    Abstract: In dieser Broschuere werden ausgewaehlte Projekte vorgestellt, die von Studierenden der Universitaet Kassel im Rahmen des Seminars „Lesen in der Sekundarstufe“ ausgearbeitet wurden. Alle Projekte beschaeftigen sich mit der Frage, wie man Kinder und Jugendliche mit Kreativitaet und Phantasie an das Lesen heranfuehren und gleichzeitig ihre Lesekompetenz verbessern kann. Die Projekte zeigen eine breite Palette moeglicher Herangehensweisen auf; sie sind unterschiedlich im didaktischen Ansatz, im Grad der Konkretisierung, der inhaltlichen Schwerpunksetzung und der individuell gewaehlten Darstellungsweise. Wir moechten mit dieser Veroeffentlichung Studierende ermutigen, weitere Projekte zu entwickeln und mit ihrer Umsetzung innovative Angebote zur Entwicklung der Lesekompetenz für Schuelerinnen und Schueler zu machen

Chapter 2 examines the extent to which students and schools with different socio-economic backgrounds have access to similar educational resources, and the impact of background and school on learning outcomes. Chapter 3 examines the relationship between student performance and different aspects of socio-economic background. Chapter 4 compares the performance of students with an immigrant background with the performance of other students. Chapter 5 analyses the impact of socio-economic background of schools on reading performance. The final chapter examines policy implications of the findings. Annexes provide detailed statistical data and technical information.

    Abstract: OECD's comprehensive review of migrant education in Austria. It finds that compared to their native Austrian peers, immigrant students, on average, have weaker education outcomes at all levels of education. Austria has introduced measures to promote equity and support the language development of immigrant students in German and their mother tongues. There is scope to improve the quality of the educational and language support offered in early childhood education and care; strengthen and structure the language support offered in compulsory education; provide diversity training to teachers and school leaders; and reinforce co-operation between schools and immigrant parents and communities. For migrant education policies to be effective and sustainable, it is essential to clarify responsibilities for implementation of national strategies and ensure that the different levels of education co-operate; increase the inclusiveness of the education system by overcoming the early sorting of students; and further develop the culture of evaluation in the education system to monitor student progress.

    Abstract: Governments are seeking to channel research funds into universities and other institutions in ways that support high-quality research in strategically important areas and bolster effective knowledge diffusion. These issues of steering and funding have even more relevance in light of the current financial crisis and economic downturn which have seen severe fiscal pressures fall on many countries. This publication presents a collection of papers presented at an OECD workshop on performance-based funding of public research in tertiary education institutions. It takes stock of current thinking and practice around performance-based funding of public research in tertiary education institutions, as a tool to help governments meet their research goals. These funding models are essentially systems of ex-post evaluation of research outputs and outcomes from universities and other tertiary institutions, and are generally based on peer review, bibliometric or other quantitative indicators. Their results are used to inform government decisions about how much and which institutions to fund.

    Abstract: The Programme for International Student Assessment (PISA) is a highly influential instrument for monitoring the quality of education systems and provides a strong evidence base for informed policy making and education research. PISA also has a proven potential to trigger reforms and stimulate stakeholder involvement in the process. Notwithstanding the importance of its ranking, the full strength of PISA unfolds when data it delivers is utilised in the national policy domain. Linking PISA outcomes and policy choices, and monitoring the impact on education quality is thereby a demanding task, which requires sound analytical capacity, and also knowledge of the strengths and weaknesses of the respective education system. The OECD Directorate for Education addresses the demand of non-member economies for policy support in understanding and analysing PISA data in the broader context of education system management and policy formulation. This report explains the reasons for the dramatically low performance of Kyrgyz students in the 2006 PISA survey, despite significant resources and efforts invested in education by schools, parents and government. The report reveals that a number of policy areas are in need of urgent attention and recommends ways to close the currently existing gap between aspirations and education reform achievement.

El resultado es una serie de recomendaciones adaptadas al contexto mexicano. El reporte tiene dos audiencias: Busca apoyar al gobierno de México y a los actores clave del sistema educativo en el desarrollo de una visión común de largo plazo y de políticas en las áreas de gestión escolar, liderazgo escolar, participación social, así como en políticas de selección, formación inicial, desarrollo profesional y evaluación de docentes en México. A su vez, ofrece conocimientos valiosos sobre desarrollo e implementación de políticas educativas para otros países miembros y asociados de la OCDE que se encuentran en procesos de reforma de sus sistemas educativos.

    Abstract: This paper reviews international research in the field of dropout from upper secondary education and training in OECD countries in order to present possible solutions to policymakers faced with the completion challenge. The paper begins by presenting existing definitions of dropout and upper secondary completion and states that dropout must be understood as the final step in a process of disengagement that begins early. Causes that lead to dropout in OECD countries are then studied, and the paper illustrates that causes of dropout are highly complex and intertwined. Finally, to address these causes or risk factors, the paper reviews research that had been carried out on piloted or implemented measures across OECD countries. It finds that successful measures address several risk factors and involve action both within school, outside school and at systemic level simultaneously. The paper concludes by presenting a set of solutions according to educational level and emphasizes that preventive measures to reduce dropout should start early. Early identification enables broader, less costly measures to be set up earlier and leaves the more costly one-on-one measures for later stages of education to the remaining at risk students that have not yet been picked up. Overcoming the completion challenge requires a close cooperation between educational authorities and many other parts of government such as social and labour services, health services and justice system in some countries.

Ensimmäisessä tutkimuksessa vuonna 2000 painottui lukeminen ja toisessa vuonna 2003 matemaattinen osaaminen. Luonnontieteelliseen osaamiseen keskittyvä PISA 2006 täydentää ensimmäisen kokonaisen tutkimusjakson. Luonnontieteiden, lukemisen ja matematiikan osaamisen arviointi – PISA 2006 -viitekehys esittelee PISA 2006 -tutkimuksen aihepiirien määrittelyt. Siihen sisältyy uudistettu ja laajennettu luonnontieteellisen osaamisen viitekehys, tähän liittyvä uudenlainen oppilaiden asenteiden arviointitapa, sekä viitekehykset lukemisen ja matemaattisen osaamisen arvioimiseen. PISA on monella tavalla uudenlainen yritys mitata oppilaiden osaamista: – Arjen osaamisen korostaminen: PISA:ssa ei määritellä arvioitavia aihepiirejä (luonnontieteellinen, lukemisen ja matematiikan osaaminen) ensisijaisesti koulun opetussuunnitelmien mukaan, vaan keskeisiä ovat tiedot ja taidot, joita aktiivinen kansalainen tarvitsee yhteiskunnassa. – Tutkimuksen pitkäjänteisyys: Osallistujamailla on mahdollisuus seurata säännöllisesti ja luotettavasti edistymistään tärkeimpien oppimistavoitteiden saavuttamisessa. – Ikäryhmän valinta: Koska kohderyhmänä ovat 15-vuotiaat eli oppivelvollisuutensa loppuvaiheessa olevat oppilaat, PISA kertoo selkeästi koulujärjestelmän toimivuudesta. – Elinikäisen oppimisen näkökulma: PISA:ssa ei arvioida vain oppilaiden tietoja ja taitoja, vaan myös heidän omaa oppimismotivaatiotaan, uskomuksiaan itsestään ja oppimistapojaan.

    Abstract: This report documents the initial step towards an electronically-delivered Programme for International Student Assessment (PISA) test pioneered by Denmark, Iceland and Korea. In 2006, the PISA assessment of science included for the first time a computer-based test. The results discussed in this report highlight numerous challenges and encourage countries to take the work further. PISA Computer-Based Assessment of Student Skills in Science describes how the 2006 survey was administered, presents 15-year-olds’ achievement scores in science and explains the impact of information communication technologies on both males’ and females’ science skills. While males outperformed females on the computer-based test in all three countries, females in Iceland and males in Denmark performed better than their counterparts on the paper-and-pencil test. The evidence shows that, overall, males are more confident and use computers more frequently. While females tend to use the Internet more for social networking activities, males tend to browse the Internet, play games and download software. Readers will also learn how students reacted to the electronic questionnaire and how it compared with pencil-and-paper tests. In general, there were no group differences across test methods buts students enjoyed the computer-based test more than the paper-and-pencil test.

    Abstract: Using data from PISA 2006, this book analyzes to what extent investments in technology enhance educational outcomes. One of the most striking findings of this study is that the digital divide in education goes beyond the issue of access to technology. A new second form of digital divide has been identified: the one existing between those who have the right competencies to benefit from computer use, and those who do not. These competencies and skills are closely linked to the economic, cultural and social capital of the student. This finding has important implications for policy and practice. Governments should make an effort to clearly convey the message that computer use matters for the education of young people and do their best to engage teachers and schools in raising the frequency of computer use to a level that becomes relevant. If schools and teachers are really committed to the development of 21st century competencies, such an increase will happen naturally. And only in these circumstances will clear correlations between technology use and educational performance emerge.

    Abstract: This report discusses the most relevant issues concerning using student test results in OECD countries. Initially the report provides an overview of how student test results are reported in OECD countries and how stakeholders in these countries use and perceive of the results. The report then reviews the literature relating to using student test results for accountability and improvement purposes. Two general findings can be drawn from the literature: (1) accountability based on student test results can be a powerful tool for changing teacher and school behaviour, but it often creates unintended strategic behaviour, and (2) no test can be a perfect indicator of student performance. Drawing from these findings the report discusses the advantages and disadvantages of using student test results for accountability and improvement. The discussion touches upon four themes: (1) assessment design, (2) the use of test results, (3) stakeholder involvement, and (4) implementation.

    Abstract: Malgré la volonté souvent réitérée d’améliorer la qualité de l’éducation, celle-ci se voit souvent reléguée derrière d’autres priorités de l’action publique. En effet, le nécessaire décalage temporel entre les investissements en matière d’éducation et leur rentabilisation peut conduire à sous-estimer la valeur et l’intérêt des améliorations apportées. Ce rapport fait appel à de récentes modélisations économiques pour établir une relation entre les compétences cognitives – telles que mesurées par le PISA et d’autres instruments internationaux – et la croissance économique, démontrant ainsi que des améliorations relativement modestes des compétences de la population active peuvent avoir de fortes incidences sur le bien-être futur d’une nation. Il montre aussi que c’est la qualité des acquis scolaires et non la durée de la scolarité qui fait la différence. Un objectif modeste, consistant à relever de 25 points le score moyen de l’ensemble des pays de l’OCDE au PISA dans les 20 prochaines années, impliquerait un gain total du produit intérieur brut de l’OCDE de 115 000 milliards USD sur la durée de vie de la génération née en 2010. Ce gain pourrait même avoisiner les 260 000 milliards USD si d’autres objectifs plus ambitieux étaient retenus. Même si ces projections comportent une part d’incertitude, les gains exprimés en produit intérieur brut courant dépassent largement la valeur de la gestion des cycles économiques à court terme. Il faut certes tenter d’agir sur les problèmes de récession économique, mais pas au détriment des considérations de long terme.     Abstract: Education is a central priority for the State of Santa Catarina. Its policy makers are firmly committed to provide a relevant and efficient education system that responds to the requirements of the global economy and will allow the state to be competitive, both nationally and internationally . This OECD review gives a brief overview of education in Santa Catarina and its development. It presents an analysis of the system from pre-school to tertiary education and lifelong learning, and identifies key directions for policy reform in light of the challenges encountered by officials, communities, enterprises, educators, parents and students. It concludes with a set of key recommendations concerning the structure of the system and its labour market relevance; access and equity; governance and management; research, development and innovation; internationalisation; and financing.

    Abstract: This report uses recent economic modelling to relate cognitive skills – as measured by PISA and other international instruments – to economic growth, demonstrating that relatively small improvements to labour force skills can largely impact the future well-being of a nation. The report also shows that it is the quality of learning outcomes, not the length of schooling, which makes the difference. A modest goal of all OECD countries boosting their average PISA scores by 25 points over the next 20 years would increase OECD gross domestic product by USD 115 trillion over the lifetime of the generation born in 2010. More aggressive goals could result in gains in the order of USD 260 trillion.

Education may reduce inequalities by fostering cognitive, social and emotional skills and promoting healthy lifestyles, participatory practices and norms. This calls for ensuring policy coherence across sectors and stages of education.

    Abstract: Using data from the Youth in Transition Survey (YITS), this paper provides an up-to-date description of educational and labour market pathways (or transitions) among Canadian youth. It also estimates the effect of academic abilities, measured by PISA math and reading scores, on such transitions. Descriptive statistics show that educational success is positively related to math and reading achievements as well as family background characteristics. Further, working while in high school reduces educational attainment while participation in school organised activities increases the probability of grade progression. The results also indicate that students with low reading achievements are not only less likely to remain in school; they are also less likely to return to school once they have left school. Finally, the risk of entering unemployment after school is inversely related to the level of completed schooling.

    Abstract: The integration of the children of immigrants – both those born in the host country (the “second generation”) and those who arrived young enough to be educated in the host country – is of growing policy relevance for OECD countries. This group is entering the labour market in ever larger numbers, and their outcomes are often seen as the benchmark for successful integration policy. The labour market integration of the children of immigrants is an area where comparative international knowledge is gradually evolving, but still underdeveloped. Recent work by the OECD has shown that the children of immigrants tend to have lower employment outcomes than the children of natives in most countries. This technical seminar proceedings sheds light on the issues involved in the labour market integration of the children of immigrants, and discusses policy answers and good practices. Elle met aussi en évidence les lacunes du dispositif de mesure et propose des solutions pour y remédier. Cette publication commence par décrirel’innovation aujourd’hui. Elle examine les facteurs qui incitent les entreprises à innover et montrent comment la convergence, l’interdisciplinarité et la nouvelle géographie des pôles d’innovation transforment le paysage de la science et de la recherche. Cette publication élargit la panoplie d’outils de mesure de l’innovation, en utilisant par exemple de nouveaux indicateurs sur les investissements dans les actifs immatériels et sur les marques déposées. Le capital humain étant au cœur de l’innovation, une série d’indicateurs vise à rendre compte de la contribution des systèmes d’enseignement au socle de la connaissance et de la recherche.     Abstract: This paper places the competencies to be measured by the OECD’s Programme for the International Assessment of Adult Competencies (PIAAC) in the context of the technological developments which are reshaping the nature of the workplace and work in the 21st century. The largest technological force currently shaping work is the computer. Computers are faster and less expensive than people in performing some workplace tasks and much weaker than people in performing other tasks. On the basis of an understanding of the kinds of work computers do well, it is possible to describe the work that will remain for people in the future, the skills that work requires and the way that computers can assist people in performing that work. The paper argues that a technology-rich workplace requires foundational skills including numeracy and literacy (both to be tested in PIAAC), advanced problem-solving skills or Expert Thinking (similar to the construct of Problem Solving in Technology-Rich Environments to be tested in PIAAC) and advanced communication skills or Complex Communication (not being tested in PIAAC).

    Abstract: This paper uses an approximate average percent-correct methodology to compare the ranks that would be obtained for PISA 2006 countries if the rankings had been derived from items judged by each country to be of highest priority for inclusion. The results reported show a remarkable consistency in the country rank orderings across different sets of countries’ preferred items when comparing with the rank reported in the PISA 2006 initial report (OECD, 2007). On average, only few countries systemically go up or down in their ranking position. As these countries are in a group of moderate performers with very comparable outcomes, these shifts in the ranking would probably be associated with minor changes in mean performance on the final PISA scale. The analysis suggests that PISA rankings are noticeably stable thanks to the large enough pool of test items able to accommodate diverse preferences. The paper shows how important it is to base a choice of test items on a properly structured process which allows different experts and countries to equally contribute. The evidence presented demonstrates that in PISA, average rank positions of countries across different sets of preferred items are apparently stable and experts are not able to predict which items can elevate performance of their countries in the final test.

L’éducation contribue largement à façonner ces indicateurs de progrès social. Néanmoins, les liens et mécanismes de causalité, l’influence des contextes et l’impact relatif des différentes mesures éducatives sur ces indicateurs sont encore mal compris. Le présent rapport a pour objet d’apporter des éléments de réponse aux problèmes rencontrés dans l’évaluation des retombées sociales de l’éducation ; à cet effet, il présente une synthèse des données probantes disponibles, passe en revue un certain nombre d’analyses de données antérieures et examine les débats politiques. La conclusion de ce rapport est que l’éducation peut contribuer à améliorer la santé et l’engagement civique et social. Elle peut réduire les inégalités en développant les compétences cognitives, sociales et émotionnelles, mais aussi en favorisant l’adoption d’un mode de vie sain et de pratiques et de valeurs participatives. Les efforts menés en milieu scolaire sont plus susceptibles de porter leurs fruits s’ils sont complétés par ceux de la famille et de l’environnement social élargi – d’où la nécessité d’améliorer la cohérence entre les différentes politiques sectorielles, mais aussi entre les différents niveaux d’enseignement.

    Abstract: The primary purpose of the report is to explore the impact of PISA reading scores on the early labour market outcomes of young Canadians of the Youth in Transition Survey. This inquiry is complicated by two facts. First, family and school characteristics that are positively correlated with PISA scores are also correlated with labour market success, making it difficult to discover the independent effect of those scores. Second, students with higher PISA scores are much more likely to pursue education beyond high school and scores may operate both directly and indirectly through this channel to influence later outcomes. Among females, there is a positive correlation between PISA scores and future earnings, even after controlling for family background and educational attainment. There is no evidence of such a correlation for males. For both genders, the link between PISA scores and unemployment disappears when controls are added. These weak outcomes may be explained by the fact that sufficient time has not elapsed for the YITS respondents to complete schooling and to integrate into the labour market.

    Abstract: This paper makes an in-depth comparison of the PISA (OECD) and TIMSS (IEA) mathematics assessments conducted in 2003. First, a comparison of survey methodologies is presented, followed by an examination of the mathematics frameworks in the two studies. The methodologies and the frameworks in the two studies form the basis for providing explanations for the observed differences in PISA and TIMSS results. At the country level, it appears that Western countries perform relatively better in PISA as compared to their performance in TIMSS. In contrast, Asian and Eastern European countries tend to do better in TIMSS than in PISA. This paper goes beyond making mere conjectures about the observed differences in results between PISA and TIMSS. The paper provides supporting evidence through the use of regression analyses to explain the differences. The analyses showed that performance differences at the country level can be attributed to the content balance of the two tests, as well as the sampling definitions – age-based and grade-based – in PISA and TIMSS respectively. Apart from mathematics achievement, the paper also compares results from the two studies on measures of self-confidence in mathematics. Gender differences are also examined in the light of contrasting results from the two studies. Overall, the paper provides a comprehensive comparison between PISA and TIMSS, and, in doing so, it throws some light on the interpretation of results of large-scale surveys more generally.
