    Abstract: A considerable literature has been devoted to the study of Islamic activism. By contrast, Nadje Al-Ali's book explores the anthropological and political significance of secular-oriented activism by focusing on the women's movement in Egypt. In so doing, it challenges stereotypical images of Arab women as passive victims and demonstrates how they fight for their rights and confront conservative forces. Al-Ali's book also takes issue with prevailing constructions of 'the West' and its perceived dichotomous relation to 'the East'. The argument is constructed around interviews which afford fascinating insights into the history of the women's movement in Egypt, notions about secularism and how Islamist constituencies have impacted on women's activism generally. The balance between the empirical and conceptual material is adeptly handled. The author frames her work in the context of current theoretical debates in Middle Eastern and post-colonial scholarship: while some of the ideas are complex, her lucid style means they are always comprehensible; the book will therefore appeal to students, as well as to scholars in the field

Au cours des cinq dernières années, le volume de l'aide publique au développement (APD) consentie par le Luxembourg a augmenté en moyenne de 15 pour cent par an en termes réels. En 1997, l'aide luxembourgeoise a atteint 0.55 pour cent du produit national brut (PNB). Ce progrès est rendu possible par le soutien unanime des partis politiques et de l'opinion publique. Les organisations non gouvernementales occupent une place exceptionnelle dans le programme d'aide puisqu'un quart de l'aide bilatérale transite par ce canal. L'aide Luxembourgeoise est dispensée entièrement sous forme de dons, pour la plupart non liés. Etant donné la forte augmentation du volume de l'aide, il est important de surveiller et renforcer la qualité des projets et programmes par une plus grande sélectivité, par un suivi accru des projets et par des évaluations systématiques [ex-ante] et [ex-post]. Pour cela il est essentiel de réduire le nombre de pays bénéficiaires, de renforcer encore les ressources humaines affectées au programme d'aide et d'accroître la formation du personnel de coopération. Outre celui du Luxembourg, le programme de coopération pour le développement des membres suivants du CAD a été soumis à un examen en 1998 : Allemagne, Canada, Communauté européenne, Espagne, Etats-Unis et Finlande.

The manual establishes a conceptual basis of statistical reporting rules compatible with other economic and social statistics and proposes a newly developed International Classification for Health Accounts (ICHA) which covers three dimensions: health care by functions of care; providers of health care services; and sources of funding. Once this new accounting standard has been implemented in a large number of OECD countries, it will allow for more consistent and reliable comparisons of health care expenditure across countries.

    Abstract: Across the OECD, attention is focusing increasingly on what has been dubbed the "digital divide" - a term that refers to the gaps in access to information and communication technology (ICT). The stakes are high, as ICT is now integral to the social fabric and is the catalyst for "new economies" to emerge. Exclusion threatens the ICT "have-nots", whether individuals, groups or entire countries. Political awareness of the stakes at issue grows sharply, as indicated by the prominence of the digital divide in G-8 discussions. Education and learning lie at the heart of these issues and their solutions. They are the lifeblood of our 21st century knowledge societies, and ICT is critical to them. The gaps that define the "learning digital divide" are thus as important as the more obvious gaps in access to the technology itself. Learning is central in the still more fundamental sense that the machines and equipment are useless without the competence to exploit them. Nurturing this competence is in part the job of schools and colleges, in part dependent on the learning that takes place throughout life in homes, communities, and workplaces. This volume meets an important need in the contemporary international literature on education policy, lifelong learning, and economic and social development. It presents analysis of the "learning digital divide" in different countries - developed and developing - and the policies and specific innovations designed to bridge it. The evidence shows that ICT can be the solution to inequalities rather than their cause - digital diversity and opportunity rather than digital divide.

    Abstract: OECD's 2000 review of regulatory reform in Korea. It finds that at the end of 1997, Korea suffered one of the worst economic crises ever experienced by an OECD country. An ambitious programme of regulatory, financial, and structural reforms, among the most far-reaching efforts at reform of regulation undertaken in OECD countries, was key to the strong economic recovery in 1999 and 2000. This programme not only stabilised the crisis, but also helped recreate the foundations for future sustainable growth. The Korean experience can be useful to other countries seeking to boost market-led growth. Reforms now are moving Korea from a highly interventionist and authoritarian model of economic development to a market oriented and open model based on values of consumer choice, democracy, and rule of law. Yet the job is far from finished. The web of government intervention has been only partly reformed, and many important issues are still to be tackled. Consistent progress on regulatory reform will be crucial to sustainable growth in Korea for several years to come. Korea is among several OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This Review presents an integrated assessment of regulatory reform in framework areas such as the quality of the public sector, competition policy and enforcement, and market openness. It also contains chapters on sectors such as electricity and telecommunications, and an assessment of the macroeconomic context for reform. The policy recommendations present a balanced plan of action for both short and longer-term based on best international regulatory practices.

It uses a well-established growth accounting framework to assess the role of ICTs as capital inputs and the contribution of these capital inputs to output growth. The paper provides an international perspective by presenting results for the G7 countries. For this purpose, data on ICT investment expenditure were compiled from several sources, to construct measures of ICT capital stocks and capital services. Special care was taken to account for the methodological differences in price deflators for computers as they exist across OECD countries. For all seven countries, the report finds that ICT capital goods have been important contributors to economic growth, although the role of ICT has been most accentuated in the United States.     Abstract: Various risks affect the income and the welfare of farm households. A large number of strategies are available to deal specifically with income risk. They exist against a general background of widespread government intervention that modifies the risks faced by farmers. In the context of agricultural policy reform, a challenge for policy makers is to better define the role of public policy versus market-based mechanisms to deal with income risk in agriculture. The OECD workshop examined the various strategies used by farm households, in particular those attracting renewed interest such as diversification of income sources, vertical co-ordination, hedging on futures markets, insurance coverage and public safety-nets. It allowed participants from Member countries’ governments and private industries to share their experience. One of the main conclusions was that farmers, as managers, have the primary responsibility for risk management and that the optimal mix of tools and instruments depends on specific conditions. Government intervention in risk management, coming as a response to an identified market failure, should be in line with general reform principles shared by OECD Ministers for Agriculture, which include increasing the market orientation of agriculture and addressing legitimate domestic interests in ways that do not distort production and trade.

    Abstract: This booklet considers the impact of electricity market reform on power generation costs and investment. Governments throughout the OECD are restructuring their electricity supply industries, reducing the direct role of the state and introducing competition. These changes are designed to increase the economic efficiency of electricity supply and to lower prices for consumers. Maintaining adequate investment in new generation capacity is another important objective. The study concludes that market reform is likely to lead to reduced generation costs. Reformed systems should also preserve system reliability and adequacy of investment. Although the introduction of competition in electricity supply is relatively new, preliminary results show that reform brings pressure to reduce investment and operating costs. The increased transparency of public policy objectives and costs, combined with the fact that greater risks are allocated to investors is an important factor in reducing costs. If the new competitive market is effectively regulated and if it allows customers to make their own choices about supply and reliability, adequate investment will continue and security of supply can be maintained.     Abstract: Technology can make a significant contribution to reducing greenhouse gas emissions from the energy sector. But it can only do so if efforts to develop and deploy advanced energy technologies are redoubled and if technological advances are combined with measures that discourage the emitting of carbon by making it more expensive. Efforts with a near-term focus are needed, but so is work that will only bear fruit years from today. Both are vital. Both must start now and continue over time. Government and industry both have indispensable roles in the task of maximising energy technology’s contribution to emissions reduction. This report is a call to action to IEA Member countries to find ways, compatible with their own circumstances, to achieve that end. It reviews a large number of technologies that could prove important in reducing energy-related emissions in both the near and long term. It points out how the availability of advanced energy technology can mitigate the cost of emissions reduction, and it outlines how traditional “barriers” to using new technology can be overcome. It deals directly with the issue of what governments can do in this area and points out where government action is needed.     Abstract: Cette Ligne directrice décrit une méthode d'essai conçue pour étudier, en laboratoire, les effets potentiels à long terme d'une exposition unique à des produits phytosanitaires et d’autres substances chimiques sur l'activité de transformation du carbone par les micro-organismes de sol. Deux concentrations au minimum de la substance d'essai sont recommandées pour les produits phytosanitaires (cinq pour les autres substances chimiques). Le sol tamisé est divisé en fractions de poids égal (trois pour des produits phytosanitaires, six pour les autres substances chimiques) comprenant des fractions mélangées au véhicule contenant le produit, et le témoin. Trois réplicats au minimum des sols traités et non traités sont recommandés. Après 0, 7, 14 et 28 jours d'incubation, les échantillons de sol traité et le témoin sont mélangés à du glucose, et les taux de respiration induite par le glucose sont mesurés pendant 12 heures d’affilée. Les taux de respiration sont exprimés en dioxyde de carbone émis ou en oxygène consommé. Le taux moyen de respiration des échantillons de sol traités est comparé à celui du témoin et le pourcentage de déviation entre les deux est calculé. Tous les essais durent au moins 28 jours. Si, le 28ème jour, les différences entre les sols traités et non traités sont égales ou supérieures à 25%, les mesures sont continuées à des intervalles de 14 jours jusqu’à un maximum de 100 jours. Les résultats sont analysés en utilisant un modèle par régression, et les valeurs de CEx sont calculées. Quand la différence entre les taux de respiration entre le traitement et le témoin est égale ou inférieure à 25 % pour les mesures effectuées après le 28ème jour, les produits phytosanitaires son considérés comme n'ayant aucun effet à long terme sur la transformation de carbone dans les sols. Ce dernier s'est alors attelé à relever un défi : promouvoir et financer les changements satisfaisant les exigences d'une économie et d'une société nouvelles ainsi que les intérêts des jeunes et des adultes, et ce dans un contexte de pénurie en ressources financières et humaines. Ce livre fournit tout d'abord un bref historique de l’enseignement en Roumanie et décrit son évolution depuis les changements politiques. Il présente ensuite une analyse du système éducatif dans son ensemble tout en identifiant les directions majeures qu’il conviendrait de prendre pour renforcer les réformes à la lumière des défis auxquels doivent faire face les pouvoirs publics, les communautés, les entreprises, les éducateurs, les parents et les étudiants dans une période de rapides mutations et d'incertitude.     Abstract: One year ago most economic observers predicted that "fundamentals" were such that the euro was set to appreciate. In the event, the opposite has occurred. This has rekindled a debate on how well foreign exchange markets reflect fundamental determinants and led to calls for greater exchange rate stability, possibly through the introduction of formal exchange rate target zones. The first part of the paper focuses on these issues. It also looks at the euro’s prospects as an international currency.     Abstract: The International Energy Agency's 2000 review of the Netherlands' energy policies and programmes. It finds that Dutch citizens are very environmentally minded. They are prepared to pay extra for clean and renewable energy to meet the national climate commitments. The government has set ambitious targets for reducing carbon dioxide emissions and increasing the share of renewables in the energy market. The Netherlands aims at cutting greenhouse gas emissions by 50 million tonnes by 2010, and at raising the share of renewables from 1% in 1995 to 10% in 2020. The government has put together a programme that can achieve this – as well as a back-up plan if the target is not reached, and a plan for the long term. But efficient markets are also important to the Dutch. In the electricity and gas industries, full retail competition is to be introduced on an accelerated schedule in 2004. Since competition was introduced into the power market in 1998, the necessary institutions and secondary legislation have been put in place, making the market highly competitive. Three out of the four large generators in the country have been sold to foreign utility investors. There is room for improvement in the rules for the allocation of interconnector capacity, to be found in co-operation with the Netherlands’ European neighbours.

This paper updates and extends the Mendoza et al. estimates of average effective tax rates (AETRs) and presents new estimates based on modifications to the methodology to make some of the underlying assumptions more realistic. In particular, the assumption that all income from self-employment is capital income is dropped in favour of assuming that the self-employed earn both labour and capital income.     Abstract: The Kyoto Protocol covers emissions of a range of greenhouse gases. Yet, most attempts to quantify the economic impact of implementing the Protocol’s emission targets for the period 2008-12 have focused exclusively on CO2 emissions. This paper extends previous OECD analysis confined to CO2 alone so as to cover also emissions of methane and nitrous oxide.     Abstract: This Working Paper presents a cross-Directorate Report on the economic, budgetary, regulatory and urbanpolicy implications of the earthquakes which struck the Marmara and Bolu areas of Turkey on 17 August and 12 November 1999. The earthquakes caused high casualties and significant material damage to property, with severe effects on economic activity. The Report traces the factors underlying Turkey’s vulnerability to earthquake damage, along a known active fault line, to deficiencies in risk identification procedures and risk-reduction methods, as well as to the absence of risk transfer and financing techniques. It suggests that these deficiencies may stem from the nature of recent Turkish economic development, which has been driven by the need to assimilate a mass migration from the countryside to the cities and has been associated with extremely high and variable inflation.     Abstract: The Development Assistance Committee's 1999 review of Norway's aid policies and programmes. It finds that Norway’s aid effort ranks second among DAC Members in terms of ODA to GNP ratio. Broad national consensus towards Norway’s development assistance is based on strong support by churches and NGOs and on effective development education. In particular, 40% of the bilateral programme administered by Norway is channelled through Norwegian NGOs. There is a strong poverty focus in Norway’s long-term development assistance, with aid flowing predominantly to poor countries with good policies. Norway adopts a three-pronged approach: help the countries to foster economic growth; contribute to social development programmes; and target aid on vulnerable groups. Norway’s operational approaches and budget allocations for poverty reduction can nevertheless be further strengthened, as part of the overall international effort to reduce half the proportion of poor by the year 2015. Norway’s ambitions to contribute to human rights, democracy and peace, have created new policies as well as pressing challenges at the strategic and organisational level. Furthermore, while Norway has been keen on concentrating its bilateral assistance in twelve priority countries, political and humanitarian priorities have emerged as a second element of Norwegian aid, leading to increased geographic dispersion.

    Abstract: In response to growing demand by policy-makers, various measures to assess tax burdens of households, individual firms and the business sector as a whole have been developed. This study reviews some of the most common measures used to gauge tax burdens of households and corporations. In addition, it provides some illustrative numbers from various sources on tax rates and tax burdens in OECD countries. The study concludes that all current measures reviewed have at least some important shortcomings. Results based on these measures should therefore be interpreted with their limitations in mind, and judged with due caution when used to address policy questions.

    Abstract: How did the transition from compulsory education to work change during the 1990s and which types of transition policies worked best? The experiences of 14 OECD countries are examined in this volume to address these two key questions, for as requirements for knowledge and qualifications and skills rise and populations age, few countries can afford to have their young people enter the labour force unequipped for longer term participation in changing career patterns. Taking a broader view of transition outcomes than many previous comparative studies, this study reveals the complex and many-faceted national institutional arrangements that can result in successful transitions to working life. It argues not for single solutions or models, such as the adoption of apprenticeship, but for coherent national policy packages that draw from a limited number of key success ingredients: a healthy economy and labour market, well organised pathways from initial education to work and further study, opportunities to combine study and workplace experience, safety nets for those at risk, effective information and guidance systems, and policy processes involving both governments and other stakeholders. It also looks at the ways that countries are trying to lay solid foundations for lifelong learning during the transition phase through changes to educational pathways and institutions and through adopting more learner-centred approaches to teaching and learning.
