    Abstract: When the colonial slave trade, and then slavery itself, were abolished early in the 19th century, the British empire brazenly set up a new system of trade using Indian rather than African laborers. The new system of "indentured" labor was supposed to be different from slavery because the indenture, or contract, was written for an initial period of five years and involved fixed wages and some specified conditions of work. From the workers' point of view, the one redeeming feature of the system was that most of their workmates spoke their language and came from the same area of India

    Abstract: Over the last two centuries and indeed up to the present day, Eastern Europe's lands and peoples have conjured up a complex mixture of fascination, anxiety, promise, and peril for Germans looking eastwards. Across the generations, a varied cast of German writers, artists, philosophers, diplomats, political leaders, generals, and Nazi racial fanatics have imagined (often in very different ways) a special German mission in the East, forging a frontier myth that paralleled the American myths of the 'Wild West' and 'Manifest Destiny'. Through close analysis of German views of the East from 1800 to our own times, The German Myth of the East reveals that this crucial international relationshiphas in fact been integral to how Germans have defined (and repeatedly redefined) themselves and their own national identity. In particular, what was ultimately at stake for Germans was their own uncertain position in Europe, between East and West. Paradoxically, the East came to be viewed as both anattractive land of unlimited potential for the future and as a place undeveloped, dangerous, wild, dirty, and uncultured. Running the gamut from the messages of international understanding announced by generations of German scholars and sympathetic writers, to the violent racial utopia envisaged by the Nazis, German imaginings of the East represent a crucial, yet unfamiliar, part of modern European history, and one that remains fundamentally important today in the context of an expanded European Union.

    Abstract: Over the last decade, consumer credit in the Russian Federation has expanded from almost nothing to 9.2 percent of GDP in 2008, at 84 percent average annual growth in 2003-2008 year for five years. Yet, the increases have been uneven throughout the Russian population: more than 40 percent are still financially excluded and only 16 percent have bank accounts. A 2008 survey found that Russian consumers had low levels of financial literacy and lacked awareness of their rights as financial consumers. Three-quarters of the survey's respondents said they would like to receive financial education in order to protect themselves financially and plan for the future. Similar trends of the booming credit markets amid significant gaps in financial literacy around the world have contributed to the global financial crisis of 2008 and emphasized the importance of consumer protection and financial education programs for the long-term health of the financial sector. Responding to a request from Russian authorities, the World Bank conducted a diagnostic review to help Russia design an effective consumer protection and financial literacy framework. This review, presented in two volumes, outlines the key findings and recommendations in Volume I, and analyzes the existing rules and practices in Russia, in comparison with international good practices - in Volume II.     Abstract: Local government finance has taken on increasing importance in Turkey, with the evolving fiscal decentralization and the growing role of local administrations in public investment. The focus of this policy note is on sub-national borrowing as an essential component of the framework for sustainable sub-national finance. Sound management of sub-national borrowing is important for ensuring debt sustainability. Past problems with fiscal deficits by local administrations in Turkey have led to two major debt restructurings. The Government has undertaken many laudable improvements in the system of fiscal management and control of local administrations in recent years, in particular by regulating the procedures for borrowing, raising the requirements for accounting and reporting, and tightening the terms for Treasury guarantees of foreign borrowing. The rest of the policy note is organized as follows. The next section summarizes the framework for sub-national borrowing in Turkey and reviews areas for further development, including in particular, an effective insolvency mechanism. Section three presents rationales for a sub-national insolvency mechanism and describes how the entry points for reform have contributed to varying modalities across countries. Section four discusses key design issues for a sub-national insolvency mechanism, driven by the fundamental difference between public and private insolvency. Final section five presents possible medium-term reform options for Turkey

    Abstract: To ensure the viability and competitiveness of agriculture and forestry and sustain rural livelihoods, it is critical to take stock of the impacts of climate change on rural sectors in Europe and Central Asia (ECA) countries and implement appropriate adaptive measures. The interactions between the weather-sensitive agriculture and forestry sectors, climate change, and the natural resource base are highly complex and deserve special attention. Globally, the increased frequency of heat stress, droughts and flooding events caused by climate change threaten to reduce crop yields and livestock productivity in many areas, while increased risks of fires and pest outbreaks will have negative consequences for forests. In this paper, the authors examine the exposure, sensitivity, and adaptive capacity of ECA agriculture to climate change, and provide recommendations for addressing the challenges of climate through adaptation. We have made use of the best available climate change projections to categorize countries in the region by likely agricultural sector impacts. We have also attempted to synthesize information from the literature on climate change adaptation in agriculture in order to identify the most relevant points for ECA countries, including options for technical, institutional and policy measures. Based on this initial assessment, there are plans to support World Bank clients in carrying out assessments and developing strategies at the country level in the near future

The Changing Wealth of Nations 2018: Building a Sustainable Future covers national wealth for 141 countries over 20 years (1995-2014) as the sum of produced capital, 19 types of natural capital, net foreign assets, and human capital overall as well as by gender and type of employment. Great progress has been made in estimating wealth since the first volume, Where Is the Wealth of Nations? Measuring Capital for the 21st Century, was published in 2006. New data substantially improve estimates of natural capital, and, for the first time, human capital is measured by using household surveys to estimate lifetime earnings. The Changing Wealth of Nations 2018 begins with a review of global and regional trends in wealth over the past two decades and provides examples of how wealth accounts can be used for the analysis of development patterns. Several chapters discuss the new work on human capital and its application in development policy. It also proposes pathways towards the transformation of Karachi into a more livable, inclusive and economically competitive city by outlining policy actions that the city can undertake.The first part of the report provides an in-depth review of Karachi and is organized into three themes focused on key aspects of city management: (i) city growth and prosperity discussing city economy, competitiveness, business environment and poverty; (ii) city livability discussing urban and spatial planning, urban governance and municipal service delivery (water and sanitation, public transport and solid waste); and (iii) sustainability and inclusiveness discussing the city's long term resilience based on fiscal management, disaster resilience and climate change, and social inclusion. In each section, a diagnostic is provided on the issues, along with possible prioritized actions to resolve them.The second part of the report concludes by identifying four pillars for city transformation. These include: (i) building inclusive, coordinated and accountable institutions; (ii) greening Karachi for sustainability and resilience; (iii) leveraging on the city's economic, social and environmental assets; and (iv) creating a smart city through smart policies and technology

The analysis relies on a series of nationally representative household surveys for the period 2002-13, as well as on qualitative data collection. The study first relies on household surveys to analyze trends in access to safe water and some of the constraints faced by households for access. The issue of the cost of water for households without a connection to the piped water network is discussed. This includes a discussion of public stand pipes. Next, qualitative data are presented on the obstacles faced by households in accessing safe water. The next two chapters are devoted to sanitation. The focus is again first on analyzing household survey data about sanitation, including with respect to toilets, bathrooms, waste disposal, and hand washing, and next on an analysis of qualitative data from focus groups and key informants. Finally, the study reviews some of the policies and programs that have been implemented in order to improve access to safe water and sanitation for the poor as well as options going forward

Zoellick, President of the World Bank, recalled a moment in John Maynard Keynes life when he called for deeds that restore the public trust that governments are up to the challenge of the current crisis. What started in 2007 as a financial crisis quickly spiraled into an economic crisis, with estimates for 2009 for the first contraction of the global economy since World War II and the largest decline of trade in 80 years. Developing countries are being battered in successive waves as private capital flows slump sharply. These events could next become a social and human crisis, with political implications. Zoellick reviewed the difficulties for each region of the world. Unlike the 1930s, however, central banks have stepped in with creative solutions to keep credit flowing. But the challenge ahead requires a spirit of innovation backed by action. The World Bank Group's Board is considering a new proposal: the launch of a USD 50 billion Global Trade Liquidity Program. Zoellick called for the member of the G-20 to make multilateralism work and to empower the WTO, the IMF, and the World Bank Group to monitor national policies. Bringing sunlight to national decision-making would contribute to transparency, accountability, and consistency across national policies. It is time to institutionalize "early warning" systems to protect the poor from cuts in social programs during times of economic crisis. Modern multilateralism will require that rising economic powers have a larger say in how institutions such as the World Bank and the IMF are run

    Abstract: Developing East Asia is battling the forces of global recession. The impact of the crisis in the advanced countries was transmitted to the economies of the region with unusual speed. In the region, the initial global financial turbulence was marked by sudden reversals of capital flows in the middle-income economies, rapidly declining equity market prices, a sharp increase in the price of external private capital, a shortage of dollar liquidity, and in some cases, a depreciating currency. Now with aggregate global demand falling precipitously, region-wide declines in exports and industrial production are triggering widespread factory closures, rising unemployment, and lower real wages, with disproportionate effects on the poor and near-poor. Authorities in many countries are implementing social programs and cash transfers to assist those most in need. Where possible, policymakers have responded quickly with expansionary monetary and fiscal policies, including fiscal stimulus packages, although in most cases these measures will only mitigate, not overcome, the contraction forces operating on their economies

This (SCS) guide is intended for trade and transport government officials, port authorities and transport, cargo and logistics communities, in particular in developing countries. The purpose of the guide is to make concerned trade and transport-related officials, managers and personnel in developing countries acquainted with, and aware of, the many initiatives mushrooming in the field of supply chain security, what these will mean for their respective organizations, and how to tackle the inlaid challenges. This chapter attempts to clarify the background and current status of the multitude of programs that exist across the world today. This is achieved by, firstly, giving a brief account of the changing security environment (post 9/11) and its resulting implications for SCS programs. This is important as it helps to explain the motivation of the programs which are later expanded upon in more detail within the chapter. Within this section, the motivations for different types of programs, not directly linked to the events of 9/11 but to other reasons, such as combating illegal activities, enhancement of efficiency and standardization are also explained. Secondly, a list of the main programs is present under four main subheadings: compulsory programs, major voluntary programs, regional or national programs, and others. Mining, infrastructure development and tourism development, in particular, are undergoing rapid expansion, and all pose risks to Mongolia's globally important biodiversity. In order to strengthen its safeguard review process in Mongolia, specifically implementation of its operational policy on natural habitats, the World Bank contracted Birdlife Asia to identify important areas of natural habitat in the country, and assess the extent to which these areas overlap with development plans. Birdlife Asia undertook this study in close collaboration with the Wildlife Science and Conservation Center (WSCC) of Mongolia. The study looked at the extent of overlap between sites of conservation importance on the one hand, and mining licenses, major infrastructure plans, and tourist camp locations on the other. It determined the scale of overlap at the national level, provided a strategic overview of potential impacts, and identified particular sites where there is cause for concern. Recommendations were made for how environmental issues arising might be addressed, including examples of guidance and best practice from outside of Mongolia

The South Asian countries share many common characteristics - a young population, familiarity with the English language, and an emphasis on quantitative skills at the school level. This report on "Regional Collaboration on Information Technology (IT) Enabled Services-Smart Strategies for Jobs and Growth in South Asia" was initiated by the South Asia regional programs and South Asia poverty reduction, economic policy, finance and private sector development unit. It responds to a need expressed by our client countries for World Bank support to build their capability in the IT enabled services sector. The current study was commissioned with a view to facilitate their efforts through regional collaboration. This study suggests collaborative initiatives that could drive the growth of the industry through a two pronged approach: increase business through joint promotional activities, sub-contracting of work, building common standards and world class business practices; and develop supply side resources such as skills, support infrastructure and enabling policies. This study makes practical recommendations for collaborative growth between the countries in South Asia, who aspire to become the region of choice for global outsourcing

    Abstract: Capitalizing on the most recent estimates of agricultural price distortions in China and in other countries, this paper assesses the economic and poverty impact of global and domestic trade reform in China. It also examines the interplay between the trade reforms and factor market reforms aimed at improving the allocation of labor within the Chinese economy. The results suggest that trade reforms in the rest of the world, land reform and hukou reform all serve to reduce poverty, while unilateral trade reforms result in a small poverty increase. Agricultural distortions are important factors in determining the distributional and poverty effects of trade reform packages, although their impacts on aggregate trade and welfare appear to be small. A comprehensive reform package which bundles the reforms in commodity and factor markets together may benefit all broad household groups in China

    Abstract: Reforms in recent decades have sharply reduced the distortions affecting agriculture in developing countries, particularly by cuts to agricultural export taxes and by some reductions in government assistance to agriculture in high-income countries, but international trade in farm products continues to be far more distorted than trade in nonfarm goods. This paper summarizes a series of empirical studies that focus on the effects of the remaining distortions to world merchandise trade for poverty and inequality, especially in developing countries. To obtain different insights into the various impacts, two global studies are undertaken using the World Bank's Linkage model, one multi-country study uses the Global Trade Analysis Project (GTAP) model, and ten country case studies are also included, each using a national economy-wide model. The Linkage model results suggest that liberalization will reduce international inequality, largely by boosting farm incomes and raising real wages for unskilled workers in developing countries, and will reduce the number of poor people worldwide by 3 percent. The analysis based on the GTAP model for a sample of 15 countries, and the ten stand-alone national case studies, all point to larger reductions in poverty, especially if only the non-poor are subjected to increased income taxation to compensate for the loss of trade tax revenue

    Abstract: The objective of this paper is to evaluate the extent to which trade agreements affect agricultural trade policy volatility. Using a new panel database compiled as part of the World Bank's agricultural distortions research project, the author estimate the effect of regionalism on the volatility of price distortions measured by the absolute value of their first differences, averaged, for each country and year, over all agricultural goods. Using an instrumental-variable approach to correct for the endogeneity of regional trade agreements, (RTAs), the author fined that participation in RTAs has a significantly negative effect on agricultural trade-policy volatility. The author find that the World Trade Organization (WTO) agricultural agreement also contributed to reducing agricultural trade-policy volatility, in spite of the weak disciplines involved, but the effect is only weakly identified. The results are robust to a variety of robustness checks and hold, in particular, for the Latin American sub-sample

    Abstract: In this paper, the authors examine the political economy drivers of the variation in agricultural protection, both across countries and within countries over time. The paper starts by listing the key insights provided by both the theoretical and empirical literature on the political economy of trade policy formulation. The authors then set out a basic framework that allows us to put forth various testable hypotheses on the variation and evolution of agricultural protection. The authors find that both the political ideology of the government and the degree of income inequality are important determinants of agricultural protection. Thus, both the political-support-function approach as well as the median-voter approach can be used in explaining the variation in agricultural protection across countries and within countries over time. The results are consistent with the predictions of a model that assumes that labor is specialized and sector-specific in nature. Some aspects of protection also seem to be consistent with predictions of a lobbying model in that agricultural protection is negatively related to agricultural employment and positively related to agricultural productivity.     Abstract: In a recent survey of European economic growth since 1950, Crafts and Toniolo (2008) conclude that incentive structures are a crucial explanator of comparative growth rates of the economies of east and west Europe. Pre-empting that, a 2006 report on trade performance and policies in Eastern Europe and Central Asia included as one of its key recommendations the need to reduce the mean and variance of the tariff equivalents of trade barriers, and in particular to reduce unilaterally the policy regimes' anti-export bias, especially in countries exporting primary products (Broadman 2006). To progress such reform in Europe's transition economies efficiently and effectively, and to see how recent policies line up with those of the European Union (EU), requires better information on the extent of reform during the past two decades and of current policy influences on incentives within and between sectors. Immediately prior to their transition to market economies, policies in the region greatly distorted producer and consumer incentives, especially for agricultural products. Those distortions have been reduced substantially in several countries, but large variations remain across the region and distortions appear to be growing again in some countries. Now is thus an opportune time to examine how policies affecting agriculture are evolving in this region, including as part of the adjustment to EU accession for ten of the transition economies in the region

    Abstract: Using the most recent estimates of agricultural price distortions, this chapter studies the economic, poverty, and income inequality impacts of both global and domestic trade reform in Argentina, with a special focus on export taxes. Argentina offers an interesting case study as the only large agricultural exporter that has, at many points in its history, applied export taxes to several of its agricultural products. The chapter combines results from a global economy-wide model (World Bank's linkage model), a national computable general equilibrium (CGE) model, and micro-simulations. The results suggest that liberalization of world trade (including subsidies and import taxes, but not export taxes), both for agricultural and non-agricultural goods, reduces poverty and inequality in Argentina. However, if only agricultural goods are included, indicators for poverty and inequality do not improve and even deteriorate somewhat. This is particularly the case if export taxes are eliminated. The chapter discusses the possible reasons for those results, offers some caveats, and suggests some lines for further research

    Abstract: Using recent estimates of industry assistance rates, the effects of trade liberalization in the rest of the world and in Pakistan alone are analyzed using a global and a Pakistan computable general equilibrium (CGE) model under two tax replacement schemes: a direct income tax and an indirect tax replacement. The results indicate that the distributional and poverty effects in Pakistan of a unilateral liberalization of all traded goods are significantly greater than the effects of trade liberalization in the rest of the world. There is relatively higher increase in real income and larger decline in poverty incidence in poor households both in rural and urban areas. The effects of agricultural trade liberalization alone in both the rest of the world and in Pakistan are considerably smaller than those from trade liberalization involving all goods. In both the agricultural and all-goods trade liberalization scenarios involving direct income tax replacement, real household income is raised and the poverty incidence is lowered at varied rates across all household groups except for the urban non-poor. When an indirect tax replacement is used, where the burden of replacing tariff revenue is shared by all household groups depending on their consumption structure, there is reduction in household income for most of the groups and less reduction of poverty

    Abstract: In 2009, Zambia joined the Russia Education Aid for Development (READ) trust fund program, the goal of which is to help countries improve their capacity to design, carry out, analyze, and use assessments for improved student learning. As part of the READ trust fund program, and in order to gain a better understanding of the strengths and weaknesses of its existing assessment system, Zambia participated in a formal exercise to benchmark this system under The World Bank's Systems Approach for Better Education Results (SABER) program. SABER is an evidence-based program to help countries systematically examine and strengthen the performance of different aspects of their education systems. SABER-student assessment is a component of the SABER program that focuses specifically on benchmarking student assessment policies and systems. The goal of SABER-student assessment is to promote stronger assessment systems that contribute to improved education quality and learning for all. The importance of assessment is linked to its role in: providing information on levels of student learning and achievement in the system; monitoring trends in education quality over time; supporting educators and students with real-time information to improve teaching and learning; and holding stakeholders accountable for results. The SABER-student assessment framework is built on the available evidence base for what an effective assessment system looks like. The framework provides guidance on how countries can build more effective student assessment systems. The framework is structured around two main dimensions of assessment systems: the types/purposes of assessment activities and the quality of those activities. Assessment systems tend to be comprised of three main types of assessment activities, each of which serves a different purpose and addresses different information needs. These three main types are: classroom assessment, examinations, and large scale, system level assessments. This report focuses specifically on policies in the area of student assessment

    Abstract: To be credible, any plan for scaling up infrastructure in Africa must rest on a thorough evaluation of how fiscal resources are allocated and financed. Because in every plausible scenario the public sector retains the lion's share of infrastructure financing, with private participation remaining limited, a central purpose of such an evaluation is to identify where and how fiscal resources can be better used if not increased without jeopardizing macroeconomic and fiscal stability. The stakes are high, because the magnitude of Africa's infrastructure needs carries a commensurate potential for misuse of scarce fiscal resources. The authors analyze recent public expenditure patterns to identify ways to make more fiscal resources available for infrastructure. The authors do this in three ways. First, we quantify the level and composition of public spending on infrastructure so as to match fiscal allocations to the particular characteristics of individual subsectors and to countries' macroeconomic type (low-income fragile, low-income no fragile, oil-exporting, and middle-income). Second, the authors evaluate public budgetary spending for infrastructure against macroeconomic conditions to get a sense of the scope for making additional fiscal resources available based on actual allocation decisions in recent years. And, third, the authors look for ways to make public spending for infrastructure more efficient, so as to better use existing resources. Any exercise of this kind encounters data limitations. First, because it was not feasible to visit all sub national entities, some decentralized infrastructure expenditures probably have been underrepresented, with particular implications for the water sector. Second, it was not always possible to fully identify which items of the budget are financed by donors, and contributions by nongovernmental organizations (NGOs) to rural infrastructure projects are likely to have been missed completely. Third, it was not always possible to obtain full financial statements for all of the infrastructure special funds that the authors identified. Fourth, accurate recording of annual changes in fixed capital formation (capital expenditure) of State-owned enterprises (SOEs) remains a methodological challenge. Fifth, accurate measurement of existing public infrastructure stock will require further methodological development

    Abstract: High labor tax wedges and slow formal employment growth have combined to make labor tax reform an important economic policy issue in Turkey. This synthesis report presents the results of a series of empirical studies of the impact of a labor tax reform. The analysis was undertaken before the social contribution reforms that were introduced as part of the 2008 employment package. Using data from firms, households, and social insurance files, the research finds that employment does respond to changes in labor costs at levels that are comparable to those found in other middle-income and Organization for Economic Co-operation and Development (OECD) countries. The results show that reducing labor costs could significantly boost registered employment. However, the actual effect of lower taxes on employment would be diluted because a significant portion of the reduced tax will be captured by workers through higher wages rather than by employers through lower labor costs. As a result, tax cuts targeted towards low-wage labor would be more cost-effective than across-the-board reductions. To achieve overall fiscal neutrality, compensating additional revenues from other sources or reduced expenditures will be needed to accompany lower contribution rates

    Abstract: Vietnam's transport sector plays an important role in its socioeconomic development. Passenger transport helps meets daily needs and contributes significantly to tourist service development while freight transport helps meet the country's demand for delivery of raw materials and of semi-finished products to production facilities and for transport of finished products to consumers. With the overall growth in transport in the country, each of the main forms of transport (road, railway, aviation, inland waterways and maritime) are currently increasing the total fuel use for transport and as a result overall greenhouse gas emissions. In addition to the mix of transport modes used, the major factors affecting the impact of this growth on current and future greenhouse gases from each mode of transport are the quality and quantity of the vehicles and supporting infrastructure and the type of fuels used and their efficiency. The following sections evaluate the infrastructure and fuel use of each of the modes of transport (sections 1.1-1.5), the current and projected greenhouse gas emissions from the sector and the reasons for this (section 2), and typologies of interventions that can reduce the emissions from the sector (section 3)

    Abstract: The purpose of this report is to provide a detailed analysis of the behavior of cropping output in agriculture between 1992 and 2006 in Vietnam at both the national and regional level. There are several motivations. The report focuses our analysis on trends with respect to how rapidly output was growing in real terms. The next parts of the chain will link output to farm incomes more directly. First this requires information on the value-added from crop production (gross output value less the cost of intermediate inputs) in order to convert gross revenue into real net income. Second, the report will have to convert 'real farm profits' measured in producer prices, to 'real incomes' that link to farmer welfare, utilizing the Consumer Price Index (CPI) for rural households. Third, the period 1992 through 2006 has been one of considerable change in the economic and policy environment that might affect the growth of agriculture. In this report, the report focus only on the trends in real output at the national and sub-regional level, and save the latter two links of the chain for future work

    Abstract: The Country Environmental Analysis (CEA) for Timor-Leste identifies environmental priorities through a systematic review of environmental issues in natural resources management and environmental health in the context of the country's economic development and environmental institutions. Lack of data has been the main limitation in presenting a more rigorous analysis. Nevertheless, the report builds on the best available secondary data, presents new data on the country's wealth composition, and derives new results on the costs of water and air pollution. The CEA calls for urgent attention to gaps in the environmental management framework, the lack of capacity to implement the few regulations in place, and the high cost of indoor air pollution and poor water, sanitation, and hygiene. Timor-Leste is a young country that regained independence in 2002, and it has emerged from a bitter past burdened by colonialism and violent conflicts. It is still a fragile state facing enormous challenges. The report also points out the lack of clean water, appropriate sanitation, and hygiene as an environmental priority. The CEA estimates that this imposes an economic cost of about

    Abstract: The study starts with a classification of the enterprises depending on their participation to the Vietnam social security. Among the enterprises that contribute, one striking feature is that on average the share in the wage bill of the contributions paid to the Vietnam social security is much lower than the contribution rate established in the law. Even if the enterprises that do not register their employees are excluded from the calculation, the average ratio is of 7.6 percent while the legal rate was in 2006 equal to 23 percent. The study, consequently, examine this issue before investigating the characteristics of the enterprises that do not register their employees. The paper shows that this low ratio is due to a wide practice by enterprises of paying contributions on lower wages than current wages. The paper investigates, furthermore, who benefit from the practice of avoiding registration and from the practice of under-reporting wages to social security. The results indicate strong evidence that employees in enterprises that are not registered to social security and in enterprises that under report wage receive higher net wages

    Abstract: The estimate of the United Nations Conference on Trade and Development is that more than 80 percent or close to 8 million tons in 2007, of world freight is transported by sea. Most, if not all, freight transport moves from the producer to the consumer through logistic processes thereby passing a number of nodal points. As for waterborne transport, sea and river ports and terminals form these nodal points where freight is transferred from one mode to another. Chapter one provides data on world maritime transport and explains the different types of cargo that pass which are carried by the world merchant fleet and the cargoes they carry. It also is explained that the former general cargo type of vessels have evolved into vessel designs that have specifically been designed for different types of cargoes. Chapter two provides an extensive overview of the development of the container in terms of what containers are, how dedicated container vessels have developed as well as the impact of containers on logistic processes, including hinterland connections. Chapter three provides an overview of the world port in terms of numbers and classifies the largest ports in the world in terms of total cargoes, containers and dry bulk. Chapter four presents an overview of the indicators used in ports. Chapter five describes how ports around the world are owned and managed. First the major characteristics and functions of ports are described and possible ownership structures are explained. The chapter six not only describes the aspect of emissions, but also describes other forms of pollution sources of the sector, as these are noise, light, dust and soil and water pollution. As is explained in chapter seven, port work has gradually changed from pure physical work to processing control using dedicated and complicated equipment and automated systems. Similarly, the work of seafarers has changed. Chapter eight provides tools as to how cities can cope with this issue; in particular how former port areas can be and have been re-integrated in the city. Chapter nine presents a number of examples comparing rates that were charged in 2008 with those in the same period in 2009. Finally, chapter ten provides a comparison between the World Bank's transport business strategy paper 2008-2012 and the issues presented in this overview of ports and waterborne transport

    Abstract: This paper sketches a macroeconomic scenario for China for 2010-20. Growth accounting exercise finds that, with both the working population and total factor productivity on course to decelerate, potential gross domestic product (GDP) growth is likely to moderate in the coming 10 years, despite still sizeable capital deepening. Actual GDP should grow broadly as fast as potential GDP, continuing the track record since the late 1990s. With some rebalancing expected, the share of consumption in GDP is likely to bottom out and to rise somewhat through 2015 while the share of investment edges down. Robust economic growth in China would support imports. Meanwhile, given the outlook for the world economy, the share of exports in GDP may decline in 2010-2015 despite good competitiveness. As a result, the trade surplus may diminish relative to the size of China's economy. Even so, the external surplus will continue to rise in US dollar terms, especially the current account. In 2020 China's GDP per capita will be broadly comparable to the current level in Latin America, Turkey, and Malaysia. Adjusted for purchasing power, in 2020 China's GDP per capita will be one-fourth of the US level and China's total economy larger than that of the US. The pace of catch up in current prices and market exchange rates will depend on the extent of real exchange rate (RER) appreciation. Past experience internationally suggests that, with a large portion of labor employed in agriculture, RER appreciation may be modest in the coming decade. However, demographic changes may speed up the tightening of the labor market and trend RER appreciation. Reflecting this uncertainty, two scenarios are presented, suggesting China may become the largest economy on this metric sometime between 2020 and 2030

    Abstract: South Africa has rapidly reduced trade barriers since the end of Apartheid, yet agricultural production and exports have remained sluggish. Also, poverty and unemployment have risen and become increasingly concentrated in rural areas. This paper examines the extent to which remaining price distortions, both domestic and foreign, are contributing to the underperformance of the agricultural sector vis-a-vis the rest of the economy. The author draws on a computable general equilibrium (CGE) and micro-simulation model of South Africa that is linked to the results of a global trade model. This framework is used to examine the effects of eliminating global and domestic price distortions. Model results indicate that South Africa's agricultural sector currently benefits from global price distortions, and that removing these will create more jobs for lower-skilled workers, thereby reducing income inequality and poverty. The author also fined that South Africa's own policies are biased against agriculture and that removing domestic distortions will raise agricultural production. Job losses in nonagricultural sectors will be outweighed by job creation in agriculture, such that overall employment rises and poverty falls. Overall, the findings suggest that South Africa's own policies are more damaging to its welfare, poverty and inequality than distortionary policies in the rest of the world. Existing national price distortions may thus explain some of the poor performance of South Africa's agricultural sector and rural development

It begins with three broad stylized facts: governments tend to tax agriculture in poorer countries, and subsidize it in richer ones, tax both imports and exports more than nontradables and tax more and subsidize less where there is more land per capita. We test a variety of political economy explanations, finding results consistent with hypothesized effects of rural and urban constituents' rational ignorance about small per person effects, governance institutions' control of rent seeking by political leaders, governments' revenue motive for taxation, and the role of time consistency in policy making. We also find that larger groups obtain more favorable policies, suggesting that positive group size effects outweigh any negative influence from free ridership, and that demographically driven entry of new farmers is associated with less favorable farm policies, suggesting the arrival of new farmers erodes policy rents and discourages political activity by incumbents. Another new result is that governments achieve very little price stabilization relative to our benchmark estimates of undistorted prices, and governments in the poorest countries actually destabilize domestic prices

    Abstract: Globalization has imposed entry requirements on developing economies. Countries need to have the ability to synchronize the business processes which take place within local producers with business processes, which take place in the supply chains of their suppliers and their customers. Integrated logistics services are nowadays a critical component of international freight transport systems, but their development and coverage vary widely across countries, in particular in the developing world. This paper explains this important development. It documents the increasingly important role, which third party logistics service providers play in facilitating business process connectivity and thus in integrating producers based in developing countries into the global economy. It provides a look at the global significance of integrated logistics services in a globalized economy, and goes on to review specific examples of establishment of such services in developing countries. These examples in turn suggest a set of specific policy recommendations to help policymakers enable the development of efficient logistics services to serve both their domestic and international markets. The paper describes ways in which integrated logistics services have evolved over the past 20 years. It describes aspects of that development, which have particular significance for accelerating the economic growth of developing economies. From a review of various means, which third party service providers have used to integrate the business processes of their clients into the supply chains of their clients, it attempts to develop some general principles, which can help policy makers to enhance the competitiveness of their own economies. In additional it discusses the interface between public and private sectors and particular ways in which public policy can enhance competitiveness through this important growth leverage. It goes on to discuss appropriate means and modes for regulating an emerging third party logistics industry and, finally, it suggesting specific initiatives and service design initiatives, which can help, accelerate economic development

The administration of the customs duty is unique and has been addressed extensively in the literature on customs modernization. Labor taxes primarily imposed on salaried individuals are not covered by this handbook, even though their incidence affects business. VAT has been included even though it is a tax on consumption because the administrative burden to comply with it is primarily on business

    Abstract: Main pharmaceutical policy goals in Ghana are access to essential medicines for everybody, quality assurance for all drugs on the market, a functioning and efficient supply chain as well as rational use of medicines by professionals and patients. There is also a commitment to strengthen the domestic pharmaceutical industry, outlined under health industry in the national health policy. The National Health Insurance System (NHIS) has significantly improved access to medicines for insured patients, measured in increased utilization of facilities and rapidly growing turnover of revolving drug funds. The risk is now that non-rational prescribing and fraud lead to a growing medicine bill that threatens financial sustainability of NHIS. On the other hand, National Health Insurance Authority (NHIA) has the resources and purchasing power to influence provider behavior as well as the market in terms of quality and price. The purpose of this policy note is to provide a compact overview of the situation, trends and opportunities in the pharmaceutical sector in Ghana as relevant to the strategic objectives in the five year program of work. It summarizes data from a number of recent studies and reports that were done by a range of partners inside and outside the country as well as discussions with key stakeholders in the sector. The intent is to give decision makers up-to-date background information and provide some suggestions for specific policy initiatives designed to achieve the work program objectives, with a particular focus on the role health insurance can play to stabilize and improve service delivery, increase access to quality medicines and promote rational use. The overall legal framework for the pharmaceutical sector is set by the Food and Drugs Law from 1992, amended by Act 523 in 1996. It defines the role of the food and drugs board as separate entity under control of the Ministry of Health (MOH), responsible for regulating the sector. The Food and Drugs Board (FDB) also runs the official drug quality control laboratory that is in charge of testing quality samples obtained from manufacturers, importers, distributors or other sources. The FDB is also working on an improvement of its public website in an effort to strengthen communication with the general public to increase transparency and improve governance

    Abstract: This report addresses the fact that natural disasters have caused vast social upheaval and economic damage to Armenia. This ongoing vulnerability to natural disasters has led Armenia to appreciate the advantages of developing a comprehensive strategy to help minimize ensuing fiscal exposure because the national budget will never be adequate to mitigate, respond, and recover from these recurrent but unavoidable crises. Since the Spitak earthquake, Government has reorganized its emergency management system and established many seismic mitigation activities and created a Ministry of Emergency Situations (MoES) and established a cabinet-level Minister responsible for disaster response. Government may wish to build on these achievements. The report is also based on a study carried out in Armenia under the Global Facility for Disaster Reduction and Recovery (GFDRR) project, which analyzed disaster risks, assessed existing systems, mechanisms, and institutional capacities, and made recommendations for developing a comprehensive national disaster reduction and preparedness agenda, which could form the basis for a natural disaster reduction project

    Abstract: This report documents the progress of Lithuania in science, technology and innovation (STI) in areas singled out by three major international reports prepared by the Norwegian Research Council (1996), the World Bank (2003) and the CREST-OMC panel (2007). The task was to summarize recommendations of these studies, report on the progress achieved to date and point to priorities for the future. From a low point in the mid-1990s the Lithuanian STI system has gradually strengthened. Funding for R&D has increased and Lithuanian research groups have stepped up their performance in terms of publication output and relevance. It is the opinion of the reviewers that marked progress is evident and visible with respect to the goals of the three reports. This development has indeed been very positive and shows the strong commitment for a continuous improvement of the basic framework conditions for R&D in Lithuania. Nonetheless challenges remain. In order to further the development of STI-policies in Lithuania the report offers new recommendations in four areas: oversight and governance, science base, R&D linkages, and increasing innovative capacity

    Abstract: A solid financial armor could not protect Thailand against the impact of the global financial crisis on its real economy. Despite a sound banking system and low external vulnerabilities, the Thai economy contracted 5.7 percent between October 2008 and March 2009, as the magnitude and speed of the contraction in foreign demand, and resulting shock to the real economy, has been greater than anticipated. There continues to be little impact of the global financial crisis on Thailand's banks: liquidity remained adequate as financial institutions did not face solvency concerns given their adequate capitalization and lack of exposure to 'toxic' assets or risky derivative contracts. The combination of a sound financial sector, low external roll-over and balance-of-payment financing requirements, and, more recently, large current account surpluses, has led to capital inflows, build-up in reserves and an appreciation of the Baht relative to other currencies in the region. However, the impact of the global crisis on the real sector was far more severe than expected. Export volumes contracted by 8.9 percent in the fourth quarter of 2008, compared to the World Bank's forecast in December of a 3.0 percent expansion. Exports contracted a further 16 percent in the first quarter of 2009. The aggravation of Thailand's political crisis, which had been dampening investor and consumer confidence since 2006, compounded the shock to the real economy. As a result, real gross domestic product (GDP) contracted in the fourth quarter of 2008 and first quarter of 2009 after 38 quarters of growth, and is expected to contract for 2009 as a whole, the first annual contraction since the Asian financial crisis of 1997-1998

    Abstract: This set of policy notes is intended to provide suggestions to the new Government on policy actions for addressing the various economic and social challenges that Moldova faces. Economic and social policy issues are the focus of this document. The notes have been prepared in the context of the current economic crisis, with short-term priorities and suggestions for immediate policy actions highlighted. This guidance for responding to the current crisis is followed by a medium-term agenda, which outlines possible policy measures for the longer term to promote and support sustainable development. However, it must be noted, that acting on these policy notes effectively will only be possible in a political climate of consensus in which the wounds left by the post-election conflict are allowed to heal. This will need reaffirmation of Moldova's citizens' basic human and civil rights. However, the global economic crisis has significantly clouded Moldova's immediate outlook. In addition, due to the global economic crisis, the economy of the Transnistria region has collapsed. Russia is now paying the civil service wage bill and pensions. An important contribution to the reintegration of the region would be for the Government of Moldova to assist in mitigating the impact of the crisis on the poor in Transnistria

    Abstract: Nonperforming Loans (NPLs) in the banking system constituted 16.5 percent of total loans, owing primarily to the corporate sector. The Credit Bureau, maintained by the Association of Serbian Banks, also discloses dramatic increases in corporate and retail defaults over the past year. NPL resolution and loan loss mitigation is hampered by a still evolving but uneven collateral and enforcement framework that complicates restructuring and leads to delays and lower recoveries in execution procedures. Corporate debt resolution is further complicated by a pattern of corporate misconduct designed to circumvent a creditor's legitimate enforcement rights. This is particularly acute in response to account blockages. In an effort to survive, business owners frequently engage in a pattern of corporate fraud to avoid their legitimate obligations by creating alter ego or shell companies through which to conduct their ongoing business activities, with all funds passing through the new legal entity. That entity is free from debt and can open bank accounts, engage in contracts, and carry on business as usual using the corporate assets of the prior legal entity under cleverly disguised lease or contractual use obligations. In most modern economies, such practices constitute fraud or fraudulent transfers that can carry stiff penalties, including loss of business privileges. Other reported abuses include applying for voluntary dissolution during which the owner or a friendly receiver continues to operate the business for years in an apparent wind-down of the business, while ignoring creditor claims

    Abstract: Good corporate governance ensures that companies use their resources more efficiently, protects minority shareholders, leads to better decision making, and improves relations with workers, creditors, and other stakeholders. It is an important prerequisite for attracting the patient capital needed for sustained long-term economic growth. This report provides an assessment of the Kingdom of Saudi Arabia (KSA) corporate governance policy framework. It highlights recent improvements in corporate governance regulation, makes policy recommendations, and provides investors with a benchmark against which to measure corporate governance in KSA. The corporate governance laws, regulations, and institutions that have been put in place generally reflect international good practice. In the wake of the market correction of 2006, market regulators focused on the need for better corporate governance via legal and institutional reforms. These included passing a Corporate Governance Regulation (CGR) for listed companies (2006), and further strengthening the supervisory functions across the financial sector. However, many of the laws and institutions are still relatively new and untested; awareness of the importance of good corporate governance is low, and implementation by companies in its early stages

    Abstract: A wide range of public policies aims at improving the social welfare of the population or specific groups among the population. The use of the term social protection usually refers to the group of social policies that provide cash transfer to protect households from poverty. The goal of this study is to measure the possible impact of these new policies. Because the new regulations have been recently passed and few administrative data on the programs are available, the study cannot report on the effective impact of the new policy. The approach instead uses the 2006 VHLSS (Vietnamese Household Living Standard Survey) to estimate how efficient the new policy could be if it had enough resource to be fully implemented without any restriction. The first section measures how many of the poor could be eligible to social allowances if the decision 67 could be fully implemented. The second section describes the characteristics of the poor that would probably not benefit from this new policy
