    Abstract: This report builds a compelling case for India to look beyond land and institute an ecosystem that supports the installation and operationalization of floating solar photovoltaics (FSPV) power plants. Since these plants are installed on the underutilized surfaces of large water bodies, no land needs to be diverted from other uses. The installation of FSPVs also spurs job creation and catalyzes the development of a domestic value chain as some of the components, such as floaters, need to bemanufactured close to installation sites. They also provide a range of other benefits as they generate relatively more power than ground-mounted solar plants (due to the cooling effect of water) and better utilize shared infrastructure such as transmission systems, wherever available

    Abstract: The Sahel region of Africa faces multiple crises, which further compound structural economic and human development challenges. The Sahel is one of the world's poorest regions and displays some of the lowest levels of human capital globally. Violence and insecurity in the Sahel have significantly increased in the past decade, with several countries experiencing active armed conflict and unrest. The impacts of climate change compound existing vulnerabilities and risks. Finally, the external shocks of the COVID-19 pandemic and the war in Ukraine have impacted the Sahel, eroding purchasing power and aggravating poverty. Adaptive Social Protection (ASP) plays a critical role in preventing or mitigating the negative impacts of shocks and boosting resilience for long-term development. ASP has emerged as a flexible and dynamic approach to social protection during the past decade. It combines and exploits synergies between social protection, disaster risk management (DRM), and climate change adaptation. The Sahel's vulnerability and exposure to shocks and crises is set to increase with accelerating climate change, calling for a shift from often externally funded, ad hoc responses toward building sustainable, government-led system.     Abstract: The Lao People's Democratic Republic (Laos) is facing economic challenges. The country is experiencing a growth slowdown with high levels of public debt. Growing current expenditure and debt service obligations amid sluggish tax revenue led to a widening fiscal deficit in the early 2010s, which remained high into the 2020s despite fiscal consolidation efforts. COVID-19 and deteriorating macroeconomic conditions have disrupted human capital investment and are expected to have worsened the incidence of poverty and inequality. Fiscal policy can be an instrument to address these challenges, but its role has been constrained by a precarious fiscal position. This report analyzes the distributive effects of the Lao fiscal system and potential reforms to address current economic challenges. The analysis adopts the Commitment to Equity (CEQ) methodology to assess the distributional impact of the Lao fiscal system on household welfare. The methodology disaggregates income to include or exclude fiscal interventions to analyze the impact of the fiscal system and each intervention on poverty and inequality. Fiscal interventions can be classified into three categories according to how they are imposed on households: direct interventions (direct taxes, social security contributions, and cash transfers), indirect interventions (indirect taxes and subsidies), and in-kind interventions (public health and education).     Abstract: This book is a study of the production and consumption of popular social history in mid-twentieth century Britain. It explores how non-academic historians, many of them women, developed a new breed of social history after the First World War, identified as the 'history of everyday life'. The 'history of everyday life' was a pedagogical construct based on the perceived educational needs of the new, mass democracy that emerged after 1918. It was popularized to ordinary people in educational settings, through books, in classrooms and museums, and on BBC radio. After tracing its development and dissemination between the 1920s and the 1960s, this book argues that 'history of everyday life' declined in the 1970s not because academics invented an alternative 'new' social history, but because bottom-up social change rendered this form of popular social history untenable in the changing context of mass education. Histories of Everyday Life ultimately uses the subject of history to demonstrate how profoundly the advent of mass education shaped popular culture in Britain after 1918, arguing that we should see the twentieth century as Britain's educational century.

    Abstract: In Civil Society's Democratic Potential, Nicole Bolleyer explores which civil society organizations (CSOs) contribute to democracy, how, and why. Organized civil society, including interest groups, political parties, and service-oriented associations, is traditionally considered a cornerstone of democracy. Constituting the organizational fabric between government and society, these organizations encompass a wide diversity of entities thought to fundamentally contribute to both democratic participation and representation. However, CSOs' readiness and ability to serve as venues for participation, vehicles of democratic representation, or indeed both at the same time, are increasingly questioned in political science, sociology, and voluntary sector research alike. Bringing those fields together, the author argues that two contrasting organizational templates - the 'voluntary association' and the 'professionalized voluntary organization' - allow theorizing fundamental trade-offs shaping CSOs' 'performance' on three dimensions accounting for their varying democratic contributions: participation, representation, and societal responsiveness. The study's innovative theoretical framework is examined using a mixed-methods design. The latter combines the analysis of survey data covering over 3000 CSOs across four European democracies with qualitative case studies of the evolution of three CSOs - a political party, an interest group, and a service-orientated organization - over several decades.

    Abstract: This study investigates gender disparities in the tax burden in Addis Ababa, Ethiopia, using data on 2,320 taxpayers for 2011 and 2012. A quantile regression analysis is employed to control for firm characteristics such as sector, size, and age. The results show that women-owned businesses are more likely to operate in low-profit sectors and report lower sales and tax liabilities than men-owned businesses. However, women-owned businesses pay as much as men-owned businesses in taxes, suggesting that they are subject to a higher effective tax rate. This, in turn, may lead to women-owned businesses exiting the tax net at a higher rate. These findings suggest that gender disparities in tax compliance are not simply due to differences in firm characteristics but may also be due to biases in tax declaration and enforcement processes

    Abstract: This article explores the links between conflict, land and indigenous peoples in several regions of Mindano, the Philippines, notorious for their levels of poverty and conflict. The analysis takes advantage of the unprecedented concurrence of data from the most recent, 2020, census; an independent conflict data monitor for Mindanao; and administrative sources on ancestral land titling for indigenous peoples in the Philippines. While evidence elsewhere compellingly links land titling with conflict reduction, a more nuanced story emerges in the Philippines. Conflicts, including land- and resource-related conflicts, are generally less likely in districts (barangays) with higher shares of indigenous peoples. Ancestral domain areas also have a lower likelihood for general conflict but a higher likelihood for land-related conflict. Ancestral domains titling does not automatically solve land-related conflicts. When administrative delays take place (from cumbersome bureaucratic processes, insufficient resources and weak institutional capacity), titling processes may lead to sustained, rather than decreased, conflict

    Abstract: This paper presents evidence of inelastic demand in the market for risky sovereign bonds and examines its interplay with government policies. The methodology combines bond-level evidence with a structural model featuring endogenous bond issuances and default risk. Empirically, the paper exploits monthly changes in the composition of a major bond index to identify flow shocks that shift the available bond supply and are unrelated to country fundamentals. The paper finds that a 1 percentage point reduction in the available supply increases bond prices by 33 basis points. Although exogenous, these shocks might influence government policies and expected bond payoffs. The paper identifies a structural demand elasticity by feeding the estimated price reactions into a sovereign debt model that isolates endogenous government responses. These responses account for a third of the estimated price reactions. By penalizing additional borrowing, inelastic demand acts as a commitment device that reduces default risk

This paper estimates COVID-19 mortality costs over time using the value of a statistical life. Using a more conservative estimate of the value of a statistical life income elasticity ranging from 1 to 1.4, the overall COVID-19 mortality costs in Cote d'Ivoire since the pandemic range from USD 100.4 million to USD 284.3 million. Considering age-related adjustments, a 3 percent discount rate, and a value of a statistical life income elasticity of 1 to 1.4, the COVID-19 costs range from USD 5.4 million to USD 15.3 million. Similarly, the COVID-19 mortality costs range from USD 6.8 million to USD 19.3 million with a 5 percent discount rate and a value of a statistical life income elasticity of 1 to 1.4. More significantly, the findings suggest that COVID-19 mortality costs started to decline in 2021. To enhance prevention, preparedness, and response to future pandemics, policy makers could consider allocating pandemic funding within national budgets. Exploring potential partnerships with philanthropic organizations and international entities could further enhance domestic resource matching efforts

In particular, the analysis provides (i) updated pre-conflict poverty baseline estimates based on grouped data from the 2009 Household Income and Expenditure Survey; (ii) supporting evidence on the viability of using Humanitarian Needs Assessment Programme Demographic and Water Supply, Sanitation, and Hygiene 2022 survey data for the estimation of monetary poverty in 2022; and (iii) supporting theoretical and empirical evidence to identify growth in per capita gross domestic product in current prices deflated by Consumer Price Index as the best metric to project poverty using a nowcasting approach. Based on this analysis, the paper proposes to use 2022 Humanitarian Needs Assessment Programme-based poverty estimates to anchor the most recent estimates to the best available evidence, and to interpolate the poverty evolution obtained from back-casting 2022 and nowcasting 2009 poverty estimates over 2009-22 using the growth rate of per capita gross domestic product in current prices, deflated by the Consumer Price Index with a passthrough of 0.7

    Abstract: Analysing who benefits from different taxes and spending is important to understand how fiscal policy is affecting poverty and inequality in Jordan. This study traces how the Jordanian fiscal system affects different households, while paying income tax and GST and benefiting from social assistance, and services, such as, cash transfers, electricity and water subsidies, education and health. The study finds that Jordan's current fiscal system is modestly progressive, but more could be achieved. Inequality, as measured by the Gini Index, falls 5.8 points between household market incomes and post-fiscal incomes (after paying income and consumption taxes as well as receiving government transfers and subsidized services). When considering only monetary taxes and benefits (that is, excluding non-cash education and health services), inequality falls by only 2.6 points and poverty would be almost the same as the official poverty rate. Nonetheless, the recent expansion of social assistance programs is making Jordan's fiscal policies more equalizing and there is scope for other reforms which would both close the fiscal gap while further reducing poverty and inequality

    Abstract: Women often face more hurdles than men in obtaining finance. This is especially so when credit supply is limited and financial markets are less developed. As a result, owners of firms may prefer men over women as top managers of their firms, widening the gender gap in top manager positions. This paper tests this idea using firm-level survey data for small and medium-size formal manufacturing enterprises in 47 developing countries. The results confirm a positive relationship between credit supply and the likelihood of having a woman versus a man as the top manager. This positive relationship is much stronger in industries that are more dependent on external sources of finance for technological reasons. It is also stronger in countries with poor coverage by credit bureaus and low competition between banks, which is consistent with "statistical" and "taste-based" discrimination against women borrowers. The main result is robust to several endogeneity checks, sample alterations, and alternative measures of credit supply and financial development

    Abstract: Governments often use simplified business tax systems, such as presumptive tax regimes, to register and tax small and microenterprises. Despite concerns about how such regimes could disproportionately affect female-owned and low-revenue entrepreneurs, there is a lack of empirical analysis examining the tax burden. The presumptive tax in Ethiopia has a complex assessment system, where the tax liabilities are determined according to the activity type and turnover (99 activities and 19 turnover bands), and some activities do not have a tax-free threshold. This paper uses two rounds of data in the Ethiopian Socioeconomic Surveys and the tax code to analyze the equity and gender implications of the presumptive tax on small and microenterprises by imputing the effective tax rates. There are three key findings. First, the effective tax rates are higher for businesses in the lowest quartile at 4.3 percent of turnover compared to 1.5 percent for businesses in the highest quartile, using the most recent survey, resulting in a regressive system. Second, male-owned businesses tend to operate in sectors without a tax-free threshold and are more likely than female-owned businesses to face higher tax rates. Third, the effective tax rates are high for businesses in food and beverage services, which is female-dominated, and for transit services, which is male-dominated, due to the lack of a tax-free threshold for these sectors. The study finds that an alternative presumptive tax system with a single tax rate on turnover and an exemption for all low-revenue businesses would be simpler for tax assessment and more progressive

    Abstract: Do fiscal rules help suppress sovereign spreads during periods of global financial stress Yes! This paper examines whether fiscal rules contribute to mitigating sovereign spreads in emerging markets and developing economies during periods of heightened financial and economic volatility worldwide. It finds that the presence of fiscal rules is statistically significantly associated with lower sovereign spreads during the COVID-19 crisis -- about 350 basis points lower on average. Interestingly, this correlation persists even when nations deviate from these rules, indicating an expectation of post-crisis compliance. The study shows that deviations from fiscal rules are typically short-lived, with fiscal balance rules reinstated within 3.5 years. Robustness checks, including controls for institutional quality, fiscal rule strength, and global and regional factors confirm these results. Overall, the findings suggest that fiscal rules can help emerging markets and developing economies signal fiscal responsibility during episodes of global financial stress, reducing borrowing costs relative to countries without fiscal rules

    Abstract: The main objective of this study is to assess the performance of Cambodia's tertiary education system in terms of equitable access, labor market relevance, and research output, and to provide policy recommendations to the government and all stakeholders in the tertiary education sector. This will inform priority reforms and investments to strengthen the sector overall and, specifically, improve coverage, relevance, research, and governance. Building on the latest analytical work carried out in 2017 ahead of the preparation of an ongoing higher education operation supported by the World Bank, the study is an important step toward overcoming knowledge gaps about the main drivers of the results of the Cambodian tertiary education system and institutions. It will shed light on the factors explaining disparities in access, the mismatch between higher education programs and labor market needs, the capacity of higher education to train the specialists and technicians needed for the green economy, and shortcomings in the governance set up and processes that impede both public and private HEIs from operating in a flexible and efficient manner. The findings of the report will significantly add to the evidence base for identifying policy options to improve equity, relevance, and governance at both the national and institutional levels

This challenge is currently rife with both risks and rewards: while securing an adequate supply of these technologies has become an urgent policy priority for many countries, their high-growth global value chains also offer lucrative benefits for those able to meet the burgeoning global demand. Although recent policy responses have sought to nearshore production to reduce risks and capitalize on rewards, this paper instead lays out an evidence-based strategy to help diversify the global value chains of decarbonization technologies across countries with latent production capabilities and resource endowments. To that end, it constructs a new dataset of traded products, components, and materials associated with decarbonization technologies; develops new indexes capturing countries' current export strengths and future diversification potential in these global value chains; and highlights products with supply risks due to high market concentration levels and those with development rewards in terms of their potential for growth, knowledge spillovers, and technological upgrading. Taken together, the evidence supports the idea that there is plenty of opportunity to diversify these value chains across a larger number of countries to avoid the risks associated with reliance on only a few countries

    Abstract: Research on migration and urban development in Africa has primarily focused on larger cities and rural-to-urban migration. However, 97 percent of Africa's urban centers have fewer than 300,000 inhabitants, and a sizable share of urban migrants come from other urban areas. A more holistic and dynamic perspective, incorporating migration flows along the full urban hierarchy, as well as urban-urban migrants, is needed to better understand and leverage migration for urban development. Migrants, Markets, and Mayors: Rising above the Employment Challenge in Africa's Secondary Cities draws on demographic data, research literature, key informant interviews, and empirical research to better understand how migrants in Africa's secondary cities fare in urban labor markets, how they affect aggregate urban productivity, and how mayors can leverage migrants' potential to the benefit of all. It explores these questions across countries and four urban case settings: Jijiga in Ethiopia, Jinja in Uganda, and Jendouba and Kairouan in Tunisia. Although mayors in secondary cities often see migrants as a burden to their cities' labor markets and a threat to development, the report finds that migrants contribute increasingly less to urban population growth and that they usually strengthen the resident labor force. The report also finds that labor market outcomes for migrants are at least as good as those for nonmigrants. Africa's secondary cities are well placed to leverage migration, but evidence-based policies are needed to manage the growth and development of land and labor markets. The report reviews policy options that mayors can take to strengthen the financial, technical, and planning capacity of secondary cities and better leverage migration to benefit migrants and nonmigrants alike.     Abstract: The Paris Agreement established that global warming should be limited to "well below" 2?C and encouraged efforts to limit warming to 1.5?C. Achieving this goal presents a significant challenge, especially given the presence of (i) economic inertia and adjustment costs, which penalize a swift transition away from fossil fuels, and (ii) climate uncertainty that, for example, hinders the ability to predict the amount of emissions that can be emitted before a given temperature target is passed, which is often referred to as the remaining carbon budget. This paper presents a modeling framework that explores optimal decarbonization investment strategy when both delayed learning about the remaining carbon budget and adjustment costs are present. The findings show that delaying learning about the remaining carbon budget impacts investment in three ways: (i) the cost of policy increases, especially when adjustment costs are present; (ii) abatement investment is front-loaded relative to the certainty policy; and (iii) the sectoral allocation of investment changes to favor declining investment pathways rather than bell-shaped paths. The latter effect is especially pronounced in hard-to-abate sectors, such as heavy industry. Each of the effects can be traced back to the carbon price distribution inheriting a "heavy tail" when the remaining carbon budget is learned later in the century. The paper highlights how climate uncertainty and adjustment costs combined result in a more aggressive least-cost strategy for decarbonization investment

    Abstract: This paper examines the role of firm dynamics in aggregate total factor productivity, job flows, and wage inequality in Ecuador. Utilizing a comprehensive employer-employee dataset, the paper documents firm dynamics and job flow patterns that are consistent with the presence of market distortions. Also, the paper identifies factor misallocation as the main contributor to Ecuador's total factor productivity deceleration. Given these trends, the paper explores allocative inefficiency drivers through firm- and industry-level regressions. Firms in the top productivity quintile face distortive non-wage labor costs that are 3.7 times higher than the bottom quintile, after controlling for firm size and age. The findings also provide evidence of credit misallocation across firms. Additionally, industries with higher job mobility, credit access, and competition and lower non-wage labor costs, minimum wage incidence, and zombie firms demonstrate higher allocative efficiency. Moreover, worker-level regressions indicate that misallocation drivers explain up to 41 percent of wage inequality, with non-wage labor costs and product market frictions as distortions driving this inequality

    Abstract: Household Consumption and Expenditure Surveys are key to consumption-based monetary poverty measurement. In the absence of market price surveys that are linked to Household Consumption and Expenditure Surveys, unit values are used as proxies for market prices in estimating nominal consumption aggregates, price deflators, poverty lines, and poverty statistics. This practice relies on the Hicksian separability assumption: within-commodity group relative prices are constant across space and the price of a single good is an accurate proxy for the commodity group price. To test, for the first time in a low-income context, whether Hicksian separability holds, this paper uses the price data collected for an extensive list of food items, including several variety/quality-differentiated products for specific items, in a national market survey that was conducted in Malawi in sync with the Household Consumption and Expenditure Survey that is the source of official poverty statistics. The analysis demonstrates that Hicksian separability fails to hold across space and time and that unit values are biased proxies for prices. Integrating the Household Consumption and Expenditure Survey and market survey data based on location and timing of fieldwork permits an assessment of consumption and poverty estimation based on market prices versus unit values. Relative to unit values, using market prices leads to higher food and overall consumption expenditures--both in nominal and real terms--while generating higher poverty lines and higher food and overall poverty rates. Compared to their counterparts based on unit values, spatially-disaggregated poverty estimates based on market prices exhibit a stronger correlation with nightlights --an objective proxy for living standards

    Abstract: What can be learned from the governance trajectory of African countries since the beginning of the 21st century What is the quality of governance on the African continent and how does it shape development The first decade of the millennium saw promising growth and poverty reduction in much of the continent. Yet, Sub-Saharan Africa has also been the stage of a stream of governance reform failures and policy reversals, and many countries continue to suffer from the consequences of poor governance. This paper explores the dynamics of governance reform on the continent over the past two decades and points to four key trends. First, effective state institutions, capable of maintaining peace, fostering growth, and delivering services, have developed unevenly. Second, progress has been made on enhancing the inclusiveness and accountability of institutions, but it remains constrained by the weakness of checks and balances and the persistence of patterns of centralized and exclusive power arrangements. Third, civic capacity has risen considerably, but the inability of institutions to respond to social expectations and political mobilization threatens to turn liberal civic engagement into distrust, populism, and radicalization. Fourth, the combination of these three trends contributes to the rise of political instability, which constitutes a major threat for the continent

    Abstract: In Ethiopia, women are 15 percentage points less likely than men to possess a kebele ID, the primary proof of identity document used in the country. This report unveils findings from a study that aims to grasp the reasons behind this gender gap in ID ownership and offers recommendations for overcoming these barriers in Fayda, the new digital ID system launched by the Government of Ethiopia in 2021. Executed by the World Bank in partnership with Ethiopia's National ID Program (NIDP), the study first uses statistical analysis of ID4D-Findex data to illustrate the nature of the ID ownership gap and its ramifications for women. Subsequently, through desk research and original qualitative data obtained from focus group discussions and key informant interviews, the report delves into four categories of potential reasons for the gap: legal and policy barriers, social and community barriers, economic and procedural barriers, and information and knowledge barriers. In the concluding section, the report offers three key recommendations for integrating gender inclusivity into the Fayda program, drawingfrom the research findings and inputs gathered from qualitative research participants

    Abstract: The objective of this Climate and Health Vulnerability Assessment (CHVA) is to assist decision-makers in Colombia with planning effective adaptation measures to deal with climate-related health risks. This assessment includes sub-national considerations for health-related climate action (see Annex A for the methodology). Sub-national considerations are given for Colombia's 32 departments (see Figure 1). It also incorporates data from a Climate and Health Economic Valuation conducted by the World Bank to estimate of the potential economic costs of health impacts arising from projected changes in temperature and precipitation (see Annex B for the methodology). The findings from this CHVA are organized under four sections. Section I characterizes the climatology in Colombia, highlighting observed and projected climate exposures relevant to health. Section II describes key climate-related risks to health, including nutrition and food security, vector-borne diseases (VDBs), water-borne diseases, increasing temperatures, air quality, and zoonotic diseases. Section III analyzes the adaptive capacity and readiness of Colombia's health system to prevent and manage climate-related health risks. Recommendations are discussed in Section IV
