    Abstract: This paper is concerned with how stylised differences in monetary policy transmission mechanisms and product and labour market rigidities between the US and euro-area economies affect their resilience to temporary shocks. To address this issue, a small general equilibrium model with long-run neoclassical and short-run neo-Keynesian features is calibrated to replicate the key properties of the US economy (as in the US Fed’s FRB-US model). To this model, features of the euro area’s financial and then product and labour markets are added sequentially with a view to replicating what is generally agreed are aspects of the functioning of the euro-area economy (as captured by the ECB’s Area-Wide Model). Most of the analysis is conducted assuming identical monetary policy reaction functions, although the sensitivity of the results to this assumption is tested.     Abstract: Regulatory reform efforts in a broad range of industries have resulted in increased importance of competitive forces as a means to allocate resources and improve economic efficiency. A number of indicators suggest that such forces have been stronger in the United States than in most other OECD countries for some time. This has contributed to sizeable productivity gains and good economic performance over the past decade or so. Nonetheless, despite the generally pro-competitive thrust of policies, a number of challenges remain. Although there are few sectors of the economy from which competition policy and law are completely excluded, given the high risk of sanctions and damages for violation, many anomalous exemptions and special regimes have found their way into US legislation. Contrary to other OECD countries, government related firms are exempted from competition enforcement. Intellectual property rights create special challenges for competition policy and some problems have followed their strengthening over the past two decades, such as the soaring cost of patent litigation. The generally favourable experience with deregulation created pressures for liberalisation in network industries, where the United States has rather been a laggard, at least in the electricity sector. Reforms in the 1990s have entailed some positive results but also some setbacks, reflecting both the difficulties in ensuring competition in such industries and policy mistakes.

    Abstract: Melville J. Herskovits and the Racial Politics of Knowledge is the first full-scale biography of the trailblazing anthropologist of African and African American cultures. Born into a world of racial hierarchy, Melville J. Herskovits (1895-1963) employed physical anthropology and ethnography to undermine racist and hierarchical ways of thinking about humanity and to underscore the value of cultural diversity. His research in West Africa, the West Indies, and South America documented the far-reaching influence of African cultures in the Americas. He founded the first major interdisciplinary American program in African studies in 1948 at Northwestern University, and his controversial classic The Myth of the Negro Past delineated African cultural influences on American blacks and showcased the vibrancy of African American culture. He also helped forge the concept of cultural relativism, particularly in his book Man and His Works. Drawing extensively on Herskovits's private papers and published works, Jerry Gershenhorn's biography recognizes Herskovits's many contributions and discusses the complex consequences of his conclusions, methodologies, and relations with African American scholars

    Abstract: "The Savings and Loan Crisis: Lessons from a Regulatory Failure" sets the record straight about what actually happened to our banking institutions in the 1980s. As is documented by the highly respected and diverse group of former regulators, scholars and practitioners contributing to this book, the collapse of this industry was caused by a confluence of adverse economic conditions and misguided regulatory decisions. Poorly designed deposit insurance, faulty supervision, and restrictions on investments prevented savings and loans from adapting to a changing financial marketplace. Unable to use financial innovations, savings and loans could not hedge interest rate and credit risks. These factors blocked portfolio diversification and lay at the root of the crisis. The savings and loan crisis was an accident, but it was an avoidable one. Most of the factors responsible for causing and exacerbating the industry's problems were preventable, as is made clear in this volume. This book also provides an insider's view of the transformation of the financial services industry in the United States since the 1980s: how the managers and owners make decisions about product offerings and investments; how the regulators monitor performance and enforce the rules; and how Congress and the Administration influence and are influenced by the financial services industry. Lastly, it focuses attention on the lessons that should have been learned from this difficult period in the history of U.S. banking, and that should help prevent future banking crises everywhere.

    Abstract: In this paper the OECD’s interlink model is used to explore several possible channels through which a narrowing of the US current account deficit could occur. The shocks considered include dollar depreciation, fiscal consolidation, and an improvement in the non-price competitiveness of US producers. A key conclusion is that shocks would have to be very large in order to materially reduce the US external deficit. In part, this is because second-round effects, including domestic policy responses, tend to offset the shocks’ initial impact. In addition, it is clear that each of the channels for narrowing the deficit involves risks to growth in the rest of the world, particularly in Japan where the authorities have limited room to use monetary or fiscal policy to offset any contractionary pressures.     Abstract: How does an immigrant become an ethnic American? And does American society fundamentally alter because of these newcomers? In Ethnic Routes to Becoming American, Sharmila Rudrappa examines the paths South Asian immigrants in Chicago take toward assimilation in the late twentieth-century United States, where deliberations on citizenship rights are replete with the politics of recognition. She takes us inside two ethnic institutions, a battered women's shelter, Apna Ghar, and a cultural organization, the Indo American Center, to show how immigrant activism, which brings cultural difference into public sphere debates, ironically abets these immigrants' assimilation. She interlaces ethnographic details with political-philosophical debates on the politics of recognition and redistribution. In this study on the under-researched topic of the incorporation of South Asian immigrants into the American polity, Sharmila Rudrappa compels us to rethink ethnic activism, participatory democracy, and nation-building processes

    Abstract: The ability to predict future health care costs reasonably accurately is critical to planning for the Centers for Medicare and Medicaid Services (CMS). The models used for such projections to date, however, are limited in terms of their capacity to take into account the complex array of factors likely to affect future spending. To improve CMS's ability to map the effects on spending of such factors as medical breakthroughs and demographic trends, RAND Health developed the Future Elderly Model (FEM), a demographic-economic model framework of health spending projections that enables the user to answer "what-if" questions about the effects of changes in health status and disease treatment on future health care costs. What distinguishes the FEM from other models is its inclusion of a multidimensional characterization of health status, which allows the user to include a richer set of demographic controls as well as comorbid conditions and functional status. This report describes the development of the FEM and its application in four clinical areas: cardiovascular disease, the biology of aging and cancer, neurological disease, and changes in health care services.     Abstract: Sisterhood Questionedassesses the nature and impact of divisions in the twentieth-century American and British women's movements. Until 1920, feminists had been united in the struggle for suffrage, and the sisterhood of women had been taken for granted. But after the end of the First World War, differences within and between the feminist movements became increasingly apparent, especially in the areas of race, class and internationalism. In this lucidly written study, Christine Bolt sheds new light on these differences, which flourished in an era of political reaction, economic insecurity, polarising nationalism and resurgent anti-feminism. The author reveals how the conflicts were seized upon and publicised by contemporaries, and how the activists themselves were forced to confront the increasingly complex tensions. In particular, the American and British women's movements grew further apart as British women became more conscious of American money, expectation of influence and opposition to the existence of Britain's empire.; Drawing on a wide range of sources, the author demonstrates that women in the twentieth century continued to co-operate despite these divisions, and that feminist movements remained active right up to and beyond the reformist 1960s. This readable and informative survey, including both new research and synthesis, provides the first close comparison of race, class and internationalism in the British and American women's movements during this period. It is invaluable reading for all those with an interest in American history, British history or Women's Studies

    Abstract: This is the first full-scale one-volume survey of the demographic history of the United States. From the arrival of humans in the Western Hemisphere to the current century, Klein analyzes the basic demographic trends in the growth of the pre-conquest, colonial and national populations. He surveys the origin and distribution of the Native Americans, the post-conquest free and servile European and African colonial populations and the variation in regional patterns of fertility and mortality to 1800. He then explores trends in births, deaths, international and internal migrations in the nineteenth century and compares them with contemporary European developments. The profound impact of historic declines in disease and mortality on the structure of the late twentieth century population is explained. Finally the late twentieth century changes in family structure, fertility and mortality are evaluated for their influence on the evolution of the national population for the 21st century

    Abstract: Building upon his previous work and using Richard Hofstadter's The American Political Tradition as a model, Professor Moses has revised and brought together in this book essays that focus on the complexity of, and contradictions in, the thought of five major African-American intellectuals: Frederick Douglass, Alexander Crummell, Booker T. Washington, W.E.B. DuBois and Marcus M. Garvey. In doing so, he challenges both popular and scholarly conceptions of them as villains or heroes. In analyzing the intellectual struggles and contradictions of these five dominant personalities with regard to individual morality and collective reform, Professor Moses shows how they contributed to strategies for black improvement and puts them within the context of other currents of American thought, including Jeffersonian and Jacksonian democracy, Social Darwinism, and progressivism

    Abstract: Over the past decade, the United States has endeavored to increase its ability to detect, prevent, and respond to terrorist threats and incidents. The agriculture sector and the food industry in general, however, have received comparatively little attention with respect to protection against terrorist incidents. This study aims to expand the current debate on domestic homeland security by assessing the vulnerabilities of the agricultural sector and the food chain to a deliberate act of biological terrorism. The author presents the current state of research on threats to agricultural livestock and produce, outlines the sector's importance to the U.S. economy, examines the capabilities that are needed to exploit the vulnerabilities in the food industry, and explores the likely outcomes of a successful attack. The author addresses the question of why terrorists have yet to employ agricultural assaults as a method of operation and offers proposed recommendations for the U.S. policymaking community

    Abstract: The No Child Left Behind Act (NCLB) is a performance-based accountability system built around student test results. The accountability system comprises explicit educational goals, assessments for measuring the attainment of goals and judging success, and consequences (rewards or sanctions). But the mechanisms through which the system is intended to work are not well understood. The authors examined five accountability models: two from the manufacturing sector (the Malcolm Baldrige National Quality Award Program and the Toyota Production System (TPS)), a performance incentive model used in the evaluation of job training programs for the poor, accountability in the legal sector, accountability in health care as shown by clinical practice guidelines, use of statistical risk-adjustment methods, and the public reporting of health performance measures. Although education faces unique challenges, the authors conclude that educators can learn much from these other sectors. The Baldrige, TPS, and the clinical practice guidelines suggest the importance of focused institutional self-assessment, understanding school and district operations as a production process, being able to develop and apply a knowledge base about effective practice, and empowering participants in the process to contribute to improvement efforts. The job training and risk-adjustment models and the legal and health care accountability models provide specific guidance on how to enhance system-wide accountability in education by broadening performance measures; making sure performance goals are fair to all students and schools; developing standards of practice in promising areas; and encouraging professional accountability
