    Abstract: Nuclear power plants require a wide variety of specialised equipment, materials and services for their construction, operation and fuelling. There has been much consolidation and retrenchment in the nuclear industry since the 1980s, with the emergence of some large global nuclear companies. Electricity market liberalisation in many OECD countries has meanwhile placed nuclear plant operators under increased competitive pressure. These structural changes in both the producer and consumer sides of the nuclear industry have had implications for the level of competition in the nuclear engineering and fuel cycle markets. With renewed expansion of nuclear power now anticipated, this study examines competition in the major nuclear industry sectors at present, and how this may change with a significant upturn in demand.

    Abstract: Pharmaceutical policy making raises particular challenges in reconciling key objectives for health policy, such as ensuring affordable access to the latest effective drugs, with other important policy considerations, such as providing support to a valuable national industry. Unusually among health policy issues, it also raises international considerations that further complicate decision making, particularly as the nature and extent of such considerations are not well understood. This report assesses how pharmaceutical pricing and reimbursement policies have contributed to the achievement of certain health policy objectives. It examines the national and transnational effects of these policies, in particular, their implications for the availability of medicines in other countries, the prices of these medicines, and innovation in the pharmaceutical sector. This publication presents an analysis of comparative price levels, making use of a unique dataset to construct the most comprehensive pan-OECD pharmaceutical price index to date. It also draws upon original case studies of pharmaceutical pricing and reimbursement policies in six OECD countries to provide specific examples of the impacts of policies on health system performance.

    Abstract: This Test Guideline describes a method to assess bioaccumulation of sediment-associated chemicals in endobenthic oligochaetes worms. It applies to stable, neutral organic chemicals having log Kow values between 3.0 and 6.0, superlipophilic substances that show a log Kow of more than 6.0, or stable metallo-organic compounds which tend to associate with sediments. The test consists of two phases. During the uptake phase, worms are exposed to sediment spiked with the test substance, topped with reconstituted water and equilibrated as appropriate. Groups of control worms are held under identical conditions. The duration of the uptake phase is by default 28 days, unless a steady-state has been reached before. For the elimination phase, the worms are transferred to a sediment-water-system free of test substance. This second phase is terminated when either the 10% level of steady state concentration, or of the concentration measured in the worms on day 28 of the uptake phase, is reached, or after a maximum of 10 days. Change of the concentration of the test substance in/on the worms is monitored throughout both phases of the test. The uptake rate constant (ks), the elimination rate constant (ke) and the kinetic bioaccumulation factor (BAFK = ks/ ke) are calculated. Radiolabelled test substances may be used to determine whether metabolites identification and quantification should be made. The minimum number of treated replicates for kinetic measurements should be three per sampling point throughout uptake and elimination phase. To ensure the test validity (cumulative mortality of the worms 〈 20% of the initial number), toxicity tests should also be conducted at regular intervals. Besides, the worm lipid content, the sediment total organic carbon content and the residue level in worms at the end of the elimination phase are useful for the interpretation of the results.

Le défi à relever maintenant consiste à porter le montant de l’aide à des niveaux qui permettent d’atteindre les Objectifs du millénaire pour le développement. L’analyse des tendances observées au cours de la décennie écoulée fait apparaître une fragmentation de l’aide en faveur de la santé en une multitude de petits projets, plus de deux tiers de l’ensemble des engagements portant sur des montants inférieurs à 500 000 dollars des ÉU. Une fraction relativement faible des ressources va directement au budget des pays, et une part importante sert à financer des projets régionaux et plurinationaux. La question de savoir en quoi l’aide peut favoriser la mise en place de systèmes nationaux efficaces revêt une importance particulière dans le secteur de la santé. Il est indispensable que les pays disposent d’hôpitaux et de cliniques bien gérés, d’agents de santé qualifiés et de filières efficientes d’achat de médicaments pour améliorer réellement l’état de santé de leur population.

The method is based on the repeated oral administration of the substance of interest during one limited period (one dose level daily during 28 days). This Guideline is intended primarily for use with rodents (rat preferably). At least 10 animals (5 female and 5 male) should be used for each dose level. Three tests groups, at least, should be used. The test compound is administered by gavage or via the diet or drinking water. A limit test may be performed if no effects would be expected at a dose of 1000 mg/kg bw/d. The report of this study will include results from clinical and functional observations, body weight and food/water consumption measurements, hematology and clinical biochemistry; as well as gross necropsy and histopathology.

Le document traite également des droits de propriété intellectuelle (DPI). La plupart des données font apparaître de considérables progrès dans la mise en place d’un régime de DPI adapté aux besoins d’une économie de marché moderne.     Abstract: This Test Guideline describes how to plan and carry out processing studies, i.e. determine residue levels in primary processed commodities following pesticide application on raw agriculture commodities (RAC) under conditions likely to lead to maximum residues. It provides the distribution of residues (active ingredient, and/or metabolites, degradation products), and preferential accumulation in various processed products resulting from the processing of a commodity. Used RACs (of plant origin and animal origin) should contain field-treated quantifiable residues, at sufficient levels so that concentration/dilution factors for the various consumed products and non-consumed intermediates can be determined. Pesticides residues to be measured are determined by the residue definition based on studies on the nature of the residue in processing and/or in plant and livestock. For each field test site (at least two independent) the processing factor (Pf) is calculated as the ratio between the residue level in the processed commodity and in the RAC or the commodity to be processed. If a given commodity has two or more significantly different commercial procedures, two trials for each procedure are necessary. Spiked samples should be run concurrently with those from the processing study to ensure the method validity.

    Abstract: Certains domaines associés aux thèmes discutés ici échappent à mes compétences, comme par exemple l’évaluation des risques et des défauts de sûreté dans les transports. Ce qui m’a convaincu de l’importance de ce sujet, ce sont quelques conclusions très générales, je dirais volontiers quelques impressions que m’inspire depuis quelques années l’évolution très remarquable de nos pouvoirs d’analyse sur les processus de prise de décision en matière de risque. Le mot insécurité visera souvent ici la gestion des risques liés à des actes de malveillance intentionnelle... Les coûts de la sécurité prise en ce sens constituent aujourd’hui une composante de tout budget transport. Outre les coûts de prévention et de surveillance, les coûts de prévision, il faut aussi envisager désormais le coût des dommages potentiels liés à de tels actes. Les événements du 11 septembre 2001, qui ont accéléré cette évolution, doivent suffire à nous convaincre que les conséquences de tels dommages sont désormais commensurables avec les coûts des guerres.

Leur objet consistait à recenser les contraintes freinant la croissance du secteur agricole et la réduction de la pauvreté qu’une meilleure conception de l’action publique pourrait aider à lever tant au niveau national qu’au niveau international. L’analyse des performances agricoles a essentiellement porté sur les tendances de la production, de l’utilisation des facteurs et de la productivité. L’analyse des politiques agricoles a privilégié la mesure de leurs effets de distorsion sur les prix intérieurs et les prix internationaux, ainsi que sur l’évolution des dépenses publiques agricoles financées par l’aide publique au développement.

Au cours des dernières années, ces six pays de l’OCDE ont adopté de grandes mesures de réforme pour moderniser la gestion de leur service public afin de répondre aux attentes croissantes de la société dans un contexte de ressources financières limitées et de pressions politiques. La réceptivité est un concept encore peu développé destiné à mettre en évidence les facteurs qui conduisent les organisations à se prêter peu, pas du tout ou très bien au changement. La présente étude soutient que la gestion du changement est une variable indépendante dans l’analyse du changement dans l’administration car elle détermine en grande partie la réussite de l’action publique. Quatre facteurs d’analyse étroitement liés sont utilisés pour expliquer la gestion du changement dans l’administration : vision idéologique, conduite du changement, politique institutionnelle, et capacité de mise en oeuvre.

    Abstract: Cette méthode permet l’estimation de la CL50 avec un intervalle de confiance, et les résultats permettent de classer une substance pour la toxicité aiguë selon le Système Général Harmonisé de Classification et d'Étiquetage des Produits Chimiques. Il est le plus facile de l'appliquer aux substances produisant la mort dans les deux jours. Cette Ligne directrice utilise des rongeurs (de préférence femelle rat). Il y a un essai limite et un essai principal. L'essai limite peut être employé efficacement pour identifier les produits chimiques qui sont susceptibles d'avoir une basse toxicité. La substance d'essai est généralement administrée par une dose unique, par gavage, aux animaux à jeun avant le traitement. Des animaux uniques sont dosés un par un, habituellement toutes les 48h. Le premier animal est dosé un niveau au-dessous des meilleures évaluations préliminaires de la CL50. Le deuxième animal reçoit une dose inférieure (si le premier animal meurt) ou une dose supérieure (si le premier animal survit). On observe les animaux avec une attention particulière pendant les 4 premières heures et quotidienne ensuite, pendant un total de 14 jours généralement. Le poids des animaux devrait être déterminé au moins une fois par semaine. Tous les animaux devraient être soumis à une autopsie générale. La CL50 est calculée suivant la méthode de maximum de vraisemblance. Il est possible de calculer des évaluations d'intervalle pour la CL50.     Abstract: Dans le cadre de son travail sur le régionalisme, la Direction des Échanges et de l'Agriculture de l'OCDE, a mené à bien une série d'études comparant les dispositions normatives contenues dans les accords commerciaux régionaux à celles de l'Organisation mondiale du commerce (par exemple dans le domaine des services, de l'investissement et de la concurrence). Le présent document entend compléter les études existantes en examinant les dispositions juridiques relatives aux « obstacles techniques au commerce » (autrement dit, les règlements techniques, les normes et les procédures d'évaluation de la conformité) d'un échantillon d'accords commerciaux bilatéraux et régionaux ainsi que leur degré de similarité et de convergence avec l’Accord de l'OMC sur les obstacles techniques au commerce, et entre eux. L'étude révèle que la plupart des dispositions relatives aux obstacles techniques au commerce (OTC) qui sont contenues dans les accords bilatéraux et régionaux convergent vers le système commercial multilatéral. Lorsqu'ils sont effectivement mis en oeuvre, les accords commerciaux visant une intégration et une coopération réglementaire accrue entre les parties peuvent venir compléter et renforcer l’application de l'Accord de l'OMC sur les obstacles techniques au commerce en donnant une impulsion à l'amélioration des pratiques réglementaires et du dispositif relatif aux OTC des pays membres (par exemple par le biais d'enceintes où peuvent se tenir des consultations ou d'organismes conjoints de normalisation et d'accréditation). Certains éléments viennent toutefois encore s'y opposer. Lorsque des accords commerciaux qui se recoupent promeuvent des critères différents pour l’harmonisation des mesures réglementaires et lorsque les initiatives bilatérales ou régionales sont menées indépendamment des efforts internationaux et détournent l'attention des négociations commerciales multilatérales relatives aux normes, il peut en résulter de nouveaux obstacles tant pour les autorités de tutelle que pour les entreprises. Ces contraintes sont en outre amplifiées dans les pays à faible revenu pâtissant de problèmes liés à l'insuffisance de leurs capacités administratives et techniques. Pour résoudre ces problèmes éventuels, la présente étude formule un certain nombre de recommandations.

    Abstract: Cette Ligne directrice décrit une méthode pour évaluer la bioaccumulation des substances chimiques associées à des sédiments dans les vers de terre oligochaetes endobenthiques. Elle s’applique à des substances organiques stables dont les valeurs de log Kow se situent entre 3.0 et 6.0, et aux substances superlipophiles dont le log Kow est supérieur à 6.0 ou à des substances connues pour leur potentiel de bioaccumulation dans les organismes vivants. Le test comprend deux phases. Pendant la phase d’absorption, les vers de terres sont exposés à des sédiments contenant la substance testée et recouverts avec de l’eau reconstituée et équilibrée selon les conditions appropriées. Des groupes de vers de terre sont maintenus dans des conditions identiques pour des contrôles. La durée par défaut de la phase d’absorption est de 28 jours, à moins qu’un état d’équilibre n’ait été atteint avant. Pour la phase d’élimination, les vers de terre sont transférés dans un système composé de sédiments et d’eau sans substance testée. Cette seconde phase est terminée soit lorsque 10% de la concentration à l’état d’équilibre (ou la concentration mesurée au 28e jour) est atteint, soit après un maximum de 10 jours. Les changements de concentration de la substance d’essai à la surface et dans les vers de terre sont contrôlés au cours des deux phases. La constante de taux d’absorption (ks), la constante de taux d’élimination (ke) et le facteur cinétique de bioaccumulation (BAFK = ks/ ke) en sont déduits. Les substances testées peuvent être marquées radioactivement afin de déterminer si l’identification et la quantification des métabolites sont nécessaires. Pour les mesures cinétiques, il faut au minimum trois réplicats traités par échantillonnage pendant les phases d’absorption et d’élimination. Afin d’assurer la validité du test (mortalité cumulée des vers de terre 〈 20% du nombre initial), des tests de toxicité doivent être conduits à intervalles réguliers. De plus, le taux lipidique des vers de terre, la teneur en carbone organique total des sédiments et le niveau résiduel de substance d’essai dans les vers de terre à la fin de la phase d’élimination sont utiles pour l’interprétation des résultats.

    Abstract: The test method described in this Test Guideline assesses the effect of chemicals on the reproductive output of Daphnia magna Straus. To this end, young female Daphnia are exposed to the test substance added to water at a range of concentrations (at least five). For semi-static tests, at least 10 animals at each test concentration and for flow-through tests, 40 animals divided into four groups of 10 animals at each test concentration, are used. The test duration is 21 days. Reproductive output of the parent animals and the total number of living offspring produced per parent alive at the end of the test should be reported. The study report should also include: the daily counting of the offspring, the daily recording of the parent mortality, the weekly measurement of oxygen concentration, temperature, hardness and pH values and the determination of the concentrations of test substance. Optionally, the sex ratio of the offspring may be recorded. The reproductive output of the animals exposed to the test substance is compared to that of the control in order to determine the lowest observed effect concentration (LOEC) and hence the no observed effect concentration (NOEC). In addition, and as far as possible, the data are analyzed using a regression model in order to estimate the concentration that would cause an x % reduction in reproductive output.

    Abstract: This paper presents a comprehensive analysis of the current period performance of the OECD composite leading indicators (CLIs) for 21 OECD Member countries and three zone aggregates for which CLIs are available for a longer time period. The main aim of the current analysis on CLIs is to further evaluate the quality of the indicator in order to identify areas where their reliability could be improved. The results show that first estimates of CLIs are revised frequently but the size of revisions is rather small for most countries and almost neglectable for zone aggregates and there is no evidence of bias. The OECD CLI is, however, designed to provide early signals of turning points (peaks and troughs) between expansions and slowdowns of economic activity. Forecasting turning points is one of the main objectives of the leading indicator technique, because predicting the timing of cyclical turning points is one of the least reliable activities in economic forecasting. The results provide evidence that first and second estimates of year-on-year growth rates give reliable signals of approaching cyclical turning points. Finally, the importance of smoothness of components in the calculation of first and second estimates of the CLI and the overall smoothness of the CLI itself is noted in the findings. The results support the argument that it is not enough to have timely components they also need to be smooth to guarantee small revisions. Overall, this study has shown that whilst it could be dangerous to draw conclusions on the directions up or down in growth rates from one or two months figures for several countries, the first and second estimates of the CLIs give early signals of approaching turning points which in most cases are not revised later.

    Abstract: This paper assesses the leading indicator properties of the Economic Sentiment Indicator (ESI) of the European Commission, as well as two of its subcomponents, for industrial production growth. For this purpose we perform correlation analysis, Granger causality tests, an assessment on the ability to predict turning points and an out-of-sample forecasting exercise. Within a panel setting we compare the characteristics of these indicators for two subgroups of EU countries: the EU-15 and the new EU member states. We show that the forecasting quality and the leading indicator properties are still slightly lagging behind in the group of new EU member states. This may be related to the general problem of data quality and the undergone history of structural change in these countries that makes the assessment of future economic prospects particularly difficult.

Le présent examen du programme canadien de coopération pour le développement fait apparaître un regain d’attention du Canada pour l’Afrique, une démarche prometteuse à l’égard des États fragiles, notamment en Haïti et en Afghanistan, des initiatives visant à rehausser l’efficacité de l’aide par des mesures destinées, avant tout, à renforcer les obligations de compte et faire connaître les résultats des activités menées aux citoyens et au parlement canadiens, et un vigoureux attachement aux principes et bonnes pratiques pour l’action humanitaire (GHD). Quelques défis n’en demeurent pas moins, le Canada devant encore : i) consolider le mandat de la coopération pour le développement et de l’ACDI et, en parallèle, remédier à divers problèmes fondamentaux liés aux structures de l’Agence, ii) élaborer une stratégie de coopération pour le développement centrée sur la lutte contre la pauvreté, iii) mettre au point des dispositifs propres à garantir la cohérence des politiques au service du développement, iv) continuer d’accroître le volume de son aide afin d’honorer les engagements qu’il a souscrits à Monterrey, v) concentrer ses apports sur un nombre plus restreint de pays partenaires afin de renforcer l’impact de son aide et de donner plus de poids à ses avis, vi) accélérer la mise en oeuvre de la Déclaration de Paris sur l’efficacité de l’aide. Des mesures s’imposent dans tous ces domaines afin de mettre la performance du Canada à la hauteur de ses ambitions, à savoir devenir un acteur de premier plan au sein de la communauté des donneurs.

    Abstract: Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Belgium and Switzerland for the Peer Review Meeting on 10 October 2007. This peer review of Canada’s development co-operation programme highlights Canada’s renewed commitment to Africa; a promising approach toward fragile states, such as Haiti and Afghanistan; initiatives to make Canadian aid more effective, focusing on accountability and explaining results to the Canadian public and parliament; and strong commitment to good humanitarian donorship (GHD). Canada still faces some challenges, including: i) strengthening the mandate for development co-operation and for CIDA, while addressing some of the agency’s fundamental structural issues; ii) producing a policy for development co-operation which focuses on reducing poverty; iii) articulating an approach to policy coherence for development; iv) continuing to increase aid to meet Canada’s commitments made at Monterrey; v) focusing its aid on fewer partner countries in order to generate stronger impact and voice; and vi) galvanising the implementation of the Paris Declaration on Aid Effectiveness. These steps are needed if Canada’s performance is to match its ambition to become a leading player in the donor community.

    Abstract: Finland is one of the most rural countries within the OECD, and it is also one of the early adopters of a multi-sectoral approach to rural policy. The Finnish model of rural policy has been reasonably successful in achieving coherence among sectoral policies oriented to rural areas (the so-called broad rural policy) and in tailoring specific programmes to promote rural development (the so-called narrow rural policy). This reviews examines developments in Finnish rural policy since the last review in 1995, examining in particular public service delivery and competitiveness and business environment policies.

    Abstract: This Investment Policy Review of China 2008 reviews Chinese government efforts to encourage responsible business conduct against the backdrop of recent regulatory changes and China's increasing outward investment. It assesses the extent to which China's legal and regulatory framework for investment has been improved since the 2006 Review, including new cross-border mergers and acquisitions regulations, the Enterprise Income Tax Law, the Property Rights Law, the Anti-Monopoly Law and the latest revision of the Catalogue for Guiding Foreign Investment Industries. It also evaluates recent improvements in China's FDI statistics. The 2008 Review provides a unique account of the motivations for and development of China's outward direct investment in recent years in light of government policy encouraging companies to "go global", focusing in particular on Chinese investment in Africa. It provides the first detailed and comprehensive analysis of the government's efforts to encourage responsible business conduct by enterprises in China and by Chinese enterprises operating abroad, highlighting in particular efforts to strengthen environmental protection and respect for core labour standards by enterprises. The Review concludes with an evaluation of enterprises' environmental conduct in China.

    Abstract: Improving the performance of youth on the labour market is a crucial challenge in many OECD countries and first experiences on the labour market have a profound influence on later working life. This report on Norway, one of a series of country studies, surveys the main barriers to employment for young people in Norway, assesses of the adequacy and effectiveness of existing measures to improve the transition from school to work in the country, and presents set of policy recommendations. It finds that on most counts, the youth labour market in Norway performs well, but that the incidence of sickness and disability is unusually high, immigrant youth do not fare as well, and more needs to be done to ensure that all youth leave education with recognised qualifications.

    Abstract: Belgian citizens want the look and feel of a single public sector entity and the provision of integrated e-government services customised to their needs rather than to have to understand the complex division of governmental responsibilities. Belgium already has internationally recognised examples to show: most importantly the transformation of the social sector administration through e-governance tools, and more recently the link of e-government services to administrative-burden reduction. Future transformation will be enabled by the common electronic identity card (eID) that has been adopted by all governments. This report shows that the development and provision of the next generation of user-focused services will require the maximisation of synergies between the federal, regional and community governments and local authorities in Belgium.

    Abstract: Fisheries represent up to 30% of state budget revenues in West African countries and employ 7 million people in West and Central Africa. If the sector is to develop, or simply continue to exist at present levels, a number of policy challenges will have to be addressed. The number of issues is vast, ranging from illiteracy to EU trade policy. The Sahel and West Africa Club (SWAC) and the OECD Fisheries Division are working with regional organisations to help them address the question of policy coherence. This book provides not only an analytical framework adapted to the local context, but also an action framework based on the facts and realities in the field in order to improve the coherence of fisheries policies.

    Abstract: Although SMEs are a major source of growth and job creation, SMEs appear to be under-represented in the international economy relative to their contribution in national and local economies. This proceedings presents a report on the results of the surveys, a synthesis of the conference discussions, and the main outcome of the conference: the Athens Action Plan for Removing Barriers to SME Access to International Markets.

    Abstract: When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job search procedures and work practices which they are not always able to satisfy. These obstacles affect not only new immigrants, but, surprisingly, their children too, even if the children are born and educated in the receiving country. This publication presents reviews of the labour market integration of immigrants and their children in four OECD countries (Belgium, France, the Netherlands and Portugal), and provides country-specific recommendations. Governments have a role to play in promoting language and vocational training, and encouraging diversity in the workplace. Immigrants themselves must accept the requirements of the host country employers. The viability of future migration policies, in particular greater recourse to immigration, will depend to a large extent on how successful OECD countries and immigrants are in achieving these objectives.

    Abstract: This Test Guideline describes a method to assess the extent and kinetics of primary and ultimate biodegradation of organic chemicals whose route of entry into the environment begins with their discharge to wastewater. It consists of five simulation tests in a) sewer systems, b) activated sludge, c) anaerobic digester sludge, d) treated effluent in the mixing zone of surface water, and e) untreated wastewater that is directly discharged to surface water. These tests are appropriate for chemicals released continuously or episodically to wastewater. The five test methods described are open batch systems or closed gas flow-through batch systems. The principle objectives are to i) measure the rate of primary biodegradation, ii) measure the rate of mineralization and iii ) follow the formation and decay of major transformation products when appropriate. Typically, a test chemical, radiolabelled (14C) in an appropriate position, is incubated with a representative environmental sample. Abiotic and biotic treatments are prepared for each test chemical and condition. The level of parent and degradation products is determined using chromatographic separation and radio-analytical detection methods.

    Abstract: This Test Guideline describes a method to estimate the developmental toxicity of a test chemical to the dung dwelling life stages of dung-dependent dipteran species. Two test species can be used. The test chemical is mixed with bovine faeces, to which either 10 eggs of Scathophaga stercoraria or 10 larvae of Musca autumnalis are added. The test will be terminated 5 days after emergence of the last adult in the control (〉 18 days for S. stercoraria, 〉13 days for M. autumnalis). Then the possible impacts of the test chemical on the following measurement endpoints are assessed under controlled conditions: sex and total number of emerged adult flies, retardation of emergence indicated by the developmental rate and morphological change. Depending on the experimental design, the No Observed Effect Concentration (NOEC) or the Effect concentration for x percent effect (ECx) can be determined. This Guideline can be used for water soluble or insoluble substances, but is not applicable to volatile substances. If the toxicity of the chemical is unknown, five nominal test concentrations should be conducted. A positive control should be tested periodically. The test is considered valid if in the controls hatching of larvae is superior or equal to 70% of the number of introduced eggs, emergence of adults is superior or equal to 70% and superior or equal to 50% of the respectively hatched and introduced larvae and if the emergence of adult flies starts after 18 +- 2 days (S. stercoraria) or after 13 +- 2 days(M. autumnalis).

Dans les études de photolyse directe, la vitesse de dégradation d'une substance suit approximativement une cinétique de premier ordre. Si les pertes maximales estimées sont supérieures ou égales à 50% de la concentration initiale au bout de 30 jours, on effectue une étude expérimentale en deuxième étape. En laboratoire, les constantes de vitesse de photolyse directe des produits chimiques sont déterminées en utilisant des lampes à arc de xénon filtrées capables de simuler la lumière naturelle entre 290 et 800 nm ou des radiations solaires, et extrapolées pour simuler les conditions dans l'eau. Si les pertes estimées sont supérieures ou égales à 20%, les voies de transformation, ainsi que la nature, les concentrations, les taux de formation et de dégradation de principaux produits de transformation sont identifiés. De plus, il est possible de déterminer le rendement quantique en fonction du type d'eau, des saisons et de la latitude. La substance testée devrait être directement dissoute dans le milieu aqueux saturé en air à une concentration inférieure à la moitié de sa solubilité. Pour les étapes supérieure et finale du test, au moins 5 et 7 échantillons doivent être prélevés respectivement pour la régression des données. Le nombre exact d'échantillons ainsi que la fréquence de prélèvement sont déterminés dans des études préliminaires. Pour établir la variabilité et réduire l'incertitude de détermination, il est recommandé d'utiliser au moins deux réplicats par expérimentation.

    Abstract: The debate on a market-based economy has now entered a new phase in Brazil, addressing the broader context of quality regulation and the reduction of regulatory risk. The improved macroeconomic situation and the progress made by the sectoral regulatory agencies have paid off, and there is also wider social participation in the improvement of the regulatory framework with a stronger consumer engagement. But Brazil still needs to further improve its capacities for regulatory quality and increase transparency and accountability in the system to reinforce regulatory performance. This review analyses the challenges of strengthening regulatory governance in Brazil to improve economic growth, with appropriate regulatory frameworks for core infrastructure sectors. Improved institutional capacities would also enhance support for regulatory policy across various government areas. Setting up an appropriate architecture for sectoral regulatory agencies and balancing autonomy with accountability will contribute to improved governance. Challenges include consolidating the autonomy and status of Brazilian regulatory authorities, reinforcing the strategic organisation for planning and decision making, increasing social accountability mechanisms, and improving co-ordination with competition authorities. Regulatory reform will help Brazil boost growth opportunities, and improve the quality and value of core services provided to its citizens. Brazil requested this broad review by the OECD of its regulatory practices and reforms. The review presents a general picture of the overall frameworks to assure high quality regulation with a special focus on four core infrastructure sectors: power, private health insurance, land transport and telecommunications.

    Abstract: Governments intervene in the agricultural sector through policies that both support and shape agricultural production. This leads to two important outcomes. First, agriculture specific programmes intended to increase the welfare of farmers can become capitalised into asset values. Second, many policies, in particular regulatory ones, reduce asset mobility, resulting in reduced economic efficiency due a sub-optimal allocation of resources. This study focuses on the capitalisation of government support into land rents and prices. It assesses the consequences of inflated asset values, and suggests lessons for future policy making.

    Abstract: This Test Guideline describes a method to assess the effects of chemical substances in soil on the reproductive output of the soil mite species Hypoaspis (Geolaelaps) aculeifer Canestrini (Acari: Laelapidae). It can be used for water soluble or insoluble substances, but not with volatile substances. Adult females of similar age are exposed to a range of concentrations of the test substance mixed into 20 g dry mass of artificial soil 28-35 days after the start of the egg laying period. Depending on the endpoint (ECx, NOEC or both), five to twelve concentrations should be tested. At least two to four replicates for each test concentrations and six to eight control replicates, of 10 animals each, are recommended. At 20¡ãC, the test lasts 14 days after introducing the females, which usually allows the control offspring to reach the deutonymph stage. The number of surviving females (mortality ¡Ü 20% for a valid test) and the number of juveniles per test vessel (at least 50 for a valid test) are determined. The fecundity of the mites exposed to the test substance is compared to that of controls in order to determine the ECx (e.g. EC10, EC50) or the No Observed Effect Concentration (NOEC). Any observed differences between the behaviour and the morphology of the mites in the control and the treated vessels should be recorded.

    Abstract: This Test guideline describes studies on phototransformation in water to determine the potential effects of solar irradiation on chemicals in surface water, considering direct photolysis only. It is designed as a tiered approach. The Tier 1 is based on a theoretical screen. The rate of decline of a test chemical in a direct photolysis study is generally assumed to follow pseudo first-order kinetics. If the maximum possible losses is estimated to be superior or equal to 50% of the initial concentration over a 30-day period, an experimental study is proceeded in Tier 2. The direct photolysis rate constants for test chemicals in the laboratory is determined using preferably a filtered xenon arc lamp capable of simulating natural sunlight in the 290 to 800 nm, or sunlight irradiation, and extrapolated to natural water. If estimated losses are superior or equal to 20%, the transformation pathway and the identities, concentrations, and rate of formation and decline of major transformation products are identified. An optional task is the additional determination of the quantum yield for various types of water bodies, seasons, and latitudes of interest. The test chemical should be directly dissolved in the aqueous media saturated in air at a concentration which should not exceed half its solubility. For linear and non-linear regressions on the test chemical data in definitive or upper tier tests, the minimum number of samples collected should be 5 and 7 respectively. The exact number of samples and the timing of their collection is determined by a preliminary range-finding. Replicates (at least 2) of each experimental determination of kinetic parameters are recommended to determine variability and reduce uncertainty in their determination.

Croatia is one of 14 countries which opted to host a Country Review, in which a team of external reviewers carried out an in-depth analysis of tertiary education policies. This report includes: an overview of Croatia's tertiary education system; an account of trends and developments in tertiary education in Croatia; an analysis of the strengths and challenges in tertiary education in Croatia; and recommendations for future policy development. This review of tertiary education in Croatia forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008.
