    Abstract: Innovation has become a key factor for economic growth, but how does the process take place at the level of individual firms? This book presents the main results of the OECD Innovation Microdata Project -- the first large-scale effort to exploit firm-level data from innovation surveys across 20 countries in an internationally harmonised way, with a view to addressing common analytical questions. Through the use of common indicators and econometric modeling, this analytical report presents a broad overview of how firms innovate in different countries, highlights some of the limitations of current innovation surveys, and identifies directions for future research.

    Abstract: Pharmaceutical policy making raises particular challenges in reconciling key objectives for health policy, such as ensuring affordable access to the latest effective drugs, with other important policy considerations, such as providing support to a valuable national industry. Unusually among health policy issues, it also raises international considerations that further complicate decision making, particularly as the nature and extent of such considerations are not well understood. This report assesses how pharmaceutical pricing and reimbursement policies have contributed to the achievement of certain health policy objectives. It examines the national and transnational effects of these policies, in particular, their implications for the availability of medicines in other countries, the prices of these medicines, and innovation in the pharmaceutical sector. This publication presents an analysis of comparative price levels, making use of a unique dataset to construct the most comprehensive pan-OECD pharmaceutical price index to date. It also draws upon original case studies of pharmaceutical pricing and reimbursement policies in six OECD countries to provide specific examples of the impacts of policies on health system performance.

    Abstract: No More Failures challenges the assumption that there will always be failures and dropouts, those who can’t or won’t make it in school. In fact, initiatives in many countries demonstrate that it is possible to successfully tackle school failure and dropout rates – and to reduce the huge social cost of adults without basic skills. This book offers a valuable comparative perspective on how different countries have handled equity in education. Among the issues it explores are tracking, streaming and academic selection; school choice; secondary education structures and second chance programmes; grade repetition; links between school and home; early childhood education; resource allocation; targets for equity; and the special needs of migrants and minorities. The book identifies three key areas for delivering equity in education (the design of education systems, classroom practices and resourcing) and proposes ten concrete policy measures, backed by evidence, on how to reduce school failure and dropout rates.

    Abstract: Competitive tendering provides a way to introduce competition to railways whilst preserving an integrated network of services. It has been used for freight railways in some countries but is particularly attractive for passenger networks when subsidised services make competition between trains serving the same routes difficult or impossible to organise. This report examines experience to date from around the world in competitively tendering rail services. It seeks to draw lessons for effective design of concessions and regulation from both the successful and less successful cases examined. The work is based on detailed examinations by leading experts of the experience of passenger rail concessions in the United Kingdom, Australia, Germany, Sweden and the Netherlands. It also draws on examples of freight rail concessions in Latin America.

The aim of the exercise is twofold: to identify good practices and provide input for national simplification strategies, and to develop and test a method for cross-country comparison.     Abstract: Institutions whose goal is to help those at the margins have been a feature of social life for centuries. Today, social assistance institutions have integration and encouragement as their goal. They seek to avoid exclusion and stigmatisation.Poverty can tear at the fabric of society. However, preventing hardship among those with no resources while reducing exclusion and marginalisation is no easy task. How can social assistance best balance these goals, minimising disincentives to paid employment? What can be done to promote independence and individual responsibility?This book compares the social assistance policies of Belgium, the Czech Republic, the Netherlands and Norway. Although at first sight these countries appear very different, in fact the same policy dilemmas exist in the four countries. That local action is necessary to identify and help the excluded is accepted, but the balance between ensuring that sufficient resources are available at the local level while limiting budgets so as to ensure efficient use of resources is a continuing preoccupation. Governments stress their commitment to combat poverty, but benefits cannot be raised too high because this would harm work incentives. Different institutions sometimes disagree about whether benefit recipients are "job ready" or whether more social help is needed. No country has yet found a policy package which prevents exclusion, but innovative policies in each of these four countries are proving successful in limiting its extent.

    Abstract: The integration of immigrants at the local level is a topic of significant interest for OECD countries. The growing importance of the knowledge economy means that the battle for talent is becoming as important as the battle for inward investment, and skilled migrants can offer a significant comparative advantage to local labor markets, as long as their potential is harnessed. Unskilled migrants are also in demand, particularly where rising living costs make lower paid jobs unattractive to the native population, and where demographic change and population movement combine to reduce the self-sufficiency of local labor markets. For the potential advantages of migration to be maximized, however, it is crucial that immigration is accompanied by integration, that is, effective mechanisms for ensuring immigrants are effectively incorporated into local labor markets. Paradoxically, at the same time that migration is increasing in global importance, there is worrying evidence that integration results do not seem to be as favorable in a number of countries as they were in the past.--Publisher summary

    Abstract: When William Shakespeare wrote Love’s Labour’s Lost he would have used light from tallow candles at a cost (today) of £12,000 per million-lumen hours. The same amount of light from electric lamps now costs only £2! But today’s low-cost illumination still has a dark side. Globally, lighting consumes more electricity than is produced by either hydro or nuclear power and results in CO2 emissions equivalent to two thirds of the world’s cars. This book documents a broad range of policy measures to stimulate efficient lighting being implemented around the world and suggests new ways these could be strengthened to prevent light’s labour from being lost.

Ce volume traite du Canada (notamment de la Province de Québec), de la Finlande, du Royaume-Uni et de la Suède et analyse un large éventail de mesures des politiques en faveur de la réconciliation entre vie professionnelle et vie familiale dans les quatre pays en question. Cet ouvrage fait partie de la série Bébés et Employeurs parue en 2002 et qui concernait l’Australie, le Danemark, et les Pays-Bas ; suivi du second volume publié en 2003 sur l'Autriche, l'Irlande et le Japon, et du troisième volume publié en 2004 sur la Nouvelle-Zélande, le Portugal et la Suisse. Un rapport de synthèse paraîtra plus tard en 2005 : il présentera des indicateurs clés sur les politiques en faveur des familles.

    Abstract: La culture joue un rôle capital dans le développement local. En effet, si la culture est une source d'emplois, d'exportations et de revenus à l’échelon national, elle l’est aussi au niveau local. Dans les villes, les métropoles et les régions, la culture est une composante essentielle du cadre de vie, une source de revenus liés au tourisme, ainsi qu’un levier de créativité pour la production de biens et services nouveaux. La contribution de la culture à l'emploi peut varier de 3 à 7 % voire plus. Ainsi, il n’est pas étonnant que les gouvernements locaux souhaitent encourager le tourisme culturel, les districts culturels, ou les quartiers culturels. Ce rapport met en évidence l’impact de la culture sur les économies locales ainsi que les enjeux méthodologiques liés à son identification. Il montre en particulier que la contribution actuelle de la culture au développement économique ne se limite pas à la seule attraction de touristes : elle est de manière croissante à la base de toute une série d'activités créatrices, qui gagnent à se développer en se regroupant sur les territoires. Il montre aussi que la culture continue d'être un puissant levier d'intégration sociale pour des individus ou des communautés en difficulté, contribuant à ce titre à rendre le développement durable. En tirant des leçons d’expériences récentes, cet ouvrage indique comment les politiques publiques peuvent utiliser la culture comme un levier de développement, que ce soit par le biais de partenariats, d’aménagements fiscaux, ou d’autres instruments innovants. Ce livre précise également quelles en sont les implications pour les gouvernements centraux dans les domaines de la formation et des droits de propriété intellectuelle.
