    Abstract: This paper studies the impacts of the COVID-19 pandemic on Indonesia's labor market by exploiting the exogeneous timing of the pandemic in a seasonal difference-in-differences framework. The analysis uses multiple rounds of Indonesia's National Labor Force Survey from 2016 to 2020 to establish a pre-pandemic employment trend and then attribute any excess difference in employment outcomes from this trend as the estimated effect of the pandemic on individual employment outcomes. The results suggest that the pandemic has had mixed effects on the Indonesian labor market. While the pandemic has narrowed the gender gaps in employment participation through the "added worker effect" among women, it has also lowered the overall employment quality among both gender groups. The findings show that the increase in female employment is primarily driven by women in rural areas without high school education, entering informal work, agricultural employment, or unpaid family work. For men, the pandemic has had adverse impacts on their employment across the board in all sub-populations. Consistent with findings from other studies, steeper employment declines are observed in urban areas, particularly among males. Among those employed, both women and men work fewer hours and earn lower wages

When women do work, they are much more likely than men to engage in vulnerable employment with lower earnings and worse working conditions. In addition, the COVID-19 pandemic has triggered larger losses in employment for women than for men across the globe. Several factors constrain women's labor force participation and employment outcomes. On the supply side, time and mobility constraints and differences in endowments (skills, assets, and networks) limit women's labor force participation and wages. On the demand side, discrimination in hiring and retention, lack of jobs with convenient features (childcare, maternity leave, flexible schedules), and skills mismatch are key constraints. All these are combined with contextual factors, including social and cultural norms, that restrict women's labor force participation.     Abstract: Unpaid care work and the lack of access to affordable child care constitute key barriers to women's participation in labor markets. The International Labour Organization estimates that, in 2018, 647 million working-age adults were hindered from entering the workforce due to family responsibilities-94 percent of whom were women. In that year, women's unpaid care work amounted to three-quarters of total unpaid care work, with an estimated value of 9 precent of global GDP. A pilot study by the MNA GIL in Egypt finds that, on average, mothers spent 11 hours per day on childcare and seven hours per day doing household chores. The EAP GIL reviewed causal evidence on the effects of childcare interventions on maternal labor market engagement in low and middle-income countries and found positive impacts for 21 out of the 22 studies considered

    Abstract: This study combines pre-COVID-19 household surveys with 2020 macro data to simulate changes in household economic welfare and poverty rates through job losses, labor income changes, and non-labor (remittance) income changes during 2020 in Brazil, Sri Lanka, the Philippines, South Africa, and Turkiye. It first presents an in-depth analysis of employment elasticities projections-a critical input in microsimulations-for 15 developing countries. In 11 of the 15 countries, employment estimates for 2020 based on elasticities were within 5 percent of the actual employment level, but in four countries, where the labor markets were more disrupted by the pandemic, the projections considerably underestimated job losses due to the crisis. The study then presents the simulation results for the five countries, which show declines in per capita household income or consumption across the distribution, a decline in the middle class, and increased poverty, but no other clear pattern of impacts across the different quintiles. Finally, data from Brazil indicate that the simulation underestimated the magnitude of the shock throughout the distribution, especially for the wealthy, because it underestimated declines in earnings

    Abstract: Significant progress has been made in closing gender gaps in primary and secondary enrollment rates worldwide. However, girls still have lower expected years of schooling than boys in some regions, particularly in Sub-Saharan Africa, and boys have worse educational outcomes than girls in other countries, most notably in Latin America and the Caribbean. Barriers to the continuation of schooling for girls are linked to child marriage, early pregnancies, sexual harassment, and social norms around girls' education. The COVID-19 pandemic has also impacted schooling of both girls and boys. The transition to remote learning hurt girls who often have fewer technical skills and less access to the internet than boys.3 In other cases, boys had higher economic opportunities than girls and were more likely to drop out from school in response to the economic stress generated by the pandemic.4 The GIL Federation is generating rigorous evidence around the world to understand what works, and what does not, in narrowing gender gaps in education.     Abstract: Entrepreneurship can be a pathway to employment and economic empowerment for women. Over half of the women in developing countries are or aspire to be entrepreneurs, but most of them run subsistence oriented micro-businesses that are not seen as key drivers of innovation and growth. Among formal firms, the share of women-led businesses decreases as the size of the firm increases. Multiple factors-including lack of skills, networks, and access to finance, technology, and markets-constrain women's decision to become entrepreneurs and affect their choices concerning which sector to enter, how much to put into their firms, and which business practices and technology to adopt. Contextual factors, such as social norms, access to childcare, and risk of gender-based violence, also contribute to the gender gap in firm performance documented by the Africa GIL and the EAP GIL.     Abstract: Work-related migration has many potential drivers. While current literature has outlined a theoretical framework of various "push-pull" factors affecting the likelihood of international migration, empirical papers are often constrained by the scarcity of detailed data on migration, especially in developing countries, and are forced to look at few of these factors in isolation. When detailed data is available, researchers may face arbitrary choices of which variables to include and how to sequence their inclusion. As male and female migrants tend to face occupational segregation, the determinants of migration likely differ by gender, which compounds these data challenges. To overcome these three issues, this paper uses a rich primary household survey among migrant communities in Indonesia and employs two supervised machine-learning methods to identify the top predictors of migration by gender: random forests and least absolute shrinkage and selection operator stability selection. The paper confirms some determinants established by earlier studies and reveals several additional ones, as well as identifies differences in predictors by gender

More than 70 percent of women across 53 developing countries do not own any land. Customary norms confer disproportionately weaker land rights to women, feeding into a cycle that limits their access to credit and other economic opportunities. Empowering women through stronger land rights can play a central role in the process of economic development. However, overturning existing cultural norms and power structures in the context of traditional (patriarchal) customary land tenure systems can be challenging.     Abstract: Gender productivity gaps in agriculture are large around the world, even though women comprise 40-50 percent of the agricultural labor force in developing countries. Gender differences in agricultural productivity can be as high as 66 percent and can cost countries up to USD 105 million annually. Women farmers tend to produce lower output per unit of land than men farmers because of gender-specific constraints, such as unequal access to farm labor, agricultural inputs, lower literacy, childcare responsibilities, limited involvement in cash crop production, and lower participation in farmers' groups. Women farmers are concentrated in the lower levels of agricultural value chains and are less likely to be active in commercial farming than men. Restrictive gender norms underlie occupational sex segregation in agriculture, leading women to concentrate in low-value crops. Research by the Africa GIL indicates that when women manage cash crop plots-and have access to the same inputs and resources as men-they are able to be as productive as their male counterparts.     Abstract: Climate change is one of the defining challenges of our time. While the impacts of climate change on people's well-being can hardly be denied, it may not be as obvious that the impacts could differ by gender. However, as the COVID-19 pandemic has shown, a shock can impact men and women differently due to social norms and pre-existing gender differences. This paper reviews the economic literature linking weather shocks (such as floods, droughts, and extreme temperatures, among others) and a large range of outcomes (from endowments to economic opportunities and agency). Men and women indeed have specific vulnerabilities and exposures. Specific physiological vulnerabilities are relatively minor: boys are more vulnerable to shocks in utero and girls and women to heat. The biggest gendered impacts are due to existing gaps and social responses to shocks. In places with strong boy preferences, families facing scarcity due to disasters are more likely to give food and other resources to boys, take their daughters out of school or marry them young, or withdraw women from agricultural work so they focus on household chores. During or after weather shocks, boys can also be taken out of schools to be put at work and men working in agriculture are often forced to migrate to find alternative sources of income. Unless climate policy acknowledges and accounts for these differences, climate change will remain an amplifier of existing gender inequalities

    Abstract: This paper uses high-frequency phone survey data from Ethiopia, Malawi, Nigeria, and Uganda to analyze the impacts of the COVID-19 crisis on work (including wage employment, self-employment, and farm work) and income, as well as heterogeneity by gender, family composition, education, age, pre-COVID19 industry of work, and between the rural and urban sectors. The paper links phone survey data collected throughout the pandemic to pre-COVID-19 face-to-face survey data to track the employment of respondents who were working before the pandemic and analyze individual-level indicators of job loss and re-employment. Finally, it analyzes both immediate impacts, during the first few months of the pandemic, as well as longer run impacts through February/March 2021. The findings show that in the early phase of the pandemic, women, young, and urban workers were significantly more likely to lose their jobs. A year after the onset of the pandemic, these inequalities disappeared and education became the main predictor of joblessness. The analysis finds significant rural/urban, age, and education gradients in household-level income loss. Households with income from nonfarm enterprises were the most likely to report income loss, in the short run as well as the longer run

    Abstract: Understanding the impacts of the COVID-19 pandemic on households' welfare in areas at the admin-1 level subject to fragility, conflict, and violence is important to inform programs and policies in this context. Harmonized data from high-frequency phone surveys indicate that, at the onset of the pandemic, a higher fraction of households in areas affected by fragility, conflict, and violence reported income declines and a higher fraction of respondents reported that they had stopped working since the beginning of the crisis. Households in areas affected by fragility, conflict, and violence were far less likely to report receiving government assistance than those in other areas. These findings suggest that the initial effects of the pandemic exacerbated preexisting economic gaps between areas affected by fragility, conflict, and violence and other areas, indicating that an even larger effort will be necessary in areas affected by fragility, conflict, and violence to recover from COVID-19, with implications for funding needs and policy as well as program design

    Abstract: Better understanding the geography of women's labor market outcomes within countries is important to inform targeted efforts to increase women's economic empowerment. This paper assesses the extent to which a method that combines simulated survey data from urban areas in Mexico with broadly available geospatial indicators from Google Earth Engine and OpenStreetMap can significantly improve estimates of labor force participation and unemployment rates. Incorporating geospatial information substantially increases the accuracy of male and female labor force participation and unemployment rates at the state level, reducing mean absolute deviation by 50 to 62 percent for labor force participation and 25 to 52 percent for unemployment. Small area estimation using a nested error conditional random effect model also greatly improves municipal estimates of labor force participation, as the mean absolute error falls by approximately half, while the mean squared error falls by almost 75 percent when holding coverage rates constant. In contrast, the results for municipal unemployment rate estimates are not reliable because values of unemployment rates are low and therefore poorly suited for linear models. The municipal results hold in repeated simulations of alternative samples. Models utilizing Basic Geo-Statistical Area (AGEB)-level auxiliary information generate more accurate predictions than area-level models specified using the same auxiliary data. Overall, integrating survey data and publicly available geospatial indicators is feasible and can greatly improve state-level estimates of male and female labor force participation and unemployment rates, as well as municipal estimates of male and female labor force participation

    Abstract: This paper investigates the impacts of the economic shock caused by the COVID-19 pandemic on the employment of different types of workers in developing countries. Employment outcomes are taken from a set of high-frequency phone surveys conducted by the World Bank and National Statistics Offices in 40 countries. Larger shares of female, young, less educated, and urban workers stopped working. Gender gaps in work stoppage were particularly pronounced and stemmed mainly from differences within sectors rather than differential employment patterns across sectors. Differences in work stoppage between urban and rural workers were markedly smaller than those across gender, age, and education groups. Preliminary results from 10 countries suggest that following the initial shock at the start of the pandemic, employment rates partially recovered between April and August, with greater gains for those groups that had borne the brunt of the early jobs losses. Although the high-frequency phone surveys greatly over-represent household heads and therefore overestimate employment rates, case studies in five countries suggest that they provide a reasonably accurate measure of disparities in employment levels by gender, education, and urban/rural location following the onset of the crisis, although they perform less well in capturing disparities between age groups. These results shed new light on the labor market consequences of the COVID-19 crisis in developing countries, and suggest that real-time phone surveys, despite their lack of representativeness, are a valuable source of information to measure differential employment impacts across groups during a crisis

    Abstract: Most support programs targeted at small firms in low- and middle-income countries fail to generate transformative effects at a large scale due to poor targeting, too little flexibility, and the limited size of the support, among others. This paper assesses the short-term effects of a randomized targeted government support program for small and medium-size firms that were selected based on a business plan competition. One group received large cash grants of up to USD 8,000, with flexible conditions of use. A second group received grants of an equally important size but earmarked to business development services and thus less flexible and with a required own contribution of 20 percent. A third group served as a control group. All the firms operate in agribusiness or related activities in a semi-urban area. An assessment of the short-term impacts shows that beneficiaries of cash grants engage in better business practices, such as formalization and bookkeeping. They also invest more. Yet, this does not translate into higher profits and employment. There is no effect on investment and business practices among beneficiaries of grants for business development services. Yet, both treatment groups show a higher ability to innovate relative to the control group. The results also show that cash grants cushioned the adverse effects of the COVID-19 pandemic. A further round of data collection will soon allow assessing the longer-term effects of the interventions, which may differ from the short-term effects analyzed here as both interventions may need time to unfold their full effects

    Abstract: Improving women's labor force participation and the quality of their employment can boost economic growth and support poverty and inequality reduction; thus, it is highly pertinent for the development agenda. However, most systematic reviews on female labor market outcomes and childcare, which can arguably improve these outcomes, are focused on developed countries. This paper reviews 22 studies that plausibly identify the causal impact of institutional childcare on maternal labor market outcomes in lower- and-middle-income countries. All but one study finds positive impacts on the extensive or intensive margin of maternal labor market outcomes, which aligns with findings for developed countries. The paper further analyzes aspects of childcare design, including hours, ages of children, and coordination with other childcare services that may increase the impacts on maternal labor market outcomes. The paper concludes with a discussion of directions for future research

    Abstract: The economic crisis caused by the Coronavirus (COVID-19) pandemic sharply reduced mobility and economic activity, disrupting the lives of people around the globe. This brief presents estimates on the crisis' impact on labor markets in thirty-nine countries based on high-frequency phone survey (HFPS) data collected between April and July 2020. Workers in these countries experienced severe labor market disruptions following the Coronavirus (COVID-19) outbreak. Thirty-four percent of respondents reported stopping work, twenty percent of wage workers reported lack of payment for work performed, nine percent reported job changes due to the pandemic, and sixty-two percent reported income loss in their household. Measures of work stoppage and income loss in the HFPS are generally consistent with gross domestic products (GDP) growth projections in Latin America and the Caribbean but not in Sub-Saharan Africa, indicating that the phone survey data contributes valuable new information about the impacts of the crisis. Ensuring availability of such critical data in the future will require investments into statistical and physical infrastructure as well as human capital to set up Emergency Observatories, which can rapidly deploy phone surveys to inform decision makers

    Abstract: This paper studies the long-term and intergenerational effects of the 1970s Indonesian school construction program, which was one of the largest ever conducted. Exploiting variation across birth cohorts and districts in the number of schools built suggests that education benefits for men and women persist 43 years after the program. Exposed men are more likely to be formal workers, work outside agriculture, and migrate. Men and women who were exposed to the program have better marriage market outcomes with spouses that are more educated, and households with exposed women have improved living standards and pay more government taxes. Mother's program exposure, rather than father's, leads to education benefits that are transmitted to the next generation, with the largest effects in upper secondary and tertiary education. Cost-benefit analyses show that school construction leads to higher government tax revenues and improved living standards that offset construction costs within 30-50 years

    Abstract: The Global Jobs Indicators Database (JOIN) provides information on labor market outcomes from countries across all income groups with a focus on low- and middle-income countries. The sources are in most cases Labor Force Surveys (LFSs), but other types of household surveys that include labor market information are also added. The information on the different labor market outcomes is disaggregated by gender, urban or rural area, age group of worker, and education level. All indicators are derived from a World Bank repository of harmonized household surveys. The indicators can be subsumed into four topics: sociodemographics, labor force and employment status, employment by sector and occupation, and labor market outcomes, including earnings. To ensure data reliability, a series of quality checks to both the indicators and the micro-data at the cross-sectional survey level and at the survey time-series level are conducted. Results are, among others, corroborated using statistics provided by the International Labour Organization (ILO) or the World Bank's World Development Indicators (WDI) as well as through outlier detection and consistency checks. As a result, JOIN provides only indicators for surveys that surpassed a quality check threshold. JOIN contains about 1,430 household surveys conducted in 160 countries. A JOIN benchmarking tool enables further customization options including interactions of key indicators for more granular analysis. This tool allows users to compare the labor market in their country of interest to a series of up to 10 other countries. Together, JOIN, the JOIN benchmarking tool, and the entire Jobs Diagnostic toolkit enable a thorough analysis of the labor market supply side at both a nationally aggregated level and the micro level

    Abstract: This paper reports on gender differences in responses to a randomized controlled trial that provided encouragement and information nudges to take subsequent economics courses and major in the subject for students enrolled in large introductory economics classes at a large elite public university. Two treatments combined encouragement to major in economics with information on either financial or prosocial returns to the major. Men receiving either treatment were more likely to take an additional economics course, but not to major in economics. In contrast, the treatments were not estimated to significantly affect women's course-taking and majoring. Two treatment mediators are also examined: expected versus actual grade and having a female teaching assistant. There were also differing effects of mediators on treatment responses for men and women. Women were more nudge-able to take another course when they received a better-than-expected introductory class grade, and men were more nudge-able to take another course when they had a female teaching assistant

    Abstract: This report identifies some of the most binding constraints preventing products in targeted value chains in Tunisia from reaching strategic (high value added) markets and proposes a road map on how to strengthen their competitiveness on these market segments. The analysis is anchored in a strategic segmentation exercise and builds on the outputs of a Value Chain Development training program delivered by the World Bank to the members of Tunisia's "Task Force for Value chain and Cluster Development". The training program's tutors complemented and deepened the analyses started by trainees in the cases of the value chains for olive oil, tomatoes, and rosemary. The report provides an illustration of how such a value chain and cluster development approach can be leveraged to accelerate job creation and reduce inequalities between the leading and the lagging regions of Tunisia

    Abstract: This note discusses policy options for managing the employment impacts of the COVID-19 (coronavirus) crisis aimed at relief and restructuring. The note pays attention to the labor market and institutional context of most low and middle-income countries where informality is large and where existing institutions often lack mechanisms to effectively reach businesses and workers in the informal economy. The note covers complementary policies aimed, in the relief phase, at: 1) Helping businesses survive and retain workers; 2) providing protection for those who do lose their jobs and see their livelihoods significantly affected; and 3) facilitating alternative employment and employability support for those who are out of work (collectively known as active labor market programs, ALMP).
