    Abstract: Die migrantische Mobilität im Sommer 2015 hat die europäische Flüchtlingspolitik auf den Kopf gestellt. Rechte und konservative Kräfte wurden bestärkt, aber auch die Solidaritätserfahrungen hallen immer noch nach. Wie steht es nun um die Kämpfe der Migration?     Abstract: After a long time of neglect, Artificial Intelligence is once again at the center of most of our political, economic, and socio-cultural debates. Recent advances in the field of Artifical Neural Networks have led to a renaissance of dystopian and utopian speculations on an AI-rendered future. Algorithmic technologies are deployed for identifying potential terrorists through vast surveillance networks, for producing sentencing guidelines and recidivism risk profiles in criminal justice systems, for demographic and psychographic targeting of bodies for advertising or propaganda, and more generally for automating the analysis of language, text, and images. Against this background, the aim of this book is to discuss the heterogenous conditions, implications, and effects of modern AI and Internet technologies in terms of their political dimension: What does it mean to critically investigate efforts of net politics in the age of machine learning algorithms?

    Abstract: Auf die Französische Revolution folgte eine Epoche der »Restauration«: Die europäische Politik Anfang des 19. Jahrhunderts wollte die vorrevolutionäre Ordnung des Ancien Régime wiederherstellen. Der Autodidakt Karl Ludwig von Haller verfasste die Schrift »Restauration der Staatswissenschaft«, deren unverhohlener wie wohlüberlegter Kampfgeist dem Leser von der ersten Seite an entgegenschlägt. Alexander Kruska zeigt, inwiefern von Hallers aufsehenerregender erster Band der Restaurationsschrift als eine politiktheoretisch motivierte, systematische Polemik zu verstehen ist. Im Bestreben, dem Fragen nach legitimer Herrschaft ein Ende zu bereiten, setzt von Haller dem aufklärerischen Staatsdenken eine »bessere Doktrin« entgegen: Anstatt vernunftbegründeter Staatlichkeit proklamiert er eine natürliche Ordnung bloßer Machtverhältnisse. Zu diesem Zweck gilt es, gegen das politische Denken selbst vorzugehen

    Abstract: Why did the novel become so popular in the past three centuries, and how did the American novel contribute to this trend? As a key provider of the narrative frames and formulas needed by modern individuals to give meaning and mooring to their lives. Drawing on phenomenological hermeneutics, human geography and social psychology, Laura Bieger contends that belonging is not a given; it is continuously produced by narrative. Against the current emphasis on metaphors of movement and destabilization, she explores the salience and significance of home. Challenging views of narrative as a mechanism of ideology, she approaches narrative as a practical component of dwelling in the world - and the novel a primary place-making agent

    Abstract: This study is a concise introduction to Bruno Latour's Actor-Network Theory and its application in a literary analysis of urban narratives of the 21st century. We encounter well-known psycho-geographers such as Iain Sinclair and Sam Miller, and renowned authors, Patrick Neate and Suketu Mehta. Prachi More analyses these authors' accounts of vastly different cities such as London, Delhi, Mumbai, Johannesburg, New York and Tokyo. Are these urban narratives a contemporary solution to documenting an ever-evasive urban reality? If so, how do they embody "matters of concern" as Latour would have put it, laying bare modern-day "actors" and "networks" rather than reporting mere "matters of fact"? These questions are drawn into an inter-disciplinary discussion that addresses concerns and questions of epistemology, the sociology of knowledge as well as urban and documentary studies.

    Abstract: In Kindheit und Jugend ist eine Auseinandersetzung mit ästhetischen Darstellungs- und Wahrnehmungsweisen hochgradig relevant. Die Bedeutsamkeit ästhetischer Positionierungen - etwa durch die Wahl der Kleidung oder Accessoires, durch Make-up oder technische Geräte - kann einerseits als Anzeichen einer sehr erfolgreichen Kommerzialisierung von Kindheit und Jugend gedeutet werden. Andererseits zeugt sie aber auch von einem Gespür, mit dem sich Kinder und Jugendliche die Alltagswelt, in der sie leben, zu eigen machen. Um die sozialen Verhältnisse von Ästhetiken, Ökonomien und Generationenbeziehungen in den Blick zu nehmen, versammelt dieser interdisziplinäre Band Forschungsperspektiven zu Alltagsästhetiken in Kindheit und Jugend.

    Abstract: This book explores representations of intersex - intersex persons, intersex communities, and intersex as a cultural concept and knowledge category - in contemporary North American literature and popular culture. En apportant des données précises, récentes et comparables, l’enquête TALIS a pour objectif d’aider les pays à élaborer et à améliorer leurs politiques, de manière à porter la profession d’enseignant au plus haut niveau de qualité. Pour les enseignants et les chefs d’établissement, elle représente une possibilité de contribuer à l’analyse et à la formulation de politiques d’éducation dans des domaines clés. Parmi les thèmes explorés figurent la formation continue, la direction d’établissement, les pratiques pédagogiques, le climat scolaire, les évaluations et les commentaires y afférents, la satisfaction professionnelle et le profil des enseignants. Le présent rapport synthétise les résultats de la deuxième édition de l’enquête TALIS, menée en 2013.

Gemeinhin werden sie als Rechenmaschine, Medium oder Notationssystem adressiert. Unklar bleibt, welcher Status Computern als Ding überhaupt zukommt. Mit ihrer kritischen Neulektüre von Vilém Flusser und Mark Weiser legt Suzana Alpsancar zwei symptomatische Computerkonzepte im Diskurs des Digitalen frei. Sie zeigt, dass eine Reflexion der Gestaltungsmacht von Computern neben typischen Gebrauchsweisen gerade auch auf ihre potenzielle Widerständigkeit als Dinge abheben muss, um ihre Medialität angemessen erfassen zu können.     Abstract: Was ist eigentlich gemeint mit Kultur? Es liegt im Interesse der Kulturphilosophie, den Kulturbegriff zu klären und ihn als analytische Kategorie zu profilieren. Um den Begriff tragfähig definieren zu können, untersucht dieser Band den inneren Zusammenhang der unterschiedlichen Aspekte der Kulturalität des Menschen. Die Lebenswelt und die Lebensweisen werden dabei als gleichermaßen zur Kulturalität des Menschen gehörig und in ihrer wechselseitigen Abhängigkeit begriffen. Dies schafft die Grundlage für ein weites und gleichermaßen tiefes Verständnis des Menschen als kulturellem Wesen, das im disziplinübergreifenden Dialog weiter ausgebaut wird.

    Abstract: This handbook brings together 40 articles by leading scholars of history, literature, religion and classics in the first full investigation of the significance of Raphael Holinshed's 'Chronicles of England, Scotland and Ireland'
    Abstract: The Chronicles of England, Scotland, and Ireland (1577, 1587), issued under the name of Raphael Holinshed, was the crowning achievement of Tudor historiography, and became the principal source for the historical writings of Spenser, Daniel and, above all, Shakespeare. While scholars have long been drawn to Holinshed for its qualities as a source, they typically dismissed it as a baggy collection of materials, lacking coherent form and analytical insight. This condescending verdict has only recently given way to an appreciation of the literary and historical qualities of these chronicles. The Oxford Handbook of Holinshed's Chronicles is a major interdisciplinary undertaking which gives the lie to Holinshed's detractors, and provides original interpretations of a book that has lacked sustained academic scrutiny. Bringing together specialists in a variety of fields -- literature, history, religion, classics, bibliography, and the history of the book -- the text demonstrates that the Chronicles powerfully reflect the nature of Tudor thinking about the past, about politics and society, and about the literary and rhetorical means by which readers might be persuaded of the truth of narrative. And it is against this purpose and these objectives that the quality of any corporate governance system should be evaluated. So, we need to find a benchmark against which we can assess new regulations and evaluate existing ones.

    Abstract: Climate change is becoming more evident and, as it increases, will alter the productivity of fisheries and the distribution of fish stocks. From an economic point of view, the changes will have impacts on fisheries and coastal communities in different ways. These expected changes require adaptable and flexible fisheries and aquaculture management policies and governance frameworks. However, the forms of future climate change and the extent of its impact remain uncertain. Fisheries policy makers therefore need to develop strategies and decision-making models in order to adapt to climate change under such uncertainty while taking into account social and economic consequences. While most work on climate change in the fisheries sector has focused on fisheries science, this book highlights the economic and policy aspects of adapting fisheries to climate change. An outcome of the OECD Workshop on the Economics of Adapting Fisheries to Climate Change, held in June 2010, the book outlines the actions that fisheries policy makers must undertake in the face of climate change. These include: strengthening the global governance system, a broader use of rights-based management systems, ecosystem protection, industry transformation through the ending of environmental harmful subsidies and a focus on demand for sustainably caught seafood, and, in particular, using aquaculture as a key part of the response to climate change.

    Abstract: Over the last two decades, the countries of Eastern Europe, Caucasus and Central Asia (EECCA) have undergone significant political and economic reforms. As part of this reform agenda, they have started modernising their public administrations and expenditure management practices, bringing them closer to international standards. However, the recent global financial and economic crisis revealed a multitude of remaining structural weaknesses in the public financial systems of these countries that badly affected their economic performance. While this crisis is a real challenge, it also provides an opportunity for the EECCA governments to speed up the implementation of public finance reforms (PFRs) in order to provide a healthier basis for further development. This report aims to help EECCA environmental administrations to harness the potential benefits of on-going PFRs; particularly the shift to multi-year budgeting, stability of funding, and, ultimately, a more effective use of public money. More specifically, the extent to which the environmental sector is integrated into medium-term budgetary processes is analysed. On this basis, the opportunities for, and limits to, achieving financial sustainability of public environmental programmes are identified. The analysis is based on a regional survey of 10 EECCA countries that involved both ministries of environment and finance.

    Abstract: As the world has changed during the past 50 years, so has agriculture. And so has agricultural research, which continues to confront new challenges, from food security to ecological concerns to land use issues. Indeed, as Guy Paillotin, the former president of the French National Institute for Agricultural Research (INRA) has noted, agricultural research has reached new heights in biology and is exploring other disciplines.     Abstract: The field of industrial biotechnology has moved rapidly in recent years as a combined result of international political desire, especially in the case of biofuels, and unprecedented progress in molecular biology research that has supplied the enabling technologies. Different geographical regions have different priorities, but common drivers are climate change mitigation and the desire for energy independence. Now, industrial biotechnology has reached the centre of scientific and political attention. At no time in the past has there been a more pressing need for coherent, evidence-based, proportionate regulations and policy measures; they are at the heart of responsible development of industrial biotechnology. This publication examines the international drivers, the enabling technologies that are fast-tracking Industrial Biotechnology, industry trends, some of the products that are appearing on the market, industry structure and finance, and finally policy measures and trends. It examines separately biofuels, biobased chemicals and bioplastics. It is quite clear that a supportive policy framework for the development of biofuels exists in many countries, but that no such framework is in place for biobased chemicals and bioplastics. This seems at odds with the apparent need for the integrated biorefinery, where chemicals and plastics production will significantly improve profitability when produced alongside transportation fuels.

    Abstract: Mit dieser Ausgabe 2011 der OECD-Leitsätze für multinationale Unternehmen verpflichten sich 42 Länder zu neuen, strengeren Maßstäben für unternehmerisches Handeln. Die aktualisierte Fassung der Leitsätze enthält neue Empfehlungen zur Vermeidung von Menschenrechtsverletzungen und zur Verantwortung der Unternehmen für ihre Zulieferketten, womit sie die erste zwischenstaatliche Vereinbarung in diesem Bereich sind. Die Leitsätze legen fest, dass die Unternehmen die Menschenrechte in jedem Land achten sollten, in dem sie ihre Geschäftstätigkeit ausüben. Die Unternehmen sollten z.B. auch Umwelt- und Arbeitsstandards respektieren und über angemessene Due-Diligence-Vorkehrungen verfügen, um dies zu gewährleisten. Dies betrifft u.a. Fragen wie die Zahlung angemessener Löhne, die Bekämpfung von Bestechungsgeldforderungen und Schmiergelderpressung sowie die Förderung eines nachhaltigen Konsums. Die Leitsätze sind ein umfassender, nicht rechtsverbindlicher Verhaltenskodex für Unternehmen, dessen Förderung die OECD-Mitgliedsländer und andere Länder vereinbart haben. Ein neues, strengeres Beschwerde- und Vermittlungsverfahren wurde ebenfalls eingerichtet.

    Abstract: Inducing environmental innovation is a significant challenge to policy-makers. Efforts to design public policies that address these issues are motivated by the fact that innovations can allow for improved environmental quality at lower cost. However, the relationship between environmental policy and technological innovation remains an area in which empirical evidence is scant. Increased attention should be paid to the design characteristics of public policies that are likely to affect the ‘type’ of innovation induced. The work presented in this book is brought together in five substantive chapters: environmental policy design characteristics and their role in inducing innovation, the role of public policies (including multilateral agreements) in encouraging transfer of environmental technologies, followed by three ‘sectoral’ studies of innovation in alternative fuel vehicles, solid waste management and recycling, and green (sustainable) chemistry. While particular focus has been placed on the role of environmental policy in bringing about the innovation documented, it is recognised that other factors play a key role in inducing innovation which has positive environmental implications.

    Abstract: How to make the most of public investment? This question is critical in today’s tight fiscal environment. Given that sub-national governments in OECD countries carry out more than two thirds of total capital investment, they have played a key role in executing national stimulus packages during the global crisis. The effectiveness of recovery strategies based on public investment thus depends largely on the arrangements between levels of government to design and implement the investment mix. This report provides an overview of challenges met in the recovery and highlights good practices and lessons learned, focusing on eight country cases: Australia, Canada, France, Germany, Korea, Spain, Sweden and the United States. As stimulus packages are being phased out since 2010, many countries have moved toward fiscal consolidation and targeted public investment as an adjustment variable. Co-ordination between levels of government was essential to implement recovery measures, and it is equally important to better prioritise reduced public investment and make the most of it for sustainable growth.

    Abstract: Corporate losses raise compliance risks if aggressive tax planning is used as a means of increasing or accelerating tax relief in ways not intended by the legislator, or to generate artificial losses. This report describes the size of loss carry-forwards, the rules applicable in relation to losses, and identifies the following risk areas: corporate reorganisations, financial instruments and non-arm’s length transfer pricing. After having summarised aggressive tax planning schemes on losses, as well as country detection and response strategies, it offers a number of conclusions and recommendation for tax administration and tax policy officials.

    Abstract: This report provides an overview of the main characteristics and structure of the current Common Agricultural Policy (CAP) and its developments in the last 25 years in a changing environment within and outside the EU. Drawing on material presented at the OECD Workshop on the Disaggregated Impacts of CAP Reform, held on 10-11 March 2010, and model-based scenarios, it analyses the impacts of policy changes on production, trade, land use, farm structure, the environment and some aspects of rural development, using changes in the level and composition of OECD indicators of support, notably the Producer Support Estimate (PSE). This report further suggests improvements in the market orientation, competitiveness and risk management at all levels of the food chain, and pleads for clarifying the link between policy measures and objectives through better targeting, and strengthening evidence on which to base policies.

    Abstract: In 2005, OECD published a stocktaking of the corporate governance framework in the Organisation’s member countries. This publication was the basis on which the OECD Guidelines on Corporate Governance of State-Owned Enterprises (the “SOE Guidelines”) was developed. It has been widely quoted in academic literature, in official documents and by practitioners. However, the SOE landscape in OECD countries has changed significantly since 2005 and four new countries have become members of the Organisation. This publication provides an update of changes since 2005, organised according to the main sections of the SOE Guidelines: the legal and regulatory framework for SOEs, the state acting as an owner, equitable treatment of shareholders, relations with stakeholders, transparency and disclosure, and the responsibilities of the boards of SOEs.

    Abstract: Turkey is an important producer and exporter of agricultural commodities on world markets and is estimated to be the world’s 7th-largest agricultural producer. Although the economic importance of agricultural sector relative to the industrial and service sectors has been declining, agriculture still remains a key part of Turkey’s society, employing about one quarter of the workforce and generating most of income and employment in rural areas. Agricultural policies in Turkey have evolved significantly over time and the new Agricultural Law agreed in 2006 aims to align Turkey’s agricultural policies with those of the European Union. The main purpose of the study is to evaluate recent policy developments in the context of a broader review of policy developments since the implementation of the Agricultural Reform Implementation Project (ARIP) in 2001. This study also discusses several emerging issues and challenges for Turkish agricultural policies, and offers key policy recommendations.

    Abstract: This publication provides new information on public research institutions (PRIs) and government strategies. Public research institutions are crucial for innovation due to their role in knowledge creation and diffusion. While absolute real expenditure on R&D in this sector has risen, it now accounts for a smaller share of total R&D spending by OECD countries and of OECD GDP. The targets and focus of many PRIs have evolved in recent years. Changing activities, new policy challenges and wider economic and political developments have driven change in missions and mandates and linkages have become focal points for many. Internationalisation has also increased and relationships are frequently collaborative. PRIs’ sources of income are diverse but funding has become increasingly competitive. Funding instruments need to balance short-and long-term goals to uphold research quality and ensure the sustainability of PRI activities.

    Abstract: Measuring Innovation: A New Perspective presents new measures and new ways of looking at traditional indicators. It builds on 50 years of indicator development by OECD and goes beyond R&D to describe the broader context in which innovation occurs. It includes some experimental indicators that provide insight into new areas of policy interest. It highlights measurement gaps and proposes directions for advancing the measurement agenda. This publication begins by describing innovation today. It looks at what is driving innovation in firms, and how the scientific and research landscape is being reconfigured by convergence, interdisciplinarity and the new geography of innovation hot spots. It presents broader measures of innovation, for example using new indicators of investment in intangible assets and trademarks. Human capital is the basic input of innovation, and a series of indicators looks at how well education systems are contributing to the knowledge and research bases. Further series examine how firms transform skills and knowledge, and shed light on the different roles of public and private investment in fostering innovation and reaping its rewards, with concrete examples from major global challenges such as health and climate change. Measuring Innovation is a major step towards evidence-based innovation policy making. It complements traditional “positioning”-type indicators with ones that show how innovation is, or could be, linked to policy. It also recognises that much more remains to be done, and points to the measurement challenges statisticians, researchers and policy makers alike need to address.

    Abstract: Als 1970 Henri Lefèbvres »La révolution urbaine« (»Die Revolution der Städte«) erscheint, ist die Stadt als komplexes Phänomen vor allem soziologisch untersucht worden. Lefèbvre hingegen definierte die Stadt als »Õuvre« - als Ausdruck menschlicher Kreativität, die im Laufe der Entwicklung an Authentizität verloren hat - und charakterisierte die Verstädterung als dialektisch ablaufenden Prozess mit unbestimmtem Ausgang. Fernand Mathias Guelf zeigt, dass die Verbindung von Revolution und Urbanisierung - als »strategische Hypothese« und Perspektive - für die Hoffnung auf eine neue Qualität des menschlichen Zusammenlebens steht.

    Abstract: La réussite du processus de développement dépend pour beaucoup de l’efficience, de l’intégrité et de l’efficacité avec lesquelles l’État collecte, gère et dépense les deniers publics. L’amélioration des règles et institutions qui encadrent ces activités devrait donc être une composante essentielle de toute démarche en faveur du développement. La consolidation de la gestion des finances publiques, et de la bonne gouvernance de façon plus générale, étant au cœur des Objectifs du millénaire pour le développement, la Déclaration de Paris (adoptée en 2005) vise à encourager les donneurs et les pays partenaires à déployer des efforts conjoints pour renforcer leurs systèmes de gestion des finances publiques. Ce rapport a pour objet de faire le point sur les progrès accomplis concernant la consolidation de la gestion des finances publiques et de formuler des recommandations sur la voie à suivre pour atteindre les objectifs 2010 fixés dans la Déclaration de Paris. Il examine les avantages et le bien-fondé de l’utilisation des systèmes nationaux, evalue les progrès réalisés en direction des objectifs énoncés dans la Déclaration de Paris, passe en en revue toute la palette de réformes intéressant la gestion des finances publiques engagées dans les pays partenaires, étudie les facteurs de réussite des réformes entreprises dans le domaine de la gestion des finances publiques, examine les paramètres qui influent sur les décisions qui sont prises d’utiliser, ou non, les systèmes nationaux de gestion des finances publiques, en mettant l’accent sur les risques perçus et sur la manière dont ils sont évalués et gérés, et reprend les conclusions du Programme d’examen des dépenses publiques et d’évaluation de la responsabilité financière (PEFA) qui contient des informations sur la qualité des systèmes nationaux de gestion des finances publiques.Il ressort de cette étude que désormais, et peut-être plus que jamais auparavant, pays partenaires et donneurs doivent absolument s’employer à bâtir une confiance mutuelle et à œuvrer ensemble à la construction de véritables partenariats au service de résultats.
