    Abstract: Wer das Berliner Olympiagelände besucht, stolpert unweigerlich über das Fortwirkungen der NS-Monumentalität des Geländes – und auch über ihre bis heute weitgehend ungebrochene Tradierung von völkischer und antisemitischer Monumentalität. Die Kritik daran ist vielfältig, aber bisher eher lose verwoben: Wo steht die Debatte – oder: wo stehen die Debatten? Welche Perspektiven gibt es, aus historischer, musealer, künstlerischer, politischer, sportlicher oder denkmalschützender Perspektive? Wo lassen sich Brücken der Kritik schlagen, wo sind unterschiedliche Perspektiven widersprüchlich, an welchen Stellen bedarf es grundlegender Neuorientierung oder Neujustierung der Debatte? Der Sammelband versucht, diese Fragen anzureißen, Wege der Auseinandersetzung zu skizzieren oder zu initiieren, aber auch grundlegende Probleme zu benennen.
    Abstract: Anyone who visits Berlin’s Olympic Park will inevitably stumble across the continued effects of the site's Nazi monumentality—and also its largely unbroken tradition of ethnic and anti-Semitic monumentality. The criticism of this is diverse, but so far rather loosely interwoven: Where does the debate stand—or, indeed, where do the debates stand? What views are there from the perspectives of history, museums, art, politics, sport or monument protection? Where can bridges of criticism be built, where are the different perspectives contradictory, and where is fundamental reorientation or readjustment of the debate(s) required? This anthology attempts to address these questions, not only to outline or initiate paths of debate but also to identify fundamental problems.

    Abstract: This book analyzes Russian and Chinese revisionism in the face of US and Western post-Cold War liberal international order building and asks why both powers have turned revisionist in the late 2000s. The study develops a neoclassical realist model of international order building and contestation and posits to view revisionism as a strategic choice. States go revisionist if the status quo international order threatens their vital security needs (broadly defined not only as territorial security, but also political, economic, normative and ontological) and if they have the means to challenge the undesirable status quo. Russia and China were both unhappy with the post-Cold War international order of American designs, but had to opt for accommodation in the 1990s and early 2000s (“strategic accommodation” in the Chinese case, “resentful accommodation” in the Russian case), before revisionism became even more of a necessity and a real policy option from the late 2000s onward (“constructive revisionism” in the Chinese case, “destructive revisionism” in the Russian case). The author calls for a policy of neo-containment to counter Moscow’s and Beijing’s efforts to game and erode the international order. Gerlinde Groitl is Associate Professor of International Politics and Transatlantic Relations at the University of Regensburg, Germany.

    Abstract: Erstmals werden in Berlin hochrangige Kunstwerke der vorislamischen Epochen aus Museen und Instituten Usbekistans präsentiert. Sie führen in eine weitgehend unbekannte Welt. Seitdem Alexander der Große im 4. Jahrhundert v. Chr. auf seinem beispiellosen Kriegszug auch in die zentralasiatischen Gebiete vordrang, gelangten hellenistische Einflüsse in diese Region. Mit der Einwanderung nomadischer Reiterstämme aus China entwickelte sich eine Bau- und Kunstsprache, die östliche und westliche Elemente in besonderer Art und Weise verband. Diese Verbindung künstlerischer Traditionen des Hellenismus mit Einflüssen aus Indien und den Traditionen der Steppenvölker erlebte im Reich der Kuschan vom 1. bis ins 3. Jahrhundert n. Chr. ihre Blütezeit. So entstand in den Palästen, den großen Städten und den buddhistischen Klöstern eine einzigartige Bilderwelt. Unter den Lehmhügeln der verfallenen Gebäude überdauerten deren Zeugnisse bis zu ihrer Wiederentdeckung die Stürme der Zeit. In diesem Katalog werden die aktuellen Ergebnisse der usbekischen und internationalen Forschung umfassend vorgestellt

    Abstract: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice

Sie wird diversen Zeiterscheinungen gestellt, vom rechtsautoritären Populismus bis zur Demokratiemüdigkeit. Rahel Jaeggi verteidigt in ihrem Buch das Begriffspaar Fortschritt und Regression als unverzichtbares sozialphilosophisches Werkzeug für die Kritik unserer Zeit. Als fortschrittlich oder regressiv versteht sie nicht nur das Resultat, sondern vor allem die Gestalt gesellschaftlicher Transformationen selbst. Indem sie nach den Erfahrungsblockaden fragt, die regressiven Tendenzen Vorschub leisten, entwickelt sie einen Begriff des Fortschritts, der eurozentrische Verzerrungen ebenso vermeidet wie die Vorstellung einer zwangsläufigen Entwicklungstendenz. Fortschritt, so zeigt sie, ist nicht der Vorlauf zu einem bereits bekannten Ziel, sondern der nie abgeschlossene Prozess der Emanzipation

    Abstract: Schon vor 50 Jahren kämpfte Afrika um seine Kunst, die während der Kolonialzeit massenweise in europäische Museen gelangt war. Und es fand durchaus Unterstützung im Westen. Am Ende jedoch war der Kampf nicht nur vergebens, er wurde auch erfolgreich vergessen gemacht. Auf der Grundlage von unzähligen unbekannten Quellen aus Europa und Afrika erzählt Bénédicte Savoy die gespenstische Geschichte einer verpassten Chance, einer Niederlage, die heute mit umso größerer Wucht auf uns zurückschlägt. Afrikas Bemühungen um seine in der Kolonialzeit nach Europa verbrachte Kunst sind keineswegs neu. Schon bald nach 1960, als 18 ehemalige Kolonien die Unabhängigkeit erlangten, wurde von afrikanischen Intellektuellen, Politikern und Museumsleuten eine ungeheure Dynamik in Gang gesetzt. In ganz Europa suchten daraufhin Politikerinnen und Politiker, Journalisten, Akademiker und einige Museumsleute einen Weg, afrikanische Kulturgüter im Sinne einer postkolonialen und postrassistischen Solidarität zurückzugeben. Die Argumente aber, mit denen andere versuchten, die Forderungen aus Afrika zu entkräften und Lösungen zu verhindern, ähneln auf frappierende Weise denen von heute. Schließlich verlief alles im Sand. „Gebt koloniale Raubkunst zurück! Dafür engagiert sich Bénédicte Savoy. In ihrem Buch zeigt die Kunsthistorikerin nun, dass ihr Kampf ein alter ist. Schon in den 1960er-Jahren drängten die neu gegründeten Staaten Afrikas auf eine Rückführung – erfolglos. Michel de L’Hospital (v. 1505-1573) a incarné au plus haut point cette union.     Abstract: The wake of the financial crisis has inspired hopes for dramatic change and stirred visions of capitalism's terminal collapse. Yet capitalism is not on its deathbed, utopia is not in our future, and revolution is not in the cards. In Capitalism on Edge, Albena Azmanova demonstrates that radical progressive change is still attainable, but it must come from an unexpected direction.Azmanova's new critique of capitalism focuses on the competitive pursuit of profit rather than on forms of ownership and patterns of wealth distribution. She contends that neoliberal capitalism has mutated into a new form-precarity capitalism-marked by the emergence of a precarious multitude. Widespread economic insecurity ails the 99 percent across differences in income, education, and professional occupation; it is the underlying cause of such diverse hardships as work-related stress and chronic unemployment. In response, Azmanova calls for forging a broad alliance of strange bedfellows whose discontent would challenge not only capitalism's unfair outcomes but also the drive for profit at its core. To achieve this synthesis, progressive forces need to go beyond the old ideological certitudes of, on the left, fighting inequality and, on the right, increasing competition. Azmanova details reforms that would enable a dramatic transformation of the current system without a revolutionary break. An iconoclastic critique of left orthodoxy, Capitalism on Edge confronts the intellectual and political impasses of our time to discern a new path of emancipation

    Abstract: The book critically analyzes the ongoing changes in the regional, intra-regional, and global dynamics of cooperation, from a multi-disciplinary and pluralist perspective. It is based on the insight that in a post-hegemonic world the formation of regions and the process of globalization can be largely disconnected from the orbit of the US, and that a plurality of power and worldviews has replaced US hegemony. In spite of these changes, most existing analyses of current changes in the world order still rely upon Western-centered approaches, and Westphalian thinking. Against this backdrop, the book proposes to advance a truly global IR understanding of the post-hegemonic world, and weaves together the pluralist and multi-disciplinary perspectives of scholars located all around the world. The book explores different questions, for example the status and role of BRICS in the changing international order; how countries in the Global South can use regionalism to change the world order; the competing worldviews that manifest themselves in the institutional variety of regionalism; and, most importantly, how all these changes push International Relations as a field to become more global, or at least to go beyond Westphalian thinking - thus bringing the role of multilateralism back to the discussion.

    Abstract: Die vorliegende Studie untersucht, welche Rolle Massenmedien in der politischen Transformation im Irak nach 2003 gespielt haben. Dabei diskutiert Anja Wollenberg zunächst, ob und in welcher Weise politischer Wettbewerb, Partizipation, Kritik und Kontrolle von irakischen Rundfunkmedien ermöglicht und mobilisiert wurden. Die Untersuchung von klassisch-demokratischen Kernfunktionen wird erweitert um die Frage nach den spezifischen Merkmalen von Öffentlichkeit im Kontext von fragiler Staatlichkeit. Das Spannungsverhältnis zwischen Stabilisierung und Demokratisierung sowie die Überlagerung alter und neuer Verhaltensmuster in der journalistischen Praxis rücken damit in den Fokus der Untersuchung.     Abstract: Volume One of Three Revolutions presents the overall research and discussions on topics related to the revolutionary events that have unfolded in Ukraine since 1990. The three revolutions referred to in this project include: the Revolution on Granite (1990); the Orange Revolution (2004-2005); and the Euromaidan Revolution (2013-2014). The project’s overall goal was to determine the extent to which we have the right to use the term “revolution” in relation to these events. Moreover, the research also uncovered the methodological problems associated with this task. Lastly, the project investigated to what extent the three revolutions are connected to each other and to what extent they are detached. Hence, the research in this volume not only discusses the theoretical aspects but also provides new analyses on such issues as religion, memory, and identity in Ukraine.

    Abstract: For the last three decades, Uganda has been one of the fastest growing economies in Africa. Globally praised as an 'African success story' and heavily backed by international financial institutions, development agencies and bilateral donors, the country has become an exemplar of economic and political reform for those who espouse a neoliberal model of development. The neoliberal policies and the resulting restructuring of the country have been accompanied by narratives of progress, prosperity, and modernisation and justified in the name of development. But this self-celebratory narrative, which is critiqued by many in Uganda, masks the disruptive social impact of these reforms and silences the complex and persistent crises resulting from neoliberal transformations. Bringing together a range of leading scholars on the country, this collection represents a timely contribution to the debate around the 'New Uganda', one which confronts the often sanitized and largely depoliticized accounts of the Museveni government and its proponents. Harnessing a wealth of empirical materials, the contributors offer a critical, multi-disciplinary analysis of the unprecedented political, socio-economic, cultural and ecological transformations brought about by neoliberal capitalist restructuring since the 1980s. The result is the most comprehensive collective study to date of a neoliberal market society in contemporary Africa, offering crucial insights for other countries in the global South
