    Abstract: Transport connectivity is an important determinant of agglomeration economies and urbanization. However, measuring its impacts is a complex task when causality is considered. An important empirical challenge comes from potential endogeneity of infrastructure placement. To deal with the endogeneity problem, first, the paper constructs detailed georeferenced connectivity measurements based on micro shipping data collected over 10 years. Then, the system generalized method of moments regression is applied. Using unique data from the Caucasus and Central Asian countries, the paper estimates the impact of transport connectivity on agglomeration economies. It finds that agglomeration economies are significant and persistent in the region. Thus, the existing firm clusters are likely to continue growing. However, a constraint is also found. Large cities exhibit congestion diseconomies. Finally, the paper shows that the improvement of transport connectivity, especially local market accessibility, has a significant effect on agglomeration. By contrast, no clear evidence to support the impact of improved regional connectivity on agglomeration is observed yet. To take full advantage of agglomeration economies at the regional level, further efforts may be needed, for instance, toward increasing efficiency in transportation and logistics, improving the freight load, and/or reducing the time and costs of border crossing, which add to overall transport costs and times

    Abstract: This paper assesses the medium-run effects of government support to firms during the COVID-19 crisis and whether the effectiveness of this support varied with its timing. Using data from three rounds of the World Bank's Enterprise Surveys COVID-19 Follow-up Surveys carried out between May 2020 and April 2022, it relates government support in Round 1 (received in the first half of 2020) and Round 2 (received during the second half of 2020 or early 2021) with firm performance in Round 3 (generally mid-2021). Controlling for a host of background characteristics, firms that received support in Round 1 performed better in terms of Round 3 sales, but only if they did not have continued support. Firms that also received support in Round 2 had similar Round 3 sales as those that received no support and were more likely to decrease employment. Firms that received government support only in Round 2 experienced no boost in Round 3 performance. The findings suggest that government support should be provided promptly, but it should also be phased out quickly

    Abstract: The recent global crises, such as the COVID-19 crisis, remind us of the importance of efficient transportation and logistics. Notably, however, even before the crises, some regions were already experiencing a gradual increase in freight costs, with more and more empty trucks observed. The paper recasts light on the question of how road freight costs are determined using large, unique shipping data from Eastern European and Central Asian countries. It finds that economies of scale are significant in both freight weight or load factor and distance. The elasticity with respect to freight weight is particularly high at about 0.3 to 1.0 in absolute terms. Thus, to contain trucking costs, it is important to maximize the load factor through freight consolidation at origins and destinations. The elasticity with respect to distance is relatively modest at 0.04 to 0.16 in absolute terms but still statistically significant, indicating that distance may not necessarily be a constraint on trade and regional integration. Trucking costs also decrease with driving speed, a proxy for efficiency of movements or road conditions. The elasticity is significant for food products (-0.03) and other consumer goods (-0.11). Finally, the paper finds that border crossing adds 3-4 percent to freight costs

    Abstract: This paper examines the effectiveness of income protection and job protection policies for the post-pandemic economic recovery of the second half of 2020 through 2021. The paper is based on a new data set of the budgets of social protection programs implemented as a part of the pandemic stimulus package in 154 countries. The empirical analysis shows that, in the short run, higher expenditure on job protection measures is associated with more robust gross domestic product growth, increased employment, and decreased inactivity and poverty rates compared to the expansion of income protection programs. Both policies had a significant economic impact only in countries with weaker pre-pandemic social insurance systems. In countries with broader coverage of the social insurance system, the income and job protection programs appear to have had a limited impact on post-pandemic recovery. Because the structural economic changes induced by the pandemic are expected to materialize fully in several years, more research is needed to understand the longer-term effects of job protection and income protection policies on labor markets and economic recovery

    Abstract: Informal public transport has been growing rapidly in many developing countries. Because urban infrastructure development tends to lag rapid population growth, informal public transport often meets the growing gap between demand and supply in urban mobility. Despite the rich literature primarily focused on formal transport modes, the informal transport sector is relatively unknown. This paper analyzes the demand behavior in the "informal" minibus sector in Antananarivo, Madagascar, taking advantage of a recent user survey of thousands of people. It finds that the demand for informal public transport is generally inelastic. Essentially, people have no other choice. While the time elasticity is estimated at -0.02 to -0.05, the price elasticity is -0.05 to -0.06 for short-distance travelers, who may have alternative choices, such as motorcycle taxi or walking. Unlike formal public transportation, the demand also increases with income. Regardless of income level, everyone uses minibuses. The estimated demand functions indicate that people prefer safety and more flexibility in transit. The paper shows that combining these improvements and fare adjustments, the informal transport sector can contribute to increasing people's mobility and reducing traffic congestion in the city

    Abstract: What is the response of bank foreign subsidiaries to climate policy in their host countries This paper finds that global banks with high environmental performance increase their presence in countries after local authorities strengthen their climate-related actions. Through their foreign subsidiaries, these banks expand their credit by 4.6 percent following an increase of one-standard deviation in the host country's climate policy index. Importantly, the paper does not find evidence that banks with low environmental scores exit in response to climate initiatives. The findings show that strengthening climate policy might be a win-win strategy for policymakers in addition to addressing carbon emission reduction, climate-related initiatives also appear to attract foreign capital from lenders with strong preferences for green assets

Since 2019, the Government of South Africa (GoSA) has embarked on a new socio-economic transformation program.     Abstract: The paper uses a new country-level, panel data set to study the effect of public sector wages on corruption. The results show that wage inequality in the public sector is an important determinant of the effectiveness of anti-corruption policies. Increasing the wages of public officials could help reduce corruption in countries with low public sector wage inequality. In countries where public sector wages are highly unequal, however, raising the wages of government employees could increase corruption. These results are robust to a wide range of empirical model specifications, estimation methods, and distributional assumptions. The relation persists when controlling for latent omitted variables, using the share of contracts in the private sector as an instrument for the public-private wage differential. Combining increases in public sector wages with policies affecting the wage distribution could help policy makers design cost-effective programs to reduce corruption in their countries

    Abstract: Despite the devastating worldwide human and economic tolls of the COVID-19 crisis, it has created some positive economic and financial surprises and opportunities for research. This paper highlights two such favorable surprises -the shortest U.S. recession on record and the avoidance of any banking crisis-and a number of research opportunities. The paper ties the "economic surprise" of the short recession to the speed and size of U.S. stimulus programs during COVID-19-faster and larger than for the Global Financial Crisis (GFC). It connects the "financial surprise" of the resilient banking sector to prudential policies put in place during and after the GFC that fortified U.S. banks prior to COVID-19. These twin "surprises" are also mutually reinforcing-if either the economy or banking system had failed, so would the other. The paper also reviews extant COVID-19 banking research and suggests paths for future research. It recommends that particular attention be paid to research outside of the U.S.-where fewer favorable "surprises" may be present-as the best way to advance knowledge in this area

    Abstract: This paper examines the impact of the COVID-19 crisis on the reallocation of economic activity across firms, and whether this reallocation depends on the competition environment. The paper uses the World Bank's Enterprise Surveys COVID-19 Follow-up Surveys for about 8,000 firms in 23 emerging and developing countries in Europe and Central Asia, matched with 2019 Enterprise Surveys data. It finds that during the COVID-19 crisis, economic activity was reallocated toward firms with higher pre-crisis labor productivity. Countries with a strong competition environment experienced more reallocation from less productive to more productive firms than countries with a weak competition environment. The evidence also suggests that reallocation from low- to high-productivity firms during the COVID-19 crisis was stronger compared with pre-crisis times. Finally, the analysis shows that government support measures implemented in response to the crisis may have adverse effects on competition and productivity growth since support went to less productive and larger firms, regardless of their pre-crisis innovation

    Abstract: Rwanda is widely celebrated for the remarkable social, political, and economic renaissance it has experienced in the years following the genocide against the Tutsi of 1994. However, Rwanda appears to have relatively higher poverty rates than African peers with similar income per capita, and its elasticity of poverty reduction to growth is low compared to high-growing SSA peers. Poverty is concentrated in rural areas and among households with many children. Rwanda now faces challenges in fully translating its very strong growth into commensurate gains in poverty reduction and shared prosperity. This Country Partnership Framework (CPF) sets out the World Bank Group's (WBG) plans for addressing the country's development priorities as identified in the 2019 Systematic Country Diagnostic (SCD) and Rwanda's National Strategy for Transformation (NST1) well as supporting Rwanda's response to the Coronavirus (COVID-19) pandemic to recover from the negative public health and socio-economic impacts of the pandemic. The CPF takes into account Rwanda's anti-crisis response program as of mid-May 2020, including the government's emergency Economic Recovery Plan, although it will likely continue to evolve in coming months. It was agreed with the authorities that should the situation warrant considerable changes to the government's strategy and its program with the WBG, the Performance and Learning Review (PLR) will be brought forward to accommodate such changes. The CPF spans two IDA cycles, IDA19 (July 2020 to June 2023) and IDA 20 (July 2023 to June 2026). Given the country's preference for frontloading its IDA commitment, and a track record of making good use of additional IDA resources available, Rwanda will explore the use of additional resources from IDA windows

Drawing on survey data collected in collaboration with Gallup, Incorporated, the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account-the unbanked-as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals.The database, the full text of the report, and the underlying country-level data for all figures-along with the questionnaire, the survey methodology, and other relevant materials-are available at www.worldbank.org/globalfindex

    Abstract: Liberia has been influenced by the Ebola crisis since 2014, but the economy is now recovering quickly. Still, significant challenges lie ahead. Agriculture, an important sector that employs approximately half of the labor force, still has a weak growth trajectory. Many rural people are not well connected to markets and live below the poverty line. To use limited resources effectively, strategic planning and prioritization of public investment are essential. Particularly, the Ebola crisis revealed the vulnerability of the country's transport connectivity and health systems. This book analyzes the country's transport connectivity, identifying the existing bottlenecks and possible economic potentials. By taking advantage of the country's first-ever georeferenced road network data, the analysis casts light on various aspects of connectivity, such as rural accessibility, market access, access to port and health facilities and multimodal connectivity, including cabotage. It is shown that transport connectivity is crucial to increasing agricultural production, stimulating agglomeration economies, and supporting people's access to health care services. Significant resources are likely to be required to meet the existing gap. The book estimates the financial needs by development objective and discusses important policy issues, including the possibility of public-private partnerships to finance transport infrastructure

This paper examines the question of why agribusinesses are not located in local production areas despite the clear benefits expected from close proximity to their inputs. By applying the spatial autocorrelation Tobit model, the paper estimates the impacts of market and farm accessibility on agglomeration of new agrobusinesses in Madagascar. The findings show that market accessibility and agglomeration economies are important for attracting more agrobusinesses. The quality of labor is also an important determinant for their locational choice. The findings are consistent with some models of location theory: firms move away from rural areas where they may still have monopsony power, toward urban areas where productivity is higher

There are often empirical challenges, such as spatial externalities and endogeneity of infrastructure development. Using firm registry data in Liberia, this study used the instrumental variable spatial autoregressive model to examine the effects of transport connectivity on firms' decisions on where to locate. The study found significant spatial autocorrelation and possible endogeneity related to transport infrastructure, and that firms are more likely to be located where market accessibility is better. The data indicated strong agglomeration economies, indicating that the primary city, Monrovia, is likely to continue to grow and attract more people and firms, and that secondary cities can also grow with greater transport connectivity between populated areas, such as district centers

It is found that crop production is increased by major and feeder road improvements. Significant synergy is also found. When investigating further into this effect, there are two impacts: farmers' access to the input market, especially fertilizer, was improved mainly by major corridor improvement. And output market access was improved by feeder road improvement. In addition, the household's nonagricultural income is somehow increased by improved road connectivity. There must be secondary effects. The transport demand function estimated with additional data indicates that as the road network improves, people's mobility increases. Using the case of Liberia, this paper examines the effects of transport connectivity on health care access. The Ebola crisis in 2014 and 2015 clearly revealed the vulnerability of the country's transport and health systems to unexpected external shocks. Paying particular attention to the possible challenge of endogeneity associated with infrastructure investment, the study found that transport connectivity, especially greater road density, can increase access to health care, but there was no significant effect of road quality. This may be because of significantly skewed underlying data. The vast majority of roads in Liberia are in poor condition. The study also found that the statistical effect of road density varies depending on distance from a health facility. The effect is particularly significant within a 30- to 50-kilometer radius. Not only rural accessibility, but also broader transport connectivity needs to be developed to increase health care access

    Abstract: The quest for an alternative development model that underlies Moldova's National Development Strategy (NDS), Moldova 2020, is a recognition that the two main drivers of economic growth and poverty reduction since the early 2000s are no longer sustainable. Growth was powered largely by consumption, and poverty reduction mainly by remittances and pensions. Since neither are expected to continue, future growth and poverty reduction will need to be driven increasingly by private sector-led job creation. Moreover, given the country's vulnerability to changes in external demand and weather shocks, due to its small size, open economy, and reliance on agriculture, Moldova's future development path will also need to include measures to renew and protect its human, physical, and social capital stock. Against this background, the main purpose of the FY18-21 Country Partnership Framework (CPF) is to support Moldova's transition towards a new, more sustainable and inclusive development and growth model. It is grounded in the NDS, takes into account outcomes of the FY14-17 Country Partnership Strategy (CPS), and incorporates the three topmost priorities of the recent Systematic Country Diagnostic (SCD), namely: (a) strengthening the rule of law and accountability in economic institutions; (b) improving inclusive access to and the efficiency and quality of public services; and (c) enhancing the quality and relevance of education and training for job-relevant skills. These three priorities define and inform the CPF's three focus areas: economic governance, service governance, and skills development, which are supplemented by climate change, a World Bank Group corporate priority, as a cross-cutting theme. The CPF incorporates key lessons learned during the last CPS, that political instability and governance challenges slow the pace of reform and that frequent personnel changes affect portfolio performance. Further, it assumes that the economic, political, and social stability experienced since January 2016 will continue at least until parliamentary elections in November 2018. Given that Moldova's post-election political orientation, policy environment, and stability are uncertain, only the first half of the CPF (FY18-19) is programmed. Activities for the second half (FY20-21) will be defined during the FY19 Performance and Learning Review (PLR)

    Abstract: Ethiopia has achieved substantial progress in economic, social, and human development over the past decade. The country partnership framework (CPF) draws on the findings of the World Bank Group (WBG's) 2016 systematic country diagnostic (SCD) for Ethiopia, which identified eight binding constraints to ending extreme poverty and boosting shared prosperity, along with two overarching challenges: the need for a sustainable financing model for growth, and inadequate feedback mechanisms to facilitate citizen engagement and government account- ability. This CPF succeeds the Ethiopia FY13-FY16 country partnership strategy (CPS), which was discussed at the Board on August 29, 2012. It also reflects lessons learned and resulting suggestions from the CPS completion and learning review (CLR), which is presented in this report. Following a decade of strong economic growth in Ethiopia, the CPF addresses the challenges of forging a growth path that is more broadly inclusive and sustainable. The CPF program will focus on: (i) promoting structural and economic transformation through increased productivity; (ii) building resilience and inclusiveness (including gender equality); and (iii) supporting institutional accountability and confronting corruption. This CPF adopts a spatial lens through which this five-year program will seek to deliver bold results and to tackle two of the greatest spatial challenges to Ethiopia's quest to achieve lower middle-income status by 2025

    Abstract: This Country Partnership Framework (CPF) sets out the World Bank Group's (WBG) strategy in Madagascar for the period of FY17-FY21. As the country has emerged from a political crisis, the CPF supports the Government's goal of generating a higher, inclusive and sustainable growth path to reduce poverty, as presented in its 2015-2019 National Development Plan (NDP). The expanded resources and the larger range of instruments available under IDA18 enable the WBG to support the Government in putting the country on a higher development trajectory, by investing at scale in a few areas that could unlock Madagascar's development. Success in achieving ambitious goals, such as doubling the rate of electricity access, will hinge on the authorities' ability to sustain reforms while addressing some of the causes of the country's cyclical instability. The program proposed under this CPF seeks to increase the resilience of the most vulnerable people and to promote inclusive growth, while strengthening national and local institutions so as to reduce fragility. Risks to achieving those objectives continue to be substantial and will require the WBG to adopt a flexible approach. First, the nascent rebound in economic growth has not yet been felt by a large majority of the population. The depth of poverty is also such that extreme climate events could quickly reverse the small gains achieved since 2014 and fuel social tensions. Second, presidential elections are expected to take place in late 2018. They could generate a slowdown in the adoption of reforms and lead to a rise in political tensions. Recent crises have occurred around elections and thus the possibility of another crisis cannot be excluded. Finally, it remains to be seen if the Government will be able to address the roots of the country's fragility and change the bargain between the elites and the rest of the population, including by creating a more level playing field for the private sector. These risks will require the WBG to monitor closely the country context and be ready to adapt its approach throughout the CPF period

Elections in December 2014 led to the formation of a new Government and this CPF is aligned strategically with the Government Programme 2015-2019, Achieving Meaningful Change, that was presented to Parliament on January 27, 2015. The CPF seeks to maximize over a five-year period the comparative advantages of the World Bank Group (WBG), through packages of innovative public and private financing options based on cutting edge global knowledge and experience. The CPS provided strategic support around the Government of Mauritius' (GoM) four pillars of reform : (i) fiscal consolidation and improving public sector efficiency; (ii) improving trade competitiveness; (iii) improving the business climate; and (iv) democratizing the economy through participation, inclusion and sustainability. The report evaluates the achievements of CPS program outcomes as laid out in the results matrix; assesses the WBG's performance in designing and implementing the CPS program, and draws lessons for the preparation of the forthcoming Country Partnership Framework (CPF). The CPS pillars were relevant and well aligned in addressing Government priorities and country needs. Flexibility in the design of the strategy facilitated rapid response to changing needs and the Bank was able to respond promptly and effectively to unexpected events such as the triple trade shocks, global financial crisis and political transition

    Abstract: Rural access is among the most important infrastructure elements to stimulate economic growth in rural and remote areas. The sustainability of feeder road maintenance is a challenge in many developing countries. Many feeder roads are unpaved and need to be maintained frequently, but they are often neglected under budget pressure. Output- and performance-based road contracts are an instrument to ensure the sustainability of road maintenance. Contractors are required not only to improve roads, but also to maintain them. Using micro data from household surveys in Zambia, the paper examines the impacts of output- and performance-based road contracts on agricultural production. It shows that the contracts have a significant impact on crop production, especially maize and groundnuts, two major crops grown in the study area. The paper also finds that the measured impacts are associated with actual road maintenance works, regardless of contractual methods. Any road work can improve people's connectivity, even if it is not an output- and performance-based road contracts. The impact of the contracts is catalytic: more road works were implemented on contract roads than non-contract roads, holding everything else constant. This is an important contribution to the sustainability of road maintenance. Finally, road improvement works are found to facilitate farmers' market participation, but the impact seems weak. There may be other constraints. Transport service costs are found to have a negative impact on farmers' market sales. Thus, although roads are improved, transport services may be not available or too expensive, which still hamper farmers' market participation

Among others, transport connectivity has long been a crucial constraint in Africa. In theory, railways have a particularly important role to play in shipping freight and passengers at low cost. However, most African railways were in virtual bankruptcy by the 1990s. Using a large sample of data comprised of more than 190,000 households over eight years in Ethiopia, the paper estimates the impacts of rail transport on agricultural production. Methodologically, the paper takes advantage of the historical event that a major rail line connecting the country to the regional hub, the Port of Djibouti, was abandoned in the 2000s. With spatially highly disaggregated fixed effects and instrumental variables incorporated, an agricultural production function is estimated. The elasticity with respect to port connectivity is estimated at 0.276. The use of fertilizer is also found to increase with transport cost reduction, supporting the fact that a large amount of fertilizer is imported to Ethiopia

    Abstract: Railway transport generally has the advantage for large-volume, long-haul freight operations. Africa possesses significant railway assets. However, many rail lines are currently not operational because of the lack of maintenance. The paper recasts light on the impact of rail transportation on firm productivity, using micro data collected in Tanzania. To avoid the endogeneity problem, the instrumental variable technique is used to estimate the impact of rail transport. The paper shows that the overall impact of rail use on firm costs is significant despite that the rail unit rates are set lower when the shipping distance is longer. Rail transport is a cost-effective option for firms. However, the study finds that firms' inventory is costly. This is a disadvantage of using rail transport. Rail operations are unreliable, adding more inventory costs to firms. The implied elasticity of demand for transport services is estimated at ?1.01 to ?0.52, relatively high in absolute terms. This indicates the rail users' sensitivity to prices as well as severity of modal competition against truck transportation. The study also finds that firm location matters to the decision to use rail services. Proximity to rail infrastructure is important for firms to take advantage of rail benefits

Taking advantage of the historical event that rail operations were ceased in Ethiopia, this paper examines the relationship between agricultural production and transport connectivity, especially port accessibility, which is mainly characterized by rail transport. To deal with endogeneity of infrastructure placement and autocorrelation in spatial data, the spatial autocorrelation panel regression model is applied. It is found that agricultural production decreases with transport costs to the port: the elasticity is estimated at -0.094 to -0.143, depending on model specification. The estimated autocorrelation parameters also support the finding that although farmers in close locations share a certain common production pattern, external shocks, such as drought and flood, have spillover effects over neighboring areas

Currently, Africa's rail transport faces intense competition against truck transportation. With firm-level data, this paper examines shippers' modal choice in Tanzania. The traditional multinomial logit and McFadden's choice models were estimated. The paper shows that rail prices and shipping distance and volume are important determinants of firms' mode choice. The analysis also finds that the firms' modal choice depends on the type of transactions. Rail transport is more often used for international trading purposes. Exporters and importers are key customers for restoring rail freight operations. Rail operating speed does not seem to have an unambiguous effect on firms' modal selection

    Abstract: This Country Partnership Framework (CPF) for Tunisia, prepared jointly by International Bank for Reconstruction and Development (IBRD), International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA) covers the period Fiscal Year (FY) 2016 through FY 2020. The CPF is anchored in the Government of Tunisia's September 2015 Note d'Orientation Strategique and the WBG's October 2015 Strategy for the Middle East and North Africa Region. It builds on extensive discussions with a wide range of stakeholders, and is underpinned by WBG analytics, including the June 2015 Systematic Country Diagnostic (SCD). The Government's "Note d'Orientation Strategique outlines Tunisia's development vision for the next five years. Its main premise is that Tunisia will maintain its strong partnerships with the international community; rely on the private sector to lead economic growth and job creation; and promote a vibrant civil society. Technical ministries and regions are in the process of preparing their five-year sectorial plans based on this vision, for which financing will be sought during an international donor conference in late 2016

    Abstract: The new Country Partnership Framework (CPF or framework) presents the engagement of the World Bank Group (WBG) in Sri Lanka over the next four years (fiscal years 2017-20 (FY17-20)). The CPF aims to support the achievement of some of the government's medium-term goals in areas that are critical for reducing extreme poverty and promoting shared prosperity, and that are consistent with the WBG's comparative advantage. Notably, the CPF provides the framework for engagement in several key policy areas. Following presidential and parliamentary elections in 2015, the new coalition government, the National Government of Consensus, has set out an ambitious vision for Sri Lanka. It focuses on supporting job creation in the private sector, advancing the country's global integration, improving governance, enhancing human development and social inclusion, and balancing development with environmental conservation. The vision has been captured in the Prime Minister's Economic Policy Statement of November 5, 2015. The new government's development agenda is well aligned with the findings of the 2015 Systematic Country Diagnostic (SCD) for Sri Lanka. The SCD identified the most critical constraints and opportunities facing Sri Lanka in accelerating progress toward the twin goals of ending extreme poverty and promoting shared prosperity in a sustainable manner. The analysis concluded that key priorities are to address the country's fiscal, competitiveness, and inclusion challenges, as well as cross-cutting governance and social, economic, and environmental sustainability challenges.     Abstract: Transport connectivity is essential to sustain inclusive growth in developing countries, where many rural populations and businesses are still considered to be unconnected to the domestic, regional, or global market. The Rural Access Index is among the most important global indicators for measuring people's transport accessibility in rural areas where the majority of the poor live. A new method to calculate the Rural Access Index was recently developed using spatial data and techniques. The characteristics of subnational Rural Access Index estimates were investigated in eight countries: Bangladesh, Ethiopia, Kenya, Mozambique, Nepal, Tanzania, Uganda, and Zambia. It was found that for the countries in Africa, road density and road condition are important determinants of the Rural Access Index. For the South Asian countries, improvement of road condition is particularly relevant. The evidence suggests that significant resources are likely to be required to achieve universal access through rehabilitating the existing road network and expanding the road network

    Abstract: Energy-efficient products generally offer a win-win proposition, because they pay for themselves. End users can reduce their energy costs, and power utilities can avoid costly investments in extra generation capacity. Moreover, energy efficiency can contribute to mitigating global warming. This paper casts light on the sustainability of the residential use of compact fluorescent lamps after the free compact fluorescent lamp distribution program in Ethiopia. It is found that the direct program effect has been sustained for at least four years after the program. The effect of the distributed compact fluorescent lamps may taper off, if some of the program beneficiaries reinstall relatively cheap incandescent bulbs when the compact fluorescent lamps are burned out. However, many households replaced burned out compact fluorescent lamps with new compact fluorescent lamps. This effect is found to be statistically significant, particularly among relatively low-income households, whose demand is more price-elastic. All the indications are that program participants were generally convinced that compact fluorescent lamp bulbs are more cost-effective in the long run and the program effect is sustained over time

    Abstract: Countries around the world face a retirement crisis brought on by aging populations, declining birthrates, and fiscal shortfalls. As a result, policy makers increasingly seek to understand retirement savings patterns, a crucial component of the safety net for the elderly. Drawing on the 2014 Global Findex database, which provides individual-level data on the use of financial products in more than 140 countries, this paper examines how adults save for old age. It finds that about 25 percent of adults worldwide save for old age, with rates exceeding 35 percent in high-income Organisation for Economic Co-operation and Development economies and the East Asia and Pacific region. On average, men are slightly more likely than women to save for this purpose, but the gender gap is deeper in developing countries. Worldwide, saving for old age is more common among older adults, more educated adults, and adults who own accounts. Adults in countries with English legal origin, and with high savings rates, are also more likely to save for old age. The paper also finds that measures to increase trust in the financial system, such as the safety net/moral hazard index based on deposit insurance, lead to higher rates of saving for old age. Finally, the paper finds little evidence of substitution between pension system provisions and contribution rates with saving for old age

    Abstract: This paper uses survey data from 120 developing countries to compare the role of institutions with firm characteristics at the time of creation of the firm in explaining the size, growth, and productivity of firms over their lifecycle. The study finds that firm-level characteristics have comparable, and sometimes even larger, power than institutional factors in predicting size and growth, but not productivity. In particular, size at birth plays a key role in predicting variation in firm size and growth since birth over the firm lifecycle, whereas country factors dominate in predicting variation in labor productivity over the firm lifecycle. The study also finds that older firms are larger, partly because of the selection of more efficient firms. The findings point to the importance of initial founding conditions in explaining variations in size and growth over the firm lifecycle across countries

    Abstract: The aim of this paper is to provide feedback on the question of socioeconomic benefits from rural road development and the impact of transport infrastructure on the poor, particularly the poorest and the bottom 20 percent of the population. This paper relies on impact evaluation methodologies, which are traditionally used in social sectors but less so in the transport sector. The study, including first surveys, was launched in 2003 under the Tocantins Sustainable Regional Development Project. The paper highlights the context that led to the project's design, which included an impact evaluation of the works envisaged under the project. The paper also highlights some of the main challenges faced by this impact evaluation and how these challenges were addressed for the present study. It then provides details about the data collected during the surveys and the key relevant characteristics of the population targeted by the surveys. It discusses the possible estimation methods envisioned to undertake the study and provides the main results of the assessment based on these methods. The analysis shows that improved rural roads changed people's transport modal choice. People used more public buses and individual motorized vehicles after the rural road improvements. The paper also finds that the project increased school attendance, particularly for girls. Although the evidence is relatively weak in statistical terms, it indicates that the project contributed to increasing agricultural jobs and household income in certain regions

    Abstract: The Global Financial Inclusion (Global Findex) database, launched by the World Bank in 2011, provides comparable indicators showing how people around the world save, borrow, make payments, and manage risk. The 2014 edition of the database reveals that 62 percent of adults worldwide have an account at a bank or another type of financial institution or with a mobile money provider. Between 2011 and 2014, 700 million adults became account holders while the number of those without an account-the unbanked-dropped by 20 percent to 2 billion. What drove this increase in account ownership? A growth in account penetration of 13 percentage points in developing economies and innovations in technology-particularly mobile money, which is helping to rapidly expand access to financial services in Sub-Saharan Africa. Along with these gains, the data also show that big opportunities remain to increase financial inclusion, especially among women and poor people. Governments and the private sector can play a pivotal role by shifting the payment of wages and government transfers from cash into accounts. There are also large opportunities to spur greater use of accounts, allowing those who already have one to benefit more fully from financial inclusion. In developing economies 1.3 billion adults with an account pay utility bills in cash, and more than half a billion pay school fees in cash. Digitizing payments like these would enable account holders to make the payments in a way that is easier, more affordable, and more secure

    Abstract: Is it the institutions or firm characteristics at birth that shape startups and their early growth in developing countries? Using comprehensive data from the Indian Annual Survey of Industries this paper addresses this question by studying the early lifecycle of firms across diverse institutional environments of regions in India. It finds that the size and characteristics of a start-up at entry are persistent over the first eight years of a firm's life. However, given these initial conditions at entry, institutions do not have much explanatory power in determining growth. The comparative growth rates of large and small start-ups are not significantly different across states with different local institutions or industries with differing reliance on external finance or need for fixed capital. But institutions, particularly the availability of credit, do have an impact on the initial entry process. Access to external finance is associated with greater overall entry, and also smaller sized entry. The results do not appear to be driven by endogeneity of access to credit or sample selection. The results show that the channel through which institutions affect the relative outcomes of young firms is through the initial distribution of firm characteristics at entry rather than their effect on the performance of the firms post entry

    Abstract: Using a data set covering about 277,000 firms across 79 countries over the period 2004-11, this paper examines the evolution of firms capital structure during the global financial crisis and its aftermath in 2010-11. The study finds that firm leverage and debt maturity declined in advanced economies and developing countries, even in countries that did not experience a crisis. The deleveraging and maturity reduction were particularly significant for privately held firms, including small and medium enterprises. For small and medium-size enterprises, these effects were larger in countries with less efficient legal systems, weaker information-sharing mechanisms, shallower banking systems, and more restrictions on bank entry. In contrast, there is weaker evidence of a significant decline of leverage and debt maturity among firms listed on a stock exchange, which are typically much larger than other firms and likely benefit from the "spare tire" of easier access to capital market financing

    Abstract: The differences in financial development across Indian states, while seeming substantial, have a minor effect on firm lifecycle and growth. These results hold controlling for differences in labor regulations across states, capital intensity, and for firms born before and after the major reforms. There is no evidence that firms in financially dependent industries have different lifecycle profiles or grow faster in financially developed states than underdeveloped states. Overall, firms in the formal manufacturing sector grow as they age whereas in the informal sector, firms have a declining lifecycle, but in both cases little evidence is found that financial institutions matter for firm lifecycle. The findings of this paper suggest that size and depth differences in financial development across Indian states are likely dwarfed by overall inefficiencies that characterize state-dominated financial systems, with important implications for the reforms of the Indian financial system going forward

    Abstract: This paper finds that shareholder-friendly corporate governance is positively associated with bank insolvency risk, as proxied by the Z-score and the Merton's distance to default measure, for an international sample of banks over the 2004-08 period. Banks are special in that "good" corporate governance increases bank insolvency risk relatively more for banks that are large and located in countries with sound public finances, as banks aim to exploit the financial safety net. Good corporate governance is specifically associated with higher asset volatility, more nonperforming loans, and a lower tangible capital ratio. Furthermore, good corporate governance is associated with more bank risk-taking at times of rapid economic expansion. Consistent with increased risk-taking, good corporate governance is associated with a higher valuation of the implicit insurance provided by the financial safety net, especially in the case of large banks. These results underline the importance of the financial safety net and too-big-to-fail policies in encouraging excessive risk-taking by banks

    Abstract: This paper distinguishes among various types of capital and examines their effect on system-wide fragility. The analysis finds that higher quality forms of capital reduce the systemic risk contribution of banks, whereas lower quality forms can have a destabilizing impact, particularly during crisis periods. The impact of capital on systemic risk is less pronounced for smaller banks, for banks located in countries with more generous safety nets, and in countries with institutions that allow for better public and private monitoring of financial institutions. The results show that regulatory capital is effective in reducing systemic risk and that regulatory risk weights are correlated with higher future asset volatility, but this relationship is significantly weaker for larger banks. The paper also finds that increased regulatory risk-weights not correlated with future asset volatility increase systemic fragility. Overall, the results are consistent with the theoretical literature that emphasizes capital as a potential buffer in absorbing liquidity, information, and economic shocks reducing contagious defaults

    Abstract: This paper documents and analyzes gender differences in the use of financial services using individual-level data from 98 developing countries. The data, drawn from the Global Financial Inclusion (Global Findex) database, highlight the existence of significant gender gaps in ownership of accounts and usage of savings and credit products. Even after controlling for a host of individual characteristics including income, education, employment status, rural residency and age, gender remains significantly related to usage of financial services. This study also finds that legal discrimination against women and gender norms may explain some of the cross-country variation in access to finance for women. The analysis finds that in countries where women face legal restrictions in their ability to work, head a household, choose where to live, and receive inheritance, women are less likely to own an account, relative to men, as well as to save and borrow. The results also confirm that manifestations of gender norms, such as the level of violence against women and the incidence of early marriage for women, contribute to explaining the variation in the use of financial services between men and women, after controlling for other individual and country characteristics

    Abstract: In recent years, the Islamic finance industry has attracted the attention of policy makers and international donors as a possible channel through which to expand financial inclusion, particularly among Muslim adults. Yet cross-country, demand-side data on actual usage and preference gaps in financial services between Muslims and non-Muslims have been scarce. This paper uses novel data to explore the use of and demand for formal financial services among self-identified Muslim adults. In a sample of more than 65,000 adults from 64 economies (excluding countries where less than 1 percent or more than 99 percent of the sample self-identified as Muslim), the analysis finds that Muslims are significantly less likely than non-Muslims to own a formal account or save at a formal financial institution after controlling for other individual- and country-level characteristics. But the analysis finds no evidence that Muslims are less likely than non-Muslims to report formal or informal borrowing. Finally, in an extended survey of adults in five North African and Middle Eastern countries with relatively nascent Islamic finance industries, the study finds little use of Sharia-compliant banking products, although it does find evidence of a hypothetical preference for Sharia-compliant products among a plurality of respondents despite higher costs

    Abstract: Survey data from 120 developing countries are used to examine the relation between establishment size and age in the formal sector. Existing research suggests that manufacturing establishments in developing countries do not grow over time, most likely because of market imperfections and regulations. To the contrary, this paper finds that the average plant in developing countries that is more than 40 years old employs almost five times as many workers as the average plant that is five years old or younger. The analysis finds consistent evidence when it looks within a large country, India, based on detailed manufacturing census data over 23 years. It also finds that differences in financial development across Indian states, while substantial, have a minor effect on firm growth, consistent with inefficiency of state-owned financial systems. These results hold controlling for differences in labor regulations across states, capital intensity, labor regulations, and firms born before and after the major reforms

In addition, strategic information disclosure, including walk-through and preannouncement of reserve prices, can also promote energy savings and investment.     Abstract: This paper examines how corporate governance and executive compensation affected bank capitalization strategies for an international sample of banks in 2003-2011. "Good" corporate governance, which favors shareholder interests, is found to give rise to lower bank capitalization. Boards of intermediate size, separation of the chief executive officer and chairman roles, and an absence of anti-takeover provisions, in particular, lead to low bank capitalization. However, executive options and stock wealth invested in the bank are associated with better capitalization except just before the crisis in 2006. In that year, stock options wealth was associated with lower capitalization, which suggests that potential gains from taking on more bank risk outweighed the prospect of additional loss. Banks' tendencies to continue payouts to shareholders after experiencing negative income shocks are shown to reflect executive risk-taking incentives

    Abstract: Electricity infrastructure is one of the most important development challenges in Africa. While more resources are clearly needed to invest in new capacities, it is also important to promote energy efficiency and manage the increasing demand for power. This paper evaluates one of the recent energy-efficiency programs in Ethiopia, which distributed 350,000 compact fluorescent lamp bulbs free of charge. The impact related to this first phase is estimated at about 45 to 50 kilowatt hours per customer per month, or about 13.3 megawatts of energy savings in total. The overall impact of the compact fluorescent lamp bulb programs, thanks to which more than 5 million bulbs were distributed, could be significantly larger. The paper also finds that the majority of the program beneficiaries were low-volume customers-mostly from among the poor-although the program was not targeted. In addition, the analysis determines the distributional effect of the program: the energy savings relative to the underlying energy consumption were larger for the poor. The evidence also supports a rebound effect. About 20 percent of the initial energy savings disappeared within 18 months of the program's completion

    Abstract: This paper examines the general purpose licensing imposed by central or local authorities, and the need to eliminate unnecessary licensing regulations imposed on businesses. This paper does not address the issue of reform of sector-specific or professional licensing regulation, but provides criteria and tools for identifying unnecessary licensing regulations, and their elimination or, in some instances, for changing licensing regulations to free notifications. Indeed, this paper argues that a simplified review of licensing regimes that identifies unnecessary licensing saves energy and resources for well-balanced reform of remaining licensing regulations, eventually providing better protection for the public at large and a more enabling business environment. This paper is primarily oriented towards reform practitioners from governments that intend to reform their business environments; development agencies; donor-funded projects; practitioners of licensing reforms; and others interested in improving state and local governance. This paper is divided into three parts: (1) overview of licensing practices that provides common definitions of licensing, analysis of justified licensing regimes with focus on criteria for their justification, and theoretical overview of unjustified and questionable licenses; (2) analysis of commonly declared functions of unjustified licenses that provides insight into the nature of these licenses and their typology; and (3) four case studies that examine how unjustified licenses can be reformed with examples of unsuccessful, partially successful, and successful reform efforts. The analytical conclusions of this paper summarize criteria for unjustified licenses; describe lessons learned from the reform efforts; and provide a practical set of recommendations to the interested parties

    Abstract: This report shows how business registers employ information and communication technology (ICT) to perform their functions more efficiently while at the same time providing businesses with more user-friendly services. Particular attention is paid to achieving innovative solutions, that is, solutions using ICT as a catalyst for re-engineering the registration process to improve users experiences and to provide useful services and high-quality information for both the private and the public sectors. In addition, this analysis demonstrates that business registers play an increasingly important part in e-Government solutions. Aimed at integrating services, e-Government solutions build on information sharing. This underscores the importance of business registers as master data sources.     Abstract: Procurement packaging has important effects on not only the bidders' bidding behavior, but also contractors' performance. By changing the size of public contracts, procurers can encourage (or discourage) market competition and improve contract performance, avoiding unnecessary cost overruns and project delays. In practice, there is no single solution about how to package public contracts. With procurement data from road projects in Nepal, this paper examines the optimal size of road contracts in rural areas. The optimum varies depending on policy objectives. To maximize the bidder participation, the length of road should be about 11 kilometers. To minimize cost overruns and delays, the contracts should be much larger at 17 and 21 kilometers, respectively. Compared with the current procurement practices, the findings suggest that procurers take more advantage of enlarging road packages, although contracts that are too large may increase the risk of discouraging firms from participating in public tenders

    Abstract: The world's climate is changing. It is well recognized that technical standards and project specifications of public infrastructure have to be adjusted, depending on the climate. However, it is less recognized that the public infrastructure procurement also needs to be adjusted. This paper examines a particular case of rural road procurement in Nepal. Severe weather conditions, such as heavy rains and storms, are likely to interrupt civil works and wash away unpaved or gravel roads. It is found that heavy precipitation causes delays, but not cost overruns. The paper also shows that budgetary efficiency and credibility could be improved by taking climate conditions into account. If future precipitation were anticipated by backward-looking expectations, many large project delays could be avoided. If the autoregressive precipitation model were used, the vast majority of the observed delays could be eliminated

    Abstract: Using bank level measures of competition and co-dependence, the authors show a robust positive relationship between bank competition and systemic stability. Whereas much of the extant literature has focused on the relationship between competition and the absolute level of risk of individual banks, they examine the correlation in the risk taking behavior of banks, hence systemic risk. They find that greater competition encourages banks to take on more diversified risks, making the banking system less fragile to shocks. Examining the impact of the institutional and regulatory environment on systemic stability shows that banking systems are more fragile in countries with weak supervision and private monitoring, with generous deposit insurance and greater government ownership of banks, and public policies that restrict competition. Furthermore, lack of competition has a greater adverse effect on systemic stability in countries with low levels of foreign ownership, weak investor protections, generous safety nets, and where the authorities provide limited guidance for bank asset diversification

    Abstract: This paper provides the first analysis of the Global Financial Inclusion (Global Findex) Database, a new set of indicators that measure how adults in 148 economies save, borrow, make payments, and manage risk. The data show that 50 percent of adults worldwide have an account at a formal financial institution, though account penetration varies widely across regions, income groups and individual characteristics. In addition, 22 percent of adults report having saved at a formal financial institution in the past 12 months, and 9 percent report having taken out a new loan from a bank, credit union or microfinance institution in the past year. Although half of adults around the world remain unbanked, at least 35 percent of them report barriers to account use that might be addressed by public policy. Among the most commonly reported barriers are high cost, physical distance, and lack of proper documentation, though there are significant differences across regions and individual characteristics

    Abstract: Deposit insurance is widely offered in a number of countries as part of a financial system safety net to promote stability. An unintended consequence of deposit insurance is the reduction in the incentive of depositors to monitor banks, which leads to excessive risk-taking. This paper examines the relation between deposit insurance and bank risk and systemic fragility in the years leading to and during the recent financial crisis. It finds that generous financial safety nets increase bank risk and systemic fragility in the years leading up to the global financial crisis. However, during the crisis, bank risk is lower and systemic stability is greater in countries with deposit insurance coverage. The findings suggest that the "moral hazard effect" of deposit insurance dominates in good times while the "stabilization effect" of deposit insurance dominates in turbulent times. Nevertheless, the overall effect of deposit insurance over the full sample remains negative since the destabilizing effect during normal times is greater in magnitude compared with the stabilizing effect during global turbulence. In addition, the analysis finds that good bank supervision can alleviate the unintended consequences of deposit insurance on bank systemic risk during good times, suggesting that fostering the appropriate incentive framework is very important for ensuring systemic stability

    Abstract: Financial inclusion-defined here as the use of formal accounts-can bring many welfare benefits to individuals. Yet we know very little about the factors underpinning financial inclusion across individuals and countries. Using data for 123 countries and over 124,000 individuals, this paper tries to understand the individual and country characteristics associated with the use of formal accounts and what policies are effective among those most likely to be excluded: the poor and rural residents. The authors find that greater ownership and use of accounts is associated with a better enabling environment for accessing financial services, such as lower account costs and greater proximity to financial intermediaries. Policies targeted to promote inclusion-such as requiring banks to offer basic or low-fee accounts, exempting some depositors from onerous documentation requirements, allowing correspondent banking, and using bank accounts to make government payments-are especially effective among those most likely to be excluded. Finally, the authors study the factors associated with perceived barriers to account ownership among those who are financially excluded and find that these individuals report lower barriers in countries with lower costs of accounts and greater penetration of financial service providers. Overall, the results suggest that policies to reduce barriers to financial inclusion may expand the pool of eligible account users and encourage existing account holders to use their accounts to save and with greater frequency

    Abstract: Sierra Leone's devastating 11-year civil war destroyed much of its infrastructure, and left its economy in tatters. In 2004, two years after the end of the war, Sierra Leone asked the investment climate (IC) advisory services of the World Bank Group to help create a better business and investment climate that will lay a foundation for the country's future economic growth. Answering the call, the World Bank Group's IC advisory services partnered with the United Kingdom's (UK's) Department for International Development (DFID) to design a program to help Sierra Leone improve its business climate, encourage job creation, and spur investment. The result of this partnership was the removing administrative barriers to investment (RABI) program, which ran from 2004 to 2010. RABI pioneered a collaborative approach by working closely with the government, local institutions, and the private sector to implement a comprehensive, integrated agenda that focused on reforms in the following four areas: reducing barriers to businesses operating in the formal sector by simplifying new business registration.; streamlining tax administration, reforming tax policy, and supporting the national revenue authority to simplify taxes; creating a platform for effective and constructive dialogue between the government and the private sector in focal areas such as financial sector reform, access to land, and overall improvements in the investment climate, and supporting reform in those areas; and building and developing an effective investment and trade facilitation structure and promoting Sierra Leone as a vibrant and desirable location for business, especially in the tourism and agribusiness sectors. The RABI program was innovative and responsive, conducting rapid diagnostics, proposing integrated solutions, and moving quickly into implementation with support staff on the ground. The program was also one of the first of its kind to operate in a conflict-affected country, which demand specialized and targeted support solutions

    Abstract: Since investment climate reforms in developing countries started gaining traction in the 1990s, most efforts have focused on issues at the national level, achieving varying degrees of success for reasons that are relatively well understood. This handbook provides an overview of efforts and achievements in subnational investment climate reforms. It is organized as follows. Chapter 2 reviews a number of countries experiences with subnational reforms, noting both success stories and disappointments and pointing toward lessons learned. Chapter 3 sets out the basic principles of subnational revenue, including business taxation. Chapter 4 describes sound licensing practices for subnational governments, including establishing licensing fees. Chapter 5 provides recommendations for subnational reform projects where both the regulatory authority and taxation require attention, which is the most common situation. Finally, the Appendix offers nine case studies covering subnational reform efforts in the following countries: Canada (British Columbia), The Russian Federation, China, Kenya, Tanzania, Peru (Lima), The Balkans (Serbia and Bosnia and Herzegovina), Tajikistan, and Zambia

    Abstract: This paper describes a unique cross-country database that presents consistent and comparable information on the contribution of the small and medium enterprises sector to total employment, job creation, and growth in 99 countries. The authors compare and contrast the importance of small and medium enterprises to that of young firms across different economies. They find that small firms (in particular, firms with less than 100 employees) and mature firms (in particular, firms older than 10 years) have the largest shares of total employment and job creation. Small firms and young firms have higher job creation rates than large and mature firms. However, large firms and young firms have higher productivity growth. This suggests that while small firms employ a large share of workers and create most jobs in developing economies their contribution to productivity growth is not as high as that of large firms

To enhance competition, bidding documents can be distributed free of charge on a website. The bid preparation period can be extended. Security issues are also found to be particularly important to avoid unnecessary cost overruns and project delays. Heavy rainfall and the bidders' low-balling strategy are identified as other factors of project delays. The quality of roads would deteriorate with not only security incidence but also time, precipitation and traffic volume

The authors construct a default risk measure for all publicly traded banks using the Merton contingent claim model, and examine the evolution of the correlation structure of default risk for more than 1,800 banks in more than 60 countries. They find that there has been a significant increase in default risk co-dependence over the three-year period leading to the financial crisis. They also find that countries that are more integrated, and that have liberalized financial systems and weak banking supervision, have higher co-dependence in their banking sector. The results support an increase in scope for intra-national supervisory co-operation, as well as capital charges for "too-connected-to-fail" institutions that can impose significant externalities

    Abstract: Albania is among the most vulnerable countries to external energy shocks and climatic conditions, because of its high dependency on hydropower for electricity. Given highly volatile international energy prices and expected global warming, it is becoming increasingly important to manage the demand for electricity. However, the country has long been faced with a significant problem of electricity metering. About one-third of total energy is lost for technical and nontechnical reasons. This paper estimates the residential demand function by applying a two-stage system equation method for an endogenous censored variable, because the lack of metering makes the electricity consumption partially observable for the econometrician. It is found that metering is important to curb non-essential electricity use by households. The electricity demand could also be reduced by raising the first block rate and lowering the second block rate and the threshold between the two blocks. In addition, weather conditions and home appliance ownership would affect the demand for electricity. But the latter looks more influential than the former
