C’est ainsi que l’emploi public dans nombre de secteurs de l’administration a perdu son caractère unique et est devenu assez semblable au système d’emploi général des différents pays. Cette publication dresse un bilan des principaux changements intervenus dans la gestion de l’emploi public dans les pays de l’OCDE. Elle examine également la manière dont les pays trouvent un équilibre entre, d’une part, le soutien des valeurs fondamentales comme l’équité, la justice et la cohésion sociale, de façon à préserver la confiance politique dans l’ensemble de l’appareil gouvernemental et, de l’autre, l’attention à l’efficience, à la productivité et à l’efficacité.

    Abstract: This report analyses in detail the implications of recent developments in Chile's labour market and social policy and considers the available policy options from the perspective of OECD countries’ experience. The report finds that Chile has enjoyed rising living standards over two decades of strong economic growth. The incidence of poverty is now much lower and there is better access to adequate housing, education and healthcare. Nevertheless, Chile’s income distribution remains disturbingly unequal by OECD standards. This is partly due to Chile’s a relatively low employment rate, especially for women, but it also reflects a segmented labour market, where much of the recent job creation has occurred in relatively low-productive sectors. Moreover, despite the existence of an internationally renowned pension programme, Chile’s social protection system as a whole has still a relatively long way to go before reaching the standards of developed countries in terms of effective coverage and capacity to assist needy households. Chilean policy makers have begun to develop and implement a series of ambitious reforms, intended to promote the twin goals of work and equity.

However, its unemployment insurance and employment service system are not sufficient to deal effectively with the present economic crisis and the country is also faced with rapid population ageing and a low employment rate among 55-to-64 year olds. To stay competitive in a globalised economy, governments must also strive to enhance the skills of workers, increase their productivity and provide upward mobility to immigrants and the disadvantaged. This report provides valuable insights into how labour policies can be expanded to meet economic development and social cohesion goals, while also reconciling national and local concerns. Included are various types of government/private sector partnerships in the United States, regional training in France and Australia’s efforts to customise policies to local needs. It finds that on most counts, the youth labour market in Norway performs well, but that the incidence of sickness and disability is unusually high, immigrant youth do not fare as well, and more needs to be done to ensure that all youth leave education with recognised qualifications.

    Abstract: When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job search procedures and work practices which they are not always able to satisfy. These obstacles affect not only new immigrants, but, surprisingly, their children too, even if the children are born and educated in the receiving country. This publication presents reviews of the labour market integration of immigrants and their children in four OECD countries (Belgium, France, the Netherlands and Portugal), and provides country-specific recommendations. Governments have a role to play in promoting language and vocational training, and encouraging diversity in the workplace. Immigrants themselves must accept the requirements of the host country employers. The viability of future migration policies, in particular greater recourse to immigration, will depend to a large extent on how successful OECD countries and immigrants are in achieving these objectives.

    Abstract: Growing Unequal? brings together a range of analyses on the distribution of economic resources in OECD countries. The evidence on income distribution and poverty covers, for the first time, all 30 OECD countries in the mid-2000s, while information on trends extending back to the mid-1980s is provided for around two-thirds of the countries. The report also describes inequalities in a range of domains (such as household wealth, consumption patterns, in-kind public services) that are typically excluded from conventional discussion about the distribution of economic resources among individuals and households. The report provides evidence of a fairly generalised increase in income inequality over the past two decades across the OECD, but the timing, intensity and causes of the increase differ from what is typically suggested in the media. Precisely how much inequality there is in a society is not determined randomly, nor is it beyond the power of governments to change, so long as they take note of the sort of up-to-date evidence included in this report. This report includes StatLinks, URLs linking tables and graphs in the book to Excel® spreadsheets containing the data.

    Abstract: The Baltic Sea Region is rapidly becoming one of the world’s more competitive regions. The region is capitalising on its strengths and making the most of its diversity to stimulate innovation, build a strong pool of skilled labour and foster entrepreneurship. A deep spirit of co-operation and integration has led the Baltic Sea countries to set up ambitious governance frameworks to pursue economic development objectives jointly from Oslo to St. Petersburg. Yet major challenges at the local level lie ahead for the Eastern shores of the Baltic, where economic transition still needs to be accompanied by more innovative strategic planning, new forms of governance and dynamic civic entrepreneurship. Policies will need to be made more adaptable and capacities will need to be strengthened if prosperity and living standards are to increase on the Baltic Rim. Fortunately, the Baltic Sea Region includes some of the world’s most innovative countries. From Denmark to Finland, the Region possesses a breadth of experience in facilitating policy co-ordination, adjusting policy to local conditions and involving business and civil society in shaping policy measures. There is a great deal that other countries can learn from this experience in setting up partnerships, regional strategic frameworks and other forms of governance. The learning process has already started, with the Baltic Rim becoming a unique laboratory for governance. This book analyses the new governance developments in the Baltic States and Northwest Russia and provides suggestions on how to speed up this progress.     Abstract: In the quest for more and better lifelong learning, there is a growing awareness that qualifications systems must play a part. Some countries have started to realise that isolated developments in qualifications standards lead to uncoordinated, piecemeal systems. After reviewing the policies and practice in fifteen countries, the authors present nine broad policy responses to the lifelong learning agenda that countries have adopted and that relate directly to their national qualifications system. They also identify twenty mechanisms, or concrete linkages, between national qualifications systems and lifelong learning goals. The overall aim of this book is to provide these mechanisms as a tool for governments to use in reviewing their policy responses to lifelong learning. Evidence suggests that some mechanisms, such as those linked to credit transfer, recognition of prior learning, qualifications frameworks and stakeholder involvement, are especially powerful in promoting lifelong learning.

    Abstract: Improving the performance of youth in the labour market is a crucial challenge in OECD countries facing persistent youth unemployment. Getting off to a good start facilitates integration and lays the foundation for a good career, while a poor beginning can be difficult to make up. This report surveys the main barriers to employment for young people in the Slovak Republic, and assesses the adequacy and effectiveness of existing measures to improve the transition from school to work. The report also provides a set of policy recommendations for further action by the public authorities and social partners.

    Abstract: Global value chains are radically altering how goods and services are produced--parts made in one country, for instance, are increasingly assembled in another and sold in a third. The globalisation of production has changed the industrial structure within OECD countries, and in some sectors blunted their competitiveness. Another major consequence has been fears of job losses, due to outsourcing and offshoring—not only in manufacturing but also in services. The rapid integration of China and India, with their large pool of educated people, further reinforces these concerns. How should OECD countries respond? This report brings together OECD data on the globalisation of value chains, including the rise of outsourcing/offshoring. It first examines how OECD countries are affected by the globalisation of production, on both the macroeconomic and sector-specific levels. The costs and benefits of globalisation are then discussed, with an emphasis on employment and productivity. Finally, this report analyses how globalisation impacts the competitiveness of OECD countries, highlighting the need for an effective innovation strategy. The report discusses not only the moving up the value chain that takes place in OECD countries but also in China, as R&D is increasingly going to emerging countries.

It provides a detailed diagnosis and solutions for improving the management of government employees in the Brussels-Capital Region, Federal Government, Flemish Government, French Community and Walloon Region. The report compares the policies and practices of Belgium with those in other OECD countries, as well as those across different governments in Belgium. In this context, the OECD launched a major review of tertiary education with the participation of 24 nations. The principal objective of the review is to assist countries in understanding how the organisation, management and delivery of tertiary education can help them achieve their economic and social goals. Poland is one of 14 countries which opted to host a Country Review, in which a team of external reviewers carried out an in-depth analysis of tertiary education policies. This report includes: an overview of Poland's tertiary education system; an account of trends and developments in tertiary education in Poland; an analysis of the strengths and challenges in tertiary education in Poland; and recommendations for future policy development. This review of tertiary education in Poland forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008.

    Abstract: When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job search procedures and work practices which they are not always able to satisfy. These obstacles affect not only new immigrants, but, surprisingly, their children too, even if the children are born and educated in the receiving country. This publication presents reviews of the labour market integration of immigrants and their children in four OECD countries (Australia, Denmark, Germany and Sweden), and provides country-specific recommendations. Governments have a role to play in promoting language and vocational training, and encouraging diversity in the workplace. Immigrants themselves must accept the requirements of the host country employers. The viability of future migration policies, in particular greater recourse to immigration, will depend to a large extent on how successful OECD countries and immigrants are in achieving these objectives.

L’étude porte ensuite sur les questions de fiscalité internationale. Elle traite en particulier du moment auquel les options procurent leurs avantages, de la distinction entre revenus du travail et plus-values en capital, ainsi que de la détermination des services auxquels les options se rattachent. Ce sont autant d’éléments à prendre en compte pour l’application des conventions fiscales reposant sur le Modèle de convention fiscale de l’OCDE, et les modifications corrélatives des commentaires du Modèle sont analysées dans le détail.     Abstract: Employee stock option plans have become a common component of remuneration packages in multinational enterprises. This publication presents and examines the many important tax issues that arise for beneficiaries and companies. Focusing first on domestic tax issues, it considers what tax treatment would provide no tax-related incentives for a company to either increase or cut the use of stock options, and would be neutral regarding the choice of either granting stock options or paying ordinary salary. The approach is non-prescriptive and serves to provide a benchmark for policymakers. This is complemented by a survey of taxation of stock options in OECD countries in 2002 that calculates the effective rate of tax and compares it with tax on ordinary salary. Cross-border taxation issues are then discussed. Issues such as the timing of the benefits from stock options, the distinction between employment income and capital gains and the identification of the services to which they relate are relevant to the application of tax treaties, which are based on the OECD Model Tax Convention, and the resulting changes to the Model's Commentary are fully explained. Finally, the effects on transfer pricing are analysed in three circumstances: when an enterprise grants stock options to employees of a subsidiary in another country, when using transfer pricing methods that are affected by remuneration costs, and when employees benefiting from stock options are involved in activities that are the subject of a cost contribution arrangement.

    Abstract: Encourager l’entrepreneuriat et faciliter la croissance rapide des PME innovantes sont des moyens efficaces de créer des emplois, d’accroître la productivité, et d’atténuer la pauvreté. Cette publication décrit l’évolution récente des PME et de l’entrepreneuriat dans la zone OCDE et au-delà. Elle détaille différentes initiatives prises pour renforcer la vitalité et la compétitivité d’un secteur des PME qui regroupe plus de 95 % des entreprises et représente les deux tiers de l’emploi du secteur privé. Parmi les thèmes abordés, citons : les contraintes réglementaires et administratives ; la formation à l’entrepreneuriat ; l’accès des PME aux financements, à la technologie, à l’innovation, et aux marchés internationaux ; l’entrepreneuriat féminin ; et les questions relatives à l’action locale. Cette troisième édition présente par ailleurs la Déclaration ministérielle d’Istanbul intitulée « Promouvoir la croissance des PME innovantes et compétitives sur le plan international ». Cette déclaration a été élaborée quatre années après la Charte de Bologne sur les politiques à l’égard des PME et comporte un ensemble de recommandations d’action. Elle a été adoptée par les ministres et les représentants de 72 gouvernements au cours de la Deuxième conférence ministérielle de l’OCDE sur les PME qui s’est tenue à Istanbul en juin 2004.

Without policy changes, this could lead to higher public expenditures, labour force shortages, and slower economic growth. This report surveys of the main barriers to employment for older workers, assesses of the adequacy and effectiveness of existing measures to overcome these barriers and presents a set of policy recommendations for further action by the public authorities and social partners. It examines the balances between income support and work incentives, methods for encouraging employers to hire and retain workers, and policies for ensuring the employability of older workers.

    Abstract: At its meeting in May 2003, the Ministerial Council asked the OECD to analyse the contribution made by the services sector to employment growth, productivity and innovation, and to identify factors, institutions and policies that could enhance the growth prospects of this sector. In response to this request, the OECD launched a cross-Directorate study. This report draws the main policy conclusions from the project. It complements the OECD report on Trade and Structural Adjustment, which provides policy directions on how OECD countries can adjust to international trade. Together, these reports present a concrete policy agenda on how to strengthen growth performance and address globalisation, structural change and the shift to services.

Regierungen ebenso wie Unternehmen werden aktive Maßnahmen ergreifen müssen, um die Lohnfindungsmechanismen auf eine alternde Erwerbsbevölkerung abzustimmen, um zu verhindern, dass andere Sozialtransfersysteme als alternative Wege in die Frührente genutzt werden, um Altersdiskriminierung zu bekämpfen und um die Arbeitsplatzkompetenzen und Arbeitsbedingungen der älteren Arbeitskräfte zu verbessern.
