    Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

As its most urgent purpose, the publication aims to sensitize readers to the unfairness and inappropriate uses of testing instruments which under optimal circumstances have the potential to benefit all students. With America fervently espousing both national and state testing, the differential performance by race and social class raises the specter of tests as barriers to life milestones such as promotion, graduation, and college admissions. In response to such punitive testing, the papers included here explore a host of models and practices that are currently being piloted both in America and abroad as educators grapple with the effects the assessment is having on minority and disadvantaged students and school systems. In the process, outcomes of innovative portfolio and authentic assessments are weighed against important standards and principles of validity and consequences. As the various authors probe the gap between African-American and White test scores, they raise important questions of resources, family background and educational opportunity.     Abstract: This report on the current state of combined transport in Europe begins with an overview of combined transport in 30 European countries of the ECMT. It deals with both Central and Eastern European Countries that have recently become Members and the long-standing Member countries for which the most recent developments have been highlighted through the updating of a 1992 study on the improvements of main international piggyback links. The scope of the study, beyond road and rail, has been extended to include inland waterways and short-sea shipping, thus permitting a better evaluation of the current weaknesses of the sector and the possible improvements. On the basis of this report, the Council of Ministers of the ECMT has adopted a series of recommendations directed at all parties concerned in the public and private sectors, at both national and international level, regarding certain elements which are needed to achieve a significant improvement in combined transport and to ensure the sustainable development of the latter. These recommendations are also included in this publication.

    Abstract: Abstract: "Bei der Entstehung der neuen Wirtschafts- und Gesellschaftsordnung in den postsozialistischen Ländern handelt es sich um die Umverteilung von Reichtum, der in der Gewalt des Staates war. Lediglich durch diese Umverteilung ist die Entstehung der neuen Eliten möglich. Deshalb stehen die Umgestaltungsmuster betrieblicher Sozialorganisation einerseits und ihre Auswirkungen auf die o.a. Umverteilung andererseits im Mittelpunkt unseres Forschungsinteresses. In einer von der Volkswagen-Stiftung geförderten empirischen Studie zu den betrieblichen Transformationsmustern in Polen, Ungarn und Bulgarien sind wir u.a. diesen Fragen nachgegangen. Interviewt wurden über 100 Vertreter der Unternehmensleitungen und der Interessenvertretungen der Beschäftigten in zwei Wellen(1993 und 1994).     Abstract: Abstract: "Mir sind keine Meinungsforschungsuntersuchungen darüber bekannt, wie die Einstellungen der europäischen Bevölkerung zur deutschen Einheit aussehen. In Ermangelung empirischer Daten ist man auf die Meinungen verwiesen, die in der Tagespresse erscheinen. Grundsätzlich können Meinungen und Einstellungen schwach oder stark begründet sein, aber auch schwach begründete Meinungen beeinflussen das Verhalten, wie dies bei Vorurteilen der Fall ist. In der Beurteilung des vereinten Deutschland liegt eine Ambivalenz vor: 1. Der Prozeß der wirtschaftlichen und sozialen Integration der neuen Bundesländer wird als erfolgreich hingestellt. Das neue Deutschland hat die Übergangsphase inzwischen durchlaufen und ist im Begriff, eine Hegemonie über Europa auszuüben. Die Stärke der DM wird mit wirtschaftlicher und, darüber vermittelt, mit politischer Macht gleichgesetzt. Dieser ersten Beurteilung steht eine zweite gegenüber: 2.
