Further efforts are needed on three main fronts: economic diversification, connectivity and formalisation of jobs. This report analyses the main challenges in these three priority areas and sets up a policy action plan. It also proposes a scorecard including a series of indicators for monitoring progress derived from the implementation of the reforms proposed in these three areas and presents the objectives for each indicator that Peru should aim to achieve by 2025 and 2030.

    Abstract: This report provides a new perspective to the nature of urban sprawl and its causes and environmental, social and economic consequences. This perspective, which is based on the multi-dimensionality of urban sprawl, sets the foundations for the construction of new indicators to measure the various facets of urban sprawl. The report uses new datasets to compute these indicators for more than 1100 urban areas in 29 OECD countries over the period 1990-2014. It then relies on cross-city, country-level and cross-country analyses of these indicators to provide insights into the current situation and evolution of urban sprawl in OECD cities. In addition, the report offers a critical assessment of the causes and consequences of urban sprawl and discusses policy options to steer urban development to more environmentally sustainable forms.

    Abstract: Portugal’s services markets remain among the most heavily regulated in the OECD. Inland and maritime transports in Portugal are a vital part of the business environment, ensuring the movement of goods and passengers and inputs for the business sector. Regulatory restrictions limit the ability of firms to effectively compete in the markets, whether as providers or customers, while hampering innovation, efficiency and productivity. Against this backdrop, this report analyses Portuguese regulations for road, railway and maritime transport, and many ancillary services (such as vehicle inspection centres), as well as Portugal’s ports. The report examines 1 064 pieces of legislation and makes 417 individual recommendations for amending or removing restrictive provisions to improve competition, and makes a detailed inventory of the analysis underlying the work. Analysis of Portuguese legislation was complemented by research into international experiences and wide consultations with public and private sector stakeholders. The OECD recommendations aim to remove or modify the provisions to benefit businesses and consumers alike. This report identifies the sources of those benefits and gives estimates of their impact. Provided all recommendations are fully implemented, the benefit to the economy from lifting the barriers in the land and maritime transport sectors is estimated to be around EUR 250 million a year.

The Government launched a reform to merge local governments and strengthen the decentralisation process, giving additional power and resources to sub-national authorities. In a short period, successful steps have been taken toward achieving municipal mergers and greater fiscal, administrative and political decentralisation, complemented by the State Strategy for Regional Development 2015-2020. The first local elections have been held and more public services are being delivered by certain local authorities. Yet, important challenges remain, ranging from a need to address rising disparities and adjusting multi-level governance practices and territorial structures, to better structuring fiscal decentralisation. This report addresses regional performance and disparities in Ukraine, provides insight into Ukraine’s current territorial reform and approach to decentralisation, explores the impact of fiscal decentralisation measures, and includes a case study of the transport sector. It also provides a set of recommendations for action to support Ukraine in meeting the conditions for successful decentralisation.

As vital inputs into the business sector, services provided by professionals, such as lawyers and engineers, generate up to 1.8 times their value in outputs by firms that use them. However, structural flaws in the regulation make professional services highly expensive for firms, diminishing their ability to compete effectively. Regulatory restrictions also hamper innovation and efficiency within the professions. Against this backdrop, this report examines regulations for 13 self-regulated professions (lawyers, solicitors, notaries, bailiffs, architects, engineers, technical engineers, certified accountants, auditors, economists, customs brokers, nutritionists and pharmacists). From 923 pieces of legislation analysed, the report makes 348 individual recommendations for amending or removing provisions to improve competition, and makes a detailed inventory of the analysis underlying the work. Analysis of Portuguese legislation and professions was complemented by research into international experiences and wide consultations with stakeholders from the public and private sectors. The OECD recommendations aim to remove or modify overly restrictive provisions in order to facilitate the access or exercise of the professions, to benefit businesses and consumers alike. This report identifies the sources of those benefits and gives estimates of their impact. Provided all recommendations are fully implemented, the benefit to the economy from lifting the barriers in the 13 liberal professions is estimated at around EUR 130 million a year.

За короткий час зроблено успішні кроки на шляху об’єднання територіальних громад для більшої податково-бюджетної, адміністративної та політичної децентралізації. Крім цього, розроблено Державну стратегію регіонального розвитку на період 2015-2020 р.р. У новостворених об’єднаних територіальних громадах відбулися перші місцеві вибори, й деякі місцеві органи врядування вже надають ширший спектр публічних послуг. Проте, залишається спектр важливих проблем, - від необхідності знаходити рішення, адаптувати багаторівневе державне управління і територіальний устрій в умовах зростання нерівності до кращої структуризації процесу фіскальної децентралізації. У даному звіті подано результати діяльності регіонів та нерівності в Україні, опис територіальної реформи, що зараз триває, підходів до децентралізації, проаналізовано вплив заходів фіскальної децентралізації. Звіт також містить аналіз конкретного прикладу – сектору транспорту. У звіті надано низку рекомендацій щодо дій на підтримку України задля формування умов успішної децентралізації.

    Abstract: Public-private partnerships (PPPs) are an important vehicle for private participation in infrastructure investment, delivery and management. Renegotiations are an integral part of the PPP process but their prevalence varies markedly in different parts of the world. Renegotiations can be usefully employed to adjust the PPP contract to unforeseeable events, beyond the control of contractual parties. There is also a danger, however, that they will be used to change the initial balance of costs and benefits in the contract. The purpose of this report was to provide an overview of the nature of PPP renegotiations in different regions of the world and at different times to help understand when PPP contract renegotiations are desirable and when they are not. In general it is concluded that when contracts are set up well, renegotiations should be few and far between.

    Abstract: This report discusses the main results of a project on how to reduce air pollution from urban public transport in Kazakhstan, by providing an analysis for designing a green public investment programme in this sector. This sector represents an opportunity for Kazakhstan to address key objectives in its environmental and climate-related policies as part of the country’s ambitions to transition to a green economic path of development. The investment programme is also designed to support the modernisation of the urban transport fleet in the country and stimulate the domestic market to shift to modern buses powered by clean fuels. The programme is foreseen to be implemented in two phases: the first covers the cities of Kostanay and Shymkent and the second, all major urban centres in Kazakhstan. These investments are expected to result in significant air improvement.

Le rapport montre des projections de décès prématurés causés par la pollution de l'air extérieur au niveau mondial et régional pour 2015-2060, ainsi que les conséquences sur l'augmentation des maladies et la diminution des rendements agricoles. Les impacts marchands de la pollution de l'air extérieur devraient conduire à d'importants coûts économiques illustrés au niveau régional et sectoriel. However, the increased traffic flows also generate environmental and social costs. In Korea, the amount of paved roads increased dramatically between 1951 and 2014, from 580 kilometres to over 87 000 kilometres. This expansion of Korea’s expressway, highway and major road network has created benefits for cities and rural areas across the country, contributing to both economic growth and inclusiveness. This rapid development of road infrastructure and motorisation has also resulted in relatively high traffic fatality rates. This report combines empirical research on the relationship between road infrastructure, inclusive economic development and traffic safety with an assessment of policies and governance structures to help governments find ways to create effective, safe and inclusive transport infrastructures.

    Abstract: The global fleet of powered two-wheelers (PTWs) is constantly increasing. In many countries, motorcycles, scooters and mopeds play a significant role in mobility, particularly in many of the world’s large cities. As such, PTWs are becoming an important component of the transport system. However, they represent an important challenge for road safety. PTW riders are at far more risk than car drivers per kilometre ridden in terms of fatalities and severe injuries entailing long-term disability. Moreover, they have not benefited from safety improvements at the same pace as car occupants over recent decades. Addressing the issue of PTW safety is thus an essential contribution to the success of the United Nations’ Decade of Action for Road Safety, which aims at halving the expected number of road deaths worldwide by 2020. This report reviews recent trends in powered two-wheeler crashes, the factors contributing to these crashes and their severity. It describes a set of countermeasures targeting user behaviours, the use of protective equipment, the vehicles and the infrastructure. Finally, it discusses motorcycle safety strategies in the context of a safe system.

    Abstract: How should airports be regulated to contain market power? This round table proceedings first examines whether they need to be regulated at all. It concludes that because regulation is inevitably imperfect and costly, policy makers should establish conditions for competition to emerge between airports in preference to comprehensive regulation, whenever possible. Economic regulation is sometimes necessary, such as when airports are heavily congested. The proceedings determines which approaches are likely to work best and also assesses strategies for managing greenhouse gas emissions. It finds that although including aviation in an open emission trading scheme could help mitigate emissions efficiently across the economy, it should not be expected to produce major cuts in CO2-emissions in aviation itself. Finally the proceedings identifies the economic conditions under which high-speed rail can provide a competitive substitute for aviation, revealing the limited relevance of rail to reducing greenhouse gas emissions from this part of the transport market.

Lorsque la réglementation économique se justifie, par exemple pour des aéroports très encombrés, le rapport examine les différentes approches réglementaires possibles pour déterminer celle qui est, en définitive, la plus adaptée. Il évalue aussi les stratégies de gestion des émissions de gaz à effet de serre. En intégrant l’aviation aux systèmes ouverts d’échange de droits d’émission, on pourrait réduire efficacement les émissions, mais on ne saurait en attendre des réductions importantes des émissions de CO2 dans le transport aérien proprement dit. Enfin, le rapport recense les conditions économiques dans lesquelles le train à grande vitesse peut devenir un substitut concurrentiel de l’avion. Cependant il conclut que le rail offre seulement des possibilités limitées en matière de réduction des ; émissions de gaz à effet de serre sur la partie correspondante du marché des transports.

    Abstract: The standard cost-benefit analysis of transport infrastructure investment projects weighs a project’s costs against users’ benefits. This approach has been challenged on the grounds that it ignores wider economic impacts of such projects. At this International Transport Forum Round Table, leading academics and practitioners addressed these concerns and examined a range of potential approaches for evaluating wider impacts – negative as well as positive. They concluded that for smaller projects, it is better to focus on timely availability of results, even if this means forgoing sophisticated analysis of wider impacts. For larger projects or investment programs, customized analysis of these effects is more easily justifiable. Creating consistent appraisal procedures is a research priority.

    Abstract: L’analyse coûts-avantages classique des projets d’investissement dans les infrastructures de transport consiste à mettre en balance les coûts des projets avec les avantages que l’on peut en escompter pour l’usager. Cette démarche a été remise en question au motif qu’elle ne tient pas compte des effets économiques plus larges de ces projets. À l’occasion de cette Table Ronde, d’éminents universitaires et professionnels ont échangé leurs vues sur la question et ont examiné diverses méthodes possibles pour évaluer les effets plus larges – négatifs comme positifs. Ils sont ainsi parvenus à la conclusion que pour les projets de petite envergure, il est préférable de privilégier l’obtention de résultats dans les délais voulus, même s’il faut pour cela renoncer à une analyse plus poussée des effets plus larges des projets. En revanche, s’agissant de projets ou de programmes d’investissement de plus grande ampleur, une analyse spécifique de leurs effets plus larges se justifie davantage. L’élaboration de procédures d’évaluation uniformes doit être un domaine de recherche prioritaire.

A vrai dire, il se pourrait qu’une grande partie de l’éthanol et du biodiesel produit aujourd’hui engendre au bout du compte davantage d’émissions de gaz à effet de serre que les carburants traditionnels que sont l’essence et le diesel. Les rapports réunis dans cet ouvrage examinent la dimension économique des biocarburants et évaluent les perspectives de production de biocarburants conventionnels dans les pays de l’OCDE, les possibilités d’exportation de l’éthanol brésilien et le potentiel de certains biocarburants de seconde génération dans l’optique de l’approvisionnement des marchés mondiaux en carburants. La Table ronde dont ils sont issus a analysé les aspects essentiels qui doivent guider les gouvernements dans la détermination du soutien apporté aux biocarburants, notamment les émissions de gaz à effet de serre produits par ces carburants sur l’ensemble de leur cycle de vie et l’impact plus général des cultures énergétiques sur l’environnement. Sont également analysés, les progrès intervenus récemment en matière d’élaboration de systèmes de certification pour les biocarburants, sachant que ces systèmes sont un outil essentiel pour lier le soutien à l’abaissement effectif des émissions de gaz à effet de serre – qui ne saurait toutefois pas empêcher la destruction des forêts tropicales et leur remplacement par des surfaces consacrées à la production de biocarburants. En conclusion, l’ouvrage présente une courte liste de réformes préconisées pour faire en sorte que les politiques de soutien aux biocarburants contribuent véritablement à l’atténuation des émissions de gaz à effet de serre.

Present policies make no link between support for biofuels and their environmental performance, and biofuels do not all perform equally well. In fact, much of the current ethanol and biodiesel production may result in higher overall emissions of greenhouse gases than using conventional transport fuels - gasoline and diesel. The papers published in this report examine the economics of biofuels and assess the potential of conventional biofuel production in OECD countries, Brazilian ethanol exports and some second generation biofuels to supply world markets with transport fuels. This Round Table analyses the critical issues for governments in determining support for biofuels, particularly the level of greenhouse gas emissions throughout the life-cycle of these fuels and the wider environmental impacts of farming biomass. It also reviews recent progress in developing certification systems for biofuels – an essential tool for tying support to achievement in reducing greenhouse gas emissions, although certification cannot be expected to prevent rainforest destruction for the development of biofuel crop plantations. The report concludes with a short list of recommendations for policy reform if support for biofuels is to contribute effectively to mitigating greenhouse gas emissions.

    Abstract: Urban public transport services generally run at a large deficit. This has led public authorities to seek efficiencies, notably through private sector involvement. Support for the sector traditionally seeks to provide basic mobility services to all segments of society, including low-income users. Intervention is also required to manage the natural tendency towards concentration and market power in the provision of these transport services. Policy towards urban public transport is increasingly aimed at managing congestion on the roads and mitigating CO2 emissions by substituting for travel by car. Achieving coherent transport networks that are efficient and financially sustainable is a challenge for any public authority. This Round Table examines experience in integrating private management and capital with public transport policy objectives in a number of developed economies. For network operators, the Round Table concludes that innovation is the key to surviving the rapidly changing policy and regulatory environment.

Ces diverses approches doivent être mises en œuvre en tenant tout particulièrement compte des situations et des spécificités propres à chaque pays. En effet, des instruments bien adaptés à un pays peuvent ne pas convenir à d’autres.

    Abstract: Much of the current policy debate has considered infrastructure charges as a form of “fiscal” instrument for managing transport demand. The Round Table analysed the opportunities for setting infrastructure service prices so that they also provide guidance for the supply of services. It discussed the possibilities of increasing the finances available for transport infrastructure investment and maintenance by introducing a quasi-market for transport infrastructure services. The general public impression is that charges are a just another tax increase in disguise. Infrastructure charging that uses a mix of “fees for service” and capacity expansion criteria is expected to correct this impression, and thus to improve the political acceptability of infrastructure pricing.

La Table Ronde a analysé les perspectives de voir l’offre de services infrastructurels guidée également par les prix de ces services. Elle a débattu des possibilités d’accroître les moyens mobilisables pour financer les investissements en infrastructures de transport et l’entretien de ces dernières en créant un quasi-marché des services d’infrastructures de transport. Le public a souvent l’impression que les redevances représentent une hausse déguisée de la taxation. Une tarification qui prend en compte l’usage des infrastructures (moyennant une redevance par unité de service) et certains critères pour accroître la capacité des infrastructures devrait corriger cette impression et favoriser ainsi l’acceptabilité politique de la tarification des infrastructures.
