    Abstract: In 2015 many camps were opened to accommodate newly arriving migrants in Berlin. Christian Sowa studies this form of accommodation. Moving beyond an exclusive focus on borders and migration, he argues that camp accommodation must be thought of and studied as part of the urban context and as a specific form of housing. The study provides an in-depth case study, discusses policy alternatives, argues for »housing for all instead of camps«, and contributes to bringing urban and migration studies into public discussion. In times of new waves of migration, the topic of migrant accommodation within urban environments remains highly relevant today.

    Abstract: This book comprises 40 short texts by urban sustainability scholars from around the globe. The scholars are recipients of a six-month research stay grant from the Global Center of Spatial Methods for Urban Sustainability (SMUS), a DAAD Exceed center funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). SMUS is a global network of researchers and practitioners from over 48 universities and institutions who work together to improve academic education in spatial disciplines. Through collaborative teaching, workshops, conferences, and training, network partners work across disciplines to advance urban sustainability. From September 2020 through February 2021, 40 scholars participated in the centre’s ‘Developing a PhD Proposal’ program by organising workshops, partaking in excursions, and attending classes. The classes covered topics such as research ethics and skills, spatial methods, and urban sustainability, with a focus on Sustainable Development Goal #11, which is about ‘making cities and human settlements inclusive, safe, resilient and sustainable’. As part of their coursework, the students were tasked with writing short texts about how the topics covered manifest themselves in their respective home countries. This book is a compilation of those country replies, giving the reader a glimpse into urban sustainability perspectives from around the globe. The book includes a series of maps depicting the geographic locations represented in the country replies. They have been included to help the reader navigate the book and to highlight the diversity of topics and themes researchers are working on in the SMUS network.

    Abstract: This book, drawing on fresh scholarship, investigates electrification in new places and across different time periods. While much of our understanding of electrification as a historical process is based on the seminal work done by Thomas P. Hughes in Networks of Power (1983), the scholars in this volume expand and revise Hughes’ systems approach to suggest that electrification is a heterogeneous and contingent process. Moreover, the contributors suggest that the conquest of the world by electricity remains incomplete despite more than a century elapsing. Above all, though, this book provides context for thinking about what lies ahead as humans continue their conquest of the earth through electricity. As we become increasingly dependent on electricity to power our lights, heat and cool our homes, turn the wheels of industry, and keep our information systems humming, so we are ever more vulnerable when the grid runs into trouble.     Abstract: In Atmospheric Noise, Marina Peterson traces entanglements of environmental noise, atmosphere, sense, and matter that cohere in and through encounters with airport noise since the 1960s. Exploring spaces shaped by noise around Los Angeles International Airport (LAX), she shows how noise is a way of attuning toward the atmospheric: through noise we learn to listen to the sky and imagine the permeability of bodies and matter, sensing and conceiving that which is diffuse, indefinite, vague, and unformed. In her account, the "atmospheric" encompasses the physicality of the ephemeral, dynamic assemblages of matter as well as a logic of indeterminacy. It is audible as well as visible, heard as much as breathed. Peterson develops a theory of "indefinite urbanism" to refer to marginalized spaces of the city where concrete meets sky, windows resonate with the whine of departing planes, and endangered butterflies live under flight paths. Offering a conceptualization of sound as immanent and non-objectified, she demonstrates ways in which noise is central to how we know, feel, and think atmospherically

    Abstract: In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people’s lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

This synthesis report builds on the findings from 51 cities and regions contributing to the OECD Survey on the Circular Economy in Cities and Regions and on lessons learnt from the OECD Policy Dialogues on the circular economy carried out in Groningen (Netherlands), Umeå (Sweden), Valladolid (Spain) and on-going in Glasgow (United Kingdom), Granada (Spain), and Ireland. The report provides a compendium of circular economy good practices, obstacles and opportunities, analysed through the lens of its 3Ps analytical framework (people, policies and places). It concludes with policy recommendations, a Checklist for Action and a Scoreboard to self-assess the existence and level of implementation of enabling governance conditions to foster the transition towards the circular economy in cities and regions.

    Abstract: Dejan Petkov explores the tramway renaissance in Western Europe from a socio-technical standpoint and focuses on the development in Germany, France, and England. A multiple case analysis reveals the drivers, impact forces, actors and interest constellations behind the tramway renaissance in these countries and demonstrates the large variations in local systems and their style. A key finding is that there can be quite different paths to the success of tramway systems, but this success usually comes at a cost and can have a comprehensive character only if the systems are considered an integral part of the overarching strategies and concepts for urban and regional development.     Abstract: Alesia Montgomery's Greening the Black Urban Regime: The Culture and Commerce of Sustainability in Detroit tells the story of the struggle to shape green redevelopment in Detroit. Cultural workers, envisioning a green city crafted by direct democracy, had begun to draw idealistic young newcomers to Detroit's street art and gardens. Then a billionaire developer and private foundations hired international consultants to redesign downtown and to devise a city plan. Using the justice-speak of cultural workers, these consultants did innovative outreach, but they did not enable democratic deliberation. The Detroit Future City plan won awards, and the new green venues in the gentrified downtown have gotten good press. However, low-income black Detroiters have little ability to shape "greening" as uneven development unfolds and poverty persists.

    Abstract: There is a palpable tension between the planning and implementation of climate targets, for instance as regards renewable energy resources - among which wind power plays a significant role. This tension comes to the fore when assessing the effectiveness of spatial planning approaches to the deployment of wind energy. Planning approaches to wind power are evaluated in three European urbanised regions: South Holland (Netherlands), Lower Austria (Austria) and East Flanders (Belgium). Each region has adopted wind energy targets and introduced zoned areas in its regional planning agenda. The theory of ‘new institutionalism’ and the comparative case study method are the two pillars of this investigation. Zoning may be considered as a form of institutional design, for the introduction of zoned areas not only determines the territorial spread of wind turbines, but also configures socio-organisational entities and actors involved in implementation (developers, local residents, consultants, and public authorities). The comparative approach demonstrates that planning choices in the three case studies often yield to the concerns of higher governance levels, clearly prioritising energy policy goals above local, contextual values. In consequence, ‘zones for wind energy’ do not always gain public acceptance at the local level. Indeed, the foundation for locally supported wind energy zones is laid down in the planning process itself. This process has the potential to institutionalise a trade-off between collective purposes at a higher governance level and locally changing contexts and values. On the other hand, planning agents need to be more aware of path dependencies in spatial decisions concerning renewable energy. One of the wider implications of the planning approaches studied is that they restrict, rather than promote development. Thus, when zoned areas had to be redrawn, local opposition or ‘unwillingness’ seriously restricted the amount of leeway for reaching a consensus about alternative locations. The reason was that the formal planning exercise (zoning wind energy) implied more than an impartial territorial designation: it also communicated social consensus on land-use decisions of ´where wind turbines would come´ and ´where they would not´

    Abstract: Why technology is not an end in itself, and how cities can be “smart enough,” using technology to promote democracy and equity. Smart cities, where technology is used to solve every problem, are hailed as futuristic urban utopias. We are promised that apps, algorithms, and artificial intelligence will relieve congestion, restore democracy, prevent crime, and improve public services. In The Smart Enough City, Ben Green warns against seeing the city only through the lens of technology; taking an exclusively technical view of urban life will lead to cities that appear smart but under the surface are rife with injustice and inequality. He proposes instead that cities strive to be “smart enough”: to embrace technology as a powerful tool when used in conjunction with other forms of social change—but not to value technology as an end in itself. In a technology-centric smart city, self-driving cars have the run of downtown and force out pedestrians, civic engagement is limited to requesting services through an app, police use algorithms to justify and perpetuate racist practices, and governments and private companies surveil public space to control behavior. Green describes smart city efforts gone wrong but also smart enough alternatives, attainable with the help of technology but not reducible to technology: a livable city, a democratic city, a just city, a responsible city, and an innovative city. By recognizing the complexity of urban life rather than merely seeing the city as something to optimize, these Smart Enough Cities successfully incorporate technology into a holistic vision of justice and equity

    Abstract: "Most new urban growth takes place in the suburbs; consequently, infrastructures are in a constant state of playing catch-up, creating repeated infrastructure crises in these peripheries. However, the push to address the tensions stemming from this rapid growth also allow the suburbs to be a major source of urban innovation. Taking a critical social science perspective to identify political, economic, social, and environmental issues related to suburban infrastructures, this book highlights the similarities and differences between suburban infrastructure conditions encountered in the Global North and Global South. Adopting an international approach grounded in case studies from three continents, this book discusses infrastructure issues within different suburban and societal contexts: lowdensity infrastructure-rich Global North suburban areas, rapidly developing Chinese suburbs, and the deeply socially stratified suburbs of poor Global South countries. Despite stark differences between types of suburbs, there are features common to all suburban areas irrespective of their location, and similarities in the infrastructure issues confronting these different categories of suburbs."--
