    Abstract: International debate has recently focused on increased inequalities and the adverse effects they may have on both social and economic developments. Income inequality, now at its highest level for the past half-century, may not only undermine the sustainability of European social policy but also put at risk Europe's sustainable recovery. A common feature of recent reports on inequality (ILO, OECD, IMF, 2015-17) is their recognition that the causes emerge from mechanisms in the world of work. The purpose of this book is to investigate the possible role of industrial relations, and labour policies more generally, in reducing these inequalities. The book pays particular attention to the contribution of social partners and social dialogue to achieving concrete outcomes, notably in terms of flexibility and security for both employers and workers. The key aim is to identify elements of a response to a number of important questions: which countries have succeeded in carrying out the necessary reforms without generating further inequalities? What industrial relations systems seem to perform better in this respect? What policy measures, institutions and actors play a determinant role in achieving more balanced outcomes? How can social dialogue address future transformations of the world of work while limiting inequalities? The scope of this book goes beyond pay to address other types of inequality - in the distribution of working time, access or re-access to jobs, training and career opportunities, and social protection and pensions. It also looks at inequalities that may affect particular groups of workers, including women or young people, as well as people in certain types of work arrangements, such as part-time or temporary work or the self-employed. This book is vital reading for anyone concerned with labour policy, industrial relations and social welfare but, above all, with how advances in these areas can contribute to the global fight against growing inequalities

    Abstract: Neoliberals hate the state. Or do they? In the first intellectual history of neoliberal globalism, Quinn Slobodian follows a group of thinkers from the ashes of the Habsburg Empire to the creation of the World Trade Organization to show that neoliberalism emerged less to shrink government and abolish regulations than to redeploy them at a global level. Slobodian begins in Austria in the 1920s. Empires were dissolving and nationalism, socialism, and democratic self-determination threatened the stability of the global capitalist system. In response, Austrian intellectuals called for a new way of organizing the world. But they and their successors in academia and government, from such famous economists as Friedrich Hayek and Ludwig von Mises to influential but lesser-known figures such as Wilhelm Roepke and Michael Heilperin, did not propose a regime of laissez-faire. Rather they used states and global institutions--the League of Nations, the European Court of Justice, the World Trade Organization, and international investment law--to insulate the markets against sovereign states, political change, and turbulent democratic demands for greater equality and social justice. Far from discarding the regulatory state, neoliberals wanted to harness it to their grand project of protecting capitalism on a global scale. It was a project, Slobodian shows, that changed the world, but that was also undermined time and again by the inequality, relentless change, and social injustice that accompanied it.

    Abstract: This book makes the bold attempt at proposing a new general theory of economic development founded on the fact-based perspective of economic behaviour. The main premise is that economic institutions and policies must embody 'economic discrimination' if there is to be any chance of real economic development. By economic discrimination, the author means 'treating differences differently' by selecting and supporting economic entities and behaviour that contribute positively to the economy. By presenting a general theory that goes beyond mainstream and ad hoc economic theories, Sung-Hee Jwa provides a new way to look at capitalism beyond the Marxian interpretation, explaining why some economies develop and others don't. The book identifies markets, government and corporations as the 'holy trinity of economic development', that is, the three most important institutions that must work together via economic discrimination to steer the economy towards real transformative progress. It also warns against the current trend of economic egalitarianism or 'not treating differences differently' because it destroys economic incentives and results in an array of economic problems including growth stagnation and worsening income distribution.     Abstract: Institutional theory has become one of the dominant organizational approaches in recent decades. Its roots can be traced to Europe, and an important intellectual objective of this book is to examine North American theory strands and to reconnect them with European research traditions in order to explore new perspectives.     Abstract: Public social services are a key component of the welfare state in most of Europe, although their development trajectories, coverage and legal status still vary considerably among countries. How such services are provided, and for whom, impacts significantly on social and territorial cohesion, gender balance and, ultimately, on the development of any society. However, while much is discussed and written about social policy and welfare systems, social services remain somewhat neglected. Although they have gained a stronger foothold in national legislations and social policy agendas, their status remains weaker compared to education or health. Moreover, because of the austerity measures following the 2008 financial crisis, they have been subject to cuts and reorganisation, which have brought about significant disruption. This book revives the discussion on public social services and their redesign, with a focus on services relating to care and the social inclusion of vulnerable groups. Conveying the main findings of the EU-funded COST Action IS1102 Social Services, Welfare States and Places, the book provides rich information on the changes that occurred in the organisation and supply of public social services over the last thirty years in different European places and service fields. Despite the persisting variety in social service models, three shared trends emerge: public sector disengagement, 'vertical re-scaling' of authority and 'horizontal re-mix' in the supply system. The consequences of such changes are evaluated from different perspectives - governance, social and territorial cohesion, labour market, gender - and are eventually deemed 'disruptive' in both economic and social terms. The policy implications of the restructuring are also explored. The book will appeal to a broad audience: researchers and students, policy-makers, civil servants, service providers, social workers and users' organisations

Editors Kleio Akrivou and Alejo José G. Sison unite well-known academics who examine new ways of understanding the relations between social classes, organizations, groups and the role of actors-persons. They propose ways to restore virtue in our economy-society-person relations with the purpose of overcoming the current challenges of capitalism which more often than not sacrifice happiness and broader, sustained prosperity for the achievement of short-term efficiency.     Abstract: While recent studies have highlighted the phenomenon and risks of increased inequalities between the top and the bottom of society, little research has so far been carried out on trends relating to the median income range that generally represents the middle class. This volume examines the following questions: what are the main transformations in the world of work over the last 20 years in terms of the labour market, social dialogue and conditions of work, wages and incomes that may have affected the middle class? How has the middle class been altered by the financial and economic crisis? What are the long-term trends for the middle class in Europe? This volume also investigates the potential risks and effects of the reshuffling, or even weakening, of the middle class. On the social side, it explores the ramifications of further retrenchment of the European Social Model, which to a great extent has traditionally been funded by the middle class. On the economic side, the book investigates whether this process - especially from the perspective of consumption and human capital - is endangering the long-term sustainability of the current economic model. While presenting evidence of a definite erosion of the middle class, this book assesses the specific situation in each individual EU member state on the basis of detailed statistics and case studies of professional categories that traditionally represent the middle class.     Abstract: This book uses comparative economic analysis to provide a common conceptual framework for all current European Union member states. Based on empirical investigation, the author identifies the Nordic, North-western, Mediterranean, and Central and Eastern models of capitalism on the threshold of the 2008 global financial and economic crisis. The chapters also examine the resulting institutional responses to the crisis and the methods of crisis management adopted by each member state. The analysis reveals that the crisis has not triggered radical institutional change but, instead, highlighted deep institutional differences not between the old and new member states, but between the Nordic, North-western, Mediterranean, and Central and Eastern European countries.     Abstract: Taxing the Rich draws on unparalleled evidence from twenty countries over the last two centuries to provide the broadest and most in-depth history of progressive taxation available. Scheve and Stasavage explore the intellectual and political debates surrounding the taxation of the wealthy while also providing the most detailed examination to date of when taxes have been levied against the rich and when they haven't. Fairness in debates about taxing the rich has depended on different views of what it means to treat people as equals and whether taxing the rich advances or undermines this norm. Scheve and Stasavage argue that governments don't tax the rich just because inequality is high or rising--they do it when people believe that such taxes compensate for the state unfairly privileging the wealthy. Progressive taxation saw its heyday in the twentieth century, when compensatory arguments for taxing the rich focused on unequal sacrifice in mass warfare. Today, as technology gives rise to wars of more limited mobilization, such arguments are no longer persuasive.     Abstract: Anything that can be automated, will be. The “magic” that digital technology has brought us — self-driving cars, Bitcoin, high frequency trading, internet of things, social networking, mass surveillance, the 2009 housing bubble — has not been considered ideologically. The Critique of Digital Capitalism identifies how digital technology has captured contemporary society in a reification of capitalist priorities. The theory proposed in this book is the description of how digital capitalism as an ideologically “invisible” framework is realized in technology. Written as a series of articles between 2003 and 2015, it provides a broad critical scope for understanding the inherent demands of capitalist protocols for expansion without constraint (regardless of social, legal or ethical limits) that are increasingly being realized as autonomous systems no longer dependent on human labor or oversight and implemented without social discussion of their impacts. The digital illusion of infinite resources, infinite production, and no costs appears as an “end to scarcity,” whereby digital production supposedly eliminates costs and makes everything equally available to everyone. This fantasy of production without consumption hides the physical costs and real-world impacts of these technologies.The critique introduced in this book develops from basic questions about how digital technologies directly change the structure of society: why is “Digital Rights Management” not only the dominant “solution” for distributing digital information, but also the only option being considered? During the burst of the “Housing Bubble” burst 2009, why were the immaterial commodities being traded of primary concern, but the actual physical assets and the impacts on the people living in them generally ignored? How do surveillance (pervasive monitoring) and agnotology coincide as mutually reinforcing technologies of control and restraint? If technology makes the assumptions of its society manifest as instrumentality — then what ideology is being realized as the digital computer?     Abstract: Mainstream historical accounts of the development of capitalism describe a process which is fundamentally European - a system that was born in the mills and factories of England or under the guillotines of the French Revolution. In this groundbreaking book, a very different story is told. How the West Came to Rule offers a unique interdisciplinary and international historical account of the origins of capitalism.     Abstract: On the premise that pension provision in Europe will dramatically change over the next few decades, this book concentrates on the funded component of pension wealth, and specifically on annuities - financial products that, on the basis of actuarial equivalence, allow the conversion of wealth into a lifelong stream of income. Developing an Annuity Market in Europe provides an analysis of how longevity and return risks are dealt with, besides considering key features from both household and insurance company perspectives. It takes account of the fact that annuity markets are expected to attract much interest in future years given the prospective cuts in public pension expenditure. In order to fill the gap between shrinking pensions and desired retirement consumption, the authors argue, annuities must be well regulated and supplied with financially attractive products. These conditions hardly exist today: thin markets and scant interest prevail, information is incomplete and imperfect, products show significant disparities. The contributors to this book explore the causes of present malfunctioning and examine the changes that may give annuities a new and vital function, which, along with greater competition and greater regulation may significantly alter the present scene of pension finance. Finally, the book offers an overview of regulatory issues including transparency, prudential provisions, appropriate levels of guarantees, and administrative costs.
