    Abstract: In this paper the OECD’s interlink model is used to explore several possible channels through which a narrowing of the US current account deficit could occur. The shocks considered include dollar depreciation, fiscal consolidation, and an improvement in the non-price competitiveness of US producers. A key conclusion is that shocks would have to be very large in order to materially reduce the US external deficit. In part, this is because second-round effects, including domestic policy responses, tend to offset the shocks’ initial impact. In addition, it is clear that each of the channels for narrowing the deficit involves risks to growth in the rest of the world, particularly in Japan where the authorities have limited room to use monetary or fiscal policy to offset any contractionary pressures.     Abstract: This paper is concerned with how stylised differences in monetary policy transmission mechanisms and product and labour market rigidities between the US and euro-area economies affect their resilience to temporary shocks. To address this issue, a small general equilibrium model with long-run neoclassical and short-run neo-Keynesian features is calibrated to replicate the key properties of the US economy (as in the US Fed’s FRB-US model). To this model, features of the euro area’s financial and then product and labour markets are added sequentially with a view to replicating what is generally agreed are aspects of the functioning of the euro-area economy (as captured by the ECB’s Area-Wide Model). Most of the analysis is conducted assuming identical monetary policy reaction functions, although the sensitivity of the results to this assumption is tested.     Abstract: Regulatory reform efforts in a broad range of industries have resulted in increased importance of competitive forces as a means to allocate resources and improve economic efficiency. A number of indicators suggest that such forces have been stronger in the United States than in most other OECD countries for some time. This has contributed to sizeable productivity gains and good economic performance over the past decade or so. Nonetheless, despite the generally pro-competitive thrust of policies, a number of challenges remain. Although there are few sectors of the economy from which competition policy and law are completely excluded, given the high risk of sanctions and damages for violation, many anomalous exemptions and special regimes have found their way into US legislation. Contrary to other OECD countries, government related firms are exempted from competition enforcement. Intellectual property rights create special challenges for competition policy and some problems have followed their strengthening over the past two decades, such as the soaring cost of patent litigation. The generally favourable experience with deregulation created pressures for liberalisation in network industries, where the United States has rather been a laggard, at least in the electricity sector. Reforms in the 1990s have entailed some positive results but also some setbacks, reflecting both the difficulties in ensuring competition in such industries and policy mistakes.

    Abstract: "The Savings and Loan Crisis: Lessons from a Regulatory Failure" sets the record straight about what actually happened to our banking institutions in the 1980s. As is documented by the highly respected and diverse group of former regulators, scholars and practitioners contributing to this book, the collapse of this industry was caused by a confluence of adverse economic conditions and misguided regulatory decisions. Poorly designed deposit insurance, faulty supervision, and restrictions on investments prevented savings and loans from adapting to a changing financial marketplace. Unable to use financial innovations, savings and loans could not hedge interest rate and credit risks. These factors blocked portfolio diversification and lay at the root of the crisis. The savings and loan crisis was an accident, but it was an avoidable one. Most of the factors responsible for causing and exacerbating the industry's problems were preventable, as is made clear in this volume. This book also provides an insider's view of the transformation of the financial services industry in the United States since the 1980s: how the managers and owners make decisions about product offerings and investments; how the regulators monitor performance and enforce the rules; and how Congress and the Administration influence and are influenced by the financial services industry. Lastly, it focuses attention on the lessons that should have been learned from this difficult period in the history of U.S. banking, and that should help prevent future banking crises everywhere.

This report identifies several important trends that are shaping regional security and identifies their implications for the United States. Many traditional security concerns, such as energy security and the proliferation of weapons of mass destruction, will remain significant factors in the future. However, ongoing domestic changes throughout the region will become increasingly important as well. Issues such as political reform, economic reform, civil-military relations, leadership change, and the information revolution are all affecting regional security dynamics. This report examines each of these issue areas and identifies some of the challenges that they pose for U.S. foreign policy

    Abstract: The ability to predict future health care costs reasonably accurately is critical to planning for the Centers for Medicare and Medicaid Services (CMS). The models used for such projections to date, however, are limited in terms of their capacity to take into account the complex array of factors likely to affect future spending. To improve CMS's ability to map the effects on spending of such factors as medical breakthroughs and demographic trends, RAND Health developed the Future Elderly Model (FEM), a demographic-economic model framework of health spending projections that enables the user to answer "what-if" questions about the effects of changes in health status and disease treatment on future health care costs. What distinguishes the FEM from other models is its inclusion of a multidimensional characterization of health status, which allows the user to include a richer set of demographic controls as well as comorbid conditions and functional status. This report describes the development of the FEM and its application in four clinical areas: cardiovascular disease, the biology of aging and cancer, neurological disease, and changes in health care services. Beside those involved in planning at the Centers for Medicare and Medicaid Services, it should be of interest to health policy planners and health economists

Dr. Farquhar argues that a lack of information on Soviet strategic capabilities dominated the organization, operational planning, and equipment of the postwar Air Force. To support his assertion, Farquhar traces the development of aerial reconnaissance from the first balloon ascents through World War II as a prelude. He then examines early Cold War peripheral reconnaissance and overflights of the Soviet Union. He explains the evolution of intelligence-gathering technology, bureaucratic growth, and a relative lack of attention paid to electronic warfare before the Korean War. Based primarily on archival sources, the book serves as an excellent reference for air doctrine, intelligence, and electronic warfare in the formative years of the Cold War

    Abstract: Even before the events of September 11, 2001, threat assessments suggested that the United States should prepare to respond to terrorist attacks inside its borders. This monograph examines the use of military medical assets to support civil authorities in the aftermath of a chemical, biological, radiological, nuclear, or conventional high explosives attack inside the United States. In conducting this study, the authors focused on the following questions: Under what circumstances could military medical assets be requested? What sort of asset is likely to be requested? Are appropriate assets and related planning processes in place for civil support? What are the legal (and other) barriers to military support to civil authorities, and how can they be overcome, if necessary? In addition to a discussion of the applicable literature and laws, this monograph also includes historical case studies focusing on instances in which military medical assets were requested to assist civil authorities following natural disasters. It also includes a review of two exercises, based on postulated attacks, involving senior officials from local, state, and federal agencies-one involving a smallpox attack in Georgia and another involving a "dirty bomb" attack in California

    Abstract: Over the past decade, the United States has endeavored to increase its ability to detect, prevent, and respond to terrorist threats and incidents. The agriculture sector and the food industry in general, however, have received comparatively little attention with respect to protection against terrorist incidents. This study aims to expand the current debate on domestic homeland security by assessing the vulnerabilities of the agricultural sector and the food chain to a deliberate act of biological terrorism. The author presents the current state of research on threats to agricultural livestock and produce, outlines the sector's importance to the U.S. economy, examines the capabilities that are needed to exploit the vulnerabilities in the food industry, and explores the likely outcomes of a successful attack. The author addresses the question of why terrorists have yet to employ agricultural assaults as a method of operation and offers proposed recommendations for the U.S. policymaking community

    Abstract: What are the forces that will continue to shape the U.S. workforce and workplace over the next 10 to 15 years? With such inevitabilities as the proliferation and acceleration of technology worldwide, will more individuals work at home, will more businesses outsource their noncore functions--and with what consequences? Answering such questions can help stakeholders--workers, employers, educators, and policymakers--make informed decisions. With its eye on forming sound policy, the U.S. Department of Labor asked the RAND Corporation to look at the future of work in the near-to-medium term. The authors analyzed shifting demographic patterns, the pace of technological change, and the path of economic globalization. They observe, for example, that the workforce will continue to grow--however, at a markedly declining pace--and that the ongoing education of employees will be paramount as new technologies, such as bio- and nanotechnologies, come onto the scene and develop. They also look at the trend of globalization and how it fares for the United States' economy and those of other countries. Overall, the authors provide for the reader expectations about the key forces in the economy today and their implications for the future workforce and workplace, including the size, composition, and skills of the workforce; the nature of work and workplace arrangements; and worker compensation

The authors examined five accountability models: two from the manufacturing sector (the Malcolm Baldrige National Quality Award Program and the Toyota Production System (TPS)), a performance incentive model used in the evaluation of job training programs for the poor, accountability in the legal sector, accountability in health care as shown by clinical practice guidelines, use of statistical risk-adjustment methods, and the public reporting of health performance measures. Although education faces unique challenges, the authors conclude that educators can learn much from these other sectors. The Baldrige, TPS, and the clinical practice guidelines suggest the importance of focused institutional self-assessment, understanding school and district operations as a production process, being able to develop and apply a knowledge base about effective practice, and empowering participants in the process to contribute to improvement efforts. The job training and risk-adjustment models and the legal and health care accountability models provide specific guidance on how to enhance system-wide accountability in education by broadening performance measures; making sure performance goals are fair to all students and schools; developing standards of practice in promising areas; and encouraging professional accountability

    Abstract: Thousands if not millions of people have heard the term ?servant leadership,? introduced by Robert K. Greenleaf in his landmark essay The Servant as Leader, published in 1970. There are now Centers for Servant Leadership in ten countries and counting. His work is regularly cited by some of the most prominent business writers and leaders in the world, such as Ken Blanchard, Stephen Covey, Peter Senge, Margaret Wheatley, and Peter Block. And yet until now there has been no biography of the man who first developed this revolutionary idea. Don Frick was given unfettered access to all of Greenleaf?s papers and correspondence. The result is a fascinating book that details the sources of Greenleaf?s thought, describes his friendships with dozens of well-known people, and shows how he influenced business history well before his first book was published at the age of 73, and lived his own life as a servant leader. As Director of Management Research at AT&T for 38 years, Greenleaf was known as ?AT&T?s Kept Revolutionary.? Among other unusual initiatives, he oversaw a novel program which taught executive decision making through great literature, established the first corporate assessment center using knowledge gleaned from the OSS?s approach to training civilian spies during World War II, and invited leading philosophers and theologians to have conversations with AT&T executives. After a period of soul searching and some surprising experiments in consciousness, Greenleaf retired from AT&T and began to develop the concept of servant leadership, the then-heretical notion that leaders lead best by serving their followers rather than ?commanding? them. He continued to promote the idea through teaching, writing, and consulting until his last years, and was instrumental in creating a score of important organizations such as The Center for Creative Leadership and Yokefellow Institute. Always, Greenleaf was a seeker opening himself up to novel experiences and astonishing people. He was a complex person?an introvert who served in public roles, a wise person who refused to give others ?The Answer,? a brilliant thinker who often declared, ?I am not a scholar.? His grave carries the epitaph he wrote for himself: ?Potentially a good plumber; ruined by a sophisticated education.?

The US health system is unique among OECD countries in its heavy reliance on the private sector for both financing and delivery of health care.     Abstract: Although new mothers are more likely than ever to be in the labour force, the time around childbirth is a dynamic one, with women quitting work altogether or changing jobs to accommodate the demands of their infants. The passage of Family and Medical Leave legislation during the 1980s and early 1990s may have altered incentives for employment among mothers of young children. This paper will examine whether the FMLA or prior state-legislated leave packages were associated with changes in the continuity of employment for mothers following childbirth, changes in return to their previous employer, and changes in their post-return versus pre-return earnings. Data come from the 1984-1997 waves of the Panel Study of Income Dynamics and its 1997 Child Development Supplement.     Abstract: The United States has the oldest and most developed venture capital industry in the OECD. Several successful high-technology companies in computers and communications, as well as in healthrelated sectors and services, were venture-backed. Young high-growth firms also benefit from a continuum of complementary finance from business angels, institutional investors and second-tier stock markets. The government played an active role in the early phases of the venture capital industry through the Small Business Investment Company (SBIC) program and various technology development schemes.     Abstract: Verlagsinfo: In a challenging business environment fraught with new rules, financial executives are clearly assuming a lead role to ensure that both existing and new practices comply with the Sarbanes-Oxley Act of 2002 ("the Act"). Though much of the final rulemaking mandated by the new laws have yet to be finalized, companies have focused attention toward complying with proposed rulemaking with particular attention in two areas: financial statement certification and internal controls. This paper will summarize practices used for implementing the Act of 2002 based on guidance from and interviews with FEI's Committee on Corporate Reporting (CCR), other FEI member companies and from final rules or proposed rulemaking from the Securities and Exchange Commission (SEC).

    Abstract: This working paper has been presented and discussed at the October 2002 OECD National Accounts Experts Meeting. The objective of the paper is two fold: (1) present comparable results for household financial and non financial assets and liabilities for Europe, the USA and Japan, (2) analyse the change in the composition of household gross and net wealth of these countries and zones between 1995 and 2000. Data is based on official financial accounts sources. However the paper proposes (and estimate the corresponding data) an original classification, better adapted to analysis: pension funds assets are broken down between defined-benefit and defined contribution, life insurance between unit-linked and guaranteed-rate, mutual-funds between equity, bond and mixed. The paper discusses the reliability of the data, including non listed shares and non financial assets.     Abstract: The National Energy Policy released by the Bush Administration in 2001 calls for continued reductions in U.S. energy intensity, typically defined as energy consumption per dollar of gross economic output. The Department of Energy's Office of Energy Efficiency and Renewable Energy asked RAND to examine changes in energy intensity as part of a larger effort to identify state-level factors that may contribute to efficient energy use nationwide. The authors examined changes in energy intensity from 1977 through 1999 across the 48 contiguous states and in each of the states' residential, commercial, industrial, and transportation energy-consuming sectors. They identified a number of factors that may explain why some states had different patterns of energy intensity than others: energy prices; the mix of industrial and commercial activities; production capacity utilization; capital investment and new construction; population and demographics; climate; technological innovation; and the energy policies of national, state, and local governments. The results from this study suggests that opportunities may exist for the Department of Energy to increase its involvement in helping states to share information and to provide guidance on state-level actions that are effective in reducing energy intensity

    Abstract: The United States has a substantial impact on promoting economic growth and reducing poverty in developing countries due to the large size of its economy, its ability to influence world opinion and action and its weight within the international donor community. In 2001 the United States was the largest donor in the OECD’s Development Assistance Committee (DAC) in volume terms, reporting net official development assistance (ODA) of USD 10.9 billion, more than one-fifth of the DAC total. This represented 0.11% of its gross national income (GNI), the lowest ODA/GNI ratio in the DAC and below the DAC average country effort of 0.40%. President Bush recently announced a bold new proposal, the “Millennium Challenge Account” (MCA) for an additional USD 5 billion annually by 2006. If approved by Congress, the MCA will consolidate the American position as the largest donor, and slightly improve the country’s ODA/GNI performance. The American “checks and balances” system of government has some important ramifications for United States development co-operation. This approach implicates a wide range of stakeholders in budget decision-making, especially through the Congress. Flexible approaches to compromise are standard features of the American system, especially for issues of a short-term nature that respond to national or special interests. Addressing long-term issues related to development co-operation can prove more difficult because they lack urgency or a sufficiently strong and influential domestic constituency. Several of the issues raised in the 1998 DAC Peer Review are being addressed by the current Administration. However, some important development issues, including those relating to Congress, to the basic structure of American aid administration, or to the promotion of policy coherence for development, have proven more resistant to change and are noted again in this review...

    Abstract: The budgetary process in the United States federal government is different from that in other OECD member countries. This is a consequence of the strict separation of powers that characterises the American constitutional system and of a long historical development in which new layers of institutional innovation were successively added to existing ones. The presidential budgetary process started to develop in the beginning of the previous century. Its first codification took place in the Budget and Accounting Act of 1921, which required that the President submit a budget for the government to Congress and created the Bureau of the Budget, now the Office of Management and Budget (OMB). In the 1970s, Congress changed its own budgetary process through the Congressional Budget and Impoundment Control Act of 1974, which created the Congressional Budget Resolution and established the Congressional Budget Office. Another layer of innovation was added during the 1980s with the aim of controlling the deficit.     Abstract: How is the U.S. Army changing to fulfill its role in light of the new national security strategy? How must it change further to better accomplish its manifold and varied missions?     Abstract: With the conclusion of the Prague summit, NATO faces a number of new challenges in its Eastern agenda. First, it must ensure that the democratic transitions in Central and Eastern Europe are consolidated and that there is no backsliding. These countries must modernize their military forces and make them interoperable with those of NATO. Second, NATO, must remain engaged in and ensure the security of the Baltic states. The problem of Kaliningrad should be addressed and the enclave stabilized. Third, NATO needs to develop a post-enlargement strategy for Ukraine to support the country's continued democratic evolution and integration into Euro-Atlantic structures. Fourth, Russia must be incorporated into a broader European and Euro-Atlantic security framework. Finally, NATO needs to develop a coherent strategy toward the Caucasus and Central Asia. The Partnership for Peace can provide the framework for developing relations with these countries. Other U.S. and NATO polices can encourage greater openness, reform, and democratic practices. These challenges, moreover, must be addressed in a new strategic context. In the post-Prague period, the key issue is NATO's transformation and its strategic purpose: What should its missions and strategic rationale be?

Only in recent years has the United States has felt the need to participate in similar transformations, but it is now facing one of the most challenging prospects since the 1940s: Iraq. The authors review seven case studies--Germany, Japan, Somalia, Haiti, Bosnia, Kosovo, and Afghanistan--and seek lessons about what worked well and what did not. Then, they examine the Iraq situation in light of these lessons. Success in Iraq will require an extensive commitment of financial, military, and political resources for a long time. The United States cannot afford to contemplate early exit strategies and cannot afford to leave the job half completed

    Abstract: The Medicare-Department of Defense (DoD) Subvention Demonstration tested Senior Prime as a managed care approach for enhancing access to affordable health care for Medicare-eligible DoD beneficiaries. While Senior Prime achieved solid beneficiary participation and satisfaction, it also raised a difficult set of challenges involved in applying managed care to the DoD health care system. These challenges included financial issues such as establishing equitable capitation rates and an appropriate level-of-effort baseline, as well as management issues such as effective care management and administrative processes for health plan sites. The basic structures of TRICARE and the DoD health system, including separate management jurisdictions and hierarchical budgeting methods, contribute to the challenges by creating incentives that discourage delivery of cost-effective care. Military treatment facilities need to be motivated not only to provide excellent care but also to manage appropriateness of care and related costs. Although DoD has decided to discontinue the Senior Prime model, many of the lessons learned from this demonstration are applicable to any managed care program that DoD may contemplate in the future
