    Abstract: Mobilising private investment is recognised as a priority area for development so that poor countries are not left further behind. But reaping the maximum benefits of investment is not automatic. Policies matter too. A key challenge, therefore, is how to frame investment policies in a way that supports and reinforces economic development. In this respect, OECD Investment Committee co-operation activities with non-member economies aim to promote private investment, both foreign and domestic, and to create the policy environments needed to unleash the full benefits from investment, in terms of economic growth, poverty reduction and sustainable development. Investment for Development provides a record of the OECD Investment Committee's co-operation programmes with non-member economies and their results. These extensive co-operation activities are organised around three dimensions: global events, regional initiatives and dialogue with individual countries. This report documents how these initiatives help to strengthen implementation capacities and best practices among non-members, drawing on the broad applicability of the principles and expertise the OECD has developed in the area of international investment, including the positive contribution of responsible international business. Host countries are not alone in advancing this agenda. Home countries have a key role to play too. One example is the role of official development assistance in mobilising private investment. Investment for Development includes a report that identifies policy lessons and the analytical evidence that underpins them.

    Abstract: In France, the proportion of persons aged 65 and over to the working-age population will double to 58% by 2050. Without policy changes, this could lead to higher public expenditures, labour force shortages, and slower economic growth. This report surveys of the main barriers to employment for older workers, assesses of the adequacy and effectiveness of existing measures to overcome these barriers and presents a set of policy recommendations for further action by the public authorities and social partners. It examines the balances between income support and work incentives, methods for encouraging employers to hire and retain workers, and policies for ensuring the employability of older workers.     Abstract: Government and its agencies have a fundamental lead role to play in providing an environment favourable to business operations and conducive to private investment. This is especially true for small business. In order to flourish and grow they need an environment that facilitates and enables business start-ups, does not hamper them with excessive and costly regulations, and facilitates access to finance and business services. In 2002, the OECD and the European Bank for Reconstruction and Development (EBRD) launched the Enterprise Policy Performance Assessments (EPPAs) in the framework of the Investment Compact for South East Europe (SEE) Programme. The EPPAs consist of a series of reports covering all countries of South East Europe They assess the quality of government policy for the Small and Medium Enterprise sector, and regularly monitor its implementation. The 2004 edition of the EPPAs has been prepared by the OECD and the EBRD in close consultation with the European Commission. Synergies have been created between the EPPA and the European Union Charter for Small Business, covering seven policy dimensions: institutional framework; regulatory environment; tax policy; access to finance; advisory services; business incubators; and, entrepreneurship, vocational training and access to technology. This Enterprise Policy Performance Assessment report is presented as an independent and constructive contribution to the debate on enterprise policy in Romania, bringing forward the views of the small business sector and providing a set of priority actions and policy recommendations to the government and the small business community.

Following a summary of the conclusions and recommendations, the report surveys the general energy scene and energy policy in Turkey, looks at energy and the environment, reviews efforts to enhance energy efficiency, and then examines developments related to oil, natural gas, coal, renewable energy, and electricity. The book closes with a look at Turkey's R&D efforts related to energy. The book finds that Turkey has undertaken significant reforms to open energy markets, but needs to undertake further actions to see the process to a successful conclusion. Turkey has been very active in international co-operation and has become an important energy corridor between east and west. It has transposed many EU laws and regulations into its own national legislation and is in the process of synchronising its electricity network with the European grid. It has also ratified the Framework Convention on Climate Change and is developing a climate change strategy. But it needs to focus more on energy supply and conservation, do more to evaluate the cost effectiveness of its policies, and better co-ordinate policies across various government bodies.

    Abstract: Most experts worldwide agree that radioactive waste disposal in engineered facilities, or repositories, located in appropriate formations deep underground, provide a suitable waste management option for protecting humans and the environment now and in the future. These conference proceedings establish the scientific basis for stability and buffering capacity of deep geological waste management systems. The proceedings synthesise the main outcomes of the workshop and present a compilation of the related abstracts.

    Abstract: Based on the survey results of OECD's PISA 2000 programme, this report looks at: the extent to which the schools that students attend make a difference in performance; the relative impact of school climate, school policies and school resources on quality and equity; the relationship between the structure of education systems and educational quality and equity; and the effect of decentralisation and privatisation to school performance. It concludes with a summary of how school factors relate to quality and equity, and the implications for policy. The analysis and data cover almost all OECD countries and 14 additional non-OECD countries.

It highlights the challenge facing the Japanese government as it combines new approaches to policy-making at the central level with mechanisms that assign a greater voice to regional and local actors.

    Abstract: This Round Table revisits the extended literature on the valuation of passenger time and discusses the under-researched topic of the value of time in freight transport. It assesses the increased value of time in international freight transport, given the trend towards globalisation. In particular, urban planners are concerned that an overvaluation of passenger time could give rise to excessive urban infrastructure investment which would induce low-density development of cities and urban sprawl. Transport policy measures that increase the speed and reliability of freight transport not only reduce its direct costs but have strong effects on inventory policies, logistics and even the location of firms. As recent empirical studies show, variations in time requirements for international transport, and increasingly short product and fashion cycles, have an influence on the pattern of foreign direct investment and international trade flows. Rational transport policy decision making has to take account of these indirect effects.

    Abstract: This book assesses experience in reforming electricity markets in OECD countries over the past decade, focusing on the issues that are critical for successful liberalisation. Experiences and examples in the study are drawn mainly from the UK, Australian, Nordic and North Eastern United States (the PJM interconnection) markets, which have all operated with considerable success for a number of years. The issues covered in the study are: the rationale and benefits of liberalisation; the governance required to create effective competition; the role of prices and transparent wholesale markets; consumer protection; incentives for investment, and impact of addressing security of supply and environmental policy.

This report assesses the strategies pursued by OECD member governments to address the competitiveness of regional economies and the accompanying governance mechanisms on which the implementation of these strategies rests. The report is principally based on findings from the series of reviews undertaken by the OECD Territorial Development Policy Committee at national and regional levels.

    Abstract: The experience of the five examined industries (agro-food in Chile, cut flowers in Kenya, garment in Lesotho and in Mauritius and seafood in Thailand) demonstrates that non-traditional industries can emerge and achieved strong growth rates in very diverse settings in terms of geography and initial economic and social conditions. In most of these cases, the government adopted a relatively export-oriented, business-friendly attitude and adapted its policies as the industries developed. Hence, a key factor for successful structural adjustment has been the pro-active role of government in establishing an enabling economic and policy environment that allows local firms to operate on a level-playing field and strengthen their competitive edge in international markets. This highlights the importance of implementing trade policies in the framework of comprehensive development strategies and establishing a consultative national policy-making process for ensuring a coherent approach to trade and structural adjustment. The case studies also underscore that countries (government and industry) are compelled to constantly adapt in light of new sources of competition, growing wage levels, environmental constraints, technological advances and demanding product and process standards. Policy-makers in most countries under review are aware of this challenge. As a consequence, some of them have taken the initiative to set up specific mechanisms or programmes for further enhancing the competitiveness of existing export sectors and/or promoting emerging non-traditional export industries.

The global market in 2003 was over USD 21 billion compared with USD 32 billion for the recorded music industry. The main segments are off-line consoles and PCs; online and wireless games are still relatively small but there is a general online trend and the industry is increasingly strategic for media, Internet and consumer electronics firms. “Dis-intermediation” is occurring in the value chain as distributor and retail roles are taken by publishers directly or via ISPs and game Web sites. ISPs are also acting as content aggregators and game Web sites and portals as retailers (“re-intermediation”). Development barriers include the availability of network infrastructure, skills and management challenges, financing issues, and the legal and payments infrastructure. The policy framework affecting the industry includes R&D and technology, market and skills development; IPR and piracy issues; online business conditions including broadband quality, micro-payments, standards and taxation issues; and social dimensions including culture, age ratings and content issues, and games applications in education.

    Abstract: This paper estimates the welfare and distributional impact of two types of welfare reform in the 15 (pre-enlargement) member countries of the European Union. The reforms are revenue neutral and financed by an overall and uniform increase in marginal tax rates on earnings. The first reform distributes the additional tax revenue uniformly to everybody (traditional welfare) while the second reform distributes tax proceeds uniformly to workers only (in-work benefit). We build a simple model of labour supply encompassing responses to taxes and transfers along both the intensive and extensive margin. We then use EUROMOD to describe current welfare and tax systems in European Union countries and use calibrated labour supply elasticities along the intensive and extensive margins to analyze the effects of the two welfare reforms. We quantify the equity-efficiency trade-off for a range of elasticity parameters. In most countries, because of large existing welfare programmes with high phase-out rates, the uniform redistribution policy is undesirable unless the redistributive tastes of the government are extreme. The inwork benefit reform, on the other hand, is desirable in a very wide set of cases. We discuss the practical policy implications for European welfare policy.

    Abstract: Le présent document étudie de manière empirique l’influence que peut exercer une meilleure protection des droits de propriété intellectuelle (DPI) sur le transfert international de technologie par l’intermédiaire de la concession de licences. L’analyse est centrée sur les activités des multinationales des États-Unis en matière de licences ainsi que sur les alliances internationales entre pays développés et en développement dans ce domaine. Elle utilise à la fois des données agrégées et des données au niveau des entreprises. L’étude fournit des éléments généraux d’appui à l’idée que le renforcement des droits de propriété intellectuelle – mesuré par des indicateurs choisis – a eu un effet net positif sur le transfert de technologies au moyen de licences pendant les années 90. Elle montre que, pour les économies en développement, la réforme des DPI doit faire partie d’une stratégie générale de promotion du développement économique, en association avec d’autres réformes complémentaires. En particulier, les droits de brevet et l’efficacité de leur mise en œuvre sont déterminants pour permettre aux entreprises des pays en développement d’accéder aux technologies et au savoir-faire et de les exploiter dans le cadre d’accords de concession de licence avec des parties des pays développés. Dans l’ensemble, cette analyse indique que les pays en développement qui ont cherché à remédier aux faiblesses rencontrées dans ces domaines ces dernières années ont généralement amélioré leur accès aux technologies au moyen des licences.

    Abstract: This paper examines the strength of product market competition and economic performance in Canada and discusses way in which the institutional framework governing competition policy could be improved. Competitive forces are comparatively strong and administrative and economic regulations inhibiting competition are amongst the lowest in the OECD countries. However, Canada’s regulated conduct doctrine exempts anti-competitive behaviour when required by regulation, and thus significant parts of the economy remain shielded from the competition law. This is a particular problem with provincial government regulation. Restrictions on internal trade also continue to exist, and implementation of the Agreement on Internal Trade is less effective than it could be. More attention needs to be focussed on removing those regulations that restrain competition, particularly in professional services. In network industries, competition has largely been absent in the electricity sector. While it is widely recognised that reforms are necessary, those undertaken in the past have mainly been aimed at bringing in private-sector investment, while avoiding full competition in generation and in retail markets. Canada has more significant restrictions on foreign ownership than almost any other OECD country, notably in airlines, telecommunications and broadcasting, and their removal could improve performance in these sectors.

    Abstract: This paper presents additional findings from the on-going work of the OECD project on trade preference erosion. The purpose was to assess in more detail the situation of those preference-reliant countries seen as being most at risk of experiencing negative welfare effects from preference erosion as a consequence of multilateral tariff liberalisation (building on Lippoldt and Kowalski, 2005). Based on a selection criterion, 7 developing countries were chosen for inclusion in the present study: Bangladesh, Madagascar, Morocco, Mozambique, Tanzania, Uganda and Zambia. Using the standard GTAP database and model, the paper considers a scenario of multilateral tariff liberalisation involving a 50% linear reduction in the ad-valorem equivalent measure of protection. Whereas most developing regions experienced welfare gains as a consequence of such a scenario, the selected countries were found to be at risk of modest welfare losses, most of which were associated with tariff liberalisation by European Union countries (EU-15). Where negative welfare impacts occurred in the selected developing countries, they tended to be driven primarily by terms of trade losses (especially by negative export price effects). In line with the modest size of the estimated welfare losses, the overall impact in terms of structural adjustment -- as measured by an index of structural change -- tended to be relatively modest. For three of the seven developing countries, welfare losses primarily associated with the EU-15 tariff liberalisation are estimated to be more than fully offset by greater gains arising from improved market access in other sectors and markets.

    Abstract: In recent years the US current account deficit has grown to the point that most observers consider its level to be already unsustainable. Yet it seems set to continue to increase in the foreseeable future, with net foreign debt likely to surge. This paper describes the present deficit from three points of view: imbalances of imports over exports of goods, services and income; of inflows over outflows of capital; and of investment and spending over savings and income in the domestic economy. It then examines the possible causal factors for these disequilibria and goes on to describe the arguments for both optimistic and pessimistic views as to their unwinding over time. Last, it suggests a number of policy conclusions as to how the US authorities should factor the presence of the deficit into their decision-making, even though they rightly do not view it as a target outcome. The bottom line is that the importance of avoiding disincentives to save and of maintaining as much flexibility as possible in the economy is reinforced by the risks posed by the deficit.     Abstract: This paper examines the economic impact of trade facilitation and in particular the link between trade facilitation and trade flows, government revenue and foreign direct investment. It is part of a series of studies that analyse various aspects of trade facilitation and the objective is to contribute to discussions in the WTO Negotiating Group on Trade Facilitation (NGTF) and elsewhere in the trade policy community. The paper finds that improved and simplified customs procedures would have a significant positive impact on trade flows. It further shows that a large number of mostly developing countries have managed to boost government revenue by implementing customs modernisation programmes that result in more efficient collection of trade taxes. In addition, the paper demonstrates that facilitated cross-border movement of goods would have a positive effect on the ability of a country to attract foreign direct investment and better integrate in international production supply chains.

This paper describes work undertaken to re-estimate and re-specify the elasticities underlying the Economics Department's calculations of cyclically-adjusted budget balances. Account is taken of tax reforms introduced since the previous updating exercise. A number of methodological innovations have been introduced to better account for the lags between taxes and activity and to ensure greater cross-country consistency in the estimates. The methodology underlying cyclical adjustment of expenditures has also been reviewed. Finally, the country coverage has been extended. The overall results are broadly consistent with the previous set of estimates. The sensitivity of government net lending to a 1 percentage point change in the output gap remains at around 0.5% of GDP for OECD economies on average.

    Abstract: The paper examines the current state of competition in a number of sectors that are important for the economy. Because of the country’s small size and isolation, the analysis focuses on barriers to entry, investment and external trade, rather than some standard indicators of competition stance. The competition law and institutions are generally well-conceived, although high-profile litigation about mergers and market-power problems hasstretched their capacities and until recently, diverted attention from enforcement against price fixing. Overall, markets appear to function well in New Zealand, but progress towards liberalisation seems recently to have lost momentum. In particular, improvement could be made in three main areas: in the energy sector, lifting current barriers to investment and developing forward markets are necessary to ensure the economy will be able to cope with long-term challenges; in telecommunications markets, concerns have been mounting regarding high prices and slow deployment of broadband; and in the public sector, there is scope for further use of private delivery for public services and reducing state ownership, especially in potentially competitive markets. Some adjustments to the regulatory framework and policies in a number of other sectors would also be beneficial.     Abstract: This report examines factors that have proven helpful in achieving the successful transfer of environmentally sound technologies (EST) to developing countries. It provides an overview of the main issues lying behind trade-related aspects of EST transfers. It then briefly examines the main channels for the transfer of such technologies and the factors which are relevant to technology transfer in general, and to EST transfer in particular. It concludes with a summary of conditions for successful EST transfers which seem to be particularly relevant in the context of trade. These include government regulation and marketbased instruments, trade-related policies and practices, intellectual property rights, capacity, and financing. The report is based on the extensive literature dealing with technology transfer in general, and EST transfer specifically, and on empirical work summarised in a range of case studies.
