    Abstract: Ce document de travail procède à une étude approfondie des effets sur le commerce dans le secteur de l'agriculture de trois accords commerciaux régionaux (ACR) — la Zone de Libre Echange de l'ANASE (AFTA), le Marché Commun de l'Afrique de l'Est et de l'Afrique australe (COMESA) et le Marché Commun du Sud (MERCOSUR). Les résultats du modèle de gravité suggèrent que la création de l'AFTA, du COMESA et du MERCOSUR a accru le commerce des produits agricoles entre leurs pays membres. Il n'y a pas d'indication solide du détournement des échanges concernant les importations provenant de pays extérieurs à ces régions. Ces accords sont donc créateurs de nouveaux échanges commerciaux. Il n'y a cependant pas d'indication solide de la création d'échanges avec des pays n'appartenant pas aux ACR étudiés. Dans certains cas, le manque d'infrastructures de transport et de communication qui s'ajoute aux contraintes sur l'offre atténue l'effet des ACR sur les flux commerciaux. Les coûts associés au transport et à la logistique semblent demeurer des facteurs importants dans la détermination des flux commerciaux agricoles. Dans certains ACR, les pays ont un avantage comparatif dans l'exportation de nombreux produits agricoles similaires diminuant ainsi l'effet de l'accès préférentiel au marché. Plusieurs implications pour les ACR Sud-Sud peuvent être tirées de l’examen de ces différents accords.

    Abstract: Many countries have recognised that greater use of nuclear power could play a valuable role in reducing carbon dioxide emissions. However, given the high capital cost and complexity of nuclear power plants, financing their construction often remains a challenge. This is especially true where such financing is left to the private sector in the context of competitive electricity markets. This study examines the financial risks involved in investing in a new nuclear power plant, how these can be mitigated, and how projects can be structured so that residual risks are taken by those best able to manage them. Given that expansion of nuclear power programmes will require strong and sustained government support, the study highlights the role of governments in facilitating and encouraging investment in new nuclear generating capacity.

    Abstract: The 2005 Paris Declaration on Aid Effectiveness defines the principles and commitments by which donors and developing countries intend to ensure that aid is as effective as possible in contributing to the Millennium Development Goals and other internationally agreed development objectives. This report is a mid-term review of progress towards these commitments, drawing on the 2008 Paris Declaration Monitoring Survey and the Evaluation Synthesis Report among many other sources. Part I highlights the main actionable lessons and messages emerging from the analysis of progress to date. Part II covers the commitments under the five Partnership Principles related to ownership, alignment, harmonisation, development results and mutual accountability, together with four subjects of critical relevance: sector perspectives, the role of civil society organisations, situations of fragility and conflict, and the changing aid architecture.

    Abstract: OECD countries still dominate the world economy, but their share of world trade dropped from 73% in 1992 to 64% in 2005, and some of the world’s most important economies are not members of the OECD. Foremost among these are the so-called BRIICS: Brazil, Russia, India, Indonesia, China and South Africa. This book analyses key elements of the trade performance of the BRIICS in relation to the rest of the world, focusing on trade and other policies influencing that performance. Developments in global trade policy are reviewed, notably the impact of preferential trade agreements on the multilateral system and patterns of world trade are described using both indices that reveal networks of trading relations and more standard modeling results. As well as the global analysis, the book also presents a separate chapter for each of the BRIICS, examining the key development and trade issues in each of the six countries over the past few years.

    Abstract: The Pan Yellow Sea Region (PYSR) covers the coasts of Northern China (Bohai Rim), western and southern Korea and south-western Japan (Kyushu). It has been one of the fastest growing economic zones in East Asia since China’s opening in the early 1990s, thanks to the region’s extensive manufacturing and transportation networks. Development has been driven by cities such as Dalian, Qingdao and Tianjin in China, Busan and Incheon in Korea, and Fukuoka and Kitakyushu in Japan. However, the PYSR has yet not fully utilised its assets nor reached its potential for growth. Further economic integration has been hindered by excessive competition and inadequate co-operation within the region. The regional transportation system requires structural changes to be integrated, especially in the container transportation market. Deepening the region’s social and cultural network remains a challenge. And environmental concerns are increasingly attracting attention. This report analyses these factors and assesses a wide range of policies to improve the PYSR’s competitiveness and integration. In particular, the report examines the PYSR’s trans-border governance system, which has emerged since the 1990s as a key regional policy agenda. The harmonisation of authorities within the region is a prerequisite to achieving economic success and addressing the PYSR’s diverse challenges. A comparative analysis of trans-border cooperation in OECD countries in Europe and North America is also included in an annex. This report will be of special interest to policy makers, researchers, NGOs and others active in trans-border development or Asian economic development.

This report gives a broad description of the shift in governments' focus on e-government development – from a government-centric to a user-centric approach.     Abstract: This report examines why some policy reforms get implemented and others languish by examining 20 structural reform efforts in 10 OECD countries over the past two decades. The case studies cover a wide variety of reform attempts in three key areas: pensions, labour- and product-market regulation. Key factors in the political, economic and reform-specific arenas are identified as helping or hindering reform, and these findings are cross-checked using a relatively simple set of Spearman rank correlations. The report’s two-pronged analytical approach – quantitative and qualitative – results in unique insights for policy makers designing, adopting and implementing structural policy reforms.

    Abstract: It is in every country's interest that the deployment of carbon-change-mitigation technologies (CCMTs) be accomplished at the lowest possible cost to society and that their diffusion be rapid. Reducing barriers to trade is one way to accomplish that, especially given that it is unlikely that every country will become proficient in the production of every CCMT. This study provides a preliminary assessment of the significance of tariff and non-tariff barriers to trade in a representative selection of CCMTs chosen from among those that have been identified by the IPCC and the IEA as having a large economic potential for mitigation, are globally traded, and can be easily adapted to national circumstances. Those examined in the report include: (a) technologies, such as gas-fired reciprocating engines, used in the co-production of both process (or district) heat and electric power (CHP); (b) technologies, such as pipes and meters, used in the production and delivery of heating and cooling at the scale of a city district (DHC); (c) technologies that harness solar energy to heat water or heat or cool the air in buildings (SHC); and (d) relatively energyefficient electric motors and related systems. The study finds that trade in CCMTs faces higher tariffs in some non-OECD countries than in OECD countries. Judging from information provided by exporters in response to a questionnaire, non-tariff measures are common, and in some countries are acting as barriers to trade. Overcoming some of the general measures that impede trade will take time. However, the problems that lax enforcement of intellectual property rights, cumbersome customs-clearance procedures and non-transparent government procurement create for trade in CCTMs should be regarded as providing additional reasons for importing countries to address these issues urgently. Finally, importers may need, at the same time, to examine their domestic policies in order to address behind-the-border impediments to the diffusion of CCMT technologies.

    Abstract: Cette étude permet de constater que les échanges de services contribuent à élargir l’éventail des prestataires de services qui soutiennent la compétitivité dans les secteurs de la production manufacturière de haute technologie et à forte valeur ajoutée. Elle montre que les grands pays qui présentent des coûts plus faibles mais toujours significatifs d’échanges de services bénéficient d’un avantage comparatif dans le secteur des produits manufacturés à forte intensité de services, avantage qui se trouve renforcé si le pays produit aussi des services intermédiaires de façon plus efficace ou oppose moins d’obstacles à l’entrée des fournisseurs de services. Les pays qui disposent de technologies organisationnelles plus avancées (qui utilisent plus efficacement les services aux producteurs) renforceront leur avantage comparatif dans la production manufacturière en profitant de la libéralisation des échanges de services. Les effets de la libéralisation des échanges de services sur la production manufacturière n’est pas linéaire. Ils restent modestes jusqu’à ce que les coûts des échanges atteignent un certain seuil. C’est donc en fin de libéralisation des échanges de services, en particulier avec la réduction des obstacles réglementaires, que les effets sont les plus sensibles. Les exportations de produits manufacturés à forte intensité de main-d’oeuvre exigent de nombreux services d’appui, et ces besoins augmentent d’année en année en raison de l’évolution des goûts des consommateurs et de leur intérêt croissant pour les normes de santé, de sécurité et de travail. Pour soutenir le développement industriel, les pays en développement doivent non seulement faire reposer leurs politiques d’échanges de services sur des intérêts offensifs, mais aussi veiller à ce que les producteurs locaux disposent d’un accès optimal aux services. Les effets les plus marqués résulteraient de l’amélioration de l’accès aux marchés des services de télécommunications et des services aux entreprises, tels que services juridiques, comptabilité, publicité et services de consultation technique.

    Abstract: Despite progress in recent years, there is growing evidence that OECD countries are not on track to reach some of their key environmental goals. This report examines the strategies and instruments that governments use to ensure compliance with pollution prevention and control regulations, particularly in the industrial sector. It compares the compliance assurance systems of six OECD countries – Finland, France, Japan, the Netherlands, the United Kingdom and the United States – as well as those of China and Russia. The report provides policy makers, environmental regulators, and other stakeholders with a comprehensive analysis of the design, management aspects, and the main elements of government compliance and enforcement programmes. Focusing on compliance promotion, compliance monitoring, and non-compliance response, it identifies and compares good practices, sets them in context of different countries’ regulatory cultures and highlights the key international trends.

    Abstract: Within the context of sustainable development, natural resources and ecosystem services provided by the environment are essential to support economic growth social wellbeing, and human health. Inaction on key environmental challenges, such as climate change, could lead to severe economic consequences in the future. It is important that the measures governments are taking now to address the economic crisis are designed so that they support – and at least do not compromise – sustainable long-term, environmentally friendly growth in the future. This discussion paper highlights some of the measures governments are already taking to 'green' their approches to economic recovery, and some of the key issues they may wish to further consider going forward regarding the impact of these approaches on the environment.

    Abstract: Les coûts du transport maritime ont un effet significatif sur les échanges de biens agricoles. Ces coûts représentent une proportion élevée de la valeur des produits agricoles importés, 10% en moyenne, ce qui est un niveau similaire à celui des barrières douanières agricoles. Cette étude montre que le doublement du coût d’expédition est associé à une diminution de 42% en moyenne des échanges pour l’ensemble des biens agricoles. La tentation de se procurer les biens importés dans les pays à faibles coûts de transport est donc forte. Les échanges de certains produits sont particulièrement affectés par les évolutions des coûts de transport maritime, en particulier les céréales et les oléagineux qui sont expédiés en vrac. Le temps de transit a également un effet marqué sur le commerce : un jour supplémentaire passé en mer par rapport à un voyage d’une durée moyenne de 20 jours implique une diminution des échanges de 4,5% entre deux pays partenaires. Les coûts de transport et l’efficience pour amener les produits agricoles vers le marché de destination sont ainsi des facteurs explicatifs importants des flux commerciaux.

    Abstract: Depuis le début des années 2000, la France a connu une détérioration marquée de sa performance à l’exportation, conduisant à des préoccupations accrues de la part des autorités et de la société civile sur la capacité d’adaptation de l’économie à une mondialisation croissante des échanges et de l’investissement en biens et services. Les mauvaises performances enregistrées du commerce extérieur sont liées à une série de facteurs plutôt qu’à une seule cause unique. Elles ne peuvent être expliquées par les seuls déterminants externes tels que le taux de change, l’avènement dans le commerce mondial de pays émergents à fort potentiel d’exportation ou la forte hausse des prix du pétrole en 2007-08. En effet, ce n’est pas tant la perte de parts de marchés en soi qui est inquiétante – elle s’est produite dans de nombreux pays – mais plutôt son ampleur dû à la difficulté à répondre à l’accélération de la demande mondiale dans les années 2000, datant d’avant l’apparition de la crise économique actuelle. En effet, l’analyse de la dégradation de la compétitivité renvoie davantage à des facteurs d’offre liés à la moindre aptitude des entreprises françaises à servir les marchés étrangers, mais aussi au développement de stratégies industrielles d’établissement à l’étranger de la totalité du processus de production. Le redressement de la compétitivité passera par un renforcement de la croissance potentielle et une action sur ses principaux déterminants à long terme, tels que l’accroissement de la recherche et développement, la promotion de l’innovation, la baisse du poids de la fiscalité, une amélioration de la concurrence et la création de conditions propices à une croissance rapide des entreprises. Le manque de compétitivité est le plus souvent un symptôme, et non la cause d’une ou plusieurs faiblesses économiques sous-jacentes. Pour leur part, les immigrés doivent accepter les exigences des employeurs des pays d’accueil. La viabilité des futures politiques migratoires et le recours accru à l’immigration dépendent en grande partie de l’aptitude des pays de l’OCDE et des immigrés à réaliser ces objectifs.

    Abstract: Car ownership is set to triple by 2050, trucking activity will double and air travel could increase fourfold. This book examines how to enable mobility without accelerating climate change. It finds that if we change the way we travel, adopt technologies to improve vehicle efficiency and shift to low-CO2 fuels, we can move onto a different pathway where transport CO2 emissions by 2050 are far below current levels, at costs that are lower than many assume. The report discusses the prospects for shifting more travel to the most efficient modes and reducing travel growth rates, improving vehicle fuel efficiency by up to 50% using cost-effective, incremental technologies, and moving toward electricity, hydrogen, and advanced biofuels to achieve a more secure and sustainable transport future.     Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Abstract: Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.     Abstract: This paper, together with five other background studies, is a part of a broader research programme addressing trade and structural adjustment issues in non-member economies which was conducted as a follow-up to Trade and Structural Adjustment: Embracing Globalisation (OECD, 2005) which identified policies for successful trade-related structural adjustment. This paper revisits and elaborates on specific parts of these policy recommendations with a view to reassessing their applicability to developing countries. The five background studies; a comparison study comparing East Asia and Latin America and four country case studies (Chile, Ecuador, the Philippines and Thailand), which were conducted as a part of this project, form the basis for the analysis, supplemented by existing literature. The report consists of 4 main sections; The first section provides an introduction and the second section provides an overview of the liberalisation experiences of the four countries. In the third section, some of the ?recommendations in OECD (2005) are revisited with a greater focus on developing countries, covering such issues as i) trade and investment policies, ii) macroeconomic policy, iii) social safety nets and labour market policies, iv) policies to facilitate export response, v) institutional frameworks and regulatory and competition environment, vi) role of multilateral cooperation and regional and bilateral initiatives, and vii) broad based approach to reforms. The fourth section concludes.

Based on case study analyses, it also presents the strategic approaches adopted in a number of national policies to address public concerns and civil society requirements regarding long-term stewardship of high-level radioactive waste. The findings and conclusions of the study confirm the importance of informing all stakeholders and involving them in the decision-making process in order to implement HLW disposal strategies successfully.

    Abstract: This document provides a checklist on environmental issues for negotiators of regional trade agreements (RTAs) in order to provide guidance to countries wishing to include environmental provisions in RTAs. The checklist draws on countries’ experience of negotiating and implementing environmental provisions of RTAs, which other countries may find useful when considering their own approaches to environmental issues in RTAs. The checklist is intended to provide a reference to assist discussion of environmental issues, when the inclusion of environmental provisions is considered appropriate, before, during and after negotiation of trade agreements. It is by no means prescriptive. As the number and variety of RTAs continues to increase, the checklist should be viewed as a ‘living document’ that could be modified and updated as countries gain new experience.

    Abstract: This paper is the fourth of four country case studies which is a part of a broader research programme addressing trade and structural adjustment issues in non-member economies which was conducted as a follow-up to Trade and Structural Adjustment: Embracing Globalisation (OECD, 2005) which identified policies for successful trade-related structural adjustment. This paper studies the trade liberalisation experience of Thailand from the 1970s. The report consists of 6 main sections; Section 1 provides the introduction, while section 2 provides an overview of Thailand's growth experiences. Section 3 takes a closer look at the trade liberalisation and investment policies in Thailand: Thailand's initial trade regime and three phases of trade liberalisation: (1) initial tariff reforms (1982-84), (2) comprehensive tariff reform and its reversal with the Asian financial crisis (1993-), and (3) post crisis reforms (1999-) are studied. Section 4 looks at the changes in the investment and trade structure, while section 5 takes a closer look at structural adjustment in three sectors, the automotive and auto-parts sector, textile and clothing, and the telecom services sector. Section 6 concludes with lessons learnt. Thailand's experience confirms that a sound macroeconomic environment, sustainable public finances, a relatively stable political and economic environment, flexible labour markets and reliable infrastructure are crucial for economic growth. It provides an example of gradual trade liberalisation, and demonstrates the benefits of openness to international trade and foreign investment in correcting distortions in the economy.

Die Studie liefert zudem eine Analyse des Markts für gefälschte und unerlaubt kopierte Produkte sowie der Effekte auf verschiedene hiervon betroffene Parteien, angefangen von den Inhabern geistiger Eigentumsrechte bis hin zu Verbrauchern und Staat.     Abstract: This paper is one of five case studies which is a part of a larger project looking at the various effects that trade and investment can have on innovation. This paper studies the effect of trade and investment liberalisation on Korea’s Information and communication technology (ICT) sector and finds that trade and investment have played a crucial role in innovation in the sector. In the initial stages of development, imported capital goods and components, joint ventures, licensing and Original Equipment Manufacturer (OEM) contracts were important sources of technology and exports were key to gain the necessary economies of scale for innovation. Free trade and investment policies in the 1990s and stronger protection of intellectual property rights have led to an increase in R&D and innovation and has led to the transformation of Korea into a knowledge based economy in the recent decade.

    Abstract: This paper is the second of four country case studies which is a part of a broader research programme addressing trade and structural adjustment issues in non-member economies which was conducted as a follow-up to Trade and Structural Adjustment: Embracing Globalisation (OECD, 2005) which identified policies for successful trade-related structural adjustment. This paper studies the trade liberalisation experience of Ecuador from the 1970s onwards. The report consists of 5 main sections; Section 1 provides the introduction, while section 2 provides an overview of Ecuador?s economic reforms from the 1970s onwards until the 2000s. Section 3 looks at the structural changes in the economy and trade dynamics behind the changes. Section 4 takes a closer look at structural adjustment in four sectors, the cut-flowers, processed tuna, cereals, and textiles and clothing. Section 5 concludes with lessons learnt. Ecuador provides a case of a country whose trade liberalisation and other structural reforms have led to mixed results. While trade liberalisation has improved resource allocations, macroeconomic instability, incomplete reforms, weak institutions and relatively restrictive (but also highly informal) labour markets have made it difficult for Ecuador to reap the full benefits of trade liberalisation.

    Abstract: Countries today face numerous environmental policy challenges, such as climate change, air and water pollution, natural-resource management, natural disasters and environment-related hazards. The costs of not responding to them can be considerable, in some cases representing a significant drag on OECD economies. Estimation of these costs can be an important part of identifying areas in which policy interventions are required, as well as of establishing priorities for future action. There is, however, considerable uncertainty associated with all stages of “costing” the impacts of environmental and resource degradation. Even when the costs of inaction are deemed important, identifying the areas where environmental policies need to be strengthened still requires careful comparison between the marginal costs of inaction versus action. This report provides introductory perspectives on the costs of inaction and discusses some of the future problems likely to be encountered in this very complex area.

Les enseignements et conclusions de l'étude confirment l'importance d'informer toutes les parties prenantes et de les faire participer au processus de décision si l'on veut réussir la mise en œuvre des politiques de stockage définitif des déchets radioactifs.
