    Abstract: Despite its 3,000 kilometre coastline, few people see Vietnam as a maritime country. Here Li Tana presents a powerful new argument about Vietnamese history: that key political changes resulted from the impact, economic and otherwise, of the sea. This is a finely layered account covering the two millennia before colonisation that radically restructures how we understand the role of the maritime and trans-regional in Vietnam's early history. Drawing on exhaustive research of Chinese, Vietnamese and Japanese sources, Li reveals that it is only when viewed against the background of the sea that Vietnam's past can be properly understood.     Abstract: This report presents a review of the intergovernmental fiscal transfer reforms program (IGFTRP) and its performance since 2015, as part of a broader Public Expenditure Review (PER) that aimed to explore avenues for improving efficiency effectiveness in cross cutting areas of service delivery. The report is based on extensive documentary review, analysis of available data on local government (LG) finances, fieldwork in selected LGs and consultations with national ministries, departments, and agencies (MDAs) involved in the management of the IGFTRP. Ministry of Finance, Planning, and Economic Development (MoFPED) provided data in various forms, and some data was publicly available at its website. It also includes data analysis on aspects of LG financing outside the IGFTRP system, but with implications to its delivery. These aspects include LG Own Source Revenues (OSR), Other Government Transfers (OGT) and External Finance that are captured by LG budgets and reports (available on the MoFPED website)

This framework expands on existing OECD efforts in these domains and integrates the most recent advancements in health system performance assessment. By offering common definitions and fostering a shared understanding among policy makers, stakeholders and organisations, the updated framework will enhance international collaboration. Furthermore, it lays the foundation for developing future indicators, facilitating data collection, policy analysis, and the integration of knowledge.

Instabilité des revenus et insécurité économique en Europe, le premier produit par l’Observatoire de l’OCDE sur la mobilité sociale et l’égalité des chances. Ses auteurs ont fait appel à des techniques innovantes pour identifier les catégories de population en situation d’insécurité économique dans les pays européens de l’OCDE – autrement dit celles qui sont les plus exposées et les plus vulnérables à l’instabilité des revenus – et pour déterminer comment l’évolution des revenus et l’insécurité économique influencent les conditions de vie des individus, la mobilité sociale et les inégalités. Il passe également en revue une série de mesures propres à rendre la protection sociale plus réactive afin d’améliorer le soutien apporté à ceux dont les revenus sont instables et étudient des solutions qui permettraient d’aider ceux que l’insécurité économique guette plus particulièrement à constituer des réserves financières.

    Abstract: Return migration has emerged as a critical policy concern for both destination and origin countries. While policy attention in destination countries has been focused on assisted voluntary return and reintegration (AVRR) programs, particularly for migrants with expulsion orders, these efforts represent only a fraction of broader return movements. This report, based on a project carried out by the OECD with support from the German Corporation for International Co-operation (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH – GIZ), commissioned by the Federal Ministry for Economic Co-operation and Development, analyses the scope and characteristics of different categories of return migration. The report draws on three workshops, held in Tunis, Rabat and Brussels, that discussed return migration in different contexts. It examines the multiple factors that influence migrants' decisions to return to their countries of origin and their reintegration at home, including the role of family and community. The report emphasises the pre-existing structures and networks of returning migrants in origin countries and their role in supporting different types of return migrants. The report also looks at potential re-migration.

This paper presents the main findings of the 2023 edition of the OECD Digital Government Index (DGI), which benchmarks the efforts made by governments to establish the foundations necessary for a coherent, human-centred digital transformation of the public sector. It comprises 155 data points from 33 member countries, 4 accession countries and 1 partner country collected in 2022, covering the period between 01 January 2020 and 31 October 2022.

    Abstract: Finding sufficient funds to pay for more resilient health systems is challenging in the current economic context. COVID-19 has shown the need for additional targeted spending on public health interventions, the digital transformation of health systems, and bolstering the health workforce. Rising incomes, technological innovation and changing demographics put further upward pressure on health spending. This could result in health spending reaching 11.8% of GDP across OECD counties by 2040. This publication explores the policy options to finance more resilient health systems whilst maintaining fiscal sustainability. It finds that the scale of the additional health financing needs requires ambitious and transformative policy changes. Robust actions to encourage healthier populations and policies to reduce ineffective spending can put future health expenditure on a far gentler upward trajectory. These would enable spending to reach a more sustainable 10.6% of GDP in 2040. Better budgetary governance is critical. It improves how public funds for health are determined, executed and evaluated. Therefore, a focus of this report is on how good budgeting practices can increase the efficiency of current public spending, and also enable more ambitious policy changes in the medium to longer-term. Novice staff, defined as staff with up to three years of experience, account for 27% of staff in TALIS Starting Strong 2018. Novice staff are generally less educated than experienced staff in terms of the level of educational attainment and education or training with a focus specifically on working with children. More novice staff than experienced staff report a strong need for additional professional development in several areas, including “classroom/playgroup/group management” and “working with parents or families”. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

    Abstract: This paper provides evidence on the impact of international migrants on regional innovation. The study combines administrative individual-level data covering all Australian residents with data on intellectual property rights applications such as patents, trademarks, and design rights. The analysis uses a standard shift-share instrument based on past migrant settlements to identify the causal effects of migration on innovation. Its four main findings are the following: First, on average, a one percentage point increase in the regional employment share of higher-educated migrants relative to total employment leads to a 4.8% rise in regional patent applications in the medium run (five years). Second, while migrants of all skill and education levels have a positive impact on patenting, those in scientific occupations have the largest effect. Third, regions with lower levels of patenting benefit relatively more from increases in migration compared to those with higher patenting levels. Fourth, there is no effect of migration on trademarks or design rights applications.

These results are a key input for evidence-based policies targeting inequality and fostering inclusive growth, providing insights into key dimensions of material well-being across household groups. The results complement existing inequality measures by including elements that are often lacking from micro statistics and by providing inequality measures consistent with macroeconomic aggregates, broadening the scope for analyses, while also capturing households and transactions that are typically underrepresented in micro data. Moreover, while the estimates do require a number of statistical choices and assumptions, they have a high degree of international comparability because of the common methodology and their alignment to national accounts results. The handbook provides an overview of the conceptual framework underlying the distributional results and discusses various aspects in relation to the compilation and presentation of the distributional results. It aims to assist compilers in deriving high-quality distributional results and to provide users with more insights into the main benefits of these results as well as into the way that the results have been derived.

    Abstract: Parental emotional support, alongside material and temporal support, is an important determinant of children's subjective well-being and academic success. However, not all children benefit from the same level of parental support, and there are major differences depending on families' socio-economic status and child gender. Using the PISA 2018 surveys, this paper examines differences in parental support reported by 15-year-olds both within countries according to social status and between girls and boys, and between countries. We show that differences in parental emotional support by parents' education level and child gender are substantial. Some of these differences are (largely) explained by other characteristics such as family wealth, country of origin, and school urbanicity and private/public status. Greater parental emotional support is also found to be associated with higher PISA test scores and greater subjective wellbeing, with little variation by parental education. On the whole, our findings suggest that a significant enhancement in parental support and related child outcomes, especially in countries with lower average levels of parental emotional support, can be attained through a combined effort on several fronts: by addressing monetary and material poverty within families, by facilitating parents in balancing work and taking care of their children, by promoting greater parental involvement in their children's school life, and by offering appropriate services to assist families with special needs and facing greater challenges.

It has four key findings. First, the GMT substantially reduces the incentives to shift profits. Second, the GMT is estimated to very substantially reduce low-taxed profit worldwide through lower profit shifting and top-up taxation. Third, the GMT is estimated to increase CIT revenues. Finally, the GMT is estimated to reduce tax rate differentials across jurisdictions with potential impacts on the allocation of investment and MNE activity.

    Abstract: The OECD Territorial Review of the Brussels-Capital Region, Belgium, provides an in-depth assessment of the trends, challenges and opportunities for sustainable and inclusive urban development in the region. It aims to help tackle the so-called ‘Brussels paradox’ between a highly performing region in terms of economic wealth creation and competitiveness but relatively poor social conditions. The region is also grappling with a shortage of affordable and quality housing, as well as several mobility challenges, including a high reliance on individual cars and traffic congestion, resulting in high commuting times and pollution levels, despite good accessibility to public transport. Although a comprehensive urban and land-use planning system exists, there is a lack of co-ordination with the surrounding regions and municipalities to drive more effective policies on housing, mobility, and other infrastructure investments. This review also examines the governance and institutional framework and suggests policy actions to strengthen co-ordination and co-operation mechanisms, and promote incremental collaboration at the metropolitan level. Finally, the review provides recommendations to enhance public finances in the region, focusing on better compensating for its additional charges, co-ordinating public investment among levels of government more efficiently, and establishing a metropolitan fund.

The power sector in the Philippines accounts for 58% of the country’s overall carbon emissions and will be an important driver of domestic emission reduction efforts to meet national climate and energy targets. Renewables, such as offshore wind, are expected to play a key role in the transition toward a low-carbon energy mix. With more than 17 thousand kilometres of coastline, the Philippines is estimated to have an offshore wind potential of 178 GW. However, this potential has yet to be leveraged. Alongside a changing power sector, progress on energy efficiency is needed to achieve the country’s emission reduction goals, with energy savings estimated at approximately 2% annually for the residential and commercial sectors. To deliver a clean energy transition, the Philippines requires estimated cumulative investments of over USD 300 billion between now and 2040. This report outlines key actions needed to unlock finance and investment in offshore wind power and energy efficiency in public buildings. It also provides a comprehensive overview of the progress to date and the challenges to mobilise near-term finance in those sectors, assist the Philippines transition towards a low-carbon economy, and achieve broader development goals.

Dans la mesure où la situation professionnelle et personnelle des individus peut changer à plusieurs reprises au cours d’une même année, ce rapport s’appuie sur de nouvelles techniques pour déterminer les personnes les plus exposées à l’instabilité des revenus dans les pays européens de l’OCDE, et étudie les retombées de cette instabilité sur la vie quotidienne, la mobilité sociale et les inégalités. L’instabilité des revenus peut être difficile à gérer pour les personnes qui ne disposent pas des ressources financières nécessaires pour lisser leurs revenus. Dans ce rapport, les personnes qui sont à la fois exposées à l’instabilité des revenus et vulnérables dans ce contexte sont considérées en situation d’insécurité économique. L’insécurité économique touche principalement les personnes qui ont des liens ténus avec le marché du travail et celles qui ne sont pas en situation de profiter des avantages tirés de la transformation numérique. Les personnes exposées au risque d’insécurité économique sont plus susceptibles que les autres d’être inquiètes quant à la possibilité de perdre leur emploi et, comme en attestent d’autres recherches, de connaître des problèmes de santé, de souffrir d’insécurité alimentaire et d’obtenir de mauvais résultats en termes de développement dans l’enfance, autant de freins potentiels à la mobilité sociale.     Abstract: This paper reviews the main findings from 110 studies produced between 1990 and 2023, focusing on the impact of migration on various child groups affected through the migration path, including left-behind, immigrant (including voluntary and forced), and native children. The findings reveal that migration's influence on children's outcomes is complex and context- dependent, and it is dramatically influenced by household demographics and public policies. Key findings include the following: (i) left-behind children benefit from remittances but experience dramatic declines in their cognitive and non-cognitive development due to parental absence; (ii) immigrant children generally fare better than those in their origin countries but still underperform compared to native children in host countries; and (iii) the impacts of migration on native children is largely dependent on the adjustment of public service supply to the increased demand for public services. In cases where education services expand to meet rising demand, the effect on native children can be minimal or even positive. The paper emphasizes the need for more experimental or quasi-experimental research examining the effectiveness of programs supporting migrant and minor host children and calls for longitudinal data collection for better understanding the challenges and needs of migrant children, particularly in developing countries

Together, the existing evidence points toward six potential areas of government response.     Abstract: When it comes to mental health, do social protection programs matter more in times of crisis Using panel data from the Philippines around the onset of the COVID-19 pandemic, this study compares depression rates among beneficiaries of an existing conditional cash transfer program to those of non-beneficiaries of similar socioeconomic status. Depression rates were almost identical for the two groups in late 2019, but significantly lower for conditional cash transfer beneficiaries by July 2020, after the initiation of strict quarantine measures and a large emergency cash transfer program. One interpretation of the increased importance of the conditional cash transfer program during the pandemic is that these transfers have larger protective effects in times of vulnerability. Another possible reason is that the existing infrastructure of the program, by allowing for more timely distribution of the emergency cash, enhanced the effectiveness of the government's pandemic response for conditional cash transfer beneficiaries. It models the effect of school closures on achievement by predicting the deviation of the most recent results from a linear trend using data from all rounds of the Programme for International Student Assessment. Scores declined by an average of 14 percent of a standard deviation, roughly equal to seven months of learning. Losses were greater for students in schools that faced relatively longer closures, boys, immigrants, and disadvantaged students.     Abstract: Despite substantial progress in closing the gender gap, women's labor force participation in the Middle East and North Africa remains one of the lowest globally, at a mere 18 percent. This paper investigates the effect of the introduction of unilateral divorce laws on women's labor outcomes, using data from the Demographic and Health Survey program that spans decades and a quasi-experimental difference-in-differences design in three countries: Morocco, the Arab Republic of Egypt, and Jordan. The results highlight that no-fault divorce legislation was associated with a modest increase in mothers' labor outcomes, measured by current employment, a few years after the reform. These findings are likely induced by a power shift and anticipatory effects that drive women into the labor force. However, when a longer time window is considered, 10 or more years after the reform, the study documents a negative effect of the reform on women's labor outcomes in Morocco, and a positive effect in the Arab Republic of Egypt and Jordan. These differences can be attributed to a set of countervailing effects, including social norms, labor market dynamics, and evolution of the legislation, that make the derived utility from marriage, in some cases, more attractive than that derived from employment, and vice versa. These findings partially confirm results from previous research on the relationship between no-fault divorce and women's agency and empowerment in the Middle East and North Africa region, but, at the same time, contrast with prominent perspectives on legislation that aims at reducing gender-based discrimination. Instead, they show that there might be undesired effects of legislation and provide a policy relevant discussion on that basis

    Abstract: This report is undertaken as a part of the Human Capital Project (HCP), a globalinitiative of the World Bank Group that aims to increase governments' awarenessof the importance of investing in people (World Bank date of publication not identifiedb). One of the maincomponents of the HCP is a cross-country metric--the Human Capital Index (HCI). The HCI estimates the amount of human capital a child born today can expect to accumulate by the age of 18, thus highlighting how current health and education outcomes shape the work productivity of the next generation. Moreover, given the cumulative nature of human capital, the HCI has clear milestones across the entire human life cycle: at birth, children need to survive; during childhood, they need to be well-nourished; at school age, they must complete all schooling and active adequate learning levels; and in adulthood, they need to stay in good health. Finally, the HCI includes a result: a score that ranges from 0 to 1. A country where an average child has virtually no risk of being stunted or dying before age five, receives high-quality education, and becomes a healthy adult, would have an HCI close to 1. Conversely, when the risk of being ill-nourished or prematurely dying is high, access to education is limited, and the quality of learning is low, the HCI would approach zero

Over the past two decades, the Government of Indonesia (GoI) has scaled up its commitment to early childhood education and development (ECED) through various educational reforms, policies, programs, and financial investments. With the expansion of Indonesia's ECED system, the GoI has committed to improving its quality since the early 2000s. As a key mechanism to raise the quality of ECED services, the GoI actively encourages PAUD centers to become accredited. An analysis of factors that influence whether and how PAUD centers participate in the accreditation system is helpful to inform continuous quality improvement of Indonesia's ECED services. The World Bank is providing the Ministry of Education, Culture, Research, and Technology (MoECRT) technical assistance and advice to improve Indonesia's ECED system. Supported by the Learning for Human Capital Development Programmatic Advisory Services and Analytics (PASA), this study was conducted to inform further improvements to Indonesia's ECED accreditation system. This report presents the findings from the abovementioned ECED accreditation system assessment and is organized in four main sections after an introduction. Section I describes the study's background and the country context, with emphasis on the ECED system and its quality assurance mechanisms. Section II details the methodology used. Section III presents a summary of the survey results. Section IV discusses the implications of the findings and outlines recommendations to inform accreditation policies and programs

Environmental policy stringency (EPS) is increasing around the globe - a crucial challenge lies in harmonizing these with sustained economic growth, yet both goals can be reached. Although trade flows facilitate emissions, they are also a critical part of the solution, including through trade in environmental goods (EGs) and plastic substitutes - with important economic spillovers. This report provides a detailed analysis of the role of trade and trade policy on EGs and plastic substitutes in Indonesia's green transition. Chapter one describes the need for, and urgency of, this transition, by looking at the carbon intensity of Indonesia's trade, the impacts of environmental policies of Indonesia and key trading partners, and the roles of EGs. Chapter two examines where Indonesia stands on the level of trade in EGs and plastic substitutes and the competitiveness of EGs trade. Chapter three explores trade agreements and tariffs and simulates potential impacts of tariff reforms - including through multilateral actions. Chapter four examines what non-tariff measures (NTMs) apply on the products including inputs of firms exporting EGs and assesses which NTMs may be costly. Finally, chapter five concludes with policy recommendations

    Abstract: Governments often use simplified business tax systems, such as presumptive tax regimes, to register and tax small and microenterprises. Despite concerns about how such regimes could disproportionately affect female-owned and low-revenue entrepreneurs, there is a lack of empirical analysis examining the tax burden. The presumptive tax in Ethiopia has a complex assessment system, where the tax liabilities are determined according to the activity type and turnover (99 activities and 19 turnover bands), and some activities do not have a tax-free threshold. This paper uses two rounds of data in the Ethiopian Socioeconomic Surveys and the tax code to analyze the equity and gender implications of the presumptive tax on small and microenterprises by imputing the effective tax rates. There are three key findings. First, the effective tax rates are higher for businesses in the lowest quartile at 4.3 percent of turnover compared to 1.5 percent for businesses in the highest quartile, using the most recent survey, resulting in a regressive system. Second, male-owned businesses tend to operate in sectors without a tax-free threshold and are more likely than female-owned businesses to face higher tax rates. Third, the effective tax rates are high for businesses in food and beverage services, which is female-dominated, and for transit services, which is male-dominated, due to the lack of a tax-free threshold for these sectors. The study finds that an alternative presumptive tax system with a single tax rate on turnover and an exemption for all low-revenue businesses would be simpler for tax assessment and more progressive

    Abstract: The existing literature on development and economic diversification finds an inverted-U function between these two variables, whereby economies diversify as they grow up to a point, after which they start specializing. This paper contributes to this literature by investigating the stages of diversification over the course of development during the past 57 years. The paper emphasizes the trajectories of resource-rich and resource-poor countries, an issue that has not been covered by the extant literature. In addition, the paper studies the stages of diversification across three dimensions, namely employment, value-added, and exports. Additionally, it examines the relationship for services. Non-parametric estimations suggest a U-shaped curve between measures of economic concentration and per capita income levels, which is in line with existing evidence. However, these patterns are mainly driven by between-country rather than within-country variation, a finding that had been ignored in the existing literature. Diversification patterns also differ across resource-rich and resource-poor countries: Employment and value added in resource-rich countries are on average more concentrated at low levels of development while in resource poor countries, they are more concentrated at high levels of development. In contrast, at all levels of development, exports are more concentrated in resource-rich countries

    Abstract: To what extent do attitudes and perceived norms around household roles hinder the emergence of more gender-equal distributions of labor in Morocco Moroccan women undertake a disproportionate share of unpaid household and care labor and participate in the labor force at low rates. Yet everyday practices are shifting, and normative expectations may be as well. From an online survey of predominantly urban, employed Moroccans, this paper finds that respondents aspire for men to be equal contributors in care tasks. Yet, unpaid labor burdens remain highly unequal, respondents disfavor men taking primary responsibility for cooking or cleaning, and women's share of household labor correlates with perceptions of what men prefer more than with individuals' actual preferences. Results from a conjoint survey experiment measuring preferences around employment and the household division of labor confirm respondents' interest in more egalitarian relations in principle, but also suggest that strong preferences for a male breadwinner family model will continue to drive an unequal distribution of labor at home

    Abstract: This paper estimates a synthetic difference-in-differences specification on the roll-out of a program providing free bus transit for women in several Indian states, to examine the impact on women's time allocation and labor supply. Household expenditures on buses fall and women save time on travel. However, there is substantial heterogeneity. Skilled employed women increase labor supply and reduce time on household chores. Low-skilled married women increase time on household activities and reduce labor supply. Unemployed women increase job search with no effect on employment. The findings show that gender roles within households undermine the effect of gender-specific travel subsidies on female labor supply

    Abstract: This paper offers an updated and comprehensive review of recent studies on the impact of climate change, particularly global warming, on poverty and inequality, paying special attention to data sources as well as empirical methods. While studies consistently find negative impacts of higher temperature on poverty across different geographical regions, with higher vulnerability especially in poorer Sub-Saharan Africa, there is inconclusive evidence on climate change impacts on inequality. Further analysis of a recently constructed global database at the subnational unit level derived from official national household income and consumption surveys shows that temperature change has larger impacts in the short term and more impacts on chronic poverty than transient poverty. The results are robust to different model specifications and measures of chronic poverty and are more pronounced for poorer countries. The findings offer relevant inputs into current efforts to fight climate change

    Abstract: When reform of gender discriminatory law fails, individual action can offer a second-best solution. As most Muslim-majority countries, Tunisia applies Islamic inheritance law, systematically favoring sons over daughters. By making gifts to their daughter, parents can privately attenuate gender discrimination in inheritance. This study investigates to what extent gifting can represent an alternative to legal reform and for whom. Within a randomized experiment, this study tests whether providing information on public support for inheritance law reform and/or the possibility to make a gift to one's daughter has a causal impact on individual attitudes towards women's right to inheritance. The overall evidence on the effectiveness of the proposed informational treatments to encourage gifting is mixed. However, approval of gifting daughters is high--especially among the wealthy. Men are more likely to gift than women. By contrast, demand for legal reform is significantly higher among women and individuals with low educational attainment. The findings thus suggest that gifting indeed represents an alternative to legal reform; but mostly for a relatively well-off subset of the population, leaving the agency to the traditionally male head of the family

    Abstract: Air pollution is a major threat to health, and the dangers are particularly acute in low- and middle-income countries. However, little is known about how the burden of pollution is spread across the wealth distribution in these countries. This paper uses new data providing high-resolution wealth estimates for more than 100 low- and middle-income countries, combined with equally high-resolution estimates of air pollution, to estimate how wealth is correlated with ambient air pollution around the world. The findings show that on average air pollution is positively correlated with wealth, but the relationship is highly heterogeneous across countries. The fact that air pollution and wealth are both disproportionately high in urban areas, where economic activity is largely concentrated, appears to drive this relationship. When the analysis is limited to anthropogenic sources of pollution, the relationship becomes less heterogeneous and more systematically positive. The paper also examines the relationship between pollution exposure and wealth within large cities around the world. Again, the findings show substantial heterogeneity across cities. The paper explores several hypotheses for this heterogeneity but does not find a single explanation. Economic concentration within cities appears to explain some of the relationship. Cities with more concentrated economic opportunity tend to have more positive correlations between pollution and wealth

    Abstract: Affirmative action is a promising solution to the crucial challenge of bridging the gap in women's access to higher education in low- and middle-income countries (LMICs). This paper uses public universities' matriculation data from 2013-2018 and difference-in-differences estimators to examine the causal impact of a gender quota on women's educational opportunities in Afghanistan. The quota increased the proportion of women in the treated concentration group by nine percentage points and the share of women from low socio-economic status by three percentage points. The expansion was associated with a 0.04-unit decline in the average score ratio of female-to-male applicants, driven by a reduction in the score threshold needed for women's admission. The effects were condensed in competitive concentrations, where the overall share of women and women with low SES increased by 17 and four percentage points, respectively. The findings suggest that affirmative action is a viable option for addressing the gender gap in fragile settings

    Abstract: Reaching net-zero emissions by 2050 requires unprecedented scaling up in the global deployment of critical decarbonization technologies, such as solar photovoltaics, wind turbines, and electric vehicles. This challenge is currently rife with both risks and rewards: while securing an adequate supply of these technologies has become an urgent policy priority for many countries, their high-growth global value chains also offer lucrative benefits for those able to meet the burgeoning global demand. Although recent policy responses have sought to nearshore production to reduce risks and capitalize on rewards, this paper instead lays out an evidence-based strategy to help diversify the global value chains of decarbonization technologies across countries with latent production capabilities and resource endowments. To that end, it constructs a new dataset of traded products, components, and materials associated with decarbonization technologies; develops new indexes capturing countries' current export strengths and future diversification potential in these global value chains; and highlights products with supply risks due to high market concentration levels and those with development rewards in terms of their potential for growth, knowledge spillovers, and technological upgrading. Taken together, the evidence supports the idea that there is plenty of opportunity to diversify these value chains across a larger number of countries to avoid the risks associated with reliance on only a few countries

This paper finds that common environmental policies, such as levying taxes to reduce the excessive exploitation of natural assets, can be self-defeating when (i) institutions are weak and (ii) the general equilibrium effects of such policy actions are overlooked.     Abstract: Analysing who benefits from different taxes and spending is important to understand how fiscal policy is affecting poverty and inequality in Jordan. This study traces how the Jordanian fiscal system affects different households, while paying income tax and GST and benefiting from social assistance, and services, such as, cash transfers, electricity and water subsidies, education and health. The study finds that Jordan's current fiscal system is modestly progressive, but more could be achieved. Inequality, as measured by the Gini Index, falls 5.8 points between household market incomes and post-fiscal incomes (after paying income and consumption taxes as well as receiving government transfers and subsidized services). When considering only monetary taxes and benefits (that is, excluding non-cash education and health services), inequality falls by only 2.6 points and poverty would be almost the same as the official poverty rate. Nonetheless, the recent expansion of social assistance programs is making Jordan's fiscal policies more equalizing and there is scope for other reforms which would both close the fiscal gap while further reducing poverty and inequality
