2015 målte vi en tilbakegang i elevenes kunnskapesnivå i fysikk på trekvart standardavvik fra 1995. Det er en større nedgang enn vi i Norge har målt i noe annet fag i noen andre internasjonale studier, på noe nivå i skolen. Norge har deltatt i TIMSS Advanced i videregående skole og i TIMSS i grunnskolen jevnlig siden 1995. Vi har derfor en stor databank som gir oss muligheter til å studere og analysere utviklingen i Norge fra 1995 fra mange ulike synsvinkler og perspektiver. Mange av de utfordringene vi står overfor i dag, blant annet når det gjelder miljøet, kan kun løses gjennom forskning og kunnskapsutvikling innen fysikk og andre realfag. Vi trenger å utdanne folk med gode kunnskaper på dette området. At de norske elevenes fysikkprestasjoner har sunket dramatisk fra 1995 til 2015, er derfor bekymringsfullt. I boka tar vi opp og drøfter mange ulike sider for hvordan vi kan bedre de norsk elevenes kunnskaper i fysikk. Et viktig moment er at vi mener Norge har gode muligheter til å bedre undervisningen i fysikk og andre realfag. Vi greide å heve lesenivået blant norske elever gjennom systematisk samarbeid over tid med alle involverte aktører. Vi kan gjøre et tilsvarende løft for realfagene. Det vil være til det beste både for den enkelte elev og for samfunnet som helhet."

    Abstract: "This anthology explores the development of the higher education sector with respect to regional and national contexts. In Norway, the challenge of unifying a country with deeply-rooted and distinct local identities has been a cornerstone in nation-building. The political agenda pursued in developing and expanding higher education and research in Norway bears the unmistakable mark of such nation-building work. Education and research policy has been through various phases and subjected to shifting paradigms. Beginning the 1960s, higher educational institutions were established throughout the country to specifically meet regional demands for a well-educated workforce. A result of this process was that by the beginning of the 1990s, Norway had one of the world’s most decentralized higher education systems, gauged in relation to population. There followed a period with a series of reforms for concentration and unification in order to increase quality and strengthen research and national competitive advantage in an age when information had become our most important resource. There have been fluctuating views on administration of the system as a whole and within the system, influenced by international trends. This does not mean that regional ambitions slackened, but they assumed other forms. The need for highly educated labor was just as great, and in addition came an increased need for greater information and collaboration between regional business interests and public institutions. In this anthology, we attempt to sketch the historical development that has characterized our higher education sector. How should we understand and explain the direction this development has taken? Which interests, drivers and actors can we identify? What consequences can we trace? To a certain extent we are also trying to look ahead on the basis of where we are now. The contributions in this anthology are from key researchers in the field, and their theoretical and empirical approaches to the topic vary. This diversity provides a nuanced image of the exciting developments within our current higher education sector, and the conditions for its future development. "
    Abstract: "Tema i denne antologien er universitets- og høgskolesektorens utvikling og forhold til nasjon og region. I Norge har utfordringen med å sveise sammen et land med sterke og sprikende regionale og lokale identiteter vært styrende for nasjonsbyggingsprosjektet. Den politikken som er blitt ført for å bygge ut høyere utdanning og forskning, bærer umiskjennelig preg av å være en del av et slikt prosjekt. Utdannings- og forskningspolitikken har gjennomløpt ulike faser og vært underlagt skiftende paradigmer. Fra 1960-tallet og de første tiår fremover ble det bygd ut UH-institusjoner utover landet, spesielt for å dekke behov for høyt utdannet arbeidskraft i regionene. Resultatet av denne prosessen ble at Norge ved inngangen til 1990-tallet antakelig hadde et av verdens mest desentraliserte UH-systemer målt i forhold til folketallet. Deretter startet en epoke med en serie reformer for konsentrasjon og samling, for å styrke kvalitet, forskning og nasjonal konkurranseevne i en tid der kunnskap er vår viktigste ressurs. Det har vært skiftende syn på styring av og innenfor sektoren, påvirket av internasjonale trender. Det betyr ikke at de regionale ambisjonene ble mindre, men de antok andre former.     Abstract: Advocates of inclusive education argue that the social inclusion of students with special educational needs (SEN) increases when they are educated with typically developing peers. However, research indicates that this is not apparent for all students with SEN. Students with social, emotional and behavioural diffi culties (SEBD) are often socially excluded. To understand the situation of these students, their voices should be heard. The aim of the current explorative study was to gain insight into: (1) the experiences of students with SEBD regarding victimisation and social exclusion, and (2) the approaches they applied and preferred resolving social problems. We conducted semi-structured interviews with 28 socially excluded students from grades 5 and 6, attending general ( N = 6) and segregated special ( N = 21) primary education. The participants were prompted to talk about their own experiences using hypothetical scenarios. The interviews were analysed using a multi-grounded theory approach. The results show that students preferred diff erent approaches to resolving these social problems than the applied approaches. They would have liked to have seen their peers and teachers to show more initiative. In line with these results, the need to listen to the students’ voices are emphasised

    Abstract: This book examines the politics of the learning crisis in the global South, where learning outcomes have stagnated or worsened, despite progress towards Universal Primary Education since the 1990s. Comparative analysis of education reform in Bangladesh, Cambodia, Ghana, Rwanda, South Africa, and Uganda highlights systemic failure on the frontline of education service delivery, driven by deeper crises of policymaking and implementation: few governments try to raise educational standards with any conviction, and education bureaucracies are unable to deliver even those learning reforms that get through the policy process. Introductory chapters develop a theoretical framework within which to examine the critical features of the politics of education. Case study chapters demonstrate that political settlements, or the balance of power between contending social groups, shape the extent to which elites commit to adopting and implementing reforms aimed at improving learning outcomes, and the nature this influence takes. Informal politics and power relations can generate incentives that undermine rather than support elite commitment to development, politicizing the provision of education. Tracing reform processes from their policy origins down to the frontline, it seems that successful schools emerged as localized solutions to specific solutions, often against the grain of dysfunctional sectoral arrangements and the national-level political settlement, but with local political backing. The book concludes with discussion of the need for more politically attuned approaches that focus on building coalitions for change and supporting ‘best-fit’ types of problem-solving fixes, rather than calling for systemic change

    Abstract: This open access book presents a systematic investigation into internationally comparable data gathered in ICILS 2013. It identifies differences in female and male students’ use of, perceptions about, and proficiency in using computer technologies. Teachers’ use of computers, and their perceptions regarding the benefits of computer use in education, are also analyzed by gender. When computer technology was first introduced in schools, there was a prevailing belief that information and communication technologies were ‘boys’ toys’; boys were assumed to have more positive attitudes toward using computer technologies. As computer technologies have become more established throughout societies, gender gaps in students’ computer and information literacy appear to be closing, although studies into gender differences remain sparse. The IEA’s International Computer and Information Literacy Study (ICILS) is designed to discover how well students are prepared for study, work, and life in the digital age. Despite popular beliefs, a critical finding of ICILS 2013 was that internationally girls tended to score more highly than boys, so why are girls still not entering technology-based careers to the same extent as boys? Monitoring systematically how pedagogical practices evolve would considerably increase the international education knowledge base. We need to examine whether, and how, practices are changing within classrooms and educational organisations and how students use learning resources. We should know much more about how teachers change their professional development practices, how schools change their ways to relate to parents, and, more generally, to what extent change and innovation are linked to better educational outcomes. This would help policy makers to better target interventions and resources, and get quick feedback on whether reforms do change educational practices as expected. This would enable us to better understand the role of innovation in education. This new edition of Measuring Innovation in Education examines what has (or has not) changed for students over the past decade in OECD education systems. It reviews no fewer than 150 educational practices. The report casts light on systemic innovation in primary and secondary education, with a focus on pedagogical innovation. Has the use of technology spread? Have assessments become more important in pedagogical practices? Are students given more agency in their learning? Are they still asked to memorise facts and procedures? Do teachers increasingly engage students in peer learning activities? These are some of the questions this book seeks to answer. This report also presents some preliminary findings about the links between innovation and educational performance. This book will offer precious insights to policy makers, the education community and all those who seek to understand how educational practices are evolving.

Over recent years, Sweden has launched a series of reforms to enhance involvement of social partners in VET, to increase provision of work-based learning in VET programmes and to promote apprenticeship. Higher vocational education and training launched in 2002 has been expanding. At the same time, numerous sectors are grappling with labour shortages increasing pressure on VET to better match the provision to changing demand for skills; and fewer young people opt for VET programmes than in the past. This report suggests several ways in which the Swedish VET system may respond to these challenges. Sweden may encourage co-operation between schools, for example by linking it to school evaluation and funding criteria. The report also argues that Sweden may further enhance social partners’ involvement in VET by creating a framework for systematic social partners’ involvement at the local level and by providing social partners with more responsibility over some aspects of VET.

Estonia does very well in terms of student achievement on PISA, and the results from the Survey of Adult Skills (PIAAC) are also excellent. Unemployment levels are low. But despite recent reforms, VET remains relatively low status compared to general education, dropout rates are too high for comfort, and apprenticeships, despite recent efforts, fail to attract many young people. Suggested approaches to improve VET in Estonia include the expansion of work-based learning within all VET programmes and measures to increase the number of apprentices. Tackling dropout should be done by a set of complementary measures, including support in basic skills for those students lagging behind. Building pathways between VET and general education options can help improve the status of VET. More and better career guidance, especially before the key grade 9 transition point, is also needed.

In complex education systems, implementation is not only about executing the policy but also building and fine-tuning it collaboratively. This OECD report aims to support Mexico in this endeavour.

    Abstract: Swedish school results declined for two decades following a series of reforms in the early 1990s decentralising the school system and introducing choice, competition and management by objectives. The general aims and direction of reform were not destined to lower results, but weaknesses of reform design and implementation, against the backdrop of a deep recession, likely contributed to falling outcomes. Residential segregation and the current model of competition and choice increase school segregation and likely reduce equality of opportunity. A coherent set of reforms should strengthen central government institutions, rebuild a regional governance structure and increasingly target funding to pupils’ needs. Better steering of competition and school choice implies ensuring that grades fairly represent pupils’ skills and knowledge, that municipalities increasingly take the socio-economic mix of pupils into account in entry and investment decisions, and that entry and expansion of private schools are better coordinated to counter school segregation. Teaching needs to become more attractive to raise the quality of recruitment to the profession and to address current and future teacher shortages by improving teacher education, strengthening continuous learning and instigating more cooperation, feedback and support between colleagues. This report examines timing and engagement indicators from the Survey of Adult Skills, a product of the Programme for the International Assessment of Adult Competencies (PIAAC), both of which indicate large differences across countries and socio-demographic groups, in the amount of time spent by respondents and their levels of disengagement, which reduce the probability of giving a correct answer and consequently reduces measured performance. Such insights can help policy makers, researchers and educators to better understand respondents’ cognitive strategies and the underlying causes of low and high performance.     Abstract: Over recent years, Bulgaria has shown great willingness to reform its vocational education and training (VET). Significant challenges remain, however, relating notably to the system’s responsiveness to labour market needs and its capacity to ensure equitable outcomes for learners. This report is a focused review of two predefined issues, the governance and funding of VET. These are two fundamental elements within the delivery of skilled VET graduates. The report assesses the strengths of the Bulgarian VET system and the challenges it faces when it comes to governance and funding and suggests policy responses for how these challenges can be addressed. Four specific challenges are identified linked to the governance of the VET system: decision-making powers and capacity; the use of data and evidence to inform policy decisions; social partner engagement; and, oversight of adult VET learning provision. With regard to VET funding, both school level financial autonomy, and the capacity to act upon increased flexibilities, are currently modest. The report argues that potential exists to strengthen collaboration between schools and employers to achieve increased cost-sharing between government and private firms. Finally, more can be done to improve equity in VET delivery through Bulgaria’s funding formula.
