    Abstract: Can informal actors such as NGOs mediate peace agreements? If so, how does it work and what are the consequences for international peace mediation? This book tackles these questions and more through looking at the role of nongovernmental (NGO) mediators in promoting “inclusive peace” to negotiating parties in Myanmar’s Nationwide Ceasefire Agreement (NCA) negotiations from 2011-2015. The author argues that NGO mediators, traditionally seen as part of civil society or as weak mediators with little power or leverage, have become established mediation actors alongside more formal actors and are redefining the mediation field through norm promotion. However, even if NGO mediators can promote norms, the book questions whether they should promote norms in the first place, as the NCA process shows how the promotion of inclusivity contributed to a more exclusive outcome of years of peace negotiations in Myanmar. The outcome of the NCA process presents a critical and cautionary tale of promoting a presumed universal norm into a given locale and expecting a certain outcome without understanding how an external norm interacts with existing normative frameworks. This is an open access book. Julia Palmiano Federer holds a PhD in Political Science from the University of Basel and a Master in International Affairs from The Graduate Institute of International and Development Studies in Geneva, Switzerland. Dr. Palmiano Federer is a Postdoctoral Fellow at the University of Ottawa and the Head of Research at the Ottawa Dialogue, an organisation that specializes in the resolution of armed conflicts around the world through Track Two diplomacy, a form of unofficial and informal dialogue between warring parties. She is also currently a Senior Fellow at the Negotiation and Conflict Resolution Collaboratory at the Harvard Kennedy School’s Center for Public Leadership.

    Abstract: Can we regulate something that doesn’t exist yet? Can Europe create its own Silicon Valley? Who gets to create technological value in today’s world? Whatever happened to the once-flourishing idea of rags to riches? Will new and exciting innovations only ever come from big tech companies? Can the EU establish its own flexible framework for boosting innovation, e.g. by facilitating the transformative use of technologies and data? This book seeks to answer these questions by exploring the differences in copyright culture in Europe and the United States, with its flexible fair use framework. From the announcement of the public-private partnership called Sidewalk Toronto to the project’s termination, a mediatized controversy unfolded. Through an assemblage approach to this project and a case study of The Globe and Mail and the Toronto Star, it follows the actors and chronicles the Quayside project story as a conversation about the promise and perils of a future “smart” neighbourhood. In the news of Waterfront Toronto, Sidewalk Labs, other actors, events, and developments, there were multiple voices and views, interpretations and arguments, that manifested conflicting interests and values. As a locally situated actor, journalism produced a porous discourse that expressed a proposeand- public pushback movement. This work of articulating mediation conditioned the project’s alteration and dissolution within asymmetrical relations of power. In addition to a wave of opposition that inflected the project’s enactment, a time lag between project time and governmental policymaking made the controversy over this future urban space intractable. With their residual symbolic power, quality journalism contributed to dialogical urban learning. Bob Hanke, a former a faculty member in the Department of Communication & Media Studies, York University, Canada, is currently an independent scholar living in Toronto.

In tomorrow’s vehicles, human beings will merely be passengers – which raises a host of complex legal issues regarding accidents involving self-driving vehicles. This book is the first to offer a comprehensive, global overview of civil liability regimes for all levels of vehicle automation in jurisdictions that represent some of the most important markets for the automotive industry. To use these technologies successfully, organizations need to implement them responsibly and ethically. The question is: how to do this? Data ethics management, and this book, provide some answers. The authors interviewed and surveyed data ethics managers at leading companies. They asked why these experts see data ethics as important and how they seek to achieve it. This book conveys the results of that research on a concise, accessible way. Much of the existing writing on data and AI ethics focuses either on macro-level ethical principles, or on micro-level product design and tooling. The interviews showed that companies need a third component: data ethics management. This third element consists of the management structures, processes, training and substantive benchmarks that companies use to operationalize their high-level ethical principles and to guide and hold accountable their developers. Data ethics management is the connective tissue makes ethical principles real. It is the focus of this book. This book should be of use to organizations that wish to improve their own data ethics management efforts, legislators and policymakers who hope to build on existing management practices, scholars who study beyond compliance business behavior, and members of the public who want to understand better the threats that AI poses and how to reduce them.

    Abstract: Dieser Open-Access-Sammelband hinterfragt, wie sich internationale Kulturzusammenarbeit zwischen Ländern unterschiedlicher Kultursysteme und -traditionen erreichen lässt. In Deutschland ist Auswärtige Kulturpolitik von dem Gedanken geleitet, dass globale Herausforderungen Multilateralismus erfordern. Im chinesischen Diskurs dagegen finden andere Kernbegriffe wie z.B. „Tianxia“ Verwendung, die im nicht-chinesischen Kontext einer Interpretation bedürfen. Um der Differenz – aber auch den Gemeinsamkeiten – auf den Grund zu gehen, untersuchen Wissenschaftler*innen und Praktiker*innen aus China und Deutschland Selbst- und Fremdwahrnehmungen sowie Kooperationen in kulturellen Begegnungen. Auf diese Weise sollen Grundlagen für ein besseres gegenseitiges Verständnis sowie für kulturelle Kooperation zwischen beiden Ländern ermöglicht werden. Die Herausgeber*innen: Prof. Dr. Chunchun Hu leitet den Masterstudiengang Europa-Studien an der Shanghai Academy of Global Governance and Area Studies, Shanghai International Studies University. Dr. Odila Triebel leitet den Bereich Dialog und Forschung "Kultur und Außenpolitik" am ifa, Institut für Auslandsbeziehungen. Prof. Dr. Thomas Zimmer forscht und lehrt am Zentrum für Chinesisch-Deutschen Gesellschaftlich-Kulturellen Austausch der Tongji-Universität in Shanghai.

    Abstract: In the era of globalisation, cross-border crimes are becoming increasingly common. The nature of these crimes is complex, and cross-border evidence exchange is, therefore, crucial to the successful prosecution of these offences. The exchange of evidence between countries can provide invaluable assistance in solving crimes that have an international dimension. The European Investigation Order (EIO) allows judicial authorities to request evidence more quickly and easily than via traditional instruments. The EIO has become the primary legal tool for gathering trans-border evidence, replacing the traditional Mutual Legal Assistance (MLA) conventions previously used. However, the EIO is not the only pertinent legal instrument for cross-border evidence gathering within the EU. Accordingly, professionals need a clear understanding of this subject. Exchanging evidence among judicial authorities in the EU Member States presupposes two essential components. First, there must be a secure communication channel. This is provided by e-CODEX, which offers a European digital infrastructure for secure cross-border communication in the field of justice. Recently (May 30th, 2022), the e-CODEX system became the digital backbone of EU judicial cooperation in civil and criminal matters on the basis of Regulation 2022/850. To achieve effective evidence exchange via EIO/MLA legal instruments, there must also be a communication tool. This is provided by the e-Evidence Digital Exchange System, which is capable of managing any EIO/MLA procedures/instruments, from the e-Forms (EIO Annexes) to the whole business logic, on the basis of the e-CODEX system. Finally, it is essential to use a uniform standard for the representation of evidence data and metadata, so as to streamline the process and make investigations more effective, in particular when it comes to complicated criminal cases where it is key to find either correlations among different cases or to extract multiple types of data from the same inspection. The importance of cross-border evidence exchange in criminal matters cannot be overstated. This book addresses all the above-mentioned aspects, offering an up-to-date overview of scenarios in cross-border judicial cooperation from both juridical and technical standpoints.

    Abstract: This book argues that the lack of adequate theories of contemporary capitalism is due to the increasing separation of the sub-disciplines of Comparative and International Political Economy. Theorizing only takes place in one of the two over-specialized sub-disciplines of Political Economy, thereby leading to a neglect of the interplay between national and international dimensions of capitalism. The author seeks to rectify this gap by developing a theory of Second Image IPE. Based on the “second image” notion developed by Kenneth Waltz, he furthers the classical theoretical approaches as developed by Peter Gourevitch and Peter Katzenstein. For this purpose, he incorporates recent analytical developments in Comparative Capitalism and Growth Model analysis. The book demonstrates the usefulness of Second Image IPE theory by studying the major empirical topics of Global Political Economy, including security, finance, regional integration, trade, production and global order. It also covers recent issues such as deep integration, selective de-globalization and state capitalist challenges to liberal international institutions. Andreas Nölke is Professor of Political Science at Goethe University Frankfurt, Germany. His recent books include Post-Corona Capitalism: The Alternatives Ahead (Bristol University Press, 2022) and State-Permeated Capitalism in Large Emerging Economies (Routledge, 2020, co-authored).     Abstract: This Open-Access-book questions the relationship between institutionalized images and understandings of policing – the monolithic ideas common to most, if not all, Western law enforcement agencies – and contextual, situative, and local interactions where the human representatives of policing – street-level officers – come into contact with residents. The political and theoretical association of specific forms of “Western” policing with democratic society can be illustrated in the case of German integration: narratives of reform and essentially forging new democratic police agencies in the “new German states” stand at odds with much of the experience and statements of officers who continued to serve following (Re)Unification. Officers who present their works primarily in terms of their local responsibilities, expectations and more specifically to their unique and individual relationship and connection to their communities downplay the relevance of high-level policing policy. Based on a two-year ethnographic study of policing in a rural county in the German state of Brandenburg, this book explores the local nature of policing both in terms of how police officers imagine their communities to be and with reference to broader societal expectations and assumptions of what police, essentially, are, can effectively do, and should effectively do. About the author Aaron Bielejewski is a research associate at the Centre for Criminological Research Saxony. He studies cultural and interactionist aspects of police work and prison.

    Abstract: Marek Thee was a Jewish Polish journalist, scholar, and activist. This book tells his life from narrowly escaping death in the Holocaust to exile in Palestine, where he became attached to the Polish consular service. On his return to Poland in 1950, he worked for the Foreign Ministry and later for the Polish Institute for International Affairs. He served as Head of the Polish delegation to the International Control Commission in Indochina in the late 1950s. In 1968 he lost his job and his Polish citizenship in a nationalistic and antisemitic campaign. He was able to move to Norway where he worked for twenty years at the Peace Research Institute Oslo (PRIO), editing an international quarterly journal, Bulletin of Peace Proposals and doing research on the arms race. In retirement, he continued his research and writing at the Norwegian Human Rights Institute. The book vividly relates the drama of his life in Poland, Palestine, Indochina, and Norway. This is an open access book.

    Abstract: The Global IR research programme promulgates a borderless ecology of cultures that has only an inside without an outside. This borderless ecology of cultures reinvents the human condition (including the condition of ‘the international’) as perpetually interconnected at the level of consciousness. While Western-centric IR theories depend on (neo-)Kantian philosophies to emphasize the time-space bounded identities of human beings living in visibly divided phenomenal worlds, the de-Kantian philosophies of the Global IR research programme – exemplified by the Tianxia, Advaita, and Nishida Kitaro’s Buddhism-inspired theories – recuperate the temporally-spatially indivisible phenomenal-noumenal flow of human life, thereby facilitating back-and-forth movement between the Westdominated ‘one world’ and the non-West-embodied ‘many worlds’. The central objective of the book is to demonstrate how this back-and-forth movement offers opportunities to conceive of and found a new world order that recognizes the temporally-spatially indivisible human condition on earth. The book delineates a set of guiding principles to promote an innovative practice of theory-building and policy-making that transcends the geo-centric limitations of knowledgeproduction and knowledge-application, thereby establishing the futuristic foundation of the Global IR research programme.     Abstract: Will China–U.S. relations come back to the normal track? Does the confrontational approach work for China–US relations? This book argues that it is an unrealistic hope to bring China–US relations back to the so-called normal track because the great power competition will be a new normal of China–US relations and the USA will gain more from strategic competition than cooperation in the long run. This book shows that the strategy of “great power cooperation through competition” is more positive and constructive than the approaches of “peaceful coexist” and “maximum pressure.” This book does not intend to provide policy recommendations for governments to consider, but mainly to explain why the great power competition is inevitable and why it is necessary to continuously work with China in some areas through strategic competition. This book alarms the importance of understanding the nature of the Chinese Communist Party during the great power competition and aims to motivate both sides to revisit their foreign policy practice and come up with a better foreign policy strategy of handling China–US relations. Jinghao Zhou is Associate Professor of Asian Studies at Hobart and William Smith Colleges in New York, USA. His research focuses on Chinese ideology, politics, religions, and US–China relations.     Abstract: This book comparatively assesses the China and India’s soft power strategy in Iran. By employing Joseph S. Nye’s “Soft Power” theory and forming the new concept of “Power of Bonding”, this book formulated China and India’s soft power narratives and applied it through the empirical analysis in Iran. Based on this theory, this book seeks explanations for the question of “How China and India respectively, strategically and comparatively use the soft power strategy in Iran?”. To reach the find-out, this book compares the understanding, resources, strategies, influences and uses of China and India’s soft power in Iran under three thematic areas, including “power of bonding through cultural attractions, and attributions”; ‎“political and diplomatic engagement” and “economic partnerships”. By analysing China and India’s soft power strategy in Iran, this book ‎seeks to contribute to the soft power literature through a theoretical replication based ‎on non-Western soft power strategy, the concept and its empirical application in China and India.     Abstract: This open access book explores the organization and evolution of Finland’s Cold War cultural diplomacy (1945-1975) as the basis for a reflection on the country’s foreign relations, the link between culture and politics, small states’ autonomy during the Cold War, and the porosity of the East-West divide. The book offers a historical survey of the development of Finland’s cultural diplomacy as part of the Finnish state’s foreign activities. In its empirical parts, it focuses on archives drawn from the Finnish Ministry of Foreign Affairs and the Ministry of Education in order to explain Finland’s cultural diplomacy as the result of the country’s foreign policy orientations, interactions between domestic and foreign policy, and the expansion of state activities in the artistic, educational, and cultural sectors. Various reflections and reports on foreign cultural relations highlight the role of identity concerns, cultural relations, geopolitics and economic imperatives in the development of a specifically Finnish cultural diplomacy. Furthermore, the book focuses on specific aspects and events, considering for instance the organization and evolutions of Finland’s cultural relations with the USSR, the role of cultural treaties, academic exchanges and scientific cooperation, “cultural exports” and the marketization of culture, overlaps between cultural relations and high politics. Louis Clerc is Professor in Contemporary History in the Department of Contemporary History, Philosophy and Political Science at the University of Turku, Finland. His current research projects deal with the history of public and cultural diplomacy and the study of diplomatic relations.

    Abstract: This handbook offers a unique approach to the question: How do scholars write the future of global politics? Written in futur antérieur style, around the 200-year anniversary of the birth of International Relations (IR) as an academic discipline, the contributions engage in world-building and imagine different futures of IR. Set in a multiverse, 23 chapters draw on a range of possible themes and imaginaries, for instance post-pandemic conditions, the Anthropocene, and not least academic practices and the role of researchers. A concluding chapter anchors these explorations in contemporary discussions.     Abstract: This book addresses the ‘crisis of critique’ of Frankfurt School Critical Theory in International Relations and puts forward a proposal for how it can be overcome. It starts from the premise that the present conjuncture, marked by capitalist crisis and a fracturing international order, urgently calls for critical perspectives capable of clarifying the state of global affairs and the emancipatory struggles within it. Critical Theory in International Relations should be well placed to provide answers to this demand, yet it finds itself today in a state of decline. Its prevailing form – that of a universalist cosmopolitan project – reflects a narrow Eurocentric perspective and the concerns of a time now past, while the Frankfurt School tradition as a whole struggles to develop new modes of analysis and new political imaginaries that are appropriate to the current historical situation. The book diagnoses this situation of intellectual and political crisis and seeks to trace a way out. It does so by providing a comprehensive account of the development of Critical Theory in International Relations and the ways in which it has applied Frankfurt School thought to the study of international politics. It then makes a provocative case as to the exhaustion of the cosmopolitan and Habermasian paradigm of critique that has guided Frankfurt School research on international politics for the past thirty years. Finally, it puts forward a proposal for the revitalisation of Critical Theory in IR through a renewed emphasis on the critique of political economy and sketches a research agenda which can make the tradition relevant again to contemporary political questions.     Abstract: The book develops a novel framework for the analysis of global crises. It differentiates crises on three dimensions: permanent, recurring and ephemeral crises. This conceptualization allows us to analyze global crises not only in their immediate environment, but makes it possible to understand them in the broader context of social instability. The approach revolves around the terminology of discursive dislocation which provides fundamental insights into diverse forms of social instability. A multidimensional conceptualization of dislocation is advanced which informs the differentiation of global crises. Furthermore, a methodological toolkit is developed and tailored to the theoretical framework, which makes it possible to utilize the book both theoretically and methodologically for the analysis of manifold forms of global crises. The book also provides a comprehensive analysis of the Covid-19 pandemic in the United States under Donald Trump. Making use of the aforementioned methodology, it presents a hands-on illustration of how the multidimensional framework can be utilized for practical analyses. The analysis reveals how the construction of the Covid-19 pandemic is embedded in the historically ingrained self-portrayal of the United States, and how crisis responses are invoked to serve particular socio-political purposes in retaining an established vision of the United States.     Abstract: This book provides a state-of-the-art analysis of India’s foreign and security policies, examining e.g. the country’s security, economic and trade ties and interactions with Pakistan, China, the United States, Japan, the Middle East and ASEAN. Furthermore, the contributors provide the reader with an overview and analysis of the quality and challenges of India’s regional and global trade and investment policies. While in the past India has been a reluctant and not particularly prominent foreign and security policy actor in East and Southeast Asia as well as globally, China’s resurgence and its assertive and increasingly aggressive regional security policies have led India’s policymakers to reconsider the country’s decades-old non-alignment policies and opt for expanding security and defence ties with the United States, Japan and others. The Indian-Chinese border clashes in 2020 and China’s unlawful occupation of disputed territories along the Indian-Chinese border in the Himalayas have convinced Delhi’s policymakers and the country’s security and defence elites that India is well advised to join and contribute to US-led China containment policies.     Abstract: This book explores pendular politics in Latin America, focusing on electoral cycles with a pattern of similar results. Latin America has been neoliberal in the 1990s, leftist during the 2000s, then conservative in 2016-2018 and progressist again since 2018. The reference to a right/left/right/left sequence over a period of thirty years undoubtedly accounts for a singular pendulum pattern yet proves to be excessively simplistic. The right/left dichotomy hides fractures and nuances that characterize each political camp. This book seeks to explain why some elections result in alternations and others do not. Based on an innovative theoretical framework and a unique collection of case studies, the book offers a rich understanding of Latin America’s contemporary political evolutions. Voters are getting accustomed to punishing incumbents for not delivering in time of crises, resulting in frequent alternations. It might be good for democracy, not so much for governability.     Abstract: This book analyses the historical sociology of state formation in the Horn of Africa. It examines the genesis, trajectories, processes, routes and consequences of the evolution of state formation. Three analytical and explanatory models explain the process of state formation in the HOA: proto-state, colonial and national liberation. The models, heuristically and innovatively, provide understanding, interpretation and analysis of state formation. While the proto-state model explicates an indigenous historical process of state formation, the colonial model refers to an externally designed and imposed process of state formation. The national liberation model concern state formation conducted under liberation movement and ideology. The distinct significance of these models is that collectively they generate sufficient analysis of state formation. They are also unique in that they have never been employed as aggregate analytical and explicative instruments to address the predicament of state formation in the Horn of Africa.     Abstract: This book follows the author's 22-year journey through Cyprus and surrounding countries beyond in an exploration of conflict resolution with regard to the Cyprus Problem. The struggle is emblematic of numerous international attempts over the years to resolve this identity-based ethnic conflict historically referred to as the Cyprus Problem. So far all have failed miserably. The current situation indicates any solution other than a formal partition of the island between the two communities seems increasingly remote as the years pass.This has led the author to conclude a resolution to the Cyprus Problem no longer is a realistic political goal, but rather one eclipsed by the need for a non-political solution, which at least may succeed in convincing people on both sides to live together peacefully for their joint benefit. It provides a historical examination of ultimata in Western strategic, political, and legal thought since antiquity until the present, and offers a four-pronged typology that explains their various purposes and effects: 1) the dictate, 2) the conditional war declaration, 3) the bluff, and 4) the brinkmanship ultimatum.     Abstract: Both legal scholars and computer scientists will be curious to know how the gap between law and computing can be bridged. The law, and also jurisprudence, is based on language, and is mainly textual. Every syntactic system has its semantic range, and so does language, which in law achieves a high degree of professional precision. The use of visualisations is a syntactic supplement and opens up a new understanding of legal forms. This understanding was reinforced by the paradigm shift from textual law to legal informatics, in which visual formal notations are decisive. The authors have been dealing with visualisation approaches for a long time and summarise them here for discussion. In this book, a multiphase transformation from the legal domain to computer code is explored. The authors consider law enforcement by computer. The target view is that legal machines are legal actors that are capable of triggering institutional facts. In the visualisation of statutory law, an approach called Structural Legal Visualisation is presented. Specifically, the visualisation of legal meaning is linked with tertium comparationis, the third part of the comparison. In a legal documentation system, representing one legal source with multiple documents is viewed as a granularity problem. The authors propose to supplement legislative documents ex ante with explicit logic-oriented information in the form of a mini thesaurus. In contrast to so-called strong relations such as synonymy, antonymy and hypernymy/hyponymy, one should consider weak relations: (1) dialectical relations, a term of dialectical antithesis; (2) context relations; and (3) metaphorical relations, which means the use of metaphors for terms. The chapters trace topics such as the distinction between knowledge visualisation and knowledge representation, the visualisation of Hans Kelsen’s Pure Theory of Law, the separation of law and legal science, legal subsumption, legal relations, legal machines, encapsulation, compliance, transparency, standard cases and hard cases.

    Abstract: Forderungen an eine deutsche Auswärtige Kulturpolitik, die sich nicht mehr an nationalstaatlichen Interessen, sondern an geteilter Verantwortung orientiert, sind allgegenwärtig. In diesem Kontext leistet die hier vorgestellte Untersuchung einen wissenschaftlichen Beitrag zur Auswärtigen Kulturpolitik in der Welterbekonvention. Constanze Metzger analysiert die außenkulturpolitische Entwicklung Deutschlands in der UNESCO bis 1972 – dem Jahr, in dem die Welterbekonvention verabschiedet wurde. Sie evaluiert Wechselwirkungen zwischen nationalstaatlichen Interessen und transnationalen Zielen in der Konvention und verdeutlicht Interdependenzen von Politik und Kultur, die sowohl Konfliktpotentiale als auch Kooperationsmöglichkeiten zum Kulturerbeschutz bieten. Auf diesen Erkenntnissen aufbauend wird die praktische Umsetzung transnationaler und grenzüberschreitender Welterbestätten am Beispiel des deutsch-polnischen Muskauer Parks untersucht. Die Autorin beantwortet die Frage, ob hier das Nationale aufgelöst und dadurch Weltkulturerbe ohne Grenzen geschützt wird. Daraus resultierend schlägt die Autorin Desiderata einer transnationalen Auswärtigen Kulturpolitik vor. Die Autorin Dr. Constanze Metzger promovierte an der Universität Hildesheim im Fachbereich Kulturwissenschaften und Ästhetische Kommunikation. Sie ist in der Auswärtigen Kulturpolitik für das Auswärtige Amt, die UNESCO, den Europarat und die EU viele Jahre tätig gewesen.     Abstract: Blockchains and smart contracts are emerging technologies that pose unique challenges for legal systems. This book outlines the extent to which these new and innovative technologies could have potentially disruptive effects on contract law in Europe. It does so through a comparative, three-part analysis of the recognisability and effects of smart contracts in European legal systems. First of all, in light of the technologies’ transboundary nature, the book employs a comparative approach, considering French law, German law, English law, and Dutch law to analyse the impact on the different systems of contract law. While doing so, it also addresses the formation, interpretation, and vitiation of contracts. Secondly, it analyses the impact of these technologies on European laws regarding unfair terms in consumer contracts and argues that the existing rules should be applied to smart legal agreements in business-to-consumer relations. Lastly, it analyses the current European rules of private international law on the basis of which jurisdiction and applicable law are developed. In this respect, the book concludes that the vast majority of these European rules are “smart contract-proof”.

    Abstract: Im Rahmen der „Flüchtlingskrise“ ab 2015 war vielerorts die Rede davon, dass die Polarisierung zu einer Erosion des gesellschaftlichen Zusammenhalts in Deutschland geführt habe und entsprechend gegengesteuert werden müsse. Dabei geht die diskursive Präsenz des gesellschaftlichen Zusammenhalts jedoch nicht mit begrifflicher Klarheit einher, auch nicht auf der wissenschaftlichen Ebene. Um dem Diskurs mehr Substanz zu verleihen, untersucht Frederik Schäfer in dieser Arbeit den gesellschaftlichen Zusammenhalt in Deutschland sowie den Konnex zur Migrations- und Flüchtlingsthematik, indem er den Fokus sowohl auf die politische Theorie als auch auf die Analyse qualitativer Experteninterviews richtet. Die Verknüpfung von Theorie und Empirie zeigt, dass hinsichtlich des gesellschaftlichen Zusammenhalts kollektivistische sowie individualistische Zugänge im politischen Alltag nur eine geringe Relevanz haben. Vielmehr werden gemeinsame Werte weitgehend als konstitutiv für den Zusammenhalt wahrgenommen. Konkret haben sich Engagement und Begegnung sowie Arbeit als zentrale Faktoren des Zusammenhalts herauskristallisiert. Zudem zeigt das Buch, dass die Debatte um Migration und Flüchtlinge mitunter an der zugrunde liegenden Problematik vorbeigeht – vor allem in Sachsen lässt sich der polarisierte Konflikt als eine Chiffre für historisch bedingte Ungerechtigkeitswahrnehmungen verstehen. Der Autor Frederik Schäfer arbeitet hauptberuflich als Journalist und ist als Autor von Sachbüchern tätig.

    Abstract: This edited volume discusses security policy and strategic policymaking in the Middle East region. Due to its unique geopolitical, geoeconomic and geostrategic features, the Middle East region has been confronted with challenging security issues. Combined with a lack of an efficient regional security regime this has led to the formation of a full-fledged arms race. This book draws together contributions from international experts to address the factors that have been contributing to the ongoing formation of an arms race in the Middle East as well as the impact of this phenomenon on the regional and global security environment. The book is organized in three sections. The first section outlines the contemporary dynamics of the arms race in the Middle East by focusing on its most recent dynamics and their implications for regional and international security. The second section conducts systematic analysis of case studies of country-specific drivers of the arms race. The third and final section examines the role of external actors in the arms race, evaluating both the responses of regional actors to external interventions as well as the implications of the arms race for extra-regional countries.

    Abstract: Dieses Buch thematisiert die Prozesse des Wandels von Grenzkontrollen und der Grenzverwaltungen in den letzten 30 Jahren nach dem Fall des Eisernen Vorhangs, des Zusammenbruchs des ehemaligen Jugoslawien in Bezug auf das strategische Sicherheitsmanagement, sowie die Abschaffung stationärer Grenzkontrollen im Schengen-Raum und der gleichzeitigen Einführung notwendiger Ersatzmaßnahmen. Im 21. Jahrhundert schafft ein sich ständig weiterentwickelndes Sicherheitsumfeld zusammen mit dem Prozess der Globalisierung neue Dimensionen von Bedrohungen und Herausforderungen für die Sicherheit und Stabilität transnationaler Natur. Dies erfordert umfassende, multidimensionale, kollektive und gut koordinierte Antworten. Nach Auffassung der Union sollte ein modernes, kosten- und nutzenorientiertes und effektives Grenzschutzsystem sowohl offene Grenzen als auch ein Höchstmaß an Sicherheit gewährleisten. Daher ist die Union bestrebt, die innere Sicherheit aller Mitgliedstaaten effektiv zu gewährleisten durch eine koordinierte Gefahrenabwehr, der Bekämpfung irregulärer Migration und grenzüberschreitenden Kriminalität, um einen reibungslosen Grenzübertritt für legitime Reisende und deren Hab und Gut, sowie Waren und Dienstleistungen sicherzustellen. Aus diesem Grund wurde das Konzept der integrierten Grenzverwaltung entwickelt, um eine wirksame Grenzkontrolle und -überwachung, sowie eine kosteneffiziente Grenzverwaltung der Außengrenzen der EU zu gewährleisten. Die Politik der Union wird auch in Zukunft auf der Grundlage der drei wichtigsten Bereiche entwickelt: gemeinsame Rechtsvorschriften, enge operative/taktische Zusammenarbeit und finanzielle Solidarität. Darüber hinaus wurde die integrierte Grenzverwaltung als vorrangiger Bereich für die Stärkung der Zusammenarbeit mit Drittländern im Rahmen des strategischen Sicherheitsmanagementkonzepts der Europäischen Kommission bestätigt, in dem Nicht-EU-Länder als Partner ermutigt werden, ihre Grenzsicherheits-, Überwachungs- und Grenzverwaltungssysteme zu verbessern. Die Übersetzung wurde mit Hilfe von künstlicher Intelligenz durchgeführt. Eine anschließende menschliche Überarbeitung erfolgte vor allem in Bezug auf den Inhalt.

    Abstract: Populism has lately experienced a meteoric rise to become one of the most widely used terms in academic and wider public discourses and a supposedly defining feature of both domestic and world politics. Situated at the intersection of International Relations (IR), Political Theory and Comparative Politics, this book makes a critical intervention into the burgeoning IR scholarship on populism and problematizes the often hyperbolic and sweeping usage of the term as a general descriptor for non-centrist politics of different persuasions. The book seeks to move into a different theoretical direction and broaden the empirical focus of existing IR research. Theoretically, it bridges the gap between theories of populism and IR by bringing the Laclauian, discursive approach and IR poststructuralism together in a theoretical framework. The proposed framework moves away from the search for the policy preferences and impact of populism, and instead conceptualizes foreign policy and world politics as potential sites for practicing populism, ranging from the articulation of societal grievances to the construction of populist identities such as ‘the people’. Empirically, the book takes IR scholarship beyond the predominant focus on the populist radical right and single-country and -region studies. Building on the discourse analysis of an original data set, it offers a comparative analysis of right-wing and left-wing populist discourses in different world regions as well as populist cross-border collaboration and identity construction.     Abstract: Foreign policy is one of the most complex policies of every state, and Portugal and Iceland are no exception. The “Small States and Big Powers: Portugal and Iceland’s Foreign Relations” book analyses the importance of relations with big powers or regional and international organisations from a shelter theory perspective, detailing the degree of political, economic and societal shelter that they have provided to Portugal and to Iceland over time. Despite having followed distinct paths, Portugal and Iceland have some important similarities in their foreign policy, namely in relation to the European and the Atlantic dimensions and their participation in regional organisations. The book examines their decisions to join or not to join regional organisations, and both countries’ bilateral relations with other important parts of the world, namely Africa, the Nordic states and China. This book compares the foreign policies of Portugal and Iceland considering their commonly identified status as small states and place them within the shelter theory framework, and its findings indicate that both countries need to balance their international relations with shelter provided by different actors. Their size and political and economic capabilities matter in their bilateral and multilateral relations. It is therefore in both countries’ interest to maintain strong cooperation not only with big powers, but also regional and international organisations, depending on their field of action, in order to flourish politically, economically and socially.

    Abstract: This book compares the involvement of Kurdistan-Iraq and Palestine (Palestinian Territory of the West Bank and Gaza Strip) in international relations from the viewpoint of their practical performance.     Abstract: The book establishes a linkage between perceptions and foreign policy by exploring, how China’s behavior towards Japan is driven by mental shortcuts. The study is focused on the aspect of historical memories and how it factors in China’s Japan Policy. It explores the linkage between perceptions born from the past, their interpretations in the present and thereby, the shaping of policy behavior of China towards Japan. The author delves beyond the realist and liberal interpretations of international politics, which assume that states’ interests and material capabilities are a ‘given’ in the international system- thus, offering a conceptual understanding of Sino-Japanese relations in the twenty-first century. Dr. Amrita Jash is Assistant Professor at the Department of Geopolitics and International Relations, Manipal Academy of Higher Education (Institution of Eminence), India. She holds a Ph.D. in Chinese Studies from Jawaharlal Nehru University. She was a Pavate Fellow at the University of Cambridge. Dr. Jash has authored The Concept of Active Defence in China’s Military Strategy (2021).
