    Abstract: Finding sufficient funds to pay for more resilient health systems is challenging in the current economic context. COVID-19 has shown the need for additional targeted spending on public health interventions, the digital transformation of health systems, and bolstering the health workforce. Rising incomes, technological innovation and changing demographics put further upward pressure on health spending. This could result in health spending reaching 11.8% of GDP across OECD counties by 2040. This publication explores the policy options to finance more resilient health systems whilst maintaining fiscal sustainability. It finds that the scale of the additional health financing needs requires ambitious and transformative policy changes. Robust actions to encourage healthier populations and policies to reduce ineffective spending can put future health expenditure on a far gentler upward trajectory. These would enable spending to reach a more sustainable 10.6% of GDP in 2040. Better budgetary governance is critical. It improves how public funds for health are determined, executed and evaluated. Therefore, a focus of this report is on how good budgeting practices can increase the efficiency of current public spending, and also enable more ambitious policy changes in the medium to longer-term. Findings of this report are targeted at health and finance policy makers, with improved dialogue between health and finance ministries especially important when governments are operating in a constrained fiscal setting.

    Abstract: Return migration has emerged as a critical policy concern for both destination and origin countries. While policy attention in destination countries has been focused on assisted voluntary return and reintegration (AVRR) programs, particularly for migrants with expulsion orders, these efforts represent only a fraction of broader return movements. This report, based on a project carried out by the OECD with support from the German Corporation for International Co-operation (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH – GIZ), commissioned by the Federal Ministry for Economic Co-operation and Development, analyses the scope and characteristics of different categories of return migration. The report draws on three workshops, held in Tunis, Rabat and Brussels, that discussed return migration in different contexts. It examines the multiple factors that influence migrants' decisions to return to their countries of origin and their reintegration at home, including the role of family and community. The report emphasises the pre-existing structures and networks of returning migrants in origin countries and their role in supporting different types of return migrants. The report also looks at potential re-migration.

They enjoy greater autonomy, suffer fewer shortages of all kinds and handled the COVID-19 pandemic better than public schools. Although their students achieved better results in PISA 2022 in many countries, this is mainly because they enrol more students from advantaged socio-economic backgrounds than their public counterparts. The main challenge in many countries today is to increase the social mix in public and private schools, which is why many efforts have been made in this direction over the past decade.

    Abstract: Digital government is essential to transform government processes and services in ways that improve the responsiveness and reliability of the public sector. During the COVID-19 pandemic it also proved crucial to governments' ability to continue operating in times of crisis and provide timely services to citizens and businesses. Yet, for the digital transformation to be sustainable in the long term, it needs solid foundations, including adaptable governance arrangements, reliable and resilient digital public infrastructure, and a prospective approach to governing with emerging technologies such as artificial intelligence. This paper presents the main findings of the 2023 edition of the OECD Digital Government Index (DGI), which benchmarks the efforts made by governments to establish the foundations necessary for a coherent, human-centred digital transformation of the public sector. It comprises 155 data points from 33 member countries, 4 accession countries and 1 partner country collected in 2022, covering the period between 01 January 2020 and 31 October 2022.

Second, the report underscores the double burden of informality and low-paying work that a large share of workers in developing and emerging economies carry, and as such calls for policy solutions that go beyond the formalisation agenda and embrace the goal of social justice.

These results are a key input for evidence-based policies targeting inequality and fostering inclusive growth, providing insights into key dimensions of material well-being across household groups. The results complement existing inequality measures by including elements that are often lacking from micro statistics and by providing inequality measures consistent with macroeconomic aggregates, broadening the scope for analyses, while also capturing households and transactions that are typically underrepresented in micro data. Moreover, while the estimates do require a number of statistical choices and assumptions, they have a high degree of international comparability because of the common methodology and their alignment to national accounts results. The handbook provides an overview of the conceptual framework underlying the distributional results and discusses various aspects in relation to the compilation and presentation of the distributional results. It aims to assist compilers in deriving high-quality distributional results and to provide users with more insights into the main benefits of these results as well as into the way that the results have been derived.

    Abstract: Health systems are under intense pressure to adapt to evolving needs and megatrends driven by population ageing, digitalisation, and climate change. They also need to be better prepared to withstand sudden, large-scale shocks such as pandemics, financial crises, natural disasters, or cyberattacks. This shifting policy context and emerging challenges called for a revision in how OECD countries assess health system performance, to help ensure that health systems meet people’s health needs and preferences while providing quality healthcare for all. This document presents the OECD’s renewed health system performance assessment framework. It incorporates new performance dimensions, notably people-centredness, resilience, and environmental sustainability, and places increased emphasis on addressing inequalities, including those related to gender. This framework expands on existing OECD efforts in these domains and integrates the most recent advancements in health system performance assessment. By offering common definitions and fostering a shared understanding among policy makers, stakeholders and organisations, the updated framework will enhance international collaboration. Furthermore, it lays the foundation for developing future indicators, facilitating data collection, policy analysis, and the integration of knowledge.

    Abstract: This paper provides evidence on the impact of international migrants on regional innovation. The study combines administrative individual-level data covering all Australian residents with data on intellectual property rights applications such as patents, trademarks, and design rights. The analysis uses a standard shift-share instrument based on past migrant settlements to identify the causal effects of migration on innovation. Its four main findings are the following: First, on average, a one percentage point increase in the regional employment share of higher-educated migrants relative to total employment leads to a 4.8% rise in regional patent applications in the medium run (five years). Second, while migrants of all skill and education levels have a positive impact on patenting, those in scientific occupations have the largest effect. Third, regions with lower levels of patenting benefit relatively more from increases in migration compared to those with higher patenting levels. Fourth, there is no effect of migration on trademarks or design rights applications.

    Abstract: Early childhood education and care (ECEC) staff are central to promoting young children’s development, learning and well-being. Novice staff, defined as staff with up to three years of experience, account for 27% of staff in TALIS Starting Strong 2018. Novice staff are generally less educated than experienced staff in terms of the level of educational attainment and education or training with a focus specifically on working with children. More novice staff than experienced staff report a strong need for additional professional development in several areas, including “classroom/playgroup/group management” and “working with parents or families”. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

Promoting foreign participation in public procurement would raise competition and value for public money, while strengthening the governance of SOEs would enhance the quality of infrastructure services. L’instabilité des revenus peut être difficile à gérer pour les personnes qui ne disposent pas des ressources financières nécessaires pour lisser leurs revenus. Dans ce rapport, les personnes qui sont à la fois exposées à l’instabilité des revenus et vulnérables dans ce contexte sont considérées en situation d’insécurité économique. L’insécurité économique touche principalement les personnes qui ont des liens ténus avec le marché du travail et celles qui ne sont pas en situation de profiter des avantages tirés de la transformation numérique. Les personnes exposées au risque d’insécurité économique sont plus susceptibles que les autres d’être inquiètes quant à la possibilité de perdre leur emploi et, comme en attestent d’autres recherches, de connaître des problèmes de santé, de souffrir d’insécurité alimentaire et d’obtenir de mauvais résultats en termes de développement dans l’enfance, autant de freins potentiels à la mobilité sociale. Enfin, le rapport passe en revue une panoplie de mesures conçues pour améliorer la réactivité des systèmes de protection sociale, de sorte à mieux soutenir les personnes aux revenus très instables ; il étudie en outre différentes pistes d’action pour aider les plus exposés au risque d’insécurité économique à se constituer des réserves financières.

The study also shares insights from action plans of selected comparison cities. It points to cross-sector as well as to sector-specific challenges and opportunities for Hamburg businesses. This includes making better use of low-cost renewables, addressing energy efficiency in buildings as well as challenges and opportunities in activities in and around the port and in industry. It highlights Hamburg's potential as a hydrogen hub as well as the need to adopt circular economy practices. It illustrates that a regional and business perspective are necessary to achieve climate neutrality in prosperity, requiring individual and collective business action.

    Abstract: Parental emotional support, alongside material and temporal support, is an important determinant of children's subjective well-being and academic success. However, not all children benefit from the same level of parental support, and there are major differences depending on families' socio-economic status and child gender. Using the PISA 2018 surveys, this paper examines differences in parental support reported by 15-year-olds both within countries according to social status and between girls and boys, and between countries. We show that differences in parental emotional support by parents' education level and child gender are substantial. Some of these differences are (largely) explained by other characteristics such as family wealth, country of origin, and school urbanicity and private/public status. Greater parental emotional support is also found to be associated with higher PISA test scores and greater subjective wellbeing, with little variation by parental education. On the whole, our findings suggest that a significant enhancement in parental support and related child outcomes, especially in countries with lower average levels of parental emotional support, can be attained through a combined effort on several fronts: by addressing monetary and material poverty within families, by facilitating parents in balancing work and taking care of their children, by promoting greater parental involvement in their children's school life, and by offering appropriate services to assist families with special needs and facing greater challenges.

    Abstract: The OECD Territorial Review of the Brussels-Capital Region, Belgium, provides an in-depth assessment of the trends, challenges and opportunities for sustainable and inclusive urban development in the region. It aims to help tackle the so-called ‘Brussels paradox’ between a highly performing region in terms of economic wealth creation and competitiveness but relatively poor social conditions. The region is also grappling with a shortage of affordable and quality housing, as well as several mobility challenges, including a high reliance on individual cars and traffic congestion, resulting in high commuting times and pollution levels, despite good accessibility to public transport. Although a comprehensive urban and land-use planning system exists, there is a lack of co-ordination with the surrounding regions and municipalities to drive more effective policies on housing, mobility, and other infrastructure investments. This review also examines the governance and institutional framework and suggests policy actions to strengthen co-ordination and co-operation mechanisms, and promote incremental collaboration at the metropolitan level. Finally, the review provides recommendations to enhance public finances in the region, focusing on better compensating for its additional charges, co-ordinating public investment among levels of government more efficiently, and establishing a metropolitan fund.

Unless carefully managed, the expansion of renewable power could compromise biodiversity. This report synthesises evidence on biodiversity impacts from renewable power infrastructure, with a focus on solar power, wind power and power lines. It identifies opportunities for mainstreaming biodiversity into power sector planning and policy to deliver better outcomes for nature and the climate. Drawing on good practice insights from across the globe, the report offers governments recommendations to align renewable power expansion with biodiversity goals.

Alongside a changing power sector, progress on energy efficiency is needed to achieve the country’s emission reduction goals, with energy savings estimated at approximately 2% annually for the residential and commercial sectors. To deliver a clean energy transition, the Philippines requires estimated cumulative investments of over USD 300 billion between now and 2040. This report outlines key actions needed to unlock finance and investment in offshore wind power and energy efficiency in public buildings. It also provides a comprehensive overview of the progress to date and the challenges to mobilise near-term finance in those sectors, assist the Philippines transition towards a low-carbon economy, and achieve broader development goals.

    Abstract: This Element offers a new theoretical model of acculturation within the general framework of cultural psychology. It is divided into four sections. First, cross-cultural and cultural orientations are contrasted. The psychology of economic migration (EARN), separate from the psychology of acculturation (LEARN), is the theme of the next section. Berry's model of acculturation preferences is discussed in section three. It serves as a contrasting reference point for the tripartite model of bicultural competencies, developed in the final section. The three interconnected components are symbols, language, and values/practices characterize both enculturation and acculturation. As a second culture learning process, acculturation is not restricted to immigration. It may take a vicarious (remote) shape in the home country. Reaching bicultural competencies and identities, in the long run, is the proposed outcome of acculturation.

    Abstract: The making of fashionable women's dress in Georgian England necessitated an inordinate amount of manual labour. From the mantuamakers and seamstresses who wrought lengths of silk and linen into garments, to the artists and engravers who disseminated and immortalised the resulting outfits in print and on paper, Georgian garments were the products of many busy hands. This Element centres the sartorial hand as a point of connection across the trades which generated fashionable dress in the eighteenth century. Crucially, it engages with recreation methodologies to explore how the agency and skill of the stitching hand can inform understandings of craft, industry, gender, and labour in the eighteenth century. The labour of stitching, along with printmaking, drawing, and painting, composed a comprehensive culture of making and manual labour which, together, constructed eighteenth-century cultures of fashionable dress.

    Abstract: Scholars have long recognized that interpersonal networks play a role in mobilizing social movements. Yet, many questions remain. This Element addresses these questions by theorizing about three dimensions of ties: emotionally strong or weak, movement insider or outsider, and ingroup or cross-cleavage. The survey data on the 2020 Black Lives Matter protests show that weak and cross-cleavage ties among outsiders enabled the movement to evolve from a small provocation into a massive national mobilization. In particular, the authors find that Black people mobilized one another through social media and spurred their non-Black friends to protest by sharing their personal encounters with racism. These results depart from the established literature regarding the civil rights movement that emphasizes strong, movement-internal, and racially homogenous ties.     Abstract: In the immediate aftermath of the French abolition of slavery in 1848, many previously enslaved children suddenly became wards of the colonial state. The colonial administration in Senegal created an institution called tutelle, a form of guardianship or wardship, that aimed both to prevent the loss of labor from liberated minors and to safeguard the children's welfare. Drawing from extensive archival research, Bernard Moitt uncovers the stories of these liberated children who were entrusted to Africans, Europeans, institutions like orphanages, Catholic orders and the military, and, often, their former owners. While the literature on servitude in French West Africa has primarily focused on the period before 1848, Moitt demonstrates that tutelle allowed slavery to persist under another name, with children continuing to be subject to the same widespread labor exploitation and abuse. Using a range of rich case studies, this book offers new insights into the emancipation of enslaved people in Senegal, the tenacity of servility, and children's agency.

Due to cultural differences, the study of psychology cannot be de-contextualised. This calls for unearthing of the explanatory systems that exist in Africa to understand and account for behaviour, emotions, and cognition of Africans. This call is addressed through the emergence of African Psychology (AP) or Indigenous Psychology in Africa (IPA) as a legitimate science of human experience. This Element discusses the motivations for AP, centrality of culture, demarcations of AP, and the different strands within AP. It highlights issues related to African philosophy, African cultural anthropology, African philosophy of science, and suitable methodological approaches for AP research. It also discusses some selected theoretical contributions and applications of AP.     Abstract: This Element explores the sentiment and keyword features in both authorship profiling and authorship attribution in social media texts in the Chinese cultural context. The key findings can be summarised as follows: firstly, sentiment scores and keyword features are distinctive in delineating authors' gender and age. Specifically, female and younger authors tend to be less optimistic and use more personal pronouns and graduations than male and older authors, respectively. Secondly, these distinctive profiling features are also distinctive and significant in authorship attribution. Thirdly, our mindset, shaped by our inherent hormonal influences and external social experiences, plays a critical role in authorship. Theoretically, the findings expand authorship features into underexplored domains and substantiate the theory of mindset. Practically, the findings offer some broad quantitative benchmarks for authorship profiling cases in the Chinese cultural context, and perhaps other contexts where authorship profiling analyses have been used.     Abstract: This Element shows the basis for pragmatics/(im)politeness to become intergroup-oriented to be able to consider interactions in which social identities are salient or are essentially collective in nature, such as Cancel Culture (CC). CC is a form of ostracism involving the collective withdrawal of support and concomitant group exclusion of individuals perceived as having behaved in ways construed as immoral and thus displaying disdain for group normativity. To analyze this type of collective phenomenon, a three-layered model that tackles CC manifestations at the macro, meso, and micro levels is used. At the meso/micro levels, problematize extant conceptualizations of CC -mostly focused on the macro level and describe it as a Big C Conversation, whose meso-level practices need to be understood as genre-ecology, and where identity reduction, im/politeness, and moral emotions synergies are key to understand group entitativity and agency.

    Abstract: As the competing demands of care and paid work become increasingly complex, has there ever been a more challenging time to be a woman and a mother? Comparing two studies conducted across two generations, Motherhood explores women's experiences of becoming first-time mothers. Through richly narrated, real-time accounts of transition, Tina Miller examines what has changed since her original study was conducted twenty-one years ago. Using sociological and feminist perspectives, she analyses how motherhood has further intensified against a harsher neoliberal backdrop. The book examines the social, political and moral contours in which motherhood is situated which, in the contemporary context, include ideas of planned labours and work/life balance as part of potent, maternal prenatal imaginings. Birth continues to change everything, and the qualitative, longitudinal and comparative data show these ideas to be, mostly, illusory.

    Abstract: This Element asserts how identity as a construct enables a critical awareness of how speakers position themselves and are positioned by others in intercultural encounters. It discusses how identity vis-à-vis culture has been theorized through social psychological, poststructuralist, and critical lenses, and how identity is discursively constructed and mediated. Rejecting essentialist notions of language and culture, this Element demonstrates how inscriptions of identity such as race, ethnicity, nationality, and class can be used to critically examine the dynamics of situated intercultural encounters and to understand how such interactions can index competing and colluding ideologies. By examining identity research from different parts of the world, it casts a light on how identities are performed in diverse intercultural contexts and discusses research methodologies that have been employed to examine identity in intercultural communication.

    Abstract: The concept of inference is foundational to the study of pragmatics; however, the way it is theoretically conceptualised and methodologically operationalised is far from uniform. This Element investigates the role that inference plays in pragmatic models of communication, bringing together a range of scholarship that characterises inference in different ways for different purposes. It addresses the nature of 'faulty inferences', promoting the study of misunderstandings as crucial for understanding inferential processes, and looking at sociopragmatic issues such as the role of commitment, accountability and deniability of inferences in interpersonal communication.     Abstract: This Element tries to discern the known unknowns in the field of Pragmatics, the 'Dark Matter' of the title. The authors can identify a key bottleneck in human communication, the sheer limitation on the speed of speech encoding: Pragmatics occupies the niche nestled between slow speech encoding and fast comprehension. Pragmatic strategies are tricks for evading this tight encoding bottleneck by meaning more than you say. Five such tricks are reviewed, which are all domains where the authors have made considerable progress. The authors can then ask for each of these areas, where have the authors neglected to push the frontier forward? These are the known unknowns of pragmatics, key areas, and topics for future research. The Element thus offers a brief review of some central areas of pragmatics, and a survey of targets for future research. This title is also available as Open Access on Cambridge Core.
