    Abstract: South Africa continues to be an object of fascination for people everywhere interested in social justice issues, post-colonial studies and critical race theory as manifested by the enormous worldwide attention given to the #Rhodes Must Fall movement. In this book, Teresa Barnes examines universities' complex positioning in the apartheid era and argues that tracing the institutional legacies left by pro-apartheid intellectuals are crucial to understanding the fight to transform South African higher education. A work of interpretive social history, this book investigates three historical dynamics in the relationship between the apartheid system and South African higher education. First, it explores how the legitimacy of apartheid was historically reproduced in public higher education. Second, it looks at ways that academics maneuvered through and influenced national and international discourses of political freedom and legitimacy. These fundamental shifts change what news "is".     Abstract: "Now twenty years since its initial release, Richard Dyer's classic text White remains a groundbreaking and insightful study of the representation of whiteness in Western visual culture. White explores how, while racial representation is central to the organisation of the contemporary world, white people have remained a largely unexamined category in sharp contrast to the many studies of images of black and Asian peoples. Dyer places this representation within the contexts of Christianity, 'race' and colonialism.     Abstract: Internet usage in China has recently grown exponentially, rising from 59 million users in 2002 to 710 million by mid-2016. One in every two Chinese has currently been exposed to the Internet. This upsurge has made political communication among citizens and between the government and citizens less costly and almost instantaneous in China. Despite these advances, scholars are only beginning to understand and systematically explain the ways in which increased Internet exposure may affect behavior and values of Chinese netizens. Can the Internet help liberalize Chinese society due to its innate pluralism? Has the Internet become an efficient tool assisting the ruling elite to remain in power given the tendency of Internet service providers and users to be easily manipulated by the Chinese state? This book addresses these questions by focusing on the most digitally embedded segment of Chinese population – university students. Using survey evidence from more than 1200 observations, data confirm that Internet exposure to information generated by fellow netizens promotes democratic orientation, enhances political resistance to indoctrination, and boosts popular nationalism. However, exposure to government-managed websites encourages regime support and, at a less significance level, decreases democratic orientation, and elevates official patriotism. People who perceive the Internet as a tool enhancing the vertical communication between the Chinese government and netizens tend to become patriotic and supportive of the regime. Building upon quantitative evidence, this book draws a nuanced picture of Internet exposure and its political implications

The emerging critical scholarship on the Partition and its aftermath has deepened our understanding of the relationship between historical trauma, collective memory, and cultural processes, and this book provides critical readings of literary and cinematic texts on the impact of the Partition both in the Punjab and in Bengal. The collection assembles studies on Anglophone writings with those on the largely unexplored vernacular works, and those which have rarely found a place in discussions on the Partition.     Abstract: Groundwater has provided great benefits to agriculture irrigation in semi-arid OECD countries, but its intensive use beyond recharge in certain regions has depleted resources and generated significant negative environmental externalities. The report provides a characterisation of the diversity of groundwater systems, reviews policies in OECD countries, and proposes a package of recommendations to ensure that groundwater can sustain its services to agriculture and contribute to climate change adaptation.

    Abstract: The need to reform water policies is as urgent as ever. Water is essential for economic growth, human health, and the environment. Yet governments around the world face significant challenges in managing their water resources effectively. The problems are multiple and complex: billions of people are still without access to safe water and adequate sanitation; competition for water is increasing among the different uses and users; and major investment is required to maintain and improve water infrastructure in OECD and non-OECD countries. Despite progress on many fronts, governments around the world are still confronted with the need to reform their existing water policies in order to meet current objectives and future challenges. Building on the water challenges identified by the OECD Environment Outlook to 2050, this report examines three fundamental areas that need to be addressed whatever reform agendas are pursued by governments: financing of the water sector; the governance and institutional arrangements that are in place; and coherence between water policies and policies in place in other sectors of the economy. The report provides governments with practical advice and policy tools to pursue urgent reform in their water sectors.
