    Kurzfassung: Why do politicians and civil servants commission research and what use do they make of it in policymaking? The received wisdom is that research contributes to improving government policy. Christina Boswell challenges this view, arguing that policymakers are just as likely to value expert knowledge for two alternative reasons: as a way of lending authority to their preferences; or to signal their capacity to make sound decisions. Boswell develops a compelling new theory of the role of knowledge in policy, showing how policymakers use research to establish authority in contentious and risky areas of policy. She illustrates her argument with an analysis of European immigration policies, charting the ways in which expertise becomes a resource for lending credibility to controversial claims, underpinning high-risk decisions or bolstering the credibility of government agencies.

    Kurzfassung: The author investigates the strategies of eight publicly listed banks in Britain and Germany in the context of European financial integration. This book fills the gap which has emerged following ample research into the European banking sector as an aggregate and the few case studies of specific German and British banks. Using a multiple longitudinal cross-country case study approach, this book recognizes the interdependence of the macro and micro levels of a financial system and offers insights into the macro themes that condition banking strategies and the microeconomics of banking. Evidence is provided that banks which pursued a defensive strategy and accepted the premise of a coherent national financial system fared better than those which attempted to break out of a coherent financial system in order to embrace new business opportunities which were not compatible with the prevailing system. By reviewing past successes and failures in the form of case studies, this work is also a reminder that banks might suffer from institutional memory loss, which makes them prone to repeat the same mistakes

    Kurzfassung: The present study reports on results emerging from the research project «Fertility and Prosperity: Links between Demography and Growth» that was commissioned to the Ifo Institute by Deutscher Arbeitskreis für Familienhilfe e.V., Kirchzarten, in December 2003. The study adopts a two-stage research strategy, comprising (a) a broad-based econometric investigation regarding potential long-term consequences of demographic change for the economic performance in developed as well as developing countries and (b) a survey of fertility outcomes and family policies in a limited number of developed countries. The results indicate that the decline in fertility observed in the past, through its impact on the size and age-composition of the labour force, may have a substantial negative impact on the growth of aggregate output, output per capita and productivity in countries that are strongly affected by this trend. At the same time, our econometric results confirm that increasing fertility rates in countries where they are currently low is mainly a matter of the existing institutional framework and of related policy decisions. This is further demonstrated through an in-depth discussion of a wide range of policy measures applying to families and children in Germany, France, the UK, and Sweden.
    Kurzfassung: Die vorliegende Studie dokumentiert die Resultate des Forschungsprojekts "Fertility and Prosperity: Links between Demography and Growth", mit dem der Deutsche Arbeitskreis für Familienhilfe e.V., Kirchzarten, das ifo Institut im Dezember 2003 beauftragt hat. Die Studie verfolgt eine zweistufige Forschungsstrategie, (a) mit einer breit angelegten ökonometrischen Analyse möglicher Zusammenhänge zwischen demographischem Wandel und ökonomischer Entwicklung in zahlreichen Industrie- und Entwicklungsländern sowie (b) mit einem Überblick über Geburtenentwicklung und familienpolitische Rahmenbedingungen in einer begrenzten Zahl hochentwickelter Länder. Die Ergebnisse zeigen an, dass der in der Vergangenheit eingetretene Geburtenrückgang durch seine Auswirkungen auf Größe und Altersaufbau der Erwerbsbevölkerung einen nennenswerten negativen Effekt für das Wachstum von Bruttoinlandsprodukt, Pro- Kopf-Einkommen und die Produktivität der verbleibenden Erwerbstätigen haben kann wo immer dieser Trend besonders ausgeprägt war. Zugleich deuten die ökonometrischen Befunde darauf hin, dass eine Steigerung der Geburtenrate in Ländern mit niedriger Fertilität vor allem eine Frage institutioneller Rahmenbedingungen und darauf bezogener politischer Entscheidungen ist. Durch die vertiefte Diskussion eines breiten Spektrums familienpolitischer Maßnahmen in Deutschland, Frankreich, dem Vereinigten Königreich und Schweden wird diese Einsicht weiter konkretisiert.

    Kurzfassung: Conceptualising employment and volunteering as two distinct forms of social inclusion, Susanne Strauss analyses their interrelations in Germany and Great Britain. On the basis of household panel data, she answers questions such as: Does job loss lead people to give up their volunteer work? Or do people who have lost their job keep up their volunteering activities to use them as an alternative source of social recognition? Does volunteering help with finding a new job? By comparing the situation in two different countries, the author stresses that differences in labour market institutions lead to distinct answers. Moreover, the study points to variations with respect to gender, education and the type of volunteering organisations.

    Kurzfassung: Dr. Janine Leschke completed her doctoral studies under the supervision of Prof. Dr. Günther Schmid at the Otto-Suhr-Institute of Political Sciences at the Freie Universität in Berlin. She does research on employment and social policy at the European Trade Union Institute for Research, Education and Health and Safety in Brussels.
    Kurzfassung: The importance of non-standard employment forms has increased over the last decades. Janine Leschke addresses two important questions in this regard. First, do workers with part-time and temporary contracts face greater risks of becoming unemployed than those with regular contracts? Secondly, how far are they disadvantaged in terms of access to and level of unemployment benefits? The author compares the design of unemployment benefit systems in Denmark, Germany, Spain, and the United Kingdom. After discussing the development and role of non-standard employment in these countries, she examines the relevant features of unemployment insurance systems such as hours and earning thresholds and minimum contribution requirements. Her empirical analysis shows that non-standard workers are more likely to become unemployed or inactive and are disadvantaged in their entitlements to unemployment benefits.

In der vorliegenden Arbeit werden die Teilzeit als am weitesten verbreitete Form flexibler Beschäftigung und ihre Konsequenzen untersucht, um zu diskutieren, welche Möglichkeiten und Schwierigkeiten hieraus für die Erwerbstätigen entstehen. Darüber hinaus werden die Konsequenzen für den regulierten deutschen und den flexiblen britischen Arbeitsmarkt kontrastiert. Befürworter der Arbeitsmarktflexibilisierung argumentieren, dass Teilzeit als Arbeitsmarktchance anzusehen ist, etwa für solche Beschäftigtengruppen wie Frauen, die bislang vom Normalarbeitsverhältnis, durch unbefristete Vollzeitbeschäftigung charakterisiert, ausgeschlossen waren (Inklusionsthese). Deshalb ist eine Egalisierung von weiblichen und männlichen Erwerbsverläufen zu erwarten. Im Gegensatz dazu argumentieren Gegner flexibler Beschäftigung, eine Ausweitung der Teilzeit bedroht gültige Beschäftigungsstandards und führt zu einer Zunahme sozialer Ungleichheit im segmentierten Arbeitsmarkt (Exklusionsthese). Ergebnisse auf der Basis des British Household Panel Survey 1991 bis 2001 und des Deutschen Sozio-ökonomischen Panel 1984 bis 1991 zeigen auf, dass Teilzeit großes Potenzial hat, Individuen in den Arbeitsmarkt zu integrieren, das bislang jedoch nicht vollständig genutzt wird. Besonders für Frauen entstehen Arbeitsmarktchancen durch Teilzeit. Allerdings sind Beschäftigte mit höheren Bildungsinvestitionen, wie nach der Humankapitaltheorie zu erwarten war, stärker an Vollzeitbeschäftigung interessiert, um ihre Einkommen zu maximieren. Außerdem sind Teilzeitbeschäftigungsverhältnisse von durchschnittlich geringerer Dauer und Teilzeitbeschäftigte weisen ein höheres (geringeres) Risiko auf, im Falle eines beruflichen Wechsels abzusteigen (aufzusteigen) als Vollzeitbeschäftigte. Zusammengenommen weisen diese Ergebnisse darauf hin, dass die Ungleichheit zwischen den Geschlechtern auf dem Arbeitsmarkt zwar abnimmt, bedingt durch die Heterogenisierung sowohl der weiblichen als auch der männlichen Beschäftigten, jedoch ein Bedarf an attraktiven Teilzeitstellen auf dem Level qualifizierter Beschäftigung fortbesteht.
    Kurzfassung: A quarter of British employees and more than one in five German employees are part-timers, with a rising tendency in both countries. In this study, part-time as the most widespread type of flexible employment and their consequences are investigated to discuss opportunities and problems emerging for individual employees. Additionally, these consequences are compared for the strongly regulated German and the highly flexible British labour market. Proponents of flexible employment state that part-time gives labour market opportunities to those groups such as women which have been formerly excluded from the standard employment relationship, characterised by permanent full-time contracts (Inclusion hypothesis). Therefore, an equalisation between male and female employees is expected. In contrast, opponents of flexible employment argue that an expansion of part-time threatens existing employment standards and produces higher social inequality in a segmented labour market (Exclusion hypothesis). Evidence based on the British Household Panel Survey from 1991 to 2001 and the German Socio-economic Panel from 1984 to 1991 shows that part-time employment has a huge potential to integrate individuals in the labour market which has not been fully used so far. Especially for women, employment opportunities emerge. However, employees with high investments in their human capital are more interested in full-time employment to maximise their income as expected according to the human capital theory. Moreover, part-time episodes are on average of shorter duration and part-timers have a higher (lower) risk to experience downward (upward) mobility than their full-time employed counterparts. These results suggest that while there is a decrease of gender inequality in the labour market due to the increasing heterogeneity of both, female and male employees, there is still a need for more attractive part-time positions on the level of skilled work.

    Kurzfassung: Nearly five million Muslims call France home, the vast majority from former French colonies in North Africa. While France has successfully integrated waves of immigrants in the past, this new influx poses a new variety of challengesmuch as it does in neighboring European countries. Alarmists view the growing role of Muslims in French society as a form of "reverse colonization"; they believe Muslim political and religious networks seek to undermine European rule of law or that fundamentalists are creating a society entirely separate from the mainstream. Integrating Islam portrays the more complex reality of integration's successes and failures in French politics and society. From intermarriage rates to economic indicators, the authors paint a comprehensive portrait of Muslims in France. Using original research, they devote special attention to the policies developed by successive French governments to encourage integration and discourage extremism. Because of the size of its Muslim population and its universalistic definition of citizenship, France is an especially good test case for the encounter of Islam and the West. Despite serious and sometimes spectacular problems, the authors see a "French Islam" slowly replacing "Islam in France"in other words, the emergence of a religion and a culture that feels at home in, and is largely at peace with, its host society. Integrating Islam provides readers with a comprehensive view of the state of Muslim integration into French society that cannot be found anywhere else. It is essential reading for students of French politics and those studying the interaction of Islam and the West, as well as the general public.

    Kurzfassung: A trend toward decentralisation has meant that sub-national governments increasingly find themselves responsible for providing a host of public goods and services. Rarely, however, can they "go it alone". Co-ordination among levels of government is imperative. This book offers a unique analytic framework for assessing multi-level governance arrangements, which is subsequently applied to five case studies of regional development policy: Canada, France, Germany, Italy, and Spain. The book reveals the importance of contractual arrangements for customised management of interdependencies, for clarifying responsibilities among actors, for dialogue, and for learning.

    Kurzfassung: Keynes, the Keynesians and Monetarism is a major contribution to the continuing debate on macroeconomic policy-making. Tim Congdon has been a strong supporter of monetarist economic principles for over 30 years. His writings - in the newspapers and for parliamentary committees, as well as in academic journals - played an influential role in the transformation of British macroeconomic policy in the 1980s and 1990s. This book brings together the main papers written by the author since his 1992 collection, Reflections on Monetarism. It challenges several 'conventional wisdoms' about UK macroeconomic policy (and thinking about policy), arguing - for example - that the Keynesians' advocacy of incomes policy and fiscal activism in the immediate post-war decades did not have a clear basis in Keynes's own writings. The book denies that the UK had a 'Keynesian revolution', in the sense of a deliberately pursued fiscal activism to promote 'full employment'. Implicit throughout the volume is a distinctive view of how the economy works, with an account of the transmission mechanism (from money to the economy) in which movements in asset prices and aggregate demand are strongly influenced by the quantity of money. Congdon uses this approach to demonstrate that monetary policy has had more powerful effects on macroeconomic activity in the post-war period than fiscal policy. He also suggests that the now fashionable 'New Keynesian' view of policy-making acknowledges the primacy of monetary policy and would be better termed 'output gap monetarism'. In short, Keynes, the Keynesians and Monetarism contends that monetarism defeated Keynesianism in the battle of ideas in the 1970s and 1980s. The achievement of greater macroeconomic stability in the last 15 years is largely due to the impact of monetarist thinking on policy-making.     Kurzfassung: Durch die Internationalisierung von Unternehmen und die steigende Zahl von Mitarbeiterentsendungen ins Ausland gewinnt interkulturelles Management zunehmend an Bedeutung. Obwohl sich Deutschland und Frankreich aufgrund ihrer gemeinsamen historischen Basis und der wirtschaftlichen Größe sehr nahe stehen, gibt es tief greifende Unterschiede zwischen beiden Kulturen. Da sie das Verhalten der Menschen prägen und so Kooperationen beeinträchtigen können, müssen sie identifiziert werden, um gegensteuern zu können. Anhand von Erfahrungsberichten deutscher Manager, die mehrere Jahre in Frankreich gelebt und gearbeitet haben, ermittelt Judith Jahn abweichende Kulturstandards in Frankreich aus deutscher Sicht, die bei der Ausführung von Managementaufgaben von Bedeutung sind. Ziel ist, Mitarbeitern, die nach Frankreich entsandt werden, Erklärungen für das Vorkommen bestimmter Kulturstandards zu geben, so dass sie sowohl die fremdkulturellen als auch ihre eigenen Verhaltens- und Arbeitsweisen besser verstehen und auf bestimmte Situationen adäquat reagieren können.

    Kurzfassung: Die Zahl der Sozialwohnungen wird von Jahr zu Jahr geringer: In den alten Bundesländern betrug ihre Zahl 1978 noch 4,2 Mio. (alle Förderungswege); 2002 gab es schätzungsweise nur mehr 2,1 Mio. förderrechtlich gebundene Wohnungen. Durch das Auslaufen der Sozialbindungen wird die Zahl der Sozialwohnungen vermutlich auch in Zukunft abnehmen. Von daher stellt sich die Frage nach der Sicherung eines belegungsgebundenen Wohnungsbestandes. In einer vergleichenden Analyse Belgiens, Deutschlands, Frankreichs, der Niederlande, Österreichs und Schwedens untersucht Joachim Kirchner den sozialen Mietwohnungssektor (z.B. Wohnberechtigung, Wohnungsvergabe, Bewohnerstruktur und Maßnahmen zur Begründung der Belegungsbindung), die Sozialwohnungsquote und den wohnungspolitischen Kontext. Anschließend präsentiert er Studien zu den einzelnen Ländern. Im Mittelpunkt stehen die Historie der Wohnungspolitik, die Angebotssegmente des Wohnungsmarktes und das Wohngeldsystem

    Kurzfassung: Benefit transfer is the practice of estimating economic values at a target site by utilising the results of existing studies for different sites. It is commonly used to estimate values for changes in environmental conditions where time and cost factors constrain the direct application of non-market valuation techniques at the target site. The focus of this unique collection of case studies is the validity and accuracy of benefit transfer using choice modelling, rather than the traditional focus of transferring results from contingent valuation and travel cost models. The book includes a simple guide to using choice modelling results in a benefit transfer process, an overview of the theoretical issues involved, and a number of case studies from Australia, Finland, New Zealand, the UK and the US. The conclusion is that the benefit transfer process is not straightforward, but that use of the choice modelling technique allows for more 'automatic' adjustment of values by the factors that frame the case study of interest. This book will strongly appeal to a wide ranging readership, including academics, students and researchers involved in non-market valuation and benefit transfer research, policymakers requiring the use of benefit transfer in valuation studies, and consultants and researchers performing benefit transfer studies

    Kurzfassung: In demystifying the concept of market-like instruments, this study explains how to make better use of market-like instruments in fisheries management by identifying practical steps that can be taken to further their use. The findings of the study are based on a survey of the use of market-like instruments in OECD fisheries in which the key characteristics of these instruments in different countries are identified. It finds that market-like instruments have generally improved the economic efficiency of the sector, and have helped to ensure the sustainability of fish stocks.

    Kurzfassung: Age discrimination is a highly topical issue in all industrialised societies, against a background of concerns about shortening working lives and ageing populations in the future. Based upon detailed research, and adopting an interdisciplinary approach, this unique study traces the history of the age discrimination debate in Britain and the USA since the 1930s. It critically analyses the concepts of ageism in social relations and age discrimination in employment. Case-studies on generational equity and health care rationing by age are followed by an analysis of the British government's initiatives against age discrimination in employment. The book then traces the history of the debate on health status and old age, addressing the question of whether working capacity has improved sufficiently to justify calls to delay retirement and extend working lives. It concludes with a detailed examination of the origins and subsequent working of the USA's 1967 Age Discrimination in Employment Act.

    Kurzfassung: Pension reform has emerged as a major political issue in most advanced welfare states. Sluggish economic growth and rising unemployment put public pension systems under increasing financial pressure. In combination with a rapidly ageing population in the decades to come, these pressures render major adjustements in pension policy design inevitable, especially in countries with costly earnings-related benefit arrangements. However, timely and successful adjustement is anything but guaranteed. Both cuts of pension benefits and increases in contribution levels are bound to be highly unpopular and entail massive political risks. Thus, pension politics these days is as much about adjusting pension arrangements to changing demographic and economic conditions as it is about overcoming widespread political resistance to reforms that impose tangible losses on large parts of the population. This study reveals striking differences in the extent to which pension policy makers were able to generate a sufficient political support basis for their reform initiatives. As a consequence, pension reform outcomes reach from successful restructuring of existing pension arrangements all the way down to instances of outright policy failure. By tracing the political process of pension reform in Austria, France, Germany, Italy and Sweden since the late 1980s the book also provides us with deeper insights about the factors that facilitate - or impede - social policy reforms in the context of fiscal austerity

    Kurzfassung: This book assesses experience in reforming electricity markets in OECD countries over the past decade, focusing on the issues that are critical for successful liberalisation.     Kurzfassung: Pour faire face au vieillissement rapide de la population, il est nécessaire de promouvoir de meilleures opportunités d'emploi pour les travailleurs âgés. On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d'œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. Un changement d'attitude s'impose aussi de la part des individus quant au travail à un âge plus tardif et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays, dont la France. Chaque rapport national fait le tour des principales barrières qui existent concernant l'emploi des travailleurs âgés, évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières et présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener. La version anglaise du résumé et des principales recommandations a été incluse dans ce volume.     Kurzfassung: Over the three decades from 1960 to 1990, French society underwent a spectacular transformation due to the baby boom, which was particularly broad-based and prolonged in France and caused the population to climb by a full one-third. At the same time, the French economy expanded and the pace of modernization picked up, with the result that the wealth of the French quadrupled in a single generation. The turning point between the reconstruction and development period and the period of profound social change appears to have been 1965. The baby boom was over by then, and the production system was shifting in orientation. No longer dominated by the growth of basic industries, production was now starting to focus on consumer goods and services.

    Kurzfassung: Matthew Arnold's Culture and Anarchy (1869) is one of the most celebrated works of social criticism ever written. It has become an inescapable reference-point for all subsequent discussion of the relations between politics and culture, and it has exercised a profound influence both on conceptions of the distinctive nature of British society, and on ideas about education and the teaching of literature more generally. This edition establishes the authoritative text of this much-revised work, and places it alongside Arnold's three most important essays on political subjects - Democracy, Equality, and The Function of Criticism at the Present Time.     Kurzfassung: This fascinating study in the sociology of knowledge documents the refutation of scientific foundations for racism in Britain and the United States between the two World Wars, when racial differences were no longer attributed to cultural factors. Professor Barkan considers the social significance of this transformation, particularly its effect on race relations in the modern world. Discussing the work of the leading biologists and anthropologists who wrote between the wars, he argues that the impetus for the shift in ideologies came from the inclusion of outsiders (women, Jews, and leftists) who infused greater egalitarianism into scientific discourse. But even though the emerging view of race was constrained by a scientific language, he shows that modern theorists were as much influenced by social and political events as were their predecessors

    Kurzfassung: Harry Goulbourne's theme is how post-imperial Britain has come to define the national community in terms of ethnic affinity, instead of a traditional multi-ethnic/multi-racial understanding of the nation. He argues that the continuing 'reception-experience' of non-white groups in post-war Britain not only arose out of an ethnic perception of the British nation by the indigenous population, as expressed through state action, but has also, in turn, encouraged an equally ethnic awakening or mobilisation among non-white minorities. The result is a failure to construct a common national ground or sense of community by all those claiming a formal British identity. Goulbourne draws upon a diverse literature, including race relations, politics and history. His two case studies of the Khalistan question in the Punjab and democracy in Guyana are examples of how exilic politics may affect Britain's ethnic minorities, partly as a result of the experience of exclusion from British society
