    Abstract: "Ethnicity and Development studies the success or failure of the nations of Bangladesh and Pakistan. It analyzes the role of institutions in engendering economic and social progress and challenges the New Institutional Economics (NIE) narrative. The book argues that the NIE narrative has some gaps, particularly that it is blind to ethnic fragmentation and therefore does not account for the construction of institutions that can build national cohesion in low- low-middle income countries (L/LMICs). It shows that L/LMICs have a different cultural context and that they need to first build national cohesion on a foundation of horizontal - across ethnic groups - and vertical - across classes - equity. The author's analysis also examines other novel issues, such as the boost that is provided by nations acquiring the right of self-determination. Other novelties are the distinction between prime causes (triggers) for economic development and approaches for economic development. More important for this book is the distinction between natural and constructed nations and the conceptual framework presented to analyze their performance. Finally, the study examines the creation of national cohesion in ethnically diverse nations. Addressing a gap in the literature, this book will of interest to researchers in development economics, political science, sociology and specialists in comparative politics/political theory with a focus on Area Studies"--

    Abstract: Die beiden „Ölschocks" von 1973/74 und 1979/80 waren nicht nur zentrale wirtschaftliche Ereignisse, sondern übten entscheidenden Einfluss auf die zeitgenössischen Debatten um eine grundlegende Reform, wenn nicht gar Revolution, der Weltwirtschaftsordnung aus. Das vorliegende Buch untersucht die Ölkrisen erstmals nicht allein mit Blick auf die Industriestaaten der nördlichen Hemisphäre, sondern fragt gleichberechtigt nach ihren Folgen für die Staaten des Globalen Südens. Die Studie argumentiert, dass die Ölkrisen der OPEC die notwendigen Machtmittel in die Hand gaben, um die Forderung nach einer Neuen Weltwirtschaftsordnung 1974 erfolgreich auf einen Spitzenplatz der internationalen Agenda zu setzen. Gleichzeitig führte die Belastung der Ökonomien zahlreicher „Entwicklungsländer" durch die massiven Ölpreissteigerungen jedoch mittelfristig zum Auseinanderbrechen der Solidarität der Dritten Welt und damit zum faktischen Ende des Reformprogramms in den frühen 1980er Jahren. Auf der Basis von Quellen aus Archiven in Afrika, Amerika, Asien und Europa ergänzt das Buch die existierenden auf Europa zentrierten Studien zur Geschichte der Nord-Süd-Beziehungen, der Ölkrisen und der 1970er Jahre im Allgemeinen.

    Abstract: Social mobility is the hope of economic development and the mantra of a good society. There are disagreements about what constitutes social mobility, but there is broad agreement that people should have roughly equal chances of success regardless of their economic status at birth. Concerns about rising inequality have engendered a renewed interest in social mobility—especially in the developing world. However, efforts to construct the databases and meet the standards required for conventional analyses of social mobility are at a preliminary stage and need to be complemented by innovative, conceptual, and methodological advances. If forms of mobility have slowed in the West, then we might be entering an age of rigid stratification with defined boundaries between the always-haves and the never-haves—which does not augur well for social stability. Social mobility research is ongoing, with substantive findings in different disciplines—typically with researchers in isolation from each other. A key contribution of this book is the pulling together of the emerging streams of knowledge. Generating policy-relevant knowledge is a principal concern. Three basic questions frame the study of diverse aspects of social mobility in the book. How to assess the extent of social mobility in a given development context when the datasets by conventional measurement techniques are unavailable? How to identify drivers and inhibitors of social mobility in particular developing country contexts? How to acquire the knowledge required to design interventions to raise social mobility, either by increasing upward mobility or by lowering downward mobility?...

    Abstract: "Over the course of four decades, the Egyptian economy underwent consistent and comprehensive economic liberalization, privatization of state-owned enterprises, deregulation. Yet the Egyptian economy today still experiences low-growth, declining total investment rates, and high un- and under-employment. The private sector has never become globally competitive. There are few beneficiaries to the economic transformations begun under Sadat and continued by Mubarak, and most Egyptians, notably public-sector workers and the urban and rural middle classes, claim losses through these efforts. The 2011 uprising highlighted that these efforts at transformation failed not only economically, but politically as well. This book explores how and why 40 years of economic reform efforts largely failed. Amr Adly argues the fault lies in cleft capitalism: the perpetuation of initial size differences in enterprises, through limits on available land and capital (finance), that constrain any opportunities for growth and expansion."

    Abstract: Recent years have seen unprecedented public scrutiny over the tax practices of Multinational Enterprise (MNE) groups. Tax policy and administration concerning international transactions, aggressive tax planning, and tax avoidance have become an issue of extensive national and international debate in developed and developing countries alike. Within this context, transfer pricing, historically a subject of limited specialist interest, has attained name recognition amongst a broader global audience that is concerned with equitable fiscal policy and sustainable development. Abusive transfer pricing practices are considered to pose major risk to the direct tax base of many countries and developing countries are particularly vulnerable because corporate tax tends to account for a larger share of their revenue. This handbook is part of the wider WBG engagement in supporting countries with Domestic Resource Mobilization (DRM) by protecting their tax base and aims to cover all relevant aspects that have to be considered when introducing or strengthening transfer pricing regimes. The handbook provides guidance on analytical steps that can be taken to understand a country's potential exposure to inappropriate transfer pricing (transfer mispricing) and outlines the main areas that require attention in the design and implementation of transfer pricing regimes.     Abstract: Some climate change is now inevitable and strategies to adapt to these changes are quickly developing. The question is particularly paramount for low-income countries, which are likely to be most affected. This timely and unique book takes an integrated look at the twin challenges of climate change and development. The book treats adaptation to climate change as an issue of climate-resilient development, rather than as a bespoke set of activities (flood defences, drought plans, and so on), combining climate and development challenges into a single strategy. It asks how the standard approaches to development need to change, and what socio-economic trends and urbanisation mean for the vulnerability of developing countries to climate risks. Combining conceptual thinking with practical policy prescriptions and experience the contributors argue that, to address these questions, climate risk has to be embedded fully into wider development strategies. This point of view is gaining in prominence in the development community; however, the contributors assert that a comprehensive analytical treatment is so far lacking.     Abstract: The fundamental goal of competition law is to support productivity and innovativeness; in fact, the short-term effect of enforcement actions is often a reduction in product prices. This comprehensive book reports the findings of consumer market studies into a range of goods and services in developing countries in Africa, Asia and Latin America. These country case studies demonstrate the important role that competition authorities can have in assessing the nature of markets and making recommendations to policymakers to improve them. When competition is weak or compromised, extra costs are imposed on consumers. The authors investigate this issue for a wide range of key markets serving consumers individually or collectively, looking also at the hinterland of the distribution chain behind retail sales. They find a pervasive lack of competition in those markets, which not only softens a firms' incentive to improve the efficiency of their operations and the quality of their products, but also reduces the standard of living of consumers, including poor and vulnerable groups. This book concludes by noting the follow-up actions taken in each country in response to the research recommendations.     Abstract: The site of industrial struggle is shifting. The West needs to look further if it wants to understand how workers' self-organization is developing in countries it too often ignores. Across the Global South, peasant communities are forced off the land to live and work in harsh and impoverished conditions. Inevitably, new methods of combating the spread of industrial capitalism are evolving in ambitious, militant and creative ways. Southern Insurgency will lead the way in examining these organizations in the contemporary era. Immanuel Ness looks at three key countries: China, India and South Africa. In each case he considers the broader historical forces at play -- the effects of imperialism, the decline of the trade union movement, the class struggle and the effects of the growing reserve army of labor. For each case study, he narrows his focus to reveal the specifics of each grassroots insurgency: the militancy of the miners in South Africa, the new labor organizations in India and export promotion and the rise of worker insurgency in China.     Abstract: Digital technologies are spreading rapidly, but digital dividends-the broader benefits of faster growth, more jobs, and better services-are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can't others around the world do the same? If 8 million entrepreneurs in China-one third of them women-can use an e-commerce platform to export goods to 120 countries, why can't entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can't other countries replicate its success? Indeed, what's holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world's population are still offline and can't participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its "analog complements"-the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens-have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere

    Abstract: Against the backdrop of persistently high levels of poverty and inequality, critical environmental boundaries and increasing global economic interdependence, this book addresses the role and impact of industrial policies in developing countries. Accepting the reality of both market failure and policy failure, it identifies the conditions under which industrial policy can deliver socially desirable results. General conclusions on the political economy of development are complemented by country case studies covering Ethiopia, Mozambique, Namibia, Tunisia and Vietnam. -- Industrial Policy in Developing Countries offers an in-depth assessment of both the potentials and perils of designing and implementing policy in countries at early stages of economic development. The range of insightful case studies illustrates the key dilemma: directing economic and social development through what are often incipient and weak institutions.     Abstract: Under what conditions can new technologies enhance the well-being of poor communities? The study designs an alternative evaluation framework (AEF) that applies Amartya Sen's capability approach to the study of information and communications technologies (ICTs) in order to place people's well-being, rather than technology, at the center of the study. The AEF develops an impact chain that examines the mechanisms by which access to, and meaningful use of, ICTs can enhance people's "informational capabilities" and improve people's human and social capabilities. This approach thus uses people's individual and collective capabilities, rather than measures of access or use, as its principal evaluative space. Based on empirical evidence from indigenous communities' use of new technologies in rural Bolivia, the study concludes that enhancing poor people's informational capabilities is the most critical factor determining the impact of ICTs on their well-being. Improved informational capabilities, like literacy, do enhance the human capabilities of poor and marginalized peoples to make strategic life choices and achieve the lifestyle they value. Evaluating the impact of ICTs in terms of capabilities thus reveals no direct relationship between improved access to, and use of, ICTs and enhanced well-being; ICTs lead to improvements in people's lives only when informational capabilities are transformed into expanded human and social capabilities in the economic, political, social, organizational, and cultural dimensions of their lives. The study concludes that intermediaries are bound to play a central, even fundamental, role in this process. They help poor communities to enact and appropriate ICTs to their local socio-cultural context so that their use becomes meaningful for people's daily lives, enhances their informational capabilities, and ultimately improves their human and social capabilities

Doch auch der Rohstoffhunger des grünen Kapitalismus ist riesig: Selbst für nachhaltiges Palmöl, das in Biodiesel und Fertigprodukten steckt, werden Regenwälder gerodet und Menschen vertrieben, wie Kathrin Hartmann in aufrüttelnden Reportagen aus Indonesien zeigt. Ebenfalls schockierend sind ihre Recherchen in Bangladesch: Garnelen aus Zuchtbecken werden mit Öko-Siegeln exportiert, dabei wurden dafür gegen den Willen der Bevölkerung Reisfelder und Mangrovenwälder zerstört.     Abstract: "Massive demographic and economic changes over the last three decades mean that cities that are highly profiled in the canon of urban studies no longer reflect the hubs of urbanisation or the most critical contemporary global urban problems. In this Handbook, we assess what a geographical corrective in representation, process and voice might mean for urban analysis and theory. We profile an emergent, if diffuse, body on work on cities that has as its starting point the drivers of urban change that are typically associated with Southern urban realities. The Handbook does three things. First it presents empirical evidence and intellectual formulations drawn from the physical, social and economic realities of relatively under-documented cities. Second, it presents an internationally credible cohort of authors working on cities that have not previously been the object of scholarly reflection. Finally, the Handbook offers a more legitimate academic base for practitioners by providing locally legible and legitimate accounts of urban change. In these ways the volume (re)weights the coverage of urban issues to ensure that the concerns that dominate Southern policy makers and scholars are appropriately profiled.Intellectually the impact of the Handbook speaks to the debate on the utility of multiple alternative Southern theoretical positions and the value of establishing a distinctive set of Southern urban problems. Drawing on conflicting contributions and profiling divergent debates it opens discussion on the precise meaning of the city in or of the Global South. The scope of the Handbook is not literal and we embrace the notion that the definition of the global South is fluid and increasingly contested, both geographically and conceptually. Even loosely applied this Southern (re)framing challenges the intellectual status quo and makes way for new modes of illuminating the drivers of urban change, shifting focus from, for instance, the capitalist or modern state to the role of traditional elites and the persistence of extra-capitalist power bases.     Abstract: 'One of the fundamental features of the financial system in most small island developing countries is the existence of oligopolistic banking systems. While economists have, for some time now, been working on developing models to explain the behaviour of firms in such market structures, this book is unique as it applies these tools to monetary models of the banking system. In doing so, the text highlights many of the important differences between banking systems in small states and those in larger and more developed markets. Applied researchers, policymakers, students and teachers examining the behaviour of financial systems in small states would find the text quite useful, as it provides fairly accessible theoretical models supported by relevant data and econometric analysis.' Mainstream monetary theory tends to assume a capital markets structure and is therefore not well suited to an analysis of these economies.
