    Kurzfassung: "Superdiversity explores processes of diversification and the complex, emergent social configurations that now supersede prior forms of diversity in societies around the world. Migration plays a key role in these processes, bringing changes not just in social, cultural, religious and linguistic phenomena, but also in the ways that these phenomena combine with others like gender, age and legal status. The concept of superdiversity has been adopted by scholars across the social sciences in order to address a variety of forms, modes and outcomes of diversification. Central to this field is the relationship between social categorization and social organization, including stratification and inequality. Increasingly complex categories of social "difference" have significant impacts across scales, from entire societies to individual identities. While diversification is often met with simplifying stereotypes, threat narratives, and expressions of antagonism, superdiversity encourages a perspective on difference as comprising multiple social processes, flexible collective meanings, and overlapping personal and group identities. A superdiversity approach encourages the re-evaluation and recognition of social categories as multidimensional, unfixed and porous as opposed to views based on hardened, one-dimensional thinking about groups. Diversification and increasing social complexity are bound to continue, if not intensify, in light of climate change. This will have profound impacts on the nature of global migration, social relations and inequalities. Superdiversity presents a convincing case for recognizing new social formations created by changing migration patterns and calls for a re-thinking of public policy and social scientific approaches to social difference. This introduction to the multidisciplinary concept of superdiversity will be of considerable interest to students and researchers in a range of fields in the humanities and social sciences"--

Employing digital images of, for example, fingerprints, DNA, bones, faces or irises, biometric technologies use bodies to identify, categorize, and regulate individuals' cross-border movements. Based on innovative collaborative fieldwork, this book examines how biometrics are developed, put to use and negotiated in key European border sites. It analyses the disparate ways in which the technologies are applied, perceived and experienced by border control agents and others managing the cross-border flow of people, by scientists and developers engaged in making the technologies, and by migrants and NGOs attempting to manoeuvre in the complicated and often unpredictable systems of technological control. Biometric technologies are promoted by national and supra-national authorities and industry as scientifically exact and neutral methods of identification and verification, and as an infallible solution to security threats. The ethnographic case studies in this volume demonstrate, however, that the technologies are, in fact, characterized by considerable ambiguity and uncertainty, and subject to substantial subjective interpretation, translation and brokering with different implications for migrants, border guards, researchers and other actors engaged in the border world"--

    Kurzfassung: "The Politics of Sustainability in the Arctic argues that sustainability is a political concept because it defines and shapes competing visions of the future. In current Arctic affairs, prominent stakeholders agree that development needs to be sustainable, but there is no agreement over what it is that needs to be sustained. In original conservationist discourse, the environment was the sole referent object of sustainability, however, as sustainability discourses expand, the concept is linked to an increasing number of referent objects, such as, society, economy, culture and identity. This book sets out a theoretical framework for understanding and analysing sustainability as a political concept, and provides a comprehensive empirical investigation of Arctic sustainability discourses. Presenting a range of case studies from Greenland, Norway, Canada, Russia, Iceland and Alaska, the essays in this volume analyse the concept of sustainability and how actors are employing and contesting this concept in specific regions within the Arctic. In doing so, the book demonstrates how sustainability is being given new meanings in the postcolonial Arctic and what the political implications are for postcoloniality, nature, and development more broadly. This would enable us to better understand the role of innovation in education. This new edition of Measuring Innovation in Education examines what has (or has not) changed for students over the past decade in OECD education systems. It reviews no fewer than 150 educational practices. The report casts light on systemic innovation in primary and secondary education, with a focus on pedagogical innovation. Has the use of technology spread? Have assessments become more important in pedagogical practices? Are students given more agency in their learning? Are they still asked to memorise facts and procedures? Do teachers increasingly engage students in peer learning activities? These are some of the questions this book seeks to answer. This report also presents some preliminary findings about the links between innovation and educational performance.     Kurzfassung: Creativity and critical thinking are key skills for complex, globalised and increasingly digitalised economies and societies. While teachers and education policy makers consider creativity and critical thinking as important learning goals, it is still unclear to many what it means to develop these skills in a school setting. To make it more visible and tangible to practitioners, the OECD worked with networks of schools and teachers in 11 countries to develop and trial a set of pedagogical resources that exemplify what it means to teach, learn and make progress in creativity and critical thinking in primary and secondary education. Through a portfolio of rubrics and examples of lesson plans, teachers in the field gave feedback, implemented the proposed teaching strategies and documented their work. Instruments to monitor the effectiveness of the intervention in a validation study were also developed and tested, supplementing the insights on the effects of the intervention in the field provided by the team co-ordinators. What are the key elements of creativity and critical thinking? What pedagogical strategies and approaches can teachers adopt to foster them? How can school leaders support teachers' professional learning? To what extent did teachers participating in the project change their teaching methods? How can we know whether it works and for whom? These are some of the questions addressed in this book, which reports on the outputs and lessons of this international project.

    Kurzfassung: "Using detailed examples from Finland, Hungary, Canada and the UK, this book explores relationships between the racialization and discrimination experienced by heterogeneous European Roma populations, and the processes of everyday bordering embedded in state policies and media discourses. In the context of the long histories of discrimination experienced by Roma people across Europe, the chapters engage with changing EU policies, including the recent tensions between inter-European de-bordering and the selective immigration policies introduced as different states react to EU free movement. Employing an intersectional analysis, the authors capture the perspectives of differentially situated people and associated discourses to examine the continuing racism experienced by European Roma citizens in their interaction with bordering technologies. They examine the homogenizing ‘racial othering’ and construction of Roma as a ‘criminal category’ that co-exists with the differentiations made between ‘indigenous’ and ‘migrant’ Roma central to dominant bordering discourses and the contestations of different Roma populations. Chapters focus on Roma activism and the media, the exclusion of Roma residents via urban regeneration and welfare provision, and powerful media and political discourses about Roma populations in different national and transnational contexts.     Kurzfassung: "The book examines some of the dilemmas surrounding Europe's open borders, migrations, and identities through the prism of the Roma - Europe's most dispersed and socially marginalised population. The volume challenges some of the myths surrounding the Roma as a 'problem population', and places the focus instead on the context of European policy and identity debates. It comes to the conclusion that the migration of Roma and the constitution of their communities is shaped by European policy as much as and often more so than by the cultural traits of the Roma themselves. The chapters compare case studies of Roma migrants in Spain, Italy, France, and Britain, and the impact of migration on the origin communities in Romania. The study combines historical and ethnographic methods with insights from migration studies, drawing on a unique multi-site collaborative project that for the first time gave Roma participants a voice in shaping research into their communities."--Provided by publisher

    Kurzfassung: Panama has achieved socio-economic improvements in recent decades thanks to strong economic growth and consequent poverty reduction. Its growth model is characterised by a dual economy in which a small number of activities, including those related to the Canal and Special Economic Zones, have exhibited high productivity growth but limited job creation. Panama should now embark on a new reform agenda to become a sustainable and inclusive high-income country. This report urges greater productivity in sectors that contribute to job formalisation to reduce disparities in income and among regions. As developing these policies requires further resources, taxation system and private sector involvement through public-private partnerships should also be reinforced. Focusing on skills and jobs, regional development and development financing, the volume provides analysis and recommendations on three areas which are key for Panama.

    Kurzfassung: This book explores recent developments in environmental cost-benefit analysis (CBA). This is defined as the application of CBA to projects or policies that have the deliberate aim of environmental improvement or are actions that affect, in some way, the natural environment as an indirect consequence. It builds on the previous OECD book by David Pearce et al. (2006), which took as its starting point that a number of developments in CBA, taken together, altered the way in which many economists would argue CBA should be carried out and that this was particularly so in the context of policies and projects with significant environmental impacts. It is a primary objective of the current book not only to assess more recent advances in CBA theory but also to identify how specific developments illustrate key thematic narratives with implications for practical use of environmental CBA in policy formulation and appraisal of investment projects. Perhaps the most significant development is the contribution of climate economics in its response to the challenge of appraising policy actions to mitigate (or adapt to) climate change. Work in this area has increased the focus on how to value costs and benefits that occur far into the future, particularly by showing how conventional procedures for establishing the social discount rate become highly problematic in this intergenerational context and what new approaches might be needed. The contribution of climate economics has also entailed thinking further about uncertainty in CBA, especially where uncertain outcomes might be associated with large (and adverse) impacts.

As globalisation and digitalisation are transforming how people work, how societies function and how individuals interact, Portugal needs to equip its entire population with strong skills so that they can benefit from new opportunities. Portugal has put education and skills at the forefront of the political agenda for many years, but more than half of adults have not completed upper secondary education. With the population ageing rapidly and a growing skills divide between generations, Portugal needs to further strengthen its adult-learning system. To make change happen, Portugal will need a clear vision for the adult-learning system and a strong partnership between all stakeholders – all levels of government, education and training providers, employers, trade unions, the non-profit sector and learners. This report outlines areas where the accessibility, flexibility and quality of the adult-learning system can be improved, where governance and financing mechanisms can be strengthened, and provides examples of international and national good practice to help achieve these objectives. The report provides a series of concrete actions to help Portugal improve the adult-learning system and in turn enhance economic growth and social cohesion.

His influence, particularly on conservative politics in America and Great Britain, substantially helped -- as both supporters and critics agree -- to shape the global economy as it is today. Capitalism and Freedom (1962) is a passionate but carefully reasoned summary of Friedman's philosophy of political and economic freedom, and it has become perhaps his most directly influential work. Friedman's argument focuses on the place of economic liberalism in society: in his view, free markets and personal economic freedom are absolutely necessary for true political freedom to exist.Freedom, for Friedman, is the ultimate good in a society -- the marker and aim of true civilisation. The Netherlands owes its success in no small part to actions it has taken in the past to develop a highly skilled population. Given the profound economic and social transformation that the Netherlands is currently undergoing, skills will be even more important for success in the future. The Dutch education system and the skills of the Dutch population are strong overall. Therefore many of the opportunities for further improving the skills outcomes of the Netherlands are to be found in areas of society where the government has more limited influence, such as the workplace and community. As a consequence, achieving the Netherlands’ skills ambitions will require a whole-of-society approach. The OECD Skills Strategy Diagnostic Report: Netherlands identifies the following three skills priorities for the Netherlands - fostering more equitable skills outcomes, creating skills-intensive workplaces, and promoting a learning culture. These priorities were identified through the analysis of common themes that emerged from stakeholder perspectives on the most important skills challenges facing the Netherlands, and through the OECD’s analysis of the nine skills challenges identified and examined in the report.

    Kurzfassung: Computer scientists are working on reproducing all human skills using artificial intelligence, machine learning and robotics. Unsurprisingly then, many people worry that these advances will dramatically change work skills in the years ahead and perhaps leave many workers unemployable. This report develops a new approach to understanding these computer capabilities by using a test based on the OECD’s Survey of Adult Skills (PIAAC) to compare computers with human workers. The test assesses three skills that are widely used at work and are an important focus of education: literacy, numeracy and problem solving with computers. Most workers in OECD countries use the three skills every day. However, computers are close to reproducing these skills at the proficiency level of most adults in the workforce. Only 13% of workers now use these skills on a daily basis with a proficiency that is clearly higher than computers. The findings raise troubling questions about whether most workers will be able to acquire the skills they need as these new computer capabilities are increasingly used over the next few decades. To answer those questions, the report’s approach could be extended across the full range of work skills. We need to know how computers and people compare across all skills to develop successful policies for work and education for the future.

    Kurzfassung: This report presents evidence-based analysis of current strategies and practices in higher education institutions (HEIs) in Hungary towards a value-creating use of knowledge resources for innovation and entrepreneurship. The analysis and recommendations are highly relevant for policy makers and HEI leaders in other countries. Increased attention to innovation and entrepreneurship both from public policy actors and HEI leadership has triggered an incremental change process in the organisational culture of HEIs and a new approach to education and research for students and staff. HEInnovate is a joint initiative of the European Commission and the OECD to promote the innovative and entrepreneurial higher education institution across Europe and beyond (www.heinnovate.eu).

    Kurzfassung: "The migration of Ethiopians across international borders is a recent phenomenon because of the limited integration of the country and society to the global economy. Since it was never colonized--aside from the Italian occupation of 1936-1941--Ethiopia's economy and society were not directly impacted by the ebb and flow of the global economy, and thus never generated international migration. Beginning in the 1970s, due to factors such as famine, rural poverty, civil war, and political repression, an unprecedented number of Ethiopian migrants began to leave their country in search of better, more secure lives. Today, this diaspora constitutes a distinctive community dispersed across the world, but bound by a common feeling of collectiveness and a shared history of the homeland. The contributors to this volume draw their work from a wide variety of interdisciplinary fields and provide new critical insight on Ethiopian migrants and their diaspora communities. What has emerged from these scholarly works is the recognition that the Ethiopian diaspora--although separated by oceans and nations, by politics, ethnicity, class, gender and age--are carving out a social and material world born out of their particular circumstances both 'here' and 'there'.
