    Abstract: Over the last two centuries and indeed up to the present day, Eastern Europe's lands and peoples have conjured up a complex mixture of fascination, anxiety, promise, and peril for Germans looking eastwards. Across the generations, a varied cast of German writers, artists, philosophers, diplomats, political leaders, generals, and Nazi racial fanatics have imagined (often in very different ways) a special German mission in the East, forging a frontier myth that paralleled the American myths of the 'Wild West' and 'Manifest Destiny'. Through close analysis of German views of the East from 1800 to our own times, The German Myth of the East reveals that this crucial international relationshiphas in fact been integral to how Germans have defined (and repeatedly redefined) themselves and their own national identity. In particular, what was ultimately at stake for Germans was their own uncertain position in Europe, between East and West. Paradoxically, the East came to be viewed as both anattractive land of unlimited potential for the future and as a place undeveloped, dangerous, wild, dirty, and uncultured. Running the gamut from the messages of international understanding announced by generations of German scholars and sympathetic writers, to the violent racial utopia envisaged by the Nazis, German imaginings of the East represent a crucial, yet unfamiliar, part of modern European history, and one that remains fundamentally important today in the context of an expanded European Union.

    Abstract: There is much heated rhetoric about the widening gulf between Europe and America. According to the American right, Europeans are lazy, defeatist and irreligious, while Americans are entrepreneurial, optimistic, and pious. And according to Europeans, America is harsh, dominated by the market, crime-ridden, violent, and sharp-elbowed. But are the US and Europe so different? In doing so it illuminates the central values of the period, while at the same time throwing incidental light on some of the perennial problems of human existence. - ;How should we live?     Abstract: Developing East Asia is battling the forces of global recession. The impact of the crisis in the advanced countries was transmitted to the economies of the region with unusual speed. In the region, the initial global financial turbulence was marked by sudden reversals of capital flows in the middle-income economies, rapidly declining equity market prices, a sharp increase in the price of external private capital, a shortage of dollar liquidity, and in some cases, a depreciating currency. Now with aggregate global demand falling precipitously, region-wide declines in exports and industrial production are triggering widespread factory closures, rising unemployment, and lower real wages, with disproportionate effects on the poor and near-poor. Authorities in many countries are implementing social programs and cash transfers to assist those most in need. Where possible, policymakers have responded quickly with expansionary monetary and fiscal policies, including fiscal stimulus packages, although in most cases these measures will only mitigate, not overcome, the contraction forces operating on their economies

    Abstract: Globalization has imposed entry requirements on developing economies. Countries need to have the ability to synchronize the business processes which take place within local producers with business processes, which take place in the supply chains of their suppliers and their customers. Integrated logistics services are nowadays a critical component of international freight transport systems, but their development and coverage vary widely across countries, in particular in the developing world. This paper explains this important development. It documents the increasingly important role, which third party logistics service providers play in facilitating business process connectivity and thus in integrating producers based in developing countries into the global economy. It provides a look at the global significance of integrated logistics services in a globalized economy, and goes on to review specific examples of establishment of such services in developing countries. These examples in turn suggest a set of specific policy recommendations to help policymakers enable the development of efficient logistics services to serve both their domestic and international markets. The paper describes ways in which integrated logistics services have evolved over the past 20 years. It describes aspects of that development, which have particular significance for accelerating the economic growth of developing economies. From a review of various means, which third party service providers have used to integrate the business processes of their clients into the supply chains of their clients, it attempts to develop some general principles, which can help policy makers to enhance the competitiveness of their own economies. In additional it discusses the interface between public and private sectors and particular ways in which public policy can enhance competitiveness through this important growth leverage. It goes on to discuss appropriate means and modes for regulating an emerging third party logistics industry and, finally, it suggesting specific initiatives and service design initiatives, which can help, accelerate economic development

The purpose of the guide is to make concerned trade and transport-related officials, managers and personnel in developing countries acquainted with, and aware of, the many initiatives mushrooming in the field of supply chain security, what these will mean for their respective organizations, and how to tackle the inlaid challenges. This chapter attempts to clarify the background and current status of the multitude of programs that exist across the world today. This is achieved by, firstly, giving a brief account of the changing security environment (post 9/11) and its resulting implications for SCS programs. This is important as it helps to explain the motivation of the programs which are later expanded upon in more detail within the chapter. Within this section, the motivations for different types of programs, not directly linked to the events of 9/11 but to other reasons, such as combating illegal activities, enhancement of efficiency and standardization are also explained. This report provides an assessment of the Kingdom of Saudi Arabia (KSA) corporate governance policy framework. It highlights recent improvements in corporate governance regulation, makes policy recommendations, and provides investors with a benchmark against which to measure corporate governance in KSA. The corporate governance laws, regulations, and institutions that have been put in place generally reflect international good practice. In the wake of the market correction of 2006, market regulators focused on the need for better corporate governance via legal and institutional reforms.     Abstract: This paper analyzes how investment incentives may or may not be used to foster private investment, particularly in developing countries. As practitioners and policymakers can attest, political economy exerts a powerful influence on incentives. Many incentives especially generous ones have persisted because of lobbying by special interests and politicians' need to curry favor. Yet little research has been done on how political economy affects incentive policy. Second, the paper sheds light on the role that political economy plays in the popularity of incentives and the related shortcomings. Incentives are sometimes used to dole out favors to investors, so investors who benefit from incentives resist attempts to eliminate them. This paper suggests a way to tackle such problems. Third, the paper compiles good practices on managing and administering incentives in developing countries, drawing on government and private sector experiences. Finally, the paper provides policymakers with a framework for analyzing the efficacy of investment incentives based on the sector and level of development involved, and suggests reforms for moving toward best practice

    Abstract: Over the last decade, consumer credit in the Russian Federation has expanded from almost nothing to 9.2 percent of GDP in 2008, at 84 percent average annual growth in 2003-2008 year for five years. Yet, the increases have been uneven throughout the Russian population: more than 40 percent are still financially excluded and only 16 percent have bank accounts. A 2008 survey found that Russian consumers had low levels of financial literacy and lacked awareness of their rights as financial consumers. Three-quarters of the survey's respondents said they would like to receive financial education in order to protect themselves financially and plan for the future. Similar trends of the booming credit markets amid significant gaps in financial literacy around the world have contributed to the global financial crisis of 2008 and emphasized the importance of consumer protection and financial education programs for the long-term health of the financial sector. Responding to a request from Russian authorities, the World Bank conducted a diagnostic review to help Russia design an effective consumer protection and financial literacy framework.     Abstract: After a growth slowdown that lasted six years (including a contraction of 1.3 percent last year), the Latin American and Caribbean (LAC) region is finally expected to resume positive growth in 2017, with market analysts forecasting real GDP growth of 1.2 percent for 2017 and 2.3 percent for 2018. The recovery, particularly in South America, will be led by a strong rebound in Argentina, which is expected to grow by 2.8 percent in 2017 and 3.0 percent in 2018, and Brazil, which is expected to resume positive growth as well, expanding by 0.7 percent in 2017 and 2.3 in 2018, after contracting for two consecutive years. The usual external drivers of growth (particularly commodity prices, and growth in China and U.S.) are expected to remain relatively neutral, which points to the need for the region to reinforce its own sources of growth (e.g., structural reforms, investment in infrastructure, and further international trade both within and outside the region). Unfortunately, the region finds itself in a weak fiscal situation with 28 out of 32 countries with an overall fiscal deficit, which implies that a gradual but sustained fiscal consolidation will be needed in the years ahead.The report's main focus (Chapter 2) is on the monetary policy dilemma faced by countries in LAC. When a typical commodity-exporter country in LAC is hit by, say, a negative terms of trade shock, real GDP falls, the currency depreciates, and inflation increases. The Central Bank faces the dilemma of (i) increasing policy rates to defend the currency/fight inflation, but at the cost of aggravating the recession or (ii) reducing the policy rate, thus stimulating output, but encouraging further depreciation and inflation. Traditionally, LAC countries have chosen the first option and have thus pursued procyclical monetary policy (i.e., increasing policy rates in bad times). Recently, however, many countries have been able to switch and become countercyclical (i.e., reducing policy rates in bad times), which enables them to prop up the economy in recessionary times (which is particularly important when lack of fiscal space precludes countercyclical fiscal policy)

    Abstract: Countries regularly track gross domestic product (GDP) as an indicator of their economic progress, but not wealth-the assets such as infrastructure, forests, minerals, and human capital that produce GDP. In contrast, corporations routinely report on both their income and assets to assess their economic health and prospects for the future. Wealth accounts allow countries to take stock of their assets to monitor the sustainability of development, an urgent concern today for all countries. The Changing Wealth of Nations 2018: Building a Sustainable Future covers national wealth for 141 countries over 20 years (1995-2014) as the sum of produced capital, 19 types of natural capital, net foreign assets, and human capital overall as well as by gender and type of employment. Great progress has been made in estimating wealth since the first volume, Where Is the Wealth of Nations? Measuring Capital for the 21st Century, was published in 2006. New data substantially improve estimates of natural capital, and, for the first time, human capital is measured by using household surveys to estimate lifetime earnings. The Changing Wealth of Nations 2018 begins with a review of global and regional trends in wealth over the past two decades and provides examples of how wealth accounts can be used for the analysis of development patterns. Several chapters discuss the new work on human capital and its application in development policy. The book then tackles elements of natural capital that are not yet fully incorporated in the wealth accounts: air pollution, marine fisheries, and ecosystems. This book targets policy makers but will engage anyone committed to building a sustainable future for the planet

    Abstract: The new 2030 Agenda for Sustainable Development includes water, sanitation, and hygiene (WASH) at its core. A dedicated Sustainable Development Goal (SDG 6) declares a commitment to "ensure availability and sustainable management of water and sanitation for all." Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period.In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions.Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals

    Abstract: With a population of 16 million, Karachi is the largest megacity in Pakistan. Despite being a large city that is home to many, it has seen a substantial decline in quality of life and economic competitiveness in recent decades. Basic service delivery is very poor, with very low indicators for water supply, sanitation, public transport and public spaces. Pollution levels are high, and the city is vulnerable to disasters and climate change. A highly complex political economy, institutional fragmentation, land contestation, crime and security issues and social exclusion exacerbate these issues and make city management challenging.The Karachi City Diagnostic and Transformation Strategy attempts to present detailed data on the economy, livability and key urban services of the city, by identifying and quantifying the requirements to bridge the services gap in the city. It also proposes pathways towards the transformation of Karachi into a more livable, inclusive and economically competitive city by outlining policy actions that the city can undertake.The first part of the report provides an in-depth review of Karachi and is organized into three themes focused on key aspects of city management: (i) city growth and prosperity discussing city economy, competitiveness, business environment and poverty; (ii) city livability discussing urban and spatial planning, urban governance and municipal service delivery (water and sanitation, public transport and solid waste); and (iii) sustainability and inclusiveness discussing the city's long term resilience based on fiscal management, disaster resilience and climate change, and social inclusion. In each section, a diagnostic is provided on the issues, along with possible prioritized actions to resolve them.The second part of the report concludes by identifying four pillars for city transformation. These include: (i) building inclusive, coordinated and accountable institutions; (ii) greening Karachi for sustainability and resilience; (iii) leveraging on the city's economic, social and environmental assets; and (iv) creating a smart city through smart policies and technology
