    Abstract: One of a series of studies on vocational education and training, this review focuses on the vocational education and training (VET) in Sweden and concludes with policy recommendations. Over recent years, Sweden has launched a series of reforms to enhance involvement of social partners in VET, to increase provision of work-based learning in VET programmes and to promote apprenticeship. Higher vocational education and training launched in 2002 has been expanding. At the same time, numerous sectors are grappling with labour shortages increasing pressure on VET to better match the provision to changing demand for skills; and fewer young people opt for VET programmes than in the past. This report suggests several ways in which the Swedish VET system may respond to these challenges. Sweden may encourage co-operation between schools, for example by linking it to school evaluation and funding criteria. The report also argues that Sweden may further enhance social partners’ involvement in VET by creating a framework for systematic social partners’ involvement at the local level and by providing social partners with more responsibility over some aspects of VET.

    Abstract: One of a series of studies on vocational education and training, this review assesses the vocational education and training (VET) in Estonia and provides policy recommendations. Estonia does very well in terms of student achievement on PISA, and the results from the Survey of Adult Skills (PIAAC) are also excellent. Unemployment levels are low. But despite recent reforms, VET remains relatively low status compared to general education, dropout rates are too high for comfort, and apprenticeships, despite recent efforts, fail to attract many young people. Suggested approaches to improve VET in Estonia include the expansion of work-based learning within all VET programmes and measures to increase the number of apprentices. Tackling dropout should be done by a set of complementary measures, including support in basic skills for those students lagging behind. Building pathways between VET and general education options can help improve the status of VET. More and better career guidance, especially before the key grade 9 transition point, is also needed.

    Abstract: Over recent years, Bulgaria has shown great willingness to reform its vocational education and training (VET). Significant challenges remain, however, relating notably to the system’s responsiveness to labour market needs and its capacity to ensure equitable outcomes for learners. This report is a focused review of two predefined issues, the governance and funding of VET. These are two fundamental elements within the delivery of skilled VET graduates. The report assesses the strengths of the Bulgarian VET system and the challenges it faces when it comes to governance and funding and suggests policy responses for how these challenges can be addressed. Four specific challenges are identified linked to the governance of the VET system: decision-making powers and capacity; the use of data and evidence to inform policy decisions; social partner engagement; and, oversight of adult VET learning provision. With regard to VET funding, both school level financial autonomy, and the capacity to act upon increased flexibilities, are currently modest. The report argues that potential exists to strengthen collaboration between schools and employers to achieve increased cost-sharing between government and private firms. Finally, more can be done to improve equity in VET delivery through Bulgaria’s funding formula.

This report finds that the Mexican higher education system needs to be better aligned with the labour market to help students develop the skills employers seek. Students need better support to succeed in their higher education studies and develop labour market relevant skills, which will help facilitate their achievement of good outcomes in the workforce. This calls for a comprehensive whole-of-government approach and the involvement of all higher education stakeholders. The report proposes a set of policy recommendations to address these issues and help Mexican higher education graduates achieve better outcomes in the labour market. The report was developed as part of the OECD Enhancing Higher Education System Performance project and is a companion to the OECD report, The Future of Mexican Higher Education: Promoting Quality and Equity, which focuses on broader issues in higher education, including governance, funding, quality and equity, as well as two key sectors of higher education: teacher education colleges and professional and technical institutions.

    Abstract: Using the most recent household survey data, this paper examines the characteristics of Sudan's labor market as it relates to poverty outcomes. Several important aspects of the labor market are analyzed, including the relationship between labor market indicators and the demographic structure of the population, geographic location, education, and gender. It highlights the significant differences in labor market outcomes depending on the structure and distribution of the population and Sudan's labor market's many challenges across different dimensions, including demography, gender, and geography. The four key messages can be summarized as follows: first, Sudan is at the verge of entering the earl-dividend stage of the demographic transition. Sudan's population, while still very young, is on track to enter into the early-dividend stage of the demographic transition within just a few years, raising the stakes for job creation and investment in human capita. Second, while we find evidence for an increase in employment and labor force participation at the national level, this increase seems to be driven by seasonal labor in agriculture and increasing economic hardship, respectively. In urban areas, however, unemployment increased sharply, especially among youth. And despite the overall increase in employment and labor force participation, Sudan's labor market still underperforms in comparison to its peers. Third, Sudan's labor market is characterized by large gender disparities, including in terms of employment opportunities and pay. Finally, we find no signs of the beginnings of a structural transformation over the time-period author study; agriculture remains the mainstay of a large majority of employed Sudanese. Rather, labor productivity and real wages outside of agriculture declined markedly between 2009 and 2014, especially in sectors with links to the oil economy. The paper offers policy insights to enhance the role of the labor market in reducing poverty and boosting shared prosperity in Sudan, key among which are 1) encouraging private sector growth, 2) overcoming gender discrimination in the labor market, 3) investing in agriculture and re-storing price incentives, and 4) further expanding access to quality education

Since 2015, this large influx of new arrivals with multiple disadvantages has put a well-developed integration system under great pressure and highlighted a number of challenges for education policy given current institutional frameworks. PISA 2015 shows that immigrant students fare considerably worse than native students in terms of academic and well-being outcomes also after accounting for differences in social-economic background. The OECD has identified four priority areas for Sweden for closing the gap between immigrant and native students: (1) Facilitating the access of immigrants to school choice, (2) Building teaching capacity, (3) Providing language training and (4) Strengthening the management of diversity. The findings in this Spotlight Report are based on existing OECD work in the area of immigrant integration in education, OECD and national data, a questionnaire on the range of policies and practices in Sweden and good practice examples for the integration in the education system in peer-learner countries and regions [Austria, Germany, the Netherlands and North America (Canada and the United States)], which were identified of particular relevance for Sweden. The report also includes policy pointers on what policies and practices Sweden could adopt to respond to the current integration challenges in the four priority areas.

The paper identifies four pertinent areas for lasting success of the reform: a new focus on quality management and monitoring; a restructuring of existing sector-specific school supervision bodies; creating a shared vision of quality and educational goals; and ensuring reliable and useful knowledge. Employing a complexity perspective to governance, the paper highlights that long-term sustainability of the reform requires a compelling narrative clarifying how school supervision supports education improvement and how supervision fits into wider education policy. The analysis further underlines the principle of co-creation in developing quality frameworks and establishing the methodology for the new external school evaluation body; and also for school leaders and school supervisors to drive the development of their new professional identities. Finally, to provide useful knowledge for schools and the system, the new external evaluation body should focus on the improvement of teaching and learning.

    Abstract: Triangulation – a combined use of different assessment methods or sources to evaluate psychological constructs – is still a rarely used assessment approach in spite of its potential in overcoming inherent constraints of individual assessment methods. This paper uses field test data from a new OECD Study on Social and Emotional Skills to examine the triangulated assessment of 19 social and emotional skills of 10- and 15-year-old students across 11 cities and countries. This study assesses students’ social and emotional skills combining three sources of information: students’ self-reports and reports by parents and teachers. We examine convergent and divergent validities of the assessment scales and the analytical value of combining information from multiple informants. Findings show that students’, parents’ and teachers’ reports on students’ skills overlap to a substantial degree. In addition, a strong ‘common rater’ effect is identified for all three informants and seems to be reduced when we use the triangulation approach. Finally, triangulation provides skill estimates with stronger relations to various life outcomes compared with individual student, parent or teacher reports.

    Abstract: Prepared for a Centre for Educational Research and Innovation (CERI) Strategic Education Governance Learning Seminar, this working paper analyses the functioning of accountability mechanisms in the Flemish school system from a complexity perspective, particularly accountability of equity funding in primary and secondary education. The paper shows that accountability mechanisms are not highly developed, specifically to the Flemish government and to the public. As a result, it proved hard to examine if resources were used effectively and efficiently. The paper argues that a long-term perspective and step-by-step approach is needed to create a culture of evaluation and accountability. It is emphasised that a long-term strategy should start with building horizontal and more specifically professional accountability mechanisms, based on a clear picture of how accountability relates to the overall aims and vision of education. The paper suggests furthermore to strengthen the use of knowledge, both tacit knowledge among others from students, as well as knowledge from research.

Au Japon, à l’issue de leur formation initiale d’enseignant, les diplômés doivent passer un concours d’habilitation à la pratique de l’enseignement, tandis qu’à Singapour, ils doivent réussir une période probatoire. Ces conditions se retrouvent néanmoins également dans certains pays peu performants, ce qui semble indiquer qu’une sélection précoce, même si elle joue un rôle important, ne suffit pas à garantir la qualité du corps enseignant. Dans les pays de l’OCDE, il existe une relation positive, bien que modérée, entre le pourcentage d’enseignants pleinement certifiés et la performance des élèves aux épreuves PISA. Dans les pays dont la performance en sciences est supérieure à la moyenne de l’OCDE, au moins 80 % des élèves sont scolarisés dans des établissements où les enseignants coopèrent ou ont accès à des formations dispensées par des spécialistes ou à des ateliers sur leur lieu de travail. Ce pourcentage est en moyenne supérieur à celui observé dans les autres pays.

In addition to student proficiency in reading, mathematics and science, this December will see the publication of results on equity in education systems, school climate and students’ well-being. PISA rotates the main subject of assessment every three years, and the PISA 2018 assessment, like the PISA 2000 and 2009 assessments, focused on reading. The PISA definition of reading literacy has remained much the same over this period; in 2018, it can be summarised as understanding, using, evaluating, reflecting on and engaging with texts in order to achieve one’s goals, to develop one’s knowledge and potential, and to participate in society.     Abstract: Large-scale surveys such as the Programme for International Student Assessment (PISA), the Teaching and Learning International Survey (TALIS), and the Programme for the International Assessment of Adult Competences (PIAAC) use advanced statistical models to estimate scores of latent traits from multiple observed responses. The comparison of such estimated scores across different groups of respondents is valid to the extent that the same set of estimated parameters holds in each group surveyed. This issue of invariance of parameter estimates is addressed in model fit indices which gauge the likelihood that one set of parameters can be used across all groups. Therefore, the problem of scale invariance across groups of respondents can typically be framed as the question of how well a single model fits the responses of all groups. However, the procedures used to evaluate the fit of these models pose a series of theoretical and practical problems. The most commonly applied procedures to establish invariance of cognitive and non-cognitive scales across countries in large-scale surveys are developed within the framework of confirmatory factor analysis and item response theory. The criteria that are commonly applied to evaluate the fit of such models, such as the decrement of the Comparative Fit Index in confirmatory factor analysis, work normally well in the comparison of a small number of countries or groups, but can perform poorly in large-scale surveys featuring a large number of countries. More specifically, the common criteria often result in the non-rejection of metric invariance; however, the step from metric invariance (i.e. identical factor loadings across countries) to scalar invariance (i.e. identical intercepts, in addition to identical factor loadings) appears to set overly restrictive standards for scalar invariance (i.e. identical intercepts). This report sets out to identify and apply novel procedures to evaluate model fit across a large number of groups, or novel scaling models that are more likely to pass common model fit criteria.

In the education sector, evidence suggests important differences in the academic and well-being outcomes between students with an immigrant background and native Chilean students. While available data on immigrant students in Chile is limited, these disparities highlight the need to reflect on the types of policies that can reverse emerging gaps, advance the educational and long-term success of students and promote social cohesion. As such, the Ministry of Education invited the OECD Strength through Diversity project to develop this Spotlight Report, which examines four policy priorities regarding the inclusion of immigrant and refugee students in the country: (1) School choice and segregation; (2) Language training; (3) Capacity building; and (4) Inclusive education. The findings of this report reflect existing OECD work on education policy in Chile and in the area of migration policy. The report also draws on national data, questionnaire results on policies and practices implemented in Chile to support the educational achievement and socio emotional well-being of immigrant students and examples of policies and practices in peer-learner countries and regions that were collected through desk based research (notably from Australia, Canada, the Netherlands, Sweden and the United States). Finally, interviews conducted by the OECD Strength through Diversity team during a review mission and a stakeholder workshop that took place in Santiago in June 2018 help inform the report.

This rise in use has led to much attention on the consequences of technology use, and how this impacts children’s brains and their socio-emotional, cognitive and physical development. This paper explores some of the literature on the effects of technology use on children in terms of their brain, cognitive, socio-emotional and physical development, and summarises what is clearly demonstrated in the literature. It also highlights where more quality research is needed to better understand the impact of technology on children, and support the development of effective, evidence-based guidelines.

    Abstract: Based on a review of previous research, the paper describes the distinctive characteristics of rural areas and communities and the factors typically associated with shaping students’ learning experience in rural contexts. Data from the OECD Programme for International Student Assessment (PISA) 2015 and the Teaching and Learning International Survey (TALIS) 2013 are analysed to examine differences in learning outcomes and education expectations between rural and urban students and to assess the extent to which challenges and opportunities in the provision of rural education are commonplace across OECD member and partner countries. To our surprise, some of the perceived challenges of providing rural education, such as an inadequate infrastructure or a lack of quality teachers, are far from universal. Rural-urban gaps in academic performance generally disappear after accounting for socio-economic status and rural students are less likely to expect completing a university degree than city students, but this gap in expectations persists even when rural students have a similar socio economic status, on average across OECD countries. This highlights the importance of raising aspirations and creating opportunities for rural students. The paper concludes with ideas for policy and country experiences that governments may consider to ensure high quality learning for students in rural contexts.

    Abstract: During the past century, access to education increased in countries all over the world. Up until the early decades of the 20th century, people attended school for only a few years. Towards the end of the century, adults in high-income countries completed 12 years of schooling, on average. Today in OECD countries, a larger share of the population than ever before completes tertiary education. For many, especially socio-economically disadvantaged students whose parents had attained only low levels of education, this expanded access to education has led to upward educational mobility – attaining a higher level of education than their parents did. But just as economic growth does not necessarily reduce income inequality, so the expansion of access to education does not automatically result in greater equity in educational attainment. For that to happen, disadvantaged students need to benefit as much as or more than advantaged students. A recent PISA report, Equity in Education, explores how upward educational mobility has changed over recent decades. It finds that, despite the expansion of access, socioeconomic disparities in the completion of tertiary education remain large. However, the report also shows that when students with low-educated parents perform at high levels by age 15, as measured by PISA, their chances of completing tertiary education improve considerably.

Refugee students are a particularly vulnerable group due to their forced displacement, but their needs are not always met by education systems, which can hinder the integration potential of these students. This poses considerable challenges as the integration of refugee students in education systems is important for their academic outcomes as well as their social and emotional well-being. The success (or lack of) integration in schools can also affect the future labour market and social integration potential of these children and youth. While there is a growing body of research on the integration of immigrants, policy-relevant research on refugee children and youth from an educational perspective is rather limited, fragmented and case specific. Detailed surveys and research projects focusing on the current wave of refugees that allow for cross-country comparisons are not yet available. Drawing on research from previous refugee waves, the paper examines key needs of refugee students and factors that promote their integration. It proposes a holistic model of integration in education that responds to the learning, social and emotional needs of refugee students. Furthermore, the paper examines what type of policies and practices are in place in OECD countries that support the integration of refugee students. Nonetheless, evaluations of practices and policies are often missing, which makes it difficult to assess whether they are successful. The paper finishes with some policy pointers on how to promote the integration of refugee students.

    Abstract: Log files from computer-based assessment can help better understand respondents’ behaviours and cognitive strategies. Analysis of timing information from PIAAC reveals large differences in the time participants take to answer assessment items, as well as large country differences in the share of respondents that spent the minimum amount of time necessary to understand an item. These differences in the degree of effort exerted by respondents provide a useful complement to the analysis of international skills differences.

    Abstract: This paper describes and evaluates a multistage adaptive testing (MSAT) design that was implemented for the Programme for International Student Assessment (PISA) 2018 main survey for the major domain of Reading. Through a simulation study, recovery of item-response theory model parameters and measurement precision were examined. The PISA 2018 MSAT design resulted in a parameter recovery as good as the operational benchmark, and measurement precision was improved by 4 to 5% with gains up to 10% at the extreme performance levels.
