    Abstract: This Test Guideline for two-generation reproduction testing is designed to provide general information concerning the effects of a test substance on the integrity and performance of the male and female reproductive systems, and on the growth and development of the offspring. The test substance is administered daily in graduated doses to several groups of males and females. Males and females of the Parent generation (5-9 weeks old) should be dosed during growth, during their mating, during the resulting pregnancies, and through the weaning of their first generation offspring. The administration of the substance is continued to first generation offspring during their growth into adulthood, mating and production of a second generation (until the weaning). The rat is the preferred species for testing. Each test and control group should contain a sufficient number of animals to yield preferably not less than 20 pregnant females at or near parturition. At least three dose levels and a concurrent control shall be used. It is recommended that the test substance be administered orally (by diet, drinking water or gavage). A limit test may be performed if no effects would be expected at a dose of 1000 mg/kg bw/d. The results of this study include: measurements (weighing, sperm parameters, oestrus cycle parameters and offspring parameters), clinical daily observations, as well as gross necropsy and histopathology. The findings of this two-generation reproduction toxicity study should be evaluated in terms of the observed effects including necropsy and microscopic findings. A properly conducted reproductive toxicity test should provide a satisfactory estimation of a no-effect level and an understanding of adverse effects on reproduction, parturition, lactation, postnatal development including growth and sexual development.

    Abstract: The International Energy Agency's 2001 review of Belgium's energy policies and programmes. It finds that due Belgium’s geographical setting, cross-border trade has a significant influence on the country’s energy policy. Belgium has actively increased its gas transmission capacity, and has become key player in the overall European gas markets. There is still room for improvement, however, in the electricity transmission capacity. Belgium has started to liberalise its electricity and gas market. But the traditional utilities Electrabel and Distrigas retain much influence. Further efforts are required to make a competitive market. Belgium has made the political decision to phase out nuclear power, closing down the existing units when they reach forty years of age and building no new units. The report recommends Belgium to look for realistic and economic alternatives for large-scale energy production. The recommendations made by the Ampere Commission on improving energy efficiency and increasing the use of renewables and co-generation provide only a partial solution for future energy needs. Reducing carbon dioxide emissions will be one of the major challenges for Belgian energy policy in this decade. In 1998, Belgium’s energy-related CO2 emissions were 15% above the 1990 level. The report identifies reasons for the growing emissions, analyses current policies and suggests additional measures to help in this challenging task. One of the most crucial elements is curbing the growth of energy consumption, which exceeded 20% in all sectors in the 1990s. Federal-regional co-operation is essential for successful energy-policy development and implementation in Belgium. The report makes recommendations in several areas where co-operative action appears necessary.

    Abstract: Don´t Fix, Don´t Float is a book about credibility, or lack thereof. It deals with questions pertaining to international financial architecture from the perspective of developing countries, emerging markets and transition economies. Should the monetary authority fix the exchange rate of the national currency? Should it instead let the currency float in foreign exchange markets? What about bands, baskets and crawls between the fix and the float corners? Answering these questions is of significance to the national economy involved and, with regard to global finance, often beyond. In the same way that there may never be a pure float, even among key currencies, an instant fix does not provide a fast lane to credibility. Credibility is earned abroad as the development process reinforces institution building in monetary, financial and budgetary matters. Indeed, rules for budgetary adjustment (such as the zero deficit in Argentina or the EU Stability and Growth Pact) are necessary for any exchange-rate regime to deliver economic growth and development. In Don´t Fix, Don´t Float, the case for intermediate regimes is made for five country groups in Africa, Asia and Latin America. Developing countries, emerging markets and transition economies, together with the OECD area, are facing the consequences of a worsening global economic outlook.     Abstract: The industrial treatment of spent nuclear fuel is presently performed using different wet chemical processes. Alternative dry processes, using pyrochemical methods, have received some attention due to their potential advantages in terms of plant design and criticality safety, as well as radiation dose. Recent progress in the transmutation of long-lived fission products and minor actinides has brought renewed interest in pyrochemical methods, as effective transmutation will be based on multi-recycling of the fuel with very high burn-up and short cooling times, conditions under which pyrochemical methods offer various advantages over wet processes. Studies of pyrochemical processes have so far been carried out at laboratory level. Considerable R&D work is still required in order to upgrade these processes to the current level of industrial aqueous processing.

    Abstract: This paper first provides a brief overview of the literature on market segmentation and then presents an empirical exercise that sheds more light on the significance of border effects across European countries. The literature suggests that integration in the EU goods and financial markets is typically more advanced than among the other OECD countries. On the other hand, integration in Europe remains significantly lower than that observed between regions within countries. The empirical exercise is based on a set of comparable price data of tradeable goods collected just before the launch of the single currency. The paper finds that for a given distance, crossing national borders adds significantly to the price differential across European cities. This paper reviews the system of free choice of insurer in basic mandatory health insurance that was introduced in Switzerland with the 1994 Health Insurance Law (LAMal). The thrust of the reform was to increase solidarity in basic health insurance while enhancing choice among individuals and competition on quality-price ratios among insurers.     Abstract: This paper presents a new data set on human capital. It is based upon data released at the OECD for a subgroup of 38 member and non-member countries, and an effort performed at the Development Centre to expand this data set to other developing countries. The key to our methodology is to minimise the extrapolations and keep the data as close as possible to those directly available from national censuses (in the spirit of the work of De la Fuente and Doménech for OECD countries). We then use this new data set to test a neo-classical model in which human capital follows the Log-Linear formulation which is favoured by Mincerian approaches. We find both in levels and in first difference that the model performs extremely well. No externalities seem to manifest themselves, either on physical or on human capital accumulation.     Abstract: This paper provides a perspective from evolutionary economic theory on recent growth differences in the OECD area. The empirical analysis contained in the paper offers a number of findings. First, the United States seems to be diverging from the other OECD countries, while the latter are still, by and large, converging to the OECD average. Second, the estimated model of evolutionary growth suggests that convergence based on the assimilation of foreign technology is becoming a more active process. R&D now seems to be crucial for catching-up and is no longer an activity that is unequivocally associated with moving the world technological frontier. Third, differences between countries in terms of pure technological competencies, i.e. patenting, have become more important in explaining growth differentials.     Abstract: Government involvement in “voluntary” initiatives for corporate responsibility has been extensive. This chapter reviews four main types of involvement -- legal and regulatory incentives, tax expenditures on the NGO sector, contributions to compliance expertise and moral suasion. The most influential government measures have been closely co-ordinated with broader public strategy, especially in relation to regulatory reform. However, evaluating the prospects for a successful revival of the East African Community (EAC), a regional integration scheme that collapsed in 1977, is arguably a more difficult task. This paper examines recent attempts to revive the EAC, especially as it concerns the harmonisation of macroeconomic policies, infrastructure services, and movement of people, goods and services. In a highly stylised multi-task principal-agent model (Holmstrom and Milgrom (1991)), a central government cannot directly monitor the informal budgetary operations of a regional administration, but seeks to improve fiscal policies by exerting control over a “formal” regional budget and imposing (limited) costs on informal behaviour. Tout au long des années 1990, les vastes réformes entreprises ont contribué à réintégrer la République tchèque dans l’économie mondiale au moyen de mesures telles que la privatisation et l’instauration d’un climat libéral favorable à l’investissement, qui a d’ailleurs permis un gonflement de l’IDE, ces dernières années notamment. La République tchèque est devenue Membre de l’OCDE en 1995. Le gouvernement tchèque affiche sa volonté de poursuivre les restructurations industrielles nécessaires. Il entend également achever le processus de privatisation qui a joué un rôle essentiel dans la transformation de l’économie du pays et contribué à attirer l’IDE. Ce processus étant pratiquement achevé, la République tchèque devra à l’avenir préserver ces flux d’IDE en favorisant les nouveaux projets d’implantations et de réinvestissements et en améliorant les relations en amont de ces investissements avec les entreprises nationales. Cet examen retrace l’évolution de l’IDE en République tchèque et évalue son rôle dans le processus de transition, en mesurant l’ouverture de l’économie aux investisseurs directs étrangers.

L’IDE a été également encouragé par la perspective de l’entrée de la Lituanie dans l’UE et par son adhésion à l’Organisation mondiale du commerce, le 31 mai 2001. Parmi les grands chantiers en cours, on peut citer l’achèvement rapide des privatisations, la poursuite de la libéralisation et l’ouverture à la concurrence étrangère. Une priorité absolue est accordée au règlement des problèmes d’application découlant de la refonte de l’ancien régime réglementaire.     Abstract: A la fin de 1997, la Corée a subi l’une des crises économiques les plus graves qu’ait jamais vécue un pays de l’OCDE. Un ambitieux programme de réformes réglementaires, financières et structurelles (l’un des efforts de réforme de la réglementation les plus porteurs entrepris par un pays Membre de l’OCDE) a contribué de façon décisive à la vigueur de la reprise économique en 1999 et 2000. Ce programme a non seulement permis de stabiliser la crise, mais il a aussi contribué à rétablir les conditions d’une croissance durable. L'expérience de la Corée peut être utile aux autres pays qui cherchent à favoriser une croissance tirée par le marché. Au moyen de ces réformes, la Corée passe aujourd’hui d'un modèle de développement économique interventionniste et dirigiste à un modèle ouvert, fondé sur le libre jeu des mécanismes de marché et sur des valeurs telles que le choix du consommateur, la démocratie et l’état de droit. Cependant, la tâche est loin d’être achevée. Le système de l’intervention étatique n’est qu’en partie réformé, et de nombreux problèmes importants restent à traiter. Pour plusieurs années encore, la pérennité de la croissance nationale restera tributaire de la continuité des progrès de la réforme de la réglementation. La Corée, comme plusieurs pays Membres, a demandé à l'OCDE de procéder à un examen général de ses pratiques réglementaires nationales et de ses réformes internes de la réglementation. Cet ouvrage présente une évaluation approfondie de la réforme de la réglementation dans des domaines cadres comme la qualité du secteur public, la politique de la concurrence et sa mise en œuvre et l’ouverture des marchés. Il comprend aussi des chapitres sectoriels, portant par exemple sur l’électricité et sur les télécommunications, ainsi qu’une évaluation du contexte macroéconomique de la réforme. Étant donné l'importance considérable des zones rurales en Slovénie, il est essentiel d'adopter une stratégie efficace de diversification capable de générer des revenus non agricoles pour les populations rurales, afin de soutenir le processus de transition vers une agriculture davantage fondée sur les mécanismes du marché. Cette étude analyse les évolutions qu'a connues la Slovénie depuis son accession à l'indépendance en 1991. For example, the Convention on Biological Diversity (CBD), through the Conference of the Parties (COP), recognises that "economic valuation of biodiversity and biological resources is an important tool for well-targeted and calibrated economic incentive measures". Further, it encourages the Parties to "take into account economic, social, cultural and ethical valuation in the development of relevant incentive measures" (CBD COP Decision IV/10). Biodiversity valuation should be an integral part of environmental economic policy, providing information to policy makers in their quest to identify priorities and equate trade-offs. As part of its effort to support governments in using valuation methods to assess the value of biological diversity, the OECD commissioned this series of case studies. Taxation is inevitable in modern economies to finance public spending, which is aimed at meeting fundamental economic and social objectives. However, efficiency losses associated with taxation need to be taken into account when the cost and benefits of public expenditure to be funded are being assessed. The public perception of the fairness of tax systems, the practical enforceability of tax rules and the cost arising from compliance are other important considerations. Against this backdrop, the OECD has reviewed in the past two years the tax systems of a number of Member countries in its periodical Economic Surveys. The analysis and policy recommendations emerging from these reviews may provide some useful lessons for other OECD countries, and these are pulled together in this paper.

Its main finding is that substantial progress has been made in dealing with the environmentally unfriendly legacy from the past. Other important factors of success were long-term time consistency, gradual tightening of enforcement and limited administrative discretion. Agricultural policies often provide substantial production-linked support that have boosted farm output, but with mixed results on environmental quality. The reform of agricultural policies and trade liberalisation has started to alter signals to farmers, leading to changes in farm practices, which will contribute to enhancing the beneficial and reducing the harmful environmental impacts of agriculture. Despite some progress in the environmental performance of agriculture over the last decade, there is still much room for improvement and more needs to be done. On which principles should policies be based? Who should pay or be paid for ensuring environmental quality? When could market approaches be harnessed for charging and remunerating environmental quality? And when might policy action be needed? This report sheds light on these questions and provides criteria and guidelines for the better design, implementation, monitoring and evaluation of policies addressing environmental issues in agriculture.

    Abstract: The international mobility of highly skilled workers, in particular human resources in science and technology (HRST) such as scientists, engineers and IT experts, is currently an important policy issue in the majority of OECD countries. Accompanying the booming demand for skilled labour, especially from the information technology-related industries and professions, there is apparently a growing shortage of such workers in a number of OECD Member countries. In order to meet these shortages, an increasing number of countries are implementing measures to facilitate the recruitment of foreign skilled workers. Considering that improved knowledge and understanding of these issues are necessary for informing the policy agenda, the OECD held a seminar on "International Mobility of Highly Skilled Workers: From Statistical Analysis to the Formulation of Policies", in Paris on 11-12 June 2001. This seminar was organised by the Directorate for Science, Technology and Industry (DSTI) and the Directorate for Education, Employment, Labour and Social Affairs (DEELSA). The seminar targeted three main objectives, which are mirrored in the structure of the book: Provide data on the scale and characteristics of flows and stocks of skilled and highly skilled foreign workers in the OECD Member countries and certain non-member economies: South Africa, China, India, Israel, Russia and Chinese Taipei; to assess the quality of the data available and the concepts used, and to help improve their comparability. Analyse the mobility of skilled workers and HRST and their impact on the economy through case studies covering most of the major regions sending and receiving these workers. Examine appropriate migration policies aimed at facilitating the mobility of skilled workers in ways that are beneficial both to receiving and sending countries.

OECD countries committed themselves to sustainable development at the 1992 Rio Conference on Environment and Development. However, action to meet these commitments remains slow. This report identifies some of the main barriers -- conceptual and practical -- that stand in the way of progress, and some of the areas where concrete government actions will allow a better integration of environmental, economic and social goals. Particular focus is placed on how the use of the price system, reform of governments' decision-making processes, technology policies, and international trade and investment may each contribute to removing incentives to unsustainable resource depletion and environmental degradation. Recommendations in each of these areas are presented in this Report, and then applied to two areas -- climate change and natural resource management -- where the risks of non-sustainability appear to be highest.

This edition finds that due to Spain’s geographical setting and limited domestic energy resources, security of supply is a core objective of Spanish energy policy. Energy supply grew by some 3.5% per year from 1996 to 1999 and electricity consumption by 6% per year. Spain is increasingly dependent on imported energy. As Spanish energy markets are being liberalised, it is essential for the government to ensure that it sends signals to the markets which evoke sustainable investment in energy. Progress has been made in electricity and gas market liberalisation during the last few years and full liberalisation of both markets is scheduled for the beginning of 2003. But many details are yet to be defined. The electricity market is still dominated by two large companies and the gas market by one. The report recommends measures to achieve effective competition. Reducing greenhouse gas emissions remains a major challenge for the Spanish government. Carbon dioxide emissions continued to increase along with energy demand. Spanish GHG emissions in 1998 were already 21% above the 1990 level, while Spain is committed to reduce them to 15% above 1990.

    Abstract: OECD's review of foreign direct investment policy in Estonia. It finds that since regaining its independence in 1991, Estonia has undergone a remarkable economic transformation. By the end of 2000, it had received some US$2.65 billion in foreign direct investment (FDI), principally from European countries and the United States, and invested some US$443 million in the other Baltic countries. FDI has financed green-field investment, mergers and acquisitions, as well as the privatisation of state-owned-enterprises. Creating favourable conditions for FDI and openness to foreign trade have been key elements of Estonia’s economic strategy. Estonia has been included in the first wave of accession of new Members to the European Union and it joined the World Trade Organisation in 2000. The revamping of the old regime and privatisation are practically complete, and special attention is being given to reducing bureaucracy and regulation further. Very few restrictions to FDI remain. Estonia now faces the challenge of keeping up with the competition and catching up with the richer nations. On 26 July 2001, Estonia became eligible for adherence to the OECD Declaration on International Investment and Multinational Enterprises. This will help to consolidate Estonia's recent achievements and further expand its economic relations with OECD countries and other adherents to the Declaration.

    Abstract: This paper presents empirical estimates of human-capital augmented growth equations for a panel of 21 OECD countries over the period 1971-98. It uses an improved dataset on human capital and a novel econometric technique that reconciles growth model assumptions with the needs of panel data regressions. Unlike several previous studies, our results point to a positive and significant impact of human capital accumulation to output per capita growth. The estimated long-run effect on output of one additional year of education (about 6 per cent) is also consistent with microeconomic evidence on the private returns to schooling. We also found a significant growth effect from the accumulation of physical capital and a speed of convergence to the steady state of around 15 per cent per year.     Abstract: All Member States of the EU and countries from Central and Eastern Europe use agencies of various shapes and sizes as part of their system of public administration. The legal forms vary widely from country to country depending on the legal tradition and the system of administration. Public agencies, if properly designed and managed, provide an opportunity for decentralising public administration, achieving greater transparency in government operations, and improving the efficiency and effectiveness with which government services are delivered to end users. Agencies can thus be used for economically and socially beneficial reasons, and indeed are sometimes employed as a stepping stone to more radical options, e.g. the privatisation of government services. However, agencies can also be misused for purposes that contravene the tenets of good governance and sound financial management. They can be a source of inefficiency, unregulated and covert expenditures, political favouritism and corruption. This paper originated in a request from the Ministry of Finance of the Czech Republic for SIGMA advice in developing new legal provisions for the financial management of public agencies. However, this subject cannot be addressed without avoiding the broader context. This paper has expanded well beyond the scope of the original mandate. It highlights the practice and experience of five EU Member States with very different legal systems and administrative structures. It focuses on issues relating to the financial management of public agencies but also discusses, in less detail, other issues concerning legal structures and governance. No single good practice "model" exists in this complex field. International best practice is still evolving. Moreover, we recommend a cautious approach by countries that are tempted to transpose elements of the agency models applied in countries such as New Zealand, Sweden and the United Kingdom. Would-be reformers should consider whether the legal and administrative structures are comparable, and the necessary systems of regulation, control and open reporting are in place and can be enforced. Whilst avoiding simplistic solutions, the paper includes recommendations that policy makers in Central and Eastern Europe should take into account before embarking on major reforms in this area.

Der Bericht bewertet, inwieweit Schülerinnen und Schüler gegen Ender ihrer Pflichtschulzeit wesentliche Kompetenzen erworben haben, die für eine aktive Teilhabe an der Gesellschaft unerlässlich sind. Er enthält Angaben zu den Schülerleistungen in den Bereichen Lesekompetenz sowie mathematische und naturwissenschaftliche Grundbildung, deckt die Faktoren auf, die die Entwicklung dieser Kompetenzen im familiären und schulischen Kontext beeinflussen, und untersucht, welche Konsequenzen sich daraus für die Politikgestaltung ergeben. Die PISA-Ergebnisse zeigen, dass das Niveau der Kenntnisse und Fähigkeiten je nach Schülern, Schulen und Ländern erheblich variiert. Der sozioökonomische Hintergrund von Schülern und Schulen wirkt sich unterschiedlich stark auf die Schülerleistungen aus. Einigen Ländern ist es gelungen, den Einfluss dieser sozialen Faktoren abzuschwächen, und mache haben dabei zugleich ein insgesamt hohes durchschnittliches Leistungsniveau erreicht.

    Abstract: The development of broadband access to the Internet is gaining increasing prominence. This is occurring in fields that go well beyond communications policy. One reason for this is the role advanced communication capabilities may have played in generating higher growth in productivity rates, as well as new networkbased economic activities, in some countries over recent years. If, as many believe, new communication tools such as the Internet and wireless networks boosted growth in the latter half of the 1990s, and softened the current cyclical downturn, then the next steps toward broadband access are of critical importance that go beyond the communications sector. The current bottleneck to growth in the communications sector, and beyond for areas such as electronic commerce, is the limitations of local access networks. These limitations are not just technological. The inheritance of many decades of monopoly provision of access networks is that there is usually only one, or at best two, networks passing most homes and businesses in OECD countries. In some cases the same company still owns both these networks.

    Abstract: In early 1999, the OECD launched an internationally comparable study of the diffusion and economic and competitive impacts of business-to-business electronic commerce over the Internet. A first set of case studies was conducted in France between February 1999 and September 1999. Three sectors were chosen for their different characteristics: book publishing, mass retail distribution (clothing, textiles, food and drink, furnishings, etc.) and pharmaceuticals distribution. The differences across sectors are substantial and relate to the nature of the product (whether it can be digitised, is costly or is perishable), the nature of transactions between suppliers and purchasers, the market structure and regulation. This report gives a first set of results concerning sectoral differences in the spread of business-to-business electronic commerce and related organisational and economic effects.

    Abstract: This paper analyses the determinants of intra-African trade (IAT) to assess the potential obstacles to greater sub-regional trade. Both economic and political arguments suggest that increased IAT can foster a regional take-off. Trade linkages in Africa, however, are very weak. Official statistics show that IAT is a small fraction of each country’s total trade and has remained roughly constant over the years. The main obstacles suggested in the literature include trade policy, insufficient infrastructure, non-convertibility of currencies, ethnic, cultural and linguistic diversity and very high political instability. In order to rank such potential obstacles, the study develops an extended gravity model, using a new panel dataset for 41 African countries during the 1980-97 period.     Abstract: Globalisation, governance and economic performance affect each other in very complex mutual relationships. In this paper, we establish a clear and well-circumscribed hypothesis: “is there an effect of globalisation on governance?” To test this hypothesis or, even more specifically, to test how openness can affect the quality of domestic institutions, we survey available theoretical explanations of causal relationships between globalisation and governance. Microeconomic theory helps us identify trade policy, competition by foreign producers and international investors, and openness-related differences in institution building costs and benefits, as three major transmission mechanisms through which openness affects a country’s corruption levels.     Abstract: This paper reviews the role of house prices in influencing private consumption and residential investment in OECD countries. Deregulation of the mortgage markets in most OECD countries since the 1970s has made it easier for households to borrow for current consumption on the basis of their housing wealth, and the easing of borrowing constraints has often been accompanied by sizeable withdrawal of housing equity. The analysis presented in the paper and a review of existing empirical work for the major OECD countries suggest that house prices have a significant positive impact on private consumption through wealth effects and/or an easing of liquidity constraints. House prices also influence the profitability of house building, and in many countries there is a close association between profitability of house construction and private residential investment.
