    Abstract: Across the OECD, attention is focusing increasingly on what has been dubbed the "digital divide" - a term that refers to the gaps in access to information and communication technology (ICT). The stakes are high, as ICT is now integral to the social fabric and is the catalyst for "new economies" to emerge. Exclusion threatens the ICT "have-nots", whether individuals, groups or entire countries. Political awareness of the stakes at issue grows sharply, as indicated by the prominence of the digital divide in G-8 discussions. Education and learning lie at the heart of these issues and their solutions. They are the lifeblood of our 21st century knowledge societies, and ICT is critical to them. The gaps that define the "learning digital divide" are thus as important as the more obvious gaps in access to the technology itself. Learning is central in the still more fundamental sense that the machines and equipment are useless without the competence to exploit them. Nurturing this competence is in part the job of schools and colleges, in part dependent on the learning that takes place throughout life in homes, communities, and workplaces. This volume meets an important need in the contemporary international literature on education policy, lifelong learning, and economic and social development. It presents analysis of the "learning digital divide" in different countries - developed and developing - and the policies and specific innovations designed to bridge it. The evidence shows that ICT can be the solution to inequalities rather than their cause - digital diversity and opportunity rather than digital divide.

    Abstract: Le programme d'aide du Luxembourg a fait de grands progrès depuis le premier examen par le Comité d'aide au développement (CAD) de l'OCDE en 1993. Le gouvernement a mis en oeuvre la plupart des recommandations émises par le CAD lors de cet examen. Les mesures prises par le gouvernement comprennent entre autres : -- une nouvelle loi sur la coopération définissant les objectifs de la coopération ; -- la sélection de pays cibles ; -- une augmentation du personnel chargé du programme d'aide ; -- une convention réglant les relations entre le ministère des Affaires étrangères, du Commerce extérieur et de la Coopération (MAE) et Lux-Development, l'institution d'exécution. Au cours des cinq dernières années, le volume de l'aide publique au développement (APD) consentie par le Luxembourg a augmenté en moyenne de 15 pour cent par an en termes réels. En 1997, l'aide luxembourgeoise a atteint 0.55 pour cent du produit national brut (PNB). Ce progrès est rendu possible par le soutien unanime des partis politiques et de l'opinion publique. Les organisations non gouvernementales occupent une place exceptionnelle dans le programme d'aide puisqu'un quart de l'aide bilatérale transite par ce canal. L'aide Luxembourgeoise est dispensée entièrement sous forme de dons, pour la plupart non liés. Etant donné la forte augmentation du volume de l'aide, il est important de surveiller et renforcer la qualité des projets et programmes par une plus grande sélectivité, par un suivi accru des projets et par des évaluations systématiques [ex-ante] et [ex-post]. Pour cela il est essentiel de réduire le nombre de pays bénéficiaires, de renforcer encore les ressources humaines affectées au programme d'aide et d'accroître la formation du personnel de coopération. Outre celui du Luxembourg, le programme de coopération pour le développement des membres suivants du CAD a été soumis à un examen en 1998 : Allemagne, Canada, Communauté européenne, Espagne, Etats-Unis et Finlande.

These accounts constitute a common framework for enhancing the comparability of data over time and across countries, and suggest basic links with non-monetary indicators. The manual establishes a conceptual basis of statistical reporting rules compatible with other economic and social statistics and proposes a newly developed International Classification for Health Accounts (ICHA) which covers three dimensions: health care by functions of care; providers of health care services; and sources of funding. Once this new accounting standard has been implemented in a large number of OECD countries, it will allow for more consistent and reliable comparisons of health care expenditure across countries.

    Abstract: This Test Guideline describes a laboratory test method designed to investigate the long-term effects of chemicals, after a single exposure, on nitrogen transformation activity of soil microorganisms. Sieved soil is amended with powdered plant meal and either treated with the test substance or left untreated. For agrochemicals, a minimum of two test concentrations are recommended (five for non agrochemicals) and these should be chosen in relation to the highest concentration anticipated in the field. The soil is divided into three portions of equal weight (six for non agrochemicals). Two portions are mixed with the carrier containing the product (five for non agrochemicals), and the other is mixed with the carrier without the product (control). A minimum of three replicates for both treated and untreated soils is recommended. After 0, 7, 14 days and 28 days of incubation, samples of treated and control soils are extracted with an appropriate solvent, and the quantities of nitrate in the extracts are determined. All tests run for at least 28 days. If, on the 28th day, differences between treated and untreated soils are equal to or greater than 25%, measurements are continued to a maximum of 100 days. Results from tests with multiple concentrations are analysed using a regression model, and the ECx values are calculated.

    Abstract: What are the most efficient means to ensure basic learning competencies for a high number of children? This question is analysed on the basis of the exceptionally rich data set provided by the Programme d'analyse des systèmes éducatifs des pays de la CONFEMEN (PASEC), standardised and comparable for Burkina Faso, Cameroon, Côte d'Ivoire, Madagascar and Senegal. Within the analysis of the determinants of education quality, particular attention is paid to the situation of different social groups (poor/nonpoor, boys/girls). It turns out that poor children are disadvantaged with respect to their learning possibilities because they have a particularly high probability of the absence of certain factors, which are important for the learning of all children. These factors include the availability of books, the parents' literacy, access to radio and television, the possibility of studying at home, and the availability of meals on a regular basis.     Abstract: This booklet considers the impact of electricity market reform on power generation costs and investment. Governments throughout the OECD are restructuring their electricity supply industries, reducing the direct role of the state and introducing competition. These changes are designed to increase the economic efficiency of electricity supply and to lower prices for consumers. Maintaining adequate investment in new generation capacity is another important objective. The study concludes that market reform is likely to lead to reduced generation costs. Reformed systems should also preserve system reliability and adequacy of investment. Although the introduction of competition in electricity supply is relatively new, preliminary results show that reform brings pressure to reduce investment and operating costs. The increased transparency of public policy objectives and costs, combined with the fact that greater risks are allocated to investors is an important factor in reducing costs. If the new competitive market is effectively regulated and if it allows customers to make their own choices about supply and reliability, adequate investment will continue and security of supply can be maintained. This is one in a series of short publications by the IEA on energy market reforms.

    Abstract: We attempt to identify and explain the broad patterns of financial development in developed countries over the twentieth century. We find that, contrary to the predictions of most existing theories, indicators of financial development do not seem monotonic over time. In particular, we find that by most measures, countries were more financially developed in 1913 than in 1980 and that a major reversal took place between 1913 and 1950. To explain this we outline a simple theory of the political economy of financial development. Empirically, our analysis suggests that the forces opposing financial development will be weaker when a country is open to international trade and capital flows. We find this to be true both in the cross-section and over time. Les taux de respiration sont exprimés en dioxyde de carbone émis ou en oxygène consommé. Le taux moyen de respiration des échantillons de sol traités est comparé à celui du témoin et le pourcentage de déviation entre les deux est calculé. Tous les essais durent au moins 28 jours. Si, le 28ème jour, les différences entre les sols traités et non traités sont égales ou supérieures à 25%, les mesures sont continuées à des intervalles de 14 jours jusqu’à un maximum de 100 jours. The unique contribution of the book is its synthesis of a vast amount of information and cumulative experience together with detailed examples and case studies to provide a coherent analysis of the challenges and achievements in institutional strengthening and policy reform, environmental policy instruments, environmental financing, and environmental management in enterprises. It also reviews the development of domestic public participation and international co-operation for the safeguarding of the region's environment and discusses trends in industrial pollution and biodiversity protection. The book shows that economic reforms provided a crucial stimulus for environmental improvement, leading to reductions in high pollution levels. Moreover, several countries have strengthened their domestic environmental policies, institutions, and financing, resulting in further improvements. Nonetheless, many serious problems remain, and others have grown worse over the transition period: in many countries of the former Soviet Union in particular, economic crises and political stagnation have impeded environmental protection efforts.     Abstract: The International Energy Agency's 1999 review of Ireland's energy policies and programmes. It finds that strong growth in the Irish economy poses considerable challenges for Ireland’s energy policy, but growth also provides resources for the Government to address energy policy issues in a manner consistent with economic and social objectives. This IEA report reviews all aspects of Irish energy policy. The sector is at present dominated by four state-owned bodies. In the electricity industry, the Electricity Supply Board may continue to dominate the market and impede the development of competition. In the gas industry, there is a need to develop new sources of supply to match growth in demand. Growth in demand for gas has given rise to concerns about the diversity of the fuel supply and security of supply. Peat will become the only domestic energy resource in a matter of years, unless new gas development occurs to replace the Ballycotton and Kinsale gas fields. There is no electricity interconnector other than to Northern Ireland, and the single gas interconnector is close to full capacity. Policies on peat have had social objectives. These objectives may not be compatible with economic efficiency and environmental objectives and could have implications for the future of the energy sector. The report also draws attention to the need to develop a comprehensive data base on greenhouse gas emissions. A new programme of energy efficiency measures is needed urgently to replace the present programme of the Irish Energy Centre. This report forms part of a series of periodic in-depth reviews conducted by the IEA on a four-year cycle. Short reviews of energy developments in all 24 IEA countries (including summaries of the year’s in-depth reviews) are published annually in Energy Policies of IEA Countries.

    Abstract: Since the accident at Chernobyl in 1986, many countries have intensified their efforts in nuclear emergency planning, preparedness and management. Experience from the NEA nuclear emergency exercises (INEX 1 and INEX 2) indicated a need to improve the international system of communication and information in case of a radiological emergency. To address this need, research was carried out by three NEA working groups, the findings of which are synthesised in the present report. This report defines emergency monitoring and modelling needs, and proposes strategies which will assist decision makers by improving the selection of data that is transmitted, and the way in which data and information are transmitted and received. Modern communication methods, such as the Internet, are a key part of the strategies described.

    Abstract: Integrated performance assessments (IPAs) of radioactive waste repositories deep underground are made at different stages of repository development in order, for example, to allow full-scale development, to provide feedback to R&D, and to test and develop review capability. IPA studies must be acceptable to a wide range of stakeholders and are one of the bases for dialogue amongst regulators and implementers of disposal facilities. The goal of the IPAG-2 study was to examine the experience of regulatory reviews of IPAs, from both the implementer and regulator points of view. Ten implementer and seven regulatory organisations participated. This report presents the lessons learnt from their review experiences, and provides recommendations to aid future regulatory decision making.

    Abstract: Technology can make a significant contribution to reducing greenhouse gas emissions from the energy sector. But it can only do so if efforts to develop and deploy advanced energy technologies are redoubled and if technological advances are combined with measures that discourage the emitting of carbon by making it more expensive. Efforts with a near-term focus are needed, but so is work that will only bear fruit years from today. Both are vital. Both must start now and continue over time. Government and industry both have indispensable roles in the task of maximising energy technology’s contribution to emissions reduction. This report is a call to action to IEA Member countries to find ways, compatible with their own circumstances, to achieve that end. It reviews a large number of technologies that could prove important in reducing energy-related emissions in both the near and long term. It points out how the availability of advanced energy technology can mitigate the cost of emissions reduction, and it outlines how traditional “barriers” to using new technology can be overcome. It deals directly with the issue of what governments can do in this area and points out where government action is needed. The report builds on two previous IEA reports – Energy Technologies for the 21st Century and IEA/OECD Scoping Study: Energy and Environmental Technologies to Respond to Global Climate Change Concerns.

    Abstract: Crony capitalism and self-fulfilling expectations by international creditors are often suggested as two rival explanations for currency crisis. This paper examines a possible linkage between the two that has so far not been explored: corruption may affect a country’s composition of capital inflows in a way that makes it more likely to experience a currency crisis that is triggered/aided by international investors’ self-fulfilling expectations. Using data on bilateral foreign direct investment (FDI) and bilateral bank loans, this paper finds clear evidence that corrupt countries tend to have a particular composition of capital inflows that is relatively light in FDI. Earlier studies have indicated that a country that has such a capital inflow structure is more likely to run into a subsequent currency crisis (in part through self-fulfilling expectations of the international creditors). L’aide au développement bénéficie en Norvège d’un large consensus national dû au soutien sans réserve des églises et des ONG, et à une sensibilisation efficace aux problèmes de développement. Quelque 40 % du programme bilatéral administré par la Norvège transitent ainsi par des ONG norvégiennes. L’aide au développement à long terme de la Norvège est fortement orientée vers la réduction de la pauvreté, l’aide allant essentiellement aux pays pauvres menant de bonnes politiques. La Norvège suit à cet égard une triple approche : aider les pays concernés à promouvoir la croissance économique ; favoriser la mise en œuvre des programmes de développement social ; enfin, cibler l’aide sur les groupes vulnérables. Les approches opérationnelles de la Norvège et ses crédits budgétaires à l’appui de la réduction de la pauvreté peuvent, toutefois, être encore renforcés dans le cadre de l’effort général mené à l’échelle internationale pour réduire de moitié la proportion de pauvres d’ici 2015. Les ambitions de la Norvège en ce qui concerne la promotion des droits de l’homme, de la démocratie et de la paix, ont ouvert de nouveaux domaines d’action et généré des défis majeurs aux niveaux stratégique et organisationnel. De plus, si la Norvège s’attache à concentrer son aide bilatérale sur 12 pays prioritaires, les priorités politiques et humanitaires sont devenues un deuxième élément de l’aide norvégienne et en ont accru sa dispersion géographique.     Abstract: China’s remarkable growth in recent years has been often rather arbitrarily ascribed to a number of politico-economic factors. In this volume, the specific effect of foreign direct investment (FDI) inflows is measured quantitatively and estimated on a regional basis. The authors find that there is a much more complex relationship between such flows and growth overall than had hitherto been supposed. While growth associated with FDI flows and a consequent foreign technology input is clearly highest in the coastal, open provinces, geographical dispersion effects can also be identified. In order to avoid widening wealth inequalities, these dispersion effects should be encouraged. Large differences, however, in physical and human capital terms, exist between provinces located on the coast and in the interior of the country and these hinder redistribution of the growth effects of FDI inflows on a national scale. In addition, if China is to continue to benefit substantially from technological progress, domestic research and development capacity will need to be expanded to offset diminishing returns from foreign technology transfers. This implies the adoption of policies designed to increase human capacity development through education and training on a national scale.

It has become one of the most attractive environments and preferred destinations for investors in Eastern Europe, with one of the highest per capita FDI inflows in the region. Privatisation has played a key role in the transformation of the Hungarian economy and in attracting FDI. Now, with this process virtually completed, Hungary aims at achieving an FDI ratio of 20 to 25 per cent of total investment by developing further greenfield projects, encouraging reinvestments and promoting small and medium-sized enterprises. This study charts the rise of FDI in Hungary and examines its role in the transition process, assessing the degree of openness of the Hungarian economy to foreign direct investors.

    Abstract: Various risks affect the income and the welfare of farm households. A large number of strategies are available to deal specifically with income risk. They exist against a general background of widespread government intervention that modifies the risks faced by farmers. In the context of agricultural policy reform, a challenge for policy makers is to better define the role of public policy versus market-based mechanisms to deal with income risk in agriculture. The OECD workshop examined the various strategies used by farm households, in particular those attracting renewed interest such as diversification of income sources, vertical co-ordination, hedging on futures markets, insurance coverage and public safety-nets. It allowed participants from Member countries’ governments and private industries to share their experience. One of the main conclusions was that farmers, as managers, have the primary responsibility for risk management and that the optimal mix of tools and instruments depends on specific conditions. Government intervention in risk management, coming as a response to an identified market failure, should be in line with general reform principles shared by OECD Ministers for Agriculture, which include increasing the market orientation of agriculture and addressing legitimate domestic interests in ways that do not distort production and trade.

Jean-David Naudet's analysis is a genuine contribution to the literature on aid. This study reviews some of the most common measures used to gauge tax burdens of households and corporations. In addition, it provides some illustrative numbers from various sources on tax rates and tax burdens in OECD countries. The study concludes that all current measures reviewed have at least some important shortcomings. Results based on these measures should therefore be interpreted with their limitations in mind, and judged with due caution when used to address policy questions.

    Abstract: How did the transition from compulsory education to work change during the 1990s and which types of transition policies worked best? The experiences of 14 OECD countries are examined in this volume to address these two key questions, for as requirements for knowledge and qualifications and skills rise and populations age, few countries can afford to have their young people enter the labour force unequipped for longer term participation in changing career patterns. Taking a broader view of transition outcomes than many previous comparative studies, this study reveals the complex and many-faceted national institutional arrangements that can result in successful transitions to working life. It argues not for single solutions or models, such as the adoption of apprenticeship, but for coherent national policy packages that draw from a limited number of key success ingredients: a healthy economy and labour market, well organised pathways from initial education to work and further study, opportunities to combine study and workplace experience, safety nets for those at risk, effective information and guidance systems, and policy processes involving both governments and other stakeholders. It also looks at the ways that countries are trying to lay solid foundations for lifelong learning during the transition phase through changes to educational pathways and institutions and through adopting more learner-centred approaches to teaching and learning.

However, in some countries the need to undertake fiscal consolidation in order to improve public finances has forced governments to take discretionary actions that have reduced, or even offset, the effect of automatic fiscal stabilisers.     Abstract: NGOs have moved out of the "amateur" world in which they were once confined into, in many cases, highly professional activities. This statistical analysis demonstrates that there are thousands of development NGOs in European countries with as much as $7.3 billion at their disposal. Supported by a large number of tables and graphs, as well as detailed, individual country surveys, the author provides the first-ever such study of what has become a late-twentieth, early twenty-first century phenomenon. When the results of the study are extrapolated to OECD Development Assistance Committee members as a whole, they suggest that the total income of NGOs would amount to almost $16 billion, a figure three times that estimated by organisations such as the World Bank. Depending on the country, up to half of this income comes from official sources, implying that NGOs have become major partners for governments in the development field.

The operating environment in Mongolia is evolving to accommodate the requirements of modern businesses. Labour, raw materials and operating costs are competitive and the key legislative acts are in place. Work is progressing to modernise the tax administration. This Investment Guide, published by the OECD’s Centre for Co-operation with Non-Members, provides an overview of the conditions for foreign direct investment in Mongolia. Policy recommendations are made to enhance the attractiveness of the country as an investment venue, including strengthening the legal framework for foreign investment, restructuring the banking system and reinforcing the rule of law.

    Abstract: Mobile communications is one of the tremendous success stories of the telecommunications industry. By June 1999, there were 293 million mobile subscribers in the OECD area, or around one mobile phone for every four inhabitants. Current growth continues to exceed most past projections. The benefits wrought by mobility in communications are increasingly evident in terms of both economic and social development. If there is a caveat, amidst such a tremendous success story, it is that the very rapid growth of mobile communications has tended to conceal large performance differences across the OECD area. There is an ongoing need to examine performance against fast moving international benchmarks. Without such analysis the challenges to mobile communications meeting wider policy goals, in relation to electronic commerce and local infrastructure competition, will remain impervious to critical review. In addition, high growth rates have tended to mask some problem areas where there has been insufficient price competition. In many countries, the mobile communications sector has been successfully used to pioneer liberalisation. Nevertheless, it is incumbent on policy makers to continually review regulatory frameworks. This book highlights a number of areas for policy review and decision.

    Abstract: This book retraces the Communities' external liberalisation efforts, and discusses, where relevant, the repercussions of internal liberalisation on foreign competitors. The aim of this book is to clarify, and when feasible, to quantify the economic effects of the EU’s trade policies. To this end, it provides an overview of past liberalisation efforts, reviews trade indicators in international comparison and lays out the future trade agenda of the Community. According to the empirical evidence provided in this volume, integration in Europe does not seem to have entailed much trade diversion, while trade is likely to have boosted area-wide income significantly. It is openness in general, rather than regional integration, that has favoured growth in Europe.

    Abstract: Government consumption of products and services in OECD Member countries is estimated to be responsible for 9 to 25% of GDP. Given the importance of public purchasing, national and local authorities have been paying increasing attention to the opportunities to improve the environment by selecting environmentally sounder products. This publication describes the successes, the efforts and the difficulties encountered within Member countries by focusing on the role and concerns of the officials that operate purchasing. Also, it shows how greener public purchasing can support a number of other crucial policy objectives such as the reduction of government operating costs, the improvement of governance, and the reduction of greenhouse gases.

    Abstract: This Test Guideline is designed to assess the effects of prolonged exposure to chemicals on the growth of juvenile fish. Juvenile fish in exponential growth phase are placed, after being weighed, in test chambers and are normally exposed to five sublethal concentrations of the test substance dissolved in water preferably under flowthrough, or, if not possible, under appropriate semi static (static-renewal) conditions. The test duration is 28 days. The daily food ration is based on initial fish weights and may be recalculated after 14 days. The study report should include the concentration measurement of the test substance, the observation of external abnormalities and abnormal behavior and the fish weighting at the end of the test. Effects on growth rates are analyzed using a regression model in order to estimate the concentration that would cause a x % variation in growth rate, i.e. ECx. Alternatively, the data may be compared with control values in order to determine the lowest observed effect concentration (LOEC) and the no observed effect concentration (NOEC).

Pour les produits agrochimiques, deux concentrations au minimum d'essai sont recommandées (cinq pour les substances autres que des produits agrochimiques) ; celles-ci devraient être choisies par rapport à la concentration la plus élevée prévue sur le terrain. Le sol est divisé en trois parties de poids égal (six pour les substances autres que des produits agrochimiques). Deux parties sont mélangées au véhicule contenant le produit (cinq pour les substances autres que des produits agrochimiques), et l'autre est mélangée au véhicule sans produit (témoin). Trois réplicats au minimum pour les sols traités et non traités sont recommandés. Après 0, 7, 14 jours et 28 jours d'incubation, des échantillons de sols traité et du témoin sont extraits au moyen d’un dissolvant approprié, et les quantités de nitrate extraites sont déterminées. Tous les essais durent pendant au moins 28 jours. Si, le 28ème jour, les différences entre les sols traités et non traités sont égales ou supérieures à 25%, les mesures sont continuées jusqu’à un maximum de 100 jours. Les résultats sont analysés à l’aide d’un modèle par régression et les valeurs CEx sont calculées.
