Abstract: "This volume helps us understand the transformations of terrorist organisations, and the conflicts they are involved in, by broadening the perspective on what is considered terrorist learning. Using a variety of methodological approaches and empirical data, the volume offers a look at the clandestine inner lives of groups from different continents and ideological backgrounds in order to explore from whom they learn and how, and what the outcomes are. Their internal and external interactions are examined within their socio-political contexts to illuminate how they adapt to challenges or fail to do so. Unpacking the question of 'how do terrorists learn' helps us to grasp not only changes of violent means of action but also of operational and strategic approaches and, ultimately, even transformations of the ends pursued. The chapters demonstrate that terrorist learning is not principally different from that of other human organisations. The contributors draw on conceptual frameworks of organizational learning, but also broaden the scope beyond the organizational framework to acknowledge the variety of forms of informal and decentralized learning characteristic of much contemporary terrorism. This book will be of much interest to students of terrorism studies, violent extremism, organisational studies and International Relations"--

Abstract: "Marxism and Decolonization in the 21st Century is a ground-breaking work that highlights the resurgence and insurgence of Marxism and decolonization, and the ways in which decolonization and decoloniality are grounded in the contributions of Black Marxism, the radical black tradition, and anti-colonial liberation traditions. Featuring leading and young scholars and activists, this book is a practical scholarly intervention that shows how democratic Marxism and decoloniality might converge to provoke planetary decolonization in the 21st century. At the center of this process, enabled by both increasing human entanglements and the resilience of racism, the volume's contributors analyze converging forces of anti-imperialism, anti-colonialism, anti-patriarchy, anti-sexism, indigenous people's movements, eco-feminist formations, and intellectual movements levelled against Eurocentrism. This book will be of great interest to students, scholars, and intellectuals interested in Marxism, decolonization, and transnational activism"--

Abstract: "This book is an original, systematic, and radical attempt at decolonizing critical theory. Drawing on linguistic concepts from sixteen languages from Asia, Africa, the Arab world, and South America, the essays in the volume explore the entailments of words while discussing their conceptual implications for the humanities and the social sciences everywhere. The essays engage in the work of thinking through words to generate a conceptual vocabulary that will allow for a global conversation on social theory that will be necessarily multilingual. With essays by scholars, across generations, and from a variety of disciplines - history, anthropology, and philosophy to literature and political theory - this book will be essential reading for scholars, researchers and students of critical theory and the social sciences"--

Abstract: Introduction: The Discourse of Transparency -- A Brief History of Transparency's Entry in Discourse -- Access to Information Delimited -- Transparency Universal -- The Fallacies of Transparency : Fake News, Artificial Intelligence and the Hyperinformation Society -- Producing the Transparent Subject: The Gaze Turns Inward -- Resisting Transparency -- Conclusion.
Abstract: "This book critiques the contemporary recourse to transparency in law and policy. This is, ostensibly, the information age. At the heart of the societal shift toward digitalistion, is the call for transparency and the liberalisation of information and data. Yet, with the recent rise of concerns such as 'fake news', post-truth and misinformation, where the policy responses to all these phenomena has been a petition for even greater transparency, it becomes imperative to critically reflect on what this dominant idea means, whom it serves, what the effects are of its power. In response, this book provides the first sustained critique of the concept of transparency in law and policy. It offers a concise overview of transparency in law and policy around the world, and critiques how this concept works discursively to delimit other forms of governance, other ways of knowing and other realities. It draws on the work of Michel Foucault on discourse, archaeology and genealogy, together with later Foucaultian scholars, including Gayatri Chakravorty Spivak and Judith Butler, as a theoretical framework for challenging and thinking anew the history and understanding of what has become one of the most popular buzzwords of 21st century law and governance. At the intersection of law and governance, this book will be of considerable interest to those working in these fields; but also to those engaged in other interdisciplinary areas, including society and technology, the digital humanities, technology laws and policy, global law and policy, as well as the surveillance society"--

Abstract: The OECD and the Directorate-General for Environment, the European Commission department responsible for EU policy on the environment, joined forces to examine current and future water-related financing challenges faced by EU member states. These include investments needed to comply with EU regulation for water supply, wastewater collection and treatment, and flood protection. As part of the research, new data was produced on current levels of expenditure for water supply, sanitation and flood protection, as well as on projected needs. It supported a comparison across member states and substantiated tailored policy discussions in selected countries and at European level. This report captures the rationale for the research, the main quantitative outcomes and the policy issues and recommendations that derived from this two-year co-operation. Lessons from Europe outlined in this report can inspire similar research and policy discussions in other parts of the world.

Abstract: "The volume provides a field-analytical methodology for researching knowledge based sociopolitical processes of transnationalization. Drawing on the seminal work by Pierre Bourdieu, we apply concepts of practice, habitus, and field to phenomena such as cross-national social trajectories, international procedures of evaluation, standardization and certification or supranational political structures. These transnational phenomena form part of general political struggles that legitimate social relationships in and beyond the nation state. Part 1 on "Methodological Foundations" discusses the consequences of Bourdieu's epistemology and methodology for theorizing and investigating transnational phenomena. The contributions show the import of field-theoretical concepts for post-national insights. Part 2 on "Investigating Political Fields" presents exemplary case studies in diverse research areas such as colonial imperialism, international academic rankings, European policy fields, and local school policy. While focusing on their research objects, the contributions also give an insight into the mechanisms involved in processes of transnationalization. The volume is an invitation for sociologists, political scientists and scholars in adjacent research areas to engage with reflexive and relational research practice and to further develop field-theoretical thought"--

Abstract: Twenty-first century governments must keep pace with the expectations of their citizens and deliver on the promise of the digital age. Data-driven approaches are particularly effective for meeting those expectations and rethinking the way governments and citizens interact. This report highlights the important role data can play in creating conditions that improve public services, increase the effectiveness of public spending and inform ethical and privacy considerations. It presents a data-driven public sector framework that can help countries or organisations assess the elements needed for using data to make better-informed decisions across public sectors.

Abstract: Women’s unequal share of unpaid care work can prevent their full participation in the economies of developing countries; however, care needs are growing globally. How can governments and development partners meet the needs of families and communities, while ensuring that all citizens benefit from economic opportunities and fair remuneration? As part of the OECD Policy Dialogue on Women’s Economic Empowerment, this report focuses on identifying what works to address unpaid care work and sheds light on how governments, donors in the private sector and civil society actors – among others – can design policies to support both those who need care and those who provide care. The report brings together existing knowledge of policy options for unpaid care work across regions, in four policy areas: infrastructure, social protection, public services and the promotion of shared responsibility within the household.

Abstract: SDG target 17.14 calls on all countries to “enhance policy coherence for sustainable development” as a key means of implementation. According to countries’ Voluntary National Reviews, this presents a major challenge. It requires meaningful collaboration and co-ordinated action across both policy sectors and different levels of government. It also requires balancing short-term priorities with long-term sustainability objectives and taking into account the impact of domestic policies on global well-being outcomes. The 2019 edition of Policy Coherence for Sustainable Development looks at countries’ efforts to meet this challenge and identifies opportunities for accelerating progress. The third in a series, it shows how integrated and coherent policies, supported by strong institutional and governance mechanisms, can contribute to empowering people and ensuring inclusiveness and equality.

Abstract: This volume shows how infrastructures and daily life shape each other. Power grids, roads and broadband make modern lifestyles possible – at the same time, their design and day-to-day operation depends on what people do at home and at work. This volume investigates the entanglement of supply and demand. It explains how standards and 'normal' ways of living have changed over time and how infrastructures have changed with them. Studies of grid expansion and disruption, heating systems, the internet, urban planning and office standards, smart meters and demand management reveal this dynamic interdependence. This is the first book to examine the interdependence between infrastructures and the practices of daily life. It offers an analysis of how new technologies, lifestyles and standards become normalised and fall out of use. It brings together diverse disciplines – history, sociology, science studies – to develop social theories and accounts of how infrastructures and practices constitute each other at different scales and over time. It shows how networks and demands are steered and shaped, and how social and political visions are woven into infrastructures, past, present and future. Original, wide-ranging and theoretically informed, this book puts the many practices of daily life back into the study of infrastructures. The result is a fresh understanding of how resource-intensive forms of consumption and energy demand have come about and what is needed to move towards a more sustainable lower carbon future.

Abstract: "The Kalahandi district in the state of Odisha in Eastern India is regarded as an iconic region of underdevelopment and is often perceived to be the 'Somalia' of the country. It is also the site of a large number of governmental interventions. This book focuses on governance in the state of Odisha and provides an ethnographic account of the changing forms of governmental actions in the development sector. It analyses the implementation of WORLP (Western Orissa Rural Livelihoods Project), a new generation watershed-based development project in Kalahandi district in Odish. It shows the morphings of the forms of the state on the ground and the ways in which it is perceived by the agents and objects of statist actions. Arguing that the changes in the institutions and practices of the state in India over the last three decades are better understood through the conceptualisation of state-fabrication, rather than of state-formation, the author describes five governmental tactics related to emergent modes of governmental action in the context of watershed development in Kalahandi . The book identifies an increasing convergence in the everyday practices of governmental and non-governmental organisations, and the growth of 'the social' as a terrain and object of governmental action as two important effects of the process of deployment of these tactics. Providing an alternative analysis of state and politics in India, this book adds to the literature surrounding the everyday state by illuminating recent changes in state-society relations. It will be of interest to academics in the field of Political Science, Public Policy, Development Studies, Social Anthropology/Sociology and South Asian studies

Abstract: This report provides an overview of “multi-level governance” reforms in OECD countries. It looks at institutional reforms, which reorganise powers, responsibilities and resources across levels of government, as well as territorial reforms, which address territorial structures, often modifying regional and local government administrative areas. The report describes the rationale for different reforms, their characteristics and outcomes, as well as the obstacles faced by governments in designing and implementing them. The success - and failure - of past reforms provide useful lessons that can be applied to future reform efforts. The report includes five case studies that take an in-depth look at countries that have undertaken considerable multi-level governance reforms: Finland, France, Italy, Japan and New Zealand.

Abstract: Borders are becoming increasingly porous, with growing flows of goods, services, people and capital. Governments, more than ever, need to co-ordinate their efforts to develop global standards to address climate change, as well as crises related to finance, health, environment and migration; secure peace; and ensure sustainable economic prosperity and social inclusion. International organisations play a key role in fostering multilateral action and addressing the fragmentation that may undermine effective domestic action. To shed greater light on international standard setting, this unique report collects, compares and assesses the practices of 50 international organisations on their governance arrangements, operational modalities, use of quality management disciplines and co-operation efforts. It analyses different types of organisations – inter-governmental, supra-national, trans-governmental and private – and identifies avenues for making their action more effective, inclusive and relevant.

Abstract: Japan is embarked on a demographic transition without precedent in human history: the population is both declining and ageing rapidly. This raises important questions about the country's future economic geography, as public policies will need both to respond to these shifts and also to shape them. Demographic change will have particularly important implications for the settlement pattern of the country, and this, in turn, will affect Japan's ability to sustain economic growth and the well-being of its citizens. This Review therefore focuses on the spatial implications of demographic change and the response of spatial policies to it, particularly as these interact with other policies aimed at sustaining the productivity growth that a "super-ageing" Japan will need in order to maintain its future prosperity. The Japanese authorities have recently put in place a complex package of long-term spatial and structural policies aimed at meeting this challenge. Their experience should be of first-order interest to other OECD countries, as most face the prospect of rapid population ageing and many are also projected to experience significant population decline over the coming decades.

Abstract: This report provides an in-depth, evidence-based analysis of open government initiatives and the challenges countries face in implementing and co-ordinating them. It also explores new trends in OECD member countries as well as a selection of countries from Latin America, MENA and South East Asia regions. Based on the 2015 Survey on Open Government and Citizen Participation in the Policy Cycle, the report identifies future areas of work, including the effort to mobilise and engage all branches and all levels of government in order to move from open governments to open states; how open government principles and practices can help achieve the UN Sustainable Development Goals; the role of the Media to create an enabling environment for open government initiatives to thrive; and the growing importance of subnational institutions to implement successful open government reforms.

Abstract: "This comprehensive new Handbook explores the significance and nature of armed intrastate conflict and civil war in the modern world. Civil wars and intrastate conflict represent the principal form of organised violence since the end of World War II, and certainly in the contemporary era. These conflicts have a huge impact and drive major political change within the societies in which they occur, as well as on an international scale. The global importance of recent intrastate and regional conflicts in Afghanistan, Pakistan, Iraq, Somalia, Nepal, Cote d'Ivoire, Syria and Libya -- amongst others -- has served to refocus academic and policy interest upon civil war. Drawing together contributions from key thinkers in the field who discuss the sources, causes, duration, nature and recurrence of civil wars, as well as their political meaning and international impact, the Handbook is organised into five key parts: Part I: Understanding and Explaining Civil Wars: Theoretical and Methodological Debates Part II: The Causes of Civil Wars Part III: The Nature and Impact of Civil Wars Part IV: International Dimensions Part V: Termination and Resolution of Civil Wars. Covering a wide range of topics including micro-level issues as well as broader debates, Routledge Handbook of Civil Wars will set a benchmark for future research in the field. This volume will be of much interest to students of civil wars and intrastate conflict, ethnic conflict, political violence, peace and conflict studies, security studies and IR in general"--

Abstract: Africa, it is often said, is suffering from a crisis of citizenship. At the heart of the contemporary debates this apparent crisis has provoked lie dynamic relations between the present and the past, between political theory and political practice, and between legal categories and lived experience.

Abstract: "Central Asian states have experienced a number of historical changes that have challenged their traditional societies and lifestyles. The most significant changes occurred as a result of the revolution in 1917, the incorporation of the region into the Soviet Union, and gaining independence after the collapse of the USSR. Impartial and informed public evaluation of the Soviet and post-Soviet periods has always been a complicated issue, and the 'official' descriptions have often contradicted the interpretations of the past viewed through the experiences of ordinary people. Identity and Memory in Post-Soviet Central Asia looks at the tradition of history construction in Central Asia. By collecting views of the public's experiences of the Soviet past in Uzbekistan, the author examines the transformation of present-day Central Asia from the perspective of these personal memories, and analyses how they relate to the Soviet and post-Soviet official descriptions of Soviet life. The book discusses that the way in which people in Central Asia reconcile their Soviet past to a great extent refers to the three-fold process of recollecting their everyday experiences, reflecting on their past from the perspective of their post-Soviet present, and re-imagining. These three elements influence memories and lead to selectivity in memory construction, emphasising the aspects of the Soviet era people choose to recall in positive and negative lights. Presenting a broader picture of Soviet everyday life at the periphery of the USSR, the book will be a useful contribution for students and scholars of Central Asian Studies, Ethnicity and Identity Politics"--Provided by publisher

Abstract: "Although international development discourse considers the state as a crucial development actor, there remains a significant discrepancy between the official norms of the state and public services and the actual practices of political elites and civil servants. This text interrogates the variety of ways in which state policies and legal norms have been translated into the set of practical norms which make up real governance in sub-Saharan Africa. It argues that the concept of practical norms is an appropriate tool for an ethnographic investigation of public bureaucracies, interactions between civil servants and users, and the daily functioning of the state in Africa. It demonstrates that practical norms are usually different from official norms, complementing, bypassing and even contradicting them. In addition, it explores the positive and negative effects of different aspects of this 'real governance'. This text will be of key interest to academics, students and researchers in the fields of development, political science, anthropology and development studies, African studies, international comparative studies, implementation studies, and public policy"--

Abstract: In response to the ongoing economic crisis, Italy is undertaking a series of critically important reforms, combining pro-growth policies with severe austerity measures to achieve fiscal consolidation. The success of these structural reforms will rely heavily on the capacity of the government to restore trust in its ability and commitment to guide the country towards sustainable economic growth. At the time of this publication, however, less than a quarter of Italian citizens trusted the quality of government decision-making. Concerns over public integrity and corruption stand out as key elements underlying this prevailing lack of trust. To restore the deficit of trust in the Italian government, the public sector needs to be embedded within a comprehensive integrity framework. Law 190 of November 6, 2012 (the Anti-Corruption Law) enshrines public sector integrity management and strengthens existing corruption prevention provisions through the designation of a new anti-corruption authority, a detailed framework for the adoption of a national anti-corruption plan, and new provisions regarding the conduct and prevention of conflict of interests in the public sector. This OECD Integrity Review provides guidance on the implementation of key integrity and corruption prevention elements of the Law, most notably those concerning institutional coordination, the regulation of conduct and whistleblower protection, and management of integrity risks in public sector activities. The review concludes each chapter with proposals for action, with OECD member countries’ best practices in mind, with the ultimate goal of supporting Italy in its efforts to enhance integrity in the public sector and restore trust.

Abstract: This Inventory is concerned with direct budgetary transfers and tax expenditures that relate to fossil fuels, regardless of their impact or of the purpose for which the measures were first put in place. It has been undertaken as an exercise in transparency, and to inform the international dialogue on fossil-fuel subsidy reform. For each of the 34 OECD countries covered, the Inventory provides a succinct summary of its energy economy, and of the budgetary and tax-related measures provided at the central-government level (and, in the case of federal countries, for selected sub-national units of government) relating to fossil-fuel production or consumption. The transfers associated with these measures are reported for recent years using the Producer Support Estimate (PSE) and Consumer Support Estimate (CSE) as organising frameworks. These frameworks have already been used extensively by the OECD, most notably in respect of agriculture. The Inventory covers a wide range of measures that provide a benefit or preference for a particular activity or a particular product, either in absolute terms or relative to other activities or products, against a specified baseline. Many measures listed in this inventory are relative preferences within a particular country’s tax system rather than absolute support that can be readily compared across countries, and for that reason no national totals are provided.

Abstract: "Postcolonial theory has had the most impact in disciplines such as literature and, to some degree, history, and perhaps the least impact in the discipline of politics. However, there is growing interest in postcolonial theory within politics, and interest in especially high in the subfield of international relations. This text provides a comprehensive survey of how postoclonial theory shapes our understanding of international relations"--

Abstract: The balance of economic power is shifting. Countries that were once poor are becoming economic powerhouses. Yet poverty persists worldwide, depriving billions of people of basic necessities and the prospects of creating a better life. How are we responding to this challenge? This book explores the multi-faceted world of aid and development co-operation – a range of global, and sometimes contested, efforts aimed at reducing the impact of poverty. It traces the history of these efforts, explains where they come from and where they are going, and asks whether they are achieving as much as they could. It also examines some of the ways in which development efforts can be made more effective in achieving lasting benefits through good governance and the creation of a deeper partnership between developed and developing countries. And it looks at how the economic emergence of countries like China and India is bringing a new dynamic to development co-operation.

Abstract: Developing growth strategies that promote greener lifestyles requires a good understanding of what factors affect people’s behaviour towards the environment. Recent OECD work based on periodic surveys of more than 10 000 households across a number of countries and areas represents a breakthrough by providing a common framework to collect unique empirical evidence for better policy design. This publication presents responses from the most recent round of the OECD survey implemented in 2011 in 5 areas (energy, food, transport, waste and water) and 11 countries: Australia, Canada, Chile, France, Israel, Japan, Korea, the Netherlands, Spain, Sweden and Switzerland. Analysis comparing the data across countries, policy conditions and households’ characteristics reveals which measures most effectively change behaviour. Each round of the survey also allows to track changes over time and to explore new emerging issues. The new survey confirms the importance of providing the right economic incentives for influencing our decisions. The findings indicate that “soft” measures such as labelling and public information campaigns also have a significant complementary role to play. Spurring desirable behaviour change requires a mix of these instruments. This book is a milestone for all those interested by the challenging question of ways to promote greener behaviour, from policy makers to individual citizens.

Abstract: More than one-third of Official Development Assistance is spent annually on fragile and conflict-affected countries. Nonetheless, aid does not always flow promptly and effectively to where it is most needed, especially in countries recovering from conflict. The Accra Agenda for Action, recent peer reviews by the OECD Development Assistance Committee (OECD DAC) and the UN Secretary-General’s report “Peacebuilding in the Immediate Aftermath of Conflict” agree: international engagement is less than optimal, especially in guiding and implementing transition financing processes. While many determining forces in fragile and conflict-affected countries are outside donor control, decisions about which activities to finance and how to finance them influence these countries’ path out of conflict. This is because financing is about much more than the flow of resources: it affects behaviour, aid architecture, power and influence, priorities, and capacity development. And because it signals approval or disapproval, there is no neutral choice: a financing decision has consequences that go far beyond the timescale and scope of the funded activity. This report will help OECD DAC members and partners to map out more effective, rapid and flexible transition financing. This includes improving current policies and practices in financial flows, implementing procedural and cultural changes in donor administrations, and maximising use of the instruments available for in-country transition financing. The report also addresses improving the operational effectiveness of pooled funding instruments, clarifying the link between funding instruments and national ownership, and adopting a new approach to identify and prioritise specific transition needs.

Abstract: This review of human resource management (HRM) in the federal government of Brazil provides a detailed diagnosis of the management of government employees, and solutions for improving it. The assessments and the recommendations are based on the lessons learned from the experience of OECD member countries. This review assesses whether: the federal government is managing the size, skills, and competencies of its workforce in a sustainable manner; the HRM system in government is strategic and performance oriented; there is a balance between the flexibility and consistency of HRM practices; the values promoted by the government are consistent with management rules and practices.

Abstract: “Too much ‘red tape’!” is one of the most common complaints from businesses and citizens in OECD countries. Administrative simplification is a regulatory quality tool to review and reduce administrative and regulatory procedures. It has remained high on the agenda in most OECD countries over the last decade and continues to be so. Countries’ efforts to strengthen their competitiveness, productivity and entrepreneurship during the current recession have made simplification efforts even more urgent. Until now, efforts to reduce administrative burdens have primarily been driven by ambitions to improve the cost efficiency of administrative regulations, as these impose direct and indirect costs on regulated subjects. Many countries will finish their current projects over the next few years and must decide how to continue their efforts and how to make them more efficient. This report looks beyond 2010 and presents policy options for administrative simplification that are in line with current trends and developments. It provides policy makers with guidance on the available tools and explains common mistakes to be avoided when designing, undertaking and evaluating administrative simplification programmes.

Abstract: How did the sharpest global slowdown in more than six decades happen, and how can recovery be made sustainable? OECD Insights: From Crisis to Recovery traces the causes, course and consequences of the “Great Recession”. It explains how a global build up of liquidity, coupled with poor regulation, created a financial crisis that quickly began to make itself felt in the real economy, destroying businesses and raising unemployment to its highest levels in decades. The worst of the crisis now looks to be over, but a swift return to strong growth appears unlikely and employment will take several years to get back to pre-crisis levels. High levels of public and private debt mean cutbacks and saving are likely to become the main priority, meaning the impact of the recession will continue to be felt for years to come.

Abstract: OECD countries have made significant reform progress in recent decades, in fields as diverse as competition policy, health care and the environment. How have they done it? And why have reforms advanced in some places and stalled in others? This collection of essays analyses the reform experiences of the 30 OECD countries in nine major policy domains in order to identify lessons, pitfalls and strategies that may help foster policy reform in the future. While taking full account of the tremendous differences in the political and institutional settings in which these reforms were undertaken, the authors highlight a number of common challenges and potential solutions that hold good across both countries and issue areas. They show that the scope for cross-national policy learning is enormous. The importance of such reform lessons is all the greater in the wake of the global financial and economic crisis. As OECD governments confront the challenge of trying to restore public finances to health without undermining the recovery, they will need to pursue a careful mix of fiscal policies and growth-enhancing structural reforms. Designing, adopting and implementing such a policy mix will require the crafting of effective reforms and effective strategies for implementing them.

Abstract: In the context of the economic recovery and public budget cuts, policy silos and fragmented short-term policy interventions have become luxuries that our economies can no longer afford. Government intervenes in a myriad of ways at the local level, and rarely are these interventions co-ordinated effectively. Most of us are familiar with policy “silos”. Such divisions are often taken for granted, blamed on historical working relationships (“it has always been like that”) and organisational cultures (“they don’t work like we do”). However these divisions come at a cost. The issues and challenges facing local communities are often complex, and require a holistic approach to be resolved. This book provides concrete advice to policy makers at both national and local levels on how to better align policies, reduce duplication and waste, and “do more with less”. It is based on comparative analysis of 11 countries in Australisia, Europe and North America and combines rankings on where countries stand in terms of the integration of employment, skills and economic development policies, with concrete examples of successful policy integration on the ground.

Abstract: This review is the first to analyse e-government at the country level using a revised framework designed to capture the new challenges faced by countries today. It highlights the richness of initiatives and actions taken by Denmark in relation to a number of areas, including the impact of e-government on public sector modernisation and efficiency efforts, the impact of e-government organisational structure and arrangements on e-government development and administration, the need to address issues related to user take-up and the assessment of benefits realisation of e-government projects. As these are not unique to Denmark, but are commonly shared by a number of OECD countries, the study provides useful tools to support e-government policy making in all OECD countries.

Abstract: Information communication technologies (ICTs) are crucial to reducing poverty, improving access to health and education services and creating new sources of income and employment for the poor. Being able to access and use ICTs has become a major factor in driving competitiveness, economic growth and social development. In the last decade, ICTs, particularly mobile phones, have also opened up new channels for the free flow of ideas and opinions, thereby promoting democracy and human rights. The OECD and infoDev joined forces at a workshop on 10-11 September 2009 to examine some of the main challenges in reducing the discrepancies in access to ICTs and use of ICTs between developing countries. The workshop discussed best practices for more coherent and collaborative approaches in support of poverty reduction and meeting the Millennium Development Goals. There is much work to be done on improving policy coherence and there is a need to engage more actively with partner countries. Making the most of ICTs requires that they are seen as part of innovation for development, rather than just another development tool. This publication examines access to ICTs, as a precondition to their use; broadband Internet access and governments' role in making it available; developments in mobile payments; ICT security issues; ICTs for improving environmental performance; and the relative priority of ICTs in education. Abstract: The MENA-OECD Governance Programme supports public sector reform in the Middle East and North African (MENA) region. Since its inception in 2003, the programme has helped the region to improve institutions for good governance through continuous policy review and reform. The need to accelerate economic growth has been the primary impetus, but MENA governments are increasingly implementing reform to improve public sector performance and to meet citizens’ needs for higher quality education and health care, a safer and cleaner environment, and transparent and responsive government. Going forward, reforms will also be driven by equity and sustainability concerns. This report offers a perspective on the progress made in public management in the MENA region since 2005. It reviews achievements in implementing public governance reform in nine areas: human resource management, public finance, integrity, regulation and law drafting, administrative simplification, e-government, public-private partnerships, gender, and water resource management. The report presents case studies on key policy reforms and outlines common characteristics across the region as well as the specific conditions and circumstances in MENA countries and economies.

Abstract: Finland’s traditional Nordic model is under pressure: A rapidly ageing society, the global economic crisis and growing societal disillusionment require the public administration to be strategically agile in order to maintain fiscal sustainability and to respond to a complex and rapidly changing environment. The government’s capacity to act in these difficult times will depend on the public administration’s ability to work together – across all of the public administration at the state and local level, and with society as a whole – in order to sustain success and maintain its global position in the future. This report is the second in a series of OECD country reviews that look at governance and public management issues from a comprehensive perspective. These reviews help countries to identify how reforms can better reinforce each other in support of overall government objectives. They also examine reform strategies that have worked in other countries and provide advice as to which reforms can be appropriately adapted to a given country.

Abstract: Complex policy issues cannot be solved by government alone. Delivering high-quality public services at the least cost and achieving shared public policy goals requires innovative approaches and greater involvement of citizens. This book is a valuable source of information on government performance in fostering open and inclusive policy making in 25 countries. It offers rich insights into current practice through 14 in-depth country case studies and 18 opinion pieces from leading civil society and government practitioners. It includes 10 guiding principles to support open and inclusive policy making and service delivery in practice. “Including more people, earlier and more creatively, in public policy issues is vital not just to secure legitimacy for policy decisions, but also to unlock a mass of creativity and commitment. Innovation is increasingly going to become an open, social and networked activity. That is true in politics and policy as much as in business. This timely, thoughtful book will help make open innovation in public policy a practical reality.” -Charles Leadbeater, author We-think: Mass innovation not mass production “We cannot engage the public only on issues of service delivery, but need also to seek their views, energy and resources when shaping public policy. To do otherwise is to create a false distinction between design and delivery, when in the citizens’ eyes it is all connected.” -Irma Pavliniè Krebs, Minister of Public Administration, the Republic of Slovenia “Focus on Citizens shines a light on the practical difficulties and significant benefits of open and inclusive policy making – not only for OECD member country governments but equally for non-member countries.” -Bart W. Édes, Head, NGO and Civil Society Center, Asian Development Bank

Abstract: This report examines why some policy reforms get implemented and others languish by examining 20 structural reform efforts in 10 OECD countries over the past two decades. The case studies cover a wide variety of reform attempts in three key areas: pensions, labour- and product-market regulation. Key factors in the political, economic and reform-specific arenas are identified as helping or hindering reform, and these findings are cross-checked using a relatively simple set of Spearman rank correlations. The report’s two-pronged analytical approach – quantitative and qualitative – results in unique insights for policy makers designing, adopting and implementing structural policy reforms.

Abstract: The size and the economic significance of the public sector make it a major contributor to economic growth and social welfare. The goods and services government provides, its redistributive and regulatory powers, and how those are exercised affect the way business is conducted and people live their lives in every country. Citizens are entitled to understand how government works and how public revenues are used. This book provides a significant contribution to developing a coherent, reliable system for data collection and analysis. It summarises the available OECD and other international data on public sector inputs and processes. It also examines the existing internationally comparable data on outputs and outcomes, and recommends new approaches to measurement.

Abstract: Bribery is bad for business, so why do businesses continue to bribe? What roles do business, government, and civil society have in the fight against corruption - and notably in the fight against bribery in business? The 6th Regional Anti-Corruption Conference for Asia and the Pacific gathered experts from countries and jurisdictions of Asia and the Pacific, OECD member countries, leading enterprises and businesses associations, civil society, and development partners to respond to these questions and to share their experiences in fighting bribery in business. The conference, organized by the ADB/OECD Anti-Corruption Initiative for Asia and the Pacific in late November 2008, explored (i) possible drivers and incentives for anti-corruption reform; (ii) the role of criminal law standards and corporate compliance mechanisms; (iii) the risks and countermeasures against private-to-private corruption; (iv) preventing and managing conflicts of interest; (v) international initiatives to counter bribery; (vi) how development partners can become involved in the fight against bribery and corruption. This book presents the proceedings of the conference.

Abstract: Expecting substantial savings and improved public services – a trend further accentuated by the financial and economic crisis beginning in 2008 – OECD countries have invested in the development of e-government services over the past 10-15 years. However, despite the initial exceptional take-up, governments later saw low adoption and low use of e-government services which are still far from satisfactory today. This report gives a broad description of the shift in governments' focus on e-government development – from a government-centric to a user-centric approach. It gives a comprehensive overview of challenges to user take-up of e-government services in OECD countries and of the different types of approaches to improving it. The monitoring and evaluation of user take-up are also discussed, including the existence of formal measurement frameworks. Good practices are presented to illustrate the different concrete approaches used by OECD countries.

Abstract: Over the past 20 years, the management of the public service has changed tremendously in most OECD countries. First, governments have tried to reduce the size of their public employment to decrease the costs of producing government services, either directly or indirectly by contracting out the production of services to the private sector under the assumption that it would be more efficient. Second, in many cases, governments have tried to apply general good management principles to the management of public employees. As a consequence, many areas of public employment have lost their uniqueness and have become quite similar to the general employment system in the different countries. This book takes stock of the main changes in the management of public services across OECD countries. It also examines how countries manage to find a balance between, on the one hand, attention to fundamental values such as fairness, equity, justice and social cohesion to maintain political confidence in the government system as a whole and, on the other hand, a focus on efficiency, productivity and effectiveness.

Abstract: The OECD DAC Handbook on Security System Reform: Supporting Security and Justice provides guidance to operationalise the 2005 DAC Guidelines, Security System Reform and Governance, and closes the gap between policy and practice. It largely follows the external assistance programme cycle and contains valuable tools to help encourage a dialogue on security and justice issues and to support a security system reform (SSR) process through the assessment, design and implementation phases. It also provides new guidance on monitoring, review and evaluation of SSR programmes, and highlights how to ensure greater coherence across the different actors and departments engaged in SSR.

Abstract: Reducing the time for registering a company from weeks and months to under one hour is a concrete result of a unique and ambitious initiative in Portugal to make the public sector more efficient and effective. The Simplex initiative aims at making life easier for citizens and businesses. It focuses on how e-government can be used as a lever for broader administrative simplification, making service delivery more coherent and efficient. This is the first integrated study undertaken by the OECD to analyse administrative simplification and e-government in a national context. By bringing those two areas together in the context of public management reform, this review helps countries identify how these reform activities can best support overall government performance and economic growth.

Abstract: Cutting red tape and improving business conditions have become a priority in OECD countries. This study of the Netherlands, one of the front runners in the field, is the first OECD review of a national programme for administrative simplification. The report describes the key features of the Dutch programme including the measurement of burdens, the use of incentives and targets, and whole-of-government co-ordination. The OECD assessment of the success of the Dutch programme is based on comparisons with other countries, and on evidence of the economic impact of reforms. The report explores options for future work on administrative simplification relevant to OECD countries, highlighting the need to communicate better with stakeholders, cover compliance costs for business more broadly, and look at burdens on citizens and administrations.

Abstract: Latin America is looking towards China and Asia -- and China and Asia are looking right back. This is a major shift: for the first time in its history, Latin America can benefit from not one but three major engines of world growth. Until the 1980s, the United States was the region’s major trade partner. In the 1990s, a second growth engine emerged with the European investment boom in Latin America. Now, at the dawn of the new century, the increasing global economic importance of Asia, and in particular China, potentially provides a third engine of growth. This book describes the opportunities and challenges that Latin American economies will face as Chinese importance in the world economy -- and in Latin America's traditional markets -- continues to grow.

Abstract: Cutting red tape to improve business conditions has become a priority in OECD countries. This pilot study measures and compares administrative burdens in the transport sector across eleven member countries: Belgium, Canada, Denmark, France, Germany, Italy, Netherlands, New Zealand, Norway, Sweden and Turkey. The aim of the exercise is twofold: to identify good practices and provide input for national simplification strategies, and to develop and test a method for cross-country comparison. This report is published in English only. However, a French translation of the executive summary has been included in this volume.

Abstract: Informal institutions — family and kinship structures, traditions, and social norms — not only matter for development, but they are often decisive factors in shaping policy outcomes in environments of weak states and poor governance structures. Based on concrete examples in the areas of gender equality, governance and private sector development, this book advocates a pragmatic way of dealing with informal institutions. Neither the “romantic preservationist” nor the “bulldozing moderniser” approach promises an adequate solution. Incorporating informal institutions in development strategies — whether by taking advantage of them in their existing state, by seeking to optimise their impact or by providing incentives to change them — will be instrumental in improving development outcomes, including achieving the Millennium Development Goals.

Abstract: E-Government in Hungary has been driven by the overarching national goal to integrate Hungary in the European Union. Strong political leadership has lead to results in a short space of time, including the online availability of 20 core e-government services benchmarked by the EU, as well as other transactional services. The review draws several important lessons from the Hungarian experience: Hungary has moved forward by adopting international good practices, rather than re-inventing the wheel. In order to continue progress, however, Hungary needs to focus on the bigger picture which means using e-government to improve the efficiency and effectiveness of the public sector, i.e. better government, not more government. This review also identifies the challenges that Hungary will face in order to meet these new objectives.
