Ce rapport examine la question de savoir si la volatilité des prix des matières premières a sensiblement évolué avec la rapide montée des prix mondiaux en 2006-09, suivie par une baisse tout aussi marquée des prix de nombreuses matières premières. Le rapport analyse la volatilité des prix internationaux de certains produits agricoles au cours des cinquante dernières années et leur relation avec le pétrole brut, les engrais et le taux de change euro-dollar. L'analyse utilise différentes sources de données, fréquences des relevés de prix, périodes d'observation, mesures de la volatilité des prix et un certain nombre de tests statistiques afin d'examiner les différentes dimensions de la question.

El informe fue objeto de una revisión de pares en el Comité iccp el 27 de octubre de 2011, siendo la revisión encabezada por la doctora Mónica Ariño (Ofcom, Reino Unido) y el señor François Lions (arcep, Francia). Se terminó a principios de noviembre de 2011 y refleja los avances hasta ese momento.

    Abstract: When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job-search procedures and work practices which they are not always able to satisfy. Over time, this expertise can be acquired. In practice however, differences in employment and earnings persist: experience and qualifications obtained abroad may not be fully equivalent to experience and qualifications acquired in the host country or not recognised as such, social capital may be lacking, or discriminatory hiring practices may persist among employers. These obstacles affect not only new immigrants, but, surprisingly, their offspring too. This publication reviews the labour market integration of immigrants and their offspring in three OECD countries (Austria, Norway and Switzerlands) and provides country-specific recommendations. It also includes a summary chapter highlighting common challenges and policy responses. It is the third and last in a series which has covered eleven OECD countries.

    Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 100 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. Helping underdeveloped regions to catch up will have a positive impact on a country’s national growth; in some cases more so than in already well-developed regions. Furthermore such growth helps to build a fairer society, in which no territories and their people are left behind. An important question is whether this potential to catch up is possible? The evidence suggests that this IS the case. Examinations of patterns of growth reveal that underdeveloped rural and intermediate regions tend to grow faster. Their catching-up potentially largely depends on human capital development, infrastructure and innovation-related activities but also on institutional factors and policies. This publication is based on anlaysis among all OECD regions and 23 case study regions from ten OECD countries over the period 1995-2007.

    Abstract: The United Kingdom is preparing for a deep decarbonisation of its energy system. The country has decided to halve its greenhouse gas emissions from 1990 to 2027 and to cut them by a total of 80% by 2050. For this to happen, significant private-sector investment in new energy infrastructure is needed. As it seeks concrete solutions to the low-carbon investment challenge, the United Kingdom is leading by example. The UK’s proposed Electricity Market Reform is a pioneering effort that will be closely observed by other countries. Ideally, this complex and ambitious reform would in the long run lead to a more liberalised marketplace in which low-carbon power generation technologies compete to deliver innovative and least-cost outcomes. Security of supply remains a key focus of energy policy. Fossil fuel production in the United Kingdom has peaked, and a fifth of the country’s ageing power generating capacity will have to be closed this decade. However, oil and gas imports are well diversified, and the government intends to promote various technologies to generate low-carbon electricity – renewable and nuclear energy and carbon capture and storage. More efficient energy use is essential to both decarbonisation and energy security. The Green Deal programme, which the UK plans to launch later this year, aims to improve energy efficiency in buildings and public spaces. The programme has the potential to help energy consumers overcome economic challenges, but for it to succeed, the general public must be sufficiently aware of its benefits.

    Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 100 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. Ten years on, Nuclear Education and Training: From Concern to Capability considers what has changed in that time and finds that, while some countries have taken positive actions, in a number of others human resources could soon be facing serious challenges in coping with existing and potential new nuclear facilities. This is exacerbated by the increasing rate of retirement as the workforce ages. This report provides a qualitative characterisation of human resource needs and appraises instruments and programmes in nuclear education and training initiated by various stakeholders in different countries. In this context, it also examines the current and future uses of nuclear research facilities for education and training purposes. Regarding the nuclear training component of workforce competence, it outlines a job taxonomy which could be a basis for addressing the needs of workers across this sector. It presents the taxonomy as a way of enhancing mutual recognition and increasing consistency of education and training for both developed and developing countries.

    Abstract: Around the OECD countries and beyond, there is a proliferation of initiatives in the life sciences to bring together disperse elements of global research and establish an effective virtual infrastructure for open innovation. Their common goal is to leverage innovative capacity by creating interconnected webs of knowledge and exploiting external expertise. Some such initiatives have as their goal the monetisation and trading of knowledge in the form of intellectual assets. Others seek to create networks for pooling and exchange of knowledge. Together, these initiatives can be referred to as “knowledge networks and markets” (KNMs). This report considers the development of such KNMs and examines the impact of current initiatives and the possible options for governments, working with the private sector, to improve innovation efficiency and effectiveness. Improving the interoperability of knowledge resources is fundamental to the creation of a necessary shared infrastructure for efficient KNM to emerge, as is related sustainable funding and policy clarity. Governments can play a vital catalytic role in improving the productivity of KNMs through such infrastructure development and encouragement of associated social networking. the report makes suggestions for some priority actions based on existing case studies.

    Abstract: This Test Guideline is designed to provide an evaluation of reproductive and developmental effects that may occur as a result of pre- and postnatal chemical exposure as well as an evaluation of systemic toxicity in pregnant and lactating females and young and adult offspring. In the assay, sexually-mature males and females rodents (parental (P) generation) are exposed to graduated doses of the test substance starting 2 weeks before mating and continuously through mating, gestation and weaning of their pups (F1 generation). At weaning, pups are selected and assigned to cohorts of animals for reproductive/developmental toxicity testing (cohort 1), developmental neurotoxicity testing (cohort 2) and developmental immunotoxicity testing (cohort 3). The F1 offspring receive further treatment with the test substance from weaning to adulthood. Clinical observations and pathology examinations are performed on all animals for signs of toxicity, with special emphasis on the integrity and performance of the male and female reproductive systems and the health, growth, development and function of the offspring. Part of cohort 1 (cohort 1B) may be extended to include an F2 generation; in this case, procedures for F1 animals will be similar to those for the P animals.

Gonads of both sexes are also preserved and histopathology may be evaluated to assess the reproductive fitness of the test animals and to add to the weight of evidence of other endpoints.

This Test Guideline is intended preferably for use with albino rabbit. The test substance is applied in a single dose in the conjunctival sac of one eye of each animal. The other eye, which remains untreated, serves as a control. The initial test uses an animal; the dose level depends on the test substance nature. A confirmatory test should be made if a corrosive effect is not observed in the initial test, the irritant or negative response should be confirmed using up to two additional animals. It is recommended that it be conducted in a sequential manner in one animal at a time, rather than exposing the two additional animals simultaneously. The duration of the observation period should be sufficient to evaluate fully the magnitude and reversibility of the effects observed. The eyes should be examined at 1, 24, 48, and 72 hours after test substance application. The ocular irritation scores should be evaluated in conjunction with the nature and severity of lesions, and their reversibility or lack of reversibility. Use of topical anesthetics and systemic analgesics to avoid or minimize pain and distress in ocular safety testing procedures is described.

    Abstract: Korea, the world’s thirteenth-largest economy and the seventh-largest exporter, is an energy-intensive nation. In 2008, the country adopted a long-term “green growth” strategy to foster economic development by means of low-carbon technologies and clean energy; since then, the government has implemented many policies to support these goals. In 2012, Korea announced an emissions-trading scheme -- the first of its kind in Asia -- which will be implemented in 2015. This represents a major step towards achieving its target of a 30% reduction in greenhouse gas emissions by 2020. Strong energy efficiency policies have been developed to complement the emissions-reduction target. Korea has made efforts to enhance energy security by taking measures to diversify energy sources, reduce the use of fossil fuels and foster the development of renewable energy alongside the expansion of its nuclear energy programme. Government expenditure on energy-related RD&D is among the highest in the OECD. Progress in some sectors has been slower, and the lack of a clear, long-term vision for its electricity and natural gas markets is one of the greatest energy-policy challenges facing the Korean government. Energy markets are dominated by incumbents and have been slow to open up to competition. This review analyses the energy-policy challenges facing Korea and provides sector-based assessments and recommendations for further policy improvements. It is intended to help guide the country towards a more secure and sustainable energy future.

    Abstract: This report discusses the most relevant issues concerning school choice schemes, and how they intertwine with equity considerations, through a literature review and analysis of the effects different types of school choice programmes have on equity. In the last 25 years, more than two-thirds of OECD countries have increased school choice opportunities for parents. The empirical evidence reviewed here reveals that providing full parental school choice results in further student segregation between schools, by ability, socio-economic and ethnic background, and in greater inequities across education systems. The report identifies certain characteristics of programmes that can prevent schools from hand-picking their students - crowding out disadvantaged and low performing students. As school choice is here to stay, countries should explore choice designs that balance parents’ freedom to choose with equity considerations: this report develops two particular schemes: controlled choice programmes – also called flexible enrolment schemes – and weighted funding formula.

    Abstract: Researchers are embarking on increasingly diverse careers where collaboration, networking and interdisciplinarity are becoming more important. Transferable skills (e.g. communication skills and problem-solving abilities) can help researchers operate more effectively in different work environments. While researchers acquire some of these skills in the course of studies and work, attention is turning to the role of formal training. This study analyses countries' government and institutional level policies on formal training in transferable skills for researchers, from doctoral students through to experienced research managers. It draws on results from a cross-country policy quesionnaire on transferable skills training strategies and programmes, including formal training and workplace-based options, as well as discussions at a policy-oriented workshop with OECD delegates and experts. The study represents a first step to analysing transferable skills for researchers in OECD countries. The study points to the significant role of individual institutions in setting strategies and providing transferable skills training programmes. While the scope for governments to improve on current arrangements is difficult to assess, the study suggests policy makers could boost policy monitoring and evaluation, facilitate dialogue between academia and industry, encourage workplace-based training options, and leverage collaborative research to support transferable skills training for researchers at all levels.

    Abstract: An important activity of the OECD Nuclear Energy Agency (NEA) in the field of radioactive waste management is the organisation of independent, international peer reviews of national studies and projects. This report provides an international peer review of the long-term safety strategy and assessment being developed by the Belgian Agency for Radioactive Waste and Enriched Fissile Materials, ONDRAF/NIRAS, as part of the licence application for the construction and operation of a surface disposal facility for short-lived, low- and intermediate-level radioactive waste in the municipality of Dessel, Belgium. The review was carried out by an International Review Team comprised of seven international specialists, all of whom were free of conflict of interest and chosen to bring complementary expertise to the review. To be accessible to both specialist and non-specialist readers, the review findings are provided at several levels of detail.

Ce phénomène a même touché les pays traversant une période de croissance économique soutenue ainsi qu’une forte croissance de l'emploi. Ce rapport analyse les principales forces sous-jacentes à l’origine de ces évolutions. Il analyse dans quelle mesure la mondialisation de l’économie, le progrès technologique privilégiant les qualifications, et les réformes institutionnelles et réglementaires ont eu un impact sur la répartition des revenus. Le rapport examine également dans quelle mesure l’évolution de la formation et de la composition des ménages a modifié les revenus des ménages et l’inégalité des revenus. Il offre un aperçu sur la manière dont les systèmes d'imposition et d'indemnisation ont changé leur processus de redistribution des revenus des ménages. Enfin, le rapport met en évidence quelles seraient les politiques les plus prometteuses pour remédier à une hausse des inégalités et comment le dosage des politiques peut être adapté lorsque les budgets publics sont mis à rude épreuve.

    Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 100 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

    Abstract: Les inégalités entre hommes et femmes se retrouvent dans tous les domaines de la vie économique et représentent une importante perte de richesse potentielle en termes de productivité et de niveau de vie, pour les intéressées elles-mêmes et pour l’ensemble de l’économie. Ce nouveau rapport de l’OCDE examine comment réduire au mieux les inégalités entre les sexes selon quatre axes : 1) les normes sociales et les politiques publiques ; 2) l’éducation ; 3) l’emploi ; et 4) l’entrepreneuriat. Les messages clés sont les suivants : • une plus grande égalité entre garçons et filles en ce qui concerne le niveau de formation atteint a un effet positif fort sur la croissance économique ; • il faut lutter contre les stéréotypes dans le choix des études à l’école dès le plus jeune âge. Par exemple, il faudrait adapter les stratégies et le matériel pédagogique pour davantage inciter les garçons à lire et les filles à choisir les mathématiques et les sciences ; il faudrait encourager un plus grand nombre de jeunes filles à suivre des études dans les domaines scientifiques, de l’ingénierie et des mathématiques, au niveau des études supérieures, et à rechercher un emploi dans ces domaines ; • des modes de garde d’enfant de qualité et d’un coût abordable sont un facteur clé pour faire progresser l’égalité entre hommes et femmes en matière d’emploi. Mais il faut aussi que les choses changent à la maison car ce sont les femmes, dans de nombreux pays, qui assument l’essentiel des tâches ménagères et des soins aux proches. Les politiques publiques peuvent favoriser ces évolutions, par exemple par des dispositifs en matière de congé parental qui incluent expressément les pères ; • les mesures destinées à soutenir l’entrepreneuriat au féminin doivent viser toutes les entreprises existantes et pas seulement les entreprises en création et les petites entreprises. Il faut garantir l’égalité d’accès aux financements aux entrepreneurs hommes et aux entrepreneurs femmes.

    Abstract: Education matters. It is a gateway to prosperity of individuals and economies alike. Integrity in education matters too. Corruption hinders prosperity, causes long-term damage to societies, and diminishes the efficiency of investment in their human potential. Driven by the insight that corruption in education can undermine even the best of intentions, the Republic of Serbia requested the OECD to assess the integrity of its education system – to collect evidence on shortcomings and strengths, to provide a forecast of corruption incidence, and to identify solutions for closing the gaps. This first of its kind integrity report seeks to give pragmatic answers to these queries and support authorities and stakeholders in taking informed decisions on how to strengthen integrity and prevent corruption in the sector. It uses a novel methodology for assessing the integrity of education systems (INTES) to identify the underlying causes of malpractice, and point out areas in need of attention. The report gives a brief overview of education in Serbia and provides a note on the overall integrity climate in the country (Chapter 1). It moves on to identify issues that affect the capacity of the system to ensure fair access (Chapter 2) and deliver satisfactory quality (Chapter 3), to manage resources and staff diligently and professionally (Chapter 4) and to prevent and detect malpractice and corruption (Chapter 5). Chapter 6 contains the recommendations and suggestions for follow-up.
